191 however, no mention thereof was made in the Kranganoor regulation, therefore determined by resolution of the 23rd of January 1781 to compensate three more coolies per day for it, and to provide 100 ropijen annually for the maintenance of the Company's gutters here in the town. banks of the river exposed to floods, whereby the aforementioned bridges and roads, if not maintained daily, would fall into such decay that they could not be repaired except at great expense; when drawing up the last regulation for Kranganoor, inserted in our resolution of the 15th of July 1780, this had not been considered, and therefore nothing was determined for it, which however experience makes very necessary; all this was made known in the meeting on the 23rd of January anno passato, upon the proposal of the Honorable Extraordinary Councillor of the Dutch Indies and Governor of this Coast, Adriaan Moens, and declared that His Honour had carefully investigated in what manner, and for how much, those bridges and roads could be maintained, and had also agreed with the Kranganoor chief, Cellarius, to maintain the bridges and roads in a good and proper condition, if three more coolies, or instead of twelve, now fifteen coolies per day were granted to him, adding that His Honour believed these coolies ought to be assigned to the chief, with which the members concurred. Just as we also on the same day approved granting to the overseer of the Timber Yard, Job Vijverberg, who also simultaneously acts as overseer of the common works, one hundred ropijen annually for the maintenance of the Company's gutters that run through the town and connect with the private gutters, since the gutters are greatly damaged by the use of carts and wagons, and also by time, and therefore need many repairs, and it is more advantageous for the Company that it be contracted out for a fixed specified sum than otherwise, and no one could be found who was willing to accept it for less; the district masters being instructed, by extract from that resolution, to keep an eye on it and to see that this contractor properly maintains the gutters, or otherwise to give notice thereof to us. The overseer of the armory and smithy, Andries van Eijk, has made known by a petition that in the present times of war, great daily tasks occurred at the armory, in the smiths', saddlers', cartridge pouch makers', coppersmiths', and brass founders' workshops, whereby he was rendered unable to perform everything with the established number of craftsmen, and therewith requested to be allowed to hire more craftsmen on daily wages, and that he might be permitted to charge what is needed for repairing nine hundred and seventy-six muskets with unserviceable stocks and repairable locks, which became unserviceable among the native troops, for which no provision had been made in the regulation for his administration, together with the request that an increased number of coolies might be assigned to him for keeping the muskets clean, since the eight granted to him were not sufficient to keep the muskets clean, as there were now seven thousand muskets in reserve, and at the time the regulation was made, only two thousand five hundred. Whereupon he, Van Eijk, also gave to know that in the regulation, or determination, the scabbard lining had been forgotten for the manufacturing of cutlass and bayonet scabbards, requesting to be permitted to use the scabbard lining for them, since the scabbards without lining were not durable. 192 and that the district masters must pay attention that this latter is done properly. smithy has requested more craftsmen and coolies also that scabbard lining may be used in the cutlass and bayonet scabbards

193 but the Head Administrator and two members have shown that it could be managed with the existing craftsmen, and two coolies per day more for the cleaning of the firearms; but for the repair of 976 firearms the expenses could be reimbursed to him. This request was resumed in our meeting of 25 September last, when it was noted that a decision could not well be taken thereon on sound grounds without the same being examined and compared against the regulations and papers relating thereto kept for that administration, to which end the same was placed into the hands of the Head Administrator Reinier van Harn and two members of the council, who have reported thereon, which report was inserted with the request into our resolution of 22 November last; whereby it appeared that the said overseer had four craftsmen more in his administrations than are permitted in peacetime, with which he, the Head Administrator, and Members judged that it could currently well be managed, because according to a separate resolution of 22 August of the past year it was established to proceed with the mounting of the gun carriages and wheels as other work permitted, and also because many small items, such as axes and chopping knives, [illegible] and the like, were made privately by native blacksmiths. That at the time the regulation was made, and five thousand and sixty-eight pieces of firearms had been in reserve, he, van Eijk, had made a mistake of more than half in his statement of two thousand five hundred firearms. That no craftsmen could be granted for the making of armaments or leatherwork, because those were determined by the craft wage. Yet that the 976 firearms could be repaired and the expenses reimbursed, since at the time of adopting the regulation no native troops had been in service, and no determination had been made in that regard. 194 but that the scabbard lining was unnecessary; accordingly, one thing and another was granted to him under the necessary precautions, as he had made a mistake of more than half therein, but because the present remainder nevertheless amounted to about two thousand firearms more, ten coolies could be granted to him instead of eight. That, according to information obtained, the scabbard splints for the cutlass and bayonet scabbards were unnecessary, and the scabbards lasted longer without them, because upon inserting the cutlasses and bayonets the splint was frequently hit, and the scabbards thereby immediately became unusable. We have approved hereupon to have the nine hundred and seventy-six firearms repaired, which, upon the transfer of the command, were taken over by the first undersigned as unserviceable, and to permit him, van Eijk, to charge one rupee per piece for the new gunstocks needed for that purpose, as well as what is required for the further repair of the locks and the like, with the wages of private blacksmiths, because those of the Company cannot be spared for this, having enough to do with the ordinary work to which they are assigned; however, first to have these firearms accurately checked and examined by specially appointed Commissioners, as to whether all of them, or rather how many, require new gunstocks, and what other defects are still to be found on them, so that thereafter the amount to be charged can be examined by specification and care can be taken that no more is reimbursed than has been expended thereon; as well as to grant him two more coolies, and thus ten instead of the designated eight, for the cleaning of the firearms, but only for as long as the remaining stock in reserve is so large, and noticeably more

195 The price current of the goods to be purchased is inserted in the resolution. The head of the militia obtained a seat in the Political Council and was discharged from the Council of Justice, and replaced by Andries van Eijk. The curator ad lites has accepted no estates. The changes in the other colleges are to be seen in which resolutions. The secretaries of justice and the orphan chamber have rendered account. The chief administrator has also properly rendered proof of the auctions held by him and of the monies of the sold English vessels. The price current, according to which the administrators have undertaken to provide the necessities in their administrations for the financial year 1781/1782, was reviewed, approved, and recorded in that resolution at our meeting of 25 September of the past year. In the Council of Policy, the head of the militia, after taking the oath, obtained a seat on 14 April of the past year, but was on the contrary discharged from the Council of Justice on 7 May thereafter, being appointed in his place as a member of that college the extraordinary lieutenant of artillery and overseer of the armory, Andries van Eijk. The changes that occurred in the lesser colleges are to be seen in the resolutions of 17 February and 8 March of the past year. The curator ad lites has again accepted no estates in the past financial year. The secretaries of justice and the orphan chamber have duly rendered account, proof, and balance of the funds administered by them, as shown by the reports recorded in the resolutions of 8 March, 25 September, and 12 October of the past year. Likewise, in the first-mentioned and in that of 25 September are incorporated the reports of the chief administrator regarding the auctions held on behalf of the Company, in which it is to be seen that the auction account balanced in the books, but that on 27 August of the past year, two English shibars, or vessels, declared as prize, with their appurtenances, were sold at public auction for one thousand 196 and thirty-seven and thirty-eight forty-eighths rupees on six weeks' deferred payment, for which the auction account remained in credit, but which were nevertheless paid and brought into the treasury by the end of August; as also, according to a report of the aforementioned chief administrator inserted in our resolution of 22 November last, five thousand and seventy-eight rupees were received from the sale of nine further seized native vessels belonging to inhabitants of the English place Tellicherry, mentioned in the resolution of 25 September of the past year. Divine service is performed here as usual by the minister Pieter Cornelisz. The minister Morgappa arrived here from Ceylon to examine the Syrian priest who had converted to our religion and to confirm him in the holy ministry. The same was examined, but not found qualified for the pastoral office. On 3 May of the past year, the minister Manuel Morgappa arrived here from Ceylon to help examine, on behalf of the Ceylon church council, the former Syrian priest Georgius Karolus of Kandanad, who has converted to the Reformed religion, and to confirm him in the holy ministry; in accordance with Your High Excellencies' much-honored order, we appointed at our meeting on 7 May thereafter some of the most prominent and knowledgeable members, namely the members of our Council, the junior merchant and warehouse keeper Jan Lambertus van Spall, and the junior merchant and purveyor Abraham Jean Scipion Vernede, and the bookkeeper and first clerk of policy Adriaan Poolvliet, the bookkeepers Willem van der Sloot and Jeremias Leisig, and the surgeon Daniel van der Sloot, to strengthen the Cochin church council, who, assisted by these members and the aforementioned minister Morgappa, conducted the examination, and delivered an extract of the church resolution thereof to us.

197 The church council solely requested to make him a catechist or schoolmaster. He was permitted to retain the twenty-five ropijen per month enjoyed by him, until further orders from Their Right Excellencies. However, he died shortly thereafter. Thus he was appointed as schoolmaster. presented, which is inserted in the resolution of the 27th following. Stating that the said Georgius Karolus, upon examination for the office of Minister, was not found qualified, and for that reason the ordination did not proceed. To which the aforementioned church assembly had added a request that the said Georgius Karolus might be appointed as catechist or schoolmaster, in order to qualify himself under the supervision of the church council for a more prominent church office, or else that he might be sent to Ceilon for further qualification; for the latter, however, he had no inclination, but declared that he did not understand the Jamulsche or High Mallabaarsche language, and therefore the transfer to Ceilon could be of no benefit to him, but that he was inclined to accept the office of schoolmaster and promised to continue practicing and qualifying himself in the fundamentals of the Reformed religion. To this we then gave our consent, and appointed him as schoolmaster, in order to instruct and teach the youth of his compatriots in the true Reformed religion under the supervision of the Koetsiemsche church council, as far as he himself is educated. On this occasion, consideration arose among us whether the said Georgius Karolus, now that he was not found qualified for the ministry, might continue to enjoy the twenty-five ropijen per month granted to him by Your Right Excellencies. However, it was unanimously judged that this sum could be provided to him monthly, pending Your Right Excellencies' further respected orders. But this man did not profit from this for long, as on the 9th of August thereafter, he died of smallpox. 198 The deacons have complained that their funds were running behind. And requested that they might be assisted in this. Two members investigated their circumstances and submitted a report. However, the remedies proposed therein were not found viable. Deacons of the Reformed congregation of this city have made known to us by petition that, due to heavy repairs to the church and the orphanage, they had fallen behind by three thousand one hundred ninety ropijen in two years, and that they were deteriorating more and more daily, since the revenues of the diaconate, on average, amounted to only one hundred sixty ropijen monthly, while the expenses amounted to fully three hundred ropijen per month. For which reason they requested that such means might be devised by us, whereby they would be enabled to provide maintenance for the poor. To which petition they had also annexed diverse appendices, consisting of several extract resolutions taken in the Council of Mallabaar on occasions when the diaconate had been in a similar embarrassment in former times. Which petition and appendices we placed in the hands of two members of our Council at our meeting of the 12th of October, to verify from the diaconate's papers whether the aid measures previously devised by this Assembly were properly put into effect, and if not, why this did not happen; and further to state what remedies could further be devised for the recovery of the poor-funds, and also at the same time to check whether management is properly observed at the diaconate and whether no expenses can be reduced. The commissioners complied with this on the 22nd of November, and their report is recorded in the resolution of that day, to which we refer to avoid prolixity, and here only point out that, after mature consideration of matters, it seemed to us that the measures proposed therein would not suffice to assist the deacons out of their difficulties.

199 it was thus decided by the Council to transfer the capital of the military fund to the deacons, in order to enjoy the interest thereof, to relieve their distress, and especially since reducing the allowance granted to some external orphans for their maintenance could not be done without causing these poor people to suffer want, and that a collection would not yield much, because the congregation here was generally without means and poor, and that one therefore ought to look for more effective means of redress; and since the lists of the resident Poor and orphans showed that they largely consisted of widows and children of deceased Military personnel, for whose benefit a military fund was started here in the Year 1772, which however until now has had no further success than that a small sum of 4024 19/28 ropijen has been collected, which has remained lying interest-free until now; this prompted some of us to consider whether that capital could not be transferred to the Diaconate, all the more because there was little hope that it would increase in such a way as to provide maintenance for the widows and orphans of Military personnel in time from the proceeds alone. After mature deliberation, we judged that the good purpose for which the aforementioned military fund was established would best be achieved if the capital thereof were handed over to the Deacons to be administered by them, without thereby mixing it with the capital of the Diaconate, so that one could take it back at all times and have it administered as a separate fund. Consequently, the aforementioned capital of the military fund was handed over to the Deacons to enter and administer it in 200 the books separately from the capital of the Poor, but to let the interest thereof serve annually for the maintenance of the widows and orphans of deceased Military personnel, since this is already intended for the maintenance of military widows, and further to have the fines and other revenues that were introduced for the benefit of the military fund, according to the resolution of 2 August 1773, collected by the Deacons. 201 Fire and ward masters have made known that, through a lack of storage space outside, they keep the children's disease among their slaves inside the city, and therefore decided to rent a house on Waipin to isolate all such infected persons, and to offset those expenses, to burden the houses in the city with one eighth of a month of house rent. Under the last of August previously was fourteen thousand ropijen, and that of the Lepers four thousand sixty-eight Ropijen. Fire and ward masters have made known to us, by extract from their resolution dated 21 September last, that the children's disease still continued to rage in the city, and that some inhabitants kept their slaves who contracted the smallpox hidden within the city, who according to the established orders of the authorities ought to be brought outside the city at the earliest opportunity, whereby the infection, with the daily influx of new slaves from the country who had not yet had the disease, was markedly multiplied and as it were maintained and propagated, and that this concealment seemed especially to stem from the fact that many people had no storage place outside the city and no means to obtain the same from others for payment; wherefore it had been decided by the fire and ward masters to rent a house on the neighboring island of Waipin, to have the people transferred there, for one rijxdaalder a month, and to appoint therein two coolies as attendants with a monthly wage of two rysdaalder, all of which, together with the re-roofing of the house, would annually amount to seventy rijxdaalder; to offset which the fire and ward masters had seen fit to tax the owners of houses here in the city for one eighth of a month of house rent per year, and thus, instead of the five eighths of a month of house rent that they hitherto paid annually for cleaning the city and lighting the lanterns on dark evenings, to let them pay six eighths or three quarters of a month of house rent. Whereupon it was observed by us that the children's disease is quite dangerous and contagious here, and therefore the city ought to be kept as purified thereof as possible, and that 202 for good reasons that decision was approved. ƒ52. 16. 8. charged twice here from Ceilon, the last has been charged back again. To that, it was answered that they desired 600 lasten of rice and that we could negotiate the necessary money for it here. The King of Koetsiem has requested 10000 ropijen. Which were delivered to him and balanced off again. Thus the rice was purchased here, but up to now no money has been borrowed for it. To which we served them with the answer that we would not fail to fulfill their request, provided we were informed how large that quantity ought to be; and also that we might be provided with the cash necessary for it, and that for the collection of those grains the necessary vessels should be sent hither, since we were devoid of all such facilities. Thereupon those ministers informed us in their letter of 22 September passato that they determined the quantity of rice or neli at six hundred lasten of rice or one thousand lasten of neli, but desired rice as far as possible; however, that they were not in a position to send the money necessary for it and, consequently, would gladly see that we could negotiate the same here for a short time for the account of Ceilon. We have thus bought and stored six hundred lasten of rice for Ceilon and are looking forward earnestly to an opportunity to ship the same. However, because our treasury was still fairly well provided, we have not needed to take up any money for it up to now. If, however, we do not obtain merchandise, this will have to be done in due course. Domestic Affairs The King of Koetsiem has repeatedly made a request to be permitted to receive ten thousand ropijen in reduction of his share in the tolls. This request having been taken into consideration at the meeting of 23 January anno passato, and considering that nothing is risked by this and that such has also taken place before, we have agreed to the disbursement. This sum was debited to His Highness upon settlement of account on the ultimate of August last, as appears from the account closed with His Highness that comes under the annexes 204 together with the revenues of the Koesipallise lands. At the first visit of the first signatory, a gift to the value of f 555. 15. 8 was presented to His Highness. 1600 pieces of muskets for the price that the King of Jrevankoor pays for them. and inserted in our resolution of 22 November last, which also establishes that there was also withheld from the tolls the amount of the revenues of the lands of Koesipalli pawned to the Company, and that there was still paid to the King in cash to settle the account one thousand two hundred ninety-eight and forty-three forty-eighths ropijen. 214 Pensioners Exiles The number of pensioners List of 7 lepers is transmitted and of 8 persons who from here have deserted. who have been sent hither from Batavia, are here to the number of 26 souls, as appears from the accompanying nominal roll; they humbly thank Your Right Honourables for that which they have enjoyed and request the continued enjoyment of their pension. Lepers: At the latest inspection of the households within this city, no one was found with the grievous disease of leprosy, and 7 infected persons are still maintained at Paliaporto, whereof the nominal roll accompanies this. Deserters From the first of January until the last of December 1781, as appears from the accompanying nominal roll, there have deserted along this coast from the Company's service to others: 8 souls, namely: 4 Europeans, and 4 Natives. 5 Request for extracts regarding the exiles. The first undersigned is continually importuned with requests from the convicts still to be found here in the blacksmith's shop, who have successively been sent hither from Batavia on various ships, that they may be released from the chain and from that heavy labour; yet he finds himself unable to release those people therefrom, because upon their arrival here no papers were received whereby it can be seen how long they must remain labouring therein; wherefore we very humbly request Your Right Honourables to let us have the necessary extracts regarding their condemnation, to serve for our information and to enable us to govern ourselves accordingly regarding their request, there being of the said convicts presently still living the following, namely: 215 Proena Jatta and Simas, sent hither on the ship Duinenburg in the year 1766.
