Home Dispatch dated 6 November 1780. Respectful reply to the accompanying extract of the Home General Dispatch written by the Noble High and Right Honourable Directors of the General Dutch East India Company in the Assembly of Seventeen to their Excellencies the Governor-General and the Council of the Indies at Batavia, dated Amsterdam, 6 November 1780. It displeases us not a little that we again find that the servants' letters have been mislaid and that no thought was given to having copies made of them and sending them to us. For although by Your Excellencies, pursuant to our written instructions contained in the General Dispatch of the year 1775, paragraph 53, the Residents were ordered to comply more promptly in the future with the order for the proper transmission of papers for the Netherlands, Your Excellencies nevertheless could and should have understood that this can be of no help at present to prevent the inconvenience which was bound to arise for us from the lack of the letters. We have frequently spoken to Your Excellencies about such inconvenience, and it surprises us all the more that this has had no effect in the present case, since upon the remarks made that the extract of our letter of 8 October 1724 was left entirely unanswered by the Residents, Your Excellencies noted in your advices of 21 October that, on the contrary, the dispatch of 8 October 1777 had been provided with a fuller answer. This answer was certainly inserted in the letters of the year 1780, but then we do not understand what purpose was served by the mere communication that it existed at a time when Your Excellencies saw fit to leave us destitute of the letters in which this answer was to be found. Our inattention, through not fully understanding this order from their Excellencies, being the clear cause of this neglect, we therefore solicit from your Noble Right Honourable Sirs a very humble pardon, and we shall in the future obey the same with the requisite exactitude. We see in your reply to the Residents of 25 September that Your Excellencies were satisfied with that justification; however, it did not appear very satisfactory to us. For their assertion that the loading of more or less depends on the ship's officers should not go so far that when a ship or vessel is laden with an unequally smaller quantity of pepper than that same ship or vessel previously carried, or than calculated for it by Your Excellencies, the servants would then not be bound to inform themselves of the causes of that lesser lading in order to make the officers care for the Company's interest. Paragraph 111. It is also because of that neglect that we have only been able to gather from Your Excellencies' advices wherein the given justification consists, which we required of the Residents in our aforesaid dispatch of the year 1777, paragraph 156, regarding the low lading of the vessel the Orangeboom, notwithstanding the large stock of pepper in the warehouses. May your Noble Right Honourable Sirs please take into favorable consideration in this regard that the pepper of one crop, whether through continuous rains or otherwise, can differ somewhat in weight, and that a greater or lesser lading may therefore arise from this. And if in 1775 the Residents had exercised that care, the lading of the aforesaid vessel the Orangeboom would probably not have amounted to over 31000 lb less than that of the previous year; and the arguments to which one must now have recourse, that this difference was caused by the commander's cabin having been stuffed full in 1774, would then have become unnecessary. Paragraph 112. Meanwhile, the utility of continuous supervision over the matter of ladings is shown anew from the fact that as soon as Your Excellencies demanded an accounting from the servants regarding the smaller lading of the aforesaid vessel, the next transport immediately increased again by over 13000 lb. While this would probably already have taken place if the small lading of 1775 of the aforesaid vessel had been brought to the attention of the Residents earlier by Your Excellencies, and without waiting for occasion to be given for this by written instructions. In our very humble reply of last year, we fully elucidated Your Right Honourable Sirs in this regard, and although one harvest can differ greatly from another, the poor handling also contributes to it. Paragraph 113. In the absence of the letters of the Residents, we cannot judge whether the chartering of a native vessel for the transport of the remainder of the pepper was unavoidable, and consequently cannot decide whether, with appropriate deliberation, the lading of the aforesaid vessel the Orangeboom and the simultaneously employed bark the Phoenix could not have been arranged in such a way that the chartering of the aforesaid native vessel might have been spared. Paragraph 115. Although the delivery of 1127694 lb of black besides 11637 lb of white pepper makes a rather pleasant showing compared to that of the years 1775 and 1776, it nevertheless differs noticeably to the disadvantage with the quantity of 2167125 lb. It having been reported to us in your advices of 29 October 1779 that two lighters were sent with the ship de Vriendschap to Banjarmassing to serve for the loading of that vessel as it was too large to sail up the river; And we now being informed by Your Excellencies that, owing to the late arrival of one of those lighters, the Residents were obliged to charter thirteen native vessels, it appears to follow from this that the employment of the aforesaid vessel turned out rather costly for that factory. For which reason we must further urge the recommendations contained in our General Dispatch of last year, paragraph 34, in order to remain constantly mindful of everything that can serve to relieve the expenses of the transport of the pepper.

Pepper suppliers contribute very much to this annual reduction, and that this will also absolutely result in it; for very little regard is paid to all our well-founded representations and requests. But concerning the smuggling with the Buginese, we can assure Your Right Honourable that the present prince prevents it as much as possible, though the vast extent of the pepper gardens and the greed of his subjects cause the execution of these orders to be violated at times, although we continue to insist, earnestly and with proper zeal, that these good orders be strictly complied with. We have not been able to discover with sufficient certainty from your letters to the Residents to what this so notable reduction is attributed. Only your dispatch of 8 March seems to give reason to think that it originates from a poor harvest, and in that case we could reconcile ourselves to that reduction better than if it were a consequence of smuggling and the curtailment of the Company's right to the pepper of the land. But having to leave this undecided, we expect from the Residents that they will constantly uphold that right as much as possible, and in this as well as in all other respects, through a faithful care of the Company's interest, they will perform their duty with zeal. Paragraph 16 Such vigilance on the part of the Residents would very easily achieve more than an annual payment of 2 to 300 rds which you have caused to be offered to the Sultan, in order to serve as an equivalent for the revenues he now enjoys from the Chinese junks, and by this means to dispose him henceforth to admit none of them into his territory, which has been rejected by him. And whereas the prince has indicated that he wished to abide by the contracts, and you have answered him that the same was also your intention, it will be necessary to ensure that, on the part of the prince, the admission of the junks is handled in conformity with the contracts. Paragraph 18 The Passir grandees having addressed themselves to you in order to enter into a contract of friendship and alliance with them, it is prudent that you, before deciding on this, have inquired with the servants whether the Sultan had renounced his right to Passir or not. In our previous letter Your Right Honourable will be able to observe that the estimate is somewhat large, and Poulo Laut is precisely the most dreaded smuggling place. Paragraph 17 The Buginese on Poulo Laut, far from having been made to move away from there, on the contrary increasing in power so that the princes estimated their number at 300 heads, you have done well to urge His Highness further to make them vacate that island. And since it is acknowledged by the prince himself that the stay there affords those nations opportunity for illicit trade on account of the proximity of the pepper gardens, one will need to devise further means to prevent that trade at least in one way or another.

52 In our successive letters, and particularly the principal one of last year, we have fully answered this point, and shown to your Right Honourable Highnesses the cause of the increase in the prices of this precious stone; thus we fervently pray that we may remain free from all presumptions of a zealous-less conduct in the eyes of your Right Honourable Highnesses. Although in the last two book years no other expenses have occurred than those most urgently necessary, and it always remains a point of the utmost attention for your Right Honourable Highnesses' very humble servants to reduce these as much as possible, the same will nevertheless, with regard to the item of carpentry and repairs, have to be supplemented against the coming book year due to the new construction of the warehouses now completed. Furthermore, the reduction of the profits depends solely on the yield of the pepper carried by the junks, and since that product from here is not exported because of the bad price in China, the trade books must consequently present a worse appearance from year to year. Pepper Harvest The present Sultan of Banjar, although according to what was noted in your advices, the Sultan has not yet formally ceded his pretension to that land, however little his orders are respected there; and the tribute which the Prince of Pasir used to render annually to the Sultan has already for more than fifty years been withheld, having withdrawn himself from the monarch's authority and acting at present as a free people. It is therefore questionable whether one might not turn this circumstance to advantage in case the Sultan, on his part, did not fulfill the engagements which he entered into with the Company, while we leave that question referred to the further consideration of you, the servants. Section 119. Having abandoned the purchase of diamonds because their prices had risen too high, we must now, being unable to do otherwise, acquiesce in this; it appears to us, however, still doubtful whether, if the Residents were truly earnest about it, they might not well find an opportunity to obtain some parcels at suitable prices. Section 120. The expenses of this office during the book year 1777/8 having fallen below the amount stipulated in the Statement of Retrenchments to a sum of f 3842:18:-, this gives us satisfaction, as does the fact that, although the Residence has remained an expense item of f 3456:4:-, the deficit of the statement of accounts nevertheless amounts to f 6673:18:- less than that of the previous book year. Section 121. Nevertheless, the construction of two warehouses, which you had to resolve upon due to the poor condition of the rice and pepper warehouse, will again constitute a new burden. Which is respectfully accounted for, as follows: A:o 1781, the 2nd of June, a native vessel transported in white pepper: lb 47533 or Pcs 380: 33 lb. A:o 1781, last of August, the Cornelia Adriana transported in black pepper: lb 400375 or Pcs 3203: - lb. Same date aforesaid, 2 native sloops loaded in black pepper: lb 258875 or Pcs 2071: - lb. The Chinese junks transported in gift pepper: lb 18750 or Pcs 150: - lb. A:o 1781, last of October, the small Pallas transported in black pepper: lb 265635 or Pcs 2125: 10 lb. However, being now informed by the Sultan's pepper weigher on behalf of that monarch that there was not another grain of pepper in the uplands, since a shed in which upwards of 1000 piculs had been collected had caught fire through carelessness, we therefore find ourselves obliged to dispatch that vessel to the capital laden with 276370 lb of black pepper and 7000 double bundles of binding rattan, with expenses amounting to ƒ39595:19:8. We once again most respectfully request that this so accidental circumstance, together with what was stated in our previous letter, may please Your Right Honours to absolve us of neglect of duty. The rumours regarding the upcoming crop are generally very favourable, for which reason we then very respectfully solicit Your Right Honours that we may be assisted towards the spring with a ship and 2000 round Spanish reals for the continuation of that trade, as our remaining money balance at the end of May still amounts to a sum of 26295 Spanish reals. Meanwhile, we express to Your Right Honours our due thanks for the fulfilment of our demand for provisions and supplies, all of which have been properly delivered according to the invoice. Furthermore, in the month of January, 13 coyangs of rice and 2 leggers of arrack were sent to us by the Council of Sourabaija at our request, since the small vessel De Kleine Pallas was to winter here, so that we now have a generous supply of 67186 lb of that grain, which can suffice for almost 2 years. Further, we very respectfully request Your Right Honours' permission to write off the 159 Spanish reals which were advanced here to the Javanese sailors on the Cornelia Adriana on account of their monthly pay. With regard to Your Right Honours' most respected orders by dispatch dated 5 February in favour of Christiaan Fredrik Holst, we find ourselves obliged to state most respectfully to Your Right Honours that after all our efforts made in vain, we have not been able to recover anything of the Company's equipment or cargo from that captured sloop; we have therefore made very little progress in the execution of those orders up to now. Concerning court affairs, we have the honour further to inform Your Right Honours that Pangerang Sarieph, son of the Sultan of Pontjana, having arrived here in the month of April, is now departing again for your parts with his mother, the consort of the Sultan. The Susuhunan agreed to this after much negotiation, though very much against his inclination; and from the little honour with which that prince departs, we can easily gather that a good friendship between the Sultan of Pontjana and this ruler will never result. could not be dispatched due to the hasty departure of that vessel. We also cannot refrain on this occasion, in accordance with our bounden duty, though to our lamentable regret, from informing Your High Nobilities that the present pepper harvest, to our great astonishment, since it had been stated most favorably by the sultan, has turned out to be very meager, as we have at present only stored 25158 lb of that grain, and the entire gathering, so we are assured, will not amount to 3000 piculs. This so great and sudden change is, according to the statement of the sultan, to be ascribed to a multitude of small vermin that have devoured that grain while it was still green. Yet may it be permitted us to testify to Your High Nobilities respectfully and in all sincerity that this is nothing other than a simple and fabricated pretext, the very worst treatment being what the planters must endure from the sultan and other grandees, this being the only reason, because those people having enjoyed very little payment for their delivery in the past 2 to 3 years, they, regarding the pepper gardens as a burden, entirely neglect them, indeed have even set fire to some under the pretext of an accidental misfortune. And although we have with emphasis and zeal remonstrated on various occasions to the susuhunan and sultan about this so harmful and unjust treatment, which tends to the great prejudice of the Honorable Company as well as his own subjects, and have even brought to his attention the damages which the Honorable Company came to suffer through the neglect of that cultivation, and as being utterly contrary to the contract, this has nevertheless produced not the least improvement. Thus we rightly fear that the total ruin of this so important cultivation here must result within a few years. And although the currently reigning prince might wish to let justice prevail with regard to the suppliers, the gathering will nevertheless not be able to return to the old footing within 3 years, because most gardens being old and exhausted, the new ones that might have been planted have also been completely neglected due to the hopeless condition of the planters. Moreover, that prince seems to care very little for the general interest of his country and people, which causes much dissatisfaction among great and small alike, and we fear that discords will yet be born from this. We have judged ourselves obliged to bring this and other matters most respectfully to the attention of Your High Nobilities, for since the decline of the pepper cultivation, being the principal and virtually the only branch of commerce here, will yield no favorable outlook whatsoever in the trade of this post, and although we shall try to observe the expenses as much as possible through suitable economy, they will nevertheless increase from time to time. Because several buildings, among which the guardhouse and cookhouse of the military, craftsmen's dwellings, and virtually the entire palisade, find themselves in such a dilapidated state that they will shortly require a complete repair; furthermore, the terrain is diminishing so much due to the heavy runoff of the river that, if not a revetment, at least a heavy raising and filling will have to be effected there. Respectfully offering the duplicate of our latest submissive letter of the 10th of January past, dispatched to Your Right Honourables via Java, we dispatch by these presents to Your Honourables the pantjallang De Valkenaer to proceed on its voyage, with which small vessel we most submissively offer to Your Right Honourables that which has been collected by us: 188 3/4 carats of rough diamonds, 144 thails or 16 marks of dust gold from the Mampawa and 27 thails from the Mathouar gold mines, the whole, according to the enclosed invoice, amounting in money to ƒ11476 3 8. And the submissive signatories have also found themselves obliged to refit the aforementioned pantjallang somewhat here before its departure, because owing to heavy leakage it was unable to go to sea, caused by the worm which had already pierced it through and through in several places; and we very reverently present to Your Right Honourables the account of the expenses incurred by that small vessel both during its stay here and upon departure, as well as the rations furnished to the same, to the amount of ƒ306 2 —, which, in the hope of Your Right Honourables' favourable approval, we shall take the liberty to write off in our trade books. And since the humble signatories will also find themselves necessitated at the end of this year to turn the prow of the pantjallang De Snuffelaer towards Batavia, in order that this small vessel again may not be entirely pierced through by the worm, they make bold humbly to solicit Your Right Honourables' goodness to be provided with a mate for that small vessel, because in the year 1779, for lack of such a knowledgeable person, Your Right Honourables' commissioner Willem Adriaan Palm placed upon it as commander the boatswain of the bark Darende, Claas van Dam, which person finds himself unable to bring a vessel from here to Batavia. Concerning trade, we find nothing to note other than what was already made known in our submissive previous letter, and that it decreases from day to day rather than increases, as do the domains, which, if it continues thus, will have rendered little or nothing worth mentioning in a full year, because private shipping and trade at this place are entirely at a standstill; for in more than three months no vessel carrying anything has entered here, but everything goes to Mampawa, where at present, besides a multitude from the places situated hereabouts, there are already 7 Chinese junks, which were soon to be followed by another five, and which small vessels have also brought news that no Chinese traders were to come to Pontiana because of the bad payments, which circumstance also causes the currently departing Javanese merchants to turn their prows homewards empty; the Chinese, who previously traded fairly well to the gold mines, also begin to slacken greatly, and those people now also all go to Mampawa to trade; formerly twelve to fifteen small vessels went monthly to the gold mines, whereas now at best four to five depart, which also greatly reduces the inland duties, and to all appearances will soon cause them to decline to such an extent that the expenses of the boom-watchers can no longer be made good from them, unless Sultan Sarieph should very quickly change his principles, who hitherto remains quite the same, only taking to himself whatever he can seize and catch, and seldom thinking of payment. Concerning the servants, we find ourselves obliged to send over to Your Right Noblenesses, along with the depositions taken against him, the soldier Willem Vromhoff of Amboina, who, although he continues to persist in denial, nevertheless lies under heavy suspicion of having made himself guilty of stealing and having sold the Company's weapons and of an intention to desert; besides and in addition to which he has already been punished several times for colluding with the native with whom (as now appears in hindsight) he ran into debt upon debt; all of which are matters from which nothing but misfortune can arise in a place such as this, and we have thus found ourselves necessitated to send him off toward Batavia as a prisoner at the honored disposal of Your Right Noblenesses. Trade three sets of Pay and two sets of Lease Books for Batavia, besides a multitude of other papers, and for which Your Right Honorables, by revered letter of 31 December 1779, had been pleased to dispatch hither a clerk for assistance upon our request; however, this person not having arrived here, we dutifully notified this by submission of 26 September 1780, with a humble request to still be provided therewith. And thus may it please Your Right Honorables to favorably attribute this omission not to neglect of duty or inattention, but rather to a lack of time. Meanwhile, pursuant to the aforementioned order, we have paid into the Company's treasury the 105 rixdollars issued to the First Sworn Clerk at the General Secretariat for the copying of various missing papers, with humble expressions of gratitude that Your High Mightinesses' goodness has favorably pleased to relieve us of the fine of three months' wages stipulated in addition thereto. the 30th of September 1782: as going from Mampawa, Sambas etc. through the upper lands thither, without even appearing here, paying for one real weight of dust gold that is not more than 16½ to 18 carats ten and more keijzerdaalders, and for ordinary sorting of diamonds 7 to 8 round reals, by which doings the Company's trade is not a little hindered, but is even forced to follow the market made by the Bugis, as they can otherwise obtain nothing: The Pangerang Saaijdja Natta of Landak having signed submissive agreements, both orally and maintained by letters, and although he then indeed promises to establish other orders here, he nevertheless proceeds to sell his jewels to those who offer him the most money, without giving the Honorable Company any the least preference. Paragraph 124. But whether this advantage will substantially be obtained through the Company's occupation of the lands is, as it appears to us, still quite uncertain. And we shall therefore suspend our judgment until one shall have more experience, both concerning the profits and revenues that shall be enjoyed by the Company from the trade along with the tolls, and in regard to the burdens that it would have to bear for the sake of the one and the other. Paragraph 125. Although Pontianak seems to have been chosen for the place of the Company's trade office; for the reason that it is best suited for trade, it seems nevertheless not to be beyond reflection that that place is situated in the Succadana Realm, and the inhabitants of that realm have openly declared that the same never belonged to the Bantam crown, for which reason it was also refused by them to submit to the cession made. If that cession has an extension of the Company's trade as a consequence, without at the same time demanding an administration that could cause more expenses than one can make good through the profits from that trade. The territory of Succadana has until now not wished to submit to the cession which Bantam's prince has made of this country to the Honorable Company: Formerly this entire territory, which according to reports extends from Sambas to the Banjarmasin Realm, was ruled by a single prince; but since some seventy-odd years, so many princes who rule sovereignly have successively arisen in these regions that one may well put their number at thirty and more, and now most recently or in the year 1779 a Riouw prince named Radja Alie has further settled in the river of Succadana, who made this coast very unsafe with raids as well as murders until the year 1781, when he departed from there again for Riouw, and that place was once again taken into possession by Gustij Bander, a full brother of the Mampawa prince, who likewise lives from nothing other than sea piracy, the land around that quarter yielding nothing else than rattan and a little wax. Paragraph 126. This latter certainly gives little ground to forecast for the Company a restful and peaceful stay there, and consequently an unimpeded trade. And whether through the Pangerang Sarieff, whom Your Honors at his request have elevated to Sultan of Pontianak and Sasango. The profits and revenues which this new establishment has yielded in now well over four years' time are so slight that not a fourth part of the burdens can be made good from them, since the trade here currently stands completely still, and thus the tolls and leases yield nothing worth mentioning, the same having in the most recently closed book year of 1781/1782 yielded only 53 123/328 round reals, and we not without ground fear that even less will proceed from it this year, considering that from the first of January to the last of September no more than five vessels have entered the river here, which moreover brought only very few goods. September 30, 1782: ... who must be very satisfied if they manage to speak with him once every four to five days, and are then merely pacified with empty promises and good assurances instead of payment, leaving them with nothing gained but the hope of someday receiving payment. And notwithstanding the submissive gestures that were promised, it nevertheless does not seem to Us that the Company will be able to rely much on the capacity of that Prince, who is furthermore described by the servants as fickle. His dwelling is never quiet a whole day from people demanding their money, since he makes a habit of obtaining their goods under the pretext of purchase and never thinking of payment; the Company’s acquired ownership having brought him into this tardiness, the prince having chosen the protection of Their High Mightinesses to bring to notice: Paragraph 127. Meanwhile, it meets with Our approval that Your Honor, upon the Sultan’s request for an annual maintenance of 8000 rijksdaalders so as not to be compelled to trade with foreigners, has ordered the Residents to inform themselves exactly regarding his revenues and of what they consist, with the qualification to grant him in the meantime an equitable means of subsistence. With respect to the 5000 rijksdaalders which Your Honor, at the Prince’s instance to obtain 10000 rijksdaalders as a loan, has had advanced to him to be repaid in wax or gold in a year and a half, we expect that this payment will have already taken place, as our servants have on all occasions urged him to pay the 5000 rijksdaalders lent to him, and still daily urge him to clear his debt, though he gives nothing but promises that he will do his best. Furthermore, we desire to learn the effect of the authority that Your Honor has granted to the servants to conclude with the Kings and Regents of Mampawa, Borneo, Sambas, and Mattan a contract of exclusive trade, both for the Company and for those who sail with its vessels and passes.
