High Noble and Right Honourable Lord, and Honourable Gentlemen! After dispatching our letters of submission on 28 August last with the citizen Blanke, and having honored ourselves via Lampong most obediently to tender to Your Honours our humble letter of 20 October last, accompanying the letters received from Malacca via the private vessel De Vrouwe Catharina; we now find ourselves, in respectful rescription, proceeding to reply to Your Honours' received letter dated 28 May last. Regarding ships and vessels: the Bark den Arend, after proper delivery of its cargo, which according to the invoice and the report of the commissioners was found to be in good order, except for: 3 pieces of coiled hawsers, and 1 small case instead of 4 wheel-hawsers, as well as 1 3/25 chest, or 264 balls of Surat soap, found short; being now provided with everything, today turns its prow again toward the Capital with a cargo of: 1050 Picols of Banca Tin, and 555 ditto of Black Pepper, amounting, with an added charge of ƒ 117: 6:—, according to the accompanying Invoice, together to ƒ 34524: 8: —. The mainmast of this small vessel having been found completely unserviceable according to the most respectful report of the commissioners, we have replaced it with a new one made from a similar local mast wood, such as Your Honours were pleased to demand from the humble undersigned as a sample from here, which we flatter ourselves will at the same time meet that highly esteemed intention. Since the costs thereof, as well as further necessary repairs to that vessel, amount to a sum of ƒ 321: 7:— as shown by the respectfully accompanying expense account, we request Your Honours' favorable approval thereof, as well as for the condemnation of the Pantjallang De Neptunus, which according to the enclosed respectful report is completely beyond condition to undergo any further repairs. We therefore most obediently request to be accommodated with another new small cruiser-vessel, with which, in case of emergency, one might also undertake a minor defense; expressing our humble gratitude for Your Honours' gracious acceptance of our humble accounting regarding the expenses incurred on that small vessel in the year 1788, with the humble assurance never to leave anything untried that might merely serve the preservation of the vessels against the destructive worms of the Palembang River, with which it is filled, and which destructively gnaw through the best vessel within the span of a year. The Pantjallang Banca has also already had to experience this in part, and has thus compelled us, for lack of Tinkang planks, to have it fitted with a sheathing of Chinese planks. It grieves us deeply, Right Honourable Sirs, that the pantjalling D'wolff has fallen into the enemy's hands due to its late dispatch; we humbly beg Your Right Honourables, however, not to hold any unfavourable suspicion that the making of its rudder was not done with all possible haste; merely the search for a large piece of timber for that purpose, which first had to be purchased from the hands of the arriving highlanders, was the main reason for this delay. Having omitted some particulars in our humble report of 25 January of the past year regarding the theft committed of the aforementioned rudder, we request Your Right Honourables' gracious pardon for this, as well as for the contradictory term of privileged thieves. It seems to be a Palembang policy to tolerate this evil, which is as yet kept hidden within the breast of court secrets. As far as our knowledge extends, we can assure Your Right Honourables in all respect that this sort of evildoers, who form the number of crewmen or rowers of nearly all princes and court grandees, are rarely or never punished, let alone disturbed during their thievery. Everyone is afraid, especially the poor Chinese, of being treacherously murdered by them, or having their houses or rafts set on fire. They are obliged to bring to their Gusti or lord 4 stuijvers every day, without receiving food or clothing, and whatever more they steal remains theirs. Approximately 60 roede from this fort lives a Khedemang Astra Doeta, commonly called Chief of the Sambauwe reese. He has an entire campong of that rabble, by whom the arriving Javanese vessels are harassed not a little. Two prahu boys of the King's secretary, the Khingebaij Wangsaija, were the perpetrators of the theft committed on the rudder, and were indeed verified at the court, pursuant to our humble report of 25 January of the past year. According to their confession, they chopped the rudder to pieces that very night, burned it, and in the morning sold the iron from it for paddy to a highlander, without knowing his name or residence, who had promised to deliver it to them. This was their confession, which they maintained according to the report of the King's Minister, which caused the manufacture of a new rudder. Directly after the arrival of our fleet, on 6 April, we dispatched the pantjalling Kastenburg to Malacca, where it arrived safely. The small ship De Jonge Jan, brought here by the citizen Pieter Tournier, was duly transferred here by the same to the first humble signatory, according to the pass of 5 November past and the bill of sale of 1 November. That small keel currently lies here in the river, to the great prejudice of the same on account of the present critical circumstances, where, if we are not blessed with a speedy and wished-for peace, it will possibly have to find its grave due to the rot and leakage already discovered on it. Concerning the Products, in our humble judgment we can attribute the discrepancies in the delivery from the king's vessel to nothing other than the customary indifference and inattention of the Native. With regard to Financial Matters, we shall likewise strictly observe that which has been graciously approved by Your Right Excellencies concerning the citizen Tournier, without any precedent being drawn from the liberty taken at that time by the humble undersigned in granting a bill of exchange without charging an Agio. Regarding internal affairs, we have the good fortune to assure Your High Noblenesses, to our particular satisfaction, of the currently apparent goodwill of the king, as His Highness, after having very well understood the contents of Your High Noblenesses' revered letter to him, which was brought to court with ceremony shortly after the arrival of the envoys, seems to have adopted an entirely different and very favorable manner of treatment: both in his conduct by friendly assurances that he will renew the satisfaction of Your High Noblenesses, and by issuing such orders as are sufficient to restore everything once more to the old, good footing; provided that the ministers, in the execution of that goodwill, are pleased to keep in mind the intentions of the prince!
