By the Pantjalling De Nephtier To His Excellency The High Noble and Most Honorable Lord Willem Arnold Alting Governor-General together with The Honorable Gentlemen Councillors of Netherlands India High Noble and Most Honorable Lord, Honorable Gentlemen. We have the honor to present hereby in all respect to Your Excellencies our humble reply to your venerated letter of 21 August last, preceded by the response to the recently received and herein inserted extract of the Patriotic Letter written by the Noble and Most Honorable Gentlemen Directors of the General Dutch East India Company, assembled in the meeting of the Seventeen, to Their Excellencies the Governor-General and the Councillors of India in Batavia, dated Amsterdam, 7 October 1779. heartily wish, through our unceasing and earnest adhortations, may one day be effected, with a considerable delivery of both the country's products. Although under the most favorable interpretation, it appears to us that the prince, finding infinitely more advantages and less trouble in the cultivation of tin than in pepper, also pays little regard to this latter product. Repeated promises regarding this, maintained through exact measures, are also kept alive, and with the utmost attentiveness that smuggling trade is countered. Number 139. That the supply from Palembang in the year 1777 amounted to 439407 lb of pepper and 636954 lb of tin more than that of the previous year is altogether pleasing. You have, however, rightly remarked that the first-mentioned supply, having consisted of 174563 lb of pepper and 2372129 lb of tin, is still noticeably below the quantities that were received in earlier years, and it is therefore to be wished that the collection of both these articles may increase further. To this, the King gives us time and again abundant and fair-seeming assurances. Here, one seems to be able to gather some hope, if the Resident's reports mentioned in your advices are well-founded, regarding the good disposition that the Crown Prince has shown towards the Company since he assumed the government of the realm in place of his deceased father. This adopted good disposition towards the Company since the prince's reign certainly continues still. We also exert ourselves to strengthen His Highness therein, through continuous representations of the most agreeable consequences of a sincere manner of dealing and strict adherence to the contracts. We hope, therefore, that this disposition will be lasting, and at the same time that the measures which, according to your writing, have already been taken by the prince, both for the promotion of the pepper culture and the prevention of the illicit trade in tin, will be earnestly pursued. Paragraph 41. It is therefore also to our approval that you have urged the King in appropriate terms to persevere with the arrangement made, and to oppose the unpermitted dispatches of vessels laden with tin to Riau. And since among those dispatches in 1776 there were five vessels that belonged to the King, this shows clearly enough that the prince himself takes part in the illicit trade, against which, therefore, watch will have to be kept with redoubled attentiveness. 142. The accusations against the departed Resident Carpenter van Westerbeek, as if he had also been involved in the illicit trade, having been found groundless after an investigation conducted by his successor De Vries, and you, as you write, having had to be satisfied with this for the present, there remains nothing else for us but to acquiesce in it as well. Paragraph 43. We cannot, however, conceal from you that the reason which the aforementioned Carpenter van Westerbeek gave in answer to our and your doubts concerning the purchase of tin made by the burgher Koek appeared so far-fetched to us that we have difficulty conforming with what you maintained, that by those and the further elucidations of the repeatedly mentioned departed Resident, the conceived suspicions would have fallen away. Indeed, we do not understand on what ground the aforementioned Resident could have imagined that, if in 1774 he had written that the tin sent at that time to the capital on a private vessel under the direction of the aforementioned free burgher Koek had been delivered to him, the Resident, by the Emperor in order to ship the same to Batavia at the first opportunity; how, we say, that Resident could have imagined that such suspected matters would have passed without further notice.

With regard to the pepper and tin cargoes, significant differences having been discovered again between the actual delivery and the statement in the manifests, so that less of the tin, but considerably more of the pepper was received. And being assured by you that the causes of those differences cannot be sought at the capital, since the handling there takes place with the utmost accuracy, we trust that this assurance has been given by you with good reason and knowledge, just as we now continue to wish that one will finally be able to trace the exact reasons for those differences, in order to arrive at the certainty that the Company in that regard suffers no commercial disadvantage through any unfaithful practices, either directly or indirectly; it will be agreeable to us if the remedy that we pointed out regarding the first-mentioned article in our letter of 8 October 1777 is found to have any effect. 8 178 was underwritten Agrees was signed D. The sovereign replied, according to his usual friendly, yet feigned manner, that he was very sorry about this, and in the future would see to an earlier dispatch of the products, for which he would issue the necessary orders to make a start therewith in the coming month of January. If we could now rely upon the promise of the court, the forthcoming dispatch of both products of the country will surpass the previous one, although we do not dare set down here the exact quantity for Your High Nobilities upon the Palembang assurances, even though both the King and his court dignitaries flatter us that they will give Your High Nobilities satisfaction henceforth; to which end we shall do our utmost endeavor to persuade the court by the friendliest arguments to the execution of these agreeable promises. The penjaling De Neptunus, repaired in the past year at the capital and homeported here since the year 1772, having become so unserviceable through the gnawing of the white ants that it has been impossible to keep it above water any longer, we have, after an examination was made according to the reports found in the enclosures, had the most necessary defects repaired, while a general and good repair could not be made locally to it and to the small vessels on hand due to the lack of a slipway, which in former times was always present here, and for the construction of which we most humbly request Your High Nobilities' favorable authorization and the timber necessary for it; and we therefore take the liberty of having this small vessel sail to Your High Nobilities' capital with a small cargo of 205 piculs of Bangka tin for a dunnage, and 172 piculs of black pepper, which last product, upon the departure of the small ship De Kleine Pallas, which already had its full cargo, could not be shipped, in order to have this small vessel receive a general refit, or else to have it exchanged for a new penjaling; although according to the memorandum of management only four cruising penjalings are allocated for this factory, a fifth would nevertheless, subject to highly favorable correction, be very necessary here in order to be able to observe the required cruising around Bangka, where the most illicit trade is fostered, so much the better; yet if it might please Your High Nobilities otherwise, we nevertheless request to be accommodated with a new similar cruising vessel to replace the aforementioned.

Concerning products, our sole objective is to achieve a desired result through continuous admonitions at every audience with the king; while we, as faithful and obedient servants, dare assure Your High Noble Lordships that nothing will be left unattempted in that regard to encourage the prince, through both friendly and serious representations, to finally give Your High Noble Lordships the due satisfaction. To this His Highness has also given some hope this year, and makes an outward display as if he now begins to be in earnest, of which we dare attribute the reason for the most part to Your High Noble Lordships' highly esteemed serious letters and most wise dispositions to this court. Regarding fortifications, we declare to Your High Noble Lordships that we shall consider it a particular honor and satisfaction to make an end to this construction that has already lasted so long, and to complete, with all diligence and speed through the artisans on hand, the dwellings yet to be built for the Resident and certain private individuals, alongside the two warehouses. We therefore most humbly implore the necessary building materials and timber, listed by the overseer of the construction and stated on our respectful Demand; and whereas no place is designated here in the lodge for the sailors, we also request the erection of a similar dwelling of planks roofed with planking along the road to the pier as the most suitable place for it, while with reference to repairs and carpentry, the extension and improvement of the wooden pier here is beginning to become very necessary, and it has already silted up to such an extent that when the small vessel De kleine Pallas is present at low water, it repeatedly grounded in the mud, so we have taken the liberty, in case Your High Noble Lordships should please to grant this extension to the length of about three rods, to list the timber required for it on the Demand as well. Concerning the booking in and write-off, we request Your High Noble Lordships' favorable approval for the return of the unserviceable goods according to the invoice respectfully accompanying this, as well as an amount of 400 pounds of gun-powder that, according to the report of the commissioners respectfully accompanying this, has become entirely spoiled and unusable, caused by extraordinary dampness and the new powder magazine which was built without the least air vents, which are now being made on it, as well as twenty-four iron tin molds that have continued on the books here since Ao 1759 without the least use, and are to be written back to the general account. Meeting held Present The Honorable Master Gijsbert Hemmij, Merchant and First Resident Master Philippus Johannes van der Steng, Junior Merchant and Second Resident Coenraad Los, Chief Surgeon Matthijs Kuijper, Assistant Johannes Riel, Provisional Sergeant Christiaan Bot, Boatswain The First Resident having informed the members that this assembly was specially convened to comply with the respected order of Their High Mightinesses by circular letter of 5 September last, whereby They were pleased to communicate that, since it pleased Almighty God, according to His immutable decree, to release from this temporal life on the first of the aforementioned month, Mr. Reijnier de Klerk, Governor-General of the Dutch East Indies, etc. etc. etc., and subsequently the following day in the Council of the Indies, in His Honour's place, was elected to that grave and eminent dignity, the High Noble, Right Honourable Mr. Willem Arnold Alting, then First Councillor and Director-General of the Dutch East Indies, as Governor-General of the Dutch East Indies, subject to the highly esteemed approval of His Serene Highness the Prince of Orange and Nassau etc. etc. etc., our supreme director, together with the Noble, Right Honourable Directors of the General Dutch Chartered East India Company, conferred upon His Honour, with further orders to present the said His Honour publicly to the people in that high dignity pursuant to the resolution adopted in the Council of the Indies on the aforementioned 5 September last, as soon after the receipt of the aforesaid circular letter and Act of Authorization as can conveniently be done, and without further expansion of public solemnities, or more ado than was observed and taken into account at the presentation of the late Governor-General, Reijnier de Klerk (of blessed memory), this took effect on the date hereof in such a quiet manner and with as little ado as could possibly be reconciled with the condition of this office. Following the reading of the said circular letter and the Act of Authorization sent therewith, together with the attached Form of the Oath of Allegiance and Obedience, the oath was immediately administered standing by the First Resident into the hands of the Second of this office, who, along with the other members, I, the undersigned Chief Surgeon, acknowledge and declare at the requisition of the Honorable Mr. Gijsbert Hemmij, Merchant and Chief of this office, that one of the Honorable Company's craftsmen, named Jacobus Hoedemaker of Amsterdam, under-cooper, of a choleric-melancholic temperament, in all respects like a healthy person yet not in his right mind, to whom I have administered all necessary medicines without effect, so that I presume he cannot recover here at this place, but with a change of climate, and I declare him here at this place unfit for the Honorable Company's service, which I acknowledge to attest in truth, and if necessary, to affirm further. Below stood: Palembang, 16 December 1780. Was signed: Coenraad Los. subsequently presented the same again into the hands of the said Resident, whereupon the assembly congratulated one another on this happy event, and subsequently proceeded to the front of the First Resident's residence, where the militia stood drawn up on the square under full arms, and where all the servants of this office and the Honorable Company's subjects from the river settlements had also assembled, to whom the said Resident announced the eminent elevation of His High Honour, and subsequently the aforesaid Act of Authorization and Oath were publicly read by the Second; whereupon, this having been carried out, public obedience and allegiance to His said High Honour was demanded by the First Resident, which was confirmed by everyone with "Yes," in testimony that they recognized His High Honour as their lawful Governor-General; and this having been followed by general acclamation, three volleys were then fired from the small arms, and subsequently all the cannon around the lodge were discharged, with which this day was happily concluded without any further solemnities. To the Honorable Mister Gijsbert Hemmij Merchant and Chief here Honorable Sir, Pursuant to your Honor's esteemed order, we, the respectful undersigned, as specially appointed commissioners, boarded the Honorable Company's cruising pantjalling De Neptunus, lying here in the mud, and upon careful examination and inspection found that the continuous leakage of that vessel primarily stems from the weakness of that small keel both above and below, but mainly in the bilge, where its knees are in very poor condition, and indeed such that there is almost no firmness left for the fixed planking, caused by the multiple repairs made, as a result of which nails will no longer hold in most knees, while the deck beams alongside, in the hold, are mostly rotted and gnawed through by white ants, as are the deck and the stems. And whereas both the condition of this place, where there is currently no slipway, and the lack of necessary timber do not permit repairing the said cruising pantjalling properly, we consider that the prolonged detention of that small keel will be very detrimental to it, and will sometimes incapacitate it from being sent to the headquarters; wherefore we judge it best that this vessel, after having first been repaired here as much as possible with the most necessary items, be sent to Batavia still in this west monsoon, when the voyages are speedy and quite easy, because in the east monsoon it could not complete an upwind voyage thither without being exposed to great danger.
