As the signals for identification cannot be devised with sufficient secrecy in the present critical times, I thank you individually for what was shared in that regard by secret letter of 25 October last addressed by your honor and Council to the undersigned and Council; and further relying on the promise made therein, I offer your honor herewith the secret signal letter for this current year, not wishing to hope that we will need to make use of it, intending to give your honor notice as soon and as well as possible upon incoming reports of hostile attacks. Concluding herewith for the present, I commend your honor and the Company's weighty interests to God's safe keeping! To the same as above Regarding your honor's letter of the 10th of this month, it serves to state that we do take note of what the same resolutely makes known to us, but cannot in any way guess or scent therefrom what your honor means, only now seeing it clarified that out of a number of thirteen hundred natives, about two hundred courageous local headmen etc. could be gathered, ready enough to help defend the Company's fortress, whom, although people untrained in the handling of weapons, we might consider, together with the garrison, sufficient to repel a single enemy ship; but as it is not to be suspected that the Englishman will venture to begin the attack so lightly at your location, and that too in such a dangerous roadstead and before a dead blunt lee shore in the West Monsoon, but will surely employ a more considerable force and choose a more convenient time for it, we may therefore, in view of the negligible assistance to be expected by your honor from the natives, consider the Hila office as good as lost, and also hold it notoriously unserviceable and ill-advised to denude ourselves here of a meager supply and to provide your honor so abundantly with provisions, weapons, etc. all too precipitately. While concerning the first article we observe that in a hostile attack the native will be able to manage more readily and better with their ordinary food, the sago bread, than to think of the extras, the cooking and consuming of a pot of rice, which they serve outside only on certain festive days. The breaking up of your honor's office and retreat to this place has indeed been recommended to the same upon the approach of an enemy too strong or too powerful to be repelled, but our orders by no means imply that the same should wait with this until the enemy has landed, so as, as it were, to place your honor in the predicament of being cut off in the retreat; more pleasing to us would have been the necessary proposal that in a resolved retreat, the bridge over the Air Massapait having been crossed by your honor and those with you, it be demolished and the passage ruined, so as not to be pursued by an enemy. Present: The Right Honorable Lord Johan Libregt Deidelman, Governor and Director of this Province; The Honorable Josias Raket, Senior Merchant and Chief Administrator; Judocus Cornelisz, Captain and head of the militia; Cornelis Bernard, Junior Merchant and provisional Fiscal; Nicolaas Kloeck, Bookkeeper and provisional Secretary, as well as Member; Christiaan Karouw, Bookkeeper and Trade Transferor. Absent: The Honorable Adrianus Anthonij 's-Gravezande, provisional Merchant and head of Pulau Ai and Run; Johannes van den Bergh, titular Junior Merchant and Resident of Waier and Ourien, the former at his headquarter and the latter at his residency. Today, having arrived one after the other, the burgher-lieutenant Brouwer from Batavia, the Ternate burgher-lieutenant Willemsz via Amboina, and furthermore an express vessel from Amboina via Saparua, we have received therewith the dispatches, both original and duplicate letters from Their High Noble Lands dated the 12th June and 20th July last, along with letters from Amboina, Makassar, and Kupang, since the first circular from Their High Noble Lands had been forwarded to Makassar and from there via Bima and Kupang to Amboina, mainly containing communication concerning the Declaration of War made by the Crown of England against our lawful sovereigns, the High and Mighty Lords States General of the United Netherlands, dated the 20th December of the past year, according to a copy of that Declaration or manifesto, and the publication thereof made by Their High Noble Lands by proclamation of the 20th August of this year, of the following context: Master Willem Arnold Alting, Governor General, and the Councilors on behalf of the State of the United Netherlands, and the General Dutch Chartered East India Company in the Indies, to all who shall see this or hear it read: Greetings, make it known: That whereas the King of England, on the 20th December 1780, declared war against the State of the United Netherlands, and Their High Mightinesses the Lords States General, our sovereigns, were thereby forced to take up arms against the English for defense, and the Right Honorable Lords Directors of the General Dutch Chartered East India Company, our Lords and Masters, were pleased to write and instruct us by letter of the 19th February 1781 to be likewise vigilant and on guard against the aforesaid nation here in the Indies, and from our side to inflict all possible damage upon them with the force at hand both by water and by land; therefore, on the 27th of this current month of August, it was approved and resolved in the Council of the Indies to warn and notify each and every one, as everyone is hereby warned and notified, that we, in conformity with the aforementioned orders of our Lords and Masters, have established and decided to act and cause to act against the English in these regions both offensively and defensively, in order, under the gracious assistance of the Almighty, not only to protect the Company's possessions and subjects to the best of our ability and to guard against the hostile enterprises of the English, but also, with God's help, to repair and cause to be repaired the damage and ruin already inflicted upon the Dutch State and its navigation and commerce. Wherefore each and every one is hereby very expressly ordered and commanded to be on guard and vigilant against the English, to regard and recognize them from now on as open enemies, and as such to inflict all possible damage upon them by water and by land, for we have found this to be proper for the greatest service of our Fatherland and the General Dutch Chartered East India Company, as well as the welfare of the good inhabitants of these lands. 15 December 1781 to be recruited around here and 50 marines be taken into service, though under no fixed engagement the posts cannot be withdrawn having at times to reconnoiter these Spice Islands with orangbais be affixed at the place where publications and notices are customary to be posted. Concerning the orders of Their High Noble Honours according to the content of the last mentioned Edict, the Council declared itself prepared to comply literally and promptly as far as it was within everyone's power, while at the same time it was decided and resolved to have the said edict published today to the community here and to send the first copies thereof to all outer stations for publication and information; furthermore, to bring everything as quickly as possible into the best feasible state of defense, and in view of the very weak garrison, especially artillerymen, to recruit at least fifty good free burghers as marines under a good officer and the necessary non-commissioned officers, though without a fixed engagement, to which no one here seems inclined, because anyone will be permitted, provided he procures another good man in his place, to leave the service again, and who will then mainly be employed in the artillery and to garrison the most necessary posts as soldiers, also at times to reconnoiter these Spice Islands with a well-armed orangbai; all under the special supervision of the Governor. Concerning the authorization granted by Their High Noble Honours to withdraw outer posts, the Council took into consideration that the Spice Stations ought indeed to remain garrisoned, and even reinforced; that one cannot reach the South-Western Islands in the first five months; that those of Aru, if one wished to withdraw them, also cannot be here in the first five months; that the Post of Rosengain must indeed remain garrisoned on account of the bandits, unless that were also withdrawn; so that only Pulau Rhun remains, which is completely [illegible] and where one cannot easily go at this time either; thus it was resolved, for the reasons stated, to wait and in the meantime await further orders from Their High Noble Honours regarding the one and the other. The 3rd of May 1782 Having deliberated, unanimously approved, and resolved: Firstly, since both ships cannot be of much service here anyway, to dispatch them in the company of our citizen vessels toward the end of this month to the East Hook of Java, to the place where they are accustomed to receive further orders from Samarang. Secondly, but as those posts or indeed Batavia itself might all be occupied by the enemy, and they thus could not well receive any further orders, or might find themselves too weak even to push through; that then in such cases the ship commanders as well as the masters of the citizen vessels shall be ordered to take in with all haste as many provisions as is ever possible, and with these even sail upwind along under the windward islands, returning back to us, and above all to take good care not to fall prey to our enemies through carelessness or foolish notions, nor thereby bring us into greater embarrassment and danger. It was also decided at the same time with regard to the spices, in these dreary circumstances of the times, to send along and ship aboard the Huijs te Krooswijk no other nutmegs than only the limed ones and those already brought over here from Pulo Ay, so as not to be subjected to extraordinary loss through longer storage, but to leave all other nutmegs still in their shells on the smoke kitchens and with the park-keepers to prevent spoilage, as well as keeping the mace already in stock and still to be received along the way in our warehouses until further orders are obtained from the Supreme Indian Central Government in Batavia.
