On the 3rd of August last, the four ships equipped for war, De Ganges, De Zeeuw, Holland, and Voorburg, arrived at Punto Gale with the Regiment of Luxenburg, having had on the voyage from the Cape to Ceilon only eleven deaths and few sick. Also on the 5th of that month the imperial ship De Dolfijn arrived there with equipping provision goods. From Batavia the ships Willem Frederik, Overduin, Mars, and Ceres were dispatched early to Ceilon with rice and merchandise, of which Overduin arrived on the 24th of June at Trinkonemale. The Ceres and Mars were later also seen off Kolombo, but from there also sailed to the aforementioned bay. The ship Willem Frederik has not been heard from, and it was presumed at Kolombo that, having encountered heavy and unfavorable weather outside the straits and north of the line, it had thereby been forced to seek Malakka. We have not needed, as we feared last spring, to sell the pepper in order to make good our expenses, and shall thus in the coming month be able to ship thirteen, or if Trevankoor keeps its word, fourteen times one hundred thousand pounds for Europe, if Ceilon sends us the two ships requested for that purpose. The English at Bombai made a very disadvantageous peace with the Marattas last spring, in that they were forced to give back all the conquered territories, except the island of Salset, in whose place they had to cede to the same the district of Brootsia, which they had previously won from a separate Nabab, so that all the fruits of that war, which exhausted the treasury in Bengale and plunged the Government into more than twelve million guilders of debt, were thereby suddenly lost. But through this they became able to use their whole force against the young Nabab Tipoe Sultan in the kingdom of Kanara, where they then also first captured Bitnoer and thereafter Mangaloor, as was already communicated to the war committee at Amsterdam via Portugal by our respectful letters of the 17th of March and the further separate letter of the first-signed of the 4th of April last, of which the duplicates will follow by a convenient opportunity. By this expedition, as we already foresaw then, a great diversion was made in the military operations on the Coromandel coast, for the young Sultan was forced, with the greatest part of his army and the two French free corps that are in his service, besides another six hundred French troops under command of Lieutenant Colonel De Cossigny, to come to the aid of his own lands. He also had the fortune to recapture Bitnoer and therein to make prisoner of war the English General Mattheus with two staff officers, twenty European captains, and a multitude of subaltern officers, together with around one thousand European soldiers and two thousand sepoys, after which he laid siege to Mangaloor, but the onset of the rainy season delayed the progress thereof, and in the meantime the English on the Coromandel coast gained such a free hand that they could act offensively there. However, nothing further of their military operations there is known to us, other than only that on the 13th of June they attacked the French in their entrenchments before Koedeloer without success, in which bloody affair much personnel was lost on both sides, and that the French Admiral Suffreen on the 20th of that month put the entire English fleet before Koedeloer to flight after a stubborn battle, notwithstanding that he had three ships of the line fewer than his enemy. Finally, the news of the peace put an end to all military operations, whereupon the young Nabab also agreed to an armistice with the commandant of Mangaloor, and sent an embassy to Bengale with an English ship in order to conclude peace with the High Council there. 365. of which a copy has already been sent to the Netherlands. due to the lack of a direct opportunity, the duplicate would have been sent to Ceylon, but now it goes directly, the purchase of the Nehalennia, from the secret committee, duplicate letters of 17 June 1782, Portuguese ship Dom Alexander, resolved to send the copy thereof via Lisbon, addressed to Mr. Daniel Gildemeester, Consul General of our Republic there, to the Lords Directors, as we were expecting Mr. Ribeiro Esperanca at any moment, with whom it would be sent, and also because we then received the private ship of Your Right Excellencies from Colombo, which was brought there with the ship Botland. Section 2. However, because this ship did not appear and the navigable season on this coast was coming to an end, we resolved on 28 April last to send the duplicates of the same and the appendices belonging thereto to Ceylon with a private Danish vessel, in the hope that there would be an opportunity there to Batavia. Section 3. On 13 April last, we received from Colombo the duplicates brought to us of Your Right Excellencies' honored Missive of 17 June 1782, and the further papers mentioned in the register. There has also been delivered alongside it a letter from the Secret Committee in the Netherlands dated The Hague, 4 June 1781, with the extract mentioned therein, and of a letter from the Fatherland. The snow Nehalennia, which was purchased in the year 1778 for ten thousand rupees, without guns and armaments, was then a very useful vessel for us, serving, alongside a ship, to cruise off the river of Aykkotta against the vessels of the Nawab Haidar Ali Khan, with whom the Company was at war at the time, whereby a second ship was spared. 366. Finding of the goods that were brought here from Batavia via Ceylon. and therefore asked for twenty, Yet since the war with England, we have not been able to make any use of it at all, and when peace comes, one can also do without it, and manage well enough with the small vessel De Verwachting alone. We therefore hope that Your Right Excellencies will approve that we have sold this snow, with eight iron cannons of 3-pound balls and the ammunition and some weaponry belonging thereto, amounting altogether to one thousand six hundred thirty-eight and six forty-eighths rupees purchase value, for the round sum of twenty thousand rupees to the Danish free merchant Fredrik Bloom, who had come here from Bengal with his own vessel. In which sale it was stipulated that the Company shall have the vessel caulked above the waterline, which is a trifle, and that the buyer will have nothing to do with any further expenses, as can be seen in more detail in the resolutions of 15 April last and the 3rd of this month, forwarded among the appendices, to which are also inserted the lists of the ammunition and weaponry delivered with the snow, and a list of goods that were included in its inventory, but were removed by us and taken into the respective administrations. Section 7. In the aforementioned Description, Section 44 notes that regarding the merchandise and goods we had received from Batavia via Ceylon, the findings had yet to be drawn up. We now have the honor to report, subject to your judgment, on the delivered cargoes: Section 8. Wednesday the 3rd of December 1783 Lastly, the Lord Governor made known that the great expenses of the fortifications and a numerous garrison, the advances on the delivery of rice and pepper, and the daily expenses had almost emptied the treasury, and that no more money was to be obtained at interest from private individuals, and that therefore, now that the ships with merchandise from Batavia did not appear, one would be forced to accept money into the Company's treasury on assignments on the Netherlands, or else to sell three or four hundred candeels of the pepper, but that this latter would be a very disadvantageous operation, not only because the pepper in the Netherlands promised considerably higher profits, as having been sold there at the sale in the year 1782 for over a guilder per pound, but also because it would cause the two ships which they intended to send from Ceylon to the Netherlands in the beginning of the year 1784 to depart improperly laden, since the Ministers there in their recent missive of the 25th of November had written that they saw a chance to send two ships with cinnamon to Europe, according to the urgent orders of the Lords Masters, if Malabar could supply the entire Extract Resolution taken in the Council of Malabar in the Roadstead of Cochin Checked J. The Ceylon Ministers informed us by letter of 25 November 1783 of their great lack of money, and at the same time their hope that they might still be assisted from here this monsoon with a significant sum; however, since the merchandise brought from Batavia on the chartered Portuguese ship Brioso will scarcely yield as much as we ourselves need for the household and the collection of pepper, and the second chartered ship Sao Pedro de Alcantara is expected to arrive here so late that its cargo can hardly be turned into money during this monsoon, we had to devise other means to assist Ceylon; and since the aforesaid Ministers subsequently informed us by letter of 11 December 1783 that they had issued five hundred thousand in assignment notes on the fatherland to the French Agent Mr. Monneron, to be sold by him at 27 or 27½ stivers per rupee, we decided 30000. at the session of 8 January last to accept from a certain Englishman one hundred and thirteen thousand rupees in assignments to the Netherlands, the rupee at 26 stivers, and to be paid only in the year 1785, six weeks after the autumn sale; in about three months we will probably obtain another thirty thousand rupees from that Englishman at the same exchange loss and grant assignments for them, payable six weeks after the spring sale in the year 1786; trusting that this advantageous transaction will be approved by Your Noble Grand Venerablenesses. Upon the received intelligence regarding the high prices of cardamom in Europe, we sent men and money to the north in order to secure a noteworthy quantity thereof; from Kalikut we received three thousand pounds, at twelve hundred ropijen the kandijl of six hundred pounds, amounting to two ropijen or ƒ 2. 8. — per pound, but among it much bad and small stuff was discovered; we therefore inspected the same in full Council on the 6th of this month, and judged that it would be to the great detriment of this article for the future if the first batch from here were found to be of poor quality and noticeably inferior to that sold by the English Company; and we have thus resolved first to have this cardamom sorted, and to sell what is cast out at the going rate, and to charge the loss to the account of the good batch, which will indeed come out more expensive this time, but we consider this less harmful than that our cardamom, after nothing has been sent in so many years, should get a bad name among the merchants due to the first poor sample, and might perhaps give cause for establishing a distinction between English and Dutch sorting. — Yet since several days will pass with the sorting, and we must make haste with the dispatch of the ship that is to carry this to Ceilon, we request permission to report the outcome thereof at the foot of this letter. § 5. We hope in the future to succeed better regarding this article, and to send a larger batch in the autumn. § 6. But since we flatter ourselves that the measures we are taking to that end will noticeably advance and increase the collection for the future, we request to be informed at the first opportunity how much thereof may be sent annually, 425. 383. and at what prices the purchase may take place here for the Netherlands. § 7. The outward-bound ships for Ceilon always have room left for more goods than the requisition for that Government amounts to, and we think that a small parcel of domestic manufactures and minerals could be sold here annually with a neat profit; to put this to the test, we present to your Right Honourable Worships herewith a requisition of merchandise, which we request may be sent to us with the Ceilon ships, in so far as space is to be found in them, to which end the said requisition is inserted here. 100000 lb. The requisition for so much red lead may perhaps seem strange, but the consumption thereof toward the Arabian coast is great. §10. The serges and broadcloths need to be of the cheapest kind, as they serve to clothe the soldiers of native princes. §11. The first-signed Governor therefore requested his agent at Bombay, Mr David Scott, to purchase six hundred candies for us, who complied therewith, and as he had no other opportunity to send the same to us, he submitted a request to the English Admiral Sir Edward Hughes for a transport ship, which was favourably granted. Regarding the remark of Your Right Noblenesses in Section 12, that the Japanese bar copper ought to have been maintained at a higher price because of the obstructed sale on Coromandel, Bengal, and Surat, we respectfully submit that the ample supply of Swedish copper carried by foreign and especially English vessels greatly harms the sale of the Japanese copper, and that we fear with good reason that its price will fall still lower, both on that account and also because the English Government of Madras has prohibited its importation. Section 8. Our necessary reply to the remarks of Your Right Noblenesses regarding the small pepper delivery in Sections 15, 16, and 17, regarding the leases in Sections 23 and 24, regarding the arrears in Sections 26, 27, and 28, and regarding the minting of new Canums in Section 32, will find a more suitable place in our General Letter, which we shall dispatch shortly by a further opportunity. Section 9. The raw silk received from Ceylon was finally sold for the cost price to the Company's Merchant Anta Sittij, to be paid in the current financial year, so that only a minor short weight of little consequence and some expenses charged from Ceylon are lost thereon, of which a further report will be given in our forthcoming General Letter. We are very sorry that our zeal to rescue Ceylon from the direst distress by drawing bills of exchange on the Government of Malacca, and yet also to preserve the profits on the pepper for our Principals, had such unpleasant consequences as Your Right Noblenesses communicate in Section 33 and further in the postscript. Section 11. We must at the same time acknowledge that the unusual brevity with which we accounted for this step to Your Right Noblenesses in the letter of 13 May 1783, Sections 21 and 22, may easily have given cause to condemn it as ill-advised, because we thereby neglected to present the pressing motives for it in the proper light, which was caused solely by a lack of time, as this negotiation only arose on the day before the departure of the ships and in the thick of the work. Section 12. We therefore request permission to remedy that deficiency now by further setting forth here the motives that led us to that decision. Section 13. In the month of January 1783, as appears from the record of our resolution of the 27th of that month and from our respectful General Letter of the following 31 March, Sections 97 to 103, we had sent to Ceylon the last lac of rupees that was to be obtained here and destined by us for the pepper trade, in the confidence that the Ministers there, knowing the great importance of the pepper collection, would assist us in turn to that end, which was also done by them to the best of their ability by sending over copper, tin, and lead with the hooker Trajano, which however arrived too late to dispose of the cargo to the Bombaras. Whereas now, if the return ships from Ceilon arrive safely with God's help, we can pour about fourteen times one hundred thousand pounds of pepper into the Company's warehouses in the fatherland; we would then barely have been able to send half. Should we, out of the uncertain apprehension that Malakka might sometimes fall into embarrassment by the drawing of these bills of exchange, leave Ceilon in an inevitable embarrassment avowed by the Ministers! Or should we, out of the uncertain apprehension that the drawing of bills of exchange on Malakka might sometimes drag some damage in its wake, forgo the certain profits of the pepper trade, which, now that what has been collected is being sent to the Netherlands, will bring several tons of gold into the Company's treasury there, and if it had had to be sold here, would have yielded at least three-quarters capital profit. Section 23. The only objection that could be made against us would consist in the question whether the king of Trevankoor would not have delivered the pepper on credit! Section 24. It is fortunate for us that we have already answered this question in our report of last year, Section 103, when we certainly could not foresee that we would have to make use of it in the present case. This intention was thwarted by the prompt delivery of the requested 50,000 rupees, which we were enabled to do by the money from the bills of exchange, as all this appears more fully from our resolution of 27 May 1783, attached hereto in copy, to which we respectfully refer. We trust that Your High Excellencies will be convinced by this our apology that we were solely moved to this money negotiation by our zeal to assist Ceylon and to preserve the profits on the pepper harvest. We regret that it has had such disagreeable consequences, and upon the arrival of the holder of the bills of exchange, we will endeavor to arrange the matter in the best manner, hoping however that any loss that might fall thereon may remain not for our account, but for the Company's account, the more so because the Company stands to enjoy the profits on the pepper purchased by this means. In respectful reply to the remarks concerning the fortifications and concerning the charges of the financial year 178 1/2, we request Your High Excellencies to be assured that we desire nothing so much, and in fact aim at nothing so much, as to avoid all expenses, and we trust that the actual proofs thereof appear in all expenditure accounts that have no relation to the war. However, regarding the fortifications and the garrison, as well as all further means of defense, the costs of which run so high, this economy could have no place without visible danger of losing everything during the war with England, in which we were daily threatened with a siege. For to go further and discharge everything that can in any way be spared, before we know how the young Nawab, Tipu Sultan, who is currently negotiating peace with the English, is disposed toward us, and before the pending disputes with him are settled, would expose us anew to the utmost dangers and losses. However, this stumbling block will also be quickly removed from the way if we succeed in our endeavors to settle these disputes with the young Nawab by an amicable agreement, to which end we have appointed a formal embassy and have already announced the same to His Highness in a letter; and we flatter ourselves that we shall succeed all the sooner in this regard now that we have meanwhile seized the opportunity to restore ourselves into the possession of Paponetti and Pettua, as is more fully communicated to Your High Excellencies in the accompanying separate secret dispatch from the first signatory, to which we in this respect respectfully refer. The question of whether the sugar trade is advantageous for the Company, and thus ought to be conducted on its own account, or whether it yields no profit to it and thus ought to be left to private individuals, has already been argued so many times and has been decided for such a long time, that we shall not bring the same to examination anew; although otherwise the single argument a posteriori—that private individuals, who nevertheless must bear more expenses, find their account in it—already seems decisive enough to pronounce judgment in favor of that trade. § 43. But that the Company can conduct that trade from Batavia to Koetsiem with profit, we believe is already sufficiently evident from the following calculation. § 44. A ship of 150 feet, when it takes in nothing else, can easily load twelve thousand pikols or 1,500,000 lb of sugar. § 45. It can make the outward and return voyage in five or six months; but in order not to calculate too closely and to allow some time for outfitting and loading at Batavia, we set eight months for it. § 46. When Your High Nobilities are pleased to recall here that the Noble Mr. Moens, already in the year 1774 as Governor here at the time, clearly demonstrated in a separate secret letter of 28 March that the ship which brought a cargo of sugar here can subsequently serve to carry a cargo of rice from here to Ceilon; that thereby a rice ship from Batavia to that island is saved; and that the rice transported in this manner from here to Ceilon does not cost more than that from Java: then this plan must present itself in a still much more favorable light. § 51. And in addition to all this, also to provide a remedy against the scarcity of seafarers for manning such a sugar ship: we undertake to send over sixty or seventy good native or Moorish sailors each year in the spring with the last ship, to serve as the crew of such a sugar ship; but in order to be able to do this, we would need to be authorized by Your High Nobilities to promise those people in Your name that they will each time with the ship for Mallabaar [illegible]

Concerning the discharging of the native troops, we have already referred to 537, and the first signatory will have the honour of conferring further with your Excellencies about it in his separate reports; thus we serve here only in reply to the orders of your Excellencies by missive of 30 September last concerning Sergeant Leina, that both Malay companies are presently stationed in the country of Paponetty and Pettua, of which we have again become the possessors during the recent war troubles between the English and the Nabab Tipoe Sultan, and that consequently the said Sergeant with his people can only be discharged at a further opportunity. The ship Ceres arrived here from Ceilon on 3 December 1783, bringing along some goods and provisions, the findings whereof are inserted in the resolution of 25 December 1783; the extract relative thereto accompanies this; and on the 27th of that month it departed back presently departed returned § 55. Japan copper 567,285 lb. powdered sugar 20,017 lb. nutmegs 49,974 lb. cloves, and 4,620 lb. mace, the findings whereof are recorded in the resolution of the 6th of this month, and accompany this in extract, with a report from the Master of Equipage van Blankenberg and associates, showing that the said ship was properly and well loaded. § 58. departed with 793,249 lb. pepper, 4,460 pieces of cowhides, and 10,020 pieces of gunnies, together with 127,500 lb. rice. § 60. Agreed Adriaan Bootvliet First Clerk Having read and resumed a finding of the delivered cargo, brought here from Batavia by the chartered Portuguese ship Brioso, whereby it appeared that on the mace, beyond the reduction of one percent granted by the contract, there was still 17¾ lb too little, and on the other hand 34 lb surplus on the cloves, and the other goods were delivered correctly according to the invoice; whereupon, after deliberation, it was approved and understood to grant the agreed one percent on each type of spice, but by no means to offset what is surplus on one type against what is short on another, and therefore to have the 17¾ lb of mace found short paid for at retail prices by the supercargo Salama, and to take in the 34 lb of cloves found surplus for the benefit of the Company, as well as to insert the findings here.
