Batavia that the vessels had not been sent by the king from his country, but by the English from Anjengo, and that the provisions had not been destined for the English, but for the king's own troops, who were encamped in that vicinity at the time. To the first point, the Commander replied that twelve balangs had been from Anjengo, but ten from Coilong de cima, and thus from the country and subjects of his Highness, of whom the owners could be named and shown if required. But that, to convince the king of the breach of neutrality in this case, the confession of the Minister himself was already sufficient: that the vessels, even had they all been English, would have served for the landing of the enemy troops; for by virtue of neutrality, the king should not have tolerated that landing and the preparations for it in his country, but ought to have actively opposed and prevented them. Against this, the Minister argued that the king had surely given clear proofs of his goodwill toward us, and of his efforts to preserve Cochin from a siege, through the message of Ananda Male to the Commander, and the communication written to him by the Nabob Mahmed Ali Khan, whereof a detailed report has been made to the Noble High Government in a separate secret dispatch of the 2nd of this month; but he was immediately refuted by the observation, [illegible], that the king had only sent that message after the English from Calicut had already abandoned their design against Cochin, and after the Commander himself had already received reliable reports that the enemy had renounced the siege; that the king, if he had wished to earn merit with us by such a warning, should have done so at the beginning of February, when his Highness already knew that the English intended to besiege us; but that at that time his Highness, instead of doing so, had rather made preparations in his country to favor that design of our enemies and actively support it. To this the Minister could say nothing in response, other than simply: That his Master was devoted to the Dutch Company in his heart, but against his inclination was forced to permit and even do many things out of fear of the English and of Mahmed Ali Khan, whose vassal he was. If he wished to resist them, he would expose his country to all manner of calamity, it being all too well known in what violent manner the English dealt with the native rulers. That it appeared to us that the fear of the English was merely a concocted pretext, and that the true motive why the king secretly harmed our Company, and had recently shown himself so ready to assist her enemies in the siege of Cochin, seemed much more to spring from the suspicion that the king appeared to have conceived regarding the friendship between our Company and the Nabob Haider Ali Khan, as if his lands were thereby placed in danger of being attacked and overwhelmed by Haider Ali Khan, which danger His Highness believed he would escape if the English became masters of our possessions. That this, however, was a very mistaken way of thinking, for Haider Ali Khan would undertake nothing against Travancore unless the English were first subjugated, and that if this happened, the king would have no other refuge than our Company to protect him against the Nabob, which alone, through its influence with him, was able to avert that disaster from him and his kingdom and to reconcile him as its ally with the Nabob Haider Ali Khan, so that the preservation of our Company on this coast, also with regard to Haider Ali Khan, was the true interest of Travancore. That we therefore requested that the king would maturely consider this, while there was still time for us; and that he, in the upcoming good monsoon when the acts of war between us and the English on this coast would in all probability become more serious, should above all observe a strict neutrality, without directly or indirectly favoring and assisting our enemies. That we specifically understood by this, and expressly demanded of His Highness, that he should not tolerate any English ships landing troops or munitions of war anywhere in his country, or that any vessels should be gathered and held ready to serve such disembarkation. That the king of Travancore would just as little tolerate any English military force marching from the south or from the north across his territory and soil against Cochin or any other establishment of the Company, that His Highness would above all render them not the least assistance against us, nor assist them with money, provisions, or any other conveniences, because the very slightest of these or similar undertakings to the service of our enemies would be regarded and received as acts of partiality, whereby the good faith of the treaties and the friendship would be broken on his part. coast might always endure and triumph over its enemies, and that His Highness’s wish night and day was nothing other than that peace might soon come, or if the war continued, that the Company might receive relief of men and ships, and that it would be a joyful day for the Court when they appeared. The Minister further declared that the King, regarding Haider Ali Khan, relied on our promise that His Highness would be included in the contract between us and the Nabob Haider Ali Khan, and asked at the same time whether a treaty had already been concluded between us and Haider Ali Khan. When this was answered in the negative, he asked further whether, when it should come to that point, we would inform his master thereof. This was promised to him, and he then further assured that his master would henceforth strictly observe neutrality and do nothing contrary to it. Upon the news received that our trading posts on the Madura coast had been abandoned, the King of Travancore had been informed thereof by letter of the 20th of February, with the addition that the factory at Cape Comorin had been maintained, as it lay in the King’s land and His Highness, by virtue of the alliance with the Company, was obliged to protect it, and that the Company, with respect to that residency, relied on the King’s care that no harm should come to its servants, merchants, lodge, and goods. But the King had answered to this that because there was now war between the Company and England, he could not well protect the Cape, from which answer one could infer nothing else than that the King was labouring under the notion that such protection would be contrary to neutrality. One sought therefore on this occasion to convince the Minister of the justice and equity of this demand, but it seemed that he was also of the opinion that his master, by taking upon himself the protection of the Cape, would break neutrality against the English. The Commander therefore took another course and said: I have not attacked Anjengo thus far, because this fort lies in the King’s land, and we therefore cannot reach it overland without marching through His Highness’s land. Our factory at the Cape is in the same situation; the English cannot approach it without stepping onto the territory of your master. Warn the King, therefore, that if His Highness allows the English to attack our aforementioned factory in his land, he will also have to look with good eyes upon my having Anjengo seized at the first news thereof. This had the intended effect on the Minister, who was thereby at once convinced of the fairness of our demand and promised to instruct his master accordingly. This is the substance of what was negotiated with this Minister, who subsequently took his leave and was escorted to the carriage by the members named at the head hereof, and subsequently returned with it to the palace of the Paliat Achan by the Junior Merchant and Chief Interpreter Simon van Jongeren. I have received your agreeable letter of the 19th of this month, from which I learned with great pleasure the very friendly disposition of your Master toward the Dutch Company, which I shall always endeavor to deserve. As I wish for nothing more ardently than to attack and drive off the common enemy, I would accept right now with joy your proposal to unite my forces with yours and jointly attack our enemies, if we could count on a favorable success. But since in my present situation I could not contribute more than at most two battalions of sepoys, which amount to no more than twelve hundred men, I doubt very much whether our combined forces would for the present be large enough for such an undertaking, because I am very well and very surely informed that the enemy army in the country of the Zamorin currently consists of fifteen hundred Europeans and three thousand English sepoys, without counting the Nairs and Moors of the country, who, as you know, Sir, number several thousand. Would it not therefore be much better if we first await the reinforcement of our forces, in order to be more assured of a good success and to achieve a complete victory? I expect in the month of November not only the French fleet on this Coast, but also the Dutch vessels with a large number of troops of our Company, and it will be then that we can act powerfully against the enemy and vanquish him. The vessels will blockade the ports of Calicut and Tellicherry by sea and our combined forces of Palghat and Cochin will attack the enemy army by land, and we shall not fail to achieve a complete victory. I am overwhelmed, Sir, by the provisions which your generosity was pleased to send me. When I mentioned to you whether it was possible to obtain some comforts in your Colony, I never intended to deprive you of your own, and I do not know how to express myself to show you all my gratitude. I would very much like to be able to be of service to you in some matter in this region, and it would be with the greatest eagerness that I would seize the opportunity. I had thought that you had received news of the gale that struck Madras; only the ships that were in the great and small roadsteads of that place suffered, the gale having not passed beyond Sadras. The squadron of Mr. de Suffren had set sail from Cuddalore on the morning of the 14th and had reached the open sea; thus it could not have been damaged. That general must have gone to the rendezvous to join Mr. de Bussy, who must have departed from the Isle de France, and who is expected from one day to the next on the Coromandel Coast with superior forces. 65 Tipu Sahib very much desires that you manage to forward his letters to Ceylon to be delivered to Mr. de Suffren; they concern all the allies. Thus, Sir, I do not doubt your zeal in conveying them to the Governor of Ceylon, who will be able to deliver them to our naval General. I certainly think, Sir, that you have a vakil with Tipu Sahib, but permit me a small reflection. Your interests are sufficiently bound to the Nawab for you to handle with care a Prince who is to succeed him. I believe he would be very flattered if you sent him some European of military distinction to compliment him on his arrival in this region and to look after your interests with him; this step would produce the best effect and would earn you the esteem of a Prince who is, moreover, proud of the regards shown to him. Forgive me, Sir, my reflection, which I make solely out of the interest I take in the allies of my nation. I leave it to your experience in affairs to act in this circumstance according to your insight and wisdom. The English army has retired to Panane; the position of their retreat hardly permits the Prince to force them there, and it would be very desirable if some French or Dutch ships could intercept all the supplies furnished to them by three Company ships that daily make the shuttle from Tellicherry to Panane. It is said there is a ship at Cochin under the French flag; if it were a warship, it would suffice to seize the three English ones, which are probably rather poorly armed. I have left with Mr. the Count of Ostfriesland the two letters that you did me the honour of writing to me, and I certainly think he will communicate their contents to Mr. Suffren. I promised His Highness that I would not erect any stone bastions without first obtaining permission from Your Honorable Worship, but that I would now erect it at the fort; this having been thus agreed, I departed for Laroe. In the meantime, I received an ola here from Tripontare from His Highness, stating that Your Honorable Worship had written to His Highness that no earthworks could be erected at present, with orders not to work on them without the express permission of Your Honorable Worship. I have reflected on this and cannot understand what reason Your Honorable Worship has to hinder and forbid the fortifications that were made in the king's lands for the defense of the same. Agreed. 7 Batavia In the year 1766, when the Nawab Haidar Ali Khan arrived at Calicut with his army, the kings of Travancore and Cochin assembled at Baijkam, where the Company's commissioners and Ezekiel Rahabi appeared, who, deliberating with one another on the state of affairs, took a resolution to draw a line on behalf of Travancore from Mount Cherrapotto up to Kristna Kotta, and that on the lands lying to the west belonging to the Company the necessary guards would be placed by their Honors. Upon this resolution, the fortifications were constructed and completed at that time; and in the year 1771, when the Nawab came for the second time with his force to Calicut, a meeting was again held at Amballapuzha between the late king of Cochin and the Travancore king, when commissioners also came on behalf of the Company. At that conference, the following was planned: that in case the troops of the Nawab should wish to march through to the south, strongholds and fortifications ought to be made at Paliporto, Koentjetail, Koorty, and on the other side of Cranganore. I have now already frequently spoken with Ananda Male about the slow pepper deliveries, without perceiving any improvement therein, and I therefore send this to admonish Your Honour to ensure that the king adheres better in this regard to his contract and obligation to the Dutch Company. I demand this with all the more right from Your Honour because Your Honour, during his last presence here, dutifully promised me that the king your master would this year compensate, through an ample delivery of pepper to our Company, for the loss which we suffered last year because such a multitude of pepper was then delivered to the English Company contrary to the contract. Batavia The army of the English that was at Panani on the bazaar and in the Moorish temple, and that which stood east of the river, somewhat to the north the English had a battery raised to bombard the army of the Nawab. This having been discovered by the Nawab's troops, they wanted to capture that battery, and to that end, on 28 November at one o'clock at night, crossed the river with a large force and engaged in action with the English, which proceeded very fiercely. The Nawab's troops suffered between three and four hundred dead and wounded. The commander Goelamidichen is wounded in his foot, two or three lesser commanders are also wounded, and the English have lost fifty to sixty Europeans. The Nawab's horsemen severed the heads of three or four Europeans and carried them off. Notwithstanding this, the English still remain in the same position and the Nawab's troops on the other side of the river, as before. The Colonel of the English army at Calicut has written to me that I should come to Sewakatti to speak with him in friendship. Therefore, I have decided to cross the river of Koeriapallij to the west side on Wednesday the 18th of this month, and from there via the common country road to the north; the troops accompanying me will pass via the same country road. I request Your Honour not to detain at Cranganore the supplies for those people being transported by vessels to the north. May Your Honour please give notice of this to the Honourable Commander and request that orders to that effect be sent on that very date.
