387 466 Wednesday the 8th of January 1783 January 1783 Request of the fiscal to be allowed to execute another surety bond here for his former administration at Bantam, and that the one executed there may be canceled. Resolution to submit this request to Their Right Excellencies while sending the new surety bond. The Merchant and Fiscal Mr. Nikolaas Wendelin Beijts having made known by petition that on the 19th of November in 1780, for his former administration at Bantam, he provided sureties there for the sum of three thousand rixdollars for the period of two years, and for that purpose left in the hands of those sureties assets and funds to that value, in the trust that he would be able to dispose of them after two years; but that he has now been informed by the said sureties that this surety bond has, by honored order of Their Right Excellencies, been extended from two to four years, whereby he, the petitioner, suffers great loss because of his funds and assets lying without interest; requesting that he might be granted permission to provide here two other sureties for his former administration instead of the sureties provided in Bantam, and that this request may be favorably submitted to Their Right Excellencies so that the surety bond executed in Bantam may be canceled; thus, after deliberation, it was approved and decided to submit that request to Their Right Excellencies with the transmission of the petition and the new surety bond, as well as to enter the petition into the records here. Approval of the resolution taken by the Fire and Ward Masters to grant the farmer of the garbage carts a little more for the maintenance of the city. Hereafter, the Lord Commander made known that the Military Captain Johan George Fornbauer, since his presence here, had overseen the improvement of the old and the construction of the new fortifications, and had given great satisfaction therein, as well as still continuing in this; wherefore His Respect had long been considering granting him a gratuity for these extraordinary services, for which a good opportunity now presented itself, as the said Captain had acquired by inheritance a house bordering on the Company's inner garden, which could truly be improved if a strip of the said garden to the width of that property were ceded to it, and that this could happen without detriment to that garden, as this strip was a remote piece at the end of the garden, which remained more than large enough even if the same were taken from it, as was further evident from the drawing that had been made of it and was produced in the meeting, in which this strip was indicated with a red line; proposing, therefore, to grant the aforementioned strip of the Company's inner garden, amounting to 588 square rods and six feet, to him, Fornbauer, in full ownership; upon which, having deliberated, it was approved and decided to agree fully with that proposal. And after deliberation it was approved and resolved to ratify that resolution as it lies, since the increase of the annual money is in all respects equitable for the reasons given, while the latter will serve to promote the cleanliness of the streets and squares of this city; and it was further resolved to insert the extract here. Extract of the Resolution taken by the board of Fire and Ward Masters in the town of Cochin Friday the 13th of December 1782. To the Right Honourable Sir, Mr. Nikolaas Wandelin Beils, Merchant, Fiscal, and Cashier of this Malabar Commandment, as well as President of the Fire and Ward Masters Board, together with the further members thereof. Wednesday the 8th of January 1783 First, the Honourable President produced a petition from the farmer of the rubbish bins, by name Manuel De Mansedo, containing that he found himself aggrieved, indeed that it is not even possible for him at present to keep this city clean for his farm money of 135 rixdollars a year. Therefore, the petitioner very humbly requests that the reasons set down therein be taken into consideration and that he be favoured with some supplement to the aforementioned farm, as is further to be seen below. Right Honourable Sir, Honourable Members, Manuel Mansedlo, farmer of the rubbish bins, very respectfully makes known how he currently suffers great losses in his farm, partly because for some time past he has been forbidden to have the rubbish thrown out in front of the river gate at the quay thereof, as the quay would thereby become shallow; and secondly, that due to the newly constructed works outside this town, the roads have been so altered that he must have the rubbish brought very far, all the way to the sea beach; and also it is currently very difficult for him to obtain labourers or coolies. Wednesday the 8th of January 1783 Whereas previously one paid 1¾ fanams per man, now they want to serve for not less than 2½, if they are to be had at all, as they would rather do the Company's work for that money than work for private individuals; which latter is one of the principal reasons that the petitioner must submit to Your Honours' consideration, as he took on this farm now more than two years ago for 135 rixdollars a year, which comes to 11¾ fanams a day, for which he can now take on no more than four coolies a day at the present-day wage of 2½ fanams per man; then there remains only 1¾ fanams with which he must procure and maintain the cart, enxadas, baskets, brooms, bamboos, coir, etc., and then the petitioner still has nothing for his trouble; on the contrary, he falls behind daily because of this instead of profiting a single stuiver. With all this, the petitioner still does not find himself able to keep this city clean with the aforementioned four coolies, all the more so because the rubbish from the ramparts is thrown into the rubbish bins and also onto the squares by the drummers, whereas previously the Company's coolies swept the ramparts and carried the rubbish outside the city. For all of which reasons, the humble undersigned very humbly requests that Your Honours may be pleased to take this matter into consideration and may graciously be pleased to supplement his farm with two more coolies or five fanams a day, so that he may thereby become able to keep this city and its roads properly clean, awaiting hereupon a favourable and auspicious apostil from Your Honours' good arrangement and justice. 472 Wednesday the 8th of January 1783 Wednesday the 8th of January 1783 nevertheless all under the highly esteemed approval and favorable sanction of the high authority of this coast. Likewise, the Honorable President informed the members: How some of the lazy slaves of the inhabitants of this town, instead of throwing the garbage from their houses into the garbage bins, bring it halfway and throw it onto the squares, streets, and roads, whereby the town is very much defiled. Therefore, in order to prevent and hinder these improprieties, he had judged it most advisable to earnestly recommend anew to the aforesaid contractor to have this watched for some time by a lascar, and upon the apprehension of a slave or servant who commits such indecencies, to condemn the same, according to the contractor’s lease conditions, at the expense of the owner or master thereof, to a fine of forty fanums for the benefit of the poor. But because the said contractor had to incur the expenses of employing someone to maintain watch for that purpose, he requested of the Honorable President that, to compensate for those expenses or at least in alleviation thereof, half of those fines might be granted to him. As this is a matter that in His Honor’s opinion concerned the high authority, he had thus undertaken to present the same, with the communication and approval of the members, to the High Authorities. His Honor was of the opinion that this request of the contractor was reasonable, and if granted would cause the contractor to watch better and also serve to the greater benefit of the poor of the diaconate of this town, and therefore proposed whether one should carry this out. 401 473 Wednesday the 8th of January 1783 And hereupon the members, together with the Honorable President, thought fit to request of the high authority of this coast, by extract hereof, that the aforesaid contractor may favorably enjoy half of the imposed fine money to compensate for the said expenses, as he will thereby be more and more encouraged to fulfill his duty, and at the same time the diaconate poor would apparently profit more from it. The undersigned Commander has been requested by private letters from Colombo of the 9th of this month on behalf of the Noble Lord Governor Falck, to assist that government with one lakh of rupees and to transmit the same with the returning ship of Mr. Monneron. 425 474 Monday the 27th of January 1783 — with an indication of our financial resources at present and of the expenditures that are nec- -essary, a demonstration of the means that one will have to use to obtain cash. Our cash balance, calculating everything in round sums as of today, is approx. - - Rop=s 60000. The received Batavian merchan- -dise amounts plus minus approx. . . 245000. On bills of exchange we are to receive from Mr. Reburo - . . . rop=s 60'000 from Mr. Sluijsken . . 20'800 80000. From the sale of pepper we may ex- -pect - - 170000. The monthly revenues amount to circa 2000 rop=s, thus in ten months 20000. Thus our entire fund upon which we may cal- -culate consists of and Rg=o 575000. Monday the 17th of March 1783 brought, whereupon the honored disposition of His Honorable Worship was requested, as follows: Amboyna cloves brought by the aforementioned vessel, namely: 386 chests of cloves, weighing 38009 lb, in 91 ditto with nutmegs and cloves at 30 lb each: 2730 lb. Total: 40739 lb. Weighed out to the merchants: 467 1/4 lb; to the warehouse master for the consumption chest: 138 3/4 lb. Total: 40746 lb; difference: 7 lb. Cochin, the 10th of February, anno 1783. After this, the Lord Commander announced that by a written letter from Their Honors, the High Indian Government at Batavia, dated 17 June 1782, qualification had been obtained to grant a modest gratuity to the commissioners who had been on a commission to the King of Travancore, Furthermore, the closed account between the King of Cochin and the Company, dated the last day of August 1782, was resumed and agreed to be incorporated herein. Monday the 17th of March 1783 adjusted according to the present unfavorable times for the Company. Therefore, His Worship proposed to set this gratuity at one thousand rupees, of which four hundred rupees to each member and two hundred to the interpreter of Tongerin. Whereupon it being taken into consideration by the members that this is a high bid, without any appearance that it will be improved by the said Bloom or anyone else, it is, in accordance with the proposition made to that effect by the Honorable Commander, approved and agreed by unanimous vote to cede the aforementioned two-masted vessel for that sum to the Danish free merchant Fredrik Bloom, and also to authorize the Honorable Chief Administrator Reinier van Harn, as his Honor is authorized hereby, to hand over that vessel with its appurtenances in accordance with the condition mentioned hereinbefore, in the presence of commissioners, to the buyer, and to grant him a proper bill of sale in due form. Furthermore, a Report of the commissioners was read, along with an Account of the Curator ad litem concerning the estate of the deceased Captain Lieutenant Justinus Andreas Nachtrab, and it was resolved to insert both of those papers here.
