to be done at the next opportunity, but that it has pleased Your High Nobilities to defer to me whether to have the 138 genuine nutmeg trees present at Hoetoemoerij and Soelij extirpated or to spare them, I have chosen the latter, firstly on account of the inclination of the inhabitants toward cultivation, and secondly provided that both negorijs can be visited and inspected at will, and the first-mentioned village is moreover provided with a military post, while Soelij lies under the surveillance of the Pass of Bagual. Lastly, during my nearly nine years of administration, I believe I have come to know both Regents and villagers as people in whom a fairly good trust may be placed, and truly fortunate it would be for the Company and this Province if Your High Nobilities could be given that assurance concerning the Cerammers, an abandoned, wicked, and faithless nation, upon whose most solemn oaths and treaties, trade, and conduct throughout the period of the Honorable Company here, not the slightest reliance or trust could ever yet be placed. From this, in the latest revolt and hostilities, the Captain of Keffing and Orangkaij Quaus with their adherents have nevertheless excepted themselves, further followed by an entire settlement of Tamilauw, including the Orangkaij Alij Tomagola and his uncle Djoenaij; the former, as it has appeared to me, out of an innate enmity against the Tidorese as being of Ternatan origin, for at the first invitation of Tidore's rebel Noekoe they did indeed declare that they would not involve themselves with any Tidorese, but rather with those of Ternate. Thus their fair-seeming loyalty has its reasons, which could have been shown much better long ago in the surrender of Radja Kelleloehoe Lokman, sought with the promise of considerable rewards, and the notorious Gissarese Iman Sarassa, both protected by them and provided with a hiding place. The aforementioned Tamilauwers forming one family, I can describe them not much better; for having had to endure mistreatment and violence from the Radja appointed over them by Noekoe, who had escaped his banishment at Bouro and had formerly been an Orangkaij, they were indeed forced, in order to be safe, to seek the protection of the Company. Yet whether they would have done this if Noekoe had left the governance over the negorij to the Orangkaij Alij, I doubt very much, knowing the Cerammer to be far too mischievous to expect such a loyal act from them. Nevertheless, having provided them here with the necessary subsistence and good shelter, I have dressed the Orangkaij Alij and his uncle Djoenaij in Dutch clothing and appointed the last-mentioned as Messenger of the Outer Coast, carrying as proof a cane with a silver knob, upon which is the Company's mark and engraved Cerammese Outer Messenger, moreover upon the breast a silver shield with the Dutch Lion; and being wonderfully well satisfied therewith, they currently find themselves at peace in their negorij. The Captain of Keffing Baoukang and Orangkaij Quaus Kanne Kanna I have presented with some small items to which they were partial, and the first-mentioned having arrived here, I intend, following the honored authorization of Your High Nobilities, to offer him a cane with a gold knob, expecting with him here also the Iman Sarassa. This formidable fellow having come to his senses, declared against Noekoe and actually acted with hostility toward him; his years being quite far advanced, he is desirous to see his children and grandchildren under the protection and patronage of the Company, and in order to be able to hope for pardon, he intends to carry out a masterpiece of loyalty. Indeed, if I may place any trust in the words and promises of those already submitted, then I think I shall still be so fortunate as to surprise Your High Nobilities among the autumn dispatches with the most pleasant reports, my latest actions and chastisements among the Cerammers having made such an impression upon their minds that everyone is longing for a lasting rest and peace. Concerning the clandestine navigation of the Cerammers to Great Bali and Bouton, having informed myself again during the recent Hongi expedition, the testimony thereof is recorded in the Daily Register under date 6: Dec: past, to which, with permission, I respectfully refer Your High Nobles, intending, upon Their High Honors' esteemed recommendation, to try to obtain the best possible evidence regarding the admission of the Boutonese, and to present it to Your High Nobles on a subsequent occasion. The Geser Orang Kaya Kobia not having presented himself among the Cerammers who submitted, the ongoing ransom money from Makassar recorded in the books in his favor has not yet been disbursed, and I, along with several others here at the main castle, continue to await him, in order to dispose thereof in conformity with Your High Noble's orders, and to confront him earnestly with the received copy of the Makassar papers, for the sending of which I offer my humble thanks. Batavia knows how to devise any means of relief, unless Your Excellencies might approve for that purpose the lifting of the poor boxes from the respective negorijen, since the generous gifts and donations deposited therein do partly serve for the support of the destitute and needy, and in that regard the impoverished, familyless people who are robbed and carried off can and should be considered. Furthermore, with regard to the covert style of writing which Your Excellencies have been pleased to approve upon the proposal made by me in accordance with the remarks of the Governor of Banda, Mr. Seidelman, I shall dutifully conduct myself in conformity therewith and with the orders concerning the secret signals; in conclusion, I respectfully offer to Your Excellencies, alongside this, a small bag recently intercepted on Ceram at Kellemoerij containing some strange lead coins unknown here, and some pitjes, which are known to me as being transported in trade from Macasser to Baalij, wherefore I suspect that the first-mentioned coins may perhaps be recognized à costi among the petty traders as to by which nation they are manufactured and used, which could serve as proof of which foreigner is trading with the Cerammese. Wherewith, having commended Your Excellencies' illustrious persons and the Company's important interests to the Divine protection of the Almighty, I subscribe myself with the deepest respect. Having at present almost all the Alfurs on my side, among them even such as have never yet come out for the Company, the principal chiefs of whom I have been able to see here with me, I think that with these auxiliary bands I shall be able to corner and attack the Cerammese who have stubbornly remained loyal to Noeckoe in such a manner that they will never dare think of rebellion or uprising, if I may only succeed on the Hongi and expedition voyage to be undertaken in the coming days in profiting from Heaven's blessing, as happened to me in an unexampled manner last year, being already reliably informed by my spies as well as others that the rebel is looked upon with disdain by some North Cerammese, and that he is keeping himself hidden beside Keligha at the Capala Aijer Gofa, being strong, beyond his known grandees, one hundred Tidorese, over six hundred Papuans of various kinds, and eighty slaves, furthermore three white and two Moorish sailors ransomed by him for some linens from the Papuans of Oning, where the unknown foreign vessel noted in my and the Council's separate letters of 10 July of last year lay at anchor, and after the surprise attack on its boat with crew turned its prow elsewhere, my spies not having been able to learn from those prisoners (whom the rebel entertains well after his own manner) whether they were English or rather French, since they neither speak nor understand the Malay language, only indicating this and that by gestures, the rebel assuming nevertheless that they are English, and having the intention to transport them to Banchoeloe at a favorable opportunity. Whereupon it was subsequently resolved to express to the Noble High Indian Government that it is a pleasant satisfaction to this Meeting, and to the Lord Governor in particular, that their High Honours have regarded the matters of war and all the measures planned here in connection therewith, together with the execution thereof undertaken since, as being prudent and in accordance with the expectation they had of this Ministry; on which account they approve all the general dispositions and actions, as well as those specially relating to the Main Castle, while forwarding further orders relative to the war! And whereas it appears to their High Honours that the Main Castle will be substantially secured by the raising and furnishing with personnel and artillery of Two half-moons in front of the Citizens' Redoubt, for the protection of the adjacent beaches against a landing and for raking the Gallows point; as well as by the erection of Two strong Batteries at the aforementioned Gallows point and opposite it in the Laha; wishing therefore to be able to bring this design to its full completion by supplying the 36 cannon of 24 lb considered necessary, or at least an equal number of 18 lb, alongside the likewise required 100 round, 100 elongated shot, and 20 chain shot for each; although, owing to their own shortage, they can send no more than 4 cannon of 36 lb, with the ramming and loading tools required for them, round and elongated shot, without gun carriages, which can be made here; and furthermore their High Honours trust that with these, and the artillery already placed on the two last-mentioned Batteries, they will be able to prevent the enemy ships, not only if the course of the storm should drive them to one side or the other, but in all cases, from entering the bay and landing therein; it was thus resolved respectfully to add hereto 25. to add hereto that the desired effect is expected from the noted Batteries, provided only that the four bronze cannon of 36 lb calibre received, the ammunition, and the garrison are sufficient; that should the conditions of wind and currents be so far favourable to the enemy as to allow them to keep to the middle of the fairway, they could only be damaged by long-range heavy artillery; yet, since their own shortage at the Principal Place prevents a greater relief for defence, it was subsequently approved to assure their High Honours that, in the unexpected event of an enemy attack, there shall be no lack of leadership or good measures here to repel the enemy; the carriages for the said heavy cannon being already nearly completed! The requested 600 cutlasses having been sent hither, though of the requested 1500 muskets only 300, because no more can be spared at the Principal Place for the present, and one must wait for a further supply from the Netherlands, when their High Honours will endeavour to supply this Province with more; it was resolved to give thanks for this relief, in the hope of receiving what has been further promised, and that the opportunity for this will become favourable through the safe arrival of the ships from the Netherlands! The Noble High Indian Government having granted the Lieutenant of the Artillery Jan Jansz, although of dissolute conduct, the customary pension in consideration of the intercession made from here, with the promise that, although from the meagre number of artillerymen remaining at the Principal Place not a single man can leave without their own inconvenience, they will nevertheless provide this Province with a capable person in his place and with an active pyrotechnician; on that account it was resolved to have the artillery transferred by the said pensioned Jansz, under the ult of this month, in the presence of the ordinary commissioners commissioners and in the presence of the Military Captain Gabriel Nicolaas van Quericke, to the ordinary pyrotechnician Barend Riso; furthermore, to cause the former's salary to cease on that date, so that he may henceforth enjoy the customary or stipulated pension of ƒ24 per month; further, to await the favourably promised dispatch of Two capable artillery officers, but in the meantime to have the said Riso post security for the artillery administration in the sum of One Thousand rix-dollars! Honorable Sirs sure that were taken with no less circumspection and prudence, and therefore all the sooner leave this point with earnestness to this Government, because one here, having the local knowledge at hand, has been able to judge thereon with more certainty, and trust that the stipulated abandonments of the subordinate posts will not take place without the required deliberation, and above all not without pressing necessity; yet as Their High Mightinesses also let it be known in passing that the dismantling of Sawaij, which was always considered a useful lookout post in that region, and primarily with respect to the ships of foreign Nations, would seem to run contrary to the latter, it is therefore resolved, along with the expression of gratitude for the great confidence of Their High Mightinesses in this Ministry, and with the assurance that one will act in this matter according to Their respected intention, to continue to harbor the confidence with regard to the abandoned post at Sawaij that when it pleases Their High Mightinesses to inspect the Chart of Ceram's North-East Coast, they will readily be pleased to acknowledge that the same is nothing other than a lost Post, which can be offered no timely assistance for either relief or retreat, otherwise very useful and necessary in peacetime both with regard to foreign ships and illicit trade, as well as to keep the Ceram people of Tidore and Barchian leaning in check; furthermore to cite that one considers the dismantling truly most fortunate, seeing that the Garrison and the Company's effects were secured just in time before the murder and predatory raid of Tidore's Rebel Noekoe. Whereas Their High Mightinesses state that they will offer assistance according to their ability, although not in a position to fulfill the Demands made from here completely for the present, yet since on the 29th of October last, with the specification then made of round and long shot that could be spared, although the Batavia specification by no means equaled the quantity requested from here, one had to acquiesce, and making generous demands is in no way convenient, therefore expecting that one here will also use moderation as much as possible, the more so as it appears to Them that with most of the articles here on hand and currently being sent, one will be able to manage reasonably well, as among other things with muskets, of which according to a statement of the 30th of September of the preceding year there were still 1121 pieces in reserve, so that notwithstanding that not much reliance can be placed on the firearms in reserve, and the same must first be tested and examined, it will serve and can well be managed with the 300 pieces of muskets now being transferred; thus, since in the past year Their High Mightinesses' separate resolution showed on what grounds the Demand for Round and long shot was viewed, it was approved only to inform Them further regarding this that, considering the remoteness of these important fortresses, having no timely relief to expect in case of a lack or shortfall in this or that during an enemy attack and prolonged siege, one felt obliged and deemed it most necessary to set the Demand somewhat generously: while the mentioned muskets have been set in proportion to the men who can be armed in time of need, and to replace those that are lacking due to needed repairs, as well as others to be found here that are worn out through long years of use and are of no use in a fight! 47: of five of the six aforementioned Batchian corocoroes in a deplorable condition, such that one of them had become completely unserviceable, and the others had to be repaired of their sustained damages, we also learned from the letter of the aforementioned fleet commander, to our great concern, that, after having crossed back and forth between Oubij and the Coast of Ceram up to six times and having seen himself abandoned by the aforementioned Batchian vessels, he was forced to seek out Batchian again with the five prows he still had with him, two of which, having been manned with Pattanirese, had taken to their heels a couple of days after his return, leaving behind on the shore there the munitions of war they had contained. In order that this fatal incident, as quickly as possible, should not lead to the total frustration of the planned expedition against Hoeckoe and his adherents, we wrote to the aforementioned Lohof under date of 27 July that with the two Tidorese and one Batchian corocoroes remaining with him he merely had to proceed with his journey to the place of his destination, that an embassy was being dispatched to the Court of Tidor to effect the speedy outfitting there of two others in place of the departed corocoroes, which would then be allowed to set sail directly for keffing, while he was to await there the cruising vessels that had arrived for repairs at Zullabessij, of which it was known that, as soon as they had recovered from their sustained damage, they would set their course for keffing, with orders to him, Lohof, that he should inform Your Right Honourable of what had occurred. The two just-mentioned corocoroes, for which an application had been made at Tidor according to the dilatory nature of the natives, having only today become ready to put to sea, we have placed a quartermaster upon them to set sail therewith this very day with the emissaries from Ternaten and Tidor, furnished with the above-cited manifests, manifests, to set sail for Batchian with our letter to the king there in order, having taken aboard His Highness's emissaries, subsequently to turn the bow toward Mixaoul and from there to keffing, where the aforementioned emissaries, as we hope, may find opportunity for their transport to Hottij in order there, and wherever else it may be necessary, to distribute the Moluccan manifests among the community. to touch upon the newly arisen incidents that caused hindrance to his voyage and here caused an infinite amount of headaches, as according to the writing of that officer from Batchian under date 16th August, about to set course again upon received orders, the largest of the Tidorese Corra Corras was found to be unfit and full of water: thus having put to sea accompanied only by one Batchian sailing vessel, and one ditto with Wedarese, but quickly had to turn back because of the stiff contrary winds and currents that had brought him and his men into great danger; while the Tidorese and Wedarese deserted him in the following night, just as the Fattanirese had done before, abandoning the war supplies, and since this faithless conduct was attributed, both by Sohof and by the King of Batchian, to the instigations of the Tidorese Hoeckum Dooij, the latter was brought to investigation over this, whereupon it was found that Sohof, paying no heed whatever to the recommendations given to him, must have treated the natives subordinate to him rather harshly: indeed the aforementioned Hoeckum is known as a loyal chief who grew great during the recent revolution on Tidor and thus can adhere to no other interests than those of his new master and patron without abandoning his own. Sohof has been written to in this regard and will have to justify himself adequately. But these also were not permitted to succeed in reaching the place of their destination, having, turning the prow from Oubij to Mixaoul, and fallen upon Gebe due to contrary wind and current, not been allowed to step ashore there, this being prevented them by more than five hundred men, so that, unable to withstand so superior a force and seeing no chance to advance the voyage, they turned back and arrived here on 21st October, having understood under way from a fisherman belonging at home in Gebe aforesaid that the inhabitants of Mixaoul, informed of a force to come from here, were on their guard against it. 61: to bring some relief to the Government, which was rather heavily burdened last year by the expenses of two costly expeditions, we embrace this proposal with much joy and gratitude, and hope that your Honors will also be pleased to favorably pass the troublesome, yet in this Province traditionally constant, item of the small entertainment allowance given by the Commissioner to the Sultan of Batchian and his retinue, from which the Moluccan princes and grandees cannot be dissuaded on such occasions, any more than from gun salutes, of which they are terribly fond; and as the poverty of the Tidore Kingdom, known somewhat to your Honors and fully to us, offers for the present not the least prospect of, or participation in, the expenses incurred, we have nevertheless not neglected, in the above-mentioned combined meeting, to seriously impress upon the Sultan and State Grandees that, if they do not themselves undertake something of importance in their own cause, it will in time rightly be demanded of them. Honorable, Venerable Sir, The shipping channel having been closed by a numerous fleet of Tidorese and Ceram pirate robbers, which has prevented me from maintaining active correspondence and answering in due time your Honorable's successive secret dispatches of 16 April, 8 May, and 12 August of this current year, the opportunity has now become favorable for me through the retreat of the aforementioned scoundrels, which I seize by serving your Honorable to state that with regard to the treatment of the Ceram people trading over there, your Honorable must know best what is useful and expedient for the Government entrusted to your Honorable; yet regarding this, I remark that as long as the said vile and treacherous nation is received and pampered by your Honorable as allies and, moreover, admitted without a pass issued from here, they can never be kept here as vassals in the required obedience in accordance with the articles sworn by them. Thus, during my eight-year administration, all care and much expense devoted to this end have been spent in vain. Having heard or perceived nothing more since then of their vile deeds or pirate fleets, I intend shortly to pay a visit in person to the entire coast of Ceram and, if possible, Goram with the Hongi fleet, living in the hope that Heaven will crown my undertaking with a desired success and that it may be my lot to get hold of the usurper Nuku. Their High Excellencies having been pleased, by their much-venerated separate letter of 20 December past, to recommend that I correspond with Your Right Honourable on the nutmeg cultivation and the success of the plantations, I deem it necessary in the first place to note my proposal made in the past year regarding the planting and expansion of the nutmeg trees to our well-mentioned High Authorities. This consisted of limiting the planting and expansion to a certain number of trees, calculated according to what Your Right Honourable Government, in meeting the demands for the Netherlands and the Indies, taking ten average crops together, has fallen short annually. This is because the planters desire to have assurance that their labour and trouble will not be found spent in vain, and that they will not in time be plagued with extirpations, which must necessarily follow if the new plantings over there promise better success than before. Their High Excellencies have not declared themselves positively on this matter, and are first awaiting a report from the Visitor General concerning a compilation of a ten-year harvest over there along with the sales during the said period. In the second place, I serve notice that one cannot yet make a calculated estimate here on the fertility of the trees, considering that the number of fruit-bearing trees is too small, and the different places in that regard also differ quite considerably, while up to now the trees are also too much stripped of the unripe fruit. To the same as above. The new plantings over there and here having been pursued virtually at the same time, I believe it to be still a mystery where the Company will be served first. However, as cited above according to what was imparted by Your Right Honourable, the prospect of a more flourishing state of the nutmeg plantations than before is great, so one might suspect that occasionally the Ambon plantations might in time well be dispensed with. Close care and attention against too marked an expansion here is therefore most necessary, and I observe this, ensuring that no plantations are established except in districts that can be visited daily by a Governor, along with other precautions, although for the present I find no great worries in that regard. For the planting or expansion proceeds very slowly, and without assurance of the preservation of their trees, the native cannot be encouraged to devote diligence and labour to it. The number of trees according to the latest survey consists of merely 159 fruit-bearing, 339 half-grown, and 969 young trees, or 1467 in total; of these, only 44 were gained in a full year, and as many as 1730 young saplings died from lack of supervision, so that up to now one need not be concerned that the cultivation will extend too markedly.
