of the government for a final accounting and settlement of the favorable balances of the deceased lascars in case they were presented to them, and still greater clamor and difficulty when it was made known to them that they were to expect nothing further from it, and they were offered the two months' allotment according to the received memorandums, And we, on the other hand, had to fear greatly displeasing Your High Excellencies if, contrary to your own express orders, we entered into any negotiation with these agents or with the families concerning that which we should presently pay for the two months' allotment for the three aforesaid years, and for which they, as aforesaid, demanded fully rop:s 24480: whereas the same allotments, when the deceased were deducted from them according to the memorandums, amounted to no more than rop:s 14851:—: §. 162. In our aforesaid deliberation, it came principally to our consideration how many and insurmountable difficulties arise in the execution of this order, which Your High Excellencies have given with reason, as a natural consequence of the scruples and suspicions that the various and not always agreeing reports from the pay bookkeeper must have raised with Your High Excellencies, and which often §. 163. must be attributed to the ignorance of some of them who have their affairs handled mostly by natives, which can rightly be said with respect to the report of the pay bookkeeper of Bijland, §. 164. And these difficulties, not to speak of many lesser ones which might possibly be overcome with time and effort, lie principally in the great interest that the native government itself has in the wages and consequently in the good months, the allotments, and the accountings of these Moorish seafarers, yea in their entire treatment, §. 165. Thus the aforementioned Bakshi or General of the Troops has a fixed portion of the wages of all the Moorish seafarers whom he permits to leave their country and serve a foreign power; not a single man can be engaged or sent on board without his consent, §. 166. The agents or soul-sellers must, in addition, out of what they receive for their trouble from the advance money, give him a portion for the freedom to recruit and dispatch people, §. 167. He is, moreover, as Kotwal or head officer who in the name of the Nawab represents the sovereignty of the country, entitled to all estates of persons who die without known heirs, §. 168. And many are even handed over by him to the agents who have been condemned by judicial sentence, to sail either on account of debts for their creditors or by reason of crime for the fines imposed upon them, and from all of whom this regent receives both the 5 months in advance and the two months' allotments and finally the entire final settlement, §. 169. Without yet speaking of the greed which is characteristic of the native and induces the regents to take a certain tax or portion of all those who sail for themselves and return, such that no recruitment, dispatch, and dismissal, yea not the slightest payment or settlement can take place, unless the servants of this regent are immediately present, §. 170. circumstances which are the absolute truth, and which, added to the situation of our yard and seat in Souratta, virtually in the city, under the cannon of the castle and so guarded and watched by the native and English government that we cannot stir a finger without their permission, make this office differ by the breadth of heaven from Bengal and even more from the Mallabaar, §. 171. so that all that is feasible there and, according to the reports of the gentlemen head of the General Pay Office Blom, and First Examiner of Pay Radder, very useful and advantageous for the Company, cannot be introduced here unless the hands of these regents are filled and they are thus indemnified for what they would lose through the full payment of the Moors at Batavia, §. 172. It is thus with good reason to be feared that the government will not be induced to agree to the plan of payments at Batavia, as thereby the seafarers having nothing to their credit will cease to be profitable to them, and it will be even less possible, yea utterly impracticable with regard to the already earned wages of the deceased, to bring the government to waive entirely the demanding of accounts and payment of the remaining balances, as it is indisputable that this money must for by far the greatest part come into the hands of the government, Yea, even should Your High Excellencies choose to decide to ask for no more of these seafarers from Souratte, or should the government here obstruct the recruitment of the same, it is nevertheless certain that they will address the Company for accounting and settlement of what has passed and cause us difficulties, and nothing could have delivered us from this

Because of all this and what further appears regarding it in our secret resolution of the aforementioned 26th November 1784, which is transmitted to Your High Nobilities along with the secret letter of the first undersigned, and to which we take the liberty very respectfully to refer, we were obliged, in the hope of Your High Nobilities' approval, to decide: No. 174. Considering the danger and detriment that could presently arise for the interests of the Company if the arrangements made concerning the closing of the accounts and the confiscation of the credit balances of all absent and missing Moors were to come to the knowledge of the Nabab or the Baksie, and that they, now having the best opportunity, might resolve to take justice into their own hands and force us to render an account; To instruct repeatedly the pay bookkeeper Monte, aforementioned, to keep secret the aforementioned order of Your High Nobilities and to disclose not the least part of it to the crimps, but to pacify and satisfy them as much as possible by telling them that the present conditions of the times have thus far prevented the lists from being sent, but that these are firmly expected next year; an answer which in the same manner would be given by the first undersigned to the Nabab and the Baksie. Paragraph 176. Yet at the same time to authorize the said pay bookkeeper, in order to satisfy the government for the present and to remain free from all troubles and vexations, to come to an agreement with the said crimps regarding such a sum as will be given to them instead of that which, as aforesaid, they claim for the six months' allotments over three years, if no proof or final accounting is provided to them regarding the Moors who died and went missing during that time. Paragraph 177. And in that event, if it could not be otherwise, to give them something more than the memoranda received from Batavia for the said 6 months' allotments amount to; however, under this express condition, that they shall be obliged to bind themselves in their receipt to allow whatever they shall receive in excess of what shall afterwards be found to be due to them on account of the aforesaid two months' allotments over three years, to serve in reduction of whatever might appear to be due to them from the deceased. Paragraph 178. The pay bookkeeper Monté thereupon reported to us, by a statement inserted in our secret resolution of the 14th December, that with great difficulty he had satisfied the aforementioned agents with the assurance that the lists of the dead had not been received and, owing to the absence of the books, one was not yet able to verify their claim; and further by promising them the payment of 17424 rupees instead of the claimed 24480 rupees, upon passing the required receipt mentioned above. Which agreement having been approved by us out of unavoidable necessity, in the hope of Your High Nobilities' approval, we further resolved to have the 3273 rupees which will thereby be paid in excess of what the memoranda received from Batavia for the two months' allotment for three years amount to, entered into a separate account, in order to be deducted from the said agents whenever we shall be enabled by the orders of Your High Nobilities, which we most urgently request, to make a final settlement with them. Paragraph 180. And for the remaining 14151 rupees, being as aforesaid the amount of the two months' allotment for three years of the Moors still living, to have each of the beneficiaries debited on his account according to the order. We furthermore took into consideration on the same day that the errors which have occurred now and then in the pay administration of these seafarers, both here and at Batavia, have their origin principally in the fact that the crimps, through the delusion they have been under for many years that the Company absolutely wanted Moors in its service, proceeded to provide these seafarers, whom they took from the other heathen castes, with new Moorish names in order thereby to pass them off as Moors or Musulmans. Paragraph 182. From which it naturally must have resulted that such a sailor, easily forgetting his Moorish or, as they call it, sailor name, gave another at random each time, and thus caused the very same name that was written off today as deceased, to reappear alive one, yea sometimes two years later, while

And that if a means could be devised to remove or prevent this original evil, which is the source of all errors, all abuses would also be removed in the future; to which end we take the liberty respectfully to propose to Your Right Noblenesses the following means, which we flatter ourselves will, once put into practice, have good results and perhaps be found entirely sufficient, consisting of the following: No. 184. First, that the pay bookkeeper here should take all care and, on pain of a heavy penalty, also hold the crimps to it, that no other names are given to the native seafarers being taken into service than those they have borne from their youth and never forgotten; and that all sailors, after their names have been given by the crimps, should be questioned once more by the Munshi or native scribe and confronted with the muster roll. Secondly, that the ship commanders of the ships arriving at Surat should be most strongly recommended and ordered to ask the names of all the native seafarers when they are sent on board, and not, as previously done according to the list, read them out to them, as has now occurred. Thirdly, that it may henceforth be permitted to us by Your Right Noblenesses—as we have already made a beginning with the native seafarers who are now departing with the bearer of this, in hope of Your Right Noblenesses' approval—to have each of the common sailors given, by a Brahmin or Fakir, a small copper box, after the model which we take the liberty of presenting herewith to Your Right Noblenesses, containing a small parchment slip on which are written the names of the sailor, of his Sarang under whom he belongs, of the ship on which they are sent, and of the year in which he departs; as for example: Mantsa Beijram, Sailor SoeJaatchan Mometchan, Sarang Trompenburg, Anno 1785. And which small box, being given to them as if it were a token of good fortune, a protective charm, or what is called among Europeans a Talisman, regarding which the natives are very superstitious, they will surely preserve. No. 187. And fourthly, that Your Right Noblenesses might be pleased to order all commanders of the ships on which these native seafarers are stationed, as well as all pay and hospital attendants of the places where they are located, that whenever these people end up in the hospitals or happen to pass away, and also whenever at payment a difference or doubt arises concerning their names, they open these boxes or Talismans to discover the real name of the sailor from them. We flatter ourselves that once all the aforementioned has been set in motion, it will bring an end to the errors that have occurred for some years in the pay administration of these native seafarers; while we take the liberty to refer further to our aforesaid resolution of the 14th of December last, where all this is treated in greater detail. Finally, to conclude this chapter, we have the honour to inform Your Right Noblenesses that with the bearer of this, 150 native seafarers, all good and healthy people, are crossing over, to each of whom we have caused such a Talisman to be given as mentioned above. further under this main section to bring to your High Noble Lordships' high notice that on the 5th of December aforementioned, the Banyan merchants Moetabhaaij Baaijsa and Nannabaaij Bhaaijsa, representatives or heads of the house of Bhaaysa, presented in our assembly: That on the 23rd of March 1781 they guaranteed to the Noble Company one hundred thousand ropijen on two bonds, each of 50,000 ropijen, in the names of Shaa Gosaeltjent Kaspoettjent and Shaa Kapoerjent Singa. That when the news of the war arrived here, there were brought to them certain bills of exchange on the linen suppliers Berampje Souraabje and Harmootjent Rettingie to the amount of one hundred thousand ropijen, with interest at 3/4 per cent per month since the 23rd of March previous. That they kept this paper, yet declared to the court courier Mhamet Aref that however much they were inclined to be of service to the Noble Company and to preserve it from harm as much as was in their power, and for those reasons they also wished to make use of those bills of exchange, they held to the bond of the Company, which they refused to give back. That the suppliers likewise did not sign these bills of exchange for acceptance, but nevertheless delivered to them the keys of a warehouse in which approximately 50,000 ropijen worth of ready linen was stored. That a few days later, when the lodge was taken, they told the English Chief Mr. Boddam that the linens stored in the aforementioned warehouse and those which were still being prepared by the suppliers had been given to them in pledge for the sum of 100,000 ropijen which they had to claim from the Dutch Company. And that even when the keys of the aforementioned warehouse were demanded from them by Mr. Boddam and the commission from the Council, they refused them, and that thereupon the English smashed the locks to pieces, broke open the same warehouse with violence, and took the linens out of it, while they compelled the suppliers to deliver to them also all the remaining linens; wherefore they requested from us the satisfaction of the said bonds with interest. Hoping for Your High Noble Lordships' approval, we settled the aforementioned representatives with kind words, and without promising or granting them anything with certainty, gave them to understand in general terms that they might rely on the justice of Your High Noble Lordships. Wherefore we take the liberty very humbly to request Your High Noble Lordships' orders in this matter, while we pray that it may not be taken amiss if we presume humbly to submit for Your High Noble Lordships' consideration: That however unlawful it may be that the English refused to admit the issued bills of exchange, and however violently they may have acted in this matter when they smashed the locks to pieces with force, broke open the warehouses, and took away the goods that had been pledged to these people on behalf of the Noble Company and upon which a bill of exchange had been granted to them, it would be very hard if they were deprived of their claims because they wished to serve the Company as far as it was possible for them. And it is for this reason that we very humbly request to be strengthened with Your High Noble instructions as to how far we may apply to the present sovereign of Brootchia for the recovery of our trading post and of those privileges which the Company previously enjoyed there during the time of the Mogol and subsequently of the English government. Granted The chief mate placed in command Reports concerning the examination of the books illness, and which was followed by paralysis, so that, having arrived ashore here in such a condition, from the very first moment onward he has consulted with the chief medical officer of this Directorate, of the ships, and the English doctor, and has used their remedies for recovery in the hope of becoming capable once again of undertaking the return voyage with the vessel under his command, but since that may not happen for him, because his bodily constitution is still so weak that he is entirely incapable of it, and for the verification of which he, alongside this his petition, presents to your Honors a declaration by the English doctor and by the aforesaid chief surgeons, he takes the liberty very humbly to request your Honors that he, the petitioner, may be permitted to remain here to attain his recovery, for which he has been given hope, and, having become capable, he shall return to the headquarters with the first presenting opportunity that in all likelihood will arise. Whereupon, upon the proposal of the Director, it was resolved and understood, on the basis of the aforesaid reasons and by virtue of the attached testimonies of the doctors, to grant the request of captain van der Kuijl as it stands. And since because of this the command of the ship De Vrijheid must be filled by another competent officer, and a request to that end has been made by the chief mate of that vessel Arij Sijlhart, it was further resolved and understood to have the aforesaid Arij Pijlhart examined by the two present captains and the chief mate Boelen to see whether he possesses the necessary knowledge and qualifications to be able to entrust the command to him with confidence, in order to decide further according to those findings. The 24th of December Anno 1780: Comparison of the brokers' account Handover of the pay office Bail for Wiardi The declaration that was provided by the officers of the ship De Vrijheid, concerning the gunpowder found wet in that vessel, mentioned in the Resolution of the 15th of this month, that the superiors had stored a portion of gunpowder in the rice room, they have been reprimanded on that account, with the recommendation not to do this anymore in the future, of which it has been agreed to keep this record. It has been approved and agreed to record herein that the brokers' account was compared with the Honorable Company's regarding the amount of the goods that were collected by them, and what was paid for these successively by them to the Company from the time this was last done, as appears from the Resolution of the 18th of August 1779 until the ultimate of August last, and that everything was found to be mutually in agreement. The 24th of December Anno 1780: Bail for Van Es Pijlhart appointed as commander In the place of the junior merchant Van Bijland, who is currently on the verge of departure, the warehouse master Van Citters has bound himself as surety for and on behalf of the former skipper Adriaan van Es with respect to such bail of rops 500:-:- as is mentioned in the judicial minutes inserted in the Resolutions of the 7th of July and the 23rd of September last, with which it has been agreed to be satisfied, and to keep this record thereof. Read at the meeting was a report from the skipper Van Veerden and the first mate Boelen, who according to the Resolution of the 23rd of this month were instructed to examine, together with the skipper Van der Kuijl—who, however, on account of his indisposition was unable to assist therein—the first mate Pijlhart in seamanship, stating that they found the aforesaid Pijlhart fully knowledgeable and competent enough to be able to entrust to him the command of the ship De Vrijheid. Whereupon it has been agreed to charge the said first mate Arij Pijlhart herewith with the authority on the aforesaid vessel, and as such to let him depart therewith for Ceylon and Batavia. Furthermore, to make no changes among the other officers, the first mate Pijlhart, who has been placed in authority, having declared to the Lord Director that he can manage with the number of officers present on board. The 24th of December Anno 1780: Financial statement Reports concerning the extension of a Resolution Read was the balance statement drawn up from the trade books of 1779/80. According to the same, the profits in the aforesaid book year amounted to f 386915:2:-. The expenses on the other hand were f 64706:9:-. So that the net profits remaining were f 322208:13:-. In comparison with the immediately preceding book year the profits were more by f 20431:3:8. And the expenses more by f 7536:14:-. Thus this book year has come out ahead by f 12895:9:8. The aforesaid higher profits realized resulted from a somewhat larger sale of spices, and the higher incurred expenses from some higher necessary charges incurred than in the previous year, which together amount to well over f 8000:-:-, of which it has been agreed to keep this record. Pursuant to and in compliance with Their High Nobilities' highly respected order contained in Their Highest missive of the 17th of August last, the Council members of that time who are still present have handed over their report, in which they declare on the oath taken upon assuming their offices how matters stand with the extension of the Resolution of the 31st of August 1776, by which the deceased junior merchant Sontag requested to be discharged as surety for the former Director Bosman.

And the same members have likewise, in another report, rendered their account concerning the construction of the new Hospital, regarding which it is understood to make this record, and to send the aforesaid reports in the original to Their High Nobilities, and to send copies thereof to the Netherlands. The junior merchant van Bijland, pursuant to what was demanded of him at the meeting of the 1st of this month, delivered a report containing his further clarifications regarding the description made by him concerning the Moorish seafarers who are annually engaged here for the Company, mentioned in his report which was recorded in the Resolution of the 9th of December 1779, regarding which it is understood to make this record, and to send the aforesaid report to Their High Nobilities. By the aforesaid junior merchant and retired pay-bookkeeper D. E. van Bijland, there was further presented to the meeting a receipt from the native agents of the Moorish seafarers, written in both the Heathen and Persian languages, and of which the Dutch translation placed alongside it is signed for the translation by the junior merchant Christiaan Heijdeman as being knowledgeable in the native language, stating that they, the agents, have been satisfied in everything to their contentment by the said Mr. van Bijland, and that they consequently have no claims either against his Honor or against the Honorable Company, regarding which it is understood to make this record, and to insert the aforesaid translation below, but to file the original receipt itself in the secret chest. To which they answered: 1st: That at the very highest they could not pay more for the copper than 57½ rupees net per 100 pounds, the copper being so low in price that on the lot they bought from the Company last year, they lost a considerable sum. 2nd: That they offer to take over the telijen, the wood, with all the cloves brought in this time, and along with that also the remaining cloves from the import of Anno 1779, amounting together to 64825¾ lb, on the condition that they shall collect and pay for 50,000 lb of the cloves by the ultimate of August next, and the rest by the ultimate of December thereafter. 3rd: But that they cannot make an offer on the cloves that still remain in stock from the import in 1777, because no one wants them anymore at present, on account of their poor condition; that the merchants initially, as it appears, did not pay much attention to this, and that to this alone it is to be attributed that the larger half of this import, of which a good portion was quickly collected, could still be disposed of; but that the buyers have since found that these cloves, besides being smaller and, as it appears, not sufficiently washed, are also so damp that they can only be dried in the sun, whereby they decrease considerably in weight, and moreover lose much of their aromatic strength, thus causing a double loss; that

The 24th of December Anno 1780: that they, the Brokers, for that reason, out of fear of the great detriment to the clove trade which they foresaw arising therefrom, have from time to time requested not to let the cloves brought in since then lie unsold for the sake of these cloves, but to deliver them in the meantime in the hope that the aforementioned cloves in the spice warehouse, which is very dry, would in time have somewhat improved; but that, since this has after the lapse of so much time been found to be in vain, they may now no longer wait to declare that, if the assembly does not dare to take it upon itself to send these cloves back or at least to write first to Batavia about it, they reasonably fear that this will not only at present greatly obstruct the sale of the cloves, which is already very much delayed by the troubles in the country, but that beyond this it is to be feared that it will bring the cloves into great disrepute and deter the people from their use and easily more or less unaccustom them to it. The Brokers having left after this, it was remarked beforehand by the Lord Director that, although His Honour, according to the best information he has been able to obtain on the matter, cannot deny the price which the Brokers currently say is the highest they can give for the copper, and that he also, according to the information he has thereof, believes The 24th of December Anno 1780: he may believe that the brokers have indeed lost a considerable sum on the copper bought by them last year, he nevertheless deemed it necessary to remind the members of the strict and repeated orders of Their High Excellencies not to sell the Japanese copper at less than an advance of 180 per cent net, and that deviating from an order given with so much emphasis, besides the displeasure this might cause with Their High Excellencies, could also give rise to great charges, the more so as all that could be said in justification of such a decision has already most humbly been presented to Their High Excellencies in previous letters, and especially the last time by letter of the 28th of December 1779; that he, the Lord Director, therefore requested the members to consider this matter, and to what extent, without making themselves guilty of disobedience or exposing themselves to charges, they think they may proceed in this matter to taking such resolutions as they, as men of honour, conscientiously think best for the promotion of the Company's interests. And thereupon deliberations were held both on the article of the Japanese copper and the sale of the spices, and in respect thereof it was taken into consideration: 1st The 24th of December Anno 1780: 1: That the assembly and each member in particular believe they can conscientiously assure Their High Excellencies that for the Japanese copper, according to the best information that could be obtained, no more can currently be stipulated than what the brokers offer for it, especially not if one includes the brokerage granted to them; and that by letting it lie there is also at present no reasonable prospect of obtaining better prices, unless one should wish to dispose of it gradually in very small quantities, but that in this case little or nothing can be counted on its proceeds, and that one must consequently decide, if the copper is left unsold on that hope, the ground of which is even very uncertain, to retain here as much of the three hundred thousand rupees, which could otherwise now be dispatched, as that amounts to more or less. 2: That as far as concerns the quantity of cloves which the brokers offer to take, to fetch and pay for them by ultimate August and ultimate December, the same is set as high as one can reasonably estimate their sale within that time. 3: That as far as concerns the cloves that still remain from the importation of the year 1777, the samples of which have been examined in the meeting, The 24th of December Anno 1780: sale of the same and have been compared against the other cloves, especially of the latest importation, and found to be so damp to this day that, when pressing them together with the hand, they stick to it, the assembly conscientiously believes that the difficulties raised against them by the brokers are well-founded and of such a nature that they must considerably delay the sale of the remaining cloves, which meanwhile is an article that the Noble and Highly Esteemed Gentlemen Masters and Their High Excellencies repeatedly and most strongly recommend to promote the sale thereof by all possible means. It has been approved and agreed: 1: To cede the Japanese copper to the brokers, in consideration of the aforementioned reasons, for the price offered for it of 57½ rupees net per 100 pounds, and that the reasons which moved the assembly thereto shall be most humbly submitted to Their High Excellencies, and Their High Excellencies shall be requested, in consideration thereof, to favourably approve this resolution. 2: To acquiesce in the conditions offered by the Brokers regarding the spices, and consequently to cede to them all the spices brought by the ships currently lying here, together with and alongside the cloves that still remain from
