316 Comparing the Farman granted to the English Company in the year 1716 with that which the Dutch Company obtained through an embassy to the Court of Delhi in the year 1712 from Emperor Shah Alam, will completely convince Your Excellency and Your Honors, beyond the slightest doubt, of the truth. That Farman, by which the much earlier ones of the Emperors Shah Jahan and Aurangzeb have been renewed, altered, and amplified, stipulates, among other things, that the Dutch, appearing with their ships at Hooghly, Pipili, or Balasore, may anchor wherever they please; that they, after payment of the fixed duty of 2½ percent, may and can transport the merchandises loaded therein throughout the entire Hindostan Empire, or sell them to such merchants as they see fit, without being hindered for any sekoot, rahdari, or any other imposts; in return for which they can buy up all products that the Hindostan Empire yields, employing for that purpose such dalals and gomastahs as they deem will best serve them; that on the purchase of saltpetre, opium, cloths, linens, silk, sugar, wax, and other goods, no more than the fixed duty of 2½ percent may be demanded, nor may the Company 317 suffer any improper trouble on that account; that the regents, no less than the strand-guards, may not harass the Dutch in their coming and going for rahdari, but that the vessels of the Company or of the Company's gomastahs, provided with a dastak from the Dutch Director, and laden with merchandises according to all ancient custom, going or coming everywhere in the districts or jurisdiction of His Imperial Majesty, shall not be pressed or detained by anyone; so that neither the faujdars, jagirdars, zamindars, nor chaukidars, by water or by land, may take anything from them or cause them any trouble; finally, that of what is traded in the Province of Bihar, no duty may be demanded a second time in Bengal, but vice versa at Patna or Hooghly, the fixed duty of 2½ percent need only be paid once, and nothing more. by the brother of the then governing Nabob Mobarik ud Doula, which being very extensive, deserves much consideration. In virtue then of those formal privileges, obtained with much expense, we pay the duty of our merchandises either at Patna or Hoogly. Never before the latter end of the year 1784 has any English collector demanded from us a list of such merchandises as were imported or exported by our ships, and much less have we been obliged to the greatest interruption and hindrance of our affairs and not without loss or risk ever to touch with our boats down the river or at Calcutta, or to have them moor at Reuico and to remain there until the collector gave them leave to pass, which leave however could not be obtained but by acting derogatory to our privileges, as explained hereinbefore, and giving lists of the boat cargoes. Everything which in former times we received or transported by our boats was carried up and down the river free and uninterruptedly. The import merchandises were landed and carried into the Company's warehouses. No duty was ever paid thereof before those merchandises were exported from Chinsurah up or down the river or inland, either on account of the Company or the individuals who bought the same, or transported to the aurangs or elsewhere. It was then only and not sooner that they were entered at the Buxbander customhouse. With the goods from the aurangs the same rules were observed, namely, in giving an account of the different quantities delivered in and afterwards exported with our ships. This account is made or ought to be made by a talika of the quantity of the goods and the prime cost thereof signed by our Director, which being registered at the Buxbander is exchanged for a rowannah agreeing in contents with the talika. We pay the amount of the duty immediately, either by shares or once or twice a year, according to when the faujdar sends to ask for it, and it was held as a firm custom that immediately after the departure of our ships, one could settle and balance his annual account with him. This maxim kept firm until the breaking out of the unhappy war, by which the Netherlands Company sustained so many losses in this otherwise neutral country, of which it also had the deplorable experience. At present there is no faujdar at Hoogly, but there is an English collector stationed there since the time when our possessions were taken out of our power, who continues as yet to trouble us about the paying of duty to him, without either the Nabob or the English government having ever given us any intelligence thereof or informed us that we might settle all custom matters with him in future. Nay, what is more, the collector proceeds so far as to refuse to pay respect to our dustucks and to declare that he cannot pass any goods without his rowannah; an instance [illegible] to account for.

account for the toll to him, without any notice ever having been given to us by the Nawab, nor by the English government, of this manner of proceeding, nor was it brought to our notice that we could settle the matters concerning the toll with him henceforth without disadvantageous consequences. What is more, he goes so far as to refuse to respect our dustucks and to declare that he can let nothing pass without his rawannah, as has also recently happened in the case of eight leagers of arrack which one of our subjects thought to send to Kassembazaar, specifically Kalkapoer, provided with a dustuck according to custom, but which he had to order back to his not inconsiderable loss, after having been detained for eight days at Hoogly. Of the vessels and their cargoes, while we were busy unloading the ship Straalen, he continually required a statement from us, and we have, without obliging him in order to prevent public troubles, been unable to unload them for several days because those statements seldom met with his intention. Added to this is the fear that there seems to be an intention to include the Company and her subjects under that heavy impost which has been laid by this government on the import and export of liquors, especially the Batavian arrack, which on that account finds no sale and would be entirely ruined if we could not reasonably suppose that, just as under the rule of the Moorish government it has always been the custom to consider all liquors, even arrack, as articles brought in for consumption rather than for trade, the established order for so heavy an excise as double the price that is presently fetched upon the sale of a leager of arrack will not be extended to that which is brought in by the Company's ships, but that the Company and her subjects will continue to enjoy that which, in accordance with the privileges or the ancient custom, has been customary until now. As all this is now a faithful and true account of that which has been permitted and customary to the Dutch Company and those who belong under her for more than a century and a half, we flatter ourselves, in the name and on behalf of our constituents, that the matter regarding the respective tolls, being considered in its proper light, will very easily be settled, since the privileges granted by the sovereign can undergo no alteration except by the sovereign himself, and it is not to be supposed that, after having remained in existence for such a long series of time, they will now be made void or altered to our prejudice. has offered an occasion in which we have acknowledged the influence and the power that the Honorable English Company has in and over the administration of the affairs of the country, bearing the title of Dewan of the Khalsa Sharif. However, as the President and Council at Chinsurah have never been informed of the distinction that exists between the Dewan and the Sovereign or his representative, and as they to this day know nothing else than that one is indebted to the Nawab, representing the Emperor, for the respect due to his character, especially when one must still regard him in that same light as in the year 1766 (one year after the administration of the revenues with the title of Dewan was conferred upon the Honorable English Company), when he endowed our Company with his sanad, as is mentioned above; so at the same time that it was resolved to negotiate with Your Excellencies and Your Honors, it was deemed necessary to give him notice of the step we intend to take and to request his willingness to concur with his consent and to authorize us by a parwana to negotiate with Your Excellencies and Your Honors on affairs that are territorial and thus not national, and to make such transactions or arrangements as we were previously obliged to settle with him or his authorized agents, especially the negotiation concerning the validity and value of our privileges, as not knowing how far the Dewan is authorized to take anything upon himself in that regard. We have the honor to enclose herewith a copy of the letter written to each of the Nawabs in particular. We trust that this precaution will be approved of by Your Excellencies and Your Honors, taking into consideration how necessary it is to know in whom the legislative power resides, and that we would act improperly by deciding matters that have as yet been left undecided by those whom they concern. We request therefore a favorable reflection on this, and that both through the connection of the Nawab with this respectable government, as well as the effective inclination of our employers to bring matters onto a desired footing, Your Excellencies will be pleased, by an immediate arrangement of everything regarding what is practicable concerning the toll and in conformity with our privileges, to give the prince a complete idea of that which is desired and requested between both Nations; meanwhile countermanding those orders by virtue of which we are troubled by the collectors of that government regarding the toll or otherwise, or are demanded more than we are obliged to pay; with the assurance that our superiors, as well as our aforesaid employers, will be pleased if affairs can be regulated in such a manner.

The Director & Council have always complained thereof, and they have often repeated their claims to the rights of the Company's privileges and an uninterrupted use thereof. The right thereto has however never been acknowledged, much less have we ever been satisfied with the disproportionate quantity which was allotted to us from the culture of opium. The Director and Council have always complained about this, and constantly reclaimed the right of the Company's privileges, and the undisturbed exercise thereof. The differences thereabout have in 1776 been deferred to the decision of our mutual employers, without that we have as yet been informed whether this matter has been discussed in Europe and what have been the consequences thereof. War has since broken out, and it is the opinion of the President and Council at Chinsura, that all infractions and misuses, about which we have so often been obliged to repeat our complaints, are entirely removed and annihilated by the late re-established peace; at least the opinion suggested in 1776, as if the Netherlands Company had no right or privilege to a free gathering of opium, may be freely declared to be of no force or value, both on account of her having exercised those rights more than one hundred and fifty years, and on account of the terms mentioned in the Farman of 1712, quoted by our first memorandum, about a free and unlimited trade in all the products of the Hindostan Empire, it being therein expressly stipulated that no more than the fixed 2½ per cent duty should be paid on the opium which was gathered, which clause would have been entirely superfluous or bear no connection to the former contents if it had ever been the intention of the Emperor to preclude the Company from the trade in opium; and should this idea still prevail, we conceive that in support thereof other proofs than the bare opinion of the government in 1776 ought to be produced. Before that time, and notwithstanding the revolutions of near ten years backwards, we exercised those privileges in the most extensive sense of the word; we advanced money to the assamies and our wants were supplied. It is true we met since 1762 with uncommon hindrances by the practices of others and the preferences which each separate English merchant claimed as his due, but we have always made the strongest protestations against their behaviour, although we have ever since remained the suffering party. As to the saltpetre, we need not look further back for the right to a free gathering than the right to a free trade in all products which the Hindostan Empire yields, as demonstrated by the Farman of the year 1712 quoted in our first address, and it is even to be inferred from this, that it is expressly stated therein that on the collected opium no more than the fixed tax of 2½ per cent duty needs to be paid, which would have no connection or sense if the emperor's intention had ever been to exclude the Company from the trade in opium. opinion by the articles of the treaty of peace itself, because it is the express will and desire of the high contracting parties, in the first place, that through their respective subjects everything must be applied that can serve to promote mutual glory, interest, and advantage. These words allow of no other interpretation than the obligation to proceed with each other in such a manner that everyone's interest, namely commerce, is not lost sight of, and consequently that of the Netherlands Company, by Your Excellency and Your Honors contributing your part thereto, is promoted, favored, and reestablished on such a footing as, by virtue of the frequently cited privileges and that which is further alleged in its favor, may reasonably be expected. In Ao. 1758, by the authority which Lord Clive then had, the Noble English Company in Europe even renounced the exclusive privilege that had accrued to it. This renunciation occurred in Ao. 1761. In the year following thereafter, it pleased His Great Britannic Majesty expressly to order that the commerce of the Netherlands Company in this country should enjoy equal freedom, safety, and protection as that of the Noble English Company. And these so favorable orders were renewed and repeated in Ao. 1775. The opium or saltpeter trade is not excluded therefrom; on the contrary, those highly respectable orders include everything that can be understood under the name of commerce. It is true we have seen little or no effect thereof; we have, notwithstanding this, been kept in a degree of dependence which is incompatible with a free, privileged trade and entirely unsustainable. By the war, one might consider these highly prominent orders as having been suspended, if the recently concluded peace had not restored the same force to them, as we have already maintained heretofore regarding our privileges in general. The peace articles themselves strengthen us in this opinion, so that after the reasons given on that subject in Ao. 1776, as if the Noble English Company in its capacity had no need to seek further than since that period, we further request in the name of our principals a real and favorable consideration. And should Your Excellency and Your Honors not be able to agree with this our opinion of being entitled to a free trade, we request that you will be pleased to give us such an explicit declaration thereof as may enable us, if required, to see that right decided once and for all in Europe.

The Dewan was allowed to make such regulations and orders as he might deem proper for the benefit of the country, having been at that time contradicted by the Director and Council with this most incontestable proof, namely, that although those reasons might in some measure be acquiesced to, yet they lose all their force as soon as they are extended to the privileges obtained from the Sovereign, because nobody but the Sovereign himself can make any alterations thereabout, and that his representatives, either the Nawab or the King's Dewan, instead of altering or declining those privileges, may rather be considered as bound and obliged to favour and maintain the same. We could proceed in arguments of still more force on this subject if we were not fully convinced that the judgement and wisdom of Your Excellency is too much enlightened and too penetrating to require any further proofs of our real right to a free trade, and the more so if the flourishing of the state and the prosperity of its subjects is considered in a great measure to depend on that trade. However, if all this should find no admittance, and that Your Excellency should incline to a continuation of the method which has been assumed, and consequently that no other channel be left open to the Netherlands Company of acquiring their requirement of opium and saltpetre but by the orders of this respectable Government, we take the liberty in the most civil manner to request, in the name of our employers, that at least regard may be had to the true and real want of the Company, and that in consequence thereof, and in conformity with the positive orders of the Supreme India Government at Batavia, which expressly instructed the President and Council at Chinsurah to make this request in their name, Your Excellency will allow an augmentation of the usual quantities, so that the saltpetre for this season may be fixed at at least 36000 Maans and the opium at at least 800 or 1000 chests. Treating about the liberty of trade in general, we are sorry to find ourselves in the disagreeable necessity, although this Memorandum was only intended to demonstrate our right to a free gathering of Opium and Saltpetre, to add to this the complaints which a few days before our departure from Chinsura have been preferred to the President of our Council by some of the gomastahs of our contractors for cloths about the hindrances which they meet in the procurance thereof. We have the honor herewith to deliver translations of those complaints, just as they have been received from Mohanendpoer and Badalgachhi. From Mohanendpore, it is mentioned that money having been advanced to the assamies on account of the Dutch Company, the second of English Bazaar at present at Souroop Gunge had on the 31st of the month Jeeth or the 10th June last publicly forbidden by drumbeating that no weaver of Mahanenpore and the districts belonging thereto should make any cloths for the Dutch, on pains of a severity punished by fines or otherwise, and that the servants whose duty was to prevent this should by failure thereof be severely punished and afterwards turned out of service, they having been obliged to sign a written agreement for that purpose, in consequence of which they entirely put a stop to all our transactions, both by the trade for this year, therefore, not being conducted except to the great prejudice of the Company, and consequently, if our two-fold request should not be granted, it ought at least to be brought on that footing, held in accordance with the right regarding the gathering of Opium and Saltpetre at the least on that footing as it had been before the war, unprejudiced to the right that in these circumstances was presented and demonstrated. We are further authorised, by the express command given to the President and Council at Chinsura, by the supreme India Council at Batavia, to request that your Excellency will do us the favour of informing us whether, besides the agreements for paying the opium and saltpetre in bills on Canton in China, which is entirely out of the power of the said President and Council, any other conditions for mutual use, ease, or convenience are to be proposed, which are of such a nature as to allow of a provisional convention between the respective boards, as in such a case we freely make bold to assure your Excellency that such an agreement cannot be prevented by anything not absolutely prejudicial to our Company or tending to decline or diminish her privileges, as before the war, unprejudiced however to our right which heretofore has been circumstantially described.

account in order to prevent the finishing of cloths which had been commenced on their account, formally to prevent the progress of our affairs, both by preventing the weavers and others from entering into any negotiation with the Company's gomasthas and their servants, and by seizing the cloths that were already commenced for them, in order to hinder their further manufacture. The most favourable construction which the President and Council at Chinsurah can put upon this behaviour is the supposition that perhaps the re-established peace between the respective nations has not been made public in all the cloth districts, and that on that account some persons are bold enough to make a bad use of this omission. We are therefore authorized politely to request that your Excellency and your Honours will be pleased to order this publication to be made as yet; not only that, but also, after the example of the year 1775, that notice may be given throughout all the provinces of your Excellency's and your Honours' express desire that nobody of your subjects shall hinder or prevent in any manner the gathering of our Company's investment, under all such penalties as your Excellency and your Honours may deem proper and sufficient to enforce a punctual performance thereof. Almost the same injustice takes place at Baddal Ghassi. An English gomastha named Joggoe Mohun Bindo Paddia, who resides in the factory at Saam Gendj, having been informed that money was advanced for cloths on account of the Dutch Company, gave public notice by drum beating on the 4th of the Bengali month Jeath in all the villages thereabout, as likewise at that where the gomasthas of our suppliers reside, that no weavers should deliver a single piece of cloth to foreign merchants, on pain of severe punishment or fines. And in order to give immediate effect to his words, he placed guards on the pycars and weavers who were employed by our gomasthas to prevent their meeting together, whereto they were also brought under a written engagement, with threats that they would be punished and then driven away. This having been thus far written, there has come to hand a letter under date of the 8th instant, sent by the secretary of this government to the President of the Council at Chinsurah, in answer to his letter to his Excellency the Governor-General of the 9th of the preceding month of July. We would have been able some time ago respectfully to report to Your Excellency the repossession of the places taken from us some years earlier by the English, had not some uncertainties regarding the conduct of the Company's trade on the old footing, and as we are entitled to according to our privileges, in which we still find ourselves, prevented us therein; not knowing who actually constitutes the government of the country, and before whom we shall present our interests. It is true that various occurrences take place which demonstrate that the English Company exercises very great power over the country's subjects, among whom we are ranked, and of which an enumeration might well be made; but since these are no hidden matters to Your Excellency, the mentioning of the same can yield no benefit. Yet, because it is necessary to be instructed in that regard, we request 332 to be permitted to know whether the English Company, in its capacity as Diwani of the Khalsa Sharifah, has the power to enter into such agreements concerning trade and other matters with us and other European nations permanently established here, as was formerly customary to do with the Lords Nawabs, or not? And also whether the English Company, in the aforementioned character of Diwani, can annul our acquired farmans or letters of privilege, or whether they ought to lend us a helping hand for the continuation of our trade, etc., in order to maintain the same. Presently, on the contrary, the English Company seeks to make us subject to a higher payment of tolls on the goods that we export from the country, and attempts to burden us with tolls on such goods as were formerly imported free of duty by our ships. What is more, it forbids us to transport the imported goods upcountry to the respective places other than under rowannas granted by them, whereas the farmans in our possession clearly dictate that we may dispatch all our goods on our own dastaks throughout the entire country, and that the same must be respected everywhere. And although, in citing all this, we seek neither to give Your Excellency nor the English Company any occasion to think that we wish to enter into any dispute concerning the aforementioned Diwani, it is nevertheless very necessary to know in whose power the government of the country rests. Third Memorandum of the undersigned Commissioned Members of the Council at Chinsurah to His Excellency the Right Honourable Governor General and the Honourable Members of the Council of Fort William at Calcutta. Right Honourable Sir and Honourable Gentlemen, The matters concerning the trade of the Netherlands East India Company and everything relating thereto having been represented by us in such a manner as can be deduced and traced from the nature of the privileges, may it be permitted to us to bring also to the attention of Your Excellency and Honours what further may be demonstrated from them, namely the establishing of a true and lasting happiness through an acknowledgment of the supreme power on the one hand and the introduction of a suitable form of government here in the country on the other. The farmans that have been granted from time to time to the Netherlands Company by the Hindostan monarchs, the relevant husb-ul-hukums, parwanas, and sanads, both at Surat and in Bengal, include no less than the right of citizenship and subjection to the Hindostan Empire, without however the Company being bound to any other than its national laws, and for this right being indebted to no other acknowledgment than, besides the toll, the payment of the due of khazana for the lands they inhabit and which have been ceded to them as allodial property. No stronger proof thereof can be given than that which the farmans of Shah Jahan and Aurangzeb literally afford us. According to these, the Netherlanders are admitted throughout the entire empire. They may conduct their affairs at their ease and without disquiet or hindrance by anyone. Travelling by land or water, they may cover as much distance daily as they themselves see fit, and putting in here or there, they may land their merchandises etc. wherever they desire, without anyone under the Mogol's dominion being permitted to trouble or detain them. On the contrary, in all provinces, cities, or districts where they arrive, every ruler is obliged to recognize them, to render them help and assistance, and what is more, to provide all safety and security in the continuation of their journeys.

Besides this extensive privilege, in every respect equal to that of a native of this country, the possession and use of the villages of Chinsurah and its dependent bazaar Mirzapore, as well as Bammegger, have been ceded to the Dutch Company by the sanads of the viceroys of these provinces, for which it pays annually the khazana or ground rent to the lord of the land. In that place, as well as at Cassimbazar, Patna, Dacca, and Balasore, it has its factories with defined limits, which are considered to belong under the Dutch flag or the Company's jurisdiction. By this extensive privilege, equivalent to that of safety and security, it is certain that when the Company obtained the ownership of all these places, they were by no means as populous and built-up as they are at present. The obtaining thereof, however, had the salutary object of keeping under its control and jurisdiction those who were employed in the Company's service, and of preventing or barring others from seizing or dragging away persons on one or another far-fetched pretext, whether under pretense of justice or on their own authority, and thus putting a definitive end to the disputes which the Company initially had with the Moorish government concerning the administration of justice over persons and affairs. Consequently, following upon this, the respective governors and lesser chiefs were from time to time forbidden by Hasb-ul-hukums to conduct such investigations and inquiries into the increase of our inhabitants, which previously took place both by the counting of houses and the recording of the names of those who lived under our flag, and by the pressing and carrying away of such persons as were begrudged to us or claimed to belong to the Moorish government. Through the free and undisturbed enjoyment of this privilege, the population of our residents has especially increased through various prominent merchants and other subjects who have come to dwell there. Causes were kept in suspense or remained undetermined to the great prejudice of the Company's affairs. All those practices are strictly forbidden, with orders even to deliver up all fugitives or concealed persons without distinction upon the least complaint thereof, and in general to administer good justice. Which orders have been continuously repeated and very clearly confirmed by the respective sanads of the Subahs, witnessed among others by the sanads of Ao 1766, in these words among others: That whenever any servants of the Dutch Company or pykars shall bring or transport as stealth any other goods on the Company's ships than those of the Company, and the kotwal of the Company, whom they call fiscal, catches or apprehends such people in the act, none of the officers or agents of the country shall be allowed to protect such people or permit that any goods can be bought or sold without the prior knowledge of the Company; That also the Hooghly faujdar or his diwan, or any other of the country's officers, shall not in like manner be allowed to take any fines from the inhabitants of Chinsurah, Mirzapur, and Baranagar, as belonging under the Dutch Company, nor do them any violence, nor send their servants to apprehend this or that person among the ryots and bring them to the durbar, but must leave all matters that arise to the decision of the Dutch Director, who also, as often as the faujdar causes complaints to be made about one or another, will be obliged to properly investigate and inquire into the matter. On the contrary, we declare in the name of our respective principals to stand surety for the payment and accounting of that part of the ground rents, tolls, etc., which, after an equitable settlement to be made in this regard, shall be found to be due to the government of the country; provided that we retain the power to hold everyone who presently belongs under our jurisdiction or shall belong under it in the future to their duty not to import or export any merchandise into or out of Chinsurah except upon the Director's rowannahs, and not to be allowed to sell, pawn, or alienate any of their immovable property except after satisfying that which shall be established and determined as an equitable recognition for the country and for the Company; with further power, for the satisfaction thereof, to be able to proceed and have proceedings taken against the offenders in accordance with the laws and customs, in such manner as has always taken place with regard to our native subordinates in cases of purely civil matters, whether by domestic correction, pecuniary fines, or otherwise; and thus has no other exception than that which is called capital crimes or is understood under corporal punishment. Most Honorable Sir & Honorable Gentlemen, Herewith, with the kind permission of Your Excellency and Your Honors, we shall set forth that part of our commission which is national or properly relates to the damages sustained by the Netherlands Company and private individuals by the capture of the bark Constantia & PantsJalling Het geduld by Captain Robert Geddes, commanding the ship the Nousuch, on 26 June 1783, and thus twelve days after the cessation of arms here in India stipulated by the preliminary articles of peace. Theodorus Toussain, Master of the sloop Constantia, Rxd: 2561:—:—, amounts to wanting ƒ 27701:5:—, besides the cost of several provisions which have been mixed together and which cannot be accurately investigated, which amount to ƒ 6157:10:8 by the aforesaid General Account, which added to the above makes the actual loss come to ƒ 31182:13:8. Together Rxd: 3615:8:—. And added to this the cost of a vessel delivered at Malacca by the Sabandhaar to Captain Geddes, which had been bought from the King of Trangano for the conveyance of the prisoners of war landed there, of the loss sustained by Captain Toger Abo, the Ship's Mates Plaat and van Welp, item of Aron Willems, Boatswain's Mate, and Jacobus Godfried, Sailor, and one Jan Rommel who was sent as a bookbinder from Batavia to Malacca with the bark Constantia, which vessel perished on the voyage to Malacca, whereby consequently two thousand and one hundred Spanish Dollars were lost, amounting in Dutch money to ƒ 5670:—:—. Add to this the aforesaid ƒ 31182:13:8. And the whole loss of the Company will be found to be ƒ 36852:13:8. Concerning the unstated claims, we cannot judge further than that, according to a letter written by Captain Geddes to the Governor as well as to the Sabandhaar at Malacca, each separately, they seem to be subject to exceptions, the lawfulness or unlawfulness of which should be decided here in Bengal. Besides reclaiming this loss, both the Supreme Indian Government at Batavia and the Governor, the President and Council at Chinsurah have also recommended the recovery of the damage which several individuals came to suffer through the aforesaid accident, the amounts of the accounts received thereof being made known at the foot of the aforesaid General Account, and the following persons are participants therein. We perform our duty in requesting your Honors' equitable reflection thereon, as well as for the satisfaction of those of which, apart from the General Account, separate proofs under numbers 2, 3, and 4 are reverently annexed hereto, and that with such benefits in addition, as have been recommended for accommodation by the Government at Malacca to the President and Council at Chinsurah.
