Religion is properly performed by the Minister Pieter Cornelisz Paragraph 186 The deacons have, according to yearly custom, rendered proof of the poor and leper funds of the financial year 1783/4, the report of which was inserted in our resolution of 16 February last. Paragraph 187. Correspondence is strictly maintained with the neighboring government of Ceylon Paragraph 188. The Ministers there wrote to us by letter of 7 August 1784 that Your High Excellencies, regarding their lack of sloops, had referred them to us under the assurance that on the Malabar coast, sloops were to be had cheap and strong; wherefore they requested, at an upcoming opportunity, to purchase a pair of such vessels for them. To that end, the necessaries were requested from here Paragraph 189 But since the vessels that sail along this coast are of native make and built in the manner of gurabs, which can well be used along this coast in the good monsoon, and also sail strongly and sharply, but which in the rough waters between the Madura Coast and Ceylon can keep no sea in rough weather; so we, by our letter of 13 September following, conferred with the Ministers on the matter and noted therein that Your High Excellencies, in referring them to us, may have aimed at the good opportunity that exists here for the building of sloops; and that if they wished to turn the same to use, at least one could easily be finished in this good monsoon, provided we received notice thereof in October to purchase the timber in good time, Some carpenters along with some goods and a model were sent hither But the master carpenter fell ill here and returned again to Ceylon and that with the first ship a good master carpenter and four or five good European carpenters, together with a couple of blacksmiths and at the same time the necessary spars and equipment goods, especially also forge coal, were sent to us. Paragraph 190. The requested master carpenter and carpenters, together with the blacksmiths, and thereupon a master carpenter was sent hither in November with some of the requested goods, and since, in February, also fifteen hoeden of forge coal; we also received at that time from the Ministers a design of how that sloop was to be made to be best suited for the Ceylon waters. The aforementioned master carpenter became so ill upon his arrival here that he could not recover, wherefore we were forced to send him back again and to request another, who was promised to us thereafter, but not yet sent. Paragraph 192. The Ceylon Ministers requested us by letter of 8 March 1784 to collect from Captain Monneron 978½ rupees, which he, through a miscalculation in the reduction of pagodas to rupees, had underpaid at Colombo; which amount he has since paid here upon his arrival, and which was credited to Colombo. Monneron has paid 978½ rupees here which he still had to settle Ribeiro de Macedo has undertaken to settle the cost of the spices received at Batavia on Ceylon Because of the high price of coir one cannot procure the same Paragraph 193. Paragraph 6: With respect to the first point, namely the uncertainty of the time when the first ship from Ceylon can arrive here, we we have learned by experience that voyages from there to this place during that season often run into adversity and can sometimes take a whole month, of which we have recently had another example with the ship Doggersbank, which departed from Ceylon on 25 October and only appeared on 26 November. Paragraph 7: And with respect to the second point, namely the early arrival of the Bombaras, we have the honor to report that the first Dhow from Maskatte arrived here during the last autumn on the 20th and the second on 24 October, and that the year before, a Dhow from Maskatte had already arrived here on 22 September and a Dhow from Mocha on the 29th of that same month. The further matter stands as resolved, to let the further necessary repairs thereto take place upon the return from Ceylon. The report concerning the rendering of accounts by the Secretary of the orphan chamber of moneys received and disbursed since the first of March until the last of August 1784 having been received, it has been approved and agreed to insert the same here. To the Right Honorable Lord Johan Gerard van Angelbeek, Extraordinary Councillor of the Dutch East Indies, and Governor and Director of the Malabar Coast with its dependencies. In compliance with the highly revered order of Their High Mightinesses the Gentlemen of the High Government contained in the honored missive dated the 23rd of July 1736 to inspect the cash box of the orphan chamber every six months, Saturday the 8th of January 1785. to inspect the same in order to learn how much cash is held by the secretary, we, the undersigned commissioners, therefore proceeded to the house of the secretary, Huibert Simon Correjolles, and there inspected the cash box, examined the journal and the ledger of the year 1783/4, and found as follows: The balance on the last of February of last year was a sum of: 55 1/6 rupees, 26 rixdollars, 2 shillings, 7 stuivers. It has been approved and agreed, at the request of the King of Travancore, to disburse ten thousand rupees to His Highness to be settled against the account of the pepper already delivered by him, in which he is still in advance. Having taken into consideration that Order to dispatch none who have not had smallpox. To enact further orders. Observation concerning the slaves on the Company's ships. that the salutary order of Their High Mightinesses, contained in the honored missive of the 30th of September 1755, not to allow any slaves who have not had smallpox to be transported by the shipmates on the Company's ships, can easily be violated by self-interested persons, notwithstanding the precaution used up to now according to which it must be certified on the permits that they have truly had smallpox; so it is, upon the proposal of the Lord Governor, approved and agreed, for the better compliance with this order and for the prevention of all contraventions, to enact, as is hereby enacted, that no one shall be permitted to sell any slaves to the Company's ships or vessels or to dispatch them therewith from here to Ceylon, Batavia, or the Netherlands who have not had smallpox, on pain of confiscation; that consequently the owners who wish to sell or dispatch such slaves shall be obliged to bring them to the secretariat of police To notify the crew members. Saturday the 8th of January 1785. of police, in order to be examined there by one of the two surgeons, Daniel van der Sloot or Hendrik Schuurman, as to whether they have truly had smallpox; that the surgeon, finding this to be so, shall issue a declaration thereof, which shall be placed beneath the transport permit and signed by him, for which he shall enjoy one rupee for each slave; and that such slave shall then immediately be brought on board, without remaining longer on shore, in order to prevent his being exchanged for another who has not had smallpox; and it is further approved and agreed to give notice hereof to the community by publication and affixing, as also to have an extract hereof published upon the arrival of the Company's ships or lesser vessels alongside the other customary publications. Having received by the captain of the English brigantine Severne, William Dickson, opening and reading of three packets with letters from Kolombo, the same were opened in this meeting and found therein: A duplicate 19 1767 Tuesday the 11th of January 1785. 1835. duplicate packet from the Gentlemen Seventeen from the Netherlands sent by the ship Stavonesse, of which the original was already received here on the 8th of September 1784 and the register is dated 23 December 1783. A packet containing the duplicate of Their High Nobilities' general rescript dated the 1st of October last, of which the original is still expected. A duplicate Cape letter dated 5 May 1784, also brought to Kolombo with the said ship Stavonesse, after the reading of which it was approved and agreed to let what was written therein serve for information, and to keep this note thereof. Raimond Salama, supercargo of the Portuguese ship De Brioso -- being the amount charged from Batavia by invoice dated 11 October of the past year to Ceylon, and from there by invoice dated 24 May sent here, on account of the ƒ12480:—. paid at the chief headquarters in the Indies to the said cargo in reduction of the agreed freight. Tuesday the 22nd of February 1785. Decision by placards to declare the old fanums invalid as of 1st May next. Declaration that the boat and deep-sea lead were lost. Decision to write them off and have another boat purchased. Request of Corporal Lottig to be pensioned. Decision to grant his request. Insertion of the request and certificate. give assurance; and therefore to take all three back into service at their previous wages. In accordance with the resolution adopted for that purpose on the 31st of July 1783 and the subsequent publication of the 28th of January 1784, it has now, upon the proposal of the Governor, been approved and agreed to have it further published by placards that the new fanums, of which there is now a sufficient supply on hand, shall exclusively be current as of the 1st of May next, and that the old ones shall no longer be issued or received after the 30th of April of this year, and that everyone in that intervening time has the liberty to bring his old fanums to the Mint to be reminted into new ones. It having been made known by the boatswain and commander of the small vessel De Verwachting, upon presentation of a declaration, that on his latest voyage to Kolombo off Cape Komorijn, due to heavy weather and rough seas, his boat capsized and went to pieces, and that while sounding, due to the breaking of the lead line, a deep-sea lead weighing 33 lb was lost, it was approved and agreed to have the said declaration sworn to, and thereupon to write off the said boat and deep-sea lead, and further agreed to purchase another boat for the use of the said small vessel. Upon the request made for that purpose by petition of Corporal Johan Daniel Lottig of Kolburg, who has served the Company since 1764 and has reached the age of 63 years, and is now unable to serve the Honorable Company any longer, as the Honorable Major and head of the militia here, Fredrik von den Busch, has testified by a written certificate, it was approved and agreed to place him, Lottig, among the retired servants with a pension of f 10 a month and to record his petition with the certificate below. Due to the passing of the Ensign of the Burgher militia Philip Philipsz, upon written inquiry and upon nomination by the Burgher Captain the Honorable Hendrik Dirksz, it was proposed by the Lord Governor and thereupon decided by the Council to appoint the Burgher Adjutant Joachim Marques de Queiros as Ensign, and in his place, to appoint Sergeant Johan Christiaan Greever once again as Adjutant. And whereas the Ensign of the said Burgher Company, Jacobus Johannes Koenraadsz, through daily drunkenness is found entirely unfit for that service as well as for the office of Member of the Civil Council; it has been approved and agreed upon the proposal of the Lord Governor to dismiss the same from the aforementioned two offices, and in his place to appoint as Ensign of the Burgher militia and also as Member of the Civil Council, the Burgher Augustinus Karsenak. The Head Administrator Reinier van Harn having submitted a report of findings on the delivered cargo of the Company's ship Blijenburg brought here from Colombo, it was, after resumption of the same, approved and agreed to allow a write-off of one half per cent on the spices and one sixteenth per cent on the Japanese bar copper, and to charge the remaining 3¾ lb of nutmegs and 9½ lb of cloves, together with 559¼ lb of Japanese copper exceeding the permitted allowance, to the account of the ship's officers, and further to write off the three-quarter hoed of smithing coal accounted short, as well as to insert the findings below. Findings on the delivered cargo brought by the ship Blijenburg from Galle, namely: According to bills of lading: In the Trade Warehouse 9½ 3/16 lb of Nutmegs in 14 chests. According to reports: 1146¼. Short: 9 lb. Quantity and percentage: 136½ per cent. The permitted write-off is ½ per cent or 5¼ lb; thus to be reimbursed by the officers: 3¾ lb. 6482/6 lb of cloves in 93 bags and above-mentioned 14 chests. According to reports: 6440½. Short: 41 7/8 lb. The permitted write-off is 1½ per cent or 32 5/8 lb; thus to be reimbursed by the officers: 9½ lb. 50000 lb of Japanese copper in bars in 400 chests. According to reports: 49409. Short: 591 lb. 1 13/16 lb. The permitted write-off is 1/16 per cent or 31¼ lb; thus to be reimbursed by the officers: 559¾ lb. In the Blacksmith's Shop 15 hoeden of smithing coal.
