The 9th of May Anno 1780. The 9th of May Anno 1785. To let the soldier Rosemeijer serve at the pen. The business agents have been arrested again. The principal creditors of Manchergie have placed an attachment on all his real estate. in recompense or acknowledgement for the loan of his masts and uprights for the erection of the new flagpole, which timbers otherwise, if one had had to purchase them, would have cost a great deal of money. And that on the 23rd, also of the said month of April, by a similar round of voting it was approved to let the soldier engaged in the service of the Company at 9 florins per month and on a five-year contract, Coenraad Hendrik Rosemeijer, being a Cochin burgher born of European parents, who some time ago arrived here with the knowledge and permission of the Honorable Governor of Cochin, serve at the pen, receiving an assistant's board allowance; and this on account of the great lack of clerks and because the aforesaid Rosemeijer writes a very good hand and seems very suitable for a scribe. It was further noted that the business agents of the Moorish seafarers were again arrested on the 20th of April aforesaid by the native governor of the country of this city, Jasser Jaafschan, and this just as the previous time at the instance of the English Council members, Green and Warden, who absolutely demand to be secured against these people, who, according to the entry in the resolution of the 24th of March last, threatened to set fire to their gardens if they did not receive the settlement from their friends; though they were released after a short time, and it was only after much trouble that they were released again. And finally that the principal native creditors of the estate of the late First Broker of the Noble Company, Mandchergie Gorseedjen, on the 23rd of April aforesaid, placed an arrest and attachment on all the real estate of the aforesaid Mandchergie, with an interdiction to the heirs not to alienate or sell the same, a Maratha guard having even been placed in the large garden of the said deceased broker to prevent this. Hereafter the Honorable Commander made known to the meeting that, his Honor having been informed of the many and considerable contracts that are currently being concluded in this city by both the Portuguese and the English regarding the contracting and deliveries of piece-goods for Europe, as is also known to all members of the council, he deemed it his duty to submit for their consideration whether one would not advance the service of the Company if one also made some arrangements regarding the deliveries for the Company, whereby one could in any case be in a position to send an ordinary return cargo to the Netherlands with the ships expected in the autumn from the headquarters. And deliberations having been held on this matter with all the attention that a matter of such importance requires, it was principally taken into view on the one hand that these large contractings by both the Portuguese and private Englishmen, which will yet be augmented by a contract for the English Company, seem to indicate that Surat piece-goods are currently in very high demand and fetching good prices in Europe, and that it will therefore undoubtedly be more pleasing to their High Excellencies if one can dispatch the ship to Ceylon in the month of December at the otherwise customary time with a complete cargo for the Netherlands, at least as large as the last requisition requested for 1782, instead of dispatching the same with barely a third part thereof, and thereby again procuring a considerable quantity of piece-goods or the profits thereon for the Company a year before their Honors anticipate the same, even though one

Council of Policy At Surat Resolutive decisions taken upon the adjacent report. and to have white baftas woven in such a manner that no more than the printing and dyeing require, though nevertheless necessary to leave the quantities of the goods undetermined until such time as the demand for India shall have been received, as one cannot well determine the same, and the suppliers, now that the linens are so in demand, will certainly find opportunity to dispose of the excess woven beyond what is needed to others. Whereafter the Lord Commander requested all members collectively to also investigate the prices of the goods with all diligence. The Acting Trade Bookkeeper Mondé having submitted the report on the invoice of debit and credit received from Cochin under date of 26th January of this year. Linen tent and gunny bags approved and inserted. been of the English, was burned down, to have it enclosed all around with a fence of bamboos and spars, in order to prevent the ownership of the same, which there is currently no need to build upon, from being disputed entirely or in part in the course of time. After this was submitted a specification from the Warehouse Master Egbert Nicolaas Wiardi of that which was disbursed and paid by him for the making of a new linen tent with its kanats and poles for the storage of the prepared return goods, etc., as well as for the making of 2000 pieces of double gunny bags, and the purchase of various goods and necessities for the service of the Trade Warehouse, amounting to 8333:37 rupees. Which having been reconsidered with all attention, the meeting was unanimously of the opinion that, whereas the report recorded hereinbefore from the Fiscal and Commissioners, who by order of the Lord Authority examined these goods, clearly declares that the tent and gunny bags and all the aforementioned goods were found to be very good and properly made, the amount paid for the linen tent, etc., to the sum of 4303:2 rupees is not excessive when one calculates against it what private individuals here must pay for ordinary tents; that with respect to the gunny bags, which now cost fully a quarter of a rupee each more than a few years ago, such must be attributed to the extraordinary expensiveness of the gunny, while they are nevertheless now a quarter of a rupee less than that which was paid for them last time; and finally that, with regard to the further purchased necessities, some of them do not fail to merit remark, but that one had to take into account that everything which one must have on short notice and cannot do without must be paid for much more dearly than when one has sufficient time and is not in urgent need, while the Warehouse Master solemnly declared that he had not been able to obtain them for any lesser price. Wherefore it was approved and agreed to sanction the aforementioned specification as such and to have it paid out of the treasury, as well as to insert the same into these minutes. Specification of such expenses as have been incurred and paid, pursuant to the resolution of the Political Council of 14 November 1784, by the undersigned Warehouse Master for the making of a new tent with its kanats and poles and further accessories, as well as for the purchase of various necessities for the service of the Trade Warehouses. To keep on lease the entire building that was previously rented by the Company and is commonly called the Old Lodge, and this on the grounds that nowhere in the entire city, and especially not at such short notice, was a building to be obtained where everything together, spices, copper, sugar, and linens alike, could be stored and preserved in the same manner, whereas one would otherwise have been forced to rent various warehouses in different locations and scattered throughout the whole city. Thus, the Governor now presented to the members of the meeting for consideration how one should act in the future, once all the goods, or rather the sugar, have been removed, which will likely happen in a few days, and one could thereby dispense with the warehouses, in order, alongside the said reasons, to obtain a good and suitable place for receiving, bazaaring, unpacking, and storing the linens, etc., considering that the house of the Baksie, which according to the resolution of 11 February 1779 was rented for that purpose, was taken back by that Regent at the time the Directorate was seized, and has since been rented and occupied by the English Secretary Roberts, and there is no possibility of getting it back at present. Whereupon, after deliberation and taking into consideration that, however much no one can deny that these warehouses and buildings commonly called the Old Lodge are very dilapidated and old, even now after having been very much restored and repaired by their owner, it is nevertheless also certain that they are the best and most suitable in the entire city for storing many merchandise goods if necessary, and for bazaaring, unpacking, and keeping the linens, and that their dilapidation or rather their age is of no consequence as long as there are those sufficient, good, and suitable spaces that are required, and that one can suffice with the payment of the monthly rent without having the least bit to do with the repairs and carpenting, it was approved and understood to continue the rent of these warehouses or Old Lodge as they were rented by the brokers, as appears from the record in the resolution of 14 December 1724, that is, in their name for sixty-two rupees each month, which was incorrectly stated as 60 rupees in the aforementioned resolution, and to give one month's notice beforehand upon vacating. Whereas experience has shown that in the presence of the Honorable Company's ships, and especially during their unloading, gross thefts and frauds are committed, not only to the great detriment of the Honorable Company's interests, but also to the considerable damage and distress of those who must deliver and account for the cargoes; it has therefore been deemed necessary to provide for this in the best possible manner. For this reason, it has been approved and resolved in the Council of Policy to enact, order, and make known, as is hereby enacted, ordered, and made known to the Honorable Chief Administrator, Fiscal, and Equipment Overseer of this Directorship, the authorities of the ships, the commanders of the unloading vessels, and all those whom it may in any way concern, that they collectively, and each separately in their respective capacities, shall take care and cause care to be taken that the following orders and arrangements are strictly observed and executed without the slightest deviation, namely: Firstly: That such Natives who, under the name of servants, seek to intrude everywhere, shall not be permitted at all to come on board, much less to stay there for any length of time under whatever pretext or in the service of whomever that might be, except only in the event that the respective captains, skippers, or commanding officers are on board themselves and keep with them their servants whom they employ on land, in which case any frauds or improprieties that might be committed by those people shall also be at their own risk and accountability. Secondly: That no other Natives shall be admitted on board either, whether Banians, brokers, or so-called merchants, who ordinarily come under the guise of viewing the ship, but in fact to entice the crew members and to conclude with them all kinds of detrimental contracts of buying or selling, unless they present a special permit signed by the Hand of the Commander or the Fiscal of this Directorship. Thirdly: That, furthermore, no prohibited or illicit trade shall be conducted on board or in the roads with any of the foreign European or other Native nations, much less that anything be delivered to them or received from them without special written permission from the Commander, even if it did not consist of merchandise but only of provisions. It was approved to pay due regard to the recommendation made whenever a request thereto shall be made by the interested parties. To dutifully congratulate the Right Honorable Mr. van de Graaff by the first outgoing dispatch, and to fulfill the demand at the first Company opportunity. 160: 161: The 17th of May Anno 1785. Article IV: Article IX: With this condition nevertheless and under express stipulation, that they shall continue to enjoy the privileges which they enjoyed at Brootchia when the Honorable Company had an office there, and that they shall thus continue to be permitted, as before, a toll-free export of all those goods which are manufactured at Brooschia as well as those which are brought hither from Brodera, Amed-Abaath and elsewhere via the aforementioned place, and that in the event the Company should unexpectedly be unable to preserve the said suppliers in these privileges and cause them to enjoy the same, now that there is no office, then to them, above the previously agreed prior-year prices, shall further be paid an increase upon the same of three and a half per Cento, being the amount of the outgoing tolls which must be paid at Brootchia by the most privileged merchants, and that of all the following linens, to wit, savogesjes, Baftas narrow bleached, all Niquaniassen, Bherms, Corroots, Cotton Yarns with all the heavy Baftas. In order that the Suppliers shall be able to commence the work without delay of time, 50,000 rupees shall immediately be advanced to them, which subsequently shall be increased to One lakh, yet the Suppliers shall not be permitted to demand more before the arrival of the ships from Batavia. Also to the Suppliers shall be credited 1/2 percent for Invoice charges on everything which they purchase at Brootchia, Cambaijt and Broodera or thereabouts and ordinarily bring here by water; On the other hand, the Suppliers shall be obliged to bring nothing but sound goods to the Bazaar, and in case any pieces might at times be found among them that are deceptively woven or otherwise extraordinarily bad, the same shall not simply be rejected, but confiscated for the benefit of the Bazaar Commissioners; Also they together with the Commissioners shall have to make compensation for all such pieces as might at times be found short or damaged or unsound in well-conditioned Bales upon opening in Europe or India according to valid testimony, to wit they the Suppliers three-fourths and the Bazaar Commissioners One-fourth of the cost of the same. The Suppliers expressly bind themselves to satisfy and bring to the Bazaar by mid-December next all the contracted Linens, Yarns etc. specified in article 1 for the fatherland, and thus alongside the Indian goods also the silk Pathoolaas which remained unfulfilled in January last. Finally, everything that is not ready at that time and might arrive later shall not only be left for the account of the Suppliers, but they shall also be obliged immediately to refund in Cash whatever they might have already received thereon by way of advance, in order thus duly to settle the contract account in its time. Lastly, the First-signing Director together with the Council shall be free to increase or decrease this aforementioned contract with respect to the Goods for the Netherlands within the time of three months after date hereof, but after that time no further change therein may be made. For the compliance with all this, the Suppliers bind their Persons and property according to law. underneath stood: Thus Contracted and concluded in the council meeting at Souratta the 17th of May Anno 1785. Whereupon having been deliberated and taken into consideration that all the Conditions of the aforementioned Contract are in accordance with custom and that which was resolved on the 9th of May aforesaid, except for the fourth article by which the Suppliers, in case the Honorable Company might unexpectedly be unable to preserve them in these privileges which they have enjoyed at Brootchia hitherto and thus cause them to enjoy a toll-free export, claim an increase in price of three and a half per Cent, being those outgoing tolls which are paid at Brootchia by the most privileged merchants, so it came chiefly into consideration whether one should submit to the same, or refrain from the contract for the present; yet regarding which being considered, that while it is known to each of the Members that the price of the Linens is already higher than in the past Year and that it is certain that as soon as the English ships arrive from Europe at Bombay it will rise noticeably further, it is not to be expected nor anticipated with any semblance of possibility that the Suppliers will be moved to more advantageous Conditions, and that one finally still indeed thinks to find means to preserve the Suppliers in the old privileges at Brootchia until one shall be provided with Their High Honors' revered orders concerning this Office, so it was resolved with Unanimity of all the Members to proceed to the contract on the aforementioned Conditions.
