Extract of the Patriotic General Missive written by the Honorable and Most Worshipful Lords Directors of the General Dutch East India Company at the Assembly of the Seventeen to Their High Excellencies the Governor-General and the Council of the Indies at Batavia, dated Amsterdam, the 27th of November 1783. Section 128. Since Your Excellencies, by letter of the 24th of June 1781, gave notice to the servants of Japan of Your Excellencies' decision of the 22nd of August 1780 to conduct trade with that Empire with three ships in two years, and had already made a beginning of this in that year by the dispatch solely of the ship Mars, we wish not to omit to express our satisfaction to Your Excellencies concerning this. And since Your Excellencies had already in the past year made a request for our orders as to whether this should be continued, and we left the same unanswered at that time, we are now pleased to authorize Your Excellencies to continue therewith provisionally, unless such difficulties should arise in the execution of that plan that Your Excellencies considered yourselves obliged to suspend the same again; yet in that case we desire an accurate statement of the reasons that might move Your Excellencies thereto, in order then to be able to give our further thoughts regarding this matter. Respectful reply to the adjacent letter by the departed Chief Titsingh: In our latest dispatched letter of the 25th of November 1784, Your High Noble and Most Worshipful Excellencies may be pleased to intend that the granted price increase for a period of 15 years is solely based on the annual sending of two ships, leaving it to the Japanese to decide regarding the trade with three ships in two years after the expiration of that term; because the motives that brought him to this hope are fully mentioned by letter of the 22nd of November 1781 under Section 2, and the consternation of that nation caused by the non-appearance of ships in 1782 spurred the undersigned to propose in the coming period a price increase on all goods, as the sole means toward a regular shipment of two ships annually, urging the same in such manner as is detailed in the separate journal of 1782/3, which not only in that year resulted in a provisional promise of an increase, but even immediately an additional allowance of 10000 rixdollars. In order to direct our letter according to the previous provisions, we take the liberty to insert here the extract from the missive of the Lords Masters of the 27th of November 1783, although it has already been answered at Batavia by the former Chief Titsingh. We have duly received Your High Excellencies' most respected ordinary and secret letters of the 29th of April and 21st of June of this year, together with their enclosures, according to the register thereof, to whose rescription we now respectfully proceed upon the return of the above-mentioned vessel to India's capital, as well as to the communication of that which has occurred of any importance here since the departure of our latest humble letter of the 25th of November 1784, with Your High Excellencies' favorable permission, for the sake of brevity, referring in respect of everything that is of little importance to the daily journal kept both here and on the journey to Court by the first draftsman and transmitted among the enclosures.

resulted, we trust that from the demonstration it will sufficiently appear to Your Right Honorable and Highly Esteemed Court what interest they take in it, and how necessary it is, in order to avoid all obstacles in trade as soon as affairs turn for the better in that respect after the re-occupation among the possessions, to satisfy their desire. The decline of trade and meager profits on the same, coupled with the lesser necessity to be so amply supplied with Japanese copper under the present circumstances, plead all the more at present for this decision. Regarding this point we have stated our sentiment in a separate letter of 30 November 1781 according to truth, to which we take the liberty still to refer, fully assured that if one once abandons this private purchase, and that copper is granted to the Chinese by the Governors, there will subsequently never be an opportunity to obtain the same again for the Chief Merchants. It is also for the last-mentioned reason that you have instructed the Chief Merchants not to insist too strongly on a larger delivery of copper, and to authorize them to a private purchase of copper only when this could not decently be omitted. Section 130. Having from time to time had to complain about the short-weights in the camphor from Zatsuma, and the long detention of the ships caused by that operation, a trial of the same having been made to make the tubs of thicker and sounder wood, and to paste the same inside and outside with coarse oiled paper, and since what was proposed by their High Mightinesses regarding the soldering and packing of the tubs of camphor was unavoidable, provided the late receipt of the camphor, and now to prevent many inconveniences, the undersigned tried, in shipping tubs of a thicker and sounder wood, pasted inside and outside with oiled paper, to find a more fitting means of preventing those heavy short-weights, which also completely answered the purpose; yet in the following year, when one wished to undertake the entire shipment on that footing, it gave rise to such disputes as are referred to in the general letter of 22 November 1781 under 39 and in the separate letter of the 30th thereof, for which reason we requested authorization from the Honorable High Government of the Indies, upon submitting the invoices in 1782, in the presence of the Nangazackij Burgomasters, to stipulate to accept no camphor except in those new tubs; which having been obtained and announced to them, he was offered by the Governor, as appears from what was noted in the separate journal under 13 September 1783, in order to avoid all trouble with the supplier, to deliver the camphor in the old tubs at 22 florins or one Thail less per picol; in which proposal he found no difficulty to acquiesce, considering that this price reduction, besides the permitted write-off of 3 per Cent, would satisfy a short-weight of 4 1/3 per Cent or together... and such having had the effect that that short-weight amounted to only 1/6 per Cent, we expect that this will be continued; we make no difficulty in authorizing you thereto, although we have not yet received the prescribed tubs which you were to send us according to the letter of 24 June. consequence, we trust that from the demonstration it will sufficiently appear to Your High Honorable and Most Worshipful Lordships what interest they take in it, and how necessary it is, in order to avoid all obstacles in trade, to comply in this respect with their desires as soon as matters turn for the better after repossessing our possessions. The decline of trade and the meager profits thereon, added to the lesser necessity under present circumstances to be so amply provided with Japanese copper, argue now all the more for this decision. It is also for the last-mentioned reason that you have instructed the Chief Factors not to urge too strongly for a larger delivery of copper, and not to qualify them for a private purchase of copper other than when this could not properly be avoided. We shall await how far the gentlemen have succeeded in balancing the Japanese and Company's weights with each other. § 132 The bar iron being too high in price, and thus not an article of trade, must therefore also be excused in the future, while the pepper and coffee, yielding too low prices, must no longer be sent hither. § 133 We can well express our satisfaction to Your Excellencies that this factory in the year 1789/90, notwithstanding the lower sale of 7726 lb cloves, and the lower profits of ƒ13334:11 achieved thereby, still made a somewhat more advantageous showing than the previous year. Expression of thanks for the approval concerning the expenses incurred for the ship Ouwerkerk, as well as for the contracting of 2 new chiampangs, and the sending of 2 cable ropes and timbers for a rudder. These varieties of cloth were very much to the taste and satisfaction of the Japanese, who even admit that they are noticeably better than those sent in recent years. However, despite all efforts made, they could not be persuaded to offer any increase in price for them, claiming that these only now once again matched in quality those brought in earlier times, which had from time to time arrived so much worse and coarser that they ultimately had to complain about them and request the consignment of better sorts. Those we always ordered from England have made us decide to conduct a trial to see whether the same could not be manufactured within the Republic. We have now, upon the requisition for 1783, had prepared: 16 pieces black, marked 974-989, at 45 stuivers the ell, 10 pieces blue, marked 990-999, at 54 stuivers the ell, 20 pieces scarlet, marked 1000-1019, at 67 stuivers the ell, 10 pieces ditto, marked 1020-1029, at 67 stuivers the ell, all from the factories of these lands, whereas the English black would cost only 44 stuivers the ell, and the English scarlet only 54 stuivers the ell. And in fulfillment of the highly respected order, we have the honor to report that of the two sorts of scarlet their choice fell upon the 10 pieces No. 1020-1029, of which sort they expressly request that the greater part be sent henceforth. Experts have judged that the quality of the Dutch cloth is also commensurate with its higher price, and we thus trust that this will have an effect on the selling price in Japan. A great difference was also found between the 20 pieces of scarlet No. 1000-1019 and the 10 pieces No. 1020-1029, as the latter are much better in wool and finer in spin. We shall therefore await a report from the Japanese servants as to which sort the choice falls upon there, and have meanwhile authorized the Amsterdam Chamber to send half of each sort. Having demanded a report from Captain Pieter Harms in accordance with Your High Noblenesses' aforementioned order: For the favorable passing of the expenses incurred for the ship Ouwerkerk, and the construction of two new chiampangs, which, according to the entries in the daily register under dates of February 4 and 6 last, were contracted for f. 690 or f. 1138:10-, we offer our humble thanks, as well as for the sending of two cable ropes of 6 inches, and some heavy timbers, among which primarily those required for a rudder; yet we hope that the safe and fortunate sailing of the ships will long render the use thereof unnecessary. Just as the safe voyage of the ship Ouwerkerk, which departed from here last year in such a weak and precarious condition, was a cause of particular joy to us, we were just as keenly afflicted on learning that of the ship the Vrouwe Everhardina, concerning which the flattering hope was still entertained here that it had put into China and, after having obtained the necessary repairs there, would have returned to Batavia, not the slightest news has been received, and it has thus without any doubt perished. We sincerely wish that the Company, having suffered so many heavy disasters and misfortunes for some years past, may henceforth be preserved from further blows by Heaven's benevolence, and that the richly laden vessel now departing from here may complete its journey prosperously and happily, and arrive safe from disaster at the port of its destination.
