With respect to indigenous affairs we have nothing to communicate, and our correspondence with the Foreign Nations vexations and acts of violence committed by the English in the aurangs. Foreign Nations during the past year is transmitted in the usual separate bundle, insofar as they are not inserted in those Resolutions. The principal matter occurring therein is the submitting of our complaints to the Gentlemen of the English Government concerning the vexations and acts of violence that were inflicted on the gomastahs of our merchants in several aurangs by the English contractors and their servants, and regarding which we made such representations and protests as are pointed out by our letters inserted in the separate Resolution of 8 and 21 August; the answers thereto, annexed to our resolutions of 10 August and 8 September, contained that the Board of Trade had been instructed to conduct an investigation into this and that arrangements were being made which would remove all cause of complaints for the future; 63 Attempts of the Director to obtain redress there, for what reasons thwarted. Regulation made by the English concerning the weavers, what they intend regarding it. Imported and exported cargoes, which foreign ships have been in the Ganges. because not much redress was to be expected from this investigation, as the Gentlemen Members of that Board of Trade were to be regarded as a party in this matter, the Director condescended to go in person to Calcutta in order, if possible, through his private influence with the Members of the Supreme Council, to bring about the desired change for the better; but a rumor then spreading there that the Dutch were about to hand over Trincomalee to the French caused his efforts in that regard to be thwarted, as appears from the account which he, the Director, gave of this in our meeting of the last-mentioned date; the arrangements meanwhile which those Gentlemen said they were making to remove all complaints for the future have resulted in a drafted Regulation for the Weavers, of which a printed copy has been sent to us, and which, with its translation, for the convenient consideration of Your Right Honorable, has been inserted in the separate Resolution of 7 December, folios; because we found that this was completely contrary to what we had been expecting, and that according to the stipulations made therein the weavers could easily become bound to work for no one but the English, we decided to make common cause of this with the French and Danes, who were very much disadvantaged by this; but having since been informed that the English Gentlemen will make new arrangements in this regard in the course of this month, we have deemed it better provisionally to await the outcome thereof. Concerning the Foreign ships, we have been informed that the English during this season will dispatch eleven to Europe; the French in the past year have had 16 ships in the Ganges, of which, so far as is known to us, 4 are planned for Europe; of the Danes there have been one Company's ship and 3 private ones, all of which are destined for Europe; and of the Portuguese, four. As passengers there travel over with the ships: on Straalen, the junior merchant and former Secunde at the Patna office, Gozewijn Willem Hendrik de Vriese, together with his wife and child, who has been discharged to Europe by the Noble High Indian Government; and according to our resolution of 24 November last, the wife of one Jan Jacob Koller, a Dutchman who arrived here last year on a Danish ship and has resided here since, the passage money having been duly paid for the latter; and with Schoonderloo, the widow of the merchant Willem Baron van Danckelman, who was probably shipwrecked, together with her two young sons and a child of the President of the Calcutta Court of Justice, Sir Robert Chambers; item, according to our resolution of 29 December last year and the extract resolution of the 10th of this month, upon the application made thereto by His Excellency the English Governor-General, Earl of Cornwallis, the person of John Scott and the wife of a Mr. Davidson, the passage and board money for the latter three passengers having also been paid to the Company. to draw in the usual form, payable six, seven, or eight months after sight; having since opened this proposal to some of the principal trading houses, I find myself not only strengthened in this opinion by their encouragement, but also convinced that this will be the safest way even for future years to carry on trade unhindered in the absence of sufficient supply. Since a general presentation may not suffice to indicate the advantages for the English contained in this remittance, I consider myself obliged to present the same to Your Noble High Mightinesses in greater detail for your consideration, namely: That through this, not only is the strict prohibition by the Act of Parliament evaded, but also all inquiry and displeasure of the Calcutta Council on account of engagements with foreign nations. That they are hereby freed from the exchange loss between Holland and England, which at some times is so great that many who took refuge in our Company with their remittances suffered a notable loss because of it. That such bills of exchange granted by the Director and Council would pass in ordinary circulation with the same value as bank notes on the banks of London and Calcutta. That the presenters thereby not only had the advantage of obtaining their funds in London, but also remained freed from the payment of the usual percentages to those who were authorized by them in the Netherlands to receive those funds from the Company. That this also avoided the loss that awaited them upon being assigned to chambers other than Amsterdam for settlement. That, these bills of exchange being considered as ready cash, they would be of particular convenience in their transactions through the opportunity to endorse them from one to another. That it would also be required that the house authorized by Your Noble High Mightinesses for the payment of these bills of exchange transmit to us full proofs of that authorization, in order to remove all doubts that might be raised against it by ill-disposed persons. And finally, that among all, the most reputable appeared to be the house of Child, [illegible] & Comp., Bankers in London, in which people placed as much trust as in the Bank of England. to weary with a repetition, only let it be permitted to me to be allowed to deduce as a consequence thereof, that for the interest of the Company it seems to me rather advisable to cease trade completely until such time as one receives ready money in the arrears, than, in an uncertain prospect of settlement, to have to continue much longer on the present costly footing, not only that one must make the utmost efforts to find foreigners inclined to engage with us on bonds for lack of cash, although we are strictly obliged to take recourse to them on account of the inability of our own merchants, of whom, in case a sufficient supply of money were on hand, because of the bad state of their affairs and the little trust they deserve, one would dare to entrust significant sums in advance only to a few, in order not to expose oneself to an unavoidable ruin, but since the higher interest everywhere being paid on cash than that which the Company permits so noticeably curtails the profit intended by them in that contracting, one is obliged proportionally to have to proceed to an increase of the prices, especially around such weaving places from which the transport of the goods is very costly because of the far distance from here, or around which the advance on the Company's ordinary prices is too small to entice it; if these prices are now increased, and one calculates what those goods come to cost after the interest on the bonds granted at the conclusion of the contract and the surplus on the negotiated funds have been calculated thereon, this noticeably swallows up the profit with which one might reasonably flatter oneself at the sale. Not only this, but because of the difficulty involved before one has been able to find such merchants and reach an agreement with them, a large part of the time has already elapsed, and it becomes April or May before the work makes progress; by the last of December or the middle of January the delivery on the contracts has ended, and the largest part of the weavers finds no work; private merchants take advantage of this by sending funds to the weaving places at the beginning of the year, and keeping the weavers going, people who with wife and children support themselves, and even then poorly, from the daily work of their hands, whereby they not only contract for the linen at lower prices, but also, through the lesser haste, are assured of obtaining better goods; this continues until the month of May, when, with the arrival of the ships of all nations, one sees the gomastos of the merchants flock in crowds; they try to outwit each other, through the abundance of work the price rises, and the linen decreases in quality. 70 Through their despotic authority they can keep them in check, however low the paid wage, and however great the weavers' aversion to working for them may be. As long as the country was overflowing with money, they were accustomed to arrange their contracts for the following year already in the autumn, there was no interruption, those who were once bound in their service continued to persist in it. Although the English Company, due to the pressing shortage of money, was this year also obliged to base its contracts on credit papers, and these were not concluded before the end of May, it still enjoys a privilege of which other merchants are deprived: either the residents themselves committed to the delivery, or the contractors entered into an agreement with them, without which it would not have been likely for them to flatter themselves with a good outcome for their undertakings, since their contract ended with the delivery for that year, they had not only no security for their arrears, but the residents, taking advantage of the opportunity, could through their absolute authority bind the best people to their service, assured that all the linen collected by them would be sold to foreigners at a considerable profit. They thus joined hands, and through the support of the Commercial Council, playing the absolute master, they found means to succeed in their projects, and to force all others, if they did not wish to be exposed to continual vexations, or to be content with worse linen, to come and sacrifice to them. Although by letters of privilege from the country's princes a free and unhindered trade has been granted to us, and we are entitled to insist upon it with emphasis, the constitution of these countries has since changed so much in form that people do not hesitate to call the basing of our claims on them ridiculous in the present time. Everything that conflicts with their arbitrary authority they regard with contempt, and it is fruitless, if the plan of the previous ministry holds, to flatter oneself with any redress upon the fairest complaints and clearest demonstrations of their acts of violence, which the recently received newly devised arrangement regarding the weavers, passing among our papers, most clearly shows, concerning which, making common cause with the French and Danes, we would have already brought our grievances to the attention of the High Council, were it not that we have been informed that Lord Cornwallis, disapproving of all that takes place in their contracting and manner of trading in general, was currently engaged in the formulation of new measures, the outcome of which we prefer to await beforehand. Whatever efforts I have also made to make the collection of the linens in general correspond with the samples, there seems to be no prospect of that in the present state of affairs. Convinced that they exerted all their abilities to support me in this unfavorable juncture of time, one was indeed bound to some compliance. No middle course remained; one had either to reject everything that did not entirely satisfy them, through which no cargo for the ships was to be found, or, on account of their complaints regarding those samples, make some allowance. To the latter we resolved by preference, however reluctantly, the sooner because the difference was not important enough to obstruct the whole trade, and their argument, that the samples look better through daily handling—which was never to be expected from linen freshly brought from the aurangs—does not seem unfounded, as this position is confirmed to me by persons fully knowledgeable in that trade. For which reason it is also customary among the English to compress their bales under heavy iron presses prior to packing for shipment, which gives the linen a better appearance. Because the superior quality of those cloths in comparison with the difference between the prices appears to me too considerable not to contract for them in the future, unless the coarser kinds had to serve particular purposes and yielded greater profit upon sale. I shall take the liberty in the following year, upon the dispatch of a ship or ships, to present to Your Right Honorable Excellencies a piece of each assortment transported by the English, with an announcement of the prices, to ascertain whether among them some are also to be found that promise a considerable profit, in the event it might please the same to order us to dispatch them. A copy of the same being ready, it is decided to offer it to the Gentlemen Directors via the ship Hinloopen, with the remark that although one cannot fully agree with all that appears in it, whether regarding personal remarks or concerning our circumstances, about which the shortness of time does not permit being detailed, it having been delivered on the 25th of December, since circulated for reading, and perused by the respective members in their leisure hours, its dispatch nevertheless seems necessary to enable Their High Honors to obtain the requisite light therefrom in their deliberations regarding our situation; That the proposal to continue the trade with own funds is not only highly salutary, but even unavoidable if one wishes to succeed in the future in securing good returns, owing to the general lack of money and the inability of our merchants to make timely contracts for want of the necessary advance payments; that the consideration of remaining inactive in trade for some time, however, appears not only of great speculation but also not in the least compatible with the Company's interest, and one cannot see what improvement this would effect; That however much it were to be wished that one still enjoyed the same freedom as before, the complaints about the oppositions encountered in trade from the side of the English have been stated with all emphasis for a series of years, and since our superiors were unable to effect any redress, the prospect of succeeding herein from our side seems hopeless; That our prerogatives and privileges, successively obtained by us during our stay in these regions from the Princes of the country, have, through a revolution of affairs disastrous to us, largely lost their value along with the ruin of their authority, wherefore it was rightly recommended by Mr. van den Velde, Ordinary Councillor of India, in His Honor's memorandum to serve for the redress of the precarious and utterly alarming condition of the Company in this Directorate, to solicit Perwannahs or Firmans from whoever is capable of maintaining them, in which aspect the present Princes cannot be trusted, as they are stripped of all power by the domination of the English; That to make them respected in these unfortunate circumstances of time, it would necessarily be required to insist on their compliance at the head of a sufficient military force, but that we, being destitute thereof and living in an age in which, out of insolence, the most forceful representations are mocked and the most solemn treaties trodden underfoot, it seems most advisable, as long as no other way remains open to us, to conform to the course of the times and to make the best advantage of the circumstances in which one finds oneself; that the extensive power of the English in the provinces of Bengal, Bihar, and Orissa is fully known to everyone, and how it depends solely on them to assume the title of Sovereign, which perhaps for a short time yet is avoided out of statecraft; That therefore, considering our own powerlessness, it appears safer for the attainment of our objectives to live with them as friends until more favorable times, rather than constantly embroiling oneself in disputes which, far from ever fulfilling the intended purpose to date, brewed manifold unpleasantries for us; That representing the country's Diwan, in which light they have also been regarded for a long time by this assembly, and thus being entitled by the orders of the Nawabs to collect the tolls, already fixed at 2½ percent since the year 1712, they certainly proceed with greater strictness than before in the levying, but this is caused by the discovery of frauds committed in the payment; That although the granting of dastaks by the Director took place again, many troubles were now experienced in that regard, being dependent on the approval of an English Collector, according to the decree of the Nawab inserted in the separate resolution of 18 October 1785, and even on his clerk, whereby our vessels, in this trading season, often had to wait fully laden for three to four days for transit passes, whereas if the proposal of Mr. Ross had been accepted, our dastaks would have been shown the same regard and honor as those of the Collectors of the English Government at all toll stations throughout the three provinces of Bengal, Bihar, and Orissa, all chauckis or spies now hovering around our spots would have been dismissed, and no one would have been allowed to interfere directly or indirectly with our vessels, which would be most illustrious and honorable for a body as respectable as the Dutch Company, whatever color one might give to the contrary.

77 to give notice, regarding the ones offered by the English Government from the Commission: That, having obtained no final decision regarding the annual allocation of Opium and Saltpetre, one is obliged to await the decision to be made in this regard by the Calcutta Council, and finding that this might not comply with the stipulation made by explicit order of the Honourable High Indian Government, then, in order to obtain the required quantity, our objections must be presented to them with all possible emphasis; and finally, that the required orders to the Agents and Contractors in the weaving districts having been promulgated, not to hinder our merchants in procuring their textiles, one is indeed bound, for the present, insofar as no further complaints come before us, to be satisfied therewith, furthermore awaiting such orders from the respected pleasure of our Lords Superiors, both in the Netherlands and India, with respect to the one and the other, as Their High Mightinesses shall deem expedient for the best attendance to the Company's interests in this matter. Subsequently, having taken into consideration the proposal of the Lord Governor-General Macpherson, for the settlement of the expenses incurred in the course of this Commission, just as if one wished to console us therewith over its poor outcome, which was consistent neither with the prestige of the Company nor with the honour of our Nation, it was resolved and agreed to leave the same, as unworthy of notice, unanswered and declined; and, approving the aforementioned expenses, amounting according to the submitted statement to Sicca rupees 4515: 2¾ or Sicca rupees 2184: 12¼ less than that spent on a similar occasion in the year 1760, for the reasons alleged therein, to discharge the same at a convenient opportunity, and to grant authorization for the writing off thereof, pending the favourable approval of the Honourable High Indian Government. 78 As a sequel to what was communicated by the Lord Director to the Council concerning an order promulgated in the Aurungs not to hinder our Gomastahs in the procurement of textiles, noted in the separate Resolution of the 16th of the past month of December, His Honour now produced a copy of that order, which reads as follows: General Order for the respective Agents and Contractors in the different Aurungs. Agreeably to the instructions of the President and members of the Board of Trade, I hereby strictly enjoin you not to impede the Agents for the Dutch East India Company, in procuring their investment; they being desirous that no just cause for complaint may be given the Dutch on that account. 80 C: R. Insertion of a letter to the Governor General concerning the disputes with Mr. Ives. Ensign Morris. Having already repeatedly applied to His Excellency the English Governor General John Macpherson to be informed regarding the outcome of the proceedings instituted last year against Ensign Morris et al. before the court-martial at Berhampore concerning the insults offered by him to the merchant Verspijck, but hitherto without success, His Honor therefore proposes that in the letter to be dispatched to the Calcutta Government, pursuant to today's resolution, a request should likewise be made on this matter, which was consequently agreed to be carried into effect. On this occasion, the said Director also made known that up to now he had received no definitive answer from the said Governor General to the letter written by him on 10 December last to Mr. Macpherson concerning the arbitrary actions of Mr. Ives at Kassembazaar, arising from the fact that a similar dispute is presently taking place with the French, upon the decision of which His Excellency has promised to send the same as soon as possible. His Honor furthermore produced the said letter in order to be inserted here. 17 February 17 February To Mr. Macpherson: During my stay in Calcutta, I took the liberty to represent to Your Honor the unlawful proceedings of Mr. Ives in our village of Calcapoer, where, by beat of drum before the house of the Cappoeries, he summoned them to appear before the small Adalat, on pain of confiscation of house and property. Upon my return to Chinsura, I informed Your Honor that the said Mr. Ives had dared on 11 November to send 10 peons who took possession of the house of the Cappoeries, and upon being ordered to depart, declared they had orders to remain there, transmitting at the same time the letters exchanged between our Chief and Mr. Ives. A few days thereafter, the same 81 17 February the same saw fit to send even more people into our village, accompanied by some of his servants, with orders to make an inventory of all goods in the house, which he had already previously taken possession of, and to make the women depart. Our Chief, judging that such a violent mode of proceeding on our own territory exceeded all bounds, sent a sergeant with two soldiers thither to stop this, which was also effective. Your Excellency had meanwhile the goodness to forward to me a letter for the said Mr. Ives, bringing to his attention the persistent complaints about the conduct of his peons within the limits of the Dutch Factory, observing that prior to the restitution of that Factory his jurisdiction was the sole civil jurisdiction to which one could apply, with the request that, instead of suffering his people to cause us trouble, he would on the contrary show us all assistance. Which letter having been delivered to him by our Vakil, with the request to recall his people, the latter received as answer: It is well. But this having no effect, our Chief wrote the letter under No. 1 annexed hereto. In the reply under No. 2, Mr. Ives declares: 1st. That he recognizes no court of the Dewanie Adalat within the local jurisdiction of his court other than that which he had the honor to administer, nor any exemption for the natives from the jurisdiction of the country, appealing to what was written on that subject to Mr. Herklots by letter of 25 May 1781. 2nd. That therefore, in execution of a decree issued against the estate of the deceased Loraan Kissen Kappoerie to seize his goods, he could not remove those peons without acting contrary to his duty. 3rd. That he would stay all further complaints that might be made to him about this matter until the receipt of the opinion of the Governor & Council on our demand, in order to deal with the Head of a foreign Factory with all the politeness that his duty in his post allowed him. 4th.
