Furthermore, Coenraad Kayzer addresses Your High Mightinesses to be promoted to the rank of Junior Merchant for the transfer of trade. We join our request to his, as he fully merits this by his competence, and because at that office someone is strictly required who can properly take care of the copying work, since the invoice keeper, especially as he is also Trade Bookkeeper, cannot always properly watch over it due to the multitude of his occupations during the busy season. § 135. The lack of sufficient scribes has compelled us to replenish their number in the best possible manner. Therefore, according to the resolution of 8 November last, in the hope that Your High Mightinesses will be pleased to approve this for those reasons, we have taken into service as Junior Assistant at f 16 per month one Albert Hendrik Giersler, and it appears that outside the work there, several persons have addressed Your High Mightinesses, namely Bookkeeper Jacob and Sergeant Christiaan Godlieb Merckel, who from 28 October previously was transferred to the writing service, who already earns f 20 and has served out his contract for it, for which reason we request his promotion to Bookkeeper for him; as well as some others, progressively drawn from the military and from seafaring to the writing service, Paul Henry Daniel Appia, Johannes Christiaan Burchardt, Johannes van den Berg, Johannes Georgius Jacobus Burchardt, Leendert Geenemans, and Fredrik Deefholtz, in order to be favored with the Assistant's board money. Although they are certainly not swift or neat writers, they nevertheless do their best to perform the necessary work, wherefore we request a favorable assent to their accompanying autographed requests, as well as to that of Herman Hendrik van Dahm, who is in the writing service at Kassimbazaar, to be promoted to Absolute Assistant. 576. Extract Bengal To cite these and other matters which have appeared to us in your letters, as delivering some material for answering: Respectful answer to the adjacent extracts: Extract Homeland General Missive written by the Right Honorable Gentlemen Directors of the General Netherlands East India Company at the Assembly of Seventeen to Their High Right Noblenesses the Governor General and Council of the Indies at Batavia, dated Middelburg in Zeeland the 5th of November 1785. Section 272. We saw with sorrow from your advices of the 5th of November 1783 that 586. that what the Company has lost during the capture by the English of the main factory and the remaining factories in this directorate amounts to a considerable sum of fully f 3558927:15:8. Our heartfelt wish is also that the Company may see the sustained loss restored through a flourishing and prosperous trade, and we assure your Right Honorable Noblenesses that we on our part as faithful and honor-loving servants will contribute everything within our power to reach this desired goal, although we must confess with regret that the present circumstances in Bengal are of no advantageous prospect for this. Section 273. We fervently wish that the restoration of the aforesaid factories, together with the resumption and unhindered progress of the Company's trade in textiles, opium and saltpeter, may soon open to the Company some prospect to soften to some extent the painful feeling which it has from the aforesaid and so many other losses suffered through the war. Section 274. That which has been put down in those same advices in section 31, serving more to the strengthening than to the resolution of the objection made in the general letter of the year 1782 section 586 about the sale of the cloves at Patna below the fixed price, we expect that in the future, when in the course and the management of the Company's trade in this directorate anything of importance should again appear, Your Noblenesses shall then not neglect to make an investigation into it and to obtain thorough information concerning the same, whilst we furthermore consider repeated here what has been treated with regard to the Company's vent of spices in Bengal and the causes which may work upon the same in our letter of the 29th of September 1775. Of the memorandum which the junior merchant Casparus Leonardus Eilbracht also submitted to our assembly, containing his grievances about the conduct and the conducted management of the former Director Ross, we have 587. caused a copy to be handed over to the latter to bring in his interests on that, but since the aforementioned van Eilbracht has also made a statement to Your Noblenesses of matters to the charge of the aforesaid Director Ross, we do not doubt whether Your Noblenesses shall have ordered an exact investigation made on that account at the very first opportunity, of which we therefore expect the outcome. Behaving ourselves etc. We are also greatly concerned about the ships the Marmonie, Bredenhof and Overduin, which according to the reports recently received from the Cape had not yet appeared there. And since it has frequently occurred to us that, according to rumors, those ships as well as the provision ship Zeeduin which likewise stayed behind were heavily overloaded, to which then are attributed the disasters that one suspects to have befallen those vessels, we thus charge Your Noblenesses still to investigate as much as possible what there may be to that overloading, and above all to watch carefully that the orders which have been set against the loading of the ships with private goods are properly observed. Similar reasons to those which prevented us in recent years from sending you the usual requisition of returns, still taking place if not entirely, then at least for a large part, such a requisition of returns has once again not been drawn up by us. We have received the alongside-mentioned indication or project requisition and will let it serve as our guidance if the hope or prospect of ready cash, without which it is no longer possible to proceed to a collection, allows it, while we request to add here that the contracting agreement should be concluded in March and at least not later the required money ought to be sent, in order to obtain the goods as requested in the requisitions, without which there is no opportunity to succeed satisfactorily either in quality or quantity, and one must adapt to the circumstances of the times. Since, however, we have considered once again that it might be of service both to you and to the Ministers of Ceylon, Coromandel, Surat, and in Bengal to know the quantities and types of linens that we would most desire from those offices with each ship, we send to that end to you the indication drawn up in that regard, in the expectation that use will be made of it to the greatest benefit of the Company. Furthermore, we have, etc. Regarding the requisitions of necessities for the Indies in general, it has been taken into consideration by us that they increase from year to year to such an extent that for some articles four times as much is requested as in earlier requisitions, without our being able to discover what the reason for this may be; and that when this is done without proper deliberation, it must have the consequence that the surplus goods spoil or become unusable, while in any case, by their remaining stored, the remaining stocks, the reduction of which has so often been recommended to you, must naturally increase. On this, no decision has yet been received from the Noble High Indian Government. It having repeatedly appeared questionable to us, to the effect that the Governor-General and the Councilors of the Indies, as well as some of the high officials there, ought to be obliged to hold a share in the stocks of the East India Company, it has been approved, after mature deliberation of what ought to be taken into consideration in this matter, that in the future the Lord Governor-General shall be required to hold in his name four lots of shares, each of three thousand guilders original capital; the Lord Director-General three equal lots of the same shares; patron, Chief at Patna; the Lords Councilors of the Indies, both Ordinary and Extraordinary, two lots; and the Senior Merchants, as well as the Governors, Directors, or Commanders, the latter in so far as they shall be Senior Merchants, each one lot of such shares; that these shares must be held in full free ownership, without being allowed to be encumbered or pledged in any manner whatsoever; to which end, by and on behalf of the aforementioned Senior Merchants, Governors, Directors, or Commanders, such a declaration must be provided annually to Your Excellencies as is contained in the form annexed to this letter, and which declaration must also be made annually by the Governor-General, the Director-General, as well as the other members of the High Table, in order subsequently to duly demonstrate both matters in your resolutions. 592. We have furthermore approved that this resolution shall take effect after the expiration of three years, or properly with 1 October 1788, in such manner that after that time no one shall be appointed as Governor-General, Director-General, or Councilor of the Indies, whether ordinary or extraordinary, except under this condition: that in the aforementioned obtained capacity, whether of Governor-General, Director-General, or Councilor of the Indies, he shall not be able to take a seat, nor also enjoy the salary and the emoluments pertaining to those dignities, until after he shall have duly demonstrated to Your Excellencies that he holds as many shares in his name as are determined hereinbefore; while also after the aforementioned time of 1 October 1788 no one shall be confirmed by us as Governor, Director, Commander (being at the same time a Senior Merchant), or Senior Merchant, until after we shall have seen that he possesses a lot of shares in the manner aforesaid. [illegible] that the Council members as well as all others of the Bengal trading post, upon obtaining offices, should provide natives of Bengal as guarantors, in order to recover from them in the event that anything should fall short or any damage should arise in one or another's administration. That they, the petitioners, being longtime residents and dependents of the Company, are subject to the orders of the Director and the other gentlemen, and execute with heart and soul whatever they command; pursuant to which they also regarded the order of Mr Ross, when he became Director in the year 1777, to become guarantors for him, as having been issued by the Company itself, and obeyed it; the more so because the aforementioned His Honour assured them that this was merely a custom of the Company, and that they should therefore make not the least difficulty about it, nor did they run any risk of suffering any disadvantage thereby; upon which assurance they, the petitioners, understanding no Dutch, quietly signed; in the confidence also that whatever Mr Ross would carry out would by no means take place without the approval of the council, and that their accountability as petitioners would not extend any further. Protectors of the Needy! The aforementioned Director Ross thereupon, contrary to the approval of the council, for his own private account, purchased some silk and dispatched it to Europe, upon which a loss arose upon sale there, which the High Government of Batavia has unfavourably pleased to order must be compensated by the petitioners. That subsequently the war between the English and the Dutch Company intervened, so that all the possessions and properties here in Bengal fell into the hands of the English in the year 1781; on which account Mr Ross departed from Bengal to the place where the Company is established; yet in what manner, notice, or resolution, or with whose prior knowledge, is as little known to the petitioners as who took over the outstanding affairs of the Company for accounting. That the gentlemen of the High Government have indeed been pleased to mention why the guarantors of Mr Ross upon his departure did not address themselves to the English for the prevention of their damages; but how could poor dependents carry out anything in which the gentlemen of the council were powerless to do anything? For if they had been able to effect anything, they would certainly have done for the welfare of the Company what appeared to them to be best; but since these saw no opportunity for this, with what success could the petitioners have flattered themselves! Whose representations and complaints have after all been heard as long as affairs have been in the hands of the English. That in this manner the affairs of the trading post remained suspended for three or four years; during which time they, the petitioners, became distraught, comfortless, and helpless; when by God's goodness a ship of the Company arrived in Bengal in the year 1784; bringing orders from the High Government at Batavia that the losses incurred on the silk, etc., sent by Mr Ross had to be compensated by his guarantors to the amount of six thousand guilders; an assignment of which they, the petitioners, do not understand the fairness, since this matter concerns Mr Ross alone. That Mr Herklots then acted by way of commissioned Director in the place of Mr Ross, to whom they, the petitioners, presented a petition, which was also dedicated to the council, with the request to submit the instance contained therein to Batavia; to which in 1786 an answer was received that the guarantors of Mr Ross had to be held liable for the losses incurred on the silk to an amount of sixteen thousand rupees, a circumstance from which the petitioners' fate took a very different turn compared to former days. But if anyone, benevolent Gentlemen, casts an eye upon what is written about this from the mother country, one would have to form the idea that the Gentlemen there themselves regard this entire affair concerning the silk completely as a private matter, inasmuch as the increase of the demanded amounts originates solely from the calculation of ship's freight, whereas the Company cannot claim freight for its own goods, which will certainly come under fair consideration by the Gentlemen. That they, petitioners, upon the pronouncement made by the High Government, must declare that they have no one in Europe, being neither settled nor known there; that Mr. Ross is properly the one who is accountable, who is a servant and subordinate of the Company and resides there with her, and thus can at all times himself be called to account if he has caused disadvantage to the Company, whereas for them, petitioners, with the change and passage of time, nothing other than total ruin seems to await them, their children, and their children's children. We have requested the two Gentlemen advocates of the Company, who have the management of everything, to take the matter of our maintenance to heart regarding what is to be done therein with Mr. Ross; and we hope that their Honors will give favorable consideration to our representations.
