298 297 8th August. Report of the members appointed to investigate the complaints against the pilots, of which it is understood to keep this note after the order. A written report having been submitted to the Director by the Merchants van Haugwitz and Eilbracht, appointed as commissioners to investigate the complaints brought by the boatswains and sailors assigned to the sailing vessels stationed here against the pilots and quartermasters concerning a deduction from what they believe is due to them from the privately earned pilotage money, the same, together with the annex, reads as follows: Honorable Sir, Esteemed Council, To the Honorable Mr. Isaac Titsingh, Director, together with the Council, 8th August The undersigned, appointed by the decree of the 24th of last month to investigate the complaints brought by some of the common crew on the sloops against the pilots and quartermasters concerning the withholding of what they claim to be their share in the pilotage money earned from bringing in or taking out private ships and vessels, including those of foreign nations, and of which some are mentioned in the petition of the sailors Lambert Walter Ding and associates, have the honor to show that the pilots jointly and individually acknowledge that the custom stated in the first petition of the four boatswains Matthys Heydaar and associates—that when a pilot or quartermaster brings a vessel in or out, out of the hundred, two rupees are paid to the boatswain, one to the sailors, and half a rupee to each boy, and that when this is done by a boatswain or a sailor, the first-mentioned is then paid four, each sailor two, and a young lad one rupee out of the hundred—agrees completely with the truth; 200 301 8th August 8th August however, that the payment of 25 rupees separately to the leadsman for each private ship or vessel stated in the other petition, namely that of Ding and associates, is entirely contrary to the truth. For that, the pilots say, nothing has ever been paid, and it was also never distributed to them when they were common crew on the sloops. They were surprised to see the common crew now so bold as to dare bring complaints about matters in which they were never wronged, but on the contrary were treated in the very same manner and on the same footing as ancient custom dictated and had been handed down from one to the other by their predecessors; assuring in all sincerity that the distribution has always taken place, except in such cases when the piloting in or out occurred without sloops or vessels, as in the most recent cases when, of all the keels brought in and out, none were provided with sloops, except only the Danish ship brought in by the pilot Piert Tjentjes in February 1786, for which he paid 6 rupees to the boatswain of the sloop Pattena and three rupees to each of the European sailors aboard the same. The Portuguese ship had had a sloop with it until Hissely when coming in and going out again; and for this assistance each common crewman had enjoyed half of the remuneration. Regarding the other case mentioned in the second petition, namely the withholding of one hundred rupees which were alleged to have been earned separately, the pilot Marten Rijkofski shows that this matter actually concerns him, and that he had declined the English gentleman who had come aboard his vessel at the Balasore Roads in October 1785 and offered him one hundred rupees for locating one of the English pilot sloops, which he knew was anchored not far from him, because he considered that he had not earned that money; that because this gentleman nevertheless insisted upon it, he had finally allowed himself to be persuaded to accept a bill of exchange for the receipt of that sum in Calcutta; and that upon payment thereof, he had handed over half to the quartermaster Carel Pietersz, and consequently had done more than he was obliged to do, as he could have sufficed with a third. In general, that they, the pilots, have been accused in the most unreasonable manner by the common crew, who are rarely satisfied but always show themselves insolent, notwithstanding that everyone has always duly received his share, since the pilotage money, when paid aboard the sloop, was directly distributed among those entitled to it, and ashore, by delivery to the quartermasters, who then made the distribution, without anyone having any reason to complain of being shortchanged, even in the present case, because this stemmed solely from a plot formed for this purpose by the four boatswains, especially the first two signatories of the first petition, namely Matthys Heijdaar and Elke Jacquet, who, as the ringleaders, incited the rest, committed the greatest insolence against many of the pilots and quartermasters, and threatened not to perform any service if no payment were made; the first, among others, having written such a note to the pilot Kuyper, as submitted by the latter to us and appended hereto in the original, with more other insolences with which the one was treated more and the other less, as people had sometimes burst into one's or another's house with such violence that one had to remain very quiet and give soft words in order not to be physically assaulted, for which often one or the other

303 8 August 8 August the other had been afraid. A conduct concerning which the pilots unanimously request to be maintained against the common crew, and particularly regarding the two aforementioned troublemakers, that at least such provision may be made that they are not, as now, both assigned to one sloop, but each placed separately: believing they will get along very well with all the others, and that if they had not been incited, their complaints would well have been omitted, being hands who were only taken off the ships last year, thus being still too new in the pilot service to make a complaint, without instigation from others, about matters of which they, so to speak, have as yet no knowledge or experience. Furthermore, they, the pilots, assure that nothing is so close to their hearts as the strict performance of their duty, and that, as this should also be the case on the part of the common crew, they trust nothing else than that the same, alongside them, will be held to it: declaring further that they wish for nothing more, whenever something is charged against them regarding their service, than to be placed immediately before and in confrontation with whoever might have something to say against them, to show how groundlessly people are sometimes prejudiced against them regarding one thing or another. After which we proceeded to the interrogation of the quartermasters: generally acknowledging what was stated by the pilots, and that no pilotage money can be earned unless it must come from them and with their consent: furthermore, that they had also been leadsmen, but that nothing was ever paid to them separately for that, and in general that no one had to complain about being shortchanged, because everyone had received his share, either on board the sloop or here on land, the cause of which they primarily attribute to Matthys Heydaar. These Matthys Heydaar, Eelke Jackuis, Christoffel Bartels, and Jacob van Rysselburg, who as boatmen signed the first petition, having appeared before us and being asked what complaints they had about the pilots and quartermasters, and how they were now to state and prove this to us in the presence of the same; unanimously acknowledged having nothing to complain about, and to the question of what their petition actually meant, Heydaar said that he had written and drawn up the same by order of the Honorable Lord Director, who had instructed him to make a statement of what the common crew were accustomed to receive from the pilotage money, and this upon his complaint made to His Honor that the pilots now refused to pay out what had otherwise always been customary: acknowledging having written the note shown to him to the pilot Kuyper because the latter had forbidden him his house and would not pay him what he maintained was due to him from him: but that since, by order of the Honorable Lord Director, one hundred rupees having been paid out to them by that pilot; he considered himself satisfied insofar as the common crew are not entitled to a portion of the pilotage money, whether they perform service with the sloops at the ships or not, which he maintained to be an old custom, and in which case the pilots were obliged to pay out more than what the crew had received; in which the other boatmen joined him under this declaration, that they had never made a point of complaint out of it, and that none of them had incited anyone or given cause to such [illegible] 28

305 8 Augs 8 Aug.s to submit grievances as are mentioned in the second petition, upon which, of all the signatories, no one else could be heard except the sailor Cornelis Klaassen Dekker, Lambert Walter Dingziek lying in the hospital, and the two others, Jan Serie and Dooris Caroelus, having deserted; moreover, this last one, as Dekker said, being the drafter and writer of the paper that he, Dekker, had also signed, and that at the desire of Doris, who, as an old hand, had assured the others—who, alongside him, were only assigned to the sloop Kattena last year—that the custom was as he had put it down on paper, without being able to demonstrate with any distinction whether anything more is due to him than that which the pilots and quartermasters convinced him that he, with the rest of the crew, had enjoyed. After this precise investigation and what has further been brought forward on the matter by both parties, it appears to us that the dissatisfaction originates solely from a very far-fetched misunderstanding by the boatswain Matthys Heydaar regarding what was said by the pilot Kuyper, namely that the crew would earn fifty rupees for each ship, which Heydaar understood in such a sense as if that was meant to be over and above the usual allowance; whereas Van Veen and Kuyper both declare they meant nothing other than, in order to relieve what the common men as well as they had suffered through the lot of war, to accommodate them somewhat in this for the present, and thus, instead of sixteen, to hand over fifty rupees for each ship that they would pilot out and on which they were assisted. That, however, was contradicted by the aforementioned Matthys Heydaar, claiming to have assisted on two Danish ships under Kuyper, on the one from Serampoer to Hissely and on the other from Sucksoer out to sea: for both of which the customary allowance was ƒ 32:—:— for the casting of the lead 50:—:— and then that which he claims the captain of each ship, according to Kuyper's saying, had granted him separately for this... 50:—:— or together... S: 132:—:—. Of which, as has already been said, he has enjoyed one hundred rupees, without desiring anything more if it is judged not to belong to him. Now, concerning this, the decision will be difficult when one considers how, according to the own statement of Heydaar and others, the custom was in former days; and that consequently the latest distribution of 50 rupees for each ship to the common crew cannot be regarded as a custom, but as a generosity of the pilots; at least these and the quartermasters maintain that nothing separate has ever been paid out for the casting of the lead, which was also only mentioned in passing by the sailors in their petition, without anything being found of it in that of the frequently mentioned Matthys Heydaar, which, if it were such a real right, could not have escaped him as the writer of the petition, as it is of more weight than the usual distribution itself. However, he now wishes to swear that Kuyper, according to his own words, had received twenty-five rupees for him from each captain for the casting of the lead, and that, if he had acted according to his own conscience, the payout would have followed without any stir on that account; which actually arose after Kuyper consulted the other pilots and they claimed that the crew was entitled to nothing more than the one hundred rupees that were paid out. 306 307 8 Augs 8 Aug.s Decision to amplify the regulation on the pilotage fees received. The only thing that appears proper in order to prevent all misunderstanding and trouble for the future is that, in amplification of the regulation on pilotage fees for private ships drafted in Ao. [illegible], an arrangement be made as to what the common crew shall participate therein and in which cases; whereupon an ordinance could be drawn up from it and handed annually to the pilots. And herewith trusting to have fulfilled the commission, we remain most respectfully, (was signed below:) Honorable, Venerable Sir and Esteemed Councilors, (lower:) Your Honorable Venerable Worships' very humble and very obedient servants, (was signed:) J: W: S: van Haugwitz and Jacob Eilbracht, (in the margin:) Houghly, the 30th of June 1786. Cornelis Kuyper, please give to the bearer of this, out of the 132 rupees that I earned with you on the Danish ships, as much as your God puts in your heart. And upon resumption of the same, it appearing that the complaints brought forward and grievances submitted originate solely from the fact that there is no fixed determination on the distribution of pilotage fees earned in private service, it was approved, following the proposal made in that report, in order to prevent all such misunderstandings and troubles for the future, to make an arrangement, in amplification of the regulation on pilotage fees for private ships drafted in Ao. 1777, as to what everyone shall participate therein and in which cases, in order subsequently to make an ordinance thereof that shall be handed annually to the pilots among the usual instructional papers; this commission being assigned to the said Merchants Van Haugwitz and Eilbracht, to be carried out by them at a convenient opportunity. Beside a letter from the Honorable Herklots of Hassembazaar, dated 13 July, having received a Ceylon packet containing an original letter of 16 September and a duplicate of 19 July 1785, which, being inscribed with his Worship's name and delivered to him, was opened by mistake, it has been resolved to keep this note thereof. Complaints of the merchants about vexations in the aurungs. can take place, and which request the Director, for the aforementioned reasons, had likewise judged best to grant, the more so as the protests cannot be sent to Europe before next November anyway, by which time it will probably already be evident whether they will be paid or not; all of which, for the reasons given by His Right Honorable, was approved and agreed to be confirmed. Complaints having already been repeatedly brought before the Director by various merchants who have made a beginning with their work on the supplies in the aurungs, concerning vexations and opposition they have encountered there from the agents and other servants of the English Company, which even go so far that in some weaving places the weavers have been forbidden to make any linens for the Dutch Company; Translation of the Bengali arzi presented by the suppliers of the Dutch Company for the aurungs Sjendercona, Kirpay, Radanegger, Santipor, Herriapaal and Dhenniachaly to the Honorable Director Mr. Isaac Titsingh at Hooghly on 7 July 1786. Our gomastahs in the above-mentioned aurungs have informed us that the European and native agents of the English Company are hindering them in the procurement of linens for the Dutch Company. The complaint petitions of our gomastahs of Santipoer were delivered directly to Your Honor, but we have received no redress in this regard. In the aurungs Sjendercona, Kirpay and Radanegger the same vexations take place, even to the extent that the linens which, on account of the advances made by us to the weavers, were already finished to be transported to our warehouses, have not only been detained by them, but they have also seized those already collected in our warehouses. Also, all weavers have been forbidden to make any linens for the Dutch Company. The same orders have been issued in the aurungs Herriapaal and Dhenniachaly, and the linens which were already actually on the looms for us there have been sealed, while the weavers have received orders not to finish them; what is more, all weavers without distinction are strictly forbidden above all to make any linens other than those of the English Company. How shall we be able to provide any linens if such regulations take place and are enforced by violence? The time for making our delivery begins to approach, and we therefore request that Your Honor, as our head and Director, will be pleased to devise such efficacious means as you shall deem sufficient to remove the aforementioned obstacles promptly out of the way. 326 327 8th August 8th August To assist with 40,000 rupees. Contract of the servants regarding the delivery of the silk. Resolution to assist therein. Whereupon, having deliberated and having recognized the necessity of supporting that office as much as possible in order to ensure that affairs there make proper progress, it was resolved and agreed upon the proposal of the Director—notwithstanding that our own urgent need here pleaded against this—to allocate to the servants 40,000 rupees from the funds most recently received on bills of exchange from Europe, in the hope that they will thereby be enabled to provide for what is most necessary and to bring the procurement of the Mochta, for which cash is strictly required, to a successful conclusion as desired; to which end, and in order to allow the said servants to have the use of it all the sooner, a letter was sent thither during the meeting, authorizing them to draw upon this ministry for that sum. By a further letter from the servants at that office dated the 21st of the past month of July, concerning the silk apportioned for the return cargo to the Netherlands, it is reported that, after several failed attempts due to the scarcity of money prevailing everywhere, which has also been the reason why the samples thereof could not be sent off this year any earlier than in the previous one, they have finally succeeded in progressing so far toward obtaining the same that they have reached an agreement with some wealthy merchants to deliver the entire required quantity, on a bond bearing an ongoing interest of 3½ per cent per month, a portion of which is already prepared, while the other portion is being wound under the supervision of the servants; the delivery shall take place in such a manner that they will be in a position against the departure of the ships 328 329 8th August 8th August Samples of silk and Mochta found to be inferior, and resolved to have them examined by natives. in November and January to send off the required goods; whilst regarding the Mochta they have likewise succeeded, having found a merchant for that purpose who has allowed himself to be persuaded to undertake the delivery of the raw silk on credit or rather on a bond at ¾ per cent per month, on the expectation however and assurance from the servants' side that within a short time there will be an opportunity for some relief of funds, in order to accommodate him therewith; whereupon it was approved and understood to record this all as a desirable matter, and to express to the servants how pleasing it is to this assembly that they have succeeded in their efforts to procure this article, so important for the return cargo, in these moneyless times. The samples of that silk and Mochta, which the servants promised by the said letter to send off within two days, having since been received and inspected today in the assembly with all accuracy, upon comparison with those of the previous year, were found to be as follows: The Italian winding from 8 to 10 threads, notably worse than previously; 10 to 12 threads, tolerably good; 12 to 14 threads, equal to those of the previous year; 14 to 16 threads, worse than those; 16 to 18 threads, worse than those; 18 to 20 threads, very poor and not to be compared with those of the previous year. The Mochta Letter A or Auel, better than in the previous year; B or Dom, worse; C or Ceem, ditto. For which reasons, and because the same thus in general appear to be considerably inferior to those that were sent in the previous year, it was nevertheless approved and understood, in order not to rely too much in this matter upon our own judgment and knowledge, upon the proposal of the Director, 330 331 8th August 8th August Cash accounts of May and June approved. Upon the servants' cash and expense accounts for the months of May and June, according to the declaration of the Honorable Chief Administrator, nothing objectionable having been found after recalculation and examination, it was agreed to approve and pass the same. After the dispatch of these matters, the Director produced the drafted points for deliberation concerning the honored collective general response from the Honorable High Indian Government dated 6th October 1785, with its enclosures, received by the sloop De Verwaagting; entering into deliberation over which, it was initially understood, pursuant to His Right Honorable's proposal, to record here and dutifully observe and obey all the respected permanent orders appearing therein, of which extracts have already been issued where appropriate, being as follows: 1st. Concerning insolvent estates, to continue to conduct oneself here in Bengal according to the Batavian letter. 2nd. In future, upon the purchase of opium, to stipulate indemnification from the seller if the chests yield noticeably less than 136 lb net at Batavia. 3rd. In accordance with the circular order contained in the extract from the general resolutions of the Castle of Batavia, dated 16 June 1785, to assign to the skippers the title and rank of Captain, to the chief mates that of Captain Lieutenant, to the second mates that of Lieutenant, and to the third mates that of Sub-Lieutenant, without, however, making any change in the salaries previously determined for skippers, chief mates, second mates, and third mates. Regarding the 11th paragraph, Their Excellencies having ordered the compensation, at the purchase price, by Those whom it concerns, for 5 pieces of Cassas de Baurong, which were found missing in bale No. 56 sent with the Bengal Merchant for Padang, containing only 95 instead of 100 pieces; thus it is approved and resolved to have that compensation made by the packers of that time, being the bookkeepers François Lamy and Teunis van den Broeck, with the recommendation to the present ones of greater care for the future, for the reason that in the said bale, of which the outer wrapping was in good condition, not only was no packing note found, but the gross weight written upon it also differed by as much as 17 lb from that which was found. 344 8th August 8th August Their High Excellencies approve trading with foreign merchants for linendry goods. We prefer our own inhabitants. Reasons why recourse is taken to the first mentioned. Under the main section of the collection of linendry goods under paragraph 20, Their High Excellencies, on account of the present circumstances, are pleased to accept that the contracting for the year 1785 has been partially concluded with foreign merchants on bonds at 9 percent, in the confidence that it will have been calculated that such profits will be paid on the linendry goods with which the Company can subsist, while presenting Their High Excellencies' view, yet preferring that whenever fairly good and competent merchants and suppliers are found in this Colony or under our jurisdiction, the same are far to be preferred above foreigners, primarily also because in case of a dispute with the latter, one would have no means of constraint against them and would have to submit to a foreign jurisdiction; wherefore, should matters again reach a somewhat favorable state, everyone would prefer the employment of our own instead of foreign merchants. Reasons why it is approved and understood to demonstrate respectfully on this matter that, because the majority of our own merchants are impoverished and therefore, without the usual advance disbursements, are not able to deliver any noteworthy quantity of linendry goods—as the result of the contracting of the most recently passed year 1785 has given clear evidence thereof—one is presently compelled to make use of foreigners if one wishes to keep affairs progressing and not let them come to a complete standstill; that one nevertheless does not fail to comply with the honored orders of Their High Excellencies by giving preference to our own, as the recently held contracting for the year 1786 shows, in which contracts were made with them for as much as they were willing and dared to undertake. 346 8th August 8th August Inattention in the previous year's considerations concerning silk. How to remedy this. Their High Excellencies demand further report concerning packing materials. Their High Excellencies, under the section of the considerations concerning the trade in silk, noting at the 23rd paragraph that the considerations requested by resolution of 27th November 1784 regarding the winding of silk by the Italian and native methods were sent to the Netherlands by letter of 12th January 1785 without anything having been said about it, neither in that letter nor in the resolutions of the first of February following, in which that writing is inserted, whereas it would indeed have been fitting to declare oneself on the validity and nullity of what was proposed therein, and whether one could fully conform with it, or what objections were to be made or should have been made concerning it, so that the Gentlemen Masters could take a decision in that regard on a firmer foundation; it is therefore understood to ask excuse for the inattention committed in this matter, and still to serve the Gentlemen Masters at the first opportunity with the objections and remarks on the aforementioned considerations, to which end the same shall be demanded from the Honorable Herklots, not only because at that time when this omission was committed he was President of the Assembly, but also because, on account of his greater knowledge of silk and what relates thereto above the other members, he can judge thereon with the greatest foundation. Whereas with respect to the packing materials the difference in the costs was not accounted for in accordance with the orders given by Their High Excellencies by honored rescript of 20th July 1781, to have accountability rendered by whom it encumbers regarding the difference that appears between what was charged here for the packing of the linendry goods and what was shown by a transmitted report from the Senior Merchants of the Castle to have been found used for a bale of coarse linendry goods, which has given Their High Excellencies no satisfaction, wherefore they also recommend greater attention, with orders to fulfill the intention once again; 348 349 8th August 8th August Measures taken to comply therewith. Previous year's omission in writing about the collection of gunnies; how to improve this. it is approved and understood to respectfully request excuse for this, and at the same time to deliver copies of everything dealing with this subject to the First in the Cloth Hall and to send them to Kassimbazaar and Pattena, in order still to give reasons and render accountability for the aforementioned difference. And since the prices and quantities of the goods recorded in the latest packing memoranda of Houghly and Kassimbazaar still differ too much from those in the aforementioned report of the Senior Merchants of the Castle, on which account Their High Excellencies have also not been pleased to dispose thereof, but order the same to be further verified and adjusted to such quantities and prices as are in accordance with what appears on that subject in the said letter of 20th July 1781, comparing the difference in favor with the previously charged expenses; it is further understood to order this and that most earnestly to the aforementioned servants, each in his own capacity. In the report rendered of the trade during the collection in the previous year, no mention at all having been made of the gunny collection, which was noted by Their High Excellencies as an improper indifference, primarily because not the least answer was given to what was written in Their High Excellencies' letters of 14th November 1783 concerning an agreement made with Jens Borger to deliver a certain quantity of gunnies at Batavia to the Company, with orders to facilitate the contracting thereof; it is approved and understood to likewise offer excuse for this negligence.

356 357 8th August 8th August Remark on the private and not public sale of spices, that the same were sold privately. One must adapt as best one can and not as one might wish. With respect to the sale of the spices, it being remarked by the aforementioned Their High Excellencies in paragraph 37 that, since it had been recommended by letter of 27 July 1784 to do so in public as well, one should have obeyed and not neglected to do so on the grounds that one then ran the risk of being left with the cloves as they were not in demand, because the condition that whoever wanted a pound of nutmegs would be obliged to take four pounds of cloves with it, although in the reply to the extract of the Fatherland letter of 6 November 1780 three pounds was stated, could just as well have been made at the public sale as at the private sale; it has been approved and agreed to respectfully reply to this, detailing the reasons, that the private sale was also carried out principally because, upon the arrival of Straalen, one was in the utmost need of cash and could not wait until an auction was announced and everything could be prepared for it, with which at the very least three weeks would have elapsed, besides the fact that the merchants or suppliers would certainly have made purchases to the value of what they claimed for delivered goods in order to discount against them, whereby one would have received little or no cash in hand, which was also the main reason why one acted in the same manner again in the previous year. Furthermore, that the stated condition of four pounds of cloves to one pound of nutmegs in the letter of the last of March 1785 was a clerical error, and the share in the reply to the aforementioned Fatherland extract letters of three to one is the actual one, as they were then sold, but that one disposed of the last arrived parcels, or those of the previous year, according to the first-mentioned proportion of four pounds of cloves to one pound of nutmegs. Under this heading, Their High Excellencies having also communicated, pursuant to the transmitted extracts from the minutes of what was resolved in the Council of the Indies on 9 July 1784 and 9 June 1785, the increased price of mace to 150 and that of nutmegs to 100 stivers the pound, with the condition of the sale of 60 pounds of cloves with 25 pounds of nutmegs and 15 pounds of mace, noting however that this determined proportion cannot serve as a rule for the present in Bengal, where one is obliged to resort to other means for the sale of the cloves; it has been approved and agreed to dutifully obey the same, and consequently to order the invoice clerk to govern himself by this price increase when drawing up the warrants, and to have the broker give notice thereof to the merchants. Their High Excellencies, in the 39th paragraph, finding not unfounded the request made by the Kasimbazar servants for spices for trade, in the expectation that that trading post will be allowed to participate in that sale in case of ample supply, the more so because this gives circulation to trade and so much less money needs to be sent, provided that the higher profit there can make good the transport charges and double wastage; it has been approved and agreed to obey this as well in due time and when circumstances require it, although, otherwise according to the latest transmitted reports, a consignment of spices sent thither in the previous year turned out so poorly that it can hardly be considered worth the trouble to send any substantial quantities thither.

Presumptive reason why the detention and release of a private vessel at Calcutta in 1781 was not communicated to Batavia. The arrangements that were made concerning the Toll with the English Governor-General Hastings by the former Director Ross, as mentioned at large in the Hooghly Resolution of 29 May and 26 June 1781, now being more clearly and circumstantially known to Their High Excellencies than when they wrote the separate letter of 17th June 1785, have been found to be of such a nature that Their High Excellencies persist in the disapproval expressed at that time, expressing the utmost dismay against the members of the Council who, at the session of the aforementioned 26 July 1785, conformed to the proposal and arrangement of Director Ross; and ordering them to account for this far-reaching step in the annulment of privileges and customs founded on firmans, and that without prior knowledge or authorization thereto, while furthermore strictly ordering never to proceed to such a course unless by constraint and force. Thus it is approved and understood to require the members of that time who are still present and who advised on this matter—being the present Head Administrator Bogaardt and the Merchants van Haugweth and Kraijenhoff—to account for themselves in writing regarding the reasons that moved them to serve such an advice. 364 365 8th August 8th August The Dacca arrears written off Their High Excellencies request clarification regarding a bill of exchange negotiated at Patna Their High Excellencies grant authorization for repairs Order to the former second in Patna regarding this matter Permission now also having been granted by Their High Excellencies for the writing off of the Dacca arrears, which as of the last day of December 1780 still amounted to f 20835:9:—; it has been resolved to authorize the Chief Administrator to write off that entry from the Directorship's books and to carry it forward off the balance sheet. Their High Excellencies desiring a statement of from whom the 50,000 rupees were negotiated, for which, according to the minute of the resolution of 27 August 1781, a bill of exchange was drawn by the Patna employees on the Ministers here, but payment of which was refused because the English Company had seized everything belonging to the Dutch, and regarding which no further outcome was found, which Their High Excellencies still await to hear how matters stand with it; it was approved and resolved to reply regarding this that, as far as this assembly is aware, that sum was negotiated from a Mr. William Campbell, who since the presentation of the bill of exchange, neither during the War nor after it, has come forward again with it, so that one may presume it will have been satisfied by the English Ministry. Since this is however merely a conjecture, and it is possible that the former Patna second de Vriese, who co-issued the said bill of exchange, could provide further clarification concerning the outcome thereof, it was furthermore approved to write about it to Patna, where the said de Vriese still resides, with orders to the same to state everything regarding this that is known to him. When trade is contracted and fewer ships thus come hither, some of those buildings can be spared and abolished; to which decision the Director declared himself obliged, on account of the special reports received by him from Europe regarding the projected reduction in the expenses of this Directorate. Their High Excellencies having approved the authorization granted to the Kasimbazar employees to carry out the necessary repairs to the wings that make up the lower buildings of the factory there, and which remained unsold due to the low price that was offered for them, considering that if they can be spared, it is still better to sell them for a low price than to maintain them uselessly at the expense of the Company; it is therefore approved and resolved, as the said buildings are now of no use, having served as dwellings for the additional employees who were previously assigned to that station, and the annual bill for repair expenses is thus unnecessarily increased by their maintenance, to write to Kasimbazar to auction these wings publicly again at the first opportunity and sell them for what they will fetch. July 370 8 August 8 August Measures taken in this regard by this Council. The Patna shortfalls. Further order regarding the compensation to be made by the Patna employees for the short-delivered pachoriassen. Whereas Their High Excellencies, on the petition of the natives who stood as guarantors for the former Director Ross and have been called upon for payment of the compensation imposed on them for the loss incurred on the silk sent to the Netherlands, could not resolve to release them from that suretyship, wishing however that means could be found whereby Ross would indemnify them, with authorization, while maintaining the suretyship and security, to grant said natives every assistance in addressing their case to the said Ross and petitioning for indemnification, to which end Their High Excellencies grant them a postponement of two years after the opportunity for such correspondence will have presented itself and will submit their case in the most favorable manner to the Lords Masters; it is therefore approved and resolved to have everything relating to this matter delivered to those natives in an extract or copy duly authenticated, in order thereby to enable them, by virtue of the promise of indemnity made by the said Ross in the deed of suretyship, to assert their right against him in Europe, as no other remedy than that of the courts can be suggested to them in case Ross should be disinclined voluntarily to satisfy his obligation in their regard. Their High Excellencies further persisting in the payment of f 28,128:2:- imposed on the burgher Blume on account of chank shells delivered to him at Tuticorin which fell into the hands of the English upon the capture of Trincomalee, refuting the arguments that he, Blume, cited in his petition for exemption therefrom; it is therefore approved, in compliance therewith, to call upon the said Blume for payment of that sum, and after he shall have paid it, to return to him the mortgage granted by him for that amount; furthermore, to furnish him with an extract from the letter concerning this entry as well as the two following paragraphs containing replies to his further requests made in the aforementioned petition. Whereas Their High Excellencies also deign to order once again the compensation for the 19 pieces of pachoriassen found short in the Chamber of Delft on the ship Het Huys te Krooswyk in the year 1779, mentioned in the resolution of 26 November 1784; it is therefore approved and resolved to write of the same to Patna and to have the payment pursued by the employees of that time. 372 373 8 August 8 August And that of Kasimbazar regarding some silk fabrics, while the shortfall in some lacquerware made at Houwly is approved on the elucidations. Since Their said High Excellencies also deign to persist in Their disposition regarding the silk fabrics found short in Ceylon in crate No. 545, mentioned in the resolution of 30 November 1784; it is therefore approved and resolved to write to Kasimbazar to have the amount thereof compensated there by whoever is responsible, and that in accordance with Their High Excellencies' respected order by letter of 14 November 1783, with an advance of 50 percent on the short-delivered goods. Under the heading of Trade Books, Their High Excellencies having now favorably passed the entry appearing in the Compendium of Charges and Profits of the year 1779/80 for f 1,261:-:- in expended stationery, upon the further elucidation provided in that regard, it is approved and resolved to express respectful thanks therefor, as well as to carry out the order repeated by the said High Government under the same chapter in §69, for compensation for the lacquerware short-delivered in the year 1779 by the officers of De Dankbaarheid, since Their High Excellencies state that in this matter no apparent errors and declarations of the skipper can be admitted, as the goods were not there and there is thus sufficient reason to charge the ship's officers, to whom, in case of innocence, the path is always open to request relief; wherefore Their High Excellencies then also expect that henceforth this will be observed and complied with, in order thereby to avoid such elucidations.

Some commission fees on bar copper entered for the war must be reimbursed to avoid paying for the ship's officers, as must take place in this case. The time being too far spent to be able to continue the business today, it was resolved to adjourn properly until tomorrow for further handling. Wednesday the 9th of August 1786 in the morning. Absent: Sea Captain and Master Attendant Fredriks on a short excursion to the capital. Pursuant to yesterday's agreement, the meeting having assembled again to continue the business concerning the letter mentioned in the margin, with which they had advanced to paragraph 69 of the same, and it appearing by the following, or the 70th, that Their High Excellencies have not been pleased to admit what was advanced in the answering of the marginal notes on the findings of the trade books of the year 1775/1776, concerning the 5 per cent commission fees that were charged to the Company's account upon the sale of bar copper in that financial year, because the same ought to be paid by the buyer, as occurs at Batavia according to Article 2 of the 2nd title of the Regulation of the 28th of August 1753, for which reason Their High Excellencies also order the reimbursement of the f 12000 that were paid from the treasury for this, with further instruction that this reimbursement ought to be made by the beneficiaries, being the former Director Ross for 2/3 and the deceased Chief Administrator Brueys for 1/3. Merchant Eilbracht was of the opinion during the noting on this matter that, before disposing of this in compliance with the order of Their High Excellencies to investigate whether anything of the said former Director Ross was still to be recovered here in Bengal, his attorneys ought to declare under oath what the state of his affairs in Bengal, both here and at Calcutta, is, with a statement of what might still be held of his by them or others; it was resolved to have this presented to the said attorneys at the first opportunity in order to decide further in that regard according to the findings. By the 71st paragraph, the disbursement to the Honorable Herklots of f 663:13, paid extra by His Honor as Chief of Cossimbazar for carpentry and repairs, as well as durbar expenses, beyond what he had received for that due to a lack of specie, being permitted by the Honorable High Indian Government, it was resolved to report the same to Cossimbazar and to write to the said Honorable Herklots that he may pay himself that sum out of the treasury when the state of the treasury permits it. It was resolved to take as guidance that which was ordered by paragraph 172 regarding the travel expenses to and fro between Ceylon, Cossimbazar, and Patna, and further to communicate to Patna the refusal by Their High Excellencies in paragraph 173 of the reimbursement of the travel expenses from Ceylon hither entered by merchant van Atters to the amount of f 2614:6:—. Their High Excellencies being pleased to remark in paragraph 74 that when They in the year 1779 granted an extra f 1000 to the Chief Surgeon of the Directorate above the f 1000 granted in the year 1770, the servants assigned ashore were in great numbers and 4 or at least 3 ships arrived yearly, whereas now there has been only one, in which case one should have considered not immediately handing over the yearly f 2000 to him as soon as the Chief Surgeon made a request; that Their High Excellencies can by no means approve this, as they judge that in the then-prevailing times the half was more than enough, for which reason they also order that the f 1000 disbursed in excess must be refunded; it was resolved in compliance therewith to cause those f 1000 to be repaid by Chief Surgeon Blusker, and in due time respectfully to submit regarding the aforementioned remark the reasons that one proceeded to make that provision because absolutely nothing of all the necessities in the hospital was in stock, so that everything, both needles, blankets, and further necessities, had to be made anew and several other indispensable things had to be purchased.
