572 573 24 Oct. 24th Octr: Straaten accordingly to be detained until Jan. ry 17836 pieces from various aurangs, there is no doubt, with the cloths that are daily brought in from Behaar, Radnagore, Omrah, Santipoer and Handiael, that against the appointed time there would be no lack of a cargo for a ship, which to find is presently, through the lack of the 34 chests of silk piece-goods and 86 bales of coarse linens, no possibility, however much one would have been in a position, if the servants had informed in time of the poor prospect for the delivery of the latter, to apply the necessary means for a speedy satisfaction, especially now that Their High Nobilities pleased to fix the return cargo for each ship no higher than at eight tons. Since we therefore, by their management both in the handling of the money and their carelessness in investigating the true state of affairs, and the neglect in giving a most necessary and timely report regarding their condition, have been brought to such an extremity, I am obliged to submit to the meeting the necessity of, receding from our previous resolution, also detaining Straalen until the month of Jan. ry, and to order the said servants with emphasis, while conveying our displeasure, to give in the course of the next month an accurate and frank statement of what the Resolution to resume the ship Straalen. Upon resumption of which, His Honorable Worship having perceived the impossibility of being able to dispatch the ship Straalen at the proper time in November next, it was approved and agreed, in conformity with the proposal made therein, to detain the same until January, and pursuant to the further proposition, merchants will or will not deliver, with the notification that, if we are misled by false reports, the consequences thereof will be left entirely to their account; furthermore, in order to induce the said merchants to fulfill their contracts, to write thither today still by a short letter, if in this my proposal may be confirmed by the meeting, that for the goods that are to be sold on the 30th of this month, Company's bonds on account of dues for what was delivered for the consignment in the years 1784 & 1785 will be accepted in payment, in the hope of thereby reviving their confidence, and thereby obliging them to keep their promise. 574 575 24th Oct. 24th Oct. Meeting hereon. Request for the silk suppliers rejected. to the servants, presenting the displeasure of the servants to restrain remarks made by His Honorable Worship and expression of the dissatisfaction of this meeting regarding their management of affairs, to recommend with the utmost emphasis to report accurately and frankly in the course of the following month November what goods for the European return one can rely upon from their office, as otherwise all consequences thereof will be left to their account. The further contents of that letter regarding price increase also having been dealt with, and thus also the further application of the silk suppliers for the price increase requested by them; since the servants, notwithstanding their request and proposal thereto, give to know that, if that might not be obtained, they will try to arrange it in the best possible manner with the buyers and satisfy the required quantity, while professing that all care will be bestowed upon the examination of the silk and mota, regarding which they, the servants, on good grounds dare flatter themselves that they will give all satisfaction upon delivery in the fatherland; all of which, according to the understanding of the meeting, implies that it is not impossible to come to terms for the prices of previous years and to obtain sound wares; on the proposal of the Lord Director, it was approved and agreed to persist in the previous resolution regarding this and to write the servants to that effect, adding that one will rather comfort oneself with sending only the remainder that is on hand than to expose the Company, by spending at higher prices for this loss-giving article, to great damages, as this might possibly be of some influence on the suppliers and persuade them to provide at the prices of previous years. 576 577 24th Octr. 24th Octr: Feeling of Mr. Herklots concerning some silk piece-goods. Merchant Verspyck produced by the Lord Director. Regarding the claim for compensation on the part of Mr. Herklots on account of the silk piece-goods found short at Ceylon in the year 17 in chest No., it being represented by His Honor that in Septbr: 1780, in which year that chest was packed and dispatched there, he had been summoned hither to attend the commission ordained by the Honorable High Indian Government, and that in the meantime the authority and management of affairs had been assigned to the merchant Verspyck, as Secunde; that consequently under his administration and supervision this deficit, if it can be supposed to have occurred there at the office, must have taken place, and that His Honor only returned there in March following, when the whole shipment had already ended, for all which reasons he considered that the aforesaid Secunde Verspyck ought to be held liable for this compensation, with the request that all the same be taken into favorable consideration and the servants may be informed of the further order of the meeting in this regard; upon deliberation whereon, there was produced by the Lord Director A writing of the merchant Verspyck concerning this matter. a writing relative to this matter, handed to His Honorable Worship by the said merchant Verspyck upon his departure from here, being of this content.

578 579 Pro Memoria. 24 October. 24th ditto: and to send a copy to Kassembazar. Decision to retain the buildings in the Kassembazar lodge. In the autumn of 1780, when Mr. Herklots served as second of the Direction in a commission here in Houghly, among other things a chest of silk fabrics was dispatched from Kassembazar for Ceylon. That chest, which after packing was supposed to contain pieces, was previously sent in February 1781 with the ship De Bovenkerkerpolder to Batavia, and from there by the ship Europa to Gale. Arriving at that place, it was found to have been forced open, or at least not to be in proper condition. Upon opening it, 48 pieces of fabric were found missing and damaged, and instead thereof, to make up the weight, two bombs and 1½ bricks were found. Since there have never been any bombs at Kassembazar, it was immediately evident from this that the fraud must have been committed elsewhere. Nevertheless, because Their High Excellencies demand compensation for it, I was in the first place held liable for it as packer and sender, however with the freedom to petition the High Government about it, as has been done, on which a decision is awaited. If it should happen, however, that Their High Excellencies do not reflect on this and insist on the compensation, it seems to me that I cannot be held accountable for it, but that Mr. Herklots, having had the entire benefit of the office as Chief and Warehouse Master, is the one whom the compensation actually encumbers. Decision regarding the same, according to which the Lord Director considered that the said merchant Verspyck could not be encumbered with that compensation, proposing on that account to send a copy of that paper to the Honorable Herklots and await what His Honor has to submit against it; it is therefore agreed to conform thereto and to dispatch the said copy at the first opportunity. It being represented by the servants regarding the ordered sale of the two wing houses in the lodge at that office that they are actually in use, the one, as before, serving as a writing room for the Chief, who has his residence outside the lodge and for whom it is preferable to be nearby for the progress of the work, while the other is inhabited by the assistants, requesting on those grounds to be allowed to retain them, under the offered assurance that they will be maintained without any costs to the Company; it has been approved and agreed upon the proposal of the Lord Director to grant that request on that condition, since the principal purpose of that sale was to prevent the expenses of repair. 580 581 24th 24th October: Relieving the Company of burdens. The servants undertake to fulfill the Indian demand. Report of the general inventory of the last of August. Regarding the procurement and fulfillment of what was required in the Indian demand for the year 1787 recently sent to the servants, it being communicated in advance by them that it will be followed up and that they will send over the contracting memorandum thereof at the earliest opportunity, it has been resolved to reply thereto that it will be awaited with interest in the expectation of not being flattered with idle hope in this matter again, but that the servants will state candidly what can be relied upon in this regard, so that it may be promptly fulfilled by them. The inventory of the Company's cash, goods, and effects at that office on the last of August having been made according to order, as appears from the report received thereof. 24th Oct. 24th Oct. formal rescription from Their High Nobilities the Noble High Government of the Indies, dated 28th July 1786; thus, seeing that the same ought to have been entered or inserted in the letter of remarks, as is customary according to the orders of all offices in India concerning the Home Extracts, it has been approved and understood to write to the servants to that effect, with orders to observe the same in the future. As the servants also notified by that letter that they have already prepared all the opium required to fill the permitted 700 chests, with the shipment of which they are only waiting until everything is properly dried, hoping to be in a position to dispatch it by the end of November, while the reasons why they could not obtain the remaining 100 chests are stated in their reply to the aforementioned Batavian extract, to which they request permission to refer in order to avoid unnecessary repetitions, and which, in order to keep everything connected together, is quoted verbatim here: "Pursuant to the order on the Opium Contractor, we have received from him the necessary juice for the preparation of 700 chests; he also promised to provide us covertly with juice for 100 chests, but when we had advanced so far with the preparation that we could also use the juice for these 100 chests, he refused us this, under the pretext that he had obligated himself to deliver a greater quantity of chests than stipulated to his own Company, wherefore he was unable to assist us for this time. We could, however, have obtained the juice for these 100 chests from private persons, although this must be done surreptitiously, since the Contractor not only confiscates the goods if he can lay hands on them, but punishes the seller himself corporally and in his purse, as they are obliged to deliver everything to them; but as this must be done with cash payment, we have been unable to satisfy the entire demand for this year, as we were not in a position to procure the necessary money for it." Thus, however much it might otherwise have been wished that the servants had succeeded in their attempts to obtain also the 100 chests still lacking from the demand, yet since the great shortage of money in which one finds oneself, and through which an obstacle is met in everything, has also rendered this impossible, it has been approved and understood to rest content with this, as nothing else can be done, in the hope that the Noble High Government of the Indies will also be pleased to accept this out of favorable consideration for the distressing circumstances in which one presently finds oneself in this Directorate. The collected returns for Europe having been dispatched by the servants according to their last letter, namely that of the 14th of this month, consisting of 47 packages of linens and 6 ditto chintzes, item 47 bladders of bezoar, to the conductor of which 10 rupees have been issued to pay the necessary travel expenses; it is understood, pending those returns, to approve the disbursement made. After the dispatch of this business, a report was read, submitted by the merchant von Haugwitz as Head of the cloth hall, containing the accounting demanded at last by the Noble High Government of the Indies in their honored formal rescription of 6th October 1785 concerning the packing charges brought into account, accompanied by a memorandum of the prices for which the same can be supplied this year, with a comparison against those of the previous year, all running lower for this time, the said writings being as follows: To the Right Honorable Mr. Isaac Titsingh, Director and Commander on behalf of the Dutch East India Company in Bengal, Behar and Orixa, etc. etc., together with the members of the Political Council. However, regarding the reduction of the prices of the materials required for packing in general, it grieves the undersigned most keenly that he cannot succeed in this matter as well as he would heartily wish in order to give Their High Nobilities the requisite satisfaction on this account. From the memorandum which he has the honor to offer herewith to Your Honorable Worships and Honors for this year's supply, you will nevertheless be pleased to perceive at what rates the various items may presently be procured; which reductions in prices could only be brought about with great difficulty, and how the interests of the Lords and Masters have been dutifully cared for in this regard. Yet this advantageous difference would certainly be much more considerable if the required goods could be contracted for at the proper time and, depending on circumstances, money advanced for the delivery; rather than at present, where due to the general scarcity of money everything must be purchased, and partly on credit for some time; which necessarily must cause a considerable adverse difference, especially through the accumulating high interest. Regarding which qualification for the purchase has been granted: having reviewed that document, it was resolved to grant qualification for that purchase, since according to his testimony they cannot be contracted for less. The Company servants belonging to the Coromandel Government present here, whither they are to depart shortly pursuant to the resolution of the 1st of this month, having presented a petition to the Director whereby they request to enjoy, alongside the other Company servants, their wages since the day the subsistence money of the English ceased, since theirs was only credited to them since they served here by resolution of this Council, and that this surplus may be paid out to them here in order to settle the debts they were forced to incur during the time they had no means of subsistence; it was resolved, considering that it is not the fault of these people that they could not be transferred to their assigned posts sooner, and in the opinion of the assembly the favor enjoyed by the other servants cannot be withheld from them, upon the proposition of the Director, to grant the request made, and consequently to have the suppliants credited here with the surplus of their wages, provided that the same and whatever else they have enjoyed here be debited to Coromandel at an opportune time. This was granted to them. Proposal of the Director to accept bonds in payment for the goods to be sold at auction accepted by the assembly: Hereafter, the Director proposed to accept the Company's bonds in payment for the goods to be sold at public auction on the upcoming Monday; since it is otherwise to be feared that, due to the general lack of money, few buyers will present themselves and the goods will fetch low prices or none at all, whereas by this means the merchants and suppliers holding debt instruments will not only be enticed to buy, but may also be encouraged to better perform their undertaken and ongoing deliveries. All of which, being likewise understood by His Honorable, and considering that, through the higher prices that may reasonably be expected and through the cessation of interest on the bonds, the Company will enjoy a double advantage, whereas on the contrary the merchandise, because no one has money for cash payment, will remain unsold and the interest will meanwhile continue to run, it was resolved to agree with the proposal of the Director and consequently, in payment of the goods to be sold, to accept bonds.

On this occasion, the Director informed the meeting that, pursuant to special authorization of Their High Nobilities the Honorable High Indian Government concerning the sale of the cloves, His Honorable Worship could dispose of the remainder thereof for 10 percent below the Company's usual price; for which reason he deemed it necessary, as after the sale of the proportioned quantities with the nutmegs and mace a considerable lot will still remain, to offer the same to the merchants as well in satisfaction of their old bonds, which might possibly also serve to better encourage them to complete their deliveries, or at least have this advantage, that the heavily pressing interests would partly cease; it being understood, at the request of the Director, to record this herewith, and also to notify the Kasimbazar servants as soon as possible of this as well as of the aforementioned resolution regarding the receipt of bonds in payment for the goods to be sold at public auction, in order to give the merchants there also the opportunity to take advantage of this. The pay account of du Bosc from the Cape received under the pay papers A mortgage in favor of the Poor Fund assumed by the widow Van Vlierden of the bonds granted to them they had sold to foreigners, in order to issue the warning in that regard which was then resolved upon; but that from the report made thereof to His Honorable Worship by the said broker, it appeared that the same thus far amount to no more than approximately 70,000 rupees, of which some have already been exchanged for drafts while the same is also about to happen with the others, so the Director deemed that it is unnecessary and would be superfluous to have the aforementioned warning published, as the present holders of those bonds appear inclined enough to settle them in that manner; of which, at the request of His Honorable Worship, it is agreed to keep this record. A request having been made by the Honorable Head Administrator Bogaardt, on behalf of the widow Van Vlierden, to be permitted to assume for her account the mortgage in favor of the Poor Fund, which stands in the sum of 1,100 rupees upon the house of the Sick Visitor Francois Oostdyk, which she has purchased, it was agreed to consent thereto and consequently to allow the transfer to take place, after a new mortgage in proper form shall have been executed by the present owner of that house. 24 October Insertion of the answer of the Governor-General to the request made to him by this Council written to the King of Ava regarding this matter, reading with its translation as follows: To the King of Ava I have lately been applied to by the Governor and Council of Chinsurah upon a subject on which I shall take the liberty to address your Majesty. The facts which they mention are as follows. A two-masted vessel named the Crab belonging to the Dutch East India Company laden with rice and bound from Batavia to Colombo was driven by stress of weather from her course and arrived on the 10th October 1785 near the coast of your Majesty 16 leagues north-northwest from the port of Mergui. On the 15th when she was ready to go to sea again, the Captain sent his boat in order to get some refreshments, for which purpose she proceeded up to Mergui, where the boat and people were detained by the Government there, who also sent seven large boats with 300 armed Burma people towards the vessel, which they captured and towed her up to the port of Mergui. The crew were then told that the Governor there knew no Dutch Company and was certain that they were going to assist the Siamese who were at war with you, and that they should therefore be detained until ransomed. After being kept prisoners at that place for some time, they were on the 29th December removed from Mergui and made to march on foot 6 days journey to your camp after your departure with your army against Siam. They were carried back and are now told that they will be sent to Ava as your Majesty's slaves. If your Majesty will reflect that many Burma ships under your Majesty's colours navigate towards Malacca, a town belonging to the Dutch East India Company, where they are received in a friendly manner and treated by that Government with the most civil attention, I am certain that your Majesty will, in consideration thereof and from your known respect for justice and the law of nations, not suffer this vessel or her crew to be detained any longer. Subsequently, it was communicated by the Lord Director to the meeting that the collection of spices for cash payment proceeded very hesitantly, both due to the lack of money among the merchants and the increased price of the nutmegs, so that in the more than fourteen days since the resolution for private sale was taken and published, no more than 22 maunds of nutmegs and 616 617 3rd Nov. Disposition thereon: whereup disposition having been made, it was approved and understood to write off all the found deficiencies and defects according to custom, provided that the Commissioners who assisted at the unpacking of the medicines, mirrors and window panes duly swear to their reports submitted thereof before the Court of Justice; the first according to the order, and of the two other articles because such is required for the insurers according to the annotation on the invoices received thereof. Hereafter was also read a report submitted by the Fiscal's office, with diverse documents attached thereto along with a register, regarding the outcome of the inquiry demanded of him at the session of 17th Oct. into the grounding and running aground of the hooker the Standvastigheid, which report reads as follows. To the Right Honorable Mr. Isaac Titsingh, Director over the Company's Trade and Affairs in Bengal, Behar and Orissa, along with the Honorable Members of the Political Council. Right Honorable Sir, Esteemed Councilors. The undersigned Fiscal of this Directorate, having been ordered by an esteemed resolution of Your Right Honorable Council dated 17th Oct. last to hold an inquiry into the state of affairs at the grounding and running aground in the so-called Jennegat of the hooker ship the Standvastigheid, recently arrived from Batavia, has in compliance therewith, according to the orders given for that purpose, before a Judicial Commission and in the presence of the Master Shipwright and several other nautical and river experts, heard the persons who are involved in that incident, and now has the honor to serve the outcome of that Commission with the following report. That from the documents gathered thereof, respectfully attached along with a register, it appears that the aforementioned accident was caused by a heavy rain squall which overtook the ship on 7th Oct. last, whilst sailing up the river in the narrowest part of the Jennegat, and darkened the sky in such a manner that one could not distinguish the foresail mast from the quarterdeck, while at the same time an extraordinary calm took place and the water decreased, for which reason the pilot Casper Christiaen Haupt being on that vessel was compelled to drop the anchor, but that the same did not hold and for that reason he had to veer the cable, whereby the stern came aground. That this vessel subsequently having been brought broadside by the heavy currents, the pilot undertook to carry out the kedge anchor, but could not succeed therein, wherefore he had a spring placed on the cable in order to get the ship afloat again by doing so, which had the desired result that the keel reached the pilot channel without having suffered any damage. And finally that the aforementioned ship drew 13½ feet forward and 14½ feet aft when the pilot took charge of the same. And as it thus appears from the aforesaid documents, according to the undersigned's humble opinion, that the ship's officers have done their duty,

A request having been made by petition by the Captain-Lieutenants of the ships Rotterdam Welvaren and Schoonderloo, namely Barend Sterk and Everhard Gustaafseli, with the knowledge and consent of their respective Captains, to exchange vessels, it is agreed to consent thereto and consequently to permit the petitioners, the former to transfer to Europe and the latter to Batavia. Poor success of the offer made to the merchants regarding the purchase of goods in exchange for bonds. also to note that the same have been handed over to the Honorable Chief Administrator for safekeeping in the great cash repository. After this, the Director further communicated to the meeting that finally, after much back-and-forth writing, he has succeeded in the sale of the spices for cash payment to a quantity of 30,000 lb cloves calculated against 10,000 lb nutmeg and 2,000 lb mace and a proportionate lesser quantity of the former, as the two other parcels, through sales already made or loss during storage, will be found to have contributed caused to be able to do for the part at the auction; it is resolved to conform to that sale and to keep this record thereof at the desire of His Honorable. The servants at the office named in the margin, by their letter of the 31st of the past month, in answer to that written to them previously on the 25th regarding the resolution taken to accept the Company's bonds in payment for the goods to be sold by auction on the 30th of that month, and the offer to cede cloves to the merchants in reduction of their claims at a discount of 10 percent from the Company's usual price, reported that said merchants, after this had been made known to them, had answered that the time was too far advanced to send anyone here for the qualification, as they could not even write a letter that would arrive in time, and concerning the purchase of the cloves, that they would gladly proceed with that if they only saw any chance of disposing of the same without other spices, but that they were certain that such was impossible, 642 643 24th Nov. 24 Novr. Points of rescription thereover. therefore requesting that all sorts of spices and such other merchandise as are still remaining to the Company might be sent up to them, which they would then accept at the prices that were paid for them here, and that without the charges of transport etc. falling thereon in addition, flattering themselves that they would be permitted to enjoy the same, as their correspondents had informed them had been done to the merchants here, to whom copper and other goods were said to have been delivered; the servants supporting that request by demonstrating that in case this assembly should be pleased to proceed to send up some of the merchandise on hand, whatever it might be, this would certainly animate the merchants to the completion of their accepted delivery, which they had indicated not unclearly—upon all of which, according to the Director's proposal, it was resolved to rescribe that one did not wait upon the slowness of the post to give notice to the merchants there of the aforementioned resolution, but immediately upon the adjournment of the meeting informed those here thereof, which then also resulted in some of the Kassembazar buyers making purchases through their greater activity, for which their bonds were received; and regarding the request made for merchandise, because everything besides spices has been sold at auction and therefore nothing more is on hand, one is not capable of doing so beyond the cloves already offered, however much otherwise this assembly also finds itself convinced that this would animate the merchants to the completion 644 645 24th Nov. 24 Novr. and deductions. As the 3000 maunds of saltpetre demanded from the administrators by letter of the 18th of September last have, according to the aforesaid and a latest letter of the 13th of this month, been dispatched by them in two fleets, it was understood to note this, and, considering the inconvenience in which one will find oneself if the bill of exchange comes due for payment of the parcel received this year, and of that saltpetre for the contracting of which the administrators are qualified, as for the present there is absolutely no prospect of how to satisfy the same, it has been approved upon the proposal of the Honourable Director to recommend to the administrators in the most earnest manner, if Mr. Summer still makes mention of payment, to keep the matter dragging on as long as possible, and in case he should make application for it, to delay the term for at least three months, adding, according to the express desire of His Honourable Worship, that, because opportunity enough has presented itself here to obtain the saltpetre on assignation to Europe, use thereof will also be made in the future, if the administrators, for the payment of the goods of their office, are unable to provide for it themselves in the continuation of these moneyless times.
