760. 7 761. 22nd Dec. 22nd Dec. to put medicines in order, since he, according to custom, at Batavia was provided for the homeward voyage. - According to what was communicated by the Lord Director during the business concerning Their High Excellencies' honored formal rescript of 28 July 1786, at the session of the 6th of this month, the present captains of the ships and the pilots having drafted a petition regarding the poor sailing qualities of the sloop de Verwachting, which arrived here this year, being of the following content: - Report concerning the poor sailing qualities of the sloop de Verwachting. — To the Honorable, Worshipful Lord Master Isaac Tissingh Director over the Company's Important Trade of Bengal, etc. Honorable, Worshipful Lord, The aforementioned sloop having been sent here from Batavia on 23 May last as a cargo sloop, the same was prepared for this to the best extent, and subsequently in July sent down with the pilots to cruise for the arriving ships in company with the sloop de Patna. On 15 August there appeared at the Roads of Balasore the ship Schoonderloo, commanded by Captain Dekker van der Meeden, to which, out of the sloop de Patna, Pilot Cornelis Kuyper came aboard and directed my course toward the banks. The sloop de Verwachting appeared in the fairway, but was not able to approach the ship for reconnaissance, even though sails were reduced, so that the sloop de Patna was sent to the same to give notice of this vessel, and she subsequently remained at sea for reconnaissance until the 28th thereafter, when the ship Straalen, commanded by Captain Jan Paardekooper, arrived at the Roads, which therefore had to be piloted inside by the said sloop de Verwachting. And even though the said ship, according to the testimony of the sailors sailing upon her, can by no means be called a fast sailer, the said sloop was nevertheless not able to keep up with her, but was forced aboard the ship to continually proceed under short sail. In the same manner it went with that sloop in sailing ahead of the hooker de Standvastigheid, which arrived at the Roads on 7 October 762. 763. 22 Dec. 22nd Dec. and which in the most dangerous part of the fairway, namely the so-called Termegat, instead of being ahead, was at a great distance behind, so that the Pilot, with the drifting away of the two buoys there, due to the coming on of a squall, wishing to anchor with the ship in 3½ fathoms, because the anchor, at first, did not hold, drifting through astern, got stuck in 10 feet of water, whereas there were 3 fathoms of water at the stem; from which accident sheer good fortune saved that vessel. And considering the sloop was of no use, other accidents might arise through the incapacity of such a vessel, in which fortune might not play so large a part, and which consequently could be of detrimental consequences to the Company. — The Pilot Marten Rykofske [reports] that this vessel will not sail close to the wind at all, and that the pilots therefore can cover no distance in the fairway to approach buoys or banks and give signals thereof to the ships ahead of which they sail; so that the pilot is obliged to proceed on the ship relying merely on the lead and on pilot's guess in a fairway where a considerable drift of current prevails, and very often at the most dangerous places the beacons are washed away. Since now just as much trouble and expense is attached to the building of such Thus, after resumption of the same, upon the proposal of His Honorable Worship, it was resolved to insert the same here for the kind consideration of Their High Excellencies: Company vessels as to the preparation of fast-sailing ones, which alone can be of service here, it appears to us, the undersigned, that for the service of the Company it is unavoidable to replace this sloop with another fast-sailing one, and henceforth to cause no others to be used for this fairway than those that are capable of performing the service which they must do, namely to be able to stay ahead of the ships at a suitable distance. 764. 765. 22 Dec. 22nd Dec. to insert, and since that vessel was thereby completely condemned for the pilot service, to request Their Right Honourables for another in its place. By the Merchants van Haugwith and Eilbracht, in fulfillment of the commission assigned to them by resolution of 24 May last, to make a proper regulation as to how the privately earned pilotage fees ought to be divided among the seafarers serving on the sloops, in order to prevent complaints arising thereabout, the following ordinance for all the pilots and quartermasters was drafted and submitted, whereby the same was determined and regulated, reading as follows: Ordinance for all pilots and quartermasters. Whereas at the beginning of the present season, or the time when the Company's private and other ships are piloted in and out, complaints have arisen from the seafarers on the Company's sloops or sailing vessels, as though they were not or but little considered for their share in the salary that is earned by the bringing in and out, likewise up or down, of foreign or own private vessels, and when it is done by a subordinate person rather than the pilot himself, it is accounted for to the quartermaster of the sloop to which such a person is assigned, whereupon we have consequently been obliged to have an investigation made in order to establish an adequate arrangement for the future and to put an end to all dissatisfaction and complaints in that regard; it is thus that, in amplification of what was enacted by us on 24 June 1777 and subsequently ordered annually, it is hereby further commanded and ordered: 1st. That, according to ancient custom, when a pilot, quartermaster, or subordinate seafarer from one of the Company's sloops brings a ship or vessel in, out, or up, of the rupees that are earned thereby, two rupees shall be paid to the boatswain, one to the sailors, and half a rupee to each ship's boy; it being well understood when the sloop to which such participants are assigned serves as a leadsman's vessel or assists the pilot, and not otherwise. 2. 766. 767. 22nd Dec. 22nd Dec. 2nd. That if anyone from the sloop is employed, be it boatswain or sailor, he shall, over and above the said fee, for his extra effort, as long as the inward, outward, upward, or downward voyage lasts, be credited by day with half a rupee for every hour that he stands by the lead, that is to say, when work is being done, and not when it is foul or dead tide, or spring tide, or any other impediment such that one cannot proceed and must remain at anchor. 3rd. That whenever it happens that the leadsman or anyone else of the sloop's crew is given a separate tip or gratuity by the captain of one or another ship or vessel, such a small perquisite shall not be deducted from the divided salary or brought into the common pool, but must be left to the person to whom it was given; which arrangement we desire shall in the future be precisely observed and complied with, under penalty that upon violation thereof, or if we are again troubled with complaints regarding withholding, the guilty party, according to the findings of the case, shall be punished and, if necessary, condemned not only to make restitution of what was withheld, but, under forfeiture of his share to be divided among the wronged parties, to a fine for the poor, or heavier punishment. And to the end that none of the seafarers assigned to the Company's sloops may plead ignorance hereof, this our ordinance shall, when the sloops are being prepared to go to sea, be read aloud annually on board and posted up to serve for the information of everyone; in any case also with this warning, that the same shall encourage none of the common crew to insolence and impertinence toward the pilots or quartermasters, whose orders must be observed and executed with full effect, since we otherwise, or upon complaints thereof, will also show our displeasure to the guilty party and have him punished according to the requirements and circumstances of the case. The Honorable Head Administrator Bogaardt having drawn up, and which upon submission today has been carefully examined, a Finding of the spices from the consignment brought by the ship Schoonderloo, which follows below. from the consignment brought by the ship Schoonderloo, according to the invoice dated Batavia 4 June 1786, which according to reports from the junior merchants A: de Masse and B: C: D: Bouman, expressly commissioned members from the Court of Justice of this Directorate, have been successively garbled and handed over to the Warehouse Master, as shown in detail below for the consideration of this assembly: According to the report of 14 Nov. 778. 779. 22nd Dec. 22nd: Decr: Servant & Citizen Johan Carel Lodewyk Blume, in anno passato on the 8th of March, took the honor and most humbly requested of Your Honorable Worships for permission so that he, on account of the compensation imposed upon him the petitioner by Their High Excellencies the High Indian Government by Their said High Excellencies' missive of the 27th July 1784, might apply by petition to Their said High Excellencies for relief; which Your Honorable Worships, on the provision of security, graciously pleased to accord. Your Honorable Worships subsequently had the goodness, on the 22nd March 1785, to accept the petitioner's petition to Their High Excellencies and to support it with your favorable recommendation. A copy of the said petition accompanies this under the letter A: Their High Excellencies' rescript to this most humble petition of the petitioner, Your Honorable Worships recently had the goodness to cause to reach the petitioner by an extract letter from the High Indian Government dated Batavia the 6th Oct. 1785, and of which a copy also accompanies this under the letter B. Pursuant to this rescript, Their High Excellencies have bypassed all the arguments alleged by the petitioner for relief, indeed even the demonstrated certain loss for the Honorable Company of the money for the chank shells, in case nothing had happened to the vessel, but it had arrived safely in Bengal. And concerning the petitioner's statement that the Honorable Company, by giving its order to store the chank shells at Trincomalee in its warehouses on the Pagoda Hill, had also taken the chank shells back into its power and custody, and they had thus been in the Honorable Company's power & possession for eight months and were lost solely through the unexpected fatal loss of Trincomalee. Their High Excellencies are of the opinion that a prior request made on behalf of the petitioner must be presumed, and on this presumption Their High Excellencies are of the opinion that the petitioner's request for relief could not be granted, although upon reviewing the Ceylon papers it appeared to Their High Excellencies that an order to that end had indeed been sent from Colombo to Trincomalee in Oct. 1781, without it appearing therefrom in the least, however, that this order was given at the request made on behalf of the petitioner, which nevertheless, according to the routine of issuing resolutions and orders concerning other people's property, should have been recorded, stating at whose request it was done; unless the reason rested in the Honorable Company's own interest and concerns, as was the true case here. And therefore, under correction of Your Honorable Worships' wiser judgment, no presumption can take place here either, and that the more so, because sufficient grounds or reasons of the contrary are present. 780. 781. 22nd Decr. 22nd Decr. Being the most sufficient reason, the Honorable Company's own interest & concern to preserve the chank shells, as the same had not yet been paid to the Honorable Company, and due to the arisen war there was also no prospect that the Honorable Company would ever get money for them, if it were now to release the chank shells which had now accidentally come into its power again. Concerning the compensation requested by the petitioner for the 37000 pounds of coir cordage; belonging to the petitioner but unloaded from the petitioner's vessel and taken into custody by the Honorable Company for its use for its own ships at Trincomalee. Regarding this, Their High Excellencies say in Their said rescript That it appears from the Colombo papers of Nov. 1788 that that coir was taken in at 35381 lb. and that on the 4th Jan. 1782 /: or seven days before the loss of Trincomalee :/ it was resolved at Colombo to have the same paid at 1½ stiver per pound to the Master of Equipage, Mr. van der Hegge, and that in Feb. /: or after the news of the loss of Trincomalee was received :/ the same was also actually paid. This payment of the coir is a clear proof That the Colombo government truly considered the loss of the chank shells, stored by its order on the Pagoda Hill, to be a loss for the Honorable Company; for had it been otherwise, and the loss not regarded as being for the Honorable Company, the Colombo government surely would not have paid the petitioner for the coir, but would provisionally have retained that money in reduction of the chank shells if it had judged that the petitioner had to bear and pay for the loss of the chank shells! Also, the payment for the coir at 1½ stiver per lb is solely the Colombo purchase price, for the coir had already long before been transported from there at the cost and expense and risk of the petitioner, was now in the blockaded harbor of Trincomalee: being in a place where nothing is, nor can leave, and where nothing is to be had; and no equipage goods were for sale, and also never for sale. Now in other places, as appears from proofs which I attach hereto under the letter E, in Bengal, a place that was not blockaded, the coir was sold for 35 to 60 rupees and more, the maund of 76 lb, set on average at only 45 rupees. And in a blockaded place where no equipage goods were for sale, the coir was therefore worth easily one hundred percent, and at the very least fifty percent more. If this high price for coir in times of war at Trincomalee, and because that place was blockaded and besieged, might appear strange, the petitioner takes the liberty in that regard to refer to the Memorial accompanying this under the letter K, from which it will appear that the price is by no means set too high, but even quite moderate. All this considered, the petitioner believes, subject to the correction of your Honors' wiser judgment, that these matters are inconsistent with one another, and he therefore takes the liberty to submit herewith a humble petition to the Supreme Government of the Indies, wherein everything is detailed at greater length and substantiated with proofs. The Director furthermore produces the excerpted points of deliberation from the letter of the employees at the office noted in the margin, dated the 24th of the past month, serving as an ample demonstration of their innocence regarding the delay that occurred in communicating what they had previously stated by letter of 19th October as a reason for the refused fulfillment of the contract entered into this year with the merchants for supplying the necessary goods for the Fatherland, as far as their office is concerned, especially in response to the reflections made thereon from here by letter of the 24th of the last-mentioned month of October, confessing on the one hand that, through a confluence of vexatious disappointments caused by the natives, they fell into the error of having delayed too long with their report, which would not have occurred had these people only declared their intentions sooner, and requesting on the other hand that, concerning the detention of the ship Straalen until next January imputed to them, the outcome of affairs at all our offices in Bengal may also plead in their favor; furthermore citing, as the primary cause of the merchants' refusal to abide by the contract, the report received by them after the arrival of the Company's ships, that neither money nor 790. 791. 22nd Dec. 22nd Dec. bills of exchange had been brought with the same, that permission indeed had been given to receive spices or other merchandise in payment of the bonds of the previous year; but that so little remained thereof that they, for their part, could expect nothing from it, and that, following these reports, their merchants or suppliers, in several meetings held among themselves, had undoubtedly taken the resolution to make no deliveries without payment. And upon this it being remarked by the Director that, however much one may defer to what has been stated by the employees regarding the murmuring of their merchants over the non-fulfillment, or even partial fulfillment, of their previous year's bonds, the reasons given therefor nevertheless appeared to His Honor as speculative and insufficient, regarding them as not in accordance with the true state of affairs with respect to the course of trade in general, as well as what in particular was the case after the date, or upon the arrival of the ships; for in order to be able to dispatch three well-laden ships to Europe in good time, and because the impoverished state of our residents did not permit contributing anything of note thereto, one had indeed been forced to seek recourse with foreigners, and this in the confidence in which one rested, namely that, upon the request made from here in the spring of 1785 by letter to the Lords and Masters concerning the general lack of money, a considerable 792. 793. 22nd Dec. 22nd Dec. assistance would be provided by Their Right Honorable Excellencies, the fairest promises of payment had been made to these people, and thereby the general contract had finally also been brought about; that upon the arrival of the ships without money and without bills of exchange, those who had engaged themselves principally for the delivery of coarse goods were found unwilling to let themselves be satisfied with bonds at customary terms at 9 per cent, while the interest on the money that they had been obliged to borrow as advances or disbursements in the weaving places had risen to 14 to 15 per cent, and they thus had to remedy this loss and seek their profit with ready money for the following year, which was not to be done with bonds whose very redemption was uncertain and indefinite; that they therefore demanded Japan bar copper from the imported merchandise in payment at market price, and that this request had been granted, principally in payment of the coarse linens, because otherwise there appeared no likelihood of dispatching even a single ship, concessions which one had to yield much more to foreigners than to our own merchants who in a certain sense reside under the Company's authority and are bound to its interests, but which, as well as the other inconveniences, would not have occurred had it been possible to conclude the contract with our own subjects, although nearly all of them deserve only slight trust; that thus, without money and with little credit, no middle course had remained but to resolve upon the aforementioned extraordinary expedient or to let trade stand still.

794. 795. 22nd December. 22nd December. to remain still; that this resolution, taken on the 11th of the past month of October, had not been made public, and that, if private individuals had obtained knowledge of it, it had not become visible at Kassembazaar before the 13th, and that consequently, in the intervening time of six days in which the aforementioned meetings were held and the letter of the employees which had been drawn up on the 19th of that month, it could not possibly have been delivered from the warehouses in such a quantity that one could have informed the merchants there with certainty that of the spices and other wares so little remained that they could expect nothing from them, since under the 17th of October only 15,200 pounds of copper had been furnished and the remaining goods were not only still on hand, but one had also made no objection to relinquishing spices or other merchandise in payment of the previous year's bonds, this being to prevent that detrimental influence which the conduct of the Kassembazaar suppliers could have on those of Hooghly; what is more, in order to entice the first-mentioned to settlement, not until after receipt of the employees' letters of 24th October was a transition made to the resolution to accept their bonds of the years 1784 and 1785 in payment for goods which might be bid on by them at the auction to be held on the ultimate thereof; which term, however short, had already been published long before in the Calcutta Gazettes, could not well have been altered or prolonged for these single reasons alone; 796. 994. 22nd December. 22nd December. to say nothing of the fact that there had been opportunity enough for the Kassembazaar merchants to obtain timely information thereof, and that use of this remedy had also been made by some of them, as had already been made known to the employees on the 11th of November last; that thus, just as untrue as the statements of the Kassembazaar natives are, the declaration of their master deserved just as little credit, as if, contrary to the aforementioned received report, the goods manufactured for the Company were lying ready in their houses; that on the 10th of April of this year, a distinct statement had been required from the employees of what they would contribute to the provision of return goods for this year, with the addition that the rumor regarding the low credit that was to be found at Kassembazaar obliged this administration to act therein with such circumspection in order not to be disappointed in the general calculation; that they, the employees, had indeed then insisted on the assistance of money, but that no possibility had been found for this, notwithstanding the bill of exchange received since, or in May following, because out of the received two lakh rupees, one immediately had to hand over a part, or 90,000 rupees, in payment for the linens purchased from foreign merchants for the previous return cargo under the promise of cash payment, which then, with the accrued interest, amounted to 170,155 guilders, 1 stiver, 2 pennings; toward whose complete settlement one had tried to soothe those people with good promises, sent to the employees themselves 40,000 rupees of the remaining funds, and otherwise attempted to put an end to the urgent, 798. 799. 22nd December. 22nd December. clamorous complaints of the employees here at this place, who scarcely knew the means to cover the most indispensable expenses in the household, while the remainder at the same time had to serve for the monthly pay of military, seafaring, political, and native servants, so as to help everyone pro rata in whole or in part, as that was possible and practicable; thus, at the desire of the aforementioned Lord Director, that for the refutation of the employees' apology and the far-fetched pretext of wanting to clear themselves of accountability on the grounds of lack of money alone, all these particulars shall be noted and answered, it was approved and agreed to let this take effect accordingly. 806. 807. 22nd Dec. 22nd Dec. also deserved priority in delivery; and finally, under this remark, and without engaging in further exchange of words, to step away from this matter and to see what the result will be of the said promise concerning the delivery in general before the ultimate of Dec. - By the morning letter, the Honorable Herklots, expressing his regret that no consideration could be given to the reasons adduced by him, on the basis of which he hoped to remain exempt from the compensation ordained by Their High Excellencies for the silk fabrics found deficient at Ceylon, as last mentioned in the Resolution of 24 October last, and stating that he can in no way conform with what the Merchant Verspyck presents in the submitted writings, while it appears strange to His Honor since he, while the said Merchant Verspyck was here in Hoegly, asked him for information if there might be anything concerning the affairs of Kassembazaar about which he thought it necessary to speak with him, the latter answered in the negative and at the same time presented the aforementioned writing to the Director by hand, without informing him, Herklots, anything thereof, when he would have been able to refute his opinion, requesting therefore that what he has presented previously and now hereon may be considered of as much weight as the said writing of the Merchant Verspyck, and that this meeting may please decide upon whom the compensation is incumbent; whereupon, having deliberated, and having taken into consideration that by the 808. 809. 22nd Dec. 22nd Dec. the arguments previously presented by the Honorable Herklots for his defense in this matter, namely that during the packing and dispatch of the chest in question from Kassembazaar he was absent and here in Hoogly to attend the commission assigned to him, is certainly not inadmissible, but that, on the other hand, it being considered that notwithstanding his absence it was nevertheless his native servants, whom he permanently employs as Warehouse Keeper, who carried out the packing under the supervision of the Merchant Verspyck, for which reason the contention made by the said Verspyck, that since the Honorable Herklots enjoyed the benefits he must also answer for the damages, is likewise not to be rejected; thus, as on account of this and that, this meeting does not dare to take it upon itself to give a decision herein, it was, on the proposal of the Director, approved and understood to present the state of the dispute to Their High Excellencies and respectfully to request that They may please decide upon whom the payment of this compensation shall be incumbent, the Honorable Herklots or the Merchant Verspyck. Signatures of Rescript to Patna had effect, whereby they thus found themselves placed under the unpleasant necessity of having to give the most unfavorable report of their entire collection, and that the small amount which is to be dispatched by them consists of 3500 lb being Italian silk winding 3500 Mochta 580 pcs diverse Linens and 1600 silk fabrics under the assurance that it affects the servants to the utmost to see themselves reduced to providing such a meager supply, hoping, however, that this assembly will be pleased to take into consideration that which was previously set down for their justification, as well as the fact that they were deprived of everything in order to satisfy anything to their merchants, whereby they were brought into this unpleasantness; thus, however much this small quantity of returns could not appear very agreeable, and the opinion of the assembly regarding this has already been made known previously, it is understood to regard this unfortunate collection as a matter of the past and not to be repaired, without entering into any further exchange of words with the servants on this matter. 842 843 29th December 29th December that one could by no means expect the same prices in cash payment as through the redemption of bonds, and that judging from the general bazaar price there is no prospect of finding a more advantageous sale for it, apart from the absolute necessity arguing for obtaining cash, it has been approved and agreed, trusting in the approval of Their High Nobles, to let this sale proceed, and, upon further proposal of His Honour, to also seek an outlet in such a manner for the remaining sappanwood. Furthermore, to leave the provisions brought along by the same vessel for the projected voyage home on board, in order to account for them again at Batavia, where they were received, alongside its further consumption account, since neither storage nor use can be found for them here. After this, the Director informed the meeting that, having been instructed by Their High Nobles in their separate letter to have an account opened in the books here for the agio on negotiated funds, and to charge to it everything that must be spent for the Sicca rupee above the 25 stivers at which it was always calculated in negotiations on bills of exchange to the Netherlands, in order subsequently to be balanced again by a levy on the returns, just as is done with the expenses on merchandise, since, according to Their High Nobles' remark, calculating the Sicca rupee at 25 stivers in charging the goods, whereas 27 and more is actually paid for it, one can never obtain a correct total for the profits or losses of the Bengal trade. 848. 849. 29th Dec 29th Decr The attorneys of the former Director of Bengal, Johannes Matthias Ross, who repatriated in January 1783, have learned with sorrow from the extract handed to them from the formal rescript of Their High Excellencies the Noble High Indian Government dated 28 July 1786, that the report submitted by them under 21 March 1785 concerning the state of the leftover affairs of their mentioned principal does not appear to have satisfied Their High Excellencies. They are truly at their wits' end as to how further to comply with the honored order of Their High Excellencies. As men of honor, they stated in the aforementioned report everything they could in good conscience, and they therefore request permission to still refer back to it, solely with this addition: that the balance made known therein, which Mr. Ross at that time owed to the citizen Blume in the amount of f. 7320:14.½, has presently increased to circa fl. 11900.-.- through the payment of the monthly allowances which the mentioned Mr. Ross continues to this day to have paid to some persons here, and another claim for the satisfaction of which he, Blume, had bound himself in 1783, without him having been able to this day to collect anything from the outstanding doubtful claims mentioned in the aforementioned report to make good his outlay. They therefore request that it may please Your Honorable Worships to present this representation to Their High Excellencies in the most favorable manner, not doubting that Your Honorable Worships will now give full credence thereto when you please to inspect the paragraph from the letter received in this year from their mentioned principal, of which the authentic extract is attached hereto, since Mr. Ross himself testifies therein to being surprised at still being so remarkably in debt to his attorneys, or rather the second signatory hereof; the undersigned being otherwise, or in case Your Honorable Worships might not consider that proof sufficient, abundantly prepared to solemnly confirm their statements under oath. By the letter of the servants at the office mentioned in the margin, dated the 23rd of this month, wherein is inserted the reply to the extracts sent to them from the honored formal rescript of Their High Nobilities dated 6th Oct. 1785 and 28 July of this year, and alongside which the Honorable Verklots transmits his reflections and observations on the considerations of the former Kassimbazaar servants concerning the reeling of silk according to the Italian and native methods, contained in an extensive and detailed treatise, which reads as follows: Having perused the extract from the resolution of your Honorable assembly of 8 August last, by which it pleased you to charge me with serving my reflections and observations on the considerations concerning the reeling of silk according to the Italian and native methods, presented to the Hooghly Council by the Kassimbazaar servants in the past year, I find myself placed in no small embarrassment that the drafting of such a document has been left to me alone; whereas it appears to me of such weight that, if it is to be in that order and perfection as it ought to be and as the Noble High Indian Government undoubtedly expects, I am convinced it is also beyond my abilities to satisfy it sufficiently, but for the drafting of the same, the advice of the Council would indeed be needed; for although your Honors, at the end of that extract, were pleased to state that these reflections etc. are requested of me because, by virtue of a greater knowledge of silk and what relates to it above the other members, I could judge it with the most grounding, yet I do not shrink from confessing plainly that I am abundantly convinced and assured in myself of having only a very mediocre knowledge in the silk trade, and at least in that respect could attain nothing above, if not less than, any of the further members of your Honorable assembly, if it were ever put to the test: Honorable Ruling Lord! 854. 855. therefore, allow me to say, I cannot in any way attribute these so favorable thoughts to myself. The only thing I have in my favor is my residence at the place where the silk is collected and prepared, which therefore also gives me the opportunity to inform myself all the better regarding that article and what relates to it. Of this advantage, joined with what experience thereof has taught me, I request the freedom to avail myself in the arrangement of this text. First of all, in fulfillment of my duty, I must express my very deep regret to Their High Nobilities that in the past year it was omitted to report to Them, as ought to have been done, regarding the aforementioned considerations received at that time; and while I can give no reason how this omission could have taken place, I request that it may suffice for me to ask the Noble High Indian Government most respectfully for pardon in this regard. According to my obligation, I must then obey what has been imposed upon me, and to do justice to the subject as is proper, I am convinced that my abilities fall short; but there is no middle way left for me, and therefore I shall attempt to fulfill what is demanded of me as well as I am able, if only I might be so fortunate, in what I shall put down in writing, to strike upon one thing or another that appears useful to Your Honorable Worships and may be of some service, however little, in the description of this subject. The considerations submitted in the past year by the Kassimbazar servants I found basically well-arranged and consistent with experience; however, in my opinion, they could and should have been more extensive, in order to demonstrate more fully the necessity that the silk be prepared under our own eyes. In order to be more clearly understood, I shall put to paper my thoughts on each of the three main points that appear to me to arise therein, and which I conceive to be: Firstly, that the Italian method of reeling is preferred, and the necessity of an own reeling mill, to prevent the present defects therein, will be demonstrated; Secondly, that it is found serviceable to maintain the native method as well; and Thirdly, whether everything can be supplied in Bouwlia silk, and whether a substantial difference is to be found in this and that which is cultivated on this island. Regarding the first point, it is said in the considerations that it is thought the Italian method of reeling is preferable to the native method, for which reasons are given that are in many respects very well-founded, consisting in that it is purer and can be spun as fine and coarse as one wishes. I indeed partly agree with this, yet I maintain that native silk, which is reeled in its different varieties, will be as pure as the Italian is not to be reeled purely, oh yes! But I think that the native method yields the purest silk; and for this I give this reason: the pattenie, or raw silk, passes thread by thread through the hands of the reeler; it is impossible for any impurity to remain in it; the skein or little hank that comes from the reel is incomparably smaller, and thus it can also be discovered immediately whether any impurity remains in it. I acknowledge that the Italian can also be spun very purely when all the prerequisites for it can be met, especially good and pure water and the strictest supervision. The latter is almost the most difficult, because, if feasible, one would even have to be present as much as possible, for one can absolutely rely on no native servant in this case. Special care must be taken that the water has a proper heat, and that the dirty water is scooped out each time; that the reeler pauses at short intervals to pick out from between the wound threads the skins of the silkworm cocoon that have been wound up with them. This indeed happens, but never enough, at least not with the native, because it costs too much firewood in comparison, and would thus become too expensive for them. These, however, are major requirements and ought especially to be observed. The native knows all this very well, but never takes sufficient care of it; the craving for profit is his first and foremost aim and end.

856. 857. end, this only makes him primarily care that, as is stated in the Considerations, his spinners make progress and deliver him a large quantity, for the rest concerning himself little about the recommendations that are so persistently made to him regarding the purity of the silk. But concerning the second point, without diminishing the virtue of the Italian, I better agree with what is set down in the Considerations, that silk according to the Italian method of winding can turn out as fine and coarse as one wishes to have it; yet this too requires close supervision, for it is easy to understand that the more Coa or Galetta threads, and thus the coarser the silk is wound, the faster it proceeds, and therefore the less it comes to cost, and the better it suits the native's business; the workman also finds this easier, who then likewise does not fail to take as many of them as he can; one must then, by unexpectedly lifting the basin, see to it that they take no more threads than has been recommended to them; it is well to be expected that this is not much respected by the native, and one can just as little rely on the fineness of their silk as on all the rest, which is why, when the fine threads are being wound, one must keep very close supervision; the thread of this silk is considered in the Motherland to be of great service to the manufactories, and very suitable for the same, and thus preferred to that which is wound according to the native method, which is why this alone deserves our attention, and all difficulties must yield to it, the Masters' service requiring that we make every effort to try to procure the desired sort in the best way, although the same, in the manner we until now find ourselves compelled to wind it, is not without defects. The second main matter, whether to maintain the native method, I also deem very good; little needs to be said about this to commend it, since the Lords and Masters themselves, under certain stipulations however, are pleased to grant permission for this in Their Highests' notes on the demanded silk and findings on that sent via the straits, whereby they are pleased to order: "If, however, this quantity of Italian winding were not to be obtained, in that case, and in that case alone, we desire that the missing quantity to make up the 40000 lb be supplemented with the best sort of Tanny Silk; etc." so that use can be made of this if necessary; regarding the reason given in the Considerations for maintaining the native method, one could only remark that when, as is stated therein, the English forcibly master the Coa or Galettes and prevent the native from winding, it must then become quite as difficult to obtain the Pattence for the native winding as the Coa for the Italian; it has certainly happened many times before that one had trouble getting hold of the Coa when the English, whether for the Company or for themselves, were winding and took whatever Coa was to be had, whereby one had complaints on all sides and difficulty in obtaining Coa for the Italian winding; therefore it is even necessary to maintain the native method as well, in order to be certain of being able to deliver the demanded quantity; I see no difficulty in procuring both sorts, or either of the two, but two requirements are most highly necessary: first, that after the arrival of the ships, and already early in October, one has knowledge of the quantity that is demanded, and secondly, money to make advance disbursements; for unless the native is bound by advances to deliver Pattence, he will, since he can sell his Coa directly, [illegible]
