The wage of a Sepoy as above ƒ 6. 15. — The rice recently brought by the Castor and sold at ƒ 1. 10. — the parra, or the 40 lb, to ƒ 8. 5. — A Sepoy currently earning ƒ 6. 18. — Thus this also turns out more advantageous for the Company, to ƒ 1. 7. — And so, according to the first calculation, makes ƒ 1. 10. —. The Company alone on 200 Sepoys, their officers not counted, will really save in household expenditure yearly a rather considerable amount of ƒ 3630, and according to the second ƒ 3240, which profit indeed merits the trial whether one might not henceforth, at least at this main station, recruit and maintain the Sepoys on this footing. The English give, if we are not mistaken, such payment to theirs. The arrack indeed has no fixed price, but the times that it costs above 28 pagodas are not so frequent that one might not with all reasonableness, 93 that arrangement would save much, at Palliacatta, at least a warehouse, from Ceylon, a further arrangement will be made, how much regarding that and a further arrangement, reasonableness on the part of the Company and of the consumers of that beverage, propose to allow it to be issued according to the average price of 20 and 28 pagodas, that is against 24 pagodas permanently in money and not in kind. If thus all issues of rations were once fixed in money instead of in provisions themselves, there would thereby certainly be saved not only in the work of the dispensary and on the leakages and waste, but also in the clerical work, and no complaints about the quality of the goods would be heard anymore. Here at Palleacatta it would in the first place save for the Company the permanent rent of a paddy or rice warehouse, for which there is none in the fort. And we shall make a further arrangement regarding all this, which we shall have the honor to present for your High Excellencies' approval on a further occasion. With this we have concluded the plan drafted by the frequently mentioned Right Honorable Gentlemen Falck, of blessed memory, and van de Graaf, and the considerations of your High Excellencies upon the same. We testify once more 94 expectation of a favorable consideration in that regard, upon which those arrangements mostly base themselves; that we had indeed wished that we had needed to differ less with that plan. But we live in the humble expectation that with your High Excellencies in this case, the knowledge of the local circumstances of the coast in general and the present conditions will also be taken into favorable and equitable consideration; although we are nevertheless very far from the thought that these our respectful proposals could not be improved. Devoid of all papers, which until now lie at Nagapatnam, but will be retrieved in the next few days, we have based the same solely on the assumption that Palleacatta, or if that place is rejected because of the numerous inconveniences, another of the remaining stations be the main station; for should we regain Nagapatnam, as has been suggested by us repeatedly, the largest part of these arrangements must naturally lapse of their own accord. Also, in drafting these our humble proposals, we had nothing else in mind than the apparent necessity, coupled with the greatest frugality, and these will also always remain the first object of all our actions and proposals. 95 the Council of Justice and the other colleges will be restored in the next few days, most servants are still at Nagapatnam, We shall in the next few days, following the orders of your High Excellencies that have been communicated to us from Ceylon, restore the Council of Justice here, or as soon as the persons who ought to take session therein according to their rank, or such persons as may in some measure be considered to possess the ability for so delicate a post, are at hand here; for from the burgher class no one can be co-opted here on account of such burghers not being found here. And the same shall also take place with the other colleges that previously were at Nagapatnam, in so far as that can take place here. Of the Nagapatnam servants some have crossed over, but the largest part has remained there, apparently because they could not prepare themselves for their departure so quickly as to depart from there definitively before the beginning of the bad monsoon. with the exception, however, of the Minister, continued. the only remaining member of the former Nagapatnam Council there, to be written to shortly, in order to ask all the servants of all ranks and departments who are still at Nagapatnam (with the exception, however, of the Minister Johannes Theodorus van de Werth, to whose choice we shall leave it whether to cross over or not, and this on account of the permission obtained from Your High Nobilities to be allowed to repatriate), in our name, individually head by head, whether he intends to cross over hither with the onset of the good monsoon. To which end we shall also instruct the said Bloeme, when asking the aforesaid question, to announce with emphasis to all the servants who are still present there, that the salary of such persons who might not be inclined to cross over hither will be written off as of the last day of this month, and they shall be considered as dismissed from the service; but that, on the contrary, the salary of such persons who show themselves willing to cross over shall continue to run without interruption sending of a list of those persons, and with what instructions, continued. upon the pay-books of this Government, in order to be paid to them upon their arrival. — And as no errors should take place herein, we shall send the said Bloeme a distinct list of all the servants of the various departments who, according to our pay-books, must still be at Nagapatnam, with instructions to note distinctly next to the name of each servant whether he has declared to him that he wishes to cross over hither at the onset of the good monsoon or not; which list we shall also direct him to send to us at the latest towards the end of this month of November; whereupon we shall finally decide concerning the unwilling, if such should indeed be found there, in anticipation of Your High Nobilities' approval. For notwithstanding the philanthropic considerations of Your High Nobilities not to cast off any old servants, we nevertheless presume that Your High Nobilities cannot have intended to include therein such persons who, by their own choice, remain domiciled in an establishment now belonging to a foreign power. the open accounts, orphan chamber and diaconate fund, and the accounts of persons shall be investigated, as also the negotiated capital at Nagapatnam. We shall shortly, or as soon as the necessary papers are at hand according to the respected letter of the Ceylon Ministers, have various open accounts on this Coast, as also the Nagapatnam Orphan Chamber and Diaconate Fund, together with the claims of the first signatory of this letter, and those of the merchant Simons, the under-merchant Geeke, and the bookkeeper Hasz, for military expenses, accurately investigated by a committee to be expressly appointed; and for a basis of this investigation, with regard to the four last-mentioned accounts, let serve Your High Nobilities' secret letter of 10 June 1783, sent to us from Ceylon. Likewise, as soon as we obtain the papers, we shall cause a most accurate investigation to be made into the considerable capital negotiated by the former Council of Policy at Nagapatnam shortly before the surrender of the city, and for which bonds have since been granted by them; and in making payment, strictly keep in view the stipulations determined by Your High Nobilities, with all that was further written concerning that matter by secret letter of 10 September 1784. the salaries etc. shall be paid, order of Your High Nobilities to have the salaries of the chief paid out, 5000 Pagodas negotiated for account of the Company. The salaries, board allowances, and further emoluments, so favourably granted by Your High Nobilities to all the remaining servants on this coast, from the day that they no longer enjoyed maintenance from the English, we shall discharge as soon as each person's account shall have been properly drawn up, and we are provided with cash through the sale of merchandise. 100 what has been written from Ceylon concerning this, to grant a more sufficient amount, request to grant them an allowance. de Ravallet who, in their capacities as former chief and second of Paggernaikpoeram, as prisoners of war of the English, have not enjoyed the least subsidies since the time their salaries were stopped until they resume their course. In compliance with which order, the said government, in their latest letter of 30 June 1785, wrote hither to allow their accounts to run again from the day they last received their pay, and at the same time to have them reimbursed for all their previously enjoyed emoluments since the time they had to do without them. In this regard, the first subscriber hereof takes the liberty to represent that the enjoyment of his emoluments, which as chief amount annually grosso modo to only P. V. 106.– above his salary, is far too meager to have been able to subsist upon in accordance with his character in those disastrous times, and therefore requests Your High Excellencies with all respect favorably to grant him and the second de Ravallet, pro rata, above their salary and those emoluments, 100 receipt from Ceylon via the Both of diverse goods and ƒ 10,000.– lack of sale of the same, how much of them have been sold. and for the time they were prisoners of war, a more sufficient annual sum, in order to assist them somewhat with the heavy expenses which they necessarily had to incur for their honorable subsistence. The goods from the cargo of the ship Hoolwerf left behind at Ceylon, and the 10000.– guilders in Dutch money, have been duly conveyed and received by the ship de Both, and the merchandise has since been augmented by the arrival of what was sent with the ship de Castor, whose cargo has been duly delivered and accounted for. But it is with the most grievous regret that we must make known our apprehension to Your High Excellencies that these goods will provide no means for the settlement of arrears in salaries and debts, and still less for the continuation of the collection. For since the arrival of this merchandise, we have not yet been able to sell anything worth mentioning. All that has been turned over consists of 151 ¼ lb. cloves, 45 ½ lb. nutmegs, 15 3/8 lb. mace, 1/8 lb. cinnamon, 102 to sell 18800 lb. of rice, why it was resolved, little demand for the remaining merchandise, not to be obtained from sales. no prospect of advancing trade goods upon delivery of linen. 4646.– lb. sugar, 192.– lb. iron, and 18800.– lb. rice; which last item we resolved to dispose of all the sooner in order to prevent the destruction that was bound to be caused therein by termites and dampness, by which this castle is undermined. For the rest, there is just as little demand as if there were no goods on hand here, on account of which we have even been in the utmost perplexity for cash for the administration. The collection cannot be started at all without cash, which we do not have, and which cannot be obtained from sales. It is not even likely that we will be able to advance trade goods for the delivery of linens, for this cannot and may not take place except at the fixed prices. Since these are now not to be obtained, it is as notorious as it is natural that the merchants, if they were willing to take spices and copper at all, would reckon their loss on those goods into the linens they delivered, which are already so greatly inflated that even with a generous provision of cash an increase would have to be granted, and thus they would come to cost far too much 103 which hope is nevertheless small, how much the Company lost at Nagapatnam will be investigated by Bloeme and Scheuneman. to yield a profit in the Netherlands or the Indies that would be worth the trouble, expense, and risk. The only hope we have of being able to make a start therewith rests upon the promises of the Ceylon government to provide this coast with more cash, in proportion as it shall be brought to that island from elsewhere. But regarding this weighty matter, upon which the entire collection will depend, we shall have the honor to report further via Ceylon. As it is certainly of great importance to the Company to know how much it lost in the transfer of Nagapatnam to the English, and that it should know this as soon as possible, we have commissioned to conduct this investigation the under-merchant and invoice keeper Fredrik Willem Bloeme, who is still at Nagapatnam, together with the bookkeeper and former adigar of the villages Johannes Scheuneman; and therefore we shall permit the latter, who had already departed hither notwithstanding his indisposition, to return to Nagapatnam, where all remaining

The manner in which those papers were drawn up, and especially their accusation that Captain Abo, on the voyage from here to Jaggernaikpoeram, had once gone into the waist of the ship in the evening and made the crew drunk, seemed very suspicious to us. And thus, out of fear of danger to the ship, we judged it safest to write to the Jaggernaikpoeram chiefs, as was done by letter of the 8th of this month, to discharge Captain Abo, who has made himself somewhat suspect through his strange behavior, from the command of the ship for the return voyage to Batavia, and to entrust the same to Chief Mate Mulder. For although due to the shortness of time we cannot judge the authenticity or unauthenticity of the complaints, we are nevertheless, with the investigation of those complaints left to Your Right Excellencies, respect and submission to the wiser opinion of Your Right Excellencies, of the view that all the mates together will be able to bring the ship across the sea better than the Captain alone, between whom and his mates no reconciliation was to be hoped for anyway. Furthermore we have granted to Daniel etc. and to Pieter Duvelaar van Cillers, Fiscal at Nagapatnam, the rank of merchant with the salary attached to that office. We have on the same footing, in consideration of what was alleged in your aforementioned dispatch of 20 October and the last day of December, appointed as junior merchants: Dirk Buijs, Pay Bookkeeper at Nagapatnam, and Nicolaas etc. The salaries of the aforementioned servants present in the Indies shall commence, for those who upon your recommendation have been approved or appointed by virtue of their offices, from the day they entered into the actual exercise of the posts occupied by them, and for the remainder upon receipt of this dispatch. Having on this occasion taken into consideration how from time to time requests are made by people here in this country, who previously held some military employment in the service of the Company, to return to the Indies in their former rank, and as it then not infrequently raises doubt whether it is advisable to grant such requests; Thus it has been decided by us that no one who has been employed in the Company's military service with a rank higher than that of sergeant shall henceforth be permitted to depart for the Indies in his former, much less in a higher rank, unless a special recommendation has been granted to him from there by You, or by the government of the place where such person last served. And in order that no one may plead any ignorance of this, we order You to notify everyone in the Indies whom this concerns of this Resolution of ours, we will let this decision serve as our dutiful notice. In order to employ all means that can with any suitability be utilized for the reinforcement of the Company's military power in the Indies, several officers have already been taken into service by us who, under certain stipulated conditions, have bound themselves to deliver to the Company a number of one hundred soldiers each, within the period of one year, counting from the day of their appointment. And as this method of recruitment is indeed underway with rather good success at the presiding chamber, the other chambers have likewise been authorized to make use thereof, as is now about to happen first with the Chamber of Zeeland. Furthermore the Chamber of Amsterdam shall observe, and have already informed, that the salaries of the troops who have been recruited by the aforementioned officers at the said chamber must only commence from the day of their arrival at the place of destination of the ships with which those troops are transported to the Indies, which, as goes without saying, must be understood with respect to the China ships as being Batavia. And and upon arrival in this government, of military men who fall under the adjacent description, Your Right Honorable order, of which extracts have been issued to the pay bookkeeper and commanding officer, must be observed to the letter. And should the aforementioned troops, after their expired contract, be inclined to sail home, they shall then likewise earn no salary on the return voyage, and enjoy only the customary bounty. Against this, however, they are given entirely free equipment by the Company, so that the same troops upon their departure from here shall not be burdened with any transport debt or any other debt. We assume that this arrangement of the Company will in the future be not disadvantageous and for the military men in particular highly beneficial, whilst We permit You and the ministers whom this concerns to pay the troops who arrive in the Indies in the aforementioned manner without receiving any salary, and of whom distinct record shall be kept for the respective chambers on the muster rolls, one month in advance upon their arrival, to be subsequently earned off by them. It having been reflected upon by us that the cartridge pouches which are sent from time to time by the respective chambers to the Indies are not infrequently very uneven, and that this arises because the description of how one desires those cartridge pouches is not made clearly enough in the requisitions; Thus, in order to provide for this, we have seen fit to request the presiding Chamber to send You one or more models of the cartridge pouches in use among the troops of the state, in order to learn from You whether the same could be utilized for the service in the Indies. Our objective being to make this part of the accoutrements of the Company's militia as uniform as possible at all establishments, You shall have to arrange your report accordingly, whereupon we flatter ourselves that the provision of cartridge pouches for the Indies can be put on a simpler, better, and less costly footing; trusting in the meantime that You will make the best use of the stock presently on hand.

situation in which you find yourselves having to accept some goods, as well as principally in consideration of the profit that you think could be gained on these and other articles above others, the preference ought to be given. Such returns you could prepare; but not dispatch the same without having obtained further orders thereto either from us or from the Gentlemen qualified by resolution of 12 February last, unless you, judging it necessary to send us some news with one or more Company ships, thought you should dispatch some goods in the same; in which case, however, the cargo must not consist of very precious goods. We leave it, as we said here before, deferred to your prudence as to which returns you think you ought to give priority, it going without saying nevertheless that if you receive further orders from the aforementioned qualified Gentlemen regarding this, you will have to conduct yourselves accordingly. In accordance with our resolutions of 28 November 1740 and 1 November 1776, we have taken into consideration the opinions of the directors of the textile manufactures and silk mills of the cities of Haarlem and Amsterdam. The aforesaid directors have thought that what is inserted below ought to be requested for the factories of this country; but they have also understood that the state of affairs did not permit making a precise demand in that regard. We have consequently seen fit to send you a note of what was requested by them and at the same time to instruct you to take into consideration to what extent that can be met, without prejudicing the Company's interests in view of the few shipping opportunities to be expected. You shall then have to send the necessary letters for that purpose to the respective ministers and servants, and especially take care that the complaints about the aforesaid goods, if Note of what the directors of the manufactures and silk mills of the cities of Haarlem and Amsterdam have thought they should request, and of the complaints made by them regarding the goods received in the year 1780. Tannij Silk etc. of Fine Coromandel, there is any possibility, are addressed. We have not yet received this small sample, but upon receiving it, we shall, in a collection of cotton yarns, endeavor to meet the requirement of your Right Honourable regarding the winding. Coromandel cotton yarn, 2000 lb is required. The manner in which most kinds of the Coromandel yarn are wound is in no way satisfactory, especially the Paliacat kind, in which there is a kind of knot or snare, to undo which most advantageously one must take great pains in this country, since the necessary reels or frames for such large skeins are lacking. We therefore send herewith a small sample as it is desired to be received; it makes a difference of at least 30 to 40 stivers per pound. To fill the office of Governor-General of the Dutch East Indies, vacant by the death of Mr. Reynier de Klerck, His Serene Highness has been pleased to choose, from the nomination presented by us to His Highness for that purpose, Mr. Willem Arnold Alting, in whose place Mr. Iman Willem Falck has been appointed Director-General. While to fill the vacancies in the Council of the Indies arisen thereby and by the deaths of Mr. Thomas Schippers and Jacobus Johannes Craan, there have been chosen, as ordinary councillors: Adriaan Moens, David Joan Smith, Mr. Jacob Cornelis Mattheus Radermacher; and as extraordinary councillors: Johan Gerard van Angelbeek, Adriaan Boesses, Arnoldus Dely. In informing you of this, we also do not wish to leave you unaware that the appointment of Mr. Falck as Director-General was made on account of the very singular satisfaction which the aforementioned Mr. Falck has always given to His Serene Highness as well as to us in the government of Ceylon, and the readiness actually shown by his honour to continue in that government upon our repeated request. By our resolution of 3 December of last year, we decided to write to the chiefs of Iaggemaikpoeram to provide us with a specific statement of the costs of constructing three thonies, two of which were to be provided with native rigging and one with European rigging. In compliance therewith, those servants sent us two calculations, according to which two of those vessels would cost the considerable amount of N: N: Pag: 2157. 12. and the third with sloop rigging 2097. 13¾, as appears from the statements respectfully accompanying these present documents. Waiver of the construction of the vessels. Request for 3 single-masted sloops. However, in the session of 28 January, we thought proper to waive the construction of those vessels on account of the excessively large sum that they would cost. And since it is impossible to manage here without suitable vessels, we respectfully insist to Your High Nobilities to accommodate us with three single-masted sloops drawing 6 feet, since the rivers seldom permit the entrance of heavier vessels. We therefore take the liberty humbly to request Your High Nobilities that we may be provided as soon as possible with three well-equipped sloops of the above description. 149 Approved hire at Jaggernaikpoeram of a private sloop. The chiefs of Jaggernaikpoeram having communicated by their letter of 4 October that they had hired a private small sloop named 'T Fortuin for 3 pagodas 2 per garce for the shipment of the trade goods brought by the ship De Both for Bimilipatnam, we have approved this, as Your High Nobilities may be pleased to observe from our resolution of 3 December past. Also the provisions supplied there to the ship De Both. Likewise, we have approved the provisions that those chiefs have supplied to the ship De Both of 12000 lb of rice and 400 lb of dried fish, as the master of that vessel demonstrated to be in the utmost need thereof. Reason why that vessel departed too late. The reason for the long detention of the ship De Both having been attributed by the chiefs to the bad weather and the slowness of the master, we have had to pass this over. Submitted findings of the cargo of that ship. The Chief Administrator, in our meeting of 28 January past, having served notice that the chiefs of Jaggernaikpoeram, according to the copy sent here of the findings of the delivered cargo of the ship De Both, had validated to the ship's officers 1 per cent on 366 bags of cloves, this was passed over by us because no validation had taken place here. 150 Remarks concerning the charges made at Jaggernaikpoeram. Errors committed therein. Redress requested. While we must further remark that the servants of Jaggernaikpoeram erroneously debited the pay account of the ship's officers with 83¾ lb of cloves instead of 162 7/8 lb, and 25 lb of nutmegs instead of 30 1/8 lb. As also that on the parcel of cloves in chests, the officers were shortchanged by 2¼ lb in the validation. Likewise, 7 17/16 lb of spelter was not validated to them. To rectify these errors, we decided to note these distinct entries in memory for the account of those who committed them, in India's main place where it concerns Your High Nobilities, with the humble request that the ship's officers, by pleasure of Your High Nobilities, may be respectively debited and credited on their account for the goods short-delivered and over-delivered, and the error committed by the chiefs most favorably excused. A Danish ship got into difficulties here.
