8 October 1785 8 October 1785. was given and proposed, to circulate among this Council for reading, and at the same time to make known the following: 1. That this ship, through the reckless conduct of the aforementioned skipper Abo, was in a fearful condition, and that, without making oneself suspected of dereliction of duty and exposing oneself to heavy accountability, one could not hasten enough to establish as much order therein as the circumstance of time permitted. 2. That there was no time for an investigation, and one also has nothing other than the complaints on the part of the officers (which nevertheless did not seem without foundation), without any exculpation from the skipper. 3. That one therefore could not consider anything other than the danger to the Company's precious ship, into which it might be brought by letting it proceed to Batavia after becoming aware of such far-reaching discrepancies between the skipper and his officers, and which disputes had now escalated too greatly to assume that they would not burst into an open rupture during the voyage, to the notorious danger of the entire vessel; and 4. That a ship could better make the sea voyage with the chief mate (whom the repeatedly mentioned Abo, according to the letter accompanying the petition, had also indirectly threatened to arrest) and the other mates, than with the skipper alone. For all which reasons His Honour was of the opinion that the most prudent course in this matter would be to respectfully leave the right or wrong of the disputing parties to the decision of the High and Noble Indies Government at Batavia, as no investigation could be made here due to the shortness of time, and to send the petition with the letter that accompanied it in copy on behalf of the Company to the chiefs of Jaggernaikpoeram, and to order them to dismiss the repeatedly mentioned skipper Abo from the command of the ship de Both for the return voyage to Batavia, subject to the disposal of Their High Excellencies, and to confer the same upon the chief mate Jan Cornelis Meulder, and to let the said Abo travel on the same vessel as a passenger without the slightest authority, while retaining, however, the use of the skipper's cabin and the observance of civil politeness toward his person. Furthermore, immediately to release from arrest the second mate, whom the said skipper Abo had caused to be arrested without the other officers knowing any reason for it, as they attested, and to have him perform his duties as before. However, since it might happen that the number of officers would thereby become too weak for the necessary duties on board, His Honour further proposed to authorize the chiefs to supplement their number with another person, for example the freeman Manuel Theodorius residing there, who has a fair knowledge of navigation, or some other capable man, and to place such a person on that vessel with the pay of a Third Mate, subject to the disposal of the most highly esteemed High Indies Government. And furthermore, by a postscript after the letter that is to depart with the Castor, to respectfully give Their High Excellencies notice of this vexatious case, while sending the original documents. The Council, judging what was proposed by the Gentleman Commander to be the most prudent means that could or should be employed in this matter, fully confirms itself to those proposals made by His Honour, and it was furthermore agreed to keep a record of this. That, proceeding upon this supposition, and even more upon the local knowledge of the condition here, one humbly judges that one cannot calculate the number of Servants or their offices according to the standard of Malacca. That the situation of the places on this Coast with respect to the unloading and loading, and the times at which these must sometimes take place, would make the introduction of a fixed sum not a little difficult; That more obstacles etc. which one does not foresee now, but which would probably present themselves in the future, might arise against it; that thereby such a plan would be subject to continual representations from those on whom the handling of goods and the unloading or loading of ships would incumbent; that such representations almost always give rise to increases and alterations which are not always advantageous to the Company. With further orders to the said Bloeme, when making the aforesaid inquiry, to announce emphatically to all the servants who are still there in being, that the wages of those who might not be inclined to come over hither 273. In fulfillment of the esteemed instruction of Their High Mightinesses, written to Ceylon by secret letter of the 10th of February 1784, to grant to the present Governor of this coast and the Junior Merchant De Ravallet, as former Chief and Second of Jaggernaikpoeram, some allowance on the grounds that, as prisoners of war of the English, they had not enjoyed the least subsidies since the time that their wages had stopped; it being instructed regarding that matter by the said Ceylon government in their latest letter to this place of the 30th of June 1785, to let their accounts again run their course from the day that they last received their salary.
