A letter dispatched to Bombay The 18th of July anno 1786. before noon All present After the last preceding resolution of the 7th of this month was reviewed and approved, it was recorded that, pursuant to what was resolved on the aforesaid 7th of this month, the following letter concerning the matter of the outgoing toll, dated the day before yesterday, was dispatched to the Bombay Government. Bombay When Your Honors' Ministry at this place in the year 1778 saw fit to prevent the Honorable Dutch Company in a privilege that it had freely exercised until that time, namely to export its merchandise, after it had paid the customary tolls at Suratta upon import, free of tolls to whatever place desired throughout the entire Mughal empire, we applied for the purpose of redress and removal of these obstructions, first to the aforesaid ministry by our letters of the 5th of October 1778 and the 2nd of February 1779. The Director testifies to the impossibility of negotiating funds for the Company, and the brokers are unable to dispose of any merchandise this season, in answer to which Your Honours, in your reply of the 18th December last, were pleased to say, we cannot take it upon ourselves to decide in a matter of so much consequence, but for your complete satisfaction we shall put the entire subject in order and send it to the Honourable Gentlemen Directors, their superiors, with faithful copies of every paper, whose express orders we shall request for our governance; but to our further letters of the 26th February and the 26th September 1780, and the proofs annexed thereto that the Company has always enjoyed this right undisturbed, even after Your Honours became the masters of the Surat Castle, Your Honours have not honoured us with any answer. The right itself is, however, of all too much importance, and the damages that the Noble Company has suffered from the hindrances caused by Your Honours are all too great, for us to delay any longer in most urgently requesting Your Honours, Gentlemen, once again to lift the hindrance brought about as aforesaid, or to inform us in your answer, with which we hope to be honoured, what prevents Your Honours from letting us enjoy such an indisputable right freely and without opposition. And in case Your Honours should still be awaiting orders from your superiors, we further request that Your Honours, in order to prevent greater disadvantages to the Noble Netherlands Company, be pleased to embrace the provisional accommodation proposed by us in our missive of the 25th February 1780: namely, that a separate account be kept of the merchandises we shall export, or otherwise, if Your Honours deem it better, that we in the meantime consign the amount thereof in specie with Your Honours themselves, or wherever you shall see fit, until this question is finally decided. Finally, we request permission to acknowledge the receipt of Your Honours' letter of the 8th of this month. After which the Director presented to the assembly that His Honour, notwithstanding all humanly possible efforts made to that end, was utterly unable to negotiate any more funds at interest for the Company, whatever advantageous offers he had made for that purpose, while it was equally impossible for the brokers at present, being in the middle of the rainy season when all trade to the outside is stopped and at a standstill, to dispose of more than the already delivered and paid-for merchandises to an amount of circa one hundred and eighty thousand rupees, 356. 357. The 18th July anno 1786. and it is of the highest necessity that the suppliers are provided with funds, deliberation on the least detrimental expedient to obtain at least the amount due on the old contract, to persuade them to accept 100 bags of nutmegs at a further discount of 5½ per cent for prompt payment, even at nowhere near the prices they pay to the Company; as, according to the entry in the resolution of the 7th of this month, nutmegs were recently sold in Surat for 592 rupees per 181¼ lb, making 326 13/24 per 100 lb, and thus full 42½ rupees or 6 1/16 per cent less than the fixed prices, while Japan copper, for which these offices have paid 59 rupees, is now worth no more than 53 rupees per 100 lb, below which price the English Company recently had to sell its copper at auction; that, however, since time is already so far advanced, it has become of the highest necessity that the Company's linen suppliers be provided with funds to make the collection for the Netherlands and the Indies if goods are to be provided for shipment, these servants, whose credit has also fallen along with that of the Company, having declared to the Worshipful Master that it was now entirely impossible for them to obtain linens as long as they remain unprovided with funds, or at least if the sum of 37,282.38 rupees, which the Company owes them on the goods delivered, is not paid to them; and that it is therefore no longer avoidable to proceed and resolve upon some expedient to obtain the indispensable funds, primarily for the collection of goods; wherefore His Honour, declaring that he had convened the members solely to deliberate on the least detrimental expedient, submitted to them for serious consideration how best to act in this matter. And this having been deliberated, the Council was unanimously of the opinion that, since one must, because of the consequences in a country where an example becomes a custom, carefully guard against offering or paying higher than the usual interest of three-quarters per cent per month as well as against the payment of the batta or agio of the exchange bank, which is now full 3 per cent, no other means remained to satisfy the suppliers of funds, resolution to offer the brokers prompt payment,

The 18th July 1786. — The 18th July Anno 1786. of the arrears to the suppliers, than to try whether some means might be found, either by the brokers themselves or through them, to persuade some other merchant to immediately receive from the warehouses a quantity of 100 bags of cloves, making 18125 lb, at the fixed price of 312 dop: the pond, being 63,437½ rupees, and to allow a discount of 5½ per cent for this early receipt and immediate payment, to the debit of the account of charges on merchandise. And the more so because the disadvantage which the Company will suffer by this discount is by no means as disadvantageous as it might seem at first sight, when one considers that Their Honors, to balance the aforesaid 5½ per cent which will be discounted to the buyer of the cloves, and again because he takes them at a time when others are sold for rupees 326 17/44 per 100 lb, being, as said, 6 7/16 per cent below the Company's price, and that because of the season they must still lie for fully 2½ months before they can be transported, gain the interest on an equal capital for five months, being 3¾ per cent, which they would otherwise have to pay to the lender of the money, not only that they are relieved of their merchandise, but that their interest also requires that they should rather lose or spend the remaining 1¾ per cent in these times, than that they remain deprived of the profits on the returns for the Netherlands and India; thus it was approved and agreed to make use of the aforesaid means as soon as possible, if there is any possibility to do so. After the last preceding resolution of the 18th July last was reviewed and approved, it was recorded herein that on the 13th of the aforesaid month of July, a missive was received from the Governor and Council of Bombay, dated the 8th preceding, of the following content: To Abraham Josias Sluijsken Schildkamp Director, together with the Council for the affairs of the Dutch Nation at Suratta Gentlemen! The 11th August 1786. — approved the specification presented thereof by the Moedij amounting to Rps: 7451.. to credit ordinary carpentering and to form an account for the assembly hall of Justice, And which specification having then been reviewed with the requisite attention and it being taken into consideration, that according to the resolution of the 19th August 1766, the building of this assembly hall of Justice, as well as of the rooms or slave quarters, warehouses etc. only made of wood with walls of double bamboos filled inside with earth and plastered on the outside with lime /:not counting the House of the Chief Administrator, which having now been heavily damaged by the storm of the 21st April 1782, and having been left without repair by the English, likewise required a major restoration:/ did indeed cost 8172 1¼4 Rps: and that therefore this renewal, by which the assembly hall of Justice, together with all the outbuildings (:which, having all rotted and been blown down, absolutely required the same according to the report of the Express Commissioners of the 31st December 1784:/ as well as the House itself have been made of stone and lime and thus will not require any repair for years, is 720 9/18 ropps: less, so the assembly was unanimously of the opinion that the submitted bill cannot be considered otherwise than very orderly and moderate, the more so when one considers that in it is included the making of rain shutters for the entire House and the proper painting and coating of everything, after deduction of which the expenses of renewal and repairs come to 6552 rops: 34; so it was approved and understood to approve the said account as such, and for this amount to credit the account of Extraordinary carpentering in the books, and to form against it an account of renewal of the assembly hall of Justice etc. to continue running until Their High Noble Lordships' favorable qualification for write-off shall have been obtained. 370. 371. The 21st of September Anno 1786. is enclosed by a wall, not only greatly protected from the danger of fire, but also to some extent placed in a position to repel the attack of a violent mob, now to pay the agreed sum of 8000 ropias for the wall and 1200 ropias for the house of the ensign. Whereupon having been deliberated and taken into consideration, not only the usefulness and necessity of this work, but also at the same time that the cost of this wall with the house for the ensign attached thereto, amounting together to 9200 ropias, very little exceeds that which, according to the resolutions cited above of the 6th of February and the 21st of August 1759, was paid at that time for making an enclosure of beams and mill planks with a guardhouse for the military personnel at the same place and extent where the wall is now constructed of masonry, amounting to 7170.31 ropias; thus it was approved and resolved now to validate the aforementioned sum of ropias 9200 to the Modi, and to credit the account of extraordinary carpentry therefor under the end of August last, debiting the perimeter wall of the Honorable Company's shipyard, so to remain outstanding until such time as their High Noble Lordships' favorable authorization for writing it off shall have been obtained. While it was furthermore resolved also to approve the cost agreed upon in the aforementioned contract for the repairs made to the meeting hall of the Council of Policy, the laying of a new floor in the same, and the plastering of the walls inside and out, amounting to ropias 572, and in like manner to credit the aforementioned account of extraordinary carpentry therefor, debiting the account of carpentry and repairs. Pursuant to a memorandum of the merchandise received and weighed out in this financial year, delivered to me, the undersigned Chief Administrator, by the Junior Merchant and Warehouse Master Wiardi and attached hereto, it appears that on the formally closed items the following short weights were found, namely: 241 lb on the 39975 lb of cloves taken in here, making for ship and warehouse short weights 5/8 percent scarcely; 4 lb on the recorded 160 lb of cinnamon, making 2 1/2 percent for as mentioned. Note: this short weight was caused by the opening and sorting of a bale that had become wet. According to the general regulation regarding the writing off of short weights and deficiencies etc. of the 15th of August Anno 1764, there may be credited to the warehouse master on the following three formally closed parcels: 203 lb or 7/8 percent on the Japanese copper in bars, 75 lb or 1/8 percent on the Bangka tin, and 12 7/8 lb or 1/8 percent on the lead in pigs; the remaining shortage of 118 3/4 lb or 1 7/8 percent on the last-mentioned mineral having to be reimbursed by the named warehouse master to the Honorable Company at the sale price.
