400. 401. The 21st of September 1786. The 21st of September anno 1786. Report from the pay-ledger keeper concerning the Moors: that the said employee, in compliance with the resolution of this assembly of the 4th of March of this year, has drawn up a list of all those Moorish seafarers who, on the last of June 1782, were alive in Batavia or elsewhere, along with what stood to their credit or debit in the books as of the last of August 1781; and that, having credited these same Moors in the aforesaid list with one year's wage, as well as debited them for what they received and consumed in Batavia or elsewhere, the same now shows the state of the accounts of those Moors who, according to your Right Excellencies' resolution of the 13th of September 1782, were immediately made formal, at the time that same formalization took place, on the last of August of the same year. And secondly: That subsequently, upon confrontation of this list drawn up as described above with the roll received from Batavia dated the 10th of August 1784 of the same Moors formalized as of the last of August 1782, as well as with the lists of those who died and were found absent since mid-December 1783 until the last of June 1784, and also those captured with the ship De Vrijheid, it appeared that after deduction of the 181 heads who went absent or missing from July 1780 until the 9th of July 1781, at least not found on the Batavian lists of the latter date from the first examiner Radder; as appears from the report of the pay-ledger keeper inserted in the resolution of the 4th of March aforesaid, there were still fewer formalized at Batavia than are known on the Surat lists, namely a number of 108 heads, being 2 sarangs, 4 tandels, and 96 sailors, who are owed a sum of ƒ 21004. 7. 8. after deduction of those standing in debit. And that the said pay-ledger keeper afterwards, having deducted from the aforesaid Batavian roll of the 10th of August 1784 all deceased and absent persons, both from the death lists received from Batavia dated the last of June 1784, and also from two received death accounts and the roll of the crew taken prisoner of war with the ship De Vrijheid dated the 24th of January 1783, he, the pay-ledger keeper, found that according to the books or lists as of the last of August 1784, there would still remain running and present in Batavia a number of 17 sarangs, 13 tandels, and 201 sailors; to which were subsequently added the Moors sent with the ship Trompenburg in January 1785, consisting of 6 sarangs, 6 tandels, and 138 sailors, so that there were then known here in Surat 23 sarangs, 19 tandels, and 339 sailors, or together 382 heads, which according to the latest lists received with De Diamant had then again decreased to 278 heads. Thus, after prior deliberation, it was approved and resolved, in consideration of the fact that the Director, as appears from what was noted in the resolution of the 7th of July, has succeeded in satisfying the agents of these Moorish seafarers, as well as the native government, and in obtaining from them, under the Great Seal of the City Governor, a complete receipt and acquittance stating that they have been paid for all those wages.

404. 405. The 21st September Anno 1786. The 21st September 1786. and resolution not to form books, but to let it rest as such, and to handle it as in Bengal. Price Current for 1786/7 approved. Settlement with the brokers. and monthly wages, which the Moorish seamen who, before the Wharf was taken by the English, and thus before the 14th June 1781, were provided by them to the Company and sent hither, and who have died, gone missing, and deserted at Batavia, Malacca, or any other place, indeed who are gone and are no longer found in the papers, with the promise never to make any action or claim on this account against the Noble Company, as the same receipt is entered into the aforementioned resolution; to instruct the Pay Bookkeeper to let the matter rest with the list now formed as aforesaid of those Moors who were in existence at Batavia on the ultimo August 1782 and were immediately made formal, and henceforth to form no more books of the said seamen, but to handle them according to the orders of Their High Mightinesses following the manner in which they are handled in Bengal. The ordinary settlement of the Merchants and fellow brokers Laalla Raamnazaan Sieuw Naraam and Taratjont Nagerdas having been kept according to order, it is found in agreement with the Trade Books of this Directorate that during the past financial year 1785/6 they have received from the Company's Warehouses in Goods for: Rupees 223700. 38. And that against this they have paid into the Cash: 242038. 43. such that their Account stands ahead: Rupees 18338. 5. it is understood to keep this note thereof. There was submitted to the meeting the Price Current formed by the minor administrators alongside the Honorable Head Administrator for the current Financial Year 1786/7. Whereupon deliberation having taken place, it is approved and understood, since the stated prices for which the first-mentioned Servants bind themselves to make the delivery during the course of the aforesaid financial year do not exceed those of the past year, 406. 407. In accordance with what we communicated to your Honour in our letter of the 17th last, we have given notice to the Honorable Governor General and Council of your demand for the restitution of your Factory at Brootchia, and in answer thereto, they have informed us that they would refer the same with their first letters to Europe to the Honorable Court of Directors. We have had the honor to receive your letter of the 18th of September last, by which you are pleased to give us notice that the Governor-General and Council of Calcutta would refer our claim for the restitution of our factory at Brootchia to the meeting of your Honorable Directors. It is furthermore understood that the 4 pieces of black broad baftas found short in bale No. 636 at Amboina shall be made good according to the order by the Suppliers and Bazaar Commissioners, in whose presence the packing took place in 1780; with a respectful request to Their High Excellencies to make such provision that as soon as any shortage is discovered in a bale at the place of its destination, that same bale be weighed and reported how much the difference is with the gross weight written on the bale, to serve as proof against the Suppliers, whom one cannot bring to make compensation without great difficulty, unless it be proven that in a bale of 50 pieces which weighed 295 lb at shipment, four pieces or 2/25th, being almost 1/12th part, were miscounted, and that such would not have been immediately discovered upon the first weighing here, especially as it must give a difference in weight of 22 lb, as each piece of these cloths weighs fully 5½ equal pounds. It was approved and understood to place the received petition presented to Their High Excellencies by a certain Badur Beram, Sarang of a crew of Surat Moors, together with the attached report to the Head of the General Pay Office and an extract from Their High Excellencies' dispatch, into the hands of the pay bookkeeper Meijer, with orders to verify whether anything has been disbursed here to his family in deduction of the requested wages. The received returns of 5 per cent cash money on the sale in 1783 and 1784 in the Netherlands to be delivered to the Head Administrator to make a distribution. It was understood to assure Their High Excellencies, with humble thanks for the merchandise sent, that at this office all possible care is taken in drawing up the requisitions. While finally it was approved to supply the requested ninety-one lasts of wheat per the ship De Geregtigheid, if the same can be obtained for a moderate price; And to let the further received orders and commands of Their High Excellencies serve for compliance and observance, and to have the necessary extracts thereof issued to the places and to whom it belongs; It having been taken into consideration that there is also among the aforementioned enclosures a Project Requisition for the Netherlands for 1787, or rather an indication of the quantities and types of cloths that the warehouse masters most desire, it was approved to conform thereto as much as possible in the collection and supply with regard to the cloths, and with respect to the contracted cotton yarns to proceed with the collection and dispatch for the understood reasons. Deliberation regarding that, for the inevitable advances to the suppliers to fulfill the requisitions, on account of the absolute necessity to negotiate and take up all the cash that can be obtained here at an 8 per cent rebate or 92 per cent, adding thereto that if this meeting should decide to enter into negotiations with them concerning the sugar and the tin separately on condition of money upon delivery according to the old custom, they would make a further and higher bid. And having thereupon deliberated, with all the attention that a matter of such importance requires, it was taken into consideration, principally: That whereas, due to the small import with the Diamant, one has been unable to discharge the debts which one necessarily had to incur to secure the very considerable shipments pro patria and for Batavia, not only that, but at the same time through the mistrust of the merchants one has become unable to negotiate further and new capital for the unavoidable advances to the linen suppliers, one is now brought to the absolute necessity of obtaining cash, if one wishes to fulfill the received requisitions for the Netherlands and the Indies, which amount to approximately over 358,000 rupees, and not send the ships back empty, to immediately advance at least one hundred thousand rupees to the suppliers, and that, supposing this meeting were still able to negotiate that sum on interest, it would be under the necessity, just as all other merchants, to pay the 8 per cent rebate, in addition to the usual interest. That following from this, that in the outcome for the Company it is far to be preferred that it sells its trade goods in this unfavorable year, which no one could have foreseen, since this arises from the conduct of the English Company to which its great embarrassment compels it, for somewhat less than that it should negotiate the indispensable funds for the purchase at such an exorbitant interest and rebate, if it were at all obtainable, it can only be a point of deliberation whether one shall sell the entire cargo of the Geregtigheijd or the sugar and the tin alone, and regarding which it was again considered that a sale of the sugar and the tin, amounting together only to approximately 150,000 rupees, on the one hand is only able to procure a provisional assistance of money, since thereby one receives barely the amount of half of the requested returns and would immediately find oneself thereafter in the same, indeed an even greater embarrassment, while on the other hand it is much to be feared and hardly to be expected that the prices will rise in that short time, at least not of the spices and the copper, as concerning the first article from the import of the Diamant there is still a good quantity in the city, which the merchants have had no opportunity to send to the upper countries, because that ship arrived here so late and just before the bad monsoon, and at least with regard to the copper no higher market can be expected as long as the English copper is not out of the way and that company ceases to sell the same at such a low and shamefully market-ruining price, it was therefore unanimously resolved to carry out the sale of the entire cargo of the Geregtigheid undivided on the most advantageous conditions and at the highest prices, to which the Lord Director expressly requested all the members to contribute their share, if an opportunity should present itself to them by searching for merchants. 446. 447. The 3rd of November 1786. and Paliacat letters, together with the advices of the two last ministers, as also a packet from the Lords Majores dated the 25th of November 1785, and a duplicate missive from Their Right Excellencies dated the 26th of July 1785, received, together with a demand for gold and silver paper, which will be fulfilled as soon as possible. One of the 26th of July, also in original and duplicate, solely to accompany a packet of letters from Their Right Excellencies. And yet another from the frequently mentioned Gentlemen Ceylon ministers dated the 5th of August, together with the copies of the missives dispatched by Their Excellencies to the Lords Majores and Their Right Excellencies. And finally a letter from the Paliacat ministry of the 15th of March 1786, accompanying their advices, for which it was agreed to express thanks to Their Excellencies and to answer all the aforementioned letters at the first opportunity. After which was subsequently opened the additionally received packet from the Lords Majores, which was found to be: A missive from the Committee of Directors at the Assembly of the 17, dated Middelburg the 23rd of November 1785, solely to accompany the extracts from the missives written by Their High Mightinesses to Their Right Excellencies, together with some enclosures, which were found to agree with the register. All present, Except the Secretary van Polanen, the Cashier Piper, and the Junior Merchant van Eijk, due to indisposition. After resumption and approval of the preceding resolution, the Lord Director made known to the assembly, with the merchant brokers, how His Honour, pursuant to what was resolved on the 2nd of this month, having entered into negotiations with the merchants and brokers concerning the sale of the entire cargo of the Geregtigheid, had now brought it so far that they came to bid for the spices the fixed prices of 350 rupees for the cloves, 400 rupees for the nutmegs, and 600 rupees for the mace, all per 100 pounds; furthermore, for the powder sugar 12 4/5, the Japan copper 57½, the tin 38, the red lead 16 2/8, and the elephants' teeth 133 1/3 rupees per the same hundred pounds, in prompt cash after deduction of three per cent discount and 1½ per cent brokerage, on condition that they shall pay for the goods upon collection, which will have to take place before the end of August next; that they nevertheless will immediately advance 150,000 rupees to the Company and receive 2 per cent for that without encumbering Their Honours with any other discount, and thereafter advance further to the Company as much money as might be required at the usual interest of ¾ per cent per month and no more; whilst this assembly would bind itself not to sell the cargo of a second ship, if another should yet appear as rumour had it, earlier than the 1st of March next. Gouseedjen, in order to examine and decide the pending dispute between this person and the third broker Praemsinker Govenram as heir of his father, the also deceased broker Gewertam Roederam, concerning their mutual accounts since 18 or 20 years past, having judged best, as he himself is ignorant of the native language and script, to have these accounts and the disputes arisen therefrom examined and to submit them to arbitration for a mutual decision to four good men chosen by both sides, the aforementioned Edeltjen Kauwtyjcat and Praemsinker Govenram had been summoned to appear before him on the 8th of this month, and had been ordered in the presence of the members of this Council Meijer and Roeff to choose from both sides two good men according to their discretion within the time of 6 days for the aforementioned purpose, and to submit their names to him, the Lord Director, The said Lord Director having at the same time and in the presence of the aforesaid Council members Meijer and Roeff further notified the aforementioned Edeltjen Kauwtyjcat that if he should have any outstanding claims for the benefit of the estate of the aforementioned Mandchergie Gouseedje, either separately or in company with the also deceased broker Gowerdam Boedekam, he should hand over the accounts thereof to his Right Honourable Ruler if he sees fit, with the promise that his Honour would have them translated and would intercede with the Nabab and the English Chief and make the necessary remonstrances for the recovery and obtaining of the same. After which it was noted: That into the service of the Company as sailors were engaged on the 30th October last Joseph Francisco of S:t Michierl, and on the 7th of this month Simon Rodrigos of Quimbet, who have been placed on board the Geregtigheid. And that on the contrary have deserted from the service of the same Honourable Company, on the 12th of this month the sailor Paulus van Onselen of Schiedam, who has entered into the actual service of the English, and on the 16th following the sailors Simon Rodrigos of Quimbet, who had been engaged into service a few days prior, and Emanuel Cattano of Port à Port, these latter two by means of the boat of a Horaij from on board the ship lying in the roads. After which the Lord Director gave notice to the meeting that the Governor of this city a few days ago, through the Company's brokers, had informed him, the Lord Director, to ensure that the annual present be paid to the chauth collector of the Marathas of Poena, as the said chauth collector by force prevented some linens coming from outside from being brought into the city, and would not permit such until he, the Nabab, should have arranged that the same presents be given to him by the Dutch, whereby many merchants came to suffer great damage. That he, the Lord Director, thereupon having promptly replied through the same brokers, that however much it grieved him that the city merchants suffered damage through such an utterly unreasonable and violent conduct of this Maratha, it was impossible for him to comply with his demand, as there was no precedent that the Company had ever given any ordinary annual presents, and that if anyone among the previous chauth collectors might ever have enjoyed a single very small present, such had been out of the ordinary and for some goodwill shown; that in fact it had been the custom that when a new chauth collector paid his first visit to a Dutch Director, the latter entertained him and his retinue with betel and rosewater, which he, the Lord Director, was also very willing to do, with the further addition that while the Company 472. 473 The 25th November anno 1786. These matters had remained at that until yesterday, when information was given to him, the Lord Director, by the Company's linen suppliers, that the aforesaid chauth collector was detaining by force at Mriouw, about an hour and a half from the city, the aforesaid linens, which had been manufactured at Randeer, uid Clissch, and other villages and were being transported to the city, and would not let them pass; and that, since the messages which his Honour had caused to be sent this morning as well to the chauth collector himself as to the Nabab and the English Chief had until now been of no avail to get the same goods released, he, the Lord Director, must propose to the meeting, that since the prolonged detention of these linens, which all consist of home assortments, could cause one to be frequently rendered unable to fulfill the home petitions, and that it is therefore of the utmost importance to have this matter settled as soon as possible, in case all further representations to the Nabab—to the end of persuading this chauth collector to leave the goods of the Company unmolested—should be found ineffectual, to address themselves immediately by letter to the English Chief and Council in the capacity of Governor of the Mogul's Castle, and to request of the same to be pleased to take care, in accordance with their obligation, that the Company's operations enjoy an undisturbed progress and that this Maratha cause no hindrances thereto. The under-surgeon of the ship de Geregtigheijd into this Directorship, and the third-surgeon of this Directorship with promotion to under-surgeon placed on that vessel. Disposition on the Findings of the the Geregtigheijd could be satisfied with a small gift for this single voyage, it was approved and agreed to conform to the proposal of His Honor and to turn the same into a resolution of this meeting. Finally, it was agreed, upon his request made thereto, to permit the under-surgeon of the ship de Geregtigheijd, Johan Carel Muller of Crombag, on account of his sickly condition, to remain here and serve as such in this Directorship, and to let the third-surgeon stationed here, Jan Fredrik Wesel, transfer back aboard the aforementioned ship, with his promotion, subject to the highly favorable approval of their High Excellencies, to under-surgeon at the salary of 20 guilders per month and the customary bond of years, also considering the good testimony that Chief Surgeon Peperhoven gave regarding his capacity in his trade, and that he has almost completed his bond.
