196. 197. The 7th of April Anno 1786. — The 7th of April Anno 1786. By the disposition on an invoice of account and credit dated Batavia the 12th of August 1781, it having been decided on the 30th of May 1785 to allow the 3200.— rupees which were received there with 2000 rixdollars in reduction of the aforementioned bill of exchange on account of charges and discharges, to run on until the further order of Their High Nobilities, it is now understood to write off the aforementioned account, and to debit the account of Mancherji Kharsedji & Govindram Rudram for the adjacent rupees 8800.–, which were not received from the former Chief of Padang. — The opposite ƒ330.–, which were entered in excess by mistake, because the 3 1/33 percent discount was forgotten to be deducted from the reduced Ducatoons, are to be charged back to Batavia with the first outgoing invoice. — The opposite amount is approved to be written off to the account of previous years' profits and losses. The adjacent sums are understood to be counted into the cash, except for the commission money of the third master, for which he must be debited on his salary account. 17. Conform to Their High Nobilities' resolution under date of 5th July 1785, this Directorate is charged back the Rixdollars 5500.– or Rupees 8800.– debited to Sumatra's West Coast by resolution of the 24th of April 1781, in settlement of the remainder of the bill of exchange of Rupees 12000.–.– received at that time here in Batavia from Surat and endorsed to The Honorable Company, charged to the then Commander there Jacob van Heemskerk, and since no payment could be obtained from the aforementioned van Heemskerk, this amount must there in Surat by the brokers Mancherji Kharsedji & Govindram Rudram as drawers of the mentioned bill of exchange again be paid to The Honorable Company with Ducatoons 3300.–.– ƒ10890.–.– Note: These Ducatoons are indeed well reduced at ƒ3. 6.– each with ƒ10890.–.– Yet the 3 1/3 percent rebate has not been deducted and the same amounts to „ 330.– Remains ƒ10560.–.– When there is now added to this the amount paid in cash at Batavia by the attorneys of the aforementioned van Heemskerk „ 3840.–.– the amount of the bill of exchange comes to Rixdollars 1200.- or ƒ4400.–.–. And thus, subject to correction, ƒ330.–.– is charged too much. 2. /. As far as the account of the former warehouse master at Surat Nicolaas Welmbers, according to Their High Nobilities' resolution of the 20th of October Anno 1780, in the Batavia Trade Books under ultimate February 1781 is credited, on account of the share debited to him b/. By an invoice dated Batavia in the Castle the 14th of October 1785. Two letters from the English ministers received, together with the 3 books, of which 2 in the secret chest The Lord Director having presented the following two letters from the English Surat Ministry, dated the 28th March and the 4th of this month, with which they now send back three books, being those which had remained in their possession at the surrender of the Directorate, of the following content: To the Right Honorable Worshipful Lord Abraham Josias Sluijsken, Esquire, Chief for all affairs of the Dutch Nation, and the Council at Surat. Gentlemen! We have the pleasure of enclosing herewith a letter from the Honorable Governor and Council at Bombay addressed to you, as well as returning 2 books or memoirs mentioned in your letter of the 20th instant; had the third not been misplaced, we would have attached it herewith; however, we expect to receive the same at the first opportunity. The 7th April Anno 1786. one filed at the secretariat The secret incoming and outgoing letters to and from the Lord van de Graaff to be requested from Their High Nobilities On the missive from Bombay regarding Broach letter of the Lords Mayors of 16 November 1742, 2 September 1743, 5 December 1744, the 6 September 1745, concerning the Surat office, the second in the posthumous memoir of the late Lord Extraordinary Councillor and Surat Director Senff, and the third in the Ceylon dispatches from the 8th February to the 18th March 1781, to store the two first-mentioned again in the secret chest and to file the last-named at the Secretariat. And as it now appears that the secret outgoing and incoming letters of the Lord Extraordinary Councillor and Ceylon Governor van de Graaff as Director of this Directorate have gone missing, without it being known where they are, it was resolved at the request of the Lord Director to write to Their High Nobilities by the first departing mail to request further copies of the same. The Lord Governor and Council of Bombay having reported by missive of the 23rd March last that they, being unable to give us any other answer regarding the reclaim made of the Broach office Gentlemen! We have had the honor to receive Your Honors' missive of the 21st last, repeating Your Honors' request to be restored to Your Honors' factory at Broach; and as it is not within our power at present to give Your Honors any other answer to this demand than that which is contained in our letter of the 3rd November 1784, we have resolved to forward immediately copies of your letters on this subject to the Honorable Governor-General and Council at Fort William with a request for their order, of which Your Honors shall hereafter be properly informed by us as soon as we shall receive the same from the governing power in Bengal. To have the opposite weapon supplies that were found unserviceable repaired, as they were weighed and delivered to the ship authorities at Cochim in closed chests; to allow the 13 1/3 percent on the arrack to be written off, as well as the 2 2/3 percent on the distilled waters, in which they are; to also charge the ship authorities on their account, as with regard to the copper above, for 15 1/2 cans of linseed oil; to have the adjacent written off, and while concerning the hour glasses and sailmaker's gear from the vessel operator, who excuses himself that, as he does not understand the Dutch language and what was written down was not understood, he could not know, though the certificate from the Captain Lieutenant shows that it was not received on shore, and 6 2/3 percent on the vinegar. Found unserviceable: 20 pieces of muskets requiring repair both to springs, screws, and bayonets 6 bayonet scabbards, irreparable 1 screw of the drum 2 cutlass scabbards, due to deficiency of their hooks For the rest, everything received to the satisfaction of the aforementioned administrator. By the Chief Surgeon of this Directorate, Daniel Peperhoven, the medicine chest was received with satisfaction according to the catalogue. The drinks, wet provisions, and dispensary necessities invoiced per this vessel were received by the bookkeeper and storekeeper Antonij de Sille in the following manner and properly stored in the Honorable Company's provision warehouse, namely: Surplus or deficit: Arrack Batavia, branded at the bung K: W. and on the bottom 2. 4/21., invoiced in 40 leagers: 14400 cans. Here, the said casks were accounted for, good in taste, with: 12480 cans. Deficit: 1920 cans. The 16th of April, Anno 1786: And finally, to have the poldavy received and accounted for just as it was received, namely 5 pieces of poldavy of 80 ell each, and 5 pieces of French sailcloth, 74 ell long and 1 ell wide. Beside the said sailcloth, it has been issued here in the same manner as it was received at Batavia. Thus disposed of and entered in the margin on the day, month, and year aforesaid. Thus respectfully answered at Suratta on the 15th of April 1786. Was signed: Cochin, to debit the validated amount for what was unloaded there from the ship. Formal demand for merchandise, etc., for the year 1786/7 approved. The Lord Director having presented a formal demand for merchandise and provisions for this trading post for the upcoming financial year 1786/7, drawn up by His Esteemed Self together with the Chief Administrator, it was, after prior mature deliberation, approved to dispatch it as such, and thereunto very humbly and urgently to request Their High Excellencies that the same may be granted, in consideration both that now that peace is restored and the flag of the State flies from this Directorate, the merchants from the inland are returning hither and trade seems set to revive with renewed strength, and because those goods are very much needed here to be able to pay off again the heavy debts contracted through the large shipments from Europe and the Indies, to relieve the Company from the payment of the pressing interests, to restore the credit of the Company, and if necessary still to provide it with funds. It was approved and resolved to present to Their High Excellencies, with a favorable recommendation from this assembly, a petition addressed to Their High Excellencies by the secretary Van Polanen de Bevere, requesting for the reasons alleged that he, in such case, may be permitted to repatriate via Ceylon or Batavia in December next, and that this assembly may be authorized and ordered to grant him such, in case he should make a request for it. And it was furthermore resolved to present to Their High Excellencies the request of the trade transferer and examiner Roeff to be favored with this office in case of the departure of the aforesaid secretary. It was resolved to present and offer to Their High Excellencies, with the recommendation of this assembly, the request of the surgeon-major of this Directorate, Daniel Seperhoven, by petition addressed to Their High Excellencies, tending to obtain permission to depart thither with one of the ships expected in the autumn from the Chief Settlement, in order to repatriate from there, and to be placed and serve as surgeon-major on the ship that transports him. The The 9:e Meij A=o 1786. given over the disposal of goods in Suratta which were visibly fit for transport, etc. And since we believed we must assume, from the tenor of the aforesaid letter, a copy of which is attached hereto under Litt=a B., that all difficulties would be removed as soon as it was in our power to demonstrate that the bill of exchange or assignment in question was granted not after the hostilities against the Dutch here had commenced, but on the contrary at a time when we had an indisputable right thereto, we wrote to this end to the repeatedly mentioned Right Honourable Chief and Council here the letter dated the 16th of the aforesaid month, of which we have the honour to enclose a copy herewith under Litt=a C., by which we not only demonstrated, clearer than the midday sun, this as well as that the bill of exchange was deprived of its effect by their Honours' conduct when the warehouses were broken open by force and the goods were taken away which had been given in satisfaction or pledge thereof, but by which we also caused authentic copies to be delivered to their Honours as indisputable proof: 1st, from the bill of exchange itself, such as was granted upon the merchants and linen suppliers of the Noble Dutch Company, Beraamtje Sruraabse and Harmootje Rettingje, to the heirs of the Banyan merchant Bhaijsa, and is in their possession up to this moment, dated the 9:e Junij 1781; 2nd, from the order upon the aforesaid suppliers to pay the aforesaid bill of exchange to the said heirs out of that which they held in their possession belonging to the said Noble Dutch Company; and 3rd, from the sworn declaration of the then secretary of our assembly, Egbert Nicolaas Wiards, that he had delivered the aforesaid bill of exchange to the heirs of Bhaijsa at their own residence, and that it was accepted by them, on the morning of the 10:e Junij 1781, and thus five days before any hostilities between Great Britain and the Republic of Holland had been heard of; which three documents were annexed to the aforesaid letter under Numbers 1, 2, and 3, as they also accompany this present letter. We could therefore not but be astonished in the highest degree when, instead of a prompt consent in accordance with equity, their Honours, by their letters of the 21:e March aforesaid, annexed hereto under Litt=a D., were pleased to see fit to throw another obstacle in the way, and, under the pretext that the assignment or transfer had occurred in consequence of and after the declaration of war was published at Bombaij, to persist in their refusal; a proposition which sounded so strange to our ears, Right Honourable Sirs, when we considered what consequences it would entail if all dispositions which any subject might make over his property, from the time that war was declared against his sovereign until the moment that the act of war made him a prisoner of war, were to be null and of no value, and which showed us clearly that their Honours intended to persist in their refusal, under whatever weak and void pretexts this might be. The 9th urgent request that Your Right Honourable will be pleased to give the necessary orders or otherwise make provision so that the Honourable Netherlands Company is indemnified for the amount of the aforementioned bill of exchange or assignation to a sum of one hundred thousand Rupees with interest, which, as previously stated, was deprived of its effect by Your Right Honourable Chief and Council here; Although we also in no way doubt that Your Right Honourable will, from this enclosed correspondence between their ministry here and us, be abundantly convinced of the well-founded nature of the right of the Honourable Netherlands Company to the demanded compensation, we hope that Your Right Honourables will forgive us if we briefly repeat in this matter: That we granted this bill of exchange at a time when we had the most indisputable right to dispose of the property and possessions of our masters, without the arguments raised against it by the Surat Chief and Council having any validity or application. For the unusualness of making arrangements in India, or indeed at the place where they were made, concerning, and disposing of goods that have been made ready to be transported, in no way diminishes the right that everyone has to resell the goods or to surrender them for debts at the very place where they were produced, and no one of sound mind will maintain that a person is not permitted to dispose of his goods as long as he is not deprived of his natural liberty. Furthermore, the disposition made by us regarding the goods of the Honourable Netherlands Company is very proper and natural, indeed could never have been otherwise, for although we could by no possibility imagine anything other than that we and the goods of the company at Suratta were safe and protected against everything, even if there were a rupture between England and Holland in Europe, of which, it is Whereupon, having deliberated, it was approved to leave the same as it is and agreed to dispatch the aforementioned drafted letter accordingly. true, although with much uncertainty, rumors were circulating, as well on account of the former known neutrality of this place as, principally, because Your Honours, in the capacity of Governor of the Castle, have taken upon yourselves and have expressly and solemnly bound yourselves to guarantee and preserve us in the prerogatives and privileges that we have obtained here from the Moguls, among which certainly that of a complete safety is indeed the first and foremost. The 9th May A:o 1786. would not let himself be seen in the case resiled and the arbiters in the case of the widow Heijdeman and the Company's Money Changer permitted to proceed with the decision, requested that the disputed case between the widow of the junior merchant Heijdeman, who, so it is said, has placed herself under the protection of the British nation, and the money changer of the Company concerning a certain claim of 4000 Cop: by the orphans to whose arbitration the same had been left, might be decided and settled, and that thus the prohibition against it given to the arbiters, being the warehouse keeper Wiardi and Trade administrator Boeff, by resolution of this assembly of the 30th January last, might be lifted, which the Honorable Director and on condition that Goverts had consented thereto, upon this express condition that Lieutenant Goverts should in no way let himself be seen, nor interfere in the same disputed case, so it was approved and resolved to acquiesce in the aforesaid given consent, in order consequently to resile so far from the resolution of this assembly of the 30th January of this year mentioned hereinbefore, as having been taken solely for the prevention of difficulties with and through the conduct of the aforesaid Lieutenant Goverts, and to permit the named arbiters to proceed with the examination and decision of the aforementioned disputed case, and to bring the same to a conclusion as quickly as possible. Thursday the 18th of May Anno 1786. The last preceding resolution having been resumed and approved, it was deemed proper to record that the missive to the Governor and Council of Bombay was delivered on the 10th of this month to the English Chief, Mr. Ramsay. Whereupon the Director proposed, how experience having shown that the contracting of the linens as early as on the 17th of May in the past year, had fully met expectations and enabled this meeting to prepare substantial cargoes for the fatherland and the Indies in these moneyless times and with making only a small and very deficient advance, while one has not even been able up to now to pay the monies still due thereon, he, the Director, was of the opinion that one ought to follow the very same track again this year, before the prices through contracts for other nations started to rise, in order to enable the suppliers, who will nevertheless undertake nothing before and until they are assured of the supply in a public manner, to make their agreements with the artisans in time for obtaining the required goods, and to secure themselves of monies with which one will not be able to provide them for the time being, since the batta or agio has now climbed to as much as 3 1/2 percent through the money loans of the English and the multitude of Bengal bills of exchange. That his Honour, having therefore spoken with the aforementioned suppliers, had persuaded them so far that they are willing to bind themselves, as in the preceding year, to deliver again a cargo of linens and cotton yarns for the fatherland, of the same quantities and of the same assortments as those sent in January last to Ceylon with the Lady Hughes; that they will fulfill the demand for the Cape of Good Hope as well as the silk Patolas, broad ordinary Chintzes and Tape Kankenia requested for the Indies, and provide themselves with as many white linens as are needed to meet the further demand for the Indies as well, whenever the same is received no later than the 1st of November, and this against payment of the previous year's prices, and on condition that they, according to custom, be advanced one hundred thousand rupees as soon as there shall be an opportunity for negotiating the same, and that until that time they be credited with the interest on 50,000 rupees calculated from the 1st of June, and on 100,000 rupees from the 1st of September next. Whereupon having deliberated and taken into consideration: That the contract for the provision of money in this manner is currently very advantageous, because the Company in these moneyless times can thereby suffice only with the payment of the stipulated interest calculated according to time, whereas otherwise, according to the custom of earlier years, being obliged to pay the stipulated one hundred thousand rupees immediately, it would now have to bear a loss of 3 1/4 percent for the batta or discount on that capital; that by making the contract early, one is assured of obtaining good and infinitely better linens than when the same is done after the rainy season; and that in any case one is not to expect any price reduction of the goods, since the sale of the same has increased so much over the past two years to the French and Portuguese; it was thus approved and resolved to let the aforementioned contract take effect accordingly, but to reduce the supply of Doti Dorogestjes and Ahmedabad Chintzes to 500 and 400 pieces respectively, and on the other hand to increase that of the Iavogesjes to 1000 and of the Surat Chintzes to 1200 pieces, as it has appeared from the examination of the price currents of the sales held in the Netherlands in the year 1783 that the former gave very small and the latter very substantial profits. And furthermore, to oblige the suppliers to export the goods that usually must come from Brootchia not in the name of the Company nor of themselves, but in that of some merchant from there, provided they are reimbursed the tolls and charges in case it might unexpectedly happen that this assembly was not able to let the said suppliers enjoy those privileges which the Company previously had at Brootchia with regard to duty-free export, etc.; and this for reasons that the Governor will have no pretexts hereafter, if the factory should ever be restored, to demand this toll on the grounds that it was once paid and one has thereby voluntarily renounced the privilege. Contract concluded between the undersigned Director for and on behalf of the Honourable Dutch East India Company on the one part, and the Suppliers Bettingie and Sourabje or their sons Beramje Sourabje and Harmootjen Rettingtje on the other part, regarding the purchase and procurement of linens, cloths, and cotton yarns for this year 1786. Art. 1. The contracting and delivery Pro Patria shall consist of an equal quantity and the same assortments as were dispatched to Ceylon in the month of January last per the ship De Ladij Hughel, solely with this distinction: that they shall deliver no more than 500 pieces of Dotij Dorogestjes of 18 wiesa and 400 pieces of Ahmedabad Chintz of 17 wiesa; but that in return they shall supply 1000 pieces of Savogesjes and 1200 pieces of Surat Chintz of 16 wiesa for the Cape of Good Hope, in accordance with the received requisition dated the 20th of July 1785. And for the Indies, in all such assortments as are customarily demanded by the headquarters with respect to quality; however, with regard to quantity, it shall be at the risk of the Suppliers in the event that they should manufacture more goods than shall subsequently be demanded by Batavia. Nevertheless, excepted from this shall be the silk patolas and the broad ordinary chintzes for which the requisitions have been received, as well as the Tape Kankenia which could not be dispatched with the Diamant. Art. 2. The contracting, delivery, and acceptance of all the aforementioned linens, cloths, and cotton yarns shall take place according to the customary samples as far as external appearance is concerned; however, with regard to the length, breadth, and wiesas of the cloths, one shall govern oneself according to the stipulations made in the requisitions, even if the samples might not contain the established length, breadth, and wiesas; nevertheless, disregarding 1/4 to 1/2 wiesa and one or two tasses on the delivered cloths, nothing must be deficient in that respect. Art. 3. For the delivery of all the contracted goods mentioned under Art. 1, the Suppliers shall be paid the same prices as were agreed upon for them at the last contracting on the 17th of May 1785. Art. 4. Should it happen that it is not found feasible to allow the Suppliers to enjoy again this year the privileges and prerogatives that the Company formerly held at Brootchia, namely with respect to the toll-free export from there, the Company shall accommodate the aforesaid Suppliers in that regard and must bear the same on all those goods which must come from there, such as Savogesjes, narrow bleached Baftas, black Baftas, Niguaniassen, Bherms, Cerroots, and cotton yarns; however, in such a case, the Suppliers must handle and export the goods under another name and as though they belonged to other merchants. Art. 5. The Suppliers shall be advanced, according to custom and the usage of the country, one time one hundred thousand rupees and no more, prior to the arrival of the ship or ships expected in upcoming October, which shall be advanced to them as soon as there are funds in the cash treasury and their previous credit has been paid off; and should the said sum not be obtainable so quickly, they shall be granted the customary interest calculated on 58000 rupees from the 1st of June, and on 100000 rupees from the 1st of September until the day of payment. Berigt van den soldij boekhuder over de mooren art. 6. / ook sullen aan de Leveranciers goed gedaan worden 1½. p:r C=to voor Factuurs Lasten op alles wat sij te Brootchia, Cambaijt & Brodera of daar omstreeks inkoopen en ordinair hier te water aanbrengen; 7. / Daar en tegen sullen de Leveranciers verpligt sijn niets als deugdzaam goed ter Bazaar te brengen, en bij aldien somlijds eenige stukken daar onder Gevonden mogten worden die bedriegelijk geweeven of anders Extra ordinair slegt sijn, sullen deselve niet simpel uijtschooten maar Geconfisqueerd worden ten behoeve van de Bazaars Gekommitteerdens; 8. / ook sullen sij met de Gecommitteerdens tesaamen alle soodanige stukken als er somtijds in welgeconditioneerde Pakken bij het openen in Europa of India volgens bondige Getuijgenissen te kort of beschadigt of ondeugdsaam bevonden mogte worden, vergoeden moeten; teweeten zij de Leveranciers drie vierde & de Bazaars Gecommitteerdens Een vierde van derselver kostende. „ 9. / De Leveranciers verpligten sig expresselijk om met medio decem„ „ber aanstaande te voldoen en ter Bazaar te brengen alle de lij- „waaten en Cattoene Gaarens voor het vaderland art:t. ge= „specificeerd & also de sijde Patolaas Chitsen breede ordinaire mitsgaders Tape kankenia aldaar vermeld, en also de goederen voor Jndien onder deese expresse konditie dat de Eischen niet later als den 1:e Novemb:r worden ontfangen; „ 10. / Eijndelik sal alles wat op dien tijd niet klaar is en laaten te binnen mogte koomen, niet alleen gelaaten worden voor reekening van de Leveranciers, maar zij zullen ook verpligt weesen het geen sij daar op bij weege van vooruitverstrekking bereeds ontfangen mogten hebben ten eersten in kontant weeder uittekeeren om dus de reekening van Aanbesteeding op zijn tijd behoorlijk te vereffenen; Den ondergetekende soldij Boekhinder heeft d' Eer uwel Edele Agtb:r te Berigten dat hem van Batavia met het schip de Diamant Wel Edele Agtbaare Heer & Heeren! Aan den Wel Edelen Agtbaaren Heer Abraham Josias Sluijsken Directeur & Hoofd Gebieder deeser Directie Benevens Den Raad: Door den soldij Boekhouder Egicius Meijer sijnde gepresenteerd het ondervolgende Berigt met de daar bij geannexeerde papieren overeen „komstig derselver Nummers. — art: 11. Laatstelijk sal het den Eerstgetekende Directeur benevens Den Raad vrijstaan, om deese voorschreeve aanbe= „steedinge ten aansien van de Goederen voor Nederland te moogen vermeerderen of vermindelen binnen den tijd van drie maanden na dato deses, dog na die tijd, zal daar in geen verandering mogen worden gemaakt. — Tot nakoming van dit alles verbinden de Leveranciers hunne perzoonen & Goederen als na regten; /onderstond:/ Aldus Gecontracteerd & Geslooten in vergadering van Politie te Couratta den 18:e meij 1786. /:was getekend:/ A.
