After the King's tin vessel, commanded by Juragan Besien, had set course on the 6th of this month for Your Right Honourable Lordships' capital with my respectful letters accompanying it, I let this letter serve solely to state that the said keel has since been hiding in the river and has only now departed from the Sungsang, as well as to accompany the bearer hereof, being a bark commanded by the Chinese Juragan Thje Jngtie, in which keel His Highness, under the supervision of Juragan Gaffaar, has offloaded, after the bark commanded by the Chinese Thje Jngtie had departed from here on the 16th of this month, there appeared, Right Honourable and Most Respected Sir, Noble Lords! To His Excellency the Right Honourable and Most Respected Sir, Mr. Willem Arnold Alting, Governor-General, together with the Noble Lords Councillors of the Dutch Indies. has taken over a quantity of 1250 picols of tin from a King's chaloup commanded by the aforementioned Juragan Abdul Gaffaar, which had returned fruitlessly to the Sungsang due to heavy leakage, according to the accompanying letter of the 18th of March of this year respectfully forwarded herewith, since which time that keel has not gone further than Pulau Nangka, with which dutiful communication I take the honour to be, with deep reverence, was written below: Right Honourable and Most Respected Sir, and Noble Lords, lower: Your Right Honourable Lordships' humble and faithful servant, was signed: Gijsbert Hemmij, in the margin: Palembang, the 16th of April 1784. the same returned here yesterday with disagreeable news that he had been forced by an English ship commanded by Captain John to surrender his cargo, according to this humbly accompanying declaration of the aforementioned Thje Jngtie respectfully offered to Your Right Honourable Lordships; the humble undersigned immediately dispatched the cruising pantchalling Banca to Pulau Nangka with the necessary orders to inquire into the reasons for this impermissible detention, and whether some smuggling had also taken place therein, which does not seem improbable to our higher and wiser judgment, as I have been somewhat informed that the cargo belonged to the well-known Sayyid Abu Bakar Minschap, to whom the King had permitted it to be sent to the capital under his name, and that this Arab, having known the position of that Englishman at Pulau Nangka, had used this ruse through the Palembangers who had also crossed over to supervise that mineral. Whether this information is well-founded, however, I dare not venture to assert, while investigating its authenticity I have become fully assured, with which dutiful communication I take the honour to be, with deep reverence, was written below: Right Honourable Having had the good fortune on the 16th of the past month of April to humbly present Your Right Honourable Lordships with my respectful letters accompanying the private bark of the Chinese Thje Jngtie, I now let this letter serve in all reverence to accompany His Highness's envoys, the Kyai Mas Ranga Ali and Kiai Ngabehi Setia Dira, alongside three of the King's pepper and tin vessels that have been readied again, as Right Honourable and Most Respected Sir, Noble Lords. C. Macklen, which I have the honor, together with an enclosed receipt in the Chinese language, to present most humbly to Your High Nobilities, after having previously taken a copy thereof here; from which Your High Nobilities may be pleased to observe how, according to the statement of that Englishman, the embezzlement of Tin from the Chinese Juragan Thije Jngtie, committed by him as mentioned in my respectful letter of the 12th of May last, was effected. That this Briton, according to report, having been discovered and observed by one of the cruisers on the 24th at the height of the point of Batoe Carang, sailed around to the North on the 27th and was lost from sight. That a few days thereafter the cruiser was informed by the head of the Sungsang that the English ship which had recently shown itself at the point of Batoe Carang was lying under the Bangka coast near Muntok. That the cruiser thereupon crossed over directly thither, and also found the aforementioned Englishman there, according to his estimation lying a full three feet deeper than previously at the point of Batoe Carang, and thus presumably having received Tin from the people of Muntok. That he had ordered this Briton to vacate from there and proceed on his voyage, which he had accepted. That during the night the storm had struck the mainmast of that Englishman; that he had spent the following day repairing it, and subsequently had also gone under sail, holding course towards the ordinary fairway of and around the North, whither he, having followed him, subsequently lost him from sight. Upon receiving this report, I immediately gave notice thereof to the First Minister of the King, and requested him to inform the King, who could not be spoken to personally due to indisposition, that the people of Muntok having also in all probability engaged in illicit trade, His Highness would be pleased to order a strict investigation into it. The Minister acknowledged the suspicion and declared that he had also already been informed thereof, but that the perpetrators thereof were unknown; that he would, however, present my request to the King, and carry out and expedite an exact investigation into it. Shortly thereafter the same reported to me that the King, having already been informed of it, had expressed himself particularly wrathfully regarding the Muntok people, who upon discovery of this clandestine trade would be punished most severely, for which purpose a commission was directly sent to Muntok, namely the King's former First Envoy Kheranga Astra Nindito and the Captain of the Chinese, Khedemang Koo, who both are still occupying themselves on Bangka with that investigation, and up to the present date have not yet appeared, nor seem to have reported the least thing about it, presumably seeking the means to conceal this matter from the King, besides

upon interpreting the aforementioned copy of the Chinese receipt by the Chinese Juragan Thje Jngtie, having discovered that in his declaration executed here on the 10th of May of the past year, in that signature which instead of his usual signature according to the translation reads One picul, he had not acted in good faith; I thus take the liberty most humbly to offer herewith the original declaration of the same, of which I have again had a copy entered into the protocol. Furthermore, it was brought to the knowledge of the humble undersigned that in the beginning of this year a Chinese junk, having arrived in Banka Strait and having been destined for Mampawa, was misled and run onto the rocks by the people of Belitung, whereof only about 50 men are said to have saved their lives by fleeing with their sampan, and the remainder had been massacred in an inhuman manner. That the Belitungers, after having lightened the wangkang, immediately burned it; that the people of Muntok, having learned of this beforehand, had immediately steered thither with their vessels, and had returned to Muntok with a multitude of Chinese goods, where the raw silk was traded for Sp: 1 per catty, a tun of gold thread for Sp: 10, and the remaining goods at the cheapest rates, and had been brought here in all silence. This matter is kept most secret at the Court, and as I am assured, the King had direct knowledge of the perpetration of that inhumanity, but being in the utmost embarrassment that this matter might brew bad consequences for him, he strictly forbade mentioning anything in the least about it, and deemed it best to keep himself ignorant thereof, and to leave it to chance. Not having sufficient proofs thereof as yet, the humble undersigned has until now suspended speaking to the King about this. Meanwhile I have the honor humbly to report to Your High Noblenesses: That on the 19th of the past month there passed by here the war frigate Princes Louiza and the barque Den Arend, after the same had lain at anchor before this bank for about twelve hours. From the copy of the missive submissively annexed herewith to the Lord Commander-in-Chief van Braam, dispatched on the 15th of this month with the armed pantjalling Banca, Your High Noblenesses may graciously please to observe the conduct and the powerlessness of this Court upon the passing of those keels, and what further transpired concerning that. Also, on the 25th of the past month of June, the express Abdul Maadjie returned here safely from Malacca, having been dispatched thither on the 4th of May last, who reported orally that upon his departure the State's War Squadron had arrived there in safe condition. Per the yacht De Spion I make bold most humbly to offer Your High Noblenesses herewith two copies of the missives received from the Malay Ministry, that is of 27 May. Meanwhile, we most humbly beseech Your Right Noble Honours that if in the future ships or other vessels should again be sent hither to collect the tin, Your Right Noble Honours would be pleased, if possible, to provide us with the necessary cash, in which case we shall then be in a position to give Your Right Noble Honours the required satisfaction through a prompt dispatch, not to mention that in the absence of cash payments here, the Residents are also deprived of the only means of subsistence they have, as the King previously always validated 2½ per cent for cash payment as a gratuity, which we have not been permitted to enjoy now, and regarding which we therefore continue to refer ourselves to Your Right Noble Honours' benevolent disposal. According to the King's assurance, upon the return of his envoys and the last small squadron that departed for the capital last year, these will be followed by yet more, as there are currently no more suitable vessels on hand; wherefore we dare to flatter ourselves that the delivery this year will be no less than that of the past year. However, the pepper cultivation has succeeded very poorly this year, and it appears that it is being utterly neglected, although the King, in response to our representations made on the matter, constantly assures us of the contrary; yet the greater profits that the natives derive from tin are principally to be attributed to this decline. Continuing diligently with the construction, we eagerly await the dispatch of the requisitioned timber and cash, for the fulfillment of which we once again most favorably petition Your High Excellencies. Having had the honor on the 13th of May to present our humble letters to Your High Excellencies, accompanying two tin vessels, since then the bearer of this, being a chaloup commanded by Juragan Smael, laden with 100 picols of pepper and 1300 picols of tin, has again been made ready; the same shall within a few days be followed by two barks, virtually fully laden. In the meantime, however, we point out that the pepper delivery this year will again be very meager, and for the reasons already given to Your High Excellencies in the preceding missive, will in time be utterly neglected. Furthermore, we have the pleasure to be able to inform Your High Excellencies that, the King's envoys having returned here on the last day of the past month, we have already brought Your High Excellencies' missive brought with them to the court with the customary ceremonial; and because at that time there was very little occasion to properly discuss various passages occurring therein, the first respectful undersigned has requested a private audience, whereupon he shall duly give notice to Your High Excellencies of his proceedings. on the 2nd of December last, 28th April and 18th July of the current year, we unloaded that vessel directly, all of which, according to the contents of the bill of lading invoice, was properly delivered, except for that which, according to the accompanying receipt, a quantity of 6990 pounds fell short. And although we applied all diligence to the prompt dispatch in compliance with the respected orders of Your Right Excellencies, this could not, due to a shortage of Tin and Pepper, and principally because of the contrary winds, happen any earlier than now, regarding which we therefore implore Your Right Excellencies' favorable excuse, since the King himself, at our request, had 1000 picols of Tin removed from one of his vessels destined for the capital to load the vessel. Thus, this little vessel is now departing with a cargo of: 2000 picols of Tin 606 picols of Pepper 212 pounds of Dragon's blood, and as many Cadjang mats as the ship's hold will further permit, that cargo amounting, with charges, to a sum of ƒ60824:12:8. And although we applied all diligence to the acquisition of more Pepper and Dragon's blood, this was nevertheless fruitless, since according to the King's assurances the Pepper crop succeeded very poorly this year, and we were unable to obtain any more of the esteemed Dragon's blood. Meanwhile, we may most sincerely assure Your Right Excellencies that on all occasions we have tried to encourage the King and the ministers to a further prompt delivery of Tin and Pepper, as the Tin dispatched amounts at present to only about 26000 picols, and although we are still promised daily that the contingent will be fulfilled, albeit late, we nevertheless fear that this will not be at all to Your Right Excellencies' satisfaction, especially since some days ago we were informed by a vessel arrived from Java that 3 Tin vessels, dispatched from here already more than 1½ months ago, were lying in the Banka Strait. We shall, however, in accordance with our bounden duty, apply all zeal to give Your Right Excellencies as much satisfaction from here as possible; but since this does not always depend on our goodwill, we hope that the known dilatoriness of the Palembang court will always acquit us before Your Right Excellencies of any lack of zeal. Likewise, in observance of the High orders, we shall henceforth no longer ship any private Tin in the Honorable Company's vessels; but since the 200 picols delivered to us last year in favor of Dadelbeek, with the King's prior knowledge and through his Oekoos in payment of some imported merchandise in the Honorable Company's warehouses, we could find no difficulty, since payment had to be made at Batavia against purchase price here, in permitting the same in that vessel upon bill of exchange, the more so as the vessel was not fully loaded anyway, and we were not provided with any cash for payment. Regarding the renovated buildings, we may now inform Your Right Excellencies that the eastern wing is completed except for the plastering, which would have already been done more than three months ago had we not found ourselves under the necessity of having to renew the sewers running through the trading post, because they had caved in at several places; which, having to be done before the rainy season and now being completed, we hope will carry Your Right Excellencies' favorable approval. Being able to give no other report concerning the packet boat sold here from the Malacca Shahbandar Papendregt than what has already been sent to Your High Nobilities in the year 1784, we take the liberty of adding this here once again; we were also unanimously assured that that vessel was completely eaten through by white ants, and that the statement and amounts of the equipment and cargo communicated to Your High Nobilities entirely in that report and missive of 1 March 1784 contained the pure truth. Further, we may inform Your High Nobilities regarding Hemmij's debt to the King, that His Highness is very content with the part of that repayment and Your High Nobilities' favorable orders and decisions regarding this, and will gladly wait some time for the further payment; however, His Highness declared to have made every effort to discover who had received the amount of 1300 pair of reals for the seized and sent 390 pieces of tin, but that after the most meticulous investigation it had not yet appeared to him that that sum had been received by any of his subjects, and also that no one other than his emissary Kyahi Mas Ranga Alie, the transporter of that mineral, could have been qualified to receive it. But since His Highness had only sent it as seized to the capital, he had also referred that payment entirely to Your High Nobilities' discretion; thus he did not doubt that one or another unauthorized person had received that payment, which, however, in our view ought to appear from the cash warrants and books; thus we can give Your High Nobilities not the least elucidation regarding this, as the King by no means wishes to accept that item in reduction of debt. The remaining small estate of the former Secunde here, Van der Steng, sold by auction, having yielded an amount of 318 pair of reals, but from that 78 3/8 pieces of reals having been paid to the assistant Lokman on a specific account, there remains to his credit 239 7/8 pieces of reals, which monies have been paid to the King in reduction of his debt of 3500 pieces of reals; the slaves noted on that list having been successively sent to Van der Steng at Batavia by the aforementioned assistant Lokman. Furthermore, we now take the liberty of sending Your High Nobilities the requested papers that were lost with the ships Overduijn and De Harmonie, there having been no earlier opportunity for their speedier transmission due to the persistent strong east monsoons; just as we now also send the pay books of the past year to Your High Nobilities, the trade books to follow at the first upcoming opportunity. We also find ourselves under the unpleasant obligation of having to send Your High Nobilities the enclosed report from Captain Lieutenant Dadelbeek. Having made every effort to recover those stolen goods, and having requested the King's assistance in this regard several times, but all in vain, so that we could not refrain from earnestly remonstrating with His Highness about the poor policing that took place in his realm, especially concerning the matter of thievery.
