Samarang the 6th of May Anno 1786 Samarang the 6th of May Anno 1786 page 237 Your Right Honourable Noble's separate letter of the 17th of March, as well as other matters coming up for consideration and reflection, to trace truths and probabilities as far as my short stay and my modest abilities allow. It is impossible for me to fully answer Your Right Honourable Noble's honoured letter, and for the present I will undertake only a small part of it. What Your Right Honourable Noble cited regarding the prince—what reasons he might have to surrender his realm to the Honourable Company—is very well-founded and accurately observed, namely: That the prince, fearful of his enemies, clearly foreseeing that even if he should succeed in overcoming them by the arms of the Honourable Company, he and his son, however, as soon as our force withdraws again, will be exposed to new attacks, without the least certainty of possessing the usurped crown with any peace of mind; to this is also added the covert discontent of some grandees or pangerangs, either those who imagine themselves insulted by this prince, or friends of pangerang Amir, or those seeking change; as well as the weakness both of the prince himself and of the panumbahan, his first son, which the prince also perceives very well. During my last conversation with the prince about this matter, I suggested to him that as long as he lived and could obtain the Company as a friend and support, there was no difficulty regarding his realm; but in the event of a change or his decease, his children, and especially his eldest son, would run the risk of not profiting from it, unless the Honourable Company confirmed or supported him (this is his weakness, for he works for his children and grandchildren). He agreed with me on this, adding that he was aware of it, and that for this reason he wished to arrange things differently so that in that time no obstacle would stand in the way. I will request a small private digression here in between: the prince is about 47 to 48 years old, and is titled here soesoehoenang, which it is said none of his predecessors had; his eldest son is about 25 years old, is titled panumbahan, who is regarded as the successor to the throne, and who already has some 5 children; and the eldest son, a child of 8 years, whom the prince has taken to himself and regards as the third who shall succeed him, has been made sultan and named Sultan Adam, surely in order to confirm the succession through this elevation. The prince's second son is the administrator of the realm, and is titled Ratoe Anam and named Ismael, has no children; nor do the others, both of the prince and of the panumbahan, come into consideration. The prince also has another brother, who is called pangerang Kassim or Manko. The prince is very fond of, or loves, women and children, and above all Sultan Adam; he is an enthusiast of games or frivolous matters, called by them Main-Main. Serious matters are dealt with briefly by him, or he leaves them to his council, which consists of Rajas and Kiais, as they call it, or pangerangs and mantris. His small internal or dalem's household is without order, without attentiveness, without care; everything is mixed up together, slovenly in the highest degree; the best goods, whether bought at the highest price or received as a present, are used only a few times, carelessly thrown into a corner and neglected. Samarang, the 6th of May, 1786. page 239 — pronounce five words one after the other, and applies himself to ask questions of those who come to him and have knowledge; he has the weakness of his father added thereto, being a lover of a fine horse, a handsome firearm, and the like; the prince leaves many matters to him; but these are handled as indifferently as the former. His second son, although still very young, holds the important office of regent, and about which he is little concerned, lets everything slide and has the same weakness as the others, though somewhat wilder and with more spirit. Their character or nature is indulgent to the highest degree toward their subjects or servants, and this takes place from high to low; from this it arises that the orders and taxes they issue are either not carried out at all or only very sluggishly, and that so many promises made to our Europeans remain unfulfilled or are long delayed, which seems very unusual to us. Van der Worm has so often, both to the prince and the regent, made harsh reproaches, and that with good reason, at which they laugh in his presence, and afterward complain of having such a harsh and gruff man as Resident. The entire government, or the entire coherence of the government from the first to the last, consists of a confusion of disobedience, not out of malice toward their superior, but out of indifference and sluggishness; their unfaithfulness consists of weakness and cowardice, and wherever they encounter the slightest resistance they recoil. From all this it follows that agriculture, as well in corn as in root and tree fruits, is cultivated no further than the direst necessity requires for their sustenance; for the remainder they can neither dispose of, nor sell, nor exchange, and if this is done for the grandees, they are compensated little or nothing for it, just as Your Right Honourable Honour rightly pleases to observe that the prince does concerning the pepper, which this year falls off, and thus none is brought in, although people will maintain that there is still much in stock, but is held back for fear of receiving no money, which is also very well known to the prince. It seems to me as if the prince also genuinely has no cash, because he has paid his debts with unrefined gold implements; however, I cannot state this with certainty, for some say that he is rich. The searching for diamonds, among which one can also count gold, provides most of them with their livelihood, for which they need as little, and indeed even less, than the Javanese; the cultivation of pepper is half-forced among them for the reasons mentioned above, although it grows, so to speak, without effort; moreover, it still yields around 30 pikols of birds' nests according to the statement of Mr. van der Worm, though it is said there are more; other trifles such as binding rattans, wax, and a kind of rosin to coat the ships and vessels with, are very useful and in abundance; timber of all kinds in abundance, and easy to transport on account of the rivers; the finest masts, if one is only willing to take a little trouble: all this could be improved and multiplied through good management and orders, whereby the revenues would increase, including herein the import and export duties: but everything very slowly and simply, just as the increase of the Company's servants, which Your Right Honourable Honour pleases to cite, might well take place in time; but [illegible] for the present.

For the time being could be set much lower; provided everyone is capable of his work, for if he needs a second one it would double; also many servants of high rank or character, although giving prestige to the Company, diminish its income, everyone wants to make a profit in order to live according to his station. It is not possible to make a comparison regarding the revenues of the realm, because no one knows them, much of it is concealed and only a small part is brought to the prince; this required time and opportunity. The interest of the prince is solely confined to maintaining his family or children, and to a certain income or allowance, or payment, as one may wish to call it, in order to be able to live with his children; certainly some well-situated places would have to be ceded to the Honorable Company; to deal with as they please, for further up in the country the pangerans or grandees would also wish to have possessions; in order to be able to live and solely establish tolls here and there for the Honorable Company. All this can be arranged, investigated and determined, whenever Their Right Excellencies might be pleased to approve, to send one or two wise and sensible men; just as the prince, by the accompanying letter, requests both Your Right Honorable and Worshipful and Their High Excellencies, that since his envoy or ambassador has been to Batavia, he requests Their High Excellencies to be allowed to have one back again, in order to arrange matters and put them in order. The prince told me at that time, that all revenues of his country, without exception, would belong to the Honorable Company, provided they give him maintenance so that he could live peacefully and without difficulties, and enjoy himself. The fortification, or establishment, or strengthening in the Banjer realm, and the closing of the rivers, in order to close in everything and to hold one's ground, both against internal and foreign enemies, and to prevent what is to our detriment, certainly requires, as Your Right Honorable and Worshipful is pleased to observe, some forts and strongholds, to which Your Right Honorable and Worshipful rightly gives the first place to Tabanio; yet I have not been there yet, but shall do so at the first opportunity. Poelo Caget does not seem suitable to me to occupy, because it is intersected with broad creeks, very low and mud everywhere, and at high water it is submerged by some feet. At Boemi Kentjana the prince himself would have to desire it, or one would have to manage it in such a way that he was satisfied with it, and it had the appearance as if it were done for his safety. The other rivers are still unknown to me; yet I know this much that the two to the west of the Banjer area are the rice or bread pantry for these places. I shall do my utmost regarding this as well as other matters, when, under the pretext of going for recreation or amusement, I shall inspect various things myself, and make a report thereof to Your Right Honorable and Worshipful. Article 4, by which Your Right Honorable and Worshipful determines the vessels, seems to me perfectly sufficient in the long run for the protection of the coast, consisting of 2 pantjallings, 2 galleys and sometimes some native vessels added to them. The number of military personnel should in the beginning also be only small, in order not to draw too much in advance upon the upcoming profits, yet a few or 204 Europeans and 400 Natives, with which one place would have to be well provided, or made the main place, was in my opinion enough for the time being, until the revenues enabled expansion, for which officers, a captain, 6 lieutenants and 6 ensigns would indeed be required, for many officers

The Residents ought, with kind indulgence that I take the liberty of expressing my opinion without disguise, to be replaced for the time being. Van den Worm is, as I have already taken the liberty to remark and cite, a good man, and also diligent at times; yet these times require a different man, for he does not know how to make himself liked, nor how to carry something out in due time, and the prince is at a loss with him. Moreover, he has an aversion to this post and has earnestly requested to be relieved, and would not remain there for a great deal of money. Thus, in my humble opinion, it would be best, the sooner the better, to place a knowledgeable and capable man in his stead. I beg for forgiveness; the pen was too quick to follow my thoughts. Your Most Honorable and Worshipful Sirs know this better than I, and please do not consider it presumption on my part. Du Pon is not fit for his present service, nor can he keep trade books or pay books, nor is he inclined to learn and work. I have not spoken to the prince regarding Your Most Honorable and Worshipful Sirs' writing, except only at the time when my letter departed to Your Most Honorable and Worshipful Sirs, I made it known to him, and that for this reason I had written to Your Most Honorable and Worshipful Sirs, because while His High Esteem has entrusted everything concerning the settlement of the Banjer affairs to the same to arrange and settle, the prince will therefore henceforth also communicate and request everything from him, just as to His High Esteem. My wishes and desires are very small and modest, and with kind indulgence I have no other than to request in advance of Your Most Honorable and Worshipful Sirs not to change my state, service, or character, but to receive your pleasant favor of yesterday. The proposal to the prince concerning Pangeran Kassim is good, as well as that his people must not suffer any want, and also to give them money, yet all of this will not be brought to execution. I request a hundred, or as many as can be obtained, pitch wreaths, and if Your Honor does not have them, to request the masters of the vessels to supply me with some. Copy of a letter written by the military captain Hoffman on expedition at Banjermassing, to the junior merchant and first Resident there, B: van der Worm, dated in the Basson Encampment, the 10th of March 1786. to leave me in this, to indeed remove me from Java, but not make me remain in Batavia, and also not cast me out of your friendship. I hope and wish that these ideas of mine will not provoke any displeasure in Your Most Honorable and Worshipful Sirs. I have the honour herewith to inform Your Right Honours that yesterday the galley the Havik, belonging home here, returned from Banjarmasin; with which I received several letters, both from the Residents and from Capt: Hofman, all reporting that the recently arisen troubles in the Upper Lands had ceased again, and that although they had not been able to lay hands on the Chief Rebel or Ring-leader, the matter would nevertheless have no further consequences, as the rebels were already entirely scattered and driven off. The Residents have nevertheless decided to continue keeping the coaster the Patriot and the galley the Valk there for the present, in order to serve for cruising along the Banjarmasin coast, to counter and frustrate all further undertakings of the enemies from the seaward side, but on the other hand the bark Eensgezindheid will soon be dispatched to the capital with the pepper on hand at Banjarmasin. As for our land force stationed at Banjarmasin: Captn Hofman is of the opinion that it would be best to let it remain at Banjarmasin for the present, until such time as the prince has satisfied our claims and everything shall be arranged and settled to the satisfaction of the Honourable Company. And this opinion also appearing to me to be very well founded, I shall, in the hope of Your Right Honours' favourable approval, grant him the necessary authorization for that purpose, while I in the meantime shall await Your Right Honours' further orders in that regard, to govern myself accordingly thereafter. With the galley the Havik, the Residents at Banjarmasin have sent to me the krises of the four Buginese prisoners, which I have already forwarded to the capital with the small vessel the Cornelia Adriana, being 4 in number with their baldrics and further appurtenances, all packed in a chest, which I take the liberty to present to Your Right Honours herewith; in order to be sold at public auction at the capital, and the proceeds distributed as a made prize among the seafaring personnel of the expedition; Samarang the 15th of May A:o 1786 — Samarang the 15th of May 1786 — page 253. to be divided, if Your Right Honours might not otherwise be inclined to dispose thereof differently: And whereas by the coaster the Patriot some trifles and goods of little value have also been captured, which, according to their writings, were to be sold there by the Residents and the proceeds obtained therefrom sent hither, I therefore take the liberty to request Your Right Honours to be pleased to provide me with such orders and regulations as may serve as a guideline for the distribution of obtained booty and captured goods. According to the writings of Captain Hoffman, the embassy which the Sultan intends to send to Your Right Honours would only depart from Banjarmasin in the coming month of August, as the prince was of the opinion that his envoys would otherwise have to tarry too long at Batavia to return again in the coming west monsoon. While the Prince in the meantime still persists in his intention to surrender his realm to the Honourable Company, for which he is already gradually trying to make his court grandees willing; as I also do not doubt that he will gradually persuade them to acquiesce in this as well. —. The Commander in the Eastern Salient Barkey, on my order given for that purpose, having conferred and deliberated with the Pasuruan Commander van Rijk as to what ought to be put into operation in order to destroy or drive off the Mandarese pirates of the bird's nest cliffs on the south coast of Java, and subsequently a project having been drafted by him showing the way and manner in which such could best be done according to his thoughts, as well as an instruction for the commander of the small fleet that ought to be sent on an expedition thither, in which it is prescribed to him how he should conduct himself in this undertaking, I therefore take the liberty to present copies of both of these herewith to Your Right Honours, in the hope that these drafts may receive the favourable approbation of Your Right Honours, as the same appear to me in all respects well-regulated and formidable enough to promise a good outcome, barring adversities and unexpected hindrances that cannot be foreseen; while on the other hand I am also of the opinion that our force above all should not be less than was determined in the said project, as one cannot be assured whether, besides these pirates, one will not also come to encounter some other meetings on the south coast of Java, wherefore I then also on the foundation of the further confirmed Banyuwangi reports: that the number of the pirates is indeed not less than 150 to 200 heads.

Beforehand it should be noted: First, that the Mandhareesen who have settled on the forelands or beaches of the very high mountains permiessang and pediealit, according to the reports received, constitute a number of 150. to 200. heads, who are at the same time provided with 15. to 16: vessels, most of them being paduakans, the said men making it their business to rob the cliffs, both in the East and West Balemboangang, of the birds' nests, and then to take them to Balio for sale, whereby the lessee of those birds' nest cliffs is rendered incapable of making any use of them, because it has already happened several times that upon sending people and vessels there to pluck the nests, they had to return again without having accomplished their business due to the superior power of the Pirates: Secondly, that everywhere on the South coast of Java, in the East monsoon, one encounters nothing but a dead lee shore, whereby on account of the high seas and heavy surf one is not able to approach the shore other than to a distance of 2. to 3. miles without placing oneself in great danger of being shattered against the beach and cliffs; moreover, at the distance of 2. to: 3. miles from the shore one finds no shallower water than 60: to 80. fathoms; so that the expedition cannot conveniently be undertaken except against the turn of the monsoon, which is usually considered to be there in the month of November, so that, in order to be at hand at that time, one should depart from the Eastern corner already in the beginning of October, because it takes some three to four weeks to complete the journey up to Bangoewangis. Now, in order to be able to ensure a good outcome of that Expedition, it will in my opinion be required thereto: - 3. staunch, strong, and above all well-sailing vessels, which must consist of 1. cutter or another similar vessel capable of carrying cannon of 6. lb balls, and besides the necessary Gunpowder, also provided with the further Ammunition and armoury stores, and must be equipped with a proper number of European and other seafarers. 2. Company pantjallangs, provided with as many three- and four-pounder Cannons as they can carry. 2. of the Samarang small galleys, likewise provided with the ordnance ordinarily carried by them, and then also 8. to: 10: raised praauw maijangs, each armed with two One-pounder Cannons, in order to be able to serve with the two galleys to make a Landing where it is required and can conveniently be done; while instead of the 8. raised praauw maijangs an equal number of the largest and ablest of the Sourabaija cruising vessels could be employed. For the aforesaid expedition there will also be required a sufficient number of military troops, so that, when one is not able to dislodge the Pirates from their hiding places with the small fleet, a Landing may then be made against them, and to that end that military force must consist of 1. Captain or Lieutenant, 1. ensign. 4. sergeants 8. Corporals, and 100 privates, fully armed, and moreover provisioned for the period of 3. months. And should it happen that the Pirates saw themselves so cornered that they found no other way of escape than to retreat over the mountains, the Passourouang Commandant van Rijck, or in case of indisposition, an officer from the Sourabaija garrison, with 20. European military troops and 150: to 200 armed Javanese, shall take position on the Land side and prevent the passage. - Departing from Sourabaija, the voyage must proceed directly through the straits to Banjewangie in order to provide themselves anew with the necessary drinking water there; this being done, your Honour shall without loss of time proceed with the entire fleet and with the greatest speed, sailing through the straits of Bali, ...To whom the Command over the fleet to the south side of Java against the Pirates of the birds' nest cliffs lingering and settled there is entrusted. If all this were arranged according to the proposal in this matter, Succadana and Mampauwa should be attacked at one and the same time, for which the aforementioned Stuart further provides the means, with the assurance of a desirable result, without the assistance of this or that other native prince, whom he himself judges ought not to be solicited, partly as meriting no trust, and partly as too incapable and too weak to provide assistance. All these and other propositions being made by Stuart, I find them, with submission to Your High Excellencies' wiser and penetrating judgment, very acceptable; and likewise the proposal to place Pangerang Cassim on Mampauwe after the capture and to enter into such contracts with him as appear in substance in the letters and papers. Notwithstanding that no complete certainty is yet given whether this will bring great advantages to the Company, and whether from this alliance the war expenses will be recoverable. The latter, however, would in my opinion cost little when one considers that the expedition serving against Succadana cannot be charged to the account of Mampauw, which capture remains deferred to Sultan Sarieff combined with Sambas, without any other assistance from the Company than the small amount noted here before. To which Stuart answered that with cash the effect of the expedition was only men and weapons, and also that one ought to be mindful of the means of indemnification for the expenses to be incurred. Regarding this latter, Sarieff posed no difficulty, considering the land revenues of Mampauwa alongside the leases to be quite sufficient, since Pangerang Cassim, seated there by the Company's favour, would have to seek his means of subsistence from trade. However, as far as the revenues of Mampauwa are concerned, Sarieff could give no other answer than what has already been known for some years, namely a very irregular and confused collection of revenues, in such a way that sometimes the Panumbahan does not get 40 th. of gold into his hands in a year. The conference between Stuart and Sarieff having ended with this, the former proceeds to his considerations regarding the plan itself against Mampauwa and Sucadana. One therefore flatters oneself on grounds of certainty with a formidable Sambas relief force, and that one will be able to deal with Mampauwe at will, since Pontiana is, if necessary, powerful enough to provide 8 to 900 armed men, and those of Mampauwe will have little inclination to offer resistance to Sarieff, being too strongly attached to him through Mohammedan blindness, and considering him a saint descended from one of the foremost Arab lineages, to whose father's grave at Mampauwe annual pilgrimages are made. Everything is handled by Stuart with the utmost secrecy, and this Sarief had also sworn on the grave of his father; his secretary, as the writer of the letter to me, was also administered the oath of secrecy under the Quran, and likewise the emissary to Sambas, although the latter knows nothing more than his commission to urge the undertaking. The speedy execution of the plan is urged once more by Stuart, as the good outcome fundamentally depends primarily on this, since Radja Alie now has neither the time nor the opportunity for reinforcement, which he might possibly find in a sufficient manner within a short time through the considerable supply of ammunition from the English. On this man one could fully rely, since he constantly sought to win Sarief's favor, and was very devoted to Stuart on account of a reconciliation brought about by Stuart between these two brothers, whereas they formerly hated one another on account of what happened in Ao 1774 or 1772, which is described at length by Stuart. This Sarieff Mohameth therefore came over with a retinue of seven men well known to that court, but apart from him no one knew to what end this journey served. Concerning Radja Alie, Stuart never believes that he will ever send envoys, since his pretense of a lack of respectable people for that purpose is untenable. For Batoe apie had not been gone even half a month, when his brother Radja Tammat and Gustij Bander appeared there from Mampauwe with English trade goods. Added to this is the showing of my letter to the English and the continual calling for the establishment of that nation. Item, the pretense as if one were still indebted to the English for an immense sum, were all proofs showing the contrary. All the more so since Stuart is reliably assured that the English have no claims whatsoever, but that they had mutually agreed to pretend this, possibly with the aim of shelving all proposals made from our side. And this, Stuart says, can be further confirmed by the departing Sarriff Mohamett. If the usurper deserved any trust, then according to the thoughts of Stuart, concluding alliances with Mampauwe of mutual trade with the exclusion of other European nations would be the most acceptable. But keeping himself assured that the first Englishman will be received as best as possible with open arms, and opportunity for trade will be given to them, he can therefore expect nothing good from it.
