Nevertheless, Stuart assures that Sarreff would do nothing without the prior knowledge of the Honorable Company. Also that he might have made some plans to conquer Mampauwe for himself. It was indeed true that flatterers had repeatedly suggested and urged him to attach that realm to Pontiana by placing the rule in the hands of one of his children, and Sarieff had jestingly agreed to this. However, if he had been in earnest, Stuart believes he would certainly have revealed this project to me. Yet he posits it as possible that Pangerang Catsim drew some advantage for himself from those discussions, and, being of a shrewd judgment, sought to fish in troubled waters, knowing well that the Company harbored no favorable thoughts regarding Mampauwe. And since Sarieff, apart from giving no authorization in that regard to Cassim, was even strongly opposed to his departure and only consented to it halfway after long persistence, Stuart concludes from this that Sarief certainly gave no commission of that nature to Cassim. Stuart agrees with Cassim regarding the lawlessness in Mampauwe, the yield of much gold, and the flourishing trade there during the East monsoon. However, he believes that the latter would decrease by three-quarters if the Company were to establish itself there and put a stop to the smuggling trade. On the other hand, he believes it would be more advantageous for the Company if Pangerang Cassim were placed over Mampauwe, rather than concluding contracts with the present panumbahan there. Stuart then proceeds to a consideration of how, in his judgment, it could be arranged, since in his view the Company seeks no further establishments on Borneo without the prospect of profit. In the first place, he wished to conquer Mampauw for Pangerang Cassim. Secondly, to enter into contracts with him excluding trade with other Europeans, and 3. to oblige him to an annual delivery of gold at modest prices to offset the expenses of the Mampauw expedition. In this way, he would imperceptibly fall under the jurisdiction of Pontiana, and his conduct there could be kept under observation, while at the same time a close and gradual investigation should be made into the further advantages of the land. Furthermore, Stuart proposes fourthly to oblige the Javanese traders, both on the outward and return voyages, to call at Pontiana to obtain a pass and pay half-tolls, while Cassim would have to promise to accept no one without such a pass, but to send them to Pontiana. Stuart judges, furthermore, that this in many respects also mostly coincided with the arguments of the chief of Soerakarta. Stuart excuses himself for not having given notice that Pangerang Cassim had departed for Java, with the most solemn assurance that the intentions of the latter were unknown to him. And he assures once again that Sultan Sarieff is always in readiness to carry out the received orders immediately. As well as that there is no estrangement between them.

Since then written both by Their High Excellencies and by His High Excellency to the Java Governor, whereby he initially, as the surest way to foil the intentions of Radja Alie regarding the transfer of the Riouw smuggling trade to Succadana, urges the execution of the plan in order to dislodge that deceiver from there by force, taking care to get hold of him, whether dead or alive. Further stating that his seat at Succadana becomes highly precarious for the Company, and that if he escapes, he might then try to seek out another nest to achieve his intentions again, and thus constantly keep the Company in commotion. For which he, both on account of his attachment to the English, and the treasures taken along from Riouw estimated at 1½ million reals in cash, jewels and gold, always finds himself capable of attracting the smugglers to his side through good payment, wheresoever his retreat may be directed. The support which he already requested from the English in ammunition, goods, etc., Stuart also judges as a sure sign that Radja Alie himself will not let the matter rest here, but that in the course of time he could very well become a most dangerous neighbor for Java, if one does not come to a speedy decision and grants him further delay for more and more reinforcement, which certainly makes his dislodgement all the more difficult. In answer to the question by which way this could be accomplished with the greatest certainty and the least trouble, Stuart says beforehand that since the force of Radja Alie since the departure of Batoe Apio has indeed grown to about 4 to 500 able-bodied men strong, he on that account judges that the projected force of two pantjallings, two galleys and one hundred Madurese can now no longer be considered sufficient. Therefore he makes the proposal in a separate plan for an increase if one is to hope for the desirable outcome of the undertaking, as the attack ought to take place on both the land and sea sides in order to get Radja Alie into our hands; and because the landing primarily depends on men who know the routes, which was not so much to be expected from Batoe Apie, there arrived to that end Sharif Mohameth, the Sultan's full brother, with his retinue, who knew every corner of Succadana and will allow themselves to be employed for everything without them yet knowing anything of the secret, except for Sharif Mohameth alone, upon whose loyalty one can rely, and who is recommended as a resolute and brave native. The prohibition against sailing to Succadana is regarded by Stuart as a measure by which all private navigation will come to a standstill. Succadana lying in the middle of the fairway, one cannot go anywhere from Java without always touching at that place, all the more because most traders avoid the Banka Strait and go along Borneo to Palembang, Malacca, Trengganu, etc.

Wherefore Stuart, in order to avoid the detrimental influence that this prohibition would have on the Javanese leases, proposes that, by the time the expedition is about to be undertaken, the granting of passes without distinction be delayed under this or that pretext until 14 days after the departure of the Company's fleet, without any explicit public prohibition in that regard. And as for the prohibition against the export of timber to Succadana, this is considered superfluous because Borneo is abundantly provided with it, and besides, a merchant would not find it profitable in bringing it there. Regarding the right that Bantam's sovereign has had over those lands, great debates had already occurred at the time of the Commissioners, as can be seen in their report concerning this. Nevertheless, Stuart is of the opinion that, for that reason, one ought not to renounce the right to it by virtue of that cession. He further insists on the prompt execution of the plan, with the reasons thereof all cited at length here before. That Batoo Apie has no thorough knowledge of the condition of the country, Stuart proves by virtue of his fear and apprehension that Radja Alie might attempt to take refuge through the mountains to Mampawa. Stuart considers this retreat difficult, indeed entirely impracticable, as in that case he would have to march through the largest part of the Mattam realm, the entire Sangouw and Landak realm in order to reach Mampawa, routes through wildernesses, heavy rivers, and entirely impassable swamps, which no one, as far as is known, has yet traversed. Moreover, Radja Alie is held in very low esteem by those of Mattam, and going so far inland he would run the risk of falling prey to the Dayaks. Stuart also finds fleeing along the coasts neither practicable nor advisable for him, both because of the heavy rivers, and because, even if he crossed them successfully, he would finally end up at Pontianak. To remove the difficulty as to whether in some ways there were no grounded reasons to act against Mampawa, if Radja Alie did not take refuge thither. Stuart presents as sufficiently weighty reasons for the Company to have the right thereto, namely: Firstly, the assistance rendered by Mampawa to Riouw during the war. Secondly, the hospitality that he not only granted to Radja Alie upon his flight from Riouw, but at the same time the oath of conspiracy for mutual assistance, and Thirdly, that a multitude of Riouw refugees are currently still staying there, among whom even a certain Intje Camis, related to Radja Alie. These three reasons Stuart judges sufficient to treat Mampawa with hostility, after first having destroyed Succadana: which latter he posits as highly necessary, lest Radja Alie choose the open path. Furthermore, Stuart says that he enumerates all these reasons in order to seek a fundamental reason to act against Mampawa with the Company's force, once it has succeeded at Succadana, if and when Their High Mightinesses might not approve the plan to attack Mampawa combined with the Syarif and Sambas. Regarding the equipping of vessels, as well as the necessity of adding a small ship to the expedition, Stuart defers to the separate plan drawn up by him.

And now, to ensure as far as possible that transportation thither was prevented, the people of Poeloe Jamboe were ordered to make all descending vessels come to Pontianak, under the pretext that the Sarieff wished to reserve the trade in rice exclusively for himself. Meanwhile, Stuart gives reasons why he disclosed the plan against Succadana to the Sarieff, as the latter is not at all favorably disposed toward Radja Alie, the aforesaid. And for that reason, he was also immediately resolved to set to work directly toward his expulsion. In this, he is restrained by Stuart, by giving him to understand that this decision was too hasty and, without the consent of Their High Excellencies, could cause nothing but displeasure. While he has not yet negotiated positively with the Sarieff about this, he nevertheless believes that the Sarieff would not be disinclined toward the possession for his son, the more so as he is so ardent and burning to attack Mampauwa if necessary in combination with Sambas, without any other assistance from the Company than gunpowder and muskets. Stuart will pay all possible attention to the passes that the Riouw vessels will bring. Yet those vessels never come to Pontianak, and none having appeared at Mampauwa for about three months either, it will be difficult for him to get hold of one of those vessels. He further excuses himself regarding an all too obscure missive concerning these passes, and says that by the words, to the islands situated under Riouw, he meant those of Tambelan, Poomeran, Sianten, Serassan, etcetera, situated a good 50 miles east-northeast of Riouw and known on the round chart by the names of Anambas and Natuna. Furthermore, Stuart proposes the placing of some knowledgeable natives on the vessels, and among others Batoe Apie, as he considers the fairway to Succadana not well enough known to the Company's sailors. As for the force of Radja Alie and Gustie Bandher, according to the most reliable reports concerning this, it is said to consist of: 4 to 500 able-bodied men, no vessels of consequence, and the artillery of no great importance before that last Englishman had been there; yet this artillery is still entirely unmounted, and having, moreover, not yet erected any bentings or other fortifications, they were, as it were, still entirely defenseless on both the seaward and landward sides. Having let this precede, I first most urgently recommend to Your High Nobilities from the extract letters the promotion of Sergeant Smith, who is currently at Banjarmassing, to military ensign, for which he is most favorably nominated by Captain Hoffman, both on account of his services rendered to the Company and to him, and because the small number of officers at Banjarmassing, which consists solely of Ensign Dahl, makes this increase necessary, all the more so since the Captain of the Sepoys has been deported to Banjarmassing because of his bad conduct and it is necessary that the command over the Sepoys be entrusted to a European officer, for which, aside from the said Smith, none of the officers on Java is suitable. Captain Hoffman leaves the reimbursement of the expenses of the Blingensche expedition to Your High Nobilities' disposal, as it seems to him that the Prince, keeping his eye fixed on the drafted plan, would indeed wish to be exempted from that payment, so that this was further urged by him. Captain Hoffman furthermore deferred to me whether or not to conduct the envoys to Batavia; but since I have already ordered him in a further letter to refrain from doing so and to remain at Banjer, this matter has already been settled; hoping for Your High Nobilities' approval, I shall authorize Captain Hoffman, if the Prince continues to insist on an escort by an officer and this should also be deemed necessary, to then employ Ensign Dahl for that purpose. The Sultan petitions Your High Nobilities for vessels to protect the shores; which also having been proposed to Captain Hoffman and the First Resident Van der Worm, the first-mentioned is of the opinion that the following would be quite sufficient: one galley, one pantjallang, and two large cruising prau mayangs; without the need to employ such costly vessels as the coaster there; all the more so since a vessel is usually present at Banjarmassing to load pepper, and then furthermore, the platoon of reliable Javanese, to be employed separately on the small vessels suitable for transporting goods to this place and elsewhere. Regarding the rural guard, Captain Hoffman cannot yet fully explain himself; however, he deems it most necessary that two companies of Malays or Javanese be recruited at Samarang, who in the meantime could also serve for the work on the fortifications, and afterwards, when no longer needed, for increasing the number of inhabitants. On Pulau Kaget, which is very muddy and constantly submerged, he disapproves of the construction of a fort. On the other hand, the construction of a second fort appears best situated to him at Old Banjarmassing, from where a road of communication by land could also be made with the Company's lodge at Tatas; that small fort would also require only a small garrison. The construction of these two forts, one at Tabanio and the other at Old Banjarmassing, is also judged by the Sultan to be necessary and best suited. Meanwhile, I have the honor to present herewith to Your High Noble Lords the Sultan's seal, affixed next to a letter or certificate written by Hoffman, whereby the prince affirms that everything presented by Captain Hoffman is in accordance with his intention. In a second or separate copy of a letter Your High Noble Lords will find the considerations of Captain Hoffman regarding the points that were given to him for deliberation; wherein he initially mentions that the number of Pangerangs or Rajas belonging to the house of Banjarmasin for their livelihood, and sprung from royal blood, consists of only 6 to 7, among whom two were wealthy, but the remainder were poor; also one had little to fear from them, as, in case they showed themselves discontented, they could easily be punished, which, however, was in no way to be expected from them now that they could henceforth be appointed as regents in this and that place, whereas previously, for reasons of state policy, they were kept at court without noteworthy revenues, which they could now enjoy upon their appointment as regents; nothing was to be feared from the kiais or mantris either, being all creatures of the prince, who appointed them thereto according to his own pleasure without them having anything to say, and most of their number were also eager for the Company's taking possession there. In the meantime, the prince has also already granted the free delivery of the said product to the Company's lodge; whereby that delivery has also been considerably attracted, so that after the departure of the barque the Eensgesintheid, there were once again 100,000 lb on hand. However, the calculation of how the delivery of pepper previously occurred to the prince is obscure and therefore demands further elucidation; as much as I can make out of it, is that when the prince buys the pepper from the native at 11 and 12 gantangs for a Spanish dollar, the same was measured in according to the custom of the native, so that one had 36 to 40 gantangs for a picul and thus the supplier, when the average of both was taken, received no more than Spanish dollars 3 9/10 per picul, and that since one now gives 14 gantangs for a dollar in a direct delivery, this proves how one proceeded previously with that measuring-in. I do not know whether the pepper is received cleaned or uncleaned and how much weight the gantang contains; that for rice is calculated at Banjarmasin at 5 catties, and assuming that for pepper it is only 3 catties, and thus the 14 gantangs containing 42 catties, and one dollar being paid for that, then the picul of 100 catties would, according to that calculation, upon this direct delivery come to cost scarcely 2 1/8 Spanish dollars, likely an error of Hoffman, but nevertheless necessarily requiring further information. Under the article of birds' nests, Hoffman had also urged a reduction of price for the less sound ones; but it was judged that this point should nevertheless be suspended for some time. The prince also cedes to the Company all toll collection without distinction at all such places as one might think fit, provided that he comes to participate for a part therein, as your Right Honourables shall be pleased to approve, further leaving freedom to the Company to reserve to itself the diamond and gold mines, item the birds' nests, the wax, the rattans, and what more of that sort; which two last articles, namely wax and rattans, would be obtainable in abundance if only the native could be assured of the market. What the price of the wax is, however, is not noted and therefore requires further information, but for the rattans the prince pays in the upper lands 1 1/2 to 2 dollars for 100 bundles and then sells them again for 3 to 3 1/2 Spanish dollars, above which profit he still enjoys one dollar on the 100 bundles for the transport, which latter he also requests may remain to him as a revenue. His Highness also insists on the retention of Bumi Kencana and Margasari, along with some villages along the river Samarang the 1st of July Anno 1786. These inhabitants, who are of a bad character, need not, however, according to the opinion of Hoffman, enjoy all too much freedom, all the more because one would thereby get into difficulties to obtain the necessary prahus, and thus he thinks it best to bring them gradually under our control. Over all the other places in the upper lands both to the west and towards the east, the Company would hold authority together with the prince, likewise over the great river or Batang Sungai, where many villages lie; in return for which the prince cedes entirely and completely to the Company all his lands and settlements along the sea coast from the east to the west, as well as the whole of Pasir and Pulau Laut with their dependencies and Tabanio. Concerning the point of justice, I further remark: that the proposal of the prince to administer justice to the Banjarese according to the custom of the country could well be introduced, if the Company were to establish a Landraad from the regents subordinate to it, to judge and execute punishment over Banjarese under its territory. But in mixed cases between a Banjarese and one of another nationality, one ought, in my opinion, just as on Java, in order to prevent all distinction, to proceed according to our laws. While all administration of punishment over cases between two Banjarese should remain to the prince, provided they are direct subjects of His Highness. The appearance at Court twice a year of all the chiefs according to the request of the prince, seems to me should go no further than insofar as these chiefs are directly subordinate to him, but all others belonging under the Company should be obliged to remain excused therefrom, as this ceremony is regarded by the native as a suzerainty of the prince. For the construction of forts, bentings, lodges, houses, item the making of roads and rivers, the prince promises to offer the Company as much assistance as can be done with any orderliness: also to supply the necessary timbers for that purpose. The proposition to have the First Resident reside permanently at Court seems to me, contrary to the opinion of Captain Hoffman, not to be suitable to the Company's constitution; but in my opinion, as maintaining the Company's authority and prestige, he ought to keep his domicile on our own territory, against which one the other.

According to the prince's opinion, the gold and diamond mines would initially yield but little profit, yet Hoffman believes that they will indeed produce some considerable revenues, and that the prince alleges this out of fear of his own people. The request for the continuation of the navigation of the Chinese junks to Banjarmassing could be granted, if it did not open the door to the smuggling trade in pepper to unfaithful servants; and thus I am also of the opinion that this will be disadvantageous to the Company's interests, if not now, then in the future. Regarding the reimbursement of the expedition expenses already incurred and still to be incurred, the prince professes his inability; indeed, he would even wish to be exempt from paying for the weapons and ammunition supplied to him, or at least he requests them at Company's cost price, or charged at slightly less than usual, provided also that the cost may not be deducted all at once but gradually from his revenues, and this in consideration of his inability and the advantages that are to flow to the Company in time from the cession of his realm. However much all this is to be considered as very advantageous for the Company, and the prince means well in all respects, there still remains one difficulty, namely the ceremonial cession and the feudal possession on the part of the Sultan, who as it were would only half care for it and does not seem very inclined toward it, the more so if this had to take place through the arrival of the minister plenipotentiary; however, he would be inclined to proceed with it by way of negotiation with Hoffman alone; a matter which Hoffman judged could not take place, and therefore, in order to remove all obstacles from the path, the draft deed, already approved for the prince and his son, was drawn up in such a manner that the prince cedes and yields all of Banjarmassing to the Company, retaining, however, joint administration over the uplands; with which Hoffman judged that one could be satisfied, provided that this clause were further elaborated in the draft contract and stated in stronger terms. The prince's proposal to demand annually from the Dayaks a Spanish mat per head can certainly not be introduced without much difficulty, and thus I would be of the opinion that it were best to temporize with this until everything in Banjarmassing is first in such a situation as to promise oneself a peaceful possession thereof, when it will possibly still be judged most advisable to abandon it entirely, in order not to incite these peoples, unaccustomed to such taxes, to an uprising; whereas on the contrary one ought to aim at enticing them to the coasts through gentle treatment, both for the increase of the population and to expand trade through them. As for the further proposal of the prince, through Hoffman, to incorporate the 6th article of the old contract into the new one: this will take effect if one proceeds following the example of the draft contract sent to Hoffman; since thereby all previous treaties and obligations are reintroduced, in so far as they are not contrary to the new contract. For the felling and processing I would use half of the above-mentioned soldiers with 100 or rather less or more of the Prince's battoors, according to how many could be obtained, and give these daily rice and some fish, or some duiten; the fort or benting ought to be somewhat spacious, thus a pentagon or hexagon would be best, the outermost posts 14 to 15 feet long of which 3 feet in the ground, and the innermost 7 to 8 feet, or the front ones 17 and the innermost 9 feet. These posts would have to be hewn square and placed and joined closely next to each other, the short posts 12 feet behind the long ones, and this space in the middle filled up with earth and sand, would be strong and sufficient, and not expensive, the front posts being so much longer than the rear ones, makes the parapet behind which one can make 1 or 2 banquettes as desired, also of the same wood. The soil is indeed sandy, yet seems fertile to me, because everything is overgrown with trees, shrubs or tall grass, coconut trees certainly grow there, as do other indigenous fruit trees and fruits, the upper lands according to report yield everything that is necessary, and these lowlands yield fish. The favorable situation consists in the fact that from this post one can overlook a large part of the great river down to and past the Chinese creek downstream, and upstream a part, though obstructed more by an island. Everything that comes down the great river must pass here; and thus it is necessary to place a post there to prevent smuggling, and perhaps establish a toll there. It protects Banjermassing against hostile incursions, which might occasionally happen by the Dayaks. One can make a road overland to the Lodge Tatas, as the prince himself has already proposed, in order to have communication, which according to the prince is a very short road; by water I had a short hour to row, but this is around. This lodge, benting, or small fort could also initially be made of the nearest growing timber, but garrisoned by only a few Europeans, because I suppose that such new places are unhealthy for the Europeans. To the fifth proposal the prince answered: never to have seen forts or places, how and in what best manner they ought to be constructed; it was also unknown to him which locations were most favorably situated for the Company, and even if he were to make an indication and the same was not satisfactory, one might perhaps suspect him of having done it with premeditation, therefore leaving it entirely and solely to the Honorable Company to choose places for forts or bentings according to their satisfaction, in order thereby to cover and secure himself as well as his country and people, so that he surrendered all places for that purpose. To the 35th proposal: that he even requested to place one or two persons continuously at his court, to keep an eye on his conduct and that of his children, to discover what might be going on, a partner in the Government, to advise him and his children, and whenever he or his people went astray, to set them right. The only thing he had to remark or object was: That he requested and stipulated that the Company's servants residing here should not treat him and his children, and their succession, arbitrarily, or even mistreat them, but requested that this be referred to the High Government in Batavia.
