278 Had to buy up linens Director in that regard and revived their sunken courage again, but seeing later how little came of the latter, and that they thus had no money at all to expect, this had such an influence on the delivery that we were obliged to proceed to the purchase of some goods in order to fully load the two departed ships properly and to bring the cargo of each as close as possible to the stipulated 8 tons of treasure; already early in December, or the 5th of that month, the First Signatory submitted his considerations in this regard, among others, to the Assembly in writing, and demonstrated, quoting the underlying causes of the slow and deficient delivery of the merchants, how it was to be feared that they would have to proceed to a purchase in order to get sufficient cargoes together, in consequence of which it was decided on that day. He, the Director, had placed himself in a position in good time, in case the linens brought in by the merchants on contract did not meet the requirement, to be able to supply what was lacking, and it appeared that this precaution was not superfluous; in his written communication inserted into the resolution of 30 December, and the calculation appearing therewith, it was shown that, both through the deficient delivery of the merchants and the slight assistance that had come to us from Kassembazaar and Pattena, 440 volumes less having been delivered by those offices than amounted to their share for both ships, in order to supply which, and complete the cargoes, one was forced to proceed to a considerable purchase, consisting, besides a few goods of other assortments, in 5000 pieces Amertjes 7000 pieces Malmollen and from Patna 5000 pieces Dherriabadys upon which assortments, above others, the choice of Him, the Director, had fallen, since according to the return of the year 1785 they had yielded considerable profits; this general report, which bad result of the delivery the common 279 reasons thereof of the linens which was treated further and more circumstantially in the cited resolutions and the writings of the First Signatory inserted therein, thus shows how poorly the delivery turned out upon the contract made, which, however much our suppliers also try to throw the blame for it partly on the vexations of the English agents in the aurangs, about which the complaints and what was done therein are described in our decisions of 8 and 21 August, also 8 September 1786, is to be ascribed to nothing other than the lack of money and decayed credit of the Company among the native inhabitants, just as we have argued at length in our separate letters sent on 24 November last to the Right Honorable Gentlemen Seventeen. inspection and finding § 44 In our resolution of 15 December last, our inspection and finding of the linens delivered is recorded, whereby it appears that however much the same generally appeared sufficient, nevertheless many not only differed from the samples, but were sometimes also found to be of lesser quality, for which the merchants gave as reason that the sample pieces had become much softer through daily handling and thus also seemed better than the linens delivered by them upon them, with many complaints about the low prices and the little profit that they, through the lack of money, could expect on their delivery. We could do nothing else than be satisfied therewith, because the difference was perceived only in some assortments and was of too little importance to cause, by not accepting them, even more obstacles to finding assorted cargoes, although we would not have proceeded to accept the Cassas Jaggernaatpour, were it not that their small quantity had forced us to some indulgence, in order not to be entirely deprived of that linen. however F

Reference to the reply regarding that which relates to these articles. Paragraph 45. Regarding that which further relates to this, we respectfully request permission to refer to the appended formal reply to the Patna Demand for the Year 1782, being that according to which we directed ourselves in the contracting, and whereby it was demonstrated that the goods delivered and bought up at the contracting jointly amount to a quantity of 127449 pieces. Representation of the merchant 146. We shall make it our bounden duty to follow Your High Excellencies' honored recommendation by letter of 6 October 1785, to prefer the employment of our own over foreign merchants whenever matters might in time reach a favorable state, although we have every reason to regard this as hopeless; nor have we failed to let them participate in the most recently concluded collection as much as they desired, although the greatest part is so impoverished that without the usual advances they are not capable of delivering any significant quantity of linens, as was fully evident in the settlement held with them for the Return of the Year 1785, since it then became known that the greatest part of them had been obliged to seek the monies and goods for performing that delivery from others, who thus were the actual creditors, and consequently requested that the renewed bonds for that delivery, which were then about to be issued, might be drawn up in their names, as indeed occurred according to our resolution of 11 May 1786. Regret over Your High Excellencies' displeasure regarding the outcome of the contracting for the Year 1785. Paragraph 47. With regret, from the formal rescript of 28 July 1786, we have perceived the displeasure of Your High Excellencies over the contracting carried out for the Year 1785; we request permission respectfully to represent in this regard that it was beyond our power to make that delivery turn out differently or better, and that at the entering into of the contract all merchants were employed who wished to bind themselves, to which one was indeed compelled because the contracting took place on credit, thus one had no choice, but had to take those who offered themselves; that the President of our Meeting at that time was certainly misled by his banian or business agent in the listing of such persons as suppliers who were incapable of fulfilling their engagements, but that neither His Honor nor we could know this, as it is exceedingly difficult if not impossible for Europeans to judge with certainty the condition of a Bengali, and they are thus obliged to rely on the reports of others in that regard; that the outcome of the recent contracting for this year has elucidated the distress and anxiety that were attached to bringing it to completion, and demonstrates most clearly how difficult it is to succeed in this without cash, especially in the present juncture, since the shortage of money is experienced most acutely throughout the entire country and by everyone, so that none, or at least very few merchants have the ability to undertake any enterprises of weight; and that these are not our local residents or the suppliers who served the Company in former times is only too certain, because in the course of the deliveries of the two most recently passed years it has appeared most clearly that they are generally so impoverished and incapable that one would scarcely dare to entrust them with the delivery of a quarter of a shipload with the prospect of complete fulfillment, and certainly not to trust them with the money for it without fear of considerable loss. All this we hope will be taken into favorable consideration by Your High Excellencies for our exoneration, and that we may thereby be relieved of the displeasure which Your High Excellencies harbored over this poorly succeeded contracting.

282 concerning the finding at Batavia of the Gerrasses with the Britannia of stockings for the Hospitals Kassembazaar tendering have understood Astonishment of the Council at what was brought forward there § 48 From the report sent to us by Your High Nobilities from the Linen Examiners who inspected the 9 Bales of Gerrasses sent over with the Britannia, which due to a lack of space in the return ships could not have been taken aboard, we have seen with astonishment that one speaks with so much indifference about those Cloths, of which we are still convinced that they considerably exceeded in quality the Linens of that assortment previously sent, and we therefore also remain in the confident hope that upon the receipt of the report from Europe concerning the finding of the quantity to which these 9 bales belonged, it will appear that the same will have given full satisfaction to the Gentlemen Masters. Reasons why the Demand of the Hospitals was not fulfilled § 49 The One thousand pairs of stockings for the service of the Hospitals, which Your High Nobilities were pleased to demand from us by letter of 18 August 1786, have not been procured, as the price of f:o r:o 27: -: or ƒ 3„ 15. — per corgie, which was asked for them, seemed too high to contract for without further authorization. Poor outcome of the Linen Procurement at Kassembazaar § 50 From various matters cited above, it will have already occurred to Your High Nobilities that the Linen Procurement at Kassembazaar for the year 1786 has also met with poor success. The answer to this, dated 7 May and dealt with in the aforementioned resolution, contained a detailed account of the negotiations with the merchants, their expressed willingness to assist the Company to the utmost of their ability, and that what they could undertake consisted of 5000 to 5500 pieces of Guinees, 5500 pieces of salempoeres, and 1000 Doesoetys, which they had declared to be all they saw a chance of getting ready at the set times, besides another 4000 pieces of Gerrasses, which they likewise requested to deliver because some, under the firm assumption that the Demand for Linens would consist of the same assortment as previously, had already ordered the manufacturing of those cloths, but that without a price increase one and the other was impossible for them, as they, due to what they still had outstanding with the Company, were under the necessity of borrowing money at a higher interest than was credited to them, this requested increase consisting of 8 Anas or 5 1/3 percent on a piece of Guinees and 4 anas or 5½ percent on a piece of salempoeris and Gerras, with which they offered to make this Delivery on Credit, as in the previous year. For reasons stated in the said resolution, we decided to grant this Demand, and in consequence thereof, we were informed by the employees by letter of 9 June that the Contract with the merchants had been concluded, as the memorandum of Tendering received since, inserted with the decision of 8 August 1786, further demonstrates. This poor outcome of the collection there, which also extended to the silk fabrics and Italian raw silk winding, was therefore, as we have already cited herebefore, the cause that we had to resolve the next day to abandon the dispatch of an early ship; in the resolution of that date is inserted a document by the first signatory, containing his considerations on the conduct of the officials in this matter and their further management of affairs, in which, among other things, the advance made by them of pro 10000 on silk was also reviewed, at a time when those funds could have been distributed with much greater utility among the suppliers of the linens and silk fabrics. These considerations were presented to them in our letter of the 25th of that month, and the ample justification of the officials under the 24th November was dealt with in our resolution of the 22nd December following, in which were also recorded the remarks made and raised in that regard; we request, in order to avoid a tedious and useless repetition, to be permitted to refer thereto. § 52 The entire collection of linens meanwhile at that office consisted of 640 pieces Guinees 480 pieces Salempoeris 960 pieces Gerras and 80 pieces Doesoetys 2160 pieces together; the finding of the bales opened here is noted in our resolution of 15 December last. The answer sent to us by the officials regarding the demand, augmented by the annexes, what difficulties had occurred in the linen trade there. § 53 At Pattena the collection of the linens was also not advantageous, which must also be attributed to the lack of money. A memorandum had been sent to the officials there of such cloths as were judged necessary from that office by a regulation made for the return, with orders to report what they saw a chance of procuring in time; their answer, by letter of 30 April 1786 cited in our resolution of the 11th May following, was that the suppliers had undertaken the procurement of 10 to 12000 pieces, besides the linen required for the chintzes, but that they could not be brought to any price reduction and thus the previous year's price had to be granted to them. We were satisfied with this for the time being, but because it had not been stated in which assortments that quantity would consist, we demanded this from the officials, who then also reported it in their letter of 23 May, when the contracted amount was fixed at 11035 pieces; the delivery would probably also have been carried out, but, according to their letters of 28 September, having been forced, from a sum of f. roa. 50,000:- which had been advanced thereon, to have 20000 repaid, in order to cover the expenses in dispatching the saltpetre and diverse other charges, this was largely the cause that no more than 5060 pieces thereof were procured; consisting of and

The servants had been instructed to procure 27200 pounds, making, together with the 12800 pounds remaining from the previous year, the 40000 pounds at which the Master Gentlemen are pleased to set the demand annually; but whereof the Director, according to his note in the resolution of 8 September last, Reasons why it is judged that less than the demand has been contracted out judged that in view of the dispatch of only two ships and for other cited reasons, again as in the past year, only a proportionate quantity ought to be collected and dispatched. Bazaarse employees were qualified for the contracting thereof, and how in a letter of September 6, dealt with by resolution of the 15th of that month, the employees accounted for that lesser quality, reasons which the Kassembazaar employees, among other things, attributed to the fact that those samples of the previous year were perhaps taken somewhat higher than the dispatched lot itself was, whereby the present lot turned out to be of a lesser quality, sending at the same time other samples, which we placed in the hands of three members of our meeting to be inspected and compared by them against the lot of silk that we still had in the warehouses from the preceding year, and likewise against the samples of that time; the report received from that inspection, inserted into the Resolution of October 11, shows that the assumption of the employees, regarding the samples being taken too high in the previous year, was not entirely without foundation; we had therefore accepted that justification, and by letter when the employees were qualified for the conclusion of the contract of September 18, already authorized the employees to conclude the contract, with the recommendation to take care of the quality of the lots to be dispatched, that the responsibility would be solely for their account, and at the same time to direct matters such that the price at least did not come out higher than in the previous year, since in their first-mentioned letter of July 21 an increase of 3½ stuyver per lb had been asked; a further request for this was indeed made by letter of October 19, but, this having been refused by us, it remained at that. Section 58. As to what was further transacted concerning this item, having a connection with what was said hereinbefore concerning the linen assortment of that office, we request that in this respect we may also refer to the resolutions cited there; the quantity sent off by the employees having consisted of 5472 lb, all Haliaans winding Bouliase silk; the inspection thereof was carried out by the same members of the Meeting who examined the samples according to the report received thereof, inserted into the resolution of January 10 of this year. The finding was by no means favorable; we have therefore left the responsibility thereof for the account of the employees, and dispatched that lot, along with what was still left over from the previous year, divided between the two return ships, and properly distinguished on the invoices. Section 59. In the postscript of our letter of the previous year dated March 14, we already had the honor to inform Your High Excellencies that the silk supplier of that time had properly delivered his overdue remainder; in the report that the Kassembazaar employees gave us thereof, they requested at the same time that the security provided for it might be sent back for cancellation, which request we then complied with, as no further disadvantage or damage was to be expected from this. Section 60. Of the Mochta silk or florette yarns, the employees have sent us in total a quantity of 7350 pounds, which have also been laden into the return ships. We received the samples thereof at the same time as those of the silk, and they were also dealt with in the aforementioned Resolutions, just as the inspection and finding of the lot itself are also included in the report; on this yarn a price increase of 2 stuijvers per lb was also demanded, but, this having also been refused by us, the pound comes to, as in the year before, ƒ 3.10.-. Section 61. On the silk fabrics, the procurement of which was recommended at the same time as the linens, we had to grant, according to what was noted in the resolution of May 11, 1786, a price increase of 4 1/8 percent, after which the procurement of 10830 pieces was accepted by the suppliers, as appears from what was communicated concerning this by letter of June 9 and the memorandum of contracting inserted thereof in our resolution of August 8, 1786. The delivery of this has, however, also turned out most poorly, since of that entire lot no more than 1500 pieces have come in; but this item having the same relation as that of the linens of Kassembazaar, we request concerning it.

We respectfully request pardon for the inattention committed with the sending of the considerations requested from the Kassembazaar servants regarding the reeling of the silk in the Italian and native manner, without saying anything about it in the letter to the Netherlands or in the resolutions. To correct this, we have demanded the reflections and remarks that were to be made on the aforesaid considerations from the Honorable Mr. Klots, as having been not only President of the Meeting at that time when this omission was committed, but also because by virtue of his greater knowledge of the silk and what relates thereto, he could judge with the greatest grounds above the other members. His Honor complied therewith in a very circumstantial and extensive discourse, which is inserted in our resolution of 29 December last, which we do not doubt will satisfy the desire of Your High Noblenesses and be able to serve to give the Lord Masters complete instruction on the collection of silk, its reeling, and what further belongs thereto. Regarding the collection of opium. Paragraph 63. Concerning the opium, we had the honor to report in our letter of the previous year of 14 March that we had, according to custom, made a request to the English Government for it, but had not yet received an answer. This having since been received, such as is inserted in our separate resolution of 15 April 1786, according to which the milk for 700 chests was again granted to us, we immediately informed the Patna servants thereof. The receipt and preparation thereof has since also taken place, so that nothing more remains to be said of this except that this quantity was sent to us in the month of December last in two parcels, and that according to the Patna letter of the 13th of that month it comes to f 329 11 15 38/236 per hundred pounds, differing f 12 13 10½ current money per hundred pounds to the good compared with the price of the previous year. Why the 100 chests still missing from the requisition could not be obtained; refer to the resolutions cited therein. Paragraph 64. To procure the 100 chests still missing from the requisition, the servants had, according to what is cited in our resolution of 24 October of the previous year, approached the Contractor, who also promised them to deliver the same underhand; subsequently he refused this under the pretext that he had bound himself to the delivery of a larger quantity of chests than the stipulated one to his own Company. The lack of money is furthermore the cause that this parcel could not be obtained through purchase, as it seems that there would have been an opportunity for it had the servants been provided with cash. 291 Further regarding the required quantity to be observed for this year. Paragraph 65. To obtain the required quantity of opium in this current year, which pursuant to Your High Noblenesses' order is fixed at 800 to 1000 chests, we made a proper request to the High Government in Calcutta under date of 31 January last. The answer received thereto of 7 February is inserted in our separate resolution of the 16th thereafter. But since what further remains to be reported regarding this must be dealt with in our secret letter, we request to be allowed to refer to it. Certain orders concerning the Patna servants will be observed when opportunities arise. Paragraph 66. We shall let Your High Noblenesses' remarks and recommendations serve for our dutiful observance and guidance, should such matters ever occur again as was the treatment with the opium in the year 1785. But we respectfully request permission, for our discharge in this matter, to be allowed to represent that the distant distance from the Patna factory deprives us of the opportunity to trace the conduct of the servants in this matter with that accuracy which the weight of the matters requires. We assure Your High Noblenesses, however, that such scandalous actions would not occur to us again without opposing the same with the greatest earnestness and without any consideration, in order thereby to make everyone observe their duty properly. What has further been dealt with since our report regarding this matter with the Patna servants is recorded in our resolutions of 15 April and 11 May 1786, which, since Your High Noblenesses have already passed this case, we cite solely for Your High Consideration.

Section 67. Regarding Your High Nobilities' remarks concerning the high price charged to the Company for the collected Opium in Patna, we have sent an extract to the servants. In their reply, to be found in the letter of 12 October 1784, they state that the higher price of that purchased privately was caused by the fact that this purchase must always be made covertly, and that the price of that provided by the Contractor is no higher than that for which it has been delivered for many years, on which he allows no reduction; further, that the chest of English Opium of 135 lb net is generally sold for 500 to 550 Current rupees, whereas ours of 150 lb, at the Contractor's price including all charges and the commission fees counted therein, costs circa 447½ sicca rupees, and moreover is of better quality, wherefore they also hope that Your High Nobilities will be pleased to pass the price which they pay for it to the Contractor. The servants surely must not have included the transport charges in this cost of the Opium, because the Director, having requested a statement of what the prices of this juice have been in the last 10 years, finds them all to come out higher than those which the servants state for it. Section 68. Of the saltpetre, the usual quantity of 23000 Maons was again allocated to us for the past year by the English Gentlemen, which has also been completely delivered to our servants at Patna. Following Your High Nobilities' expectation, we were not negligent in taking measures to secure the promised but not received consignment for the entire year 1785; we first had the Patna servants make inquiries as to whether the order for its delivery had arrived there. Upon the unsatisfactory answer received thereto, we addressed ourselves on the last day of June of the past year to the Supreme Council with the request that they would still be pleased to send it off, which indeed took place as appears from Their Honors' rescript inserted in a separate resolution of 8 August. However, the delivery of this entire quantity could not take effect, as the English Chief at Patna, according to the correspondence of the servants with that Gentleman inserted in the separate resolution of 8 September, did not have a sufficient stock. Since we needed no more than 8000 Maons thereof, we satisfied ourselves with that quantity, and maintained our claim on the remaining 15000 Maons for this year. We proceeded to this all the sooner in order not to be obliged to make full payment at present, as our tight money supply in no way allows this, being as yet in the greatest embarrassment as to how to manage upon the receipt of the bill of exchange which we authorized the Patna servants to draw on us in satisfaction of the received 31000 Maons. 234 According to which nothing remains in arrears here, there having been inserted into our resolutions of 11 October and 3 November 1786 the reports submitted by the Warehouse Masters concerning their findings on the lots received here. Section 70. By letter of 7 January last, information was given to us by the Patna servants regarding the collection of Opium and Saltpetre completed by the English in the past year, the opium having consisted of: 4500 chests, of which 3600 chests were transported by the English, 200 chests delivered to the Danes, and 700 chests delivered to us; 4500 chests as above, there also having been delivered, as we have learned here, 200 chests to the French at Calcutta. The Saltpetre consisted of: 125000 Maons, of which 94000 Maons were dispatched for the English themselves, and 31000 Maons delivered to us; 125000 Maons as above. Section 71. We have thus far made no request for our share from the saltpetre harvest of the current year, because we feared we would need no more than the 15000 Maons which we still have due to us, in which case it would be very inconvenient for us to have to receive and pay for the usual quantity; the decision regarding what we ought to do under the present circumstances remains suspended until a suitable opportunity. Section 72. The remarks and orders which Your High Excellencies were pleased to present and recommend to us in Your High Nobilities' esteemed rescript of 28 July 1786 regarding the saltpetre being purchased, we shall dutifully take for our information and obedience, begging excuse herewith for the mistaken expression in our letter of 14 March of the past year, wherein it was said of the purchased lot of Benares Saltpetre that it would lose 20 percent less than the ordinary sort, whereas it properly should have 235 been that 100 lb would have as much strength and effect as 120 lb of the ordinary sort, as was communicated to the Gentlemen Masters. Section 73. Borax has been purchased at Patna to a quantity of 7050 pounds at the prices of the previous year, or f27:2 per cento lb, and dispatched with the return ships; the 250 lb of Borax raffinado requisitioned for Batavia could not be fulfilled according to the answered Patna requisition because the servants could not obtain a refiner. Of the shellac, 8300 pounds have been purchased here, in accordance with the sample that was sent to us with the chaloup De Verwachting; the same costs f43:15:- per cento lb, or f3:5:- more than in the preceding year. Section 74. We must also beg excuse that the order given by Your High Excellencies by letter of 20 July 1781 was not complied with in good time, regarding the packing material and the required accounting for the discovered difference between what was charged for one pack and what was found to have been used on it. Under our esteemed missive of 6 October 1785 to Your High Excellencies, whereby this was ordered further, we resolved, in order to comply therewith, to deliver copies and extracts of everything dealing with this subject to the senior officer in the cloth hall and to send them to Kassembazaar and Patna; the reports received here successively upon this are inserted in our resolutions of 24 October, 24 November, and 29 December last, behind each of which is annexed a memorandum stating what the Suppliers of that packing material undertake to deliver the same for, with a declaration by each separately that they cannot do it for less; we hope that Your High Excellencies' intention will hereby have been fulfilled, and we have provisionally and until further orders had the same delivered according to the said memoranda, whose prices are lower for Houghly and Patna, and for Kassembazaar the same as in the previous year. Section 75. Concerning the charges on Patna returns in the year 1784/5, there goes among the Annexes the ordinary report of the business held thereupon on 8 August of the past year.

296 ...of the Toecop saltpeter... a memorandum was submitted totaling f 2163: 13: —, on which there is nothing particular to note. — Concerning the dispatch of the saltpeter from Patna, the Collector of Tolls there desired, according to the letters of the 24th of August of the previous year, which were discussed in the resolution of the 8th of the following month, a novelty regarding the demand to value that salt at 4 rupees per maund and to levy the toll accordingly, to which attempts had already been made the year before; but upon the strong and pertinent representations of Chief Van Citters, the assessment was finally set on the old footing, or at 2½ sicca rupees per maund, after which the toll was paid. — Report on the contract for this year. § 76 Everything having been dealt with regarding the completed collection of the previous year, we must also inform Your High Excellencies under this main section what is to be said with regard to the upcoming return fleet. The manifold vexations and cares connected with dispatching the recently departed return ships with proper cargo, and the prospect that these will always accompany it as long as we receive no substantial assistance in cash from Europe, long deterred the signatory from thinking of a contract for the upcoming return cargo. But considering that the Lords and Masters, upon the arrival of the ships Hinloopen and Constantia, might proceed to send a ship or ships here again, and being reliably informed through private reports from Europe of the month of August of the previous year received in February that a ship was about to be dispatched to this Directorship, he deemed it—setting aside all hesitations about the distress and care that the two most recently completed shipments had caused him—absolutely necessary to make every effort in order not to frustrate the expectations of the Lords and Masters for a return from this Directorship. He has therefore been active in that regard, and has succeeded to the extent shown in detail in a written communication submitted and inserted in our resolution of the 23rd of this month to the Meeting, which also cited a calculation made by him concerning the different ways of conducting trade here in Bengal, whether with cash sent out for that purpose or on credit and bonds that are paid off with assignments, in which everything that ought to be charged against it was impartially balanced, according to which trade on credit does not turn out to be as disadvantageous as one might assume at first sight. 237 It is on the foundation of the reasons of necessity and of the possibility of succeeding presented in that writing that we resolved to undertake a contract for two shiploads on credit and under such conditions as are described therein. We hope that Your High Excellencies, through our endeavors to provide the Company with returns in Europe, will be pleased to remain convinced of our zeal and diligence for its service, and that Your High Excellencies, by sending a considerable quantity of merchandise—about which the Director, in his separate letter, has the honor to converse further with Your High Excellencies—will be pleased to enable us to fulfill our promises made to the merchants. 303 copper was negotiated, sale of spices to How it was with the Japan copper of the merchandise received since then, the main portion of the intake has been cited and our resolutions of the 11th of October last amply demonstrate, being compelled to cede the entire quantity of Japan bar copper to the suppliers of the coarse linens for Sa. Rs. 40.14.- or f 51.2.- the maund of 76 lb, being 10 to 14 annas less than the bazaar prices at that time in Calcutta, according to the monthly published printed price currents; yet which price was only cleared because of the unfortunate circumstances in which we found ourselves, we had to submit to it or remain deprived of those linens, which could absolutely not be dispensed with in the return cargo, and due to lack of cash could also not be purchased, at least not up to that quantity as required according to the plan; we hope that the oppressive and distressing circumstances, in which we find ourselves due to the prevailing lack of money, will plead for us with Your High Excellencies toward a favorable approval, not only of this decision, but of all the others that we have been compelled to make to save ourselves and, as much as was in our power, to keep commerce in proper progress, as we can dutifully declare that all that was performed by us in that regard, although deviating from the established orders, had the true interest of the Company as its goal. Section 81. It was also with the same view, and to provide ourselves as much as possible with the necessary cash, that we again sold the largest portion of the spices privately by hand. According to the communication made by the Director at the session of the 11th of October last, a buyer presented himself for the entire quantity for cash; we decided to make use of that opportunity to dispose of the same, yet according to what was recorded, it must be understood for small parcels of 5, 10 to 20 maunds that daily in this respect concerning the sale is to be observed. 304 by the resolution of the 17th of that month, he felt aggrieved by the quantity of cloves that he would have to take in order to obtain the nutmegs and mace, which was not only much too large to find a market, but on which article he could also expect nothing other than a considerable loss, for which reasons he withdrew from the purchase. This plan therefore making no progress, and it being nevertheless of the utmost necessity to have some cash in hand as soon as possible, even if only to satisfy the urgent expenses for the vessels present and in the household, we took the decision on that day to sell the same privately by hand in small parcels, just as in the previous year; and as the merchants had made difficulties in taking the same quantity of cloves with the nutmegs as then, to set the proportion at three lb of cloves to one lb of nutmegs, and six lb to one lb of mace, as well as to have public advertisement made thereof, as well as of the prices established by Your High Excellencies, since they seemed to entertain some doubts in that regard, because they had been increased twice in that year. The clearance thereof, however, proceeded very sluggishly and slowly, and the need for money remained just as great, as is evident from what was recorded in that regard in the resolution of 3 November; the negotiation with the first-mentioned merchant was therefore resumed, and according to the decision of the 24th of that month, success was finally achieved in disposing to him for cash a quantity of 30,000 lb of cloves with 10,000 lb of nutmegs and 2,000 lb of mace, with a proportionally lesser quantity of the first, if the other two parcels, through sales already made or loss by garbling, should be found to amount to less; this entire remainder of cloves, which the Director, according to the note in the resolution of 24 October, declared he could cede by special authorization of Your High Excellencies at 10 percent below the usual Company price, was successively, except for a small quantity of about 4,000 lb, likewise in redemption of bonds as well as payment of expired prices.

Further accountability § 95 In order to trace whether anything can still be recovered here in Bengal from the said former Director Ross, we demanded a statement under oath from his attorneys regarding the state of his affairs, both here and in Calcutta, and what of his was still held by them. Upon this, and upon what Your High Nobilities were pleased to require further in the rescript of 28 July 1784, they declared in an address inserted into the resolution of 29 December last that they, as men of honor, in their previous report submitted under 21 March 1785, detailed everything they in good conscience could, to which they still referred, with this addition: that the balance of f. r. 7320.14¾ made known therein, for which their principal was indebted to them, has since increased to r. 11900:—:— without them having been able to collect anything toward the clearance thereof from the outstanding doubtful debts; further proving this debt with an excerpted letter from the said principal, and in conclusion declaring themselves prepared to confirm their statement solemnly. We, being unable to assume that these attorneys would make such solemn declarations of unawareness, even offering an oath, if anything more were known to them than they have already given, have, as far as concerns us, considered ourselves satisfied with this and deferred further disposition to Your High Nobilities. General settlement with the suppliers § 96 The general settlement with the suppliers, both here and at the subordinate offices, having been duly effected, we have the honor to present herewith to Your High Nobilities the General Current Account, which was submitted at our session of the 2nd of this month. From the same and a summary annexed thereto, it appears: 1st that the suppliers at Hougly and Kassembazaar are owed, for the years 1785, 1785/6, and 1786/7 under the ultimo of February 310 1787, f 1267218.17.13, and one of the administrators f 6060.12.— 2nd that, on the other hand, some of the suppliers at Hougly are in arrears f 9147.6.— and at Patna f 3134.15.—, as well as the administrators at Hougly and the suppliers of packaging at Kassembazaar f 28193.8.8; which outstanding debit entries are to find their clearance and settlement through payment and through delivery of that for which the funds received by the administrators had to be spent. Manner in which was acted and what will be done regarding the previous year's bonds § 97 According to what was recorded in our resolution of 11 May 1786, the provisional bonds issued to the merchants for the delivery of the year 1785 have all been cancelled so far as they could be recovered, and for what was due to them on that delivery, with the accrued interest, new bonds were granted in the names of such persons as had furnished the funds or goods for it and were thus the actual creditors, as that resolution further shows. those of 8 August following, which were accepted and paid by the same; for one chargeable to Mr. Mestayer in the amount of Car. 30000.-.-, a postponement was requested until the recently past month of February, when the same was settled according to what was recorded in the resolution of the 2nd of this month. For another, in the amount of C. ro. 40000 chargeable to General Gilles Hibbert, a postponement was likewise requested, but payment thereof has since been refused; the original protests of this latter bill have been sent to Europe according to orders, and regarding the letters of advice and certificates issued for the paid bills of exchange, the usual note is transmitted among the enclosures. This is the only relief we received from outside for the conduct of trade, for however much we hoped and expected to obtain considerable support with the European ship sent to Europe, we found ourselves, to our bitterest regret, disappointed therein. The Right Honourable the Gentlemen Seventeen wrote to us in the letter of 23 November 1785 received therewith that it was impossible to satisfy anything of our demand for money, that the Chambers of Amsterdam and Zeeland were authorized to provide us with the necessary funds through the negotiation of bills of exchange, and that we were authorized, in the absence of those funds, to provide ourselves with the necessary money as much as possible on such terms as would be least burdensome to the Company. The embarrassment into which we were brought by this is easier to conceive than to describe, the more so because those bills of exchange on which we hoped likewise failed to appear; our successive resolutions taken since the receipt of that news, and especially that of 17 October of the past year, bear abundant evidence of this, and in our separate letter sent to the Gentlemen Masters under the date of 24 November, we gave such an emphatic and candid report of this and of our precarious condition as the weight of the matters required, to which we request to refer in this respect. We therefore had to take all possible measures in hand to save ourselves, which then also had such fortunate consequences that in due time we dispatched two return ships with properly assorted cargoes and could moreover supply the main station with the largest part of what was requested in the Indian requisition; a good fortune by which we consider all our trouble and care attached to bringing it this far fully rewarded, and which we shall consider all the greater if we may have the pleasure of seeing our actions crowned with Your High Honours' approval. Section 108. Motives that gave rise to the decision to exchange bonds for bills of exchange as far as possible. In our resolution of 17 October of the past year, already cited above, in which is described in detail the penniless condition in which the entire country finds itself, the embarrassment in which we were placed by the missed relief from Europe, and the slim prospect of providing for it through negotiation, are recorded among the concerns arising among us regarding the burden of debts pressing upon the Directorate and the means used to relieve it of them as far as possible, which we believe, by virtue of the weight of that decision, must be briefly recapitulated. It having been previously cited and demonstrated by the Director the distressing condition in which one found oneself, it was noted that the debts as of the end of August of the past year already amounted in principal to circa fl. 1250000:-:-, which at the completion of the then consignment would be increased to at least twenty lakh rupees, for the payment of which and of what might be needed for the household and for the ships, nothing was on hand but the received merchandise, which roughly calculated could yield around five lakh rupees, without the slightest prospect of obtaining any notable sums on bills of exchange. Concerning this, it was considered with the Director that it was impossible and irresponsible to continue trade on the present footing, because it could not be other than extremely harmful to the Company, both through the interest of 9 percent that had to be paid on the ongoing principal sums, which on the above-mentioned debt as of the end of August alone amounted to circa one lakh rupees, and the higher price that we must pay for the Sicca rupee above its intrinsic value, by all of which the profits on the returns were not only swallowed up, but might possibly also fall short of making all of the same good. That one therefore, for those and several other cited reasons, and especially to relieve the Directorate as far as possible of the oppressive interest money running on the principal sums negotiated for trade, since no other course remained to be chosen, had to direct matters in such a way as to remit in one way or another by bill of exchange all that could serve in reduction of the borrowed money, to be paid by the Gentlemen Masters as having enjoyed or being about to enjoy the value. Although against this also came into consideration Your High Excellencies' honored order not to burden Their Right Honorable High Mightinesses excessively, yet against which it was also again considered that the balance of the consignments made to Europe in the last two years, compared against the drawn bills of exchange and received letters of exchange, still tipped in favor of the Directorate, the goods provided for the Indies being included therein, and among them the opium of those two years, which was also paid by bills of exchange. Why we then, after consideration of the true and essential interest of the Company, and if possible to revive its credit here again, have resolved to proceed thereto, and thus to redeem as many bonds through the granting of bills of exchange as would be feasible, whereby it was also stipulated that those which had fallen into the hands of foreigners through purchase should first have to be presented and exchanged. We hope that the weighty reasons which moved us to this decision, and by which we believe to have observed the essential interest of the Company, will find approval both with Your High Excellencies and the Gentlemen Masters. In order to get hold of the bonds that were in the hands of foreigners first, we had also resolved to issue a publication whereby the same were called in, but that, according to what was recorded on 24 October, was judged not necessary.
