Order for changing the form of the assignations causes inconvenience. Measures taken in this regard. Section 109. To add to our embarrassment, in which we found ourselves according to the aforementioned resolution of 17 October, we had received a few days prior, among the papers with the Standvastigheid, the order to change the forms of the assignations. In that resolution, the different views regarding its intention were recorded, as some people were of the opinion that the powers of attorney mentioned therein had to be executed in Europe by the persons nominated in the assignations to receive them, in case they themselves did not wish to or could not attend to the receipt of the money, in order to prevent endorsements through this; while others thought that this also meant that the counters of the money had to execute that power of attorney here at the counting, and thereby authorize for the receipt in Europe the persons already named and qualified for that purpose in the assignations. Whichever of these views had to prevail, we foresaw that the order itself concerning the powers of attorney would cause many difficulties and obstacles in the money negotiations. And thus, in order to choose from those two opinions the most acceptable and, in the present unfavorable circumstances of the times, the least harmful one, we embraced the former. Consequently, we informed those to whom assignations were granted that the holders thereof, or those in whose name they read, will be obliged, if they themselves do not wish to or cannot receive the contents thereof, to execute notarial or judicial powers of attorney for such persons as they wish to qualify for the receipt of the money on their behalf, and thus that endorsements, as before, may not take place. We have duly notified the Lords Masters of this and requested that, whichever of the aforementioned views on this order is the correct and best one, it might cause no obstacle in the payment of the granted assignations if we had not hit upon the true meaning thereof in this manner. Bills of exchange granted at Patna taken care of here. Section 110. In order to comply with Your High Noblenesses' desire for further specification of from whom the 50,000 rupees were negotiated, for which the Patna servants in the year 1781 granted a bill of exchange on this ministry and the payment of which was refused on account of the surrender of the colony to the English, we made known at our meeting held on 8 August of the past year what was known to us regarding this: namely, that this sum was negotiated from a Mr. William Campbell, who since the presentation of the bill of exchange has not come forward with it again, neither during nor after the war; thus one may presume that it will have been paid by the English ministry. Since this was only a conjecture, however, we had the former Patna second De Vrieze state what was known to him about this; according to his report inserted into the resolution of 17 October, that bill of exchange was said to have been paid by the English. Money negotiations at Kassembazaar. Section 111. At Kassembazaar no money negotiations of importance were conducted, the servants there, as appears from the previously mentioned compendium, having obtained only 5,500 florins on deposit at 9 percent. In order to support them as much as lay in our power, when the support of two hundred thousand rupees intended for them from the funds of Mr. William Young could not be carried out, according to the resolution of 8 August of the past year we separated 40,000 rupees from our meager stock and remitted it to them. And because, according to the servants' letter of 23 December 1786, they saw no chance of fulfilling the required goods for India without money, we further resolved on the 29th of that month to assist them with another 8,000 rupees. A report of the monthly expenditure of money there since the last specification was given in the servants' letters of 4 April, 7 May, 9 and 20 June, 21 July, 6 September, 19 October, 24 November, and 23 December 1786, as well as 25 January and 19 February of this year. Further concerning the money negotiations at Patna to be noted. Section 112. At Patna the negotiations were somewhat more ample, yet by far not sufficient for what was necessary. We had authorized the servants there to spend 27 stuivers for the rupee; when this was not accepted, we were compelled to allow them 27 and a half stuivers there.

there to offer the authority granted for making repairs; however, the necessary funds could still not be obtained by this means, we having been obliged, according to the notation in the resolution of 24 May 1786, to allow them to make use, for the service of the Asia, of a portion of the money contracted by the First Signatory with Mr. Young; for the Lynx they had negotiated a sum of 50,000 rupees, which however, as appears from the resolution of 23 June, could not be obtained except on the condition that it would be returned in 12 months; this sum was also furnished for that purpose, but according to the letter of 28 September they had to take back 20,000 rupees thereof to make good the charges both for the transport of saltpetre and otherwise; they could not meet that debt there either, which is why we, according to the resolution of 10 August, authorized them to draw on us for its amount; this bill of exchange, which amounts to well over a lakh of rupees, is expected daily, without us having any prospect remaining from where to find the necessary funds for payment. In September the shortage of money among the servants there was so great that they informed us by their letter of the 28th of that month that they saw no chance of being able to send the opium and other return cargoes if they received no cash, for which they requested some relief; thereupon, after an estimate made of what would be required for the dispatch of the one and the other, we assisted them, according to our resolution of 17 October, with a sum of 13,000 rupees; with this they have also kept things going until now; the monies negotiated by them amount, according to the previously mentioned Compendium, to f 316,750:—:— on bills of assignment at 27 and 27½ stivers per rupee and f 140,875:—:— on bonds at 9 percent; a brief report concerning their employment of money was made by letters of 2 March, 5 April, 6 May, 15 July, 5 August, 28 September, 31 October, 7 November, and 13 December 1786, item 7 January of this year. No. 113. Concluding this main section by further mentioning that the usual six-monthly Batta Memoranda have been inserted in our resolutions of 15 April and 8 September 1786, we proceed to that of the Carpentry and Repairs. No. 114. We most obediently thank Your Right Noblenesses for the ample authorization granted by Your highly esteemed rescript of 6 October 1785 for the restoration and improvement of all such buildings as are strictly necessary and indispensable. However, no use has been made of this as yet, because some objections regarding the necessity of those buildings arose with the first signatory, which are recorded in our resolution of 8 August 1786; and this work, if one wished to make everything properly, well, and sufficient, is of such an extent that it would possibly cost about a lakh of rupees. Thus, up to now, no major repairs have been carried out here in Houghly, other than those about which we had the honor to write specifically in our spring letter of 14 March, which Your Right Noblenesses were also pleased to approve by the rescript of 28 July 1786. The cost thereof and of the other usual repairs here in Houghly amounted in the past financial year 1785/86 to f 11,850:19:8, or f 7,422:15:8 less than in the previous year, as appears from the usual memorandum thereof, which is inserted in our resolution of 5 December of the past year. No. 115. The Dispensary Warehouse was taken over from its owner upon the authorization granted by Your Right Noblenesses for Sicca Rupees 4,000:—:—, and since, on account of the lack of money, we could not make the payment thereof in cash, we have, according to what has already been cited here before, issued a bond on Europe for it. No. 116. At Kassembazaar no other than the usual repairs were carried out, which, according to a memorandum inserted in the resolution of 15 September last, cost f 1,258:18:—, being f 323:2:8 less than the year before. No. 117. We had further ordered the servants to sell the wing sluices in the lodge; but, they having requested by letter of 19 October of the past year for their retention, with the promise to maintain them without cost to the Company, we have consented to it, since the objective was achieved by this anyway. Section 126 With respect to the Charges and Reimbursements, we have, pursuant to Your High Noblenesses' honored order by missive of 6 October 1785, as appears from what is recorded in the committee meeting held concerning this under 8 and 9 August 1786, caused to be reimbursed the 5 pieces Cassas de Bourong short-landed in package No. 56 for Padang with the Bengale Merchant, the small bottle of cinnamon oil found short on the delivery of Straalen in the year 1784, and the lacquerware short-delivered by the officers of the Dankbaarheid in the year 1779. Assistance to the guarantors to care for their petition. Section 127 In compliance with Your High Noblenesses' desire to grant all assistance to the natives who stood surety for the former Director Ross in addressing their case to said Ross to obtain indemnification for this suretyship of theirs, for which Your High Noblenesses were pleased to grant them a delay of two years, we resolved on the aforementioned 8 August to issue to them in duly authenticated extract or copy everything relating to the reimbursement for which they are held liable, and thereby to enable them, by virtue of the promise of indemnity by said Ross in the deed of suretyship, to assert their rights against him in Europe, as we knew of no other recourse to suggest to them than that of legal action in case he, Ross, might be unwilling to comply voluntarily with his obligation toward them. For one of them, who is currently in Patna, it was demonstrated by two of his next of kin, by petition inserted in the resolution of 30 December 1786, that he could not be held liable for the reimbursement of the Bouliasche silk, since the shipment thereof had occurred before he had bound himself as guarantor, on the basis of which and other reasons cited therein, the petitioners requested that he might be declared not responsible for it. 327 Reasons why one not, but indeed the heirs of another were held liable. Presented to the Gentlemen Masters. Petition by them presented to Your High Noblenesses. We found the representation well-founded and have therefore discharged him from that accountability, but on the other hand held liable for it the previous guarantor and, due to his decease, his heirs by representation. The other remaining guarantor has, as appears from the record in the resolution of 5 January of this year, requested from us the transmission of an Arzi or petition to the Gentlemen Masters, which is inserted therein, in which request we concurred. Why the burgher Blume was left unburdened for the present by the reimbursement imposed on him. His address concerning this to Your High Noblenesses. Section 128 From the burgher Blume we demanded the payment of the Chiancassas imposed on him, for which the warrant had also already been drawn up; by a petition inserted in the resolution of 22 December 1786, to which was attached another dedicated to Your High Noblenesses, he demonstrated to us the reasons which he further presented to Your High Noblenesses to be relieved of this payment, which he believed to be in his favor, requesting that that petition be transmitted and that he might meanwhile be excused from payment until Your High Noblenesses' further orders; in our deliberation on this, Your High Noblenesses' positive order for payment came into consideration in the first place, which thus also ought to be carried out, but on the other hand also that he, Blume, brought forward various reasons and circumstances, especially concerning the coir lifted from his vessel, which were probably not known to Your High Noblenesses and which might not impossibly bring about some change in Your High Noblenesses' decision, furthermore that the offer made by him to also provide security for the interest, in case Your High Noblenesses might not see fit to dispose more favorably in his regard, placed the Company entirely out of danger of suffering any loss through the delay of the payment; for all which reasons we then, in hopes of Your High Noblenesses' favorable approval, resolved to grant the request for suspension of payment, provided that he, Blume, provided the offered further security.

Paragraph 129. Regarding the ordered compensation for the 19 pairs of lachoriassen delivered short in the year 1779 near Delft by the ship Huys te Krooswyk, for which Your Right Noblenesses were pleased to order compensation, we had charged this to Patna for that purpose. However, the former second in command there, the Junior Merchant de Vrieze, who was supposed to be properly responsible for this, showed, according to what was noted in the resolution of 17 October 1786, that those goods had been sent before his arrival in that post and that he could therefore not be held liable for them. We have accordingly declared him free thereof and will have it further investigated who must actually satisfy this. Paragraph 130. Regarding the silk fabrics found missing in the year 1781 in Ceylon in crate No. 545, we had written to Kassembazaar upon Your Right Noblenesses' further order for compensation, to have this carried out there. We did not find the arguments brought forward by the Honorable Herklots, on account of his absence at the time of dispatch, to be unfounded; but as it was nonetheless his native servants by whom the packing was done under the supervision of Merchant Verspyck, we could also not reject the argument of him, Verspyck, namely that since the Honorable Herklots had enjoyed the benefits, His Honor also had to guarantee the damages. Because we did not dare take it upon ourselves to give a decision in this matter on account of both these points, we finally decided to present the state of the dispute to Your Right Noblenesses and to request Your decision as to upon whom the payment of this compensation shall devolve, as we then also respectfully do hereby.
