374 due to lack of knowledge on the matter of promotion, advanced from assistant in the year 1772 until last year, has earned no more wages than f 7:-:- per month. Upon his representation made in this regard by resolution of 15 September last, we did not dare to take it upon ourselves to promote him outside the Regulations, but permitted him to address Your High Noble Excellencies, as he indeed does, and we request a favorable reflection on his petition. Paragraph 198. To the comforter of the sick Oostdijk, we have, in accordance with Your High Noble Excellencies' permission, granted leave to cross over with the bearer of this to the capital. Due to the absence of another capable person for the purpose, we currently have the church service conducted by Corporal Lambertus Vollenhoven, to whom, according to our resolution of the 13th of this month following the example of 1754/16, we have granted the usual emoluments that a comforter of the sick enjoys. Paragraph 200. To the assistant Cornelis van Loon and pilot Gerrit Hendrikse van Veen, their time having expired for a considerable period, we have granted permission to repatriate with retention of wages and baggage. We request hereon Your High Noble Excellencies' approval, as well as on our further dispositions concerning the servants in general, which require no special repetition here and are recorded either in the copy of the Act Book being transmitted or in our resolutions of 15 April, 11 May, 23 June, 8 and 9 August, 11, 17, and 24 October, 24 November, 5 and 7 December 1786, also 10 and 30 January, 23 February, and 13 of this month, to which we take the liberty to refer. Paragraph 201. We have not yet been able to find an opportunity to send the Coromandel prisoners of war thither. According to a note in the resolution of 11 October, an opportunity presented itself with a French vessel for that purpose, which we also decided to make use of; but that vessel having since been destined elsewhere, this had no result. They are therefore still here. Upon their petitions made for that purpose, we have, by resolution of 15 April and 24 October 1786, granted them their wages and board money from the time that the subsistence money from the English ceased. We shall charge what was provided to them here in due time to Coromandel, as we judge that this ought to be at the expense of that Government. Paragraph 202. In accordance with Your High Noble Excellencies' desire, we shall as much as possible economize on the manning of Moorish sailors on the return ships, and not proceed thereto except in case of absolute necessity, as was the case when we placed a crew of those people on Straalen. The Europeans taken into service at that time for that ship were granted the full premium, as has now for several years always been done in case of need according to the license granted for that purpose by extract of the General Batavia Resolution of 11 May 1764. Paragraph 203. Concerning the merchant van Danckelman, we can give Your High Noble Excellencies no other report than that it is generally believed here to be certain that he has perished. According to the successive news received here, it was assumed that his vessel had foundered off the Sunda Strait or thereabouts; and this was further confirmed by an account recorded in the resolution of 9 August 1786, according to which he was seen and hailed at that latitude. His widow, who had taken up mourning for him and had also already laid it aside long since, we have recently granted passage to the Netherlands with her children on the ship Schoonderloo. Paragraph 204. Regarding the ordered titles and rank for the naval officers, in order to let them properly enjoy them here in Bengal, we have made such arrangements as our aforementioned resolution of 9 August points out. Paragraph 205. Likewise, in our meeting held on the 2nd of this month concerning the papers received with the chaloup De Chinsurah, in compliance with Your High Noble Excellencies' order of 15 August of last year, there was granted to the military and artillerymen, who on the last of February totaled 29 heads, 3 jugs of arrack, 1/2 lb of pepper, 4 lbs of salt, and 1 jug of vinegar per month, beginning on the first of this month. In our resolution of the 2nd of this month dealing with that matter, it is recorded that in our opinion the Chief of Kassembazaar and the Chief Administrator here, the only two Senior Merchants in this Direction, can furnish these shares without difficulty, and that Chief Administrator Bogaardt has declared that he will make remittances at the earliest opportunity to purchase a share for his account. Paragraph 207. Under this main heading, we believe we can most properly inform Your Right Noblenesses that last June, from the papers inserted into the resolution of the 23rd of that month, we were informed of the misfortune that befell the sloop de Krab, which, having missed its voyage to Ceylon, had ended up on one of the coasts of the King of Ava and was plundered by that monarch. In order to bring as much assistance as possible to the unfortunate crew of that vessel, for which, however, we lacked the means of our own, we requested the English Government for its intercession with the said King in order to have the sloop and crew released. The English Governor-General had the courtesy to write such a letter to the said monarch about it, as shown by its copy entered into the resolution of October 24. Since then, or rather in the past month of February, Junior Merchant Boers arrived here. According to his report and from two letters received from the Commander of that vessel, Captain Lieutenant Daniel Straalen, the King released the sloop and crew out of fear of reprisal against one of his ships that he intended to send to Ceylon. The said Commander requested in those letters for the payment of a bill of exchange drawn by him for f:o r:o 5000:—: and orders to repair the sloop in order to undertake the voyage to Ceylon with it. Junior Merchant Boers had also drawn on this Direction for C:o r:s 1280. — —. Regarding both matters, for the reasons cited in the resolutions of February 16 and 23 of last year, we decided to authorize Commander Straalen to spend 1000 Rupees on the sloop and to honor the drawn bill of exchange, to be accounted for by him later in Ceylon. We also decided to accept the bills of Boers for payment and to have him execute a document at the secretariat whereby he agrees to refund those monies in Ceylon with interest if they are not validated for him. Upon his departure, Boers to Ceylon, we gave notice 377 thereof to the Ministers there, and we hope that these decisions of ours will be approved by Your Right Noblenesses. All the papers relating to this matter, consisting of two letters and an account from Commander Straalen, our reply thereto, the journal submitted to us by Junior Merchant Boers, and the deed executed by him, are transmitted in copy among the annexes for Your Right Noblenesses' desired consideration. Paragraph 208. We are constantly attentive to the reduction of expenses and also keep this in mind regarding the estimate of the servants appointed in this Direction, whose number exceeds the previous statement, mainly caused by an additional pilot sloop. The usual display of the same, under the middle of this month, their ranks, and the places where they are stationed, compared against the established regulations, is presented in the following summary. 383 and the non-arrival of the rest, both from Europe and from Batavia, along with the merchandise expected therewith, combined with the unprecedented scarcity of money that we experience in this country and the resulting discredit of the Company, is—as we shall have the honor to impart in greater detail in our general reports—the reason why, for this present time, we shall not be able to dispatch more than one ship to Europe, and, as we still fear, not even with a well-assorted cargo. We have looked out with impatience for the incoming ship Hinloopen in order to employ the same, according to orders, for the conveyance to Europe of such goods as it might be possible for us to gather together; however, having waited in vain for that vessel until the 3rd of this month without learning anything of the same, either from the Cape or from elsewhere, and the appointment of the return ship being no longer capable of delay, we proceeded on that day to designate Spaaren for that purpose, which shall consequently, as we hope, be dispatched in the upcoming month of January at the customary time, consigned to the Chamber of Amsterdam. § 216 Since then, namely on the 10th of this month, we unexpectedly received news of the arrival of the aforementioned ship Hinloopen, and the following day its papers were brought up. That vessel has had a prolonged and most unfortunate voyage, of the particulars of which we are not yet fully informed, because neither the Captain nor any of the other officers have yet come up. The only thing we know is that, having departed from the Cape on the 26th of July, it was forced at the end of October by lack of various necessities to touch at Alchien, whence it departed again on the 7th of November. In order to comply with orders, we would gladly have appointed that ship as a return vessel even now, but since it anchored at Kasseryen only on the 13th, and must remain and be unloaded there, and as it is to be presumed from a private letter from the Captain that it has many defects that 384 must necessarily be repaired, for which the time is far too short, we have been obliged to abide by our previous resolution regarding Spaaren, and Hinloopen will thus be sent to Batavia with such returns for the Indies as can be gathered together. § 217. The circumstances in which we currently find ourselves in Bengal are most deplorable, and of such an outlook that absolutely no hope remains for the salvation and revival of the Company's heavily diminished credit, except through a substantial supply of money from abroad; without the same, we are unable to accomplish anything further, or to keep trade going, and we have therefore deemed it our duty to inform the Lords and Masters of our condition in the most emphatic manner by a separate missive sent via England under date of the 31st of August last, of which a copy is attached hereto for the agreeable consideration of Your High Nobilities; we respectfully request permission, provisionally and until we deliver the general report of affairs, to refer to this. Jacobus Borkelmans respectfully shows: That by the petitioner's attorneys at Houglij in Bengale, Kraijenhoff, Haugwitz, and Eilbracht, it was reported that a sum of circa 16190: 15 5/16 rop:s was resting with them for him, which they had attempted to transfer to him by assignation in the usual manner, but had found no opportunity to do so. The petitioner therefore requests that it may please this Assembly to send the necessary directives to the Ministers of Bengale, so that the petitioner's aforesaid attorneys may be permitted to pay these funds into the Company's Treasury for him in the usual manner and transfer them by assignation. They absolutely deny ever having written anything of the kind to him, the latter having not even accepted his power of attorney. The power of attorney received in the year 1786 was accepted by the first two, von Haugwitz and Kraijenhoff, and they wrote to him how matters stood with his affairs, namely that half of the aforesaid sum, as it was with Kraijenhoff, was remitted; but that the other half had to be recovered from the insolvent estate of the late Merchant Humbert, upon which action has been instituted by his attorneys. We request that this may serve as an answer to the petitioner and have the honor to subscribe ourselves with respect. And regarding the second point, we continue to state with the same respect: That the majority of ship's officers are unable to make use of the privilege and intended benefit granted to them by the High Noble Great Worshipful Lords Directors in permitting chests, unless they find assistance in this country, whether by selling them goods on credit or by borrowing cash, both to be paid or discharged again in Europe. The undersigned Pieter Hoff, Your Right Honorable's obedient servant, a born subject of the Sovereign of our Lands, the Lords States-General, having been accused before his said lawful authority of negligence in the payment of certain legacies to the family of a certain deceased here, To the Right Honorable Sir, Mr. Isaac Titsingh, Director on behalf of the trade and interests of the Dutch East India Company in Bengal, Bihar, and Orissa, deceased Captain Pieter Frantzen etc., and, having received copies of the papers circulating thereon, being ordered by Your Right Honorable to account for himself in that regard, has the honor to show: That, as appears from the documents to be found in appendices Lit. BB, after the death of said Frantzen he did indeed give notice to the interested parties, but never received such correspondence accompanied by a lawfully established power of attorney as could cause him to decide to carry out the remittance; and to which he imagined himself obligated as long as no properly authorized persons appeared on behalf of the interested parties to indemnify him validly and in due form; having been confirmed in this all the more by a warning from the Minister Oest that there was someone among the family who was trying to direct it somewhat according to his own whims, as appears from the extract of that letter respectfully attached hereto. That at the end of the year 1786, however, such correspondence accompanied by a power of attorney did appear, which the petitioner, however, could by no means consider sufficient; for not to mention that this power of attorney was executed by someone who was not mentioned in the will at all, without it appearing that the actual legatees had given this unknown person the authority to grant such a power of attorney, the respectful petitioner was obliged, both for that reason and because of the aforementioned letter from the Minister Oest, to continue to refuse the handover; not to mention that there was also a discrepancy in the name of one of the legatee sisters for whom this unknown grantor of the power of attorney was acting. The petitioner, however, notwithstanding all these difficulties, was sued in court, and despite his scruples, which he demonstrated soundly and clearly, was authorized, not ordered, by the Honorable Council of Justice of this trading post to pay out the legacies to the sisters, the one with the stipulated 500 and the other with 1000 rupees; indeed, even after lodging an appeal, which he had interjected by virtue of the said difficulty, he was compelled by execution to comply with that authorization, so that the said amounts were paid out to the solicitor Daniel Anthonij Overbeek, who acted on the order of the aforementioned unknown constituent, the Honorable Sunghans; the amount of 5100 rupees to Anna Maria stated in the European appendix Lit. C being a clerical error. The remaining legacies to the Lutheran poor in Neukirchen to the amount of five hundred, and that of one thousand to the Minister Oest, will also be paid as soon as properly authorized persons appear for that purpose to properly receipt and indemnify the petitioner.
