Augs brought to persuade the English Government to make a change regarding the aforementioned toll and to restore once again our ancient commercial privileges, which we, just like the other nations, previously enjoyed, but our efforts expended in that regard have all been fruitless, and we have now finally been informed by the English Government that no change regarding the toll can take place before and until affairs in Europe between the English and the French Court have been settled, on account of a certain convention which the former entered into with the representatives of the latter in the previous year, which we now understand has been disapproved in England. This places us in very unpleasant perplexities, for in the first place, not only has the trade of our inhabitants already suffered considerable hindrances and damage through the procuring of Rowannaks at Houglij and Calcatta, but one must also at the same time fear that the same, through such coercion, will have to cease entirely; and secondly, we do not dare in any way on our own authority to accept such regulations of the English Government that are not fully in accordance with our privileges, so that this may not serve them in the future as a pretext to refuse us, at the proper place and time, compensation for suffered damage, and thus to bring upon us a responsibility which could in no way be made good. We therefore take the liberty of sending to Your Honour a copy of the regulation made by the English Government in October 1785, which they caused to reach us with the desire that we should conform to it until further orders from our supreme authority, and we request Your Honour in the most friendly manner, if you please, to inform us whether this aforementioned regulation of the toll is the same as that which Your Honour accepted under such conditions and which presently serves for the trade of Your Honour's inhabitants at chinsura. This information will elucidate matters for us and oblige us to the highest degree, while we have the honour to remain, signed, Right Honourable and Well-born Lord Director together with the collectively most wise Gentlemen of the Council; lower, Your Honour's humble and obedient servants, was signed, Le Fevre, C: W: Duntzfeld, I: L: Gotting; in the margin, The Royal Council in Lodge Fredriksnagor, the 24th of Julij 1787. after resumption of which, it appearing that the received copy of the regulation regarding the collection of tolls attached thereto is an exact counterpart of that which the English Gentlemen caused to reach us in the year 1785; it was therefore decided how to answer those Gentlemen, and to notify them of such in reply, and also Apart insertion of a letter. to Calcatta. that this was also one of the points of grievance against which our commissioners in the year 1785 made the strongest remonstrances, though fruitlessly, so that we, having to yield as if to superior power, were forced provisionally to submit to this and to leave this matter, along with all the other disputes with that Government concerning infringements upon our privileges, deferred to the decision of the respective principals in Europe, and that it is consequently in expectation of the orders which we anticipate from our Lords and Masters in this regard that we presently conduct ourselves in the payment of the tolls etc. according to that regulation. 151 24 August 24 August We did not mean, with our complaint about the obstruction in the refining of Saltpetre in Dowlet Gendj, by the removal thereof to increase or enlarge in any way the annual share that the Honourable English East India Company allocates to us from the harvest, but solely and exclusively to maintain the inhabitants of that place—whom we, according to the enclosed proof, the only one that could be found in the decayed papers and documents received back at Patna from the English Commissary, have always considered and still consider under our Protection—in their right to a benefit which we judge is due to them from their own land; but since your Excellency and the Honourable Gentlemen differ in opinion on this matter, and our Company itself derives not the least advantage from Dowlet Gendj, we shall order our servants, in order to prevent all difficulties and cavillations, to desist from the Saltpetre refinery. We thank your Excellency and the Honourable Gentlemen for the order given for the delivery of the 15000 Maon of saltpetre that are still due to us from the harvest of the past year 1786; we have authorized our servants in Patna to receive the same, upon handing over, for the amount thereof, such a receipt as was granted for the former ones, and we hope to be able to make arrangements with your Excellency and the Honourable Gentlemen, to the satisfaction of both matters, which will serve to mutual satisfaction. Our commissioners, who at that time were in Calcutta and in negotiation with those Gentlemen on various points of grievance which we had, and of which that of the tolls was one, made the strongest remonstrances against it, which were nevertheless without fruit. We were thus obliged, having to bow before superior force, to submit provisionally to this, and to let this matter, along with all the further disputes that we have with that Government regarding the infringements upon our Privileges, be deferred to the decision of the mutual Principals in Europe, and it is accordingly, awaiting the orders which our Lords and Masters will be pleased to prescribe to us in this regard, that we currently conduct ourselves in the collection of tolls, etc., according to those regulations. 153 24 August Right Honorable and Well-Born Director, together with the Right Honorable and Most Wise Gentlemen of the Dutch Council. We have been written to by the Highly Esteemed General Board of Rural Economy and Commerce in Copenhagen, under the date 22 April 1786, that the Royal Department of Foreign Affairs has notified the said Board that one Pieter Frantse of Neukerch in Angelen passed away on 16 September 1776, and, on 16 March of that same year, bequeathed by will to his sisters Anna Catharina in Hattland 1001 rupees and to Anna Maria in Niebye 558 rupees, as well as to the Minister Oest in Niekerken 1000 rupees and to the poor of that same place 500 rupees; but since the executor of his will, Pieter Hoff, residing in Chinsura, has during all that time failed to render proper account thereof, the said Department of Foreign Affairs has, through the Royal Envoy in The Hague, obtained an order from the government there to the said executor to pay the aforementioned inheritance with its interest to us or to our order. For which reason the highly said Board has instructed us to collect the same and to receive it into the Royal Treasury here, and has furthermore authorized us to grant a proper receipt for the receipt thereof on behalf of the legatees. The goodwill that Your Honors may show us in this matter will increase our obligation and readiness to render reciprocal services, wherewith we have the honor to be, below written, Right Honorable and Well-Born and Right Honorable and Most Wise Gentlemen, lower, Your Honors' humble servants, signed, Le Fevre, C. We do not know whether the sum of Sicca Rupees 1015, which Mr. Pieter Hoff recently paid to the proxy of the Commercial Councillor, Mr. Junghans, on account of the sisters of the late said Pieter Frantsen, namely Dorothea Maria and Catharina Maria Frantsen, forms part of the aforementioned inheritance. One must certainly believe that they are different persons, on account of the difference in names. We therefore take the liberty to send herewith enclosed to Your Honors a copy of the said letter from the aforementioned Board, and request Your Honors' friendly assistance for the payment of the aforementioned bequeathed sums, with their interest since the year 1776, by the said Mr. Hoff, not doubting that Your Honors' order issued to him for that purpose will have the required effect. After this, the Director informed the meeting that this morning he had received most unpleasant news from Calcutta, by a letter which His Honor produced for insertion herewith, and which, with its translation, reads as follows: I had the favor of your Letter of the 23. – by the Minerva we have Letters which will be very unfavorable to the Credit of your Company's Assignments all those which are referred to the chamber of Zeeland have been returned to Amsterdam under protest, and suits are commenced for the recovery from the Dutch India Comp.e. – This is said to be in consequence of Jealousies between the different parties in Holland, not from any want of Funds in Zeeland, but whatever may be the cause the effect is the same, and I apprehend nobody will pay money into your Treasury this season, without having it stipulated that the assignments shall be paid in Amsterdam and a penalty engagement to the effect. – This is not one of those ill-natured surmises that many People are so fond of propagating, we have it in Letters from People who actually have commenced actions in Holland for the recovery of Assignment returned under protest from the chamber of Zeeland. After the Members were seated, the Lord Director indicated that he had convened this Meeting solely to make a proposal to write a short letter to the Right Honourable Gentlemen Seventeen via the English ship The Ravensworth, which is due to depart shortly, in order to inform their Right Honours of such matters as they ought to be apprised of as soon as possible, such as: the loan of the bag of rupees from the English Government, for which, due to an inability to make payment here, bills of exchange on China will have to be granted, as it is also feared will have to be done for the saltpetre received during the previous and the current year; what was undertaken in the spring regarding the contracting of a cargo for two ships for the coming season, the consequence thereof, and its probable outcome, together with the reasons for both; and finally a brief account of the precarious and distressing situation in which one finds oneself due to the overwhelming lack of money, which will absolutely not allow any trade to be conducted for the following year unless relief reaches us from Europe, since all means and avenues to provide for this locally are exhausted and blocked. Whereupon His Honour also considered that a respectful request should be made to their Right Honours that they may be pleased to inform us, with the first English ships to be sent to Bengal next spring, whether a ship is expected to come here again from Europe in the year 1788 and whether it will bring money or silver, since in this way one could already be informed of this here in the months of May or June, and in case cash arrives, be enabled to deliberate upon the necessary measures to arrange for a proper return cargo, for which time will fall short if the news only arrives with the ship itself. Having deliberated upon this and, in agreement with the Lord Director, recognizing the necessity of informing the Gentlemen and Masters with all possible speed of the precarious and critical aspect of the Company's circumstances in Bengal at present, the Council resolved to concur with the aforementioned proposal and to provide this brief report of affairs on this occasion, in the hope that the urgency thereof will secure their approval for having, in this instance, departed from the well-known order not to write via foreign ships. On the 25th of this month, pursuant to the resolution taken on the preceding day, the following reply was dispatched to the Danish Gentlemen in response to their letter of the 4th of the current month. In obliging answer to its contents, we have the honour to inform your Honours that we are informed that regarding a portion of the legacies mentioned therein, bequeathed by the late Pieter Franzen in his will, namely those for the benefit of his sisters Anna Catharina and Anna Maria, a lawsuit has already been initiated and concluded before our court here against the executor Pieter Hoff, and that, pursuant to the judgment rendered therein, the portion belonging to those sisters, after deduction of court expenses, has been paid out to the attorneys of Mr Junghans, who was the plaintiff and claimant in this matter. We cannot as yet comply with your Honours' request to order the said executor to also pay out the remainder of those legacies, since the order which your Honours state we are to receive in this regard has not yet been received, and we shall need to govern ourselves according to its contents. After the conclusion of the public business recorded by common resolution of today, the Lord Director produced the answer, already circulated among the Members, from the Gentlemen of the English Government at Kalkatta to the representations made concerning the property which the Dutch Company holds in the village Dowlet gendsj, reading the same with its translation as follows: To the Honourable Isaac Titsingh Esqr. Director and the Council, Chinsura. Honourable Sir and Gentlemen, Having now obtained the best information we can procure regarding the property of the Dutch Company in Dowlet Gunge, we have the honour to address you on this subject. From this we find that Zerawnpoer or Dowlet Gunge was the property of the ancestors of Alhason khawn, late Zemindar of Beerhampore in Pergunnah Manga, and was rented by them to the Dutch on receiving a peshcash or advance of 700 Rupees; at that time this village was a Jaighir of Sadakhawn, to whom the rent of it was paid. The title which you have been pleased to communicate to us is an attested copy of a grant under the seal of Bagkhawn, the Naib or Deputy of the Jaighirdar Sadachan. By this explanation the foundation of the right rests on the grant of a person holding a Jaighir, a tenure in itself, by the constitutions of the Empire, conditional only and subject to resumption at the death of the incumbent. We accordingly find that the Jaighir was in fact resumed, and instead of 50 Rupees 4 annas Sicca, the original rent of the village Dowlet Gunge,

Heijning, in the margin, Hooghly the 15th of October 1787. reasons why the French, that gentleman had chosen to come in person to His Honourable Respectable and bring his answer, in order not to waste useless time in correspondence back and forth, and that the same mainly consisted in this, that His Honour would have complied with the request made with the greatest willingness if the King's treasury permitted the supply of the required sum, but that it was entirely unprovided and he himself was even in a monthly advance for it; that His Honour proposes to try to see to the payment thereof. 30 December 1787 With respect to the payment of the lack of rupees advanced to you on loan, we agree to accept your bills on the Governor General and Council at Batavia for it, with the interest due, because we proposed, when the loan was made, to accept bills payable by your supercargoes at Canton to those of the English Company for the amount, and our supercargoes in China can now draw it from Batavia. The bills may therefore be made payable at Batavia to the order of our supercargoes at Canton. As you have not informed us that you have authority from the Government of Batavia to draw bills on them for the amount now owing to the English Company on account of opium and saltpetre already delivered, our duty compels us to decline the acceptance of your offer, and to express our hope that it will be convenient to you to advance the sum in cash before a supply of either of these articles is set apart for your use on account of the present year. We cannot help, at the same time, assuring you that we should have had no hesitation in complying with your request had it depended on yourself to ensure the acceptance of the bills which may be granted to us on the Governor General and Council at Batavia, and to make the necessary provision for their discharge when due. After review whereof, the Lord Director observed that the refusal to accept the bills of exchange for the opium and saltpetre thus arises solely from those gentlemen doubting whether one possesses proper authorization from the Supreme Government to grant the same; that it is certain that Their High Honours have given us no direct authorization for this, and that we are thus also unable to produce the same; but that, in his proposal, His Honour considered the matter to be of so much weight and importance for the service of the Company, since it will depend on this whether one will be able to send opium to Batavia for the current year or not, that one ought not and cannot hesitate to give those gentlemen the strongest assurances—and that in the capacity of directing the trade of the Dutch Company and thereby authorized to enter into all transactions relating thereto—of a prompt acceptance and discharge of the bills of exchange by the Noble Supreme Indian Government, if granted; asking thereupon the opinion and deliberation of the members on this matter, and whether they judged that one could and ought to give this assurance in such a manner; whereon, having deliberated with the requisite attention, it was understood that one can and may give that assurance in the aforementioned capacity and ought also to do so in this case, all the more because His Honour further showed that this was the only means remaining to possibly obtain thereby the opium that is of so much weight for Batavia, the lack of which would be felt most acutely and the loss of profit from which would be a substantial loss for the Company, which must be all the greater as the price for which the English gentlemen previously promised it to us is less than that which

And that the High Government, due to the fatal disasters which prevented our ship from putting to sea until 4 May, with which we communicated the quantity of 500 chests of opium allocated to us for this year and its delivery at Calcutta, requesting that the necessary funds for payment be sent to us, was made aware of this through the failure of that ship to arrive by the dispatch of the ship Spaaren on 14 August (though it was nevertheless met on the 13th thereafter, three days' journey from Batavia, by the Britannia). Since we therefore, due to these circumstances, find ourselves in the regrettable position of being unable to fulfill the expressed hope of your Lordship and Honors to furnish those sums in cash before the quantity of each of those articles from this year's supply was set aside for us, with assurance to the Director that your Lordship and Honors would have made no objection to complying with his request had it depended on him to ensure the acceptance of the bills of exchange which might have been granted on the Governor-General and Council at Batavia, and to make the necessary provisions that the same were paid at maturity, we take the liberty, in our capacity as directors of the trade of the Dutch Company in these regions and on that account authorized to engage in all such transactions as are equitable to its advantage and consistent with our duty, to request your Lordship and Honors most urgently to allow the promised 500 chests of opium for this year to be delivered to us, postponing payment until the appearance of the ship, expected towards the middle of next month. 30 December 1787 Secondly, it is agreed that all deserters who, by virtue of the said convention, shall be restored to either party, shall receive a full and entire pardon and remission for and on account of their desertion, and shall undergo no punishment for or on account of the said desertion. Thirdly, it is agreed that all those deserters who are born subjects of the nation to whose protection they resort shall be excluded and exempted from the said convention, so that the Governor General and Council of Fort William shall not be obliged to restore such persons as have been born within the dominions of His Britannic Majesty; and in like manner the Director and Council of Chinsura shall not be obliged to surrender or restore such persons as are found to have been born subjects of Their High Mightinesses the States General of the United Netherlands. In reply to this, your Excellency and Honors were pleased to inform us, by letter of the 25th of that month, that orders had been issued to investigate the matter and that your Excellency and Honors would take under consideration whether it was expedient to have those persons removed from there. We have heard nothing further of this since, and we judge—now that the Cartel has been concluded and both parties are obliged, as far as practicable, to guard against the desertion of the crews—that it is not improper to request your Excellency and Honors to kindly take our earlier proposal in this regard into further favorable consideration. Their Right Honorable Lordships might be strengthened in this doubt upon seeing two ships appear again in the following year with substantial cargoes, and what is more—even though in my aforementioned letters I demonstrated this general lack of money with full emphasis—they might infer from my promise (founded on the prospect of the fulfillment of those 35 to 36 tons of treasure) to make every effort to dispatch three ships this year, that there might perhaps still be an opportunity to find the necessary funds for that purpose. Reasons for it reported, in order that the trade might proceed to make such provisions as were required to achieve that objective, whereto, in case no bar silver or money had again been sent by ship or ships during the past autumn, as the only means that partially remained for rescue, we took the liberty to propose the appointment of a wealthy house in London, in order to draw bills of exchange upon the same from here in the usual form, as is mentioned in the letter of the 24th of November, while, for further urging and to unfold the reasons that gave me hope of good success upon acceptance of that proposal, I took the liberty in my later letter of the 14th of January last to analyze in greater detail the advantages that would encourage the English to count their moneys through our treasury on that basis, referring myself to the same, already sent in copy via the Standvastigheid, I request Your High Right Honourable with all respect, favorably to overlook the sending of those letters via the English ships the Phoenix and Manship for the aforementioned reasons. Regarding the non-acceptance of the linens for five and three lakh rupees on bill of exchange to Europe, having made the necessary investigation, two lists were handed to me of such as were offered to the value of those sums, the Servants testifying that the finding that most had never been sent for the Company, that those which came somewhat close to our assortments differed too greatly in length and width, but whatever agreed therewith, primarily in the prices, that they were not free to choose such as could serve our needs, but they would have had to accept the entire quantity, that the fear of the consequences, even if the delivery for that year had been refused by our Merchants, would never have caused them to resolve to accept these offers, and they had judged themselves authorized to reject the same, I must satisfy myself therewith insofar as those lists indicate such, although the same ought to have been shown to me in the previous year, when they only gave as reason the great difference in the linens, and that the contract for what was needed had already been concluded with the Merchants on the 10th of May. 186 arranged by foreigners considerations regarding Chandercona and Kirpay, Radanegger and Sunamoeki, Behaler, Decca and Iugdia, Malda, Iaggernaatpoer, and Daadpoer and Sawaspoer, while upon the complaint of our merchants concerning the clause in the bonds issued in the month of May 1785, namely that only the amount of the piece goods delivered by each of them would be validated on the same, the decision was reached to grant full bonds for three-quarters of the amount of their contracts; while we, only too well convinced of the truth of their statements regarding how the bonds were being dealt with, how having sacrificed all their means in the last two years to fulfill their obligations, they were now unable to begin the work for lack of cash, to obtain which the only means was to sell those bonds to foreigners upon the promise of receiving drafts on the Netherlands for the amount, employment of foreigners, granted price increase, have conceded to them an increase on the aurangs Hendiaal, Herriapaal, and Santipoer in accordance with the prices in the year 1777, in order to make up from that the difference between the interest of 14 and 15 per cent which was paid everywhere and the Company's interest of 9 per cent, and to compensate for the loss that awaited them in converting the bonds to foreigners, in spite of all of which the delivery from Santipoer could only be brought to 9375 pieces, for which I myself was obliged to make use of the offer of Parbotty Raay, as is noted in the writing inserted in the resolution of 23 June, in the hope that your Right Worshipful Lordships, for the reasons cited, will be pleased favorably to pass over this deviation from their orders. However much it is also my duty to comply with the recommendation of your Right Worshipful Lordships in sections 19 and 44, upon the restoration of affairs and when our inhabitants shall have recovered, to follow again the old maxims of the Company, and upon the revival of the colony to excuse foreign factors as much as possible, affairs in general have so greatly changed in character that there seemed to be no prospect of ever living to see that restoration. However much our merchants have exerted themselves in recent years to contribute their share toward the dispatch of the ships, their number is so small that, in comparison with earlier years, it hardly deserves notice; among them are only a few who, even if our treasuries 187 were provided for as before the war, could with peace of mind be entrusted with considerable sums. Already in my first letter to the Gentlemen Directors of 10 December 1785 I expressed my views concerning the Chinsura merchants; a greater local knowledge convinces me that my statements, which at that time were based solely on reports and information, are not overstated, and that it is only too true that those to whom the principal contracts were formerly entrusted have died out, that their children, squandering their inheritances in debauchery, and credit having vanished along with the money, have been trained in all rogue tricks; that which occurs daily in domestic affairs teaches me so clearly what a despicable people they are, that apart from those few supported by their families and connections, I would not entrust noteworthy sums to any of them.
