Memorandum of ordinary repairs approved. had found charged to the ordinary expenses account the ground rent paid there for 2 years and 8 months, or from January 1785 until the ultimate of August 1787, under an error committed therein, which his Honour considered to be improper, because each year must bear its own burdens and therefore only that which was disbursed for 1786/7 ought to have appeared on the said account, while the remainder should have been entered under previous years' burdens and charges; so it was resolved and decided to approve and pass the cash and expense accounts insofar, but at the same time to present the above to the servants and order them to rectify the error committed in this matter according to that directive. By that same letter of 13 September, the servants having communicated that through the increasing lack of money they are unable to obtain as much cash as is required for the collection of linens, whereby the suppliers will be unable to deliver that quantity of linens which they had contracted to supply if they had enjoyed the proper advances in time; furthermore that in the past month a small loan of current florins 3500:—:— had been received into the cash account on bond to be exchanged against a bill of exchange on the Netherlands at 27½ stuivers per Sicca rupee, and that with the greatest difficulty it now and then succeeds to gather just enough money as they require for the daily household; and there being nothing to remark upon it, it was decided to approve that memorandum according to custom. 584 586 587 12 October. 12 October. approval of the loan; and what is recommended to them regarding the first matter. damage caused by a heavy storm to the Company's buildings at Patna, which cannot be repaired at present. so it is, since no change can be made therein from here, where the scarcity of cash is also experienced in the highest degree, and it thus being an utter impossibility to support the servants or enable them to make the necessary advances, resolved to approve the communicated loan, while expressing the heartfelt regret of this assembly over the adverse course of trade, and recommending the servants to apply their best diligence and efforts to induce the merchants by good words and promises to as large a delivery as shall be possible. The servants communicating by a subsequent letter of the 19th of that month that due to a most violent storm, which began on the 14th and was not yet entirely over at the dispatch of the letter, the Company's buildings in the factory have suffered very much, the ground having subsided in various places due to the incessant rains, and the walls having thereby cracked in many places, but especially around the warehouses, which caused the collapse of the entire row on the west side and the sagging of the flat roofs of the others; reasons why, however distressing such accidents are, which one must nevertheless endure as originating from irresistible causes against which human power can do nothing, and given the unfavourable circumstances of the times for the Company in Bengal, wherefore they cannot be repaired at present.

588 589 12 October 12 October The arrival of a Patna saltpetre fleet noted. Receipt of that saltpetre cellared. previously the decision had already been taken not to carry out any capital repairs at the subordinate factory, it does not permit granting authorization to repair the damage caused by it to the buildings; resolved to accept this, and what was further imparted regarding that storm, merely for information. According to a later letter of the 27th of the aforementioned month of September, the administrators having dispatched a quantity of 9000 Maans of saltpetre in 4500 double gunny bags and loaded in 18 vessels, which already arrived here yesterday, it was resolved to make this note of it and to give notice to the administrators of that arrival in the outgoing letter. By the said administrators, in their separate letter of 13 September, in answer to the remark put to them according to the general resolution of 7 August concerning the discrepancy in their reports regarding the saltpetre they were to receive from the English, it was demonstrated that the offer of that saltpetre reported in their separate letter of 19 March was made by the former Chief of Commerce, Mr. Jan Summer, as the copy of the letter from that gentleman sent over at that time shows, and that it will certainly be on account of our still outstanding debit on the English books for the 31000 Maons previously received that the newly arrived chief, Mr. Pote, first wished to be furnished with new orders regarding this from his superiors before complying with the request made by them, the administrators, in that regard; thus it was resolved to be satisfied therewith and likewise to accept the same for information. The Lord Director communicated that from the calculation made by the Honorable Head Administrator, pursuant to the latest resolution, it appears that the quantity of linens which the merchants, according to their statement made in the meeting at that time, firmly promised to be able to deliver, will come to constitute about five-eighths of the entire contracted lot, so that for the missing part they will remain deficient in the fulfillment of the contract entered into with them, whereby, in the opinion of His Honor, the assembly on its part also does not need in its entirety to fulfill the obligation to sell all imported merchandise at auction for Company bonds, but may suffice with ceding such portion thereof in that manner as is proportionate to what they, the merchants, do deliver; besides which, His Honor continued, that consideration should also be given to the unfavorable circumstance in which one finds oneself due to the scarcity of cash, and into which one will probably still further fall, since, with regret and the most painful feelings about our precarious condition, he had to declare having received notice from Batavia that the ship expected from Europe is not to bring any cash or silver, so that hereby all established hope for the relief expected therewith has been destroyed, for which almost everything, and in particular the collecting of those goods of which the merchants both here and in Cassimbazaar would not undertake the procurement without money, has waited; that this shortage is now again so great that by the end of this month the payment of wages, board money, and house rent to the servants will not be able to take place, much less that the small supply would permit paying the administrators what they are still owed for their advances made up to the end of August, or what will be needed for the delivery and provision of necessities for and to the ship already on hand and the others that are still expected; that there is not the slightest prospect that this shortage will be able to be remedied by loans or remittances of foreigners through our treasury to Europe, 592 593 26 October 26 October and report of the daily increasing shortage of money and the improbability that this will be provided for.

594. 595 26 October 26 October in order consequently to separate some and to determine the most suitable for cash, as all was already presented regarding this by His Right Honourable in the session of 24 August last, which was recorded in the separate resolution of that date, and also as all attempts made by His Right Honourable to obtain some cash in one way or another have been fruitless; that this need for money therefore also does not permit selling all the imported goods according to the agreement made with the merchants, His Honour proposing to sell the merchandise of the mass for cash, but that from this ought to be withheld or excepted such goods as may be expected to find buyers against cash payment; asking therefore the opinion of the assembly as to which merchandise ought to be retained for that purpose. Whereupon, after deliberation and having agreed with His Right Honourable which goods were decided upon according to the price, it being understood that the most sought after of all are undoubtedly the spices, and among them particularly the nutmegs and mace, which will therefore certainly find a good outlet for cash, while all the rest, especially the Japan copper, which is the principal item, offer no prospect of being disposed of in any significant quantity for ready money, but on the contrary can be expected to fetch good prices if they are sold for bonds, on which, as must be acknowledged with the deepest regret, it is well enough known that the merchants place little or no value, and thus will likely drive up the price of the goods far above the market price 596 597 26 October 26 October of those to be sold for bonds and of those which are to be sold for cash, will be accepted. in order to rid themselves of the papers and to obtain goods for them for which, even with much loss, they can at least find cash, a specification of the goods has, for these and other reasons, been approved and resolved to put up for auction at the forthcoming sale and to sell for bonds the merchandise now brought in, together with all that might still remain in the warehouses from the previous year, including the sappanwood discharged from the ship De Standvastigheid, with the exception of the spices, which after proper garbling shall only be parted with for about half against bonds; instructions to the cashier regarding the discount, in payment shall to wit: one pound of nutmegs alongside four pounds of cloves and one pound of mace against six pounds, the cloves calculated at the Company's fixed prices, in such manner that he who desires one maund of nutmegs shall be obliged to take therewith at the said prices also four maunds of cloves, and thus six maunds of cloves for one maund of mace; furthermore, in case there is a prospect of being able to dispose of the remaining cloves now on their own, worth f:b: 180: per maund, against the Company's fixed prices in order to settle our bad credit, to make use of that circumstance, and to retain the remaining nutmegs and mace for a further opportunity and, by selling for cash, to be able to provide for the crying necessities in the administration; furthermore, as in the previous year, with regard to the qualification of the same and discounting of the bonds, to authorize the cashier, in settlement of the warrants that are to be drawn up from this auction, to accept the Company's bonds or the amounts thereof.

608 609 9th November 9th November Honorable Council to sell the remainder. what was offered privately was noted down, to serve as proof to the Lords Masters and Their High Excellencies of the deplorable condition in which one currently finds oneself in Bengal, and how greatly our credit with the native population has fallen due to the repeatedly disappointed expectation of assistance from Europe, with which they have always been flattered; in the hope that Their High Excellencies, convinced of the impossibility of restoring affairs locally ourselves through the dispatch of the necessary ready cash, which is the only thing that can serve this purpose, will be pleased to enable us to revive that fallen credit and to make trade, if not as flourishing as before, at least as profitable for the Company as circumstances will allow. With which the meeting having concurred, it was resolved to record it in this manner. Proposal of his Honor to sell the spices for cash. Also having been read a petition from Susanna Anna Maria Verkerk, widow of the late Senior Merchant and Head Administrator Pieter Brueys, containing a request for postponement of payment of the indemnity imposed upon her by resolution of 30th December of the previous year, until such time and while Their High Excellencies' disposition on the petition sent by her regarding this matter shall have been received, which petition reads as follows: To the Right Honourable and Honourable Sirs, Honoured Council! To the Right Honourable Sir, Mr. Isaac Titsingh, Director over the Company's Trade and Interests in Bengal, Behar and Orixa, together with the Members of the Honourable Council of Policy. Your Right Honourable and Honourable very obedient servant Susanna Anna Maria Verkerk, widow of the late Senior Merchant and Head Administrator Pieter Brueys, has the honour to show: That by council resolution of 30th December last, your petitioner was charged with the payment of ƒ 4000:-:- or the amount of the 1/3 part of the restitution of commission monies on Japan bar copper ordered by the Noble High Indian Government, enjoyed by the former Director Mr. Ross and your petitioner's late husband in 1777/8; allowing the petitioner, however, to make such representations concerning it to Their High Excellencies as she might deem necessary for her interest and that of her children. 624 625 9th November 9th November Points of reply to Kassimbazar. The Secunde to accept the silk fabrics from the merchants at the time when they deem it to be necessary. That the petitioner, pursuant to this permission, had addressed herself by petition to the said Their High Excellencies to obtain exemption from this indemnity imposed upon her; but that up to this day, due to the late arrival of the ship Rotterdam's Welvaaren at Batavia, no answer had yet been received thereon. That around ultimo August last, an order was issued by the Noble Honourable Lord Director against the petitioner for the collection of the aforementioned sum, the settlement of which the general scarcity of ready cash makes completely impossible for her, and since the petitioner flatters herself that the Noble High Indian Government, in consideration of the reasons cited in the aforementioned petition, will kindly deign to repeal Their own previous resolution and free your petitioner from the payment of those funds. Therefore, the petitioner respectfully takes the liberty to request that Your Right Honourables and Honours will be pleased to grant her a postponement of payment until such time as the pleasure of the Noble High Indian Government regarding this matter shall have arrived. Upon which disposition, out of consideration that the pleasure of the Noble High Indian Government regarding the request made by the petitioner concerning this indemnity is likely to arrive within a short time, it was resolved to condescend therein and thus provisionally to allow the already issued order to be cancelled. Hereafter having been reviewed some letters from the officer in charge, the Secunde at Kassimbazar, the Merchant Van Medlum, by the first of which, dated the 26th of the previous month, he reported having been in negotiation with the merchants regarding the silk fabrics requested in the extract sent to him from the Indian requisition for the year 1788, for the supply of which at the previous year's prices they showed themselves willing, but at the same time testified 626 627 9th November 9th November Approval of the cash account of August. The meeting is satisfied with their promise regarding the silk fabrics and will see to the procurement of the chintzes by other means. The Secunde to report to what extent the expenses at that office can be reduced. testified not to be able to fulfill them before ultimo January next; but that regarding the chintzes also demanded in that extract, for the purchase of the linen for which ready cash is needed, he, the Secunde, sees no opportunity unless he could be supported from here with some ready cash; it was resolved, regarding the silk fabrics, to be satisfied with the willingness shown by the merchants, and to grant them the requested time in the hope that they will keep their word, since with a speedy sorting and dispatch they will still be able to be here in time for shipment. Furthermore, as the stock does not permit sending the necessary money for the chintzes thither, it was resolved to consider what can be done through another way for the obtaining of the same. Along with that letter also having been received the cash and expense accounts of the month of August, in which according to the declaration of the Honourable Head Administrator upon examination and recalculation no excesses were found, it was resolved to approve and pass the same; but on this occasion having come into consideration that the monthly disbursements in the warehouses there, now that nothing is being traded or done, cannot and need not be as large as when trade was being carried on, and that the same ought therefore to undergo a significant reduction, it was also approved to order the Secunde to report to what extent the high-running expenses can be reduced.

628 629 9th November 9th November Damage to the Patna saltpetre and boiar caused by a heavy storm; notified from Kassembazaar. Points of rescription to Patna. Dispatch of the aforesaid fleet to be presented to the said secunde and his opinion to be requested as to what extent this can take place thereabouts. A most violent storm which raged here on the 2nd of this month and, according to the daily incoming reports, caused the greatest devastation and damage, as will further appear from the Daily Register of this office, where these tidings have been successively recorded especially from the Calcutta Courants; and as the servants coming down have informed, that the fleet from Patna laden with saltpetre and baiar was also struck around Ragie mahol and, with the exception of one vessel that alone remained out of the twelve, has been destroyed, as was found communicated in a letter from the aforementioned Kassimbazaar secunde dated the 4th of this month; it is resolved to keep this note of this unpleasant and detrimental report and to approve that the secunde, according to his letter, has spared expenses in this matter, since the assistance he could have rendered would, due to the great distance, have arrived too late and thus have been useless. By a letter from the Patna servants of the 24th of the preceding month, it was found communicated concerning the dispatch of the aforementioned fleet with 3000 bags of saltpetre and 53 bladders of baar, while transmitting the usual papers relating thereto; and that the same, in the beginning of its voyage, had already suffered the misfortune that fire broke out in one of the saltpetre vessels, 630 631 9th November 9th November and that one of the vessels had caught fire, whereby approximately 200 bags were lost; it is therefore, given that further reports regarding both mishaps will be received upon the arrival of the conductors of that fleet here, resolved to take this as a communication and to suspend the disposition regarding it until that time. Concerning the outcome of the linen collection at Patna, it being reported by the servants in a further letter of the 27th October, that however much they, the servants, had flattered themselves from time to time that they would obtain at least as much cash as was necessary for the full payment of the linens, they nevertheless found themselves disappointed in that purchase and have not been able to advance more than the already communicated 15000 rupees upon it; that 2000 pieces of diverse white linens have already been accepted by them, and that is all that is to be expected of that sort, since the merchants declare themselves unable to provide anything more without money; that these, along with 4 to 500 pieces of chintz for Europe, were to be dispatched shortly, and that having already begun in advance with the manufacture of the chintz for India, because it would otherwise not be possible to fulfill the same in due time, especially those for Japan for which the linen is expressly contracted, they the servants flatter themselves that they will be able to fulfill the largest part of the demand for them; it is therefore, however unpleasant this report must be regarding the poor result of the contracting done there, yet, since the same can be attributed to nothing other than the lack of money, resolved to be satisfied with this, to await the collected cloths, and to convey to the servants the satisfaction of the assembly.

640 641 3 December 3 October orders of the Noble High Indian Government to employ it as a homeward-bound vessel, which also constitutes the reason why up to now no proposal has been made for the assignment of a return vessel; but as that keel is still remaining away, and also nothing has been heard of the same from abroad, the time is slipping away too far to wait any longer with the planning of the ship to be dispatched to Europe, the more so since the Master Attendant has declared that even if Hinloopen were to show up immediately, it would not be possible to make that vessel ready for the homeward voyage, even if it had no capital defects, something which is not to be expected after so protracted a voyage, since it currently cannot come up any further than Kasserijen and must then be unloaded as well as loaded, which, together with the usual calking and repairing of small defects that ships always require, cannot be done in that short time that is left between now and 10 or 12 January, when it ought to be dispatched; wherefore His Honorable Worship also proposed, instead of the aforementioned ship Hinloopen, to project as a return vessel the hooker ship Spaaren, recently arrived from Batavia, as being the only one at hand; after consideration whereof, since no other choice can be made, it was approved and understood to conform to the proposal of the Lord Director, and consequently to assign the aforementioned ship Spaaren to come up at the usual time 642 643 3 December 3 December for a second return vessel to be unloaded therefrom. 654. 155 3rd December: The Director gives notice of his intention to go to Calcutta, and what His Honour intends by that journey. Points of rescription regarding the misfortune that befell the saltpetre fleet; of the negotiated funds, item the funds on bills of exchange, and the cash and expense accounts for September and October; also approval of those papers. Furthermore, at the request of the aforementioned Director, it was agreed to record his intended departure from this council to Calcutta in order to make arrangements in the best possible manner with the Governor-General, Lord Cornwallis, who has now returned from his journey to the Upper Provinces, concerning the payment of the debts to the English Company, both for the cash borrowed and for the saltpetre already received and the opium promised to us for this year. After this were read the contents of two letters from Patna dated the 17th and 21st of the preceding month of November; the first of which serves to communicate the news received by the administrators of the misfortune that befell the saltpetre fleet, and the other to transmit an invoice sent over, along with cash and expense accounts for the months of September and October, which also show the negotiations made by the administrators of Sicca Rupees 8500 at 9 percent on bond, and Sicca Rupees 4500 on bills of exchange to the Netherlands at 27 and a half stivers per Sicca Rupee, with the use made of that money; and as upon these documents, according to the declaration of the Honourable Chief Administrator upon examination and recalculation, nothing was found amiss, it was agreed both to approve and pass the same, as well as the said money negotiations and the expenditures made from them, and it was also agreed to record it in this manner. 656 3rd December: Correspondence of the administrators with the English Chief concerning the drawing of bills of exchange on this administration for the saltpetre. By the same it appears that they require a bill of exchange upon the Director and Council at Chinsura for the amount of the saltpetre delivered to us; but as we have solely obtained authorisation to grant a receipt for the amount, we beg leave to inform you that it is not in our power to comply with your request. In the receipt which the Chief transmitted to you, it is distinctly acknowledged that the amount of these 15,000 maunds, together with that of the 31,000 maunds received in the past year, will be adjusted by the Director and Council at Chinsura with the English Government; and this we also suppose to be in accordance with the intention of the Governor-General and Council at Calcutta, as appears by an Extract from a letter of the 20th July 1787 which you have been pleased to send us, wherein you have permission to authorise the delivery of 15,000 maunds of saltpetre to the Dutch Chief and Council at Patna, in fulfillment of the stipulated quantity allowed them for the year 1786, taking their promissory note for the amount in money, which will hereafter be recovered from them here, together with the sum of current rupees 102,117:10:3 which they already owe on account of former deliveries. To our judgment, this clearly shows that the Supreme Council is satisfied with an acknowledgment of the debt, without requiring that we should grant bills of exchange, for which besides we have no authorisation. 674 675 22nd December 22nd December And yet another concerning short weight on saltpetre, and it appearing thereby that there are no others than: At the Artillery: 50 powder kegs damaged by white ants; At the armory: 12 Sepoy cartridge pouches unserviceable; 2 sword belts; and the bursting of 4 small swivel guns. Thus it was approved and agreed to write off the one and the other, and to cause the powder kegs, together with the unserviceable armory goods, to be destroyed by fire. The parcel of 4500 bags of saltpetre received in October last from Rusna having, upon reweighing in the Trade Warehouses here, yielded a shortage of 32063 lb, or [illegible] per cent, as shown by the following: Finding 4500 bags of saltpetre on account conforming to the aforementioned invoice at 142½ lb each bag, net pounds 641250 lb. And these bags having been weighed in here, have yielded gross 630562 lb. Off 4¾ lb tare per bag 21375 lb, making 609187 lb. Thus a shortage of 32063 lb, which calculates to 5 per cent. Finding of the below-mentioned saltpetre, as sent hither by the servants at the Patna office, together with invoice of 21st October 1786, under escort of 18 peons and under the supervision of the Daroga Sambalsingh in a fleet, and received here, as well as upon reweighing by the specially appointed commissioners, the Bookkeeper I. W. van Hall and Assistant I. van den Bergh, appearing from their report of 15th November 1787, were found to be such as specifically shown below at the disposal of this meeting. Finding of the below-mentioned 3000 bags of saltpetre and 53 bladders of borax, as were shipped by the servants at the Patna office, together with their invoice of 21st October 1787, on the 20th of that month in 11 vessels under escort of 11 peons under the supervision of the Daroga Sattarah; which fleet, however, as appears from declarations made and confirmed under oath before Commissioners of the Council of Justice by the said Daroga Pattewrat and the peons Ramjent, Rietoeras, Hoerilaal, Reijel, Kubraay, Ommeraay, Bouhon, Oudaan, and Hayk, and likewise from the mangies Prim, Bidessie, Hamdolaal, Kurkoet, Barjum, Saboer, and Ramijeb, here exhibited, met with the following misfortunes: since that does not exceed the limit set by the Regulation, it is agreed to have the same written off. By another finding, showing with the annexes the damage that the Company has suffered, both by fire and by the very violent storm that raged on the 2nd November last, to the second parcel of 3000 bags of saltpetre and 53 bladders of borax sent by the Patna servants; amounting together in money to a sum of ƒ28069:9:8; as this and the circumstances of the misfortune are found further described in the finding itself and the accompanying declarations of the Daroga, the peons, and mangies of that fleet, all of which are inserted here: Firstly, in a vessel carrying 300 bags of saltpetre off the village of Tegara, 1 cos below Mouw, a fire broke out in the evening at 9 o'clock which consumed a part of the cargo, only 114 bags being saved ashore with the greatest difficulty, which were transshipped into a hired vessel. Secondly, in the heavy storm that blew in general throughout Bengal on 2nd November 1787 of the current year, off the village of Sonda near Rajmahal, 10 vessels with saltpetre and one with borax belonging to the Company went to the bottom, together with about 200 others lying at anchor before that place, without human power being able to contribute anything to their preservation; nevertheless, two days after that misfortune, when the weather had calmed down, some bladders of borax and 125 bags of saltpetre, mostly spoiled and dissolved, were fished out, which, together with the cargo of one vessel that remained undamaged, were brought hither, or as appears from the report of the Bookkeeper I. That when the fleet had reached seven cos below the said place, before the village of Pegera, a fire broke out in one of the vessels, carrying 300 bags or 600 Maons of saltpetre, which consumed a portion of the cargo, and from which only 114 bags could be salvaged, and that with the greatest difficulty, which were laden into a No. 336 patella dispatched for that purpose by the Chief of Citters, to whom a report of this misfortune had been sent; after which the journey hither was continued. That he, the deponent, a few days later found himself with the fleet under his command before the village of Sonda, situated near Rajmahal, where he spent the night with the intention of setting off again early the following morning; but that he was prevented from doing so by a violent wind, which came up around seven o'clock in the morning and, gradually increasing to a full gale, became so fierce at five o'clock in the afternoon that ten vessels with saltpetre and one with Boiar were lost, without any human power being able to contribute anything to their preservation, nor to the rescue of about two hundred other vessels anchored at the same place, all of which likewise perished, with very few exceptions; it being only by exerting the utmost efforts that they had saved their lives. That he, the deponent, had succeeded, two days after the aforesaid accident, when the weather had completely calmed down, in fishing up several bladders of Bouar and 125 bags of saltpetre, mostly damaged and melted, which he, L.S. 679 680 681 22 December 22 December he laden into two vessels likewise summoned by the Chief, and therewith, as well as with the vessel that had remained undamaged in the storm, safely arrived here, with the loss of two of his men, of whom he has heard nothing to this day, and who likely drowned in the river. Herewith the deponent concluded his declaration, which he affirms contains the pure truth, giving as reason for his knowledge as stated in the text, and declaring himself ready to confirm the depositions, these being read to him, at all times by solemn oath. There also appeared before me and the witnesses the peon Leifd, who served the deponent in this matter as interpreter, who declared that, the deponent having spoken in Hindustani, the translation was good and true, and that he is ready to confirm the same at any time.
