682 683 22 December 22 December For the Company In the margin: As Commissioners signed: Jacob Eilbracht and J: G: v: Amelunxen. Today, the 22nd of November Anno 1787. Appeared before me, Cornelis Johannes van Nierop, Sworn Clerk of the Bengal Secretariat, in that capacity authorized and sworn to draw up and pass all Notarial Acts, present the witnesses to be named hereafter. Ramsjent, Zitoeraas, Herrisaal, Nessieb Oulla, Towkul raai, Omrou raay, Bowhon, Auedaan, and Naek, all peons assigned as supervisors on the vessels which recently, under the guidance of the Daroga Saloe raaij, were destined hither from Patna, laden with saltpetre and borax; who, at the requisition of the Honorable Mr. Isaac Titsingh, Director of this Directorate, and in support of the truth, jointly declared with one voice: That they, the deponents, having approached with the fleet as far as the village of Segera, seven cos below Mouw, around nine o'clock in the evening, a fire broke out in one of the vessels. That they, having assembled at the shouting of the peon of that vessel, brought all help and assistance in their power to bring as much saltpetre ashore as they could save from the fire, and which afterwards appeared to have consisted of 114 bags. That notice of this incident was given to the Chief of Patna, who immediately sent a patella to ship off the salvaged saltpetre therein. That they subsequently continued their journey as far as the village of Sonda close to Rajmahal, where a heavy storm overtook them, which, rapidly increasing, at about five o'clock in the evening caused ten saltpetre vessels and one laden with borax to sink. That the storm having subsided, they set to work with all men and with much effort recovered some bags of saltpetre and a few bladders of borax from the water, as well as righted two of the capsized vessels, in which they stored the retrieved bags and bladders. That they then resumed the journey with these two and the vessel that had remained undamaged in the storm, and safely arrived here the day before yesterday. was The L: No. 337. 684 685 22nd December 22nd December The deponents declared the foregoing to contain the pure truth, giving as reason of knowledge as in the text, offering to strengthen this deposition as sound and true at all times with solemn oaths. There also appeared before me, Sworn Clerk, and the witnesses, the peon Seifulla, who acted in this matter as interpreter, declaring that his translation made into the Portuguese spoken here is good and upright, and that he is thus ready to likewise confirm the same at all times. Thus done at Hooghly in Bengal in the presence of Christiaan Gottlieb Merckel and Daniel Anthony Overbeek, Clerks, as witnesses. The minute hereof is properly signed. Today, the 29th of November 1787, appeared before the undersigned Commissioned Members of the Court of Justice, assisted by the Secretary, the attestants, mentioned by name in the foregoing declaration, which having been read to them and properly explained in Moors by the first Commissioner, they persisted therein without alteration; confirming that content with solemn oaths, the deponent Nesjieb ullah in the Mohammedan manner, and the rest according to the Hindu manner, the Muslim placing his right hand on the Quran while uttering these words: If I have spared the truth, it will not go well with me in the Hereafter and the Hindus by taking Ganges water from the hands of a Brahmin, one by one, and uttering these words: If I have spared the truth, or lied, I shall not enjoy the Ganges after my death. 688 689 22 December 22 December The above-written was attested by the deponents to be the absolute truth, giving as reason for knowledge as in the text, offering to corroborate the same at all times with a solemn oath. Furthermore, there appeared before me, the sworn clerk, and witnesses, the peon Serfulla, who served as interpreter in this matter, affirming that his translation is good and true, and that he is always prepared to confirm the same further. Thus done at Hooghly in Bengal, in the presence of Johannes Christiaan Burchaedt and Daniel Anthony Overbeek, clerks, as witnesses. The original of this has been duly signed. Below: which I attest. Today, the 29th of November 1787, there appeared before the undersigned members of the Honorable Council of Justice of this trading post, assisted by the Secretary, Peunis van den Broeck: Mangier, Prun, Bidessi, Ram Deiaal, Manij, Doekha, Ramdecaal, Kuikaet, Bassum, Sauboer, and Bengieb, mentioned in the preceding declaration, to whom, it having been read out again and explained in the Hindustani language by the first commissioner in this matter, they all unanimously declared to persist in its contents unalterably, thereby confirming its truthfulness with a solemn oath; the deponent Sombaer in the Mohammedan manner, and the remaining deponents according to the custom of the Hindus; the first-mentioned placing the right hand upon the Quran while uttering these words: "If I have concealed the truth, it will not go well with me in the hereafter." And the others by taking Ganges water from the hands of a Brahmin and uttering these words, each individually: "If I have concealed the truth, I shall never after my death enjoy the Ganges." Therefore, seeing that the deponents have, according to orders, substantiated their given declarations with an oath and confirmed the truth of this accident, it was agreed to write off this loss as well. The 254 chests of cloves recently received per the ship Sparen from Batavia, having been opened, re-weighed, and garbled according to the order, the following finding thereof was likewise submitted today by the Honorable Chief Administrator. Below: Hooghly in Bengal, the 22nd of November 1787. Signed: A. Bogaardt. These having been opened and weighed here: Before the garbling, they yielded 24702½ lb. And after the garbling: In good deliverable condition, 97 50/100 percent, or 24016 lb. Dust and gravel and crowns, 2 41/100 percent, 598½ lb., makes 24614½ lb. And according to the invoice, the same had to weigh 25042 lb. Consequently short: Of this, lost during the garbling, 88 lb. Shortage on what was found against what was shipped, 339½ lb., makes 427½ lb. Total: 427½ lb. or 1 71/100 percent. Finding of 254 chests with cloves which were brought here with the hooker ship Sparen from Batavia as appears from the invoice of 8 August 1787, and according to the report of the members expressly commissioned thereto from the Council of Justice of this Directorate, the junior merchants Antoine de Maffe and Pieter Emanuel van Hogendorp, dated 16 November 1787, were successively garbled and weighed out to the warehouse masters, as is detailed below for the disposal of this meeting, as follows: where 692 693 22 December 22 December Furthermore, yet a sixth finding of shortage found on the nutmegs, etc. Upon which, having been deliberated, it was decided to write off the found shortage of 1026 lb., or 4 1/10 percent, the dust, refuse, and crowns included therein, provided that the report of the commissioners be re-examined and sworn in open court, and the refuse be sent to Batavia in sealed casks. There was also brought to the table another finding, likewise drawn up by the Honorable Chief Administrator, of the 52 chests of cloves, bulk nutmegs, and 6 suckels of mace brought with the said vessel, which nutmegs, upon opening, were found to be very bad, so that the Director has ordered a sample to be taken therefrom to be sent sealed to Batavia; while after the garbling, which was done as gently as possible, besides the underweight of 230 lb., or 5 17/100 percent, there was found among the same in dust, refuse, and mite-eaten nutmegs, 958 lb., amounting to 24 1/100 percent; there being on the mace, the refuse also counted, a shortage observed of 232 lb., or 25 1/100 percent, but on the other hand on the cloves, with which the aforementioned nutmegs had been covered, a surplus of 66 lb., or 4 19/100 percent, as all this appears more circumstantially. 694 695 22nd December 22nd February by the findings themselves, which read as follows: Findings of the below-mentioned spices, which were brought here from Batavia with the hooker ship Sparen as per invoice of 8 August 1787, and according to the report of the members of the Council of Justice of this Directorate expressly appointed for that purpose, the Junior Merchant Balthasar Constantyn Roderiik Bouman and Ensign Commandant Iohan George van Amelyngren, dated 2 November 1787, successively garbled and weighed out to the warehouse masters, as is demonstrated in detail below for the consideration of this assembly: 3983 lb Nutmegs in 52 chests according to the Batavian invoice; these weighed 3803 lb here before garbling, and after the same: In good deliverable.. 180 3/8 percent, or 2795 lb Dust, refuse, and worm-eaten.. 2 1/100 ditto 958 lb, totaling 3733 lb and the same should have weighed according to the Batavian invoice.. 3983 lb Consequently short.. 5 1/100 percent, or 230 lb. Was signed: A: Bogaardt. 696 697 22nd November 22nd December of the extraordinary badness of the nutmegs Their High Excellencies will be informed inspection of the after resumption of which, it was declared by the Director that he had given the above-mentioned order, as he deemed it necessary that Their High Excellencies be informed of this particularly poor condition of the nutmegs, because through this, the quantity that Their High Excellencies were pleased to allocate to Bengal has been reduced by more than one fourth; to which should also be added that the cloves poured in with them, which otherwise usually arrive much drier than those packed separately, were found to be somewhat clammy and damp, which His Honorable Worship thought was to be attributed to the extraordinary badness of the nutmegs, or perhaps to the cloves themselves; which having been noted as such, it was subsequently resolved by disposition on the aforementioned findings to have the discovered deficiencies written off under the usual condition that the rejects be sent to Batavia and the reports be duly sworn to, and regarding the excess cloves found, to authorize the trade bookkeeper to enter the same to the benefit of the Profit and Loss account. Pursuant to your Honour's order, we, the undersigned express commissioners, went on board the hooker ship Spaaren, lying in the roads of Fulta, and thoroughly inspected the same in the presence of the Captain at Sea and Master of Equipment Jacob Fredriks, and in the presence of the Master Carpenter Michiel Groenewoud, and found its defects to be as follows: The ship is in every way tight and strong, without any notable defects, except for a small repair on the deck, which requires close caulking, and on the sheathing, which is somewhat damaged by the cargo vessels. The rigging is too high, causing the ship to work considerably in the sea, for which reason the mainmast and foremast will need to be shortened by a length of 1½ feet; during the heavy rolling, some chainplate bolts and links snapped and pulled out of the outer hull, which needs to be repaired or renewed. Four iron eye-links in the channels with their bolts for winding tackles and tackles, and eight eye-bolts in the deck for the lashings of the boat and the spare timber must be made. In compliance with what was ordered by resolution of the 3rd of this month, the aforementioned Master of Equipage submitted a report stating what the said return vessel might be able to transport, which document reads as follows: To the Right Honourable Master Isaac Titsingh, Director of the Company's Trade in Bengal. Right Honourable Sir, In accordance with the order given to report how much the hooker ship Spaaren would be able to transport, this vessel serves: length overall 132 to 133 feet, beam on its waterline 33, and depth of hold at the main hatch barely 12½ feet; it can take in 2,000 bags of saltpetre for the bottom layer, which can be stowed over the 30,000 lb of sappanwood, and then, in bales of various sizes, 6 to 700 volumes can be stored as cargo for a voyage to the Netherlands, besides yet another 50,000 lb of pepper which can be poured between and above the said bales. On account of the impoverished condition of the petitioner and the hardship that would ensue if he were thereby deprived of the opportunity he otherwise has to obtain a proper education for his child, it was resolved to agree to the request made and to grant his aforementioned young son free passage on the frequently mentioned ship Spaaren, provided, however, that the petitioner, according to his offer, maintains the child during the voyage without expense to the Company. Hereafter, the Director produced another petition from the former Bookkeeper Fredrik Thost, wherein he requests that a youth of 12 years of age under his care, whom the petitioner would gladly assist in attaining a position whereby he might in time care for himself, may be accepted into the Honorable Company's service as a boy sailor and sent to Batavia in order, with the favorable pleasure of the Honorable High Indian Government, to obtain a place in the naval academy on Java, which petition reads as follows: To the Right Honorable and Honorable, the most humble servant, the former bookkeeper Fredrik Thost. Of the Right Honorable Mr. Isaac Titsingh, Director and Commander on behalf of the General Dutch East India Company in Bengal, Behar, and Orissa, together with the respective Council of Hooghly. That he, the petitioner, having under his care a certain youth adopted as his child, named Jan Otto van Chinsura, twelve years of age, gladly wishes to assist him through employment in the Honorable Company's service, whereby he may in time become capable of caring for himself. For which reason the petitioner takes the liberty to implore most humbly the high favor of your Right Honorable and Honorable Sirs, that the said youth may be accepted into the Honorable Company's service as a boy sailor, in order to be sent to Batavia with one of the Company's ships when the opportunity arises, so that, under promising letters of recommendation from your Right Honorable and Honorable Sirs, and with the favorable pleasure of Their High Excellencies the High Indian Government, he may be placed in the naval academy on Java to acquire the necessary qualifications for the service, the petitioner being unable, due to his advancing years and poor circumstances, to properly provide for him in any other manner. There was further taken into consideration the contents of two letters received from the merchant Willem Jan van Midleem, commanding at Cossimbazar, dated the 7th and 18th of this month, the first of which contains the presentation of the state of that factory according to the books closed under the ultimate date of August 1787, and shows that the same, compared to the previous financial year, on account of no merchandise having been traded and therefore no profits realized, has fallen behind by a sum of 6054 guilders, 15 stuivers, 8 penningen; and that according to the general memorandum attached thereto, the expenses of the financial year 1786/7 amount to 8673 guilders, being 1174 guilders, 12 stuivers, 8 penningen less than the year before, and 10992 guilders, 11 stuivers, 8 penningen below the amount stipulated by the memorandum of retrenchment, the reasons for which are noted in two separate comparisons made thereof, that of the charges against the financial year 1785/6 reading as follows:

Your Right Honorable petitioner therefore most humbly requests that the necessary proof (that the double transport money for the aforementioned Johanna Suares for the voyage thither and hither has been paid here) may be granted to the petitioner; as well as that it may please Your Right Honorable to mention also in the Honorable Company's letter that the money has been paid here, in order to remove all further difficulties in Europe, and that the deposited ƒ 300:-:— may be returned promptly and indemnified to the petitioner's authorized agents, the gentlemen van Wannen and Kusel in Amsterdam aforementioned. Right Honorable Sir, Respected Councillors. Shows with the greatest respect Theodora Petronella Immens, widow of the late van Vlierden. That she, petitioner, in the past year, upon purchasing the house of the former sick-visitor Francois Oostdyk, executed on 4 November 1786 a judicial mortgage in favor of the Fund of the Poor here, established upon the said house, in the amount of one thousand Sa. rupees. That, her intention having always been to redeem that mortgage, this could not take effect because the greatest part of her money was counted into the Honorable Company's treasury; and which was not only not paid off, but whereon also since the year 1785 to this day no interest has been paid, on which account the petitioner has had to burden herself with paying the interest on the said capital established upon her house, which, although being only six percent, is nevertheless oppressive to her, since she, having to live from her interest, has received nothing until now. That she, intending to remit the amount of the bond granted to her by Your Right Honorable on 9 July 1785, amounting in principal to 3180 Sa. rupees, with the interest accrued thereon, to Europe by assignment still this year, would gladly see that the mortgage mentioned above might be discounted from the said amount.
