As there is nothing further to remark upon it, it was decided to record this note of it, and it was understood that the order is thereby satisfied. Subsequently, the examination of the Hougly cash account for the month of December last having been completed, the usual report came in, reading as follows: To the Right Honorable, Worshipful Sir Mr. Isaac Titsingh, Director and Commander-in-Chief over the Honorable Company's important trade and interests in the Kingdoms of Bengal, Bihar, and Orissa, etc., etc. together with The Members of the Council of Policy of this Office. European bill of exchange is paid. A pensioned assistant granted something from the poor fund. The necessity being demonstrated by the Director that, in view of the partial payment and provision of merchandise in settlement of the bonds granted in the previous year for the newly expired delivery of 1786/1787, new bond instruments should be granted to the suppliers for what remains due to each per balance; it was decided to agree therewith and consequently, upon the receipt of those previous and already partially satisfied bonds, to issue new debentures for the balances which stood in arrears upon the closing of the accounts with the merchants as of the ultimate of January last. It was also communicated to the assembly by the Director that the European bill of exchange mentioned in the resolution of 8 August last in the amount of f 30,000:-:- charged to Mr. Mestayer, who then requested to hold it until February, was paid in the last past month pursuant thereto, and the usual certificates and letters of advice have been issued for it; whereof it is understood to keep this record and to give notice of that payment to the Lords and Masters at the first opportunity. Finally, upon the proposal made to that end by the Director, it was approved and resolved to grant to one Andries Brengman, a former assistant and old servant of the Company, who, although pensioned, cannot subsist with that allowance at present and thus suffers great want in his advanced age, a monthly relief of C: R: 10:-:- from the poor fund. 212 213 2 March 2 March Points of correspondence to Harsembazaar by order to send the return cargo for India as soon as possible. Tuesday the 13th of March in the Year 1787. In the morning, all present. Copy books of the Orphan Chamber presented to be sent first to Batavia. The Journal and Ledger for the Year 1785/6 kept by that Board having been presented by the President of the Orphan Chamber and handed to the Director, and produced today by His Right Honourable, from which it appears that the capital held in the chamber as of the last day of August 1786 amounts to fo: 23781.3¼, it was resolved to note this down and to send those books, according to custom, over to Batavia. Some sureties in which natives are named as guarantors rejected. Resolution to let the salaries of those persons who can obtain no other than native guarantors remain withheld. Next, three different sureties were submitted by the Director, provided for the Secunde at Kassembazaar, Willem Jan van Miclum, the Cashier Fredrik Wieman, and First Clerk Teunis van der Broeck, in all of which the guarantors are natives, regarding which the difficulty was taken into consideration that this meeting faces in judging their solvency or insolvency, if it should ever happen that they would have to reimburse or pay something for the persons for whom they have stood surety; since the declaration made by the Broker for those executed here in Houghly, acknowledging them to be capable of it for the present, is to be regarded as no more than temporary, and therefore gives no certainty or security at all in this regard; that consequently, and because there is so much reason to doubt the solvency of most of our native merchants, it would be a great imprudence to accept such guarantors on that meaningless declaration of the broker, which in time might well result in one having to forfeit and pay for them, and that it was therefore necessary, for the security of the Company as well as for own protection, to use such precautions in this regard by which all damage could be avoided; after deliberation concerning which no other and safer means appeared than that which Their High Excellencies were pleased to order in esteemed letters of 8 July 1778 concerning officials for whom no good or sufficient guarantors were to be obtained, namely the withholding of the salary until the specified surety shall have been submitted; which being judged to be capable of being undertaken provisionally and until further orders from the Noble High Indian Government, it was, upon the proposal of the Director, approved and resolved that all such persons who can obtain no other than native guarantors, in addition to that surety for greater security, must let their already earned and still receivable salaries remain withheld, to which end also no permission for the remittance or receipt thereof may be given, and consequently to accept the above-mentioned sureties under that condition upon collection; furthermore, to give notice of that resolution at the next opportunity to Their High Excellencies, as well as of the declaration made by the Director that, notwithstanding all effort made, he had not been able to obtain guarantors whom he judged to be sufficient, and therefore offered for security in that regard also to let his salary remain withheld, or else to count the amount of the surety into the Treasury provided he receives a fair interest on it, and respectfully to await Their High Excellencies' approval on both matters.

13th March. A pilot discharged from service and travel wages granted. Another pilot appointed in his place. it was, seeing that the eight months for which he was provided at Batavia according to the catalogue of the ship will expire at the end of this month, understood to have the same issued to him. Hereafter was read a petition from the Pilot Caster Christiaan Hauf, making known that having served the Company since the year 1754, he is currently subject to an incurable chest ailment, to which, to his further misfortune, the weakening of sight and other physical powers are also presenting themselves, requesting on that account that he may be discharged from the service and granted what the Honorable High Indies Government has been pleased graciously to grant to the pilots here in Bengal; it was understood, seeing that the petitioner has always acquitted himself in the service with zeal and properly and thus merits that which Their High Excellencies determined for such persons by honored missive of 19 Aug. 1765, to grant him such and thus to allow him to retain his current wages with the board money. As through this discharge from the service the number of present pilots is reduced to three, which, on the grounds that one has only that many sloops on hand, could be judged sufficient, but in which case one will also always be at a loss in the event of the illness of one of the same, why it was deemed necessary to fill this open position again, and Quartermaster Carel Pieterse having been recommended for that purpose as a capable subject by the Master of the Equipage, it was, on the proposal of the Lord Director, approved and understood to promote the said Carel Pieterse to Pilot and to grant him the wage of ƒ32 per month, commencing under a contract of three years past. A boatswain promoted to quartermaster. The comforter of the sick Oostdyk with his wife and child granted passage to Batavia. Another person appointed to perform the church service. Three native children taken into service. In place of him, Carel Pieterse, it was, likewise upon the nomination made for that purpose by the Master of the Equipage, and on the proposal of the Lord Director, understood to appoint as quartermaster the eldest Boatswain on the sloops, Eelke Joukes, with the granting of the wage of ƒ20 per month according to the stipulations dictated by the Regulations in this regard, and a contract of three years. The comforter of the sick Francois Oostdyk having been given permission by the honored rescript of Their High Excellencies dated 28th July 1786 to come over to the Head Office, having in consequence thereof made a request to the Lord Director to depart thither with his family on the Welvaaren of Rotterdam, it was understood to agree thereto and thus to grant him with wife and child that requested passage. Because no other comforter of the sick is at hand here to conduct the church service, to do the customary reading in the church, and Corporal Lambertus Vollenhoven, of whom testimony is given that he possesses the necessary skills and offered himself for that purpose, it was, on the proposal of the Lord Director, understood to make use of the same provisionally for this purpose and to let him perform the customary service in the church, as well as to grant him for this, just as took place in the year 1752/5, the customary emoluments which the former comforter of the sick enjoyed. It was also, on the proposal of the Honorable Lord Director, understood to take into service as sailors three native children by the names of Charles Brandou aged 15 years, Johannes Bachman aged 16 years, and Marinus Junior aged 18 years, and to grant them the wage of 9 per month under a contract of five years. Some resolutions resumed. The common Resolutions of this year up to 12 Feb. inclusive having been resumed, it was understood to record such. Secret rescript to Kassembazaar to make a statement for this year's return cargo. From consideration that the opportunity might present itself for a contracting of European goods for this year, in which case one ought to be informed with certainty of what Kassembazaar would contribute thereto, an order was written under the 20th of the recently passed month of Feb., by order of the Lord Director, to the Secunde there, to report as quickly as possible and at the latest within 8 days after the receipt of the letter whether the merchants would undertake to deliver the required quantities, being Muckta and silk fabrics, on credit and bond, with orders to make this statement on such secure grounds that one can rely safely upon it, and reminding him that in case the promise is not fulfilled, the accountability and the lack of the promised goods would remain for the account of him, the Secunde, without any excuses or pretenses being accepted afterward; all of which caution he, the Lord Director, declared he deemed necessary to use and put into effect in order, if it should come to pass that one could proceed to a contract, to be certain of what would be delivered for the return cargo from that office, so as not to suffer such disappointment again as in the previous year. It was answered that he had summoned the merchants and presented the above to them, against which they had so much to object that in the first 2 to 3 conferences he despaired of gaining anything from them; that the so explicitly demanded assurance was repugnant to them and they had asked whether there was ever an example of such a requested positive promise in the Company's papers, and whether in the most favorable times, when money had been at hand to make early advance distributions, any settlement on the prices of silk and the taking of samples could ever have been made earlier than late in March, or even April; that it was impossible for a merchant to declare himself at a moment's notice or within eight days regarding so important a contract, even if there were no other considerations than concerning the wealth or scarcity of the Puttunnee in order to make his calculation accordingly; and finally, after several other objections and proposed difficulties, that they had declared it to be utterly impossible to serve the Company without security of payment, for which they had fruitlessly looked forward and enjoyed little or nothing for the trade already completed in 1785 and 1786; that they nonetheless wished to do everything in their power if one would reasonably meet them halfway, and promise in writing that upon the arrival of the ships, either directly from cash or from the proceeds of the merchandise being brought, at least half of the old debt would be paid off, and that further in proportion to what shall be paid at Hooghly on the capital of a new contract, whether in this or in the coming year, the same shall also take place at Cassimbazar; that after this given assurance they were ready to supply as much silk, mochta, silk fabrics and also some piece goods as would be necessary for the cargo of two ships; 240 241 13 March 13 March Opinion of the Honorable Director in that regard. That with the prospect of a ship or ships, there is every reason, given the moneyless state of these regions presented with so much urgency, to also count on the remittance of a considerable fund: That the obligation to properly meet those demands makes it necessary to devise the requisite arrangements in good time, because if one remains in a state of inactivity in the spring until one is informed with certainty regarding the relief to be received, the time for preparing what is needed may often expire, and we would thus be deprived of the opportunity to comply with the desire of our masters; that this consideration becomes of greater importance now that, according to undoubted reports from Calcutta, a new arrangement regarding the ships and their employment has been devised by the English Company, whereby the prospect of obtaining ships from Europe as early as in other years has vanished, because it is found too costly to send them out so early, since they are obliged to wait here uselessly until the returns have come in. For all of which reasons I judged it most necessary to look out whether an opportunity presented itself for this. During the month of January I went to the most suitable places to achieve that purpose, without, however, any likelihood of a good outcome presenting itself. On the 11th of February the packet boat Intelligence arrived, having sailed from England in late August. By the same I received notice that in the month of December a ship was to be dispatched from the Amsterdam Chamber, without, however, learning any particulars, much less whether a ship is also to be expected by us from the Zeeland Chamber. Of all the offices in Calcutta there was none that had any unfavorable news regarding the granted assignments, from which it can be inferred that all will have been honored with payment, as people would not have failed, if some reservations had occurred regarding any of them, to circulate such immediately in the most hateful manner in the newspapers to the detriment of the Company's credit. This made me reconsider anew how strictly necessary it was to leave no means untried to take measures in time for obtaining return cargoes. 255 Calculation and demonstration concerning the different manners of conducting trade in Bengal for the Company, either with cash sent out for that purpose, or on credit and bonds redeemed with bills of exchange on the Netherlands, and which of the two proves to be the most advantageous. Per assumption, the Company negotiates in Europe a ton of treasure, or ƒ 100,000, which, sent out in December, was received here in September 1787, subsequently disbursed on delivery contracts in March 1788, and upon which the delivery takes place, such that half of the goods are sold in November 1788 and the other half in January 1790, and from the proceeds thereof those monies can be retired. The interest at 3½ percent, which the Company is assumed to spend in Europe, is calculated on this capital as follows: On the half, or ƒ 50,000, from 1 October 1786 until 15 January 1790, being about six weeks after the autumn sale of 1789, which is assumed to be the payment term of that sale and when it is calculated that this half comes in, thus for 3 years and 3½ months: ƒ 5,760:8:0. On the other half, which proceeds from the spring sale of 1790, and of which one sets the payment term at the end of April of that year, thus for 3 years and 7 months: ƒ 6,270:16:8. The interest on this ton of treasure from the negotiation until it could be retired again would therefore amount to: ƒ 12,031:8:8. For the risk of sending out the money, set at 4 percent, thus: ƒ 4,000:0:0. The charges on the ton of treasure to be sent out amount to: ƒ 16,031:8:8. Now comparing this with the negotiation, according to this calculation there would be gained by sending cash, on a ton of treasure: ƒ 1,156:1:8. Goods to serve for the adjacent sales, of which the contracting is done here in the month of April 1788, and this being done on credit, one thus calculates the following running interest, etc., the capital likewise set at a ton of treasure, or ƒ 75,000, granted at 9 percent, to be exchanged for bills of exchange by the end of October or end of December 1788. It is calculated that this exchange takes place for two-thirds of those bonds, or the half of the general amount of the contracting, namely: For ƒ 25,000, bills of exchange are granted at the end of October 1788 upon the autumn sale; the interest hereon from 1 April to that date, being 7 months, is: ƒ 1,312:10:0. For ƒ 25,000, for which bills of exchange were granted at the end of December 1788, thus for 9 months: ƒ 1,687:10:0. So that the interest on this half of the capital amounts to: ƒ 3,000:0:0. The other half of the capital is calculated to have to remain running here at 9 percent interest, to be redeemed from the merchandise to be received and otherwise; the time for this cannot well be determined, but there is no doubt that this will be able to occur by the end of December 1789, and thus the interest is calculated up to that time, namely: ƒ 25,000 in bonds, being the remaining one-third that was not exchanged since the contracting, or 1 April 1788 to the end of December 1789, is thus for 1 year and 9 months: ƒ 3,937:10:0. ƒ 25,000, being the remainder, one-quarter of the contracting, for which no bonds were granted and of which it is assumed that the interest begins to run from 1 January 1789 after the delivery has been settled and the account with the merchants is closed, thus for one year: ƒ 2,250:0:0. Because the sending out of cash has the advantage that one can not only thereby make better purchases and obtain the goods for lower prices than when the contracting occurs on credit, but because the interest on our bonds amounts only to 9 percent, and the merchants must pay everywhere up to 14 and 15 percent to send cash to the weaving villages, which has forced us into a price increase on some assortments, this disadvantageous difference ought also to be charged to the negotiation. To make a calculation upon this, the contracting of the year 1786 is taken as a basis, which was done on credit and upon which the demanded price increases were granted, which would certainly have been saved had there been money in stock to make the necessary advances; the increases amount as follows: On the coarse goods, 7 percent, or on the contracted amount: 19,416 sicca rupees. Hendiaalse, [illegible] percent, or on the contracted amount: 5,469 sicca rupees 2 annas. Heariapaalsche and Muria, 4 percent, or on the contracted amount: 3,233 sicca rupees. 266 267 23 March 23 March be achieved, in case one might wish to assert and declare that those bonds should not be payable any further than in proportion to what was delivered upon them, because, apart from the fear that such a notion might actually tend to the disadvantage and discredit of the Company, the same would in that case be of no use whatsoever to the merchants in the enterprise, as no one would advance them any money upon them, just as became evident with those granted in the year 1785, in which such was explicitly stated, and which therefore caused the merchants to be unable to sell or pawn them, the detrimental influence of which upon the delivery has been experienced, and for which reason that clause was also left out in the previous year, about which there has at least been no reason to complain, as the merchants thereby obtained money and delivered at least as much as those granted mortgage bonds amounted to, so that no loss was suffered by the trusting of them and the omission of that clause, and that one has this year even less reason to expect such, as all those who now bind themselves to the delivery are inhabitants of our colony and therefore in all cases under our own legal jurisdiction. For which reasons the Director thought that it ought also still to be considered that the issuing for the entire 268 269 23 March 23 March amount of bonds, which one considers oneself obligated to pay to any legal holder without distinction, is subject to no greater danger of loss than if one made the advance payment thereof in cash, just as formerly, when money was on hand, has always taken place, and that with respect to the interest nothing could or would be gained hereby either, because, the contract for tender taking place on credit, the interest would always have to be credited on the three-quarters or the usual advance payment, whether one granted bonds or not; that it is also all the same whether the Company negotiated money at 9 percent and made the usual advance payment of the three-quarters therefrom, or credited those 9 percent thereon to the merchants themselves. Whereas by Batavian Resolution of 7th September 1786 it was inquired what vessels, among others, would be best for this river, and last year a short description having already been sent (with the requisition of the sloops), I therefore refer myself with due respect partly to that, and have the honor, in obedience to the orders given to me pursuant to the aforementioned Resolution, to report anew that vessels are needed here that are called fast sailers, in order to stay ahead of the ships at a good distance, for the purpose of seeking out buoys, beacons, and shallows, in order to be able to give proper signals thereof to the ships, as well as being suitable to bring cargoes on and off, and to use the same when occasion arises in the Great Bay, and to be able to reach their destined ports in good time; thus it is requested that the same may be built as follows: Length overall: 70 to 72 feet. Haupt. 274 275 23rd March 23rd March with the proposed plan of the English for the building of pilot sloops, in which the pilot sloops currently in use here were presented as such, with as accurate a description as possible of how the same ought to be built and rigged, so as to propose respectfully, with the added representation that, as one is informed, the English are having twelve pilot sloops built in Bombay for this river after a new model, which by all are most highly praised for their extraordinary sailing qualities and the advantage of being able, if necessary, even to serve as a packet boat to Europe, and which model, through many years of experience, has been judged to be the best and most useful, of which, however, no mold has been obtainable for transmission, but it is judged that this can be procured by the Surat ministers because of their proximity to the place of construction; it was resolved to propose the same to the Honorable High Indian Government. Report of the examination and finding of the sloop the Chinsura, recently arrived from Batavia, the following report having come in: Report concerning the condition of the sloop the Chinsura. 278 279 23 March 23 March 1099½ Poor Relief Administrators Regarding the re-weighing and garbling of the cloves, nutmegs, and mace brought in recently with the ships Schoonderloo and Rotterdam welvaaren, drawn up also by the Honorable Chief Administrator and submitted to the Council today, there being three distinct findings, it is agreed upon resumption thereof to write off the deficits of: 1292 lb or 4 1/10 per cent on the cloves per Schoonderloo 328 lb or 19/5 per cent on the nutmegs per Rotterdam welvaaren 202 lb or 8¾ per cent on the mace per Rotterdam welvaaren, the dust, sweepings, and white leaves included therein, provided that according to the order, the reports are re-examined and sworn in open court, and the refuse sent as customary in sealed casks to Batavia for the account of the shortfall. 288 28:9: 28th March 28th March to think fit to order the Council of Hugli to conduct a careful investigation into the nature of the complaints lodged by him; that the Honorable Director and Council had commissioned us to that investigation and that he must submit his points of grievance to us and demonstrate thoroughly wherein consisted the injustice which he believed had been done to him by Mr Ross. He declared to be very sensible of the regard that the aforementioned Their High Noble Mightinesses had pleased to pay to his address, and seemed very pleased with the choice of the Council of Hugli regarding the members who composed the commission, but before proceeding to any further particulars in his case he asked which gentlemen presently acted as attorneys for Mr Ross. This was answered to him truthfully by naming Messrs Van Grieken, Blume and Van den Broeck, and the last subscriber, to whom this question appeared somewhat suspicious, inquired about the reasons that could give rise to it, asking him whether he had anything against his person and whether he was perhaps of the opinion that his interests were not safely entrusted to him on account of his aforesaid capacity; that, in such a case, he ought to express himself freely, as one would then present his objection and try to arrange that he, the last subscriber, be released from the commission and another person, who could not fall under that suspicion, be appointed in his place. Thereupon he declared, with very much boldness, as it appeared, but as later became apparent, very deceitfully, that he had only asked that question to be informed of the truth without entertaining any idea to the prejudice of the third subscriber, on the contrary that he was generally very pleased and would therefore present his interests with the greatest confidence in the world in our fairness.
