593 207. Resolution on the request of the captain of the ship Middelwijk. Insertion of a petition and declaration concerning this matter submitted by said captain. Thursday the 28th of December 1786. All Present, Except the Honorable Gentlemen Beets and van Haaften, the first having departed for Kolombo and the latter for Palikol. Upon the proposal of the Honorable Governor by written consultation and the accompanying petition from the captain of the Honorable Company's ship Middelwijk, Kornelis de Klerk, it was approved and understood to have the requested new main topgallant sail delivered to him in place of the one rendered unserviceable during the voyage from Ceilon to here, provided that the declaration concerning this granted by the officers of said vessel is sworn under oath, and also to have its boat caulked and to allow the necessary minor repairs required on it to be performed, as well as to grant two months' wages to his seafaring crew, and to insert the said petition and declaration into these minutes. To the Right Honorable and High Commanding Lord Johan Gerard van Angelbeek, Governor and Director of the Coast of Mallabaar and its dependencies, residing at Mallabaar in the city of Koetsiem. Right Honorable and High Commanding Lord, Captain at Sea Cornelis de Klerk, commanding as such the Honorable Company's vessel Middelwijk, requests of Your Right Honorable that his Honor may be provided, for the aforementioned vessel, with a new main topgallant sail, as the main topgallant sail has become beyond repair on the voyage from Colombo to here, as appears from the declaration attached hereto. Likewise respectfully requesting that the boat may be given a good coat of caulking alongside some repairs of minor importance, and also that two months of their wages may be handed over to his Honor's European seafaring crew currently on board. Thursday the 28th of December 1785 privates of the recruit watch requested their discharge to the Netherlands along with five European assistants: The motives which last year gave rise to the aforementioned resolution not only still subsist, but are also further urged by the reduction of our European garrison, which has had several deaths and received no recruits. The undersigned therefore now further proposes to allow twenty rupees bounty money to be given to the ordinary European soldiers and artillerymen who have served out their contract and have the testimony of good conduct from their captains as a recommendation upon entering into a new contract, but to grant their discharge to the sergeants and corporals. All present Except De Beits, and Van Haeften, the former being to Colombo, and the latter to Calicut. On the proposal of the Lord Governor Resolution taken in the Council of Malabar at the city of Cochin. Having reviewed a report submitted by the Honourable Chief Administrator van Harn and inserted below concerning the delivered cargo of the Batavian ship De Zeeuw, and after deliberation it was approved and agreed to write off the deficits mentioned therein that do not exceed the regulation, together with the broken glass panes, three broken bombs, a broken round compass, and a hide of rotten pump leather, and to enter in favor of the Company the surplus found of three bombs of four inches, nine cooper's jointer planes and a spear rack, and on the other hand to have the ship's officers reimburse the two unaccounted-for deficits of bombs of six inches and a bench vise; but whereas in case No 529, instead of the small format, imperial and blue waste paper mentioned in the invoice, 20 reams of large format paper Monday the 8th of January 1787. were found, and the case was well-conditioned and full, it was noted that either in Batavia or in Europe this case must have been shipped mistakenly instead of the correct one, and consequently it was resolved to charge back to Batavia the small format, imperial and blue waste paper as not received here, and also to request Their High Mightinesses to credit hither the twenty reams of large format paper found in the said case, which are not listed on the invoice. Concerning the deficit of 25 hides of Russian yuft leather delivered according to the report, it was taken into consideration that the case containing the 25 hides found therein was full, and thus 50 hides could not have fit in it, that the gross weight of this case amounts to only 303 lbs, and thus well over half less than the case No 111, in which 50 hides were found.

With respect to the debtors, in our humble opinion none are hopeless, nor have any errors been detected by us other than those that have been properly rectified; only an invoice dated Colombo, 2 November 1785 was omitted from being entered into the books, the goods mentioned therein being accounted for in the warehouse books according to the bill of lading received, and that invoice could, with the approval of Your Right Honorable, be processed in these new books. Furthermore, we have nothing to say regarding the keeping of the books, as the same have been kept as the regulations dictate. The undersigned head administrator hereby has the honor to provide your Right Honorable with a report and to demonstrate the debtors and accounts in arrears, as well as the creditors and advanced accounts, as the same stood at the closing of the trade books of this Government for the year 1785/1786; to wit: Monday the 22nd of January 1787. The Debtors Lease monies of leased gardens and lands: ƒ 16,758. 18. These lease monies are, according to custom, collected as of the end of December and paid into the Company's treasury. The pledged lands of the King of Cochin called Coesij Palie and Marika: ƒ 18,000. —. — From these lands the revenues or the value thereof are annually credited to the Company. During the business conducted concerning the letters received from Batavia of 26 September and 21 November 1786 and the appendices belonging thereto, it was, after deliberation, approved and agreed: With regard to the investigation recommended in the extract minutes of 15 August 1786 into the treatment of the sick in the hospital here, to order the Captain-Commandant of the garrison, Godlieb George Gebhard, and the Equipage Master, Iohannes van Blankenberg, who by virtue of their offices are outside regents of the hospital and are hereby further nominated and appointed thereto, by extract hereof, with delivery of the said extract minutes, to proceed to the hospital and to inspect and examine the same exactly, whether that building is in good condition and the rooms are suitable to properly tend and care for the sick therein, and furthermore to conduct the most accurate investigation into the treatment of the sick there and the provisions issued to the same, as well as to serve this assembly with a written report, indicating whether proper administration takes place in everything or whether defects are found that require improvement. With regard to the extract from the Batavian minutes of 15 August aforesaid concerning the uniforming of the military, it was approved and agreed to have Commandant Gebhard submit a specific account of what the uniforming costs for the non-commissioned officers and privates of the European companies, the Topasses, the Malays, the Malabar Sepoys, and the Chegos, each separately, as the same was recently issued to them. With regard to the rations and board money of the non-commissioned officers and private soldiers, and the wine, butter, arak, pepper, salt, and vinegar newly allocated to the same, it being taken into consideration that most non-commissioned officers and many soldiers here are married and thus very few mess with the mess master, and therefore the distribution of salt, pepper, and vinegar to each person separately would not only be very cumbersome, but also not of as much service and use to them as when those necessities are supplied to an entire company and consumed by the mess masters; that the butter produced here in the country is better for daily use and cheaper than the Dutch butter, which for that reason is only demanded for rations for visiting ships and for unforeseen emergencies; and that poor non-commissioned officers and privates here who are burdened with children would rather do without the wine and arak and prefer the value in money instead; and that the High Government, moreover, in the aforesaid extract demands a further statement as to how much the board money and rations of the non-commissioned officers and privates could be increased; thus, after mature deliberation, it was approved and agreed respectfully to request the High Indian Government in the forthcoming reply to be pleased to increase the board money of the sergeants by nine schellingen or 54 stuivers, that of the corporals by 6 schellingen or 36 stuivers, and that of the privates by 4 schellingen or 24 stuivers per month, this being roughly the monetary value of the aforesaid articles, for which

With regard to the vessels that can best be used here for cruising, unloading and loading, it is agreed to have the Master of Equippage van Blankenberg submit such a report as was decreed by Extract of the Minutes of the 7th of September 1786 in the Council of India, to which end a copy thereof shall be delivered to him, with the recommendation to consult the most experienced and knowledgeable people on this matter in accordance with the content of that decision. Regarding the Danish firearms sent here from Ceylon for sale in the year 1784, a portion of which was sold here at auction but the remainder was held back, a further request having been made to send back to Ceylon those which might not be found completely unusable, and to sell the unfit ones for the going price: it is thus approved and agreed to have them inspected more closely by appointed commissioners, in order to then decide on the necessary course of action according to the intention of the Ministers there. Thursday the 8th of February 1787. has left it to the Governor, and His Honour has taken the advice of the meeting on this matter: it was unanimously approved and agreed to appoint the surgeon Daniel van der Sloot thereto, who is the eldest and who has attended to that service to satisfaction since the departure of the chief surgeon Dupuits. The Supreme Government having ordered by extract minutes of 2 October 1786 to draft a new plan of defense, the Lord Governor declared that to do this properly would require not only a thorough knowledge of military architecture and military science, but also personal experience, which His Honour possessed just as little as he was able to discover in other servants stationed here; and that therefore, what could be performed here to fulfill the wholesome intention of Their High Honours would at best consist of a simple description of the place and its environs, and of the available means of defense, furthermore of a report of the defects which one thought to observe in both, and of the means to remedy them; and that this would already be a work of much elaboration and deliberation, which His Honour, in the absence of capable and more experienced servants, was willing to take upon himself, but had to postpone until after the departure of the ships, in order to be able to complete it at least with the necessary assiduity and without being distracted, in the hope that Their High Honours would be pleased to be satisfied with these defective attempts; of which it was agreed to keep this record and to report to the said High Government. The report of the inspection conducted on the outworks of this city, which the head of the Militia and that of the Artillery, according to the resolution of the 18th of August 1785, must submit monthly, having been received, it has been resolved to insert the same here. Right Honorable, highly respected, commanding Lord, To comply with the esteemed resolution of Their High Mightinesses the High Indian Government, according to the extract resolution of the 15th of August 1786, and the further resolution taken here on the 8th of this month, the undersigned in their capacity as outside regents proceeded to the Company's hospital here to accurately inspect whether it is in a good condition and the rooms are suitable to properly care for and tend to the sick therein, and to examine closely into the treatment of the sick and the provisions supplied to them, in order to discover whether proper administration is taking place in everything, or whether various shortcomings are found that need and require remedy and improvement; and they have the honor respectfully to report their findings: The sick currently lying in the hospital having been questioned, they testified unanimously that they are well treated and receive good food at the proper time, and moreover also in the morning for breakfast coffee with appams or native rice flour cakes, and for those for whom such is not suitable, congee or thin rice soup, which breakfast is paid for separately by Your Right Honorable. The undersigned are furthermore aware that the officer of the Main Guard goes daily into the hospital to inspect the food and remains present until the food is distributed. A great deficiency in the hospital for the sick is that they receive no bunks or bedding, so that they must manage poorly. As far as the building itself is concerned, it is urgently required that the floor of the ward be raised by one or even one and a half feet, as it is damp and unhealthful in the bad monsoon. The windows and doors, as well as the furnaces in the laboratory, require some small repairs, as does the roof of the hospital, which according to the head surgeon has some leaks. After reconsideration of the notice of the costs of the military uniforms submitted by Commandant Gebhardt, it was approved and resolved to consider the resolution taken for that purpose on the 8th of this month as fulfilled thereby, and to send the same to Batavia to Their High Mightinesses, as well as to insert it here.
