That the first proposal raises great objections, because Surat had only one ship last year and is also expected to get only one this time, and consequently will well need its entire cargo to properly conduct the collection of linen, and therefore the Ministers there, by the discharging of a part of the cargo, will perhaps, or rather very probably, be placed in the necessity of negotiating so much money at interest to satisfy the demands. And, with respect to the first item concerning the request of the Junior Merchant van Spall regarding the maternal inheritance portion of his children, after his Honor had given the assembly freedom of deliberation, it was unanimously judged that the same was contrary to the express law of the Noble High Government of the Indies of 11 December 1781, and therefore, however advantageous it might be for the children, ought to be denied, and the aforementioned van Spall ordered to conduct himself in providing proof of the maternal inheritance to the children of his second marriage in accordance with the said order and the tenor of the testament; and it was approved and understood to give notice of this to the Orphan Masters by extract hereof. While, with respect to the papers that have gone missing under the deceased Secretary of the Chamber, Huibert Simon Correjolles, it was approved and understood hereby to authorize the Council of Justice to have authenticated copies of the lost title deeds issued to the owners under the signatures and seals of two Members together with the Secretary, to serve in the absence of the originals as full proof of ownership, and upon discovery of the originals to be destroyed again at the Secretariat of Justice; as well as to have the further lost papers written off from the inventory. Regarding this item, request having been made to Their High Excellencies by the Lord Governor in the marginal note to the previous year's report by resolution of 16 February 1785 to be permitted to account for the same upon his arrival at Batavia, his Honour declares that he will return the same to the Company's Cash, and reserves the right to submit an account upon his arrival at Batavia of what he spent during the war for secret correspondence, etc., and to request satisfaction for it. Anthoni Joachim de Almeda, Portuguese ensign - - 120: — — as much as was charged hither from Colombo by invoice dated 10 December 1783, on account of the cash supplied to him there to be paid here by the Government of Goa. About this man, the general of Goa has answered that he no longer resides in Goa, but in Tellicherry; thus inquiries will be made after him shortly, and upon discovery this debt will be reclaimed. Raijmond Salama, supercargo of the Portuguese ship De Brioso - - - - 480. —. — amounts to as much as was charged from Batavia by invoice dated 11 October of the previous year to Ceylon, and from there to this place by invoice dated 24 May, on account of the ƒ12480. —. paid at the Indian Capital to the said Cargo in reduction of the agreed freight; but since he, having departed from here long before the receipt of the said charge, stated that he had received ƒ12000. —. at Batavia, what was still due to him was paid off here, so that he received ƒ480 too much, of which it was understood by resolution of this Council on 11 August of this year to be recovered. A letter was read, written hither on the first of this month by the Chief of Quilon Jean Rosier and the Ensign and Commander of the Militia Fredrik Treiter, wherein they, among other things, made known that on 30 January last there had arrived an indigenous vessel, or so-called almadia, measuring 150 candys, belonging to one chetty Tjangara Komara, and laden with 54 half packs of chikni areca; that the marakkar of the said vessel named Kochu Marakkar had requested the Chief to dispatch him at once to continue his voyage to Paravur, a place situated two and a half miles south of the bay of Quilon, in order to take on a cargo of pepper there, and subsequently sail to Colachel; that the Chief Rosier, regarding this as a matter that was contrary to the Company's orders and a forbidden trade, had arrested the said marakkar and thereby prevented him from continuing his voyage until he should have received orders from here. And it was remarked thereon that this design of the said native would tend to the prejudice of the Company's interests and privileges, since everyone knows very well, and in the passes that are issued here, the marakkar or commander is specifically prohibited from loading or causing to be loaded any pepper into his vessel; in addition to which the King of Travancore, Saturday, 4 February 1786. Secondly, The futtocks are unserviceable all around, as well as the garboard strakes, for which new ones are required. Thirdly, In the hold the clamp timbers are decayed and the keelson is rotten through water ingress, for which a new keelson and new clamp timbers ought to be laid in. And since the clamp timbers must be renewed and the vessel must have a new deck, we judge that it would be very good to have the deck laid eleven inches higher all at once from aft to fore. In one part it is very good for taking in water in rough weather, since the waist will then become one foot shallower, and secondly because the vessel will then also be able to load more, since the hold will then be one foot deeper. Fourthly, Four new deck beams must also be laid in for the unserviceable ones. Fifthly, The poop deck is rotten and decayed, for which a new deck ought to be laid in, and raised one and a half feet higher. Whereupon it being deliberated and taken into consideration that this Sonberg does not wish to improve himself, and is thus not only in himself unworthy and unfit to serve the Company in the quality of officer, but also, if he were retained any longer in that quality, would become a very dangerous example and corrupter of others, and that public drunkenness, especially in military service and under arms, ought to be rigorously punished as an example and deterrent to others; 451 Thursday the 2nd of March 1786.
