The 18th of March 1786 on offer: also for the purchase of that vessel for the Honourable Company during the navigable season, the said Teeke had previously made a demand of Pagodas 250 per month, but had at the same time offered to relinquish the ownership of that vessel to the Company for Pagodas 2500, requesting a speedy declaration regarding the lease or purchase, as he was in negotiations with a Mr MackIntoch, Master Attendant of the English at Naga, who had already offered Pagodas 2000, though he had turned down that offer. His Honour also communicated that, although it had indeed been resolved to take the Gurab keel into a fixed lease for a specified time, nevertheless, considering that one was not bound, to have the vessel surveyed and to transmit a report and inventory thereof; notwithstanding that regarding the condition of a vessel in which the Company must entrust its goods and funds one ought to have some particular knowledge, out of prudence he had written to the Warehouse Keeper Stoffenberg to order Master Attendant Hartman and Master Carpenter Bleeker, both being at Nagapatnam where the Gurab also is, under the pretense that one might wish to purchase that vessel, in His Honour's name to survey the same accurately; to make an inventory of the gear belonging to it, and to send over a written report signed by both of them; which, The 18th of March 1786. remark with respect to the leasing of that vessel, was also complied with, as appears from that report itself, which His Honour submitted together with the inventory, and according to which the Gurab was found by the said two persons to be good, sound, tight, and strong, 100 feet long from stem to stern, 20 feet wide at its waterline, and 14 feet deep in the hold; so that one may estimate this vessel to be able to carry about a couple of hundred bales of bleached linens. Regarding the aforementioned double proposal of the owner, the Gentleman Commander put forward that in his judgment the purchase of that vessel would be more advantageous than leasing it, because the lease in a period of 7 months would run up to Pagodas 1750, and if the Company should have to resort to leasing again in the following year, as was not improbable, then after a second expiration of the lease period it would have lost roughly 3500, or indeed 1000 more than was presently asked for it, without having gained anything thereby, whereas now one could become the owner of the Gurab for a lower price and, barring accidents, still have many years of service from it. In the morning at 8 o'clock. Political Council Meeting All present except The provisional Merchant and Warehouse Keeper Martinus Stoffenberg, on a mission to Nagapatnam. The Honorable Commander made known that he had convened the members solely to communicate to them that His Honor yesterday received an answer from the Warehouse Keeper Stoffenberg regarding the offer of 2000 pagodas for the gurab the Petidawil, pursuant to what was resolved on the 18th of the past month; in which he reports that he had indeed been somewhat successful in obtaining a reduction of the demanded 2500 pagodas, but that despite all efforts made he had nevertheless been unable to bring the owner down to less than 2200 pagodas, with the declaration that this was his ultimatum, and with a request to have an immediate reply, as he would meanwhile try to keep open a negotiation regarding that vessel, under which he could receive 2275 pagodas; but that he would prefer 2200 pagodas from the Company solely and exclusively because of the prompt payment, whereas he himself declared that according to the terms the other buyer wished to make, he would have to wait four months for his money, which did not suit him in his present need for cash. The Honorable Commander proposed at the same time to purchase the gurab for the Company for that reduced price of 2200 pagodas, since they had succeeded better than expected with that reduction of three hundred Pagodas. The council, recalling the reasons that were brought forward for that purchase at the session of the 18th of the past month, voted unanimously to buy the gurab Petidawil, which was thus taken into the Company's ownership, on the condition that the purchase money be received by the former owner upon his arrival here, while instructions shall be written to the Honorable Stoffenberg to have that gurab, over which First Mate Jan Mulder was appointed as Commander, taken over by the latter in accordance with the inventory sent over; and furthermore to return with that vessel as soon as possible, together with the Mintmaster Geeke and the Company's books and papers. After which resolutions the Honorable Commander, annulling the name of Petidawil, gave to the gurab the name of De Hoop. Thus done and resolved in Castle Geldria, date as above. The Honorable Commander, on account of indisposition, having circulated a communication to the members stating that he today received from Colonel Sydenham at Madras a proposal to accept 1721 pagodas on bill of exchange drawn on the Dutch Company from one of his friends, whom he does not name, with a request, in case of agreement, to provide him with the conditions on which the bill of exchange would be granted; and His Honor having at the same time made a proposal to accept this small sum on account of our lack of money for domestic administration, if it could be obtained on these conditions, namely: 1. That having had their friends or attorneys here look for houses for their accommodation, they received the answer that none were to be had, whereby they would fall into great distress with their families. 2. That they were informed of the dearness of provisions at Palliacatta, which were scarcely even to be obtained; and 3. By Circular Letter, dispatch of the Gurab, The Gurab de Hoop having been dispatched yesterday to Jaggernaikpoeram and Bimilipatnam with an assorted cargo for both of those places, but in the past night having fallen wrong when setting sail, which had forced the commander Mulder to let go another anchor of 1100 lb on a domestic rope of 12 inches for fear of coming too close to shore; but which rope having broken, the anchor was lost, breaking of a rope of 12 inches, on board, order to fish up the anchor and bring it to the Gurab, the Honorable Commander had received rather obscure information about all this by a catamaran, shortly after he, upon the report of a signal, had sent the boatswain Van Odijk (as the Equipment Master Hartman was indisposed) on board the Gurab to inquire into the reason why Mulder had not sailed and into that of the signal, just as His Honor upon the first confused report had immediately issued orders to fish up the anchor if possible and bring it back to the Gurab, as no other of sufficient weight could be provided to him; The 1 June 1786. 33. September 1786. is reets apart aan N: N: 68. verbedigd schip de Castor na Batavia zullen kun„ nen werden versonden, en ter voldoening van de hoogst noodzakelijke ongelden, die geen uitstel kunnen veelen; zo mee„ de ter aflossing van de geldten, die men di't nood op intrest heeft moeten nemen„ en die men altoos voor een inwitenden kanker moet houden, waar van men zig nimmer te spoedig kan de barras„ seeven: Nog Communiceerde de heer Gesaghebber de pen opagting van de mant„ aan de vergadering, dat bij zijne aparte brief aan Hun Hoog Edelheedens van den 27. februarij deses Jaars aan Hoog deselve reeden hadde gegeeven waarom met het munt gebouw nog geen begin gemaakt was, onder welke wat men egter wopens de ver„ plaatsing van het hoofd Comptoir verwagt ten aan de gang raaken, welke mede kwam die van de onzekerheid of de Edele Hooge Indiasche Regeering op de van hier gedaane vertoogen niet hadden moogen besluijten om het Hoofd Comptoir van dit Gouvernement elders te stabileeren, in welk gevalle alle ongelden /:om welke te doen men geld zoude hebben moeten opneemen:/ weg geworpen zoude geweest zijn; dog dat men thans versekerd was, dat het verblijf alhier (: bij aldien Nagapatnam intusschen niet rug mogt gegeeven worden, dat nog in het onseker schijnt te blijven :/: zo niet permanent ten minsten tot dat de Hee„ ven Majores dit aangelegen poinct zul„ de munt zal intusschen moe„len hebben gelieven te decideeren, in welke ruijmen tusschen tijd men waarschijnelijk Den 2.
