The state of our treasury, and even were it better, the lack of specie suitable for the linen trade on the opposite coast, incapacitates us from complying with this so urgent request of the Tuticorin servants, and the great interest that the Company has in the collection of linens on the opposite coast making progress, brings us to the necessity of urgently requesting Your Honors to see whether, for the account of this government on the Malabar Coast, a sum of money could not still be negotiated; of twenty thousand pagodas or equivalent value, or even somewhat more if it might be found feasible, even if it were at 1 percent per month. The kind assistance that Your Honors have already shown us twice in similar circumstances assures us that Your Honors will also now be pleased to employ your efforts to rescue us as speedily as possible from this embarrassment of ours, the more so because we have no possibility, either here or on the opposite coast, of obtaining this money. is, must be sold, unless you find that it cannot be used with more advantage in the service of the Company. It is certain that the Nabob's people cannot conveniently be prevented from sailing back and forth, and that they will thereby have the opportunity, without it being almost possible to prevent it, to bring as many people onto the island as they wish; yet the inconveniences that may result from this would be just as great, if not greater, if the fishery were held on the mainland. If you can meanwhile, in consultation with the Nabob's commissioners, direct the matter so that now, just as was stipulated during the leases held in former times, it is determined that no one may come onto Hazen Island without permission from the lessee, that will be all the better. The question regarding the matter of the flag of the Nabob's commissioners is of greater importance, since the islands and, among them, also Staten Island, have until now been regarded as Company property. It would certainly be agreeable to us if you could dissuade them from this, but if you do not find that possible, it is better not to speak of it and to let it pass unnoticed. 748. to let it pass that the Nabob's commissioners have a flag there on the same footing as they, according to ancient custom, had in the free fisheries when those were held on the mainland; for if one speaks of it and later has to let it drop, the matter only becomes more embarrassing. What the new contract says regarding the bazaar of provisions and other such things, namely that everything concerning it shall remain on the old footing, can only be applied to the customs that existed during the free fisheries; and since, according to the best reports you have been able to obtain on the matter, provisions remained unburdened at that time in order to encourage the supply thereof, it will be agreeable to us if you can direct the matter so that this happens now as well. As for the remaining duties of the bazaar, if there are such that can be levied according to ancient customs, the fairest arrangement we can devise would be that, if the Nabob's commissioners should lay claim to the profits this may yield, and if you see no way to dissuade them from it, you then propose to them to lease out this right along with the pearl fishery [illegible] to the lessee who leases the pearl fishery, since it will then serve in equal portion to the benefit of the Company as well as of the Nabob. We merely suggest this to your consideration insofar as it is found practicable, and for the rest leave this matter to your discretion to make such arrangements as you find most useful and possible in the service of the Company. If you believe you need some additional soldiers to maintain good order, we shall send them to you without delay. This had progressed thus far when today your general letter of 22 and separate letter of 29 January were delivered to us, and the announcement of the upcoming pearl fishery received with them we shall also have posted here; we shall also hold the auction of the lease of the Tuticorin pearl fishery here, just as at Tuticorin, on the 26th of this month. The reply given by you to the Land Regent in your letter of 27 January to the proposal made by him in his letter of the 25th preceding, to issue the announcement of the pearl fishery according to a draft made by him, meets with our full approval.

749. and we have decided to permit no alteration in the notice that has now already been published. We send Your Honour herewith a copy of the latest conditions for the leasing of the Tuticorin pearl fishery, and as fresh disputes might sometimes arise on account of the penalties occurring in those conditions, we hereby authorize Your Honour, according to the circumstances, either to alter or omit all such points as you may deem proper, as in article 5: from "shall upon discovery of any clandestine imported goods etc." to the end, the whole of article 8, and from article 10 the penalty for such thonies as are not provided with a certificate may be omitted. In article 13, the entry "however, no Europeans shall at the fishery etc." would only cause offence, and therefore article 14, which is unnecessary, must be omitted. Article 15 must, in the entry regarding when a thoney upon inspection is found to have no pass but forbidden goods, instead of "immediately etc.", be followed by "that such thoney shall be dealt with according to the circumstances". Tuticorin Separate. To the Chief, Senior Merchant, Mr. Martinus Mekern. Honorable, Discreet Sir, We have received your secret letter of the 20th of the preceding month. Perhaps the recently dispatched letters from the undersigned Governor to the Governor of Madras, Mr. Campbell, and to the Nabob, copies of which were sent to you, will have brought about some change, and it will certainly be agreeable to us if this may have paved a way to reach an understanding with the Nabob's representative concerning the holding of the pearl fishery; if not, we shall, at least for the present, let the matter rest there and continue to await the Nabob's reply. Consequently, unless fresh occasion for it is given from the Nabob's side, you must make no further proposals. We also deem sufficient for the present the indication you gave to the Regent and to Mr. Dott, to demonstrate that it will be attributable solely to their improper conduct if no fishery is held this year. As it is nevertheless advisable that it clearly appear that this indication was given by you, you must, at the first opportunity that presents itself, manage to weave what occurred in the conference mentioned in your aforesaid secret letter, in an unforced manner and without appearing to be done intentionally, into a letter, either to the Regent alone or to him and Mr. Dott together, whichever accords best with the opportunity that may arise for you. The renter Rasekare, who bid 33000 rds here for the Tuticorin pearl fishery, will not proceed to the opposite coast unless your further reports should make it necessary. Presently, the undersigned Governor is writing further to Mr. Campbell in the enclosed letter, a copy of which is sent herewith to you. You must dispatch this letter to Madras without delay. This correspondence with Mr. Campbell is to be considered purely private; and if you find matters so disposed that it might be useful to provide Mr. Campbell with a fuller explanation of various matters, especially of the very improper proposals made to you by Mr. Dott and the Regent regarding the manner in which, in their view, the fishery might be conducted, then you are authorized to do so privately, and as coming from yourself, to Mr. Campbell in a letter that you may write to him accompanying the Governor's letter. Having further deliberated in our meeting on the aforesaid proposals of the Honorable Fornbauer, Lowe, and Goupelliere, the same were therein approved and confirmed in detail, of which we give you notice hereby, repeating the orders contained in our letters of 29 September 1785 and 21 January 1786, to keep the necessary supervision over the execution of the orders occurring therein, insofar as they do not conflict with the aforesaid Memoranda, and consequently to observe what is now further stated in these Memoranda as necessary to know. You, and especially the Chief, the Honorable Van Senden, when he shall have returned, and until then the Honorable Captain Schede, must continuously pay close attention to the progress of the work and ensure that its execution takes place according to our order; and if you should judge that this our intention is not being met, the Chief, and during his absence Captain Schede, must confer with Engineer Lowe about it and at the same time give us notice thereof. That which, in the manner aforesaid, must be done for the provisional rapid fortification of Trinkonomale and Oostenburg, must continuously proceed with the greatest expedition, and we expect from you, and from the Chief, the Honorable Van Senden, in particular, that care will be taken to ensure that this our recommendation is complied with; to which end you must assist Engineer Lowe in every possible way with all that he may need to proceed with his work unhindered. 758. Some time ago the undersigned Governor received the letter from the Lord Viscount de Souillac, a copy of which is enclosed herewith, serving among other things to further assure him that we could count on the assistance of the French, if we should need it, and to inform him therein that his Honor had given the necessary authorization to Mr. de Cossignij, Governor of Pondicherij. We hope that it will not be necessary to make use of it, yet because a rupture in Europe can sometimes arise unexpectedly, we have decided to send a copy of the aforesaid letter from Mr. de Souillac to your Honor, with the recommendation nevertheless not to make use of it except in case Trinkonomaale should be attacked by the English, or at least that your Honor has the very surest and most indubitable proofs in hand that we are at war with the English Government, and the circumstances are such that your Honor has reason to fear that Trinkonomaale, being attacked, cannot be preserved without sufficient assistance from the French, and that moreover the lapse of time to ask our further authorization first could be dangerous. We have seen with pleasure from your separate letter of the 21st of this month that the matter of the pearl fishery has finally been brought to completion for this time. Your provisional arrangements regarding the unfurling of the flag and the holding of the bazaar meet with our approval, as does, on the whole, the conduct maintained by you in this matter. The plans that the Chevalier de La Lustière, who was recently in Gale with the undersigned governor, has prepared contain no proposals that make it necessary to delay any longer the order given to Your Honor in our separate letter of March 27 of last year, regarding what was prescribed therein concerning the Utrecht point, the revetment of the rampart from this battery up to the flagstaff, the revetment of the curtain wall between the flagstaff and the point Triton, as well as the strictly necessary repairs to all such parts of the fortress on the seaward side from the Matrozen point up to the point Aeolus, which brook no further delay. The engineer Johannes must prepare the necessary plans and profiles of each of the aforementioned parts of the fortress, for each section separately, showing how these works currently are and what changes are now necessary therein through renewal or by carrying out a major repair. As long as the disease persists in the country, the summoning of people from the countryside must remain suspended; however, Your Honor must meanwhile make an estimate of how many people from the Gale Korale and the Matara Disavany can henceforth be provided daily for the fortification work without being too burdensome to the inhabitants, and without causing the work of the cultivation to be delayed thereby.
