We do not think so, yet it is nonetheless possible, that the vessels laden with such prohibited linens as aforementioned in our collective letter which is dispatched today to your honor and the council, and whereof we have ordered to have them seized when they were about to depart, could be provided with English passes, and in this case it is that we separately charge your honor by this to conduct yourself in that regard according to what was prescribed in our secret letter of 17 December 1764, which, uncertain whether it might perchance have gone missing during the evacuation of Tutukorijn, goes attached hereto in copy, with an extract from the Tutukorijn secret letter of 3 December 1764, insofar as it relates to this and to which our aforesaid order served as a reply. The import of linens at Kolombo, Gale, Mature, Kalpettije and examined Galle To the Honorable Cornelius Dionysius Kraijenhoff Senior Merchant and Governor, alongside the Valiant, Prudent, Discreet We send you herewith a copy of the Plan of Gale designed by Mr. de La Lustriere, with the corresponding profiles and an extract drawn from the same plan, containing only the part of the fortress on the landward side; all these documents you must have delivered to the Engineer Johannes with the recommendation that no further copies may be made thereof, and that he must keep the same for his own use and conduct himself accordingly without showing them to anyone without your consent. Also accompanying this is an extract from our resolution of 26 July containing our provisional decision on the aforesaid plan solely in so far as it concerns the landward side, of which a copy must be given to the aforesaid Engineer Johannes to serve as his instruction in this matter, and to conduct himself accordingly. When we wrote in our letter of 20 May of the past year to farm out the fishery duties, we showed Your Honor thereby that our intention was not to impose anything on the fishermen beyond what they traditionally used to pay; and from the complaints of the farms conveyed to us by Your Honor in the letter of 16 April last, namely that several fishermen had turned to other trades, it has occurred to us that the farm might perhaps be the cause thereof. Since provisions are furthermore scarce in Trincomalee, and this scarcity would be increased further if less fish were caught, we have therefore decided to write to Your Honor, as is done hereby, to make the necessary investigation into these matters, and if Your Honor should find that the fish farm is set too high, and that this might give cause to divert the fishermen from that work, Your Honor must report to us in good conscience what alterations and reductions Your Honor deems necessary therein. That it is too much to pay twelve rds to a clerk or burger solely to make the payments to the workers in the evening, since this can be done in half an hour or at most in an hour. The sergeant or overseer of the troop can assist with this very well, and he must therefore be used to perform this work. And should it occasionally happen that he has other engagements, a clerk or another employee may then be employed for that purpose; the counting of the money must be done by one of the regular money-counters of the main office, daily by turn or week by week, as best can be arranged, without anything extra needing to be paid for it. However, we approve the arrangement to have an overseer for every 25 men as regulated by Your Honor; and we also approve that Your Honor engages for the fortification works a head mason at 4 rds per month and 1 native blacksmith to repair the tools that gradually become unserviceable at the worksite itself. But for this, if possible, a native blacksmith must be taken from those liable to compulsory service, as is also done here. At the pepper plantation at Maijtepal you must not place any material workers other than only those who can perform no other services: 4. Since Your Honour, out of the 68 rope-yard boys of whom 28 are now back in service, has discharged the remaining 40 heads on your own initiative as being unnecessary, we must assume that Your Honour has not done this except after proper investigation and after having found that they could be spared, but not in order to supply them with other people, for it would make no sense at all to have to give 20 to 30 heads from the oeliammers or the material workers instead of these discharged 40 rope-yard boys who each earn 12 schellings and 1 parra of rice per month, and sometimes even some hired hands on top of that who cost the Company 1 schelling per day. When laying heavy ropes, for which many people are needed, as many material workers or oeliammers may be given according to custom as are necessary, but for the rest the equipage master must do the ordinary work with the people assigned under him, and with the 28 rope-yard boys who are allotted to him solely for that purpose. 5. The Jaffanapatnam cruising thonies should, for as long as the southwest monsoon makes that necessary in time of war, and even in peacetime as much as must be done for the prevention of all smuggling, cruise the beaches from Coets or beyond Punto Pedno up to the Jaikonomaals borders, one of which can sail up and down during this entire monsoon. In this same monsoon, the cruising thonies of Manaar should likewise cruise the north side of Adamsbrug to past Pambe a distance into the bay. You must further deliberate on this matter with the commandant and land regent of the Wannine, the Honorable Nagel, who during the war carried out a part of the above-mentioned cruising in person, and thus has knowledge thereof through experience, and investigate with him what should be observed in these matters as well in time of war, and Your Honor must subsequently draft and send to me two instructions for the cruising vessels, the one to serve in peacetime against smuggling, and the other to serve in time of war as a set of regulations. The vessel that is now sent to Jaffena was constructed here to be used as a cruising boat in Your Honor's commandement, and Your Honor must confer with the Honorable Nagel and further with all such persons whom Your Honor shall find can be of service to Your Honor in this matter, and report to me whether this vessel is suitable in all respects to fulfill the aforementioned purposes in the best possible manner; if not, what alterations and improvements are necessary to be taken into account when constructing the cruising vessels.
