Whereupon having deliberated, it was taken into consideration: 1. That not only the supplies provided of cash and linens, in order to provide the regiment with equipment during its first year, were immediately notified to the Gentlemen Majors by letters of 28 February and 17 September 1784, but also since then in general, regarding all supplies made on credit according to the resolution of 28 September 1785, the accounts have been sent annually to the Gentlemen Majors up to the last of August 1787 inclusive, and it is therefore to be assumed that their Right Honourable Worships will have settled the amount thereof with the Lord Prince of Luxemburg. 2. That as regards the remark of the Honourable de Raymond, that in the aforementioned account communicated to him he had found entered several supplies of drumheads, drum cords, and whatever else is necessary for the maintenance of the drums, amounting together to ƒ 294. 19. 4., which in his opinion ought to be charged to the Company, it is not only not a matter of great importance, but also indeed does not appear too clear whether one must include those supplies under the repairs of the weapons, and consequently also charge them to the Prince of Luxemburg. 3. That while since the arrival of the regiment here, for the repair of the weapons only the metals used for that purpose have been charged, and not the wages of the working slaves who worked on them, one might, as a consequence of that arrangement and especially as proof of the accommodating spirit of the Company, indeed relieve the regiment of the 33 piastres and 3 sous that were paid as an extra allowance to the soldiers of the regiment who from September 1785 until the end of the year 1786 also worked on the repair of the weapons in the armoury. Secondly, to cause to be removed from the aforementioned account, and consequently to take on the Company's account, the amount of the supplies provided for the benefit of the drums, amounting to f 294. 19. 4., for which the trade officials shall therefore have to draw up two distinct notes, namely, one concerning the supplies since 1 September 1787, to be validated here to the regiment, and one concerning what was entered in the accounts already sent to the Netherlands, to be delivered to the directors, in order that, with their highest pleasure, it may be charged to the account of the Prince of Luxemburg; and Thirdly, to allow to be paid out to the regiment here the 33 piasters and 3 wits, which were provided by the same to the soldiers who helped work on the repair of the weapons. And whereas, in the accounts already sent to the Netherlands, in addition to the drum equipment mentioned above, there was also entered the amount of the gunpowder, the cartridges, flints, fuses, etc., which were supplied to the regiment for conducting the annual exercise, although these things cannot be considered as having to be charged to the Prince of Luxemburg and were therefore also omitted from the aforementioned account presented to the Honorable de Raymond; It is therefore approved and agreed, in so far as all these items in the accounts already sent up to 31 August 1787 amount to, to cause a separate note to be drawn up thereof, and to send the same to the Netherlands, in order to be validated there as well to the Prince of Luxemburg, with the pleasure of the directors; with authorization meanwhile to the trade officials to write off in the books the amount of these things, as well as of the aforementioned drum equipment and piasters. It having appeared from a note drawn up by the trade officials that of the 25000 livres for which, under the date of 20 August 1784, a bill of exchange was granted on credit to the late Colonel de Weandraps, f 3409. 11. 8. is still in arrears: It is approved and agreed to have this remaining amount further demanded from the Honorable Lieutenant Colonel de Raymond, who bound himself to its payment, as appears from the record in the resolutions of 24 May and 21 June 1786. I received on the 17th of this month the reply, dated 8 May last past, to the claims that I had the honor to submit to Your Honor on 29 October and 3 December 1787, concerning the remaining credit due to the recruits of Mr. De Hugonet, which was reduced to 18 guilders; a very small sum in comparison to the amount of the claims, but I hope that Your Honor will have the goodness to grant them once I have dispelled the difficulties that were raised against them. from the resolution of 8 May last, what should have been paid to the Curator ad lites on account of the accrued wages of the deceased recruits will now be furnished to the regiment itself; provided that the Honorable de Raymond binds himself in his capacity as commandant of the regiment to hold the Company free from all claims, insofar as their heirs might be found to have any right thereto. Section 2. It is by virtue of such formal proofs that I claim for Sergeant de Jaux ƒ143. 6. 8. Of this ƒ143. 6. 8., the payment of ƒ103. 6. 8. was approved by resolution of 8 May last, whereof payment shall be made to the regiment according to Section 1 above; and it is furthermore considered that 40 guilders were erroneously deducted therefrom on account of supplies provided at Vlissingen, since these ƒ40 were already deducted under a larger sum of ƒ12536. 9. 8. by the warrant of the month of July 1785: it is approved and resolved to also have the remaining 40 guilders, which Sergeant de Jaux was owed, and thus together ƒ143. 6. 8., paid out to the regiment. One will not deduct here 40 guilders for the supplies provided at Vlissingen, because an account was kept thereof in the signed list of the recruits, the sums received by Mr. D'Hugouet being entered there without deduction of this item, although it had been left out of this signed list. One would not be in the position of claiming these 40 guilders if one had deducted them, by means of this omission, from the sums received by Mr. D'Hugouet, as was done for the deserters and others. The settlement thereof is easy to make: one has only to add this omitted item to the warrant of July 1785, and at the end one will find 143 guilders, 6 stuivers, and 8 pennies more to be paid — ƒ143. 6. 8. Section 3. For the five individuals who died on the voyage from the Cape to Ceylon — ƒ75. 18. —. Since there is currently no possibility to ascertain with certainty the dates of the death of these 5 individuals, other than the statement that the Honorable Raymond provides thereof, and the claimed sum is moreover not so large as to leave this item unsettled now that the regiment departs, it is approved and resolved to have the alongside-mentioned sum of ƒ75. 18. –. paid to the regiment, instead of the amount of ƒ75. 12. -. indicated by the auditor according to the resolution of 8 May; since this difference of 6 stuivers arises from the fact that the auditor did not calculate the wages of one day earned by one of the aforesaid 5 individuals, who died on 16 June 1785, but instead counted a half month, or 15 days. since the man who died on 16 June must be paid for 1 month and 16 days, and not 1 ½ months. With respect to the dates of the death of these people, I shall have the honor to point out to Your Honor that it is not the duty of the regiment, but indeed of the ship's captain, whose register alone can prove it to the government. It is consequently to him alone that I can have recourse to obtain authentic proofs, and if the same is not provided therewith, I believe there are no other means than to abide by the dates I have given. Read an address from the aforesaid Honourable Lieutenant Colonel de Raijmond, wherein he complains about the notification given to him pursuant to the resolution of the 9. instant to hold the regiment of Luxemburg ready for departure to Gale, in order to be embarked there for Europa; maintaining not only that the season is not suitable for it, but also that the time was now too short to settle several matters enumerated therein, and that in particular the return of the detachments of that regiment which are at Trinkonomale and Koetsien ought to be awaited. Whereupon having deliberated, it has been taken into consideration: 1. That the departure of the ships that will serve for the transport of this regiment is scheduled after taking the advice of Master Attendant Andringa; who declared that these ships can safely undertake the voyage to Europa in this season. 2. That the affairs of the regiment, whose settlement the Honourable de Raijmond notes as an obstacle to being able to depart so quickly, are already partly settled, and also the rest will be brought to settlement quickly and prior to its departure, and 3. as regards the detachments, that of Trinconomale is already here, except for the sick and the deserters, and that the detachment of Koetsiem was summoned at the first news of the arrival of the ships, but that the rainy season makes their return impossible, and therefore the remaining behind of so small a detachment must not be an objection to detain the regiment and transport ships any longer, the more so because the regiment cannot depart in full strength anyway, on account of the large number of sick that it must leave behind here. And it is therefore approved and agreed to persist with the aforesaid resolution of the 9. instant, and consequently to reply to the Honourable de Raijmond to the aforesaid address that, while of his raised difficulties against the prompt departure of the regiment nothing remains other than the staying behind of the Koetsiem detachment, this government is quite willing to promise him that the said detachment, along with the recovery of the sick, will be transported to Europa at the first upcoming opportunity, and that it therefore trusts from His Honour that he will comply to satisfy the aforesaid resolution. Extract Resolution Taken in the Council of Ceylon on Thursday, May 8, 1788. Lieutenant Colonel and Commandant of the Regiment of Luxemburg, the Honorable de Raymond, having submitted, alongside an address dated 3 December last, a statement of what the recruits who arrived with Colonel d'Hugonet would still have outstanding with the Company, the said statement was placed by the Governor into the hands of the first searcher Berghuijs, in order to examine it and note in the margin whether the claims contained therein were well-founded or unfounded. Which document now having been received and reviewed, it was approved and understood after deliberation to insert the same below and to dispose thereof as is noted beside each article. Statement of the articles by the government for the recruits of Mr. d'Hugonet, on which there still remains to be claimed: The pay of sergeant de Coux, deceased on 5 April 1785, which was due to them in total, the 40 guilders for 2 months advance which were paid at Vlissingen not having been deducted at the settlement of 31 July 1785; remainder f 103.6.8 received by Mr. d'Hugonet . . . f 143.6.8. Statement of the searcher, as he found those articles: The soldiers' roll shows that this man, as stated here at the side, died at the Cape on 5 April 1785. He was not included in the payment warrant of 31 July 1785. His pay from 1 December 1784 until the day of his decease, being 7 months and 5 days, amounts to f 143.6.8. Deduct from this: received in the Fatherland . . . . . . f 40.0.0. Remainder f 103.6.8. These f 103.6.8, which sergeant de Coux had due to him on the day of his decease, to be paid to the Curator ad lites to be handled by him according to the regulations. No more having been paid than 360 guilders for the five men who departed from Vlissingen and died on the voyage from the Cape to Tuticorin, instead of f 435.18.0 that they had due to them, there remains to be paid: f 75.18.0. These 5 men received their pay up to the last of April 1785 with f 360, with this addition according to the warrant of 31 July 1785 that their further earned pay shall be paid when the dates of their decease are provided, and it appears what they, beyond that, had due on the day of their death. Neither from the soldiers' roll nor from other papers can it be seen under what dates they died, but Mr. Raymond states that: 1 deceased is on 1 June 1785, due from the first to the last of May, being one month: f 9.0.0 1 ditto on 16 June 1785, for 1½ months: f 13.10.0 1 ditto on 27 July 1785, for 1 month 27 days: f 17.2.0 2 ditto on 30 June, due for 2 months each: f 36.0.0 Total: f 75.12.0. The disposition on the f 75.18.0 mentioned here at the side, or only f 75.12.0 according to the calculation of the searcher, to be suspended until it shall have further properly appeared when the five men mentioned herein died. of the soldiers of the Regiment of Luxemburg, was one of those stormy moments in which the example of subordination and respect was all too necessary to make even the most humble representations. On the other hand, I found myself compelled to remain silent by a motive that was no less powerful, and which had the well-being of the men as its foundation. The present state of Holland, suggesting to me a breach of the peace between Her and France, had likewise made me fearful of the return of the Regiment to Europe, whether it be imminent or yet to be awaited; and knowing Your Honour's disposition, I had regarded the deduction which Your Honour had charged upon the soldiers' pay as a small mass whose payment Your Honour had suspended until the time of their embarkation. Although I was mistaken in my conjecture regarding the motive for the Regiment's return to Europe, I dare hope—since its feasibility nevertheless remains intact—that I shall not likewise be disappointed in my hope founded upon Your Honour's benevolence, which will not allow Your Honour to let the men depart without assisting them. Not only does Your Honour's sensibility give them a right to this demand, Governor Sir, but Your Honour's equity likewise has an interest therein; this I shall have the honour of proving most respectfully to Your Honour. By the second capitulation: That the 3rd article of the second capitulation decides, very clearly and in a manner that leaves no doubt, the questions proposed here at the side, namely whether the soldiers of the Regiment of Luxemburg, when ƒ13. 5. per month was paid to them, enjoyed too large a payment in comparison to the payment made to the Company's regular troops. It is indisputable that the Regiment was put on an equal footing with the troops of the Honourable Company with regard to pay and other matters of importance; the question here is whether the same, when the soldiers enjoyed 13 guilders and 5 stivers in wages, received too large a payment with respect to the National troops. That this article very expressly states that the corps of volunteers of Luxemburg shall be treated, beginning from 1 January 1782, on the same footing as the other troops in the service of the Honourable Netherlands Company, according to the respective customs in the establishments where they shall have their destination. That the regular soldiers of the Company are sent out with ƒ9. in wages, which is paid to them at 15 stivers to each guilder, and that for these 9 guilders they therefore actually receive no more than rd=s 2. 39. That only in Colombo do the regular Company's soldiers receive ƒ2. 8. 8. for board money, but at the subordinate offices no more than ƒ 1. 8. 8. To come to the point, we shall endeavour to fathom what motives led the gentlemen commissioners of the Honourable Company to resolve themselves to stipulate this salary. Two reasons present themselves very naturally, namely: the sort of men of which the Regiment of Luxemburg consisted, and the nature of their enlistment. That it is also solely on that account, and for no other reasons, that to the soldiers of the regiment of... ...obligation years; far below that of the recruits of the Noble Company, and that the same already in the case of the compensation arising from non-enjoyment and from their burdens to be claimed, beyond that of the maintenance of the necessary fund to make good the expenses of their large staff. From that time on, the reduction that was put into effect in September 1785 was grounded on nothing but an error. Besides this, since their arrival in the Indies the troops were in possession of their pay; this possession was as a right and law to their advantage. It was not possible to take it away from them without first disbanding the Corps. One has examples of increase of pay to the benefit of the troops, but one has none of reduction. Whenever Sovereigns have had in their service Corps that seemed too expensive to them, they disbanded them, but they paid them on the usual footing as long as they were in existence. Nevertheless, those Corps were composed of their own subjects, to whom they could prescribe laws. If Sovereigns apply these considerations towards the National Corps, how much more must they maintain them towards foreigners whose rights they may not touch without their particular approval.

of Luxembourg, the payment of ƒ13. 5. has been provisionally continued until this Government should be further elucidated regarding this matter. Yet, as has already been noted above in §2, since several documents have been received from the Cape and from Europe which contradicted the aforesaid assurance given by Mr. de Beandraps in the most undeniable manner, the Council of Ceylon thereupon resolved on the 17th of June 1784 to carry into execution the resolution already taken for that purpose in the year 1783, namely to have the soldiers of the regiment of Luxembourg paid at that rate as is currently done. That this resolution was subsequently communicated to Mr. de Beandrasor, who thereupon declared that the reduced pay of the soldier was grounded on the capitulation, and that his Honour had nothing to bring against it, except that at that juncture of time it would fall hard on the common man to have to miss 37 stuivers a month, as an order had recently been received by him from the Prince of Luxembourg commanding him to withhold a certain sum monthly for the uniform of each man, and that he therefore requested that this might be taken into favorable consideration. That this Government nevertheless persisted in its aforesaid decision, and only postponed the execution thereof for a little while; and that it is this resolution, or rather the resolution already taken for that purpose in August 1783, which was carried into execution in September 1785. That it goes without saying that since it has been found that the assurance of the late Colonel Mr. Beandraps, namely that before the departure of the Regiment from Europe the pay of the soldier had been fixed at ƒ13. 5., was made in bad faith or at least with great levity, this by no means gives any right to derive any claims therefrom for the future. We have thus far not considered the loss of the men on their pay, except relative to the time when they enjoyed 13 guilders and 5 stuivers; let us now examine how it has stood since the month of September 1785, when it was brought to 11 guilders and 8 stuivers. Upon introducing this reduction, the Government ordered 15 stuivers to be withheld from each man to make good the expenses of the grand staff; by this means, the soldier of the Regiment found himself in the 5th year to have 15 stuivers less than the recruits of the Honorable Company. Perhaps it will be said that the capitulation did not stipulate that the expenses of the grand staff of the regiment should be borne by the Honorable Company, but one will answer that it likewise did not stipulate that they should be borne by the men; it merely determined the equalization of the pay of the Regiment with that of the National troops, and in order that this equalization be strictly carried out, as it properly should be, they must receive their pay in its entirety and free from all deduction. That the resolution of the 28th of September 1785, taken by this government to allow the deduction of 15 stuivers of which mention is made here in the margin, was only taken, as Mr. de Raymond himself very well knows, upon the proposals made to that effect by his Honour, namely that there were several unavoidable expenses that had to be made from the Regiment's chest for the benefit of the Regiment, which this chest could not bear without the aforementioned concession. That it appears from the content of the resolution itself that what is said therein of this withholding of 15 stuivers is merely a concession and not an order of the Government, which could have no other interest in this matter than to prevent excessive deductions from being made from the common soldier. That notwithstanding this withholding of 15 stuivers and the setting of the pay at ƒ11: 8. 8., the board money included therein, the soldier was nevertheless better off than when, at the time we had ƒ13: 5., a piastre or two rupees a month was deducted from him as formerly happened, whereby he in effect received 8 stuivers a month less than since ƒ11: 8. 8. has been paid to them. That also what Mr. de Raymond now observes about it does not agree too well with his letter written to the Governor on the 5th of October 1785, and that in any case it was up to Mr. de Raymond to make use or no use of this concession according to his discretion. Moreover, this equalization necessarily entails, for the benefit of the grand staff, the exemption from all its expenses, in the same manner as that of the grand staff of the Honorable Company's troops are exempted therefrom, and assuming that there were none, or that they were less than those of the...
