The Noble High Government of the Indies, by its highly respected dispatch of the 23rd of October last, an extract of which accompanies this, has instructed us to supply the necessary information to the Gentlemen Majores concerning the ships and vessels that were used in French service during the recent war against England; but because we are unaware of the conditions under which your Honours surrendered the ships de Hersteller, Katwijk aan Rhijn, de Morgenster, de Indiaan, and Amsterdam, as well as the sloop de Elizabeth, to the French service, we kindly request your Honours, in accordance with the recommendation of their High Honours, to please inform us of everything concerning those vessels that may serve to provide the Gentlemen Majores with full information, for the purpose of determining the indemnification that must be claimed for them from the French Crown. Since then, on the 10th, 11th, 16th, and 21st of May last, the chartered ships de Vrouwe Johanna, de Drie Gebroeders, het Fortuijn, Josephus de Tweede, and Susanna arrived at the Ponnekail roads, and on the 17th of June thereafter the Company's small vessel de Hoop, with which we had the honour to receive your Honours' respected dispatches of the 4th and 23rd of February and the 18th of March of this year. The arrangement that your Honours were pleased to make, to have the aforementioned ships call at Ponnekail instead of Trinconomale, is very appropriate, as they would otherwise have arrived at Trinconomale at a time when they would have had to remain there for some months, and could not have come hither before the end of October, whereas by calling at Ponnekail, they have already arrived at Gale and have disembarked the troops of the de Meuron regiment there. Regarding the ships and vessels that, during the recent war against England, were in the service of the French King, and especially also regarding the sloop Elisabeth, we shall give the Gentlemen Majores all the elucidations that it will be possible for us to track down, and we shall then inform Your Honours further thereof. We shall satisfy the received requisition for necessities for Your Honours’ Government as closely as possible; and the goods sent with the small ship de Hoop for Malabar, we shall transport thither at the first opportunity, the received letters for the Ministers at Cochin and Surat and for the servants at Galle having already been dispatched to them in the meantime. For the rest that was shared, especially with regard to our return ships de Paarl, de Draak, and Doggersbank, we are very much obliged to Your Honours, although the unfortunate fate of the Paarl grieves us sincerely. During the presence of the ship de Paarl here in the year 1786, the chief surgeon Hendrik Philip Nicht, who was assigned thereto, was relieved thereof on account of illness, and in his place was appointed the chief surgeon Otto Hendrik Eenhuijs, but it was neglected to write off the surgical instruments, which had been charged to the pay account of the said Nicht, and as he says, were handed over with the medicine chest to his replacement, from the pay account of the said Nicht, and to charge them to that of his aforementioned replacement. The pay account of the repeatedly mentioned Nicht has since been discharged thereof at Batavia, and as upon investigation here it has appeared to us sufficiently certain that he delivered everything that he held on the Company’s behalf for the execution of his office to his replacement, we kindly request Your Honours, if the aforesaid chief surgeon of the Paarl, Eenhuijs, should still be there, to have him questioned about it, and to have the aforesaid goods, if he received them, accounted for by him to the Company there. Schreuders (:in the margin:) Colombo the 21st of July Anno 1788. — With the country’s brig Diana was dispatched to Your Honours our last of the 21st of July past, of which the duplicate is enclosed herewith. Since then, or on the 22nd of August, the ship de Gouverneur Valck arrived at the roadstead of Punnaikayal, with which we had the honour of receiving Your Honours' esteemed letters of the 14th of June of this year. We have seen therefrom with very great sorrow the misfortune that has befallen our return ship Java, which we had wholeheartedly wished otherwise; but we hope that its sustained defects may be repaired so quickly that it may still continue its voyage in good time. At present, under the convoy of the country’s frigate Ceres, commanded by the Captain van Halm, the chartered ships de Vrouwe Johanna, de Drie Gebroeders, 't Fortuijn, and Susanna are departing thither, in order to continue the voyage from there to Lorient, for the disembarkation of the Regiment of Luxembourg, which is crossing with them. The skippers of these four ships have been given such written orders and instructions for their guidance, as appears from the copies thereof, which accompany this for Your Honours' consideration. The Galle servants will inform Your Honours whether the aforesaid ships need any supplement of provisions, which on account of a lack could not be fully provided at Galle, and we kindly request Your Honours in such a case to have this deficiency made up there. As the crew members who were lent there to the ships de Drie Gebroeders and Susanna have too large arrears on their pay accounts to enter directly into the service of the owners of the said ships, and we also have no sailors here who are not likewise more or less indebted to the Company to replace the aforesaid Cape personnel: we thought it best, as the aforesaid ships will touch there in any case, to let those crew members remain thereon, at Your Honours' disposal. They are consequently returning now, and their Cape pay accounts accompany the annexes of this letter. Only the sailors Pieter Vernoe and Johan Wilhelm Schmeltz, who were assigned to de Drie Gebroeders, were, at their request, changed to soldiers and remained at Galle, for which reason we had their earned wages, during the time that they were on board, charged to the expense account of that vessel, and in their place two other sailors were provided to this ship, who were discharged from the Company's service and entered into that of the owners. On the Cape cargoes delivered here from the aforesaid chartered ships, and from the ship Josephus de Tweede, some surpluses and shortages have been discovered here, especially in the cordage, rye, pearl barley, and the wines, for which the skippers of those ships maintained they were not liable, because (:as they testified:) all the goods were ordered on board there in closed parcels, without being measured and weighed out to them. This, however, did not appear to us from the bills of lading, which are drawn up just like those of the Company's ships, and were signed by the skippers without any remark. Nevertheless, we have decided to have special statements prepared of the aforesaid discovered surpluses and shortages, and the write-offs permitted by the regulations, and to send them to the Netherlands, at the disposal of the Gentlemen Majores, as is now done; and we kindly request Your Honours to

To the troops of the regiment of Luxemburg who are crossing over with the aforementioned four ships, an advance has been granted here for the months of October and November, namely salary and emoluments to the officers, and salary only to the non-commissioned officers and soldiers. In addition, the officers have been given a gratuity of three thousand rijksdaalders for table expenses, and upon granting this, it was expressly stipulated, for the sake of completeness and however much this is merely an act of goodwill, that half of it is for the journey from here to the Cape, and the other half from the Cape to Europe; of which we hereby inform Your Excellencies for your guidance, in case a further advance should be requested there for these troops, to which they are in no way entitled. The Lieutenant Colonel and Commandant of the said regiment, the Chevalier de Raymond, having requested of us permission to deposit into the Company's treasury at Galle the money he might not need to spend here, and to receive bills of exchange for it in order to receive it again in the Netherlands or at the Cape; we have granted this request, considering that the regiment is not provided with gold or silver coin, and have sent the bills of exchange, signed in blank, to the servants at Galle, to be handed over to the said Colonel, properly filled in with the amount this Chief would wish to deposit into the treasury there, should he make further request for them. We have allowed the Cape bill of exchange with a six percent agio, and the Galle servants have been ordered, if use is made thereof, to inform Your Excellencies, in which case we kindly request Your Excellencies to be pleased to honor the same with payment. It was not possible for us to make any other arrangement, and we thus hope that we will not have burdened Your Excellencies very much thereby, and that Your Excellencies will be able to manage to satisfy our aforesaid bills of exchange. Likewise, we request Your Excellencies to be pleased to cause to be paid the bill of exchange which we have granted on the same terms to the Lieutenant of the said regiment, Montjozet, for 180 ducatoons, which he counted into the treasury here at 80 stuivers each, to be paid there to himself, or in the event of his decease to the quartermaster Roux, with 200 ducatoons of 72 stuivers each. Upon the request of Mr. van Walen, Captain of the State's frigate Ceres, to have the Cape signals, we have, in the absence of the signals for this year, provided His Honour with a copy of the signals for the year 1789, in case they might come in handy; and we have furthermore provided His Honour with four identical copies, to be delivered, should His Honour deem it necessary, to the skippers of the four ships sailing under his convoy; the said Mr. van Walen having furthermore been requested to take care that upon arrival there, these five copies be handed over to Your Excellencies. On the 18th of October of the current year, the chartered ships the Vrouwe Johanna, the Drie Gebroeders, the Fortuijn, and the Susanna departed from Galle thither under convoy of the State's frigate Ceres, and our letter of the 27th of September was dispatched to Your Excellencies therewith. The bearer of this, the ship Josephus the Second, is now returning to Europe, consigned to the Chamber of Zeeland, and concerning its cargo we refer to the documents which the servants at Galle will present to Your Excellencies. The following persons are crossing over as passengers, namely: Captain Henri le Nieps, who has taken his discharge from the regiment of Meuron, with his wife. We have allowed him to lodge in one of the cabins that have been constructed on this ship; but if such a room should no longer be found on this ship, he shall pay into the Company's treasury at Galle the transport money stipulated by the charter party for lodging in the great cabin for himself and his wife, either for the voyage to the Netherlands or only up to the Cape; of which the Galle servants shall give further notice to Your Excellencies. And upon his request, we have further allowed the said Captain to take along thither, without expense to the Company, a European domestic servant, together with one male slave and one female slave. To the former Lieutenant of the regiment of Meuron, de La Goupelliere, who has declined the offer to be reinstated in the regiment and has thus now formally taken his discharge. He has paid the transport money here only for the voyage thither, in the amount of 150 guilders Dutch money, and must satisfy an equal sum there, should he choose to continue his voyage to the Netherlands on this same ship. We have also allowed him to take one or two slaves along thither at his own expense. While the time for fishing is now very close at hand, and it might happen that one would have to miss it if one postponed it and waited with it until such a treaty had obtained its full conclusion, I would advise, to the mutual benefit of His Highness and of the Honourable East India Company, that the pearl fisheries for this season be kept on the same footing as was done the previous year at my request to Your Excellency, and that then, as soon thereafter as possible, such a permanent treaty be concluded, upon just and equitable terms, to the mutual advantage of the parties. I would venture to flatter myself that the appointment of Mr. Buchanan will add very substantial progress to all these negotiations, in order to reach an amicable arrangement with you regarding all the matters to be treated between the Dutch Company and His Highness the Nabab. In your present request that Mr. Mitchell may be directed to furnish you a supply of grain, the utmost attention shall be paid thereto, but I am very sorry to acquaint your Excellency that from the want of seasonable rain there is so great an appearance of scarcity in that part of the Country, that I am fearful it will not be possible to admit of any grain being exported at present. I shall however lay your public letter before council, and you may rely on every degree of attention being paid to it. I am greatly indebted to your Excellency for your very polite enquiries after my health, which, thank God, is now perfectly recovered, but I have suffered so much from the heat of the climate, that I cannot think of hazarding another hot season in India. I shall take my departure in January next, and if you, or your Lady, have any commands for Europe I shall be very happy to take charge of them. I owe Your Excellency the greatest gratitude for the kindness of having sent me along with it the Madras Courier, in which is inserted the Treaty between our mutual sovereigns so happily concluded. I rejoice with Your Excellency over this, and also in particular that thereby the old and happy constitution of this Republic is confirmed in the most powerful manner through the given guarantee of all the high dignities and prerogatives lawfully and hereditarily conferred upon the Illustrious House of Orange. This Treaty cannot but tend to the very great advantage of both the contracting Powers; in particular, I think that the authorization which is understood to be given thereby to the Governments in India will greatly serve to safeguard their mutual establishments and interests in these regions. In my private capacity, it gives me the greatest pleasure that this will increase and more and more confirm the friendly correspondence between the Governments of Madras and Ceylon in particular; and my pleasure over this would certainly be all the more complete if the state of Your Excellency's health could have permitted a longer stay in these regions, in order to fulfill in the most efficacious manner the true intent of the aforementioned Article, toward which I on my part, with the greatest goodwill and the best good faith, will contribute everything that may depend on me. It would indeed serve well between the Governments of Madras and Ceylon to deliberate beforehand how and by what means one could be of service to each other with the greatest fruit. Trincomalee has a reasonably good garrison, and I think that the plan of the Company will have to be to keep this place not only well fortified, but also constantly well manned, so that if it is besieged, it can hold out until relief can come to it. The crossing from Nagapattinam or Nagore to Jaffnapatnam is not great; from there, the troops who would have to serve for the relief of Trincomalee could be there in at least 8 or 10 days, and it would therefore, with respect to this place, be of greater utility if it could be arranged that the Government of Madras, as soon as there are the slightest thoughts that it may come to a rupture, should reinforce the garrison in the Tanjore kingdom as much as necessary, so that in case Trincomalee were attacked, upon the first request, a good corps could be sent across to Ceylon for its relief. In order to facilitate such an expedition, one could keep ready a small field artillery in the Vanni on the borders of Trincomalee for the service of these troops, so as not to encumber them on their march by carrying ordnance along with them. The reinforcing of the troops in the Kingdom of Tanjore in the manner aforesaid could likewise be of great service in case Colombo were attacked, which cannot happen except during the North-West monsoon. The troops for the relief of Colombo could be transported by water in small vessels through the strait of Mannar to as close to Colombo as one would find necessary to have them go ashore; they could also march overland to Kilakarai, in order to cross from there with small vessels past the Island of Mannar to Ceylon. Even though time is now too short for Your Excellency to enter into correspondence about this, I nevertheless thought that it might be useful to confer beforehand with Your Right Honourable Honour on the subject, in case Your Excellency might perhaps find it appropriate, upon his arrival in England, to make some disclosure thereof to the Court of Directors, which could lead to those specific instructions being written to India that might be deemed necessary. The North side of Ceylon has been threatened with an almost general shortage of grains, because for three years there has been, so to speak, an unbroken drought. A few days ago, however, I received news that in most places so much rain has fallen that there seemed much hope that at least a part of the standing crop in the fields, which had already been considered lost, will be preserved. In the meantime, the assistance that Mr. Michell will be able to render us will come very opportunely, and I am therefore under the greatest obligation to Your Excellency for the further recommendation made to his Honour to assist this Government with grain as much as possible; Your Excellency will also greatly oblige me by emphatically recommending to the Council of Madras the matter of having Ceylon provided with grains as far as possible, as Your Right Honourable Honour has been so kind as to promise me. The matter of grains is of the very greatest weight on Ceylon, especially in time of war, when the means of having them arrive from abroad are less certain. There lies below here a tract of land known by the name of De Wannie, which is about 400 square hours in size and for the greater part consists of good arable lands. This tract of land, which the Company for a long time left under the administration of a sort of vassals called Wanniasser, and only since nearly four years ago has taken under its direct possession, could yield a large supply of grains if there were a sufficient number of farmers. The Government of Madras would therefore do a very notable service to Ceilon if it would order its subordinate servants in the kingdom of Tanjoer, where there are a great multitude of farmers, to favor—insofar as can be done without their own detriment—the means that the Government of Ceilon, with their prior knowledge and approval, might employ there to encourage a number of people from these lands to cross over to Ceijlon. Besides the fact that this would increase the number of farmers in De Wannie, these people also understand rice cultivation better than our Ceilonscha inhabitants. Mr. Michell at Naaer could be of great service to me in this, if Your Excellency would be so good as to have him authorized for that purpose. Since Mr. Buchanan has been entrusted by the Nabab with the matters of commerce in the Madura lands, I consider myself completely assured that his Honour will, in the most well-meaning manner, agree with me on the measures that are necessary so that the true spirit and meaning of our transaction may be fulfilled, and I keep myself all the more reassured by Your Excellency's very obliging assurance of recommending to the Nabab the strictest compliance therewith. Meanwhile, all the goodwill of Mr. Buchanan has not been able to prevent the Nabab's people from committing, these past days in the village of Mannapaar, as it is said by order of the Nabab's Land Regent, such extreme hostilities of which there has been no example until now. I take the liberty to enclose herewith a translation of a letter that I intend, among other things, to send to the Nabab regarding this, to complain about it and to request His Highness with the greatest emphasis not only to establish such orders as are necessary to prevent such far-reaching undertakings for the future, to the end that the Company may remain in the quiet and undisturbed enjoyment of its rights and privileges, but also to have the perpetrators of these bold acts exemplarily punished; and Your Excellency will do the Company a great service, and oblige me to the highest degree, by being willing to recommend these matters further to the Nabab with emphasis, just as I take the liberty to request this of Your Excellency hereby in the most friendly and distinguished manner. It has greatly rejoiced me to see that Your Excellency now finds yourself completely recovered. I repeat it, the decision that Your Right Honourable Sir has taken to leave these lands causes me great sorrow, both because of the personal friendship with which Your Excellency has been so good as to honor me during his stay at Madras, and for the interests of our Company, to which Your Excellency has rendered a very real service by having, through his most elevated intercession, effected a settlement between the same and the Nabab, which, however much some sacrifice was made thereby, if it is faithfully observed, as I hope, reciprocally secures for it in the future the free and undisturbed exercise of all its rights and privileges on the Madura and Marua coast. I shall always have the greatest gratitude to Your Excellency for this, and I shall always consider myself very fortunate, on all occasions in which Your Excellency shall find that I can be of any good service to you, to carry out whatever Your Excellency may come to recommend to me. In the month of September of the past year, the Maniyagar of Kailpatnam wished to ship a consignment of linens and desired for that purpose a passport from the Company's postholder at Kailpatnam. But because the postholder, according to the order he had for that purpose and according to the custom that has always prevailed, would not grant any pass without first inspecting the linens to see whether cloths of the Company's assortment were among them, the Maniyagar caused the servants of the Company to be arrested by his people, among whom were also sepoys of the Aramana, and had the postholder of Kailpatnam fetched by armed sepoys from his house and from the Company's factory and brought before him in order to extort a passport from him. It is true that when the postholder remained steadfast in refusing to grant a passport without inspection of the linens, he and his people were released again, but this nevertheless does not diminish the fact that the Maniyagar of Kailpatnam has greatly offended by violating the freedom of the Company's factory, and by having a servant of the Company taken out of it by armed men and having his servants arrested, and that solely because they had refused, contrary to the Company's orders and contrary to constant custom, to grant a passport for linens which the Maniyagar did not want inspected because they consisted of the Company's assortment, as later became apparent when the Maniyagar shipped them clandestinely by night, and they were intercepted by the cruising vessels of the Company. until now no satisfaction has been granted to the Company regarding this matter, except that the witnesses themselves will be sent to Tirnevelle, which is however not customary, and was also utterly unnecessary, because the violence committed occurred publicly and is known to everyone. On the First of December of last year, a large number of Aramana sepoys forcefully intruded into the Company's lodge at Sjindemagellaan. They forced the few Dutch soldiers who were inside to retreat into their sleeping quarters, and they drove the native servants of the Company away from the lodge. After that, they posted sentries in front of the gate of the lodge and in front of the door of the Company's warehouse, refusing to allow any of the Company's servants inside the lodge. The Resident of Ponnekail thereupon immediately went to Sjindemagellaan, and notwithstanding that the sepoys wanted to prevent him from entering the lodge with lowered muskets, he nevertheless pushed through with the help of his men and drove the sepoys out of it, warning them not to enter again, as it was the territory of the Company; but they paid no attention to this, and when they were prevented from forcing their way through the gate, they climbed over the wall in large numbers, equipped with firearms, and in that manner once again made themselves master of the Company's lodge. The Resident of Ponnekail, seeing that he could do nothing against this with his few men, was then forced to return to Ponnekail, and to request more men from Tutukorijn for his assistance. Thereupon, the Aramana sepoys broke open the door of the Company's warehouse with axes and crowbars, and dragged out a Company merchant named Tanoewemale Chittiaar, and several washers of the Company, who, out of fear of the sepoys, had retreated into the Company's warehouse along with the said merchant, and took them along to Tirnevelli. So that upon the arrival of the Company's troops from Tutukorijn, these sepoys had already long departed from Sjindemagellaan. About this incident, too, the Chief of Tutukorijn complained to Mr. Eduard Clam, requesting full satisfaction and the surrender of the abducted merchant and the washers. But shortly after the dispatch of the letter from the Chief, in which that complaint was made, the said Chief received a letter from the land-regent, in which the latter complained that the Company's people had beaten a mannejaar and his people, who had summoned Aramana subjects to them. It is evident that this complaint is fabricated and solely invented to give a semblance of justification to the violence committed against the Company's lodge and people, as if cause had been given for it from the Company's side; for upon a careful investigation conducted, it appeared that the Company's people had beaten no one, nor given any cause for harm, but that the incident truly happened as is mentioned hereinbefore, and of which the truth is also evident when one considers that otherwise so many armed Aramana sepoys would not have attacked the lodge so unexpectedly; and that this happened without any prior cause, and indeed deliberately with the intent to seize the aforesaid merchant Tanoewemale Chittiaar, appears furthermore very clearly from the reply that Mr. Eduard Chan gave to the complaint of the Tutukorijn Chief. For at the request of Mr. Eduard Chan, the Chief sent the Resident of Ponnekail to Tirnevelli to negotiate with that land-regent concerning this matter, and to him the land-regent said that he had sent men to seize that merchant wherever he might be and bring him to him; that he had indeed given no orders to force their way into the lodge, but that he could nevertheless not punish his men for it, because they would then become afraid to carry out his orders in the future. The land-regent maintained that he had the right to have the repeatedly mentioned merchant seized as a subject of the Aramana, and that he had ordered it done because he possessed gardens and fields, concerning which he had to render account to the Durbar, and that the washers were seized because they had wanted to prevent his men from taking that merchant away. And although the Resident of Ponnekail pointed out to the land-regent that the washers had done no wrong, but were mendaciously accused, and also that all merchants and washers of the Company from of old have stood under the protective jurisdiction of the Company, the land-regent nevertheless refused to give any satisfaction for this so public and violent violation of the Company's territory, much less to permit the release of the abducted merchant and the washers. On the contrary, these poor washers were forced by beatings and abuse to pay 250 ropijen to the land-regent and 128 ropijen to his servants, and the repeatedly mentioned merchant Tanoewemaale Chittiaar has been put in chains. Indeed, it appears as if the land-regent intends to continue these acts of violence, for on the 28th of January at Kollesegrepatnam, one of the wealthiest families and all who had any connection whatsoever to them were suddenly seized, among whom was also a Vellala Ramoeswannie, who is a partner of one of the Company's merchants; and some

A few moments later, a party of people from the Armane came to the residents of Mannapaar, very insolently demanding two other Company merchants who also belonged to the aforesaid family, but who had retired in time and consequently could not be found. From all these cases Your Highness sees very clearly how little effort Your Highness's land regent, Mr. Eduard Chan, makes to preserve the friendship between Your Highness and the Illustrious Company. At Kailpatnam the manigaar causes the Company's people to be placed under arrest and causes the Company's postholder, who is a decent official, to be taken from his house and from the factory by armed sipahis. One complains about this, but instead of providing satisfaction in this regard, he makes it vastly worse: for he causes the Company's lodge to be overpowered by armed people, the doors to be broken open, and the Company's merchant and washers to be carried off. The merchants, washers, and all other servants who have a relation to the Company have from olden times always been subject to the Company, just as this right of the Company was recently acknowledged in the 5th article of the treaty concluded with Mr. Dodt; and this must also necessarily remain so if the Company's trade is to be secure, for if it were open to every land regent or manigaar, whenever they wished, to cause Company merchants to be seized and to extort money from them through mistreatment, the Company would never be able to advance money to them with readiness, and then those people would also be unable to collect cloths, whereby not only will the Company's trade be hindered, but Your Highness's revenues will also suffer no small decrease. Your Highness has repeatedly assured me that His Highest desire is to keep all matters on the old footing; this is also the wish of the Company, and was also principally the objective aimed at in the concluded treaty with Mr. Dodt; but as long as the land regent does not concern himself with any custom, equity, or law, this great purpose can never be achieved. I am convinced that all these acts of violence are committed contrary to Your Highness's intention; and therefore take the liberty to request Your Highness that orders may be sent to Mr. Eduard Chan to restore all matters to the old footing, to leave the merchants, washers, and other servants of the Company unmolested, and exemplarily to punish all those who have committed violence on the Company's territory and against Her Honour's people. I also very peaceably request Your Highness to be pleased to order the aforementioned Mr. Eduard Chan to return to the Company the stranded goods of the Company, about which the Tuticorin resident complained to Your Highness in his letters of 18 December 1786 and 9 August 1787: for the Company has always had the right to be allowed to salvage its stranded vessels and goods, and if the Armanese people sometimes seized them out of a misunderstanding, they were always returned upon the first claim, although Mr. Eduard Chan now refuses to do this. I hope that Your Highness will soon give orders to restore everything properly, so that through the friendship between Your Highness and the Illustrious Company it may continually increase more and more. I was assured by the news that I received by land that the English had not gone to Trincomalee; since my sole objective was to come to the aid of this place, I left the convoy at anchor at Karikal, and I myself came here with the frigate L'Astrée to convince myself of the truth of this news before sending the convoy back to Pondicherry. The same consist of the following documents, namely: A voucher signed by Mr. Le Caille, for the provisions supplied at Trinkonomale to the frigate la Subtile, dated 21 October 1786, and amounting to 118 ropias and 15 stuijvers. A bill of exchange granted by Mr. De Salluet at Trinkonomale under date of 11 April 1787 upon Mr. Leslache, treasurer of the navy at Pondicherry, for provisions supplied to the frigate la Precieuse, amounting to 569 ropias and 6 fanums. A second bill of exchange granted by Mr. De Salluet under the same date at Trinkonomale upon the aforesaid Mr. Leslache, also for provisions supplied to the aforesaid frigate, amounting to 426 ropias and 6 fanums. A voucher from Mr. Macaire for the provisions supplied at Trinkonomale to the frigate la Calipso, dated 30 May 1787, and amounting to 177 ropias and 3 stuijvers. 2905. 2903 Translation of a Kandyan palm-leaf letter, ola, written by the Dissave of the Three and Four Korales, Pilime Talauwe Ralehamij, to the Grand Dissave of Colombo, who is a fellow member of the Council of the Governor who is very faithful to the Great Court of His Royal Majesty. After previous compliments, I have seen from your letter that the Right Honourable Governor always strives in everything he can devise to bring much pleasure to His Royal Majesty, and that through those friendly sentiments, all the proposals made by His Honour to His Royal Majesty have been accepted for good. From the same letter it has also appeared, among other things, that it has been written to the Fatherland and Batavia that the friendship between the Company and the Great Court of His Royal Majesty has increased very greatly, indeed even as it has never been. The Court dignitaries cannot conceive, while the mutual friendship is so great, how the cinnamon peelers have committed such wanton acts, and they are also assured that the Right Honourable Governor has no knowledge thereof, and that if His Honour had known of it, strict orders against it would have been given to the said cinnamon peelers. Therefore, the peeling of cinnamon was prohibited until they should have written about this to the Governor and received the reply. The ambassador Schreuder has assured His Royal Majesty that the cinnamon peelers will henceforth not go beyond the limits to peel cinnamon.
