It is true that this calculation will show a greater number of pagodas, but if the intention is to make a show of a greater quantity, then one could set the pagoda at 45 stuivers, and when reducing guilders to pagodas, one will see the number doubled yet again. This is true, if it is sufficient that the orders of the Company be blindly obeyed without any regard to changes in time or circumstances, even though they tend to its disadvantage; for instead of a 3 1/6 percent profit, as the returns show, more than half a percent was lost during the reduction, as was indicated in the secret letter of 5 September of the past year. If any compensation ought to be made, then no one would be closer to making good the large entry of guilders, being 10984 pagodas 8/3, than the Lord Bookkeeper-General Sluisken himself, who, notwithstanding his own admission of being obliged to pay attention to such matters, nevertheless not only co-signed the authorization to issue 83 guilders for 20 pagodas, but himself, when His Honour was at the head of affairs, approved their being issued in such a manner. But we do not wish to excuse ourselves with authorizations from Colombo, since this does not exempt us from our duty to issue the coin species at a higher rate, had it been possible. We therefore acknowledge that if the Company had suffered any disadvantage in the issuing of Dutch guilders and other coin species, we are accountable for it, and no one else, and thus certainly not the trade servants, who did not handle the money; and if the trade servants ought to have calculated the coin species according to the proposition of the Lord Head Administrator, they would indeed be punishable for their error. But the determination of this punishment rests at the discretion of Your Right Honourable, and since there must always be a proportion between the offence and the punishment, one could hardly imagine so harsh a judge as would sentence the trade servants to a payment of the entire amount of the sum entered by mistake into an incorrect account. The ledger clerk of the Lord Head Administrator was not very accurate when making this statement, by imposing a debit on the resident of Punnaikayal for errors in keeping the books which he did not keep, for since the re-establishment of our offices on the Madura coast, no separate books have yet been kept at Punnaikayal, these having been incorporated into the books of Tuticorin. I shall dutifully comply with this command, but I request to be allowed to postpone the same until my return to Tuticorin, as I cannot obtain here all the information that I need to answer the said report fully. However, I will provisionally furnish Your Right Honourable with some reasons which I believe will be sufficient to convince you that we, with the handling of the specie, have acted in such a manner as we were obliged to do. The guilders were disbursed at twenty stivers Dutch currency, according to the express authorization of Your Right Honourable by separate ƒ26312. –. – 8 3680 letter of the 24th of August 1786, and the other species of money, except for the fanams, of which further mention will be made hereafter, were disbursed for the price at which they were charged from Colombo in Dutch currency, in accordance with the orders of the Honourable High Indian Government, repeated only so recently, to make all calculations of species of money, with the exception of wages, board money, and emoluments, in Dutch currency; and likewise in accordance with the handling that has unalterably taken place since the new introduction of the species of money, as can be seen from the trade books of previous years of the Madura coast. That this handling is now proper, and the notions of the Lord Chief Administrator are unfounded, everyone will have to agree who understands that we trade on the Madura coast with foreigners, who do not concern themselves with our calculation in Dutch and Indian currency, nor with the exchange rate of the species of money in our colonies, but only pay attention to the relation that the species of money bear to one another, according to their intrinsic value, which is not altered by a change of location. The Mexicans were issued at eight pieces for five Company pagodas, which amounts to 51 7/6 Dutch stuivers per piaster. The first two chests were delivered provisionally to the merchants at the end of the previous financial year without determining their value, which was not yet known because this coin species is not current money, and because I was in separate correspondence with your Right Honourable regarding the value of this money. The first undersigned declares that upon receipt of the bill of lading for the ship De Both, which was on 29 April last, the customary warrants were immediately granted for unloading the cargo of the said ship according to orders received by letter of the 21st of the said month, and that having received a report that the nutmegs and cloves had been unloaded, he rested content therewith, trusting that all spices were ashore, as the report of the complete unloading is not submitted before the entire cargo is accounted for; but the Honorable Captain and Master of Equipage De Sille, in the attached report, clarifies the reasons why the cloves could not have been unloaded earlier, attesting that not only did the pressing work on the other ships and vessels that had to depart quickly prevent this, but that also, upon the assurance of the skipper that the ship was completely watertight and in view of the good condition of the boxes of nutmegs and cloves that were immediately unloaded, it was considered best to leave what was still on board inside, rather than exposing the same to the rainy weather, which has continued for a long time.
