265. The 23rd of November 1787. To The Right Honorable Honorable Sir Abraham Josias Huijsken Director and Commander-in-Chief of this Directorate Right Honorable Honorable Commanding Sir. The undersigned Master of the Equipage, having been ordered by Your Right Honorable to sound the Tapie or Surat river from in front of the Honorable Company's Shipyard to beyond the sea banks, and to ascertain whether the flooding, which raged very heavily in July, and the strong surge of mountain water had caused any new banks or removed, enlarged, diminished, or shifted the former ones, and to what extent the fairway in the same has changed and is currently the deepest. Having completed the honored order, has the honor to report most obediently to Your Right Honorable: That from in front of the Honorable Company's Shipyard up to before the Village of Omra, he perceived no noteworthy change other than a general slight deepening. That the bank before Omra has decreased on the South-East side and increased on the North-West side, and thus he found the most and deepest water for the fairway between the Omra shore and the South-East of the bank. That the banks which were situated before the Fakir have shifted and been completely washed away. That near the Swarte Wagt, the entrance of the river, which extends between the mainland and the green bank up to past Domas, has become virtually dry, navigable only at high spring tide and then only with light vessels. That 266. The 23rd of November 1787. it was resolved to deliver a copy of that report to the small-ship the Batavier and the howker the Charlotta. Report regarding the inspection conducted of the Pay Books. That in the ordinary fairway when crossing from the Swarte Wagt toward the Terrij dike between the green banks, he found no change beyond a slight deepening, but that a new bank had formed against the Green bank, against which at the lowest water there still remains a depth of 2¾ feet, so that the North-West part or that closest to the Terrij dike is the safest and deepest fairway; That between the Terrij banks and the former fairway toward the Herrij Bay a bank had also formed, and that there the best and deepest fairway also extends along the North-West shore. That coming from there towards the sea banks, he found that in the channel between them there generally remains 4 to 5 and 5½ feet of water at low tide on the North-East side; whereas on the West side no more than 2 to 2¼ feet of depth was found, and that the entrance of the river has shifted more toward the North-West. Hoping herewith to have fulfilled Your Right Honorable's honored intention, I take the liberty to subscribe myself with the highest esteem, beneath stood, Right Honorable Honorable Commanding Sir, lower, Your Right Honorable's very obedient servant, was signed, A. Masser, in the margin, Suratta the 31st of October 1787. Whereupon having deliberated, it was approved to have copies of the same delivered to the Commanders of the small-ship De Batavier and the howker De Charlotta for their information and instruction. Subsequently was submitted the following Report from the Members of this assembly, van Eijk and Roeff, who by Resolution of this assembly of the 19th of October last were commissioned to inspect 267. The 23rd of November 1787. to inspect the pay books of this Directorate of the year 1786/7. The undersigned as specially appointed Commissioners have, pursuant to Your Right Honorable and Honors' highly venerated order contained in the Political Council's resolution of the 19th of October, presented themselves to the pay bookkeeper Meijer and caused him to produce the maintained pay books of the year 1786/7, which they have examined most carefully and confronted against the successively granted warrants, and furthermore found as they have the honor to present below, namely: That the following Person stands to receive due to his decease Cornelis van den Bosse ƒ 264. —. Against which due to desertion stands in debt the Person of Robbert Robbeson ƒ 9. 6. —. Which has been settled on the Honorable Company, Furthermore has been brought up here in debt from the ship's book of the Geregtigheijd due to his decease the person of Philip Hendrik Ruter ƒ 105. 7. 12. and whose estate having been settled by the Curator ad lites and counted into the Treasury with ƒ 51. 7. 8. thus his remaining indebted account has also been settled on the Honorable Company with ƒ 54. —. 4. Dat de banken die voor de Fakkier geleegen hebben verset en ten eenemaal weg geschuurd zijn, Dat bij de swaate wagt den Jngang der rivier, die tus „schen de vaste wal & de groene bank tot na Domas streckt: genoegsaam droog geworden niet dan met hoog spring en dan nog maak met ligte vaartuijgen, te bevaaren is, Dat sc Char 266. Whose accounts, according to Their High Honours' order of the 10th of December 1765 regarding the posting of securities, are carried forward instead of the securities that they otherwise respectively must post for their administrations. Furthermore, the undersigned have found the pay books in order and agreeing with the warrants, except that the Pay Bookkeeper, by error, has charged the persons of Johan George Michlensz and Johan Fredrik Weesel in the same books for such sums as were paid to them here from the Treasury according to the warrant of the 31st of December 1786 for three months' wages, namely: Johan George Michlentz: ƒ 80. –. –. It was resolved and agreed to redress the error made by the Pay Bookkeeper in charging the persons of Johan George Michlentz and Johan Fredrik Weesel in the same pay books for such sums as were respectively disbursed to them from the Treasury, namely: To the first-mentioned: ƒ 80. –. –. Report of the Equipment Overseer Masser to the Director regarding the meeting of 2 Dutch ships near Daman. Postponed, the ones received with it were opened in the meeting and postponed. The vessels that had been dispatched some days ago by the Director to cruise for the expected ships having returned, his Honour informed the meeting that the Equipment Overseer Masser reported to him, the Director, this morning that he had met two ships, Alblasserdam and De Geregtigheijd, close to Daman and had escorted them as far as Nassarij, from whence they will likely be in the roads by tomorrow evening, and handed over to his Honour the letters from Their High Honours and other ship's papers. The 26th November 1787. as the monsoon is already far advanced, one expects nevertheless all possible by aforesaid ships. give to the ship Alblasserdam for reasons mentioned in the text. to postpone that until a further opportunity, Yet since, because of the long voyage which the aforesaid ships have had, the monsoon has already so far advanced that one has no more than at the longest five weeks of time for the discharging and reloading of the same, which at Suratta, considering the far distance from the sea and the shallows in the river, cannot possibly be accomplished; so it was resolved to give orders to the smalschip De Batavier & De Hourij De Parlotta to fetch the spices from both of them immediately when the ships shall have dropped their anchors and are in a condition to discharge, and then to instruct and most strongly exhort the Honorable Head Administrator Monte to make all possible haste with the discharging of the repeatedly mentioned ships, but in that respect to give preference to the ship Alblasserdam, which according to Their High Excellencies' venerated ordinance, which is received in copy among the enclosures, 273. The 26th November 1787. arrival of the ships Alblasserdam and De Geregtigheid at the roadstead of Souratta. must convey the return goods for the Netherlands to Gale, in order to enable the same to depart by the end of coming December. After previous resumption & approval of the Resolution of the day before yesterday, it was recorded that the ships Alblasserdam & De Geregtigheid anchored at the Surat roadstead the evening of the day before yesterday, and the Captain of the first-named, Aris van Valkenburg, came up yesterday evening, 274. The 28th November 1787. the two aforesaid ships have each had 11 dead. Deliberation on the missive of Their High Excellencies. regarding the draft of the Geregtigheid in the past Year. the Captain of the latter, Hans Christiaan Christiaanse, not having been able to leave his vessel, as his Captain-Lieutenant Ian Puls & Sub-Lieutenant Christiaan Ditloff passed away during the voyage. That the same ships, having always struggled with contrary winds & heavy calms during the voyage, nevertheless met with no extraordinary encounters, but each of them had Eleven dead, without however having any sick persons at present. After which, having proceeded to the Deliberation on Their High Excellencies' very venerated missive received with the same, dated the 20th July last: it was resolved respectfully to write back to the Same regarding the remark that the inspection of the draft of De Geregtigheid in the past Year had taken place only 4 days after its arrival at the roadstead, that one never neglects to have that inspection carried out as quickly as possible, but that it sometimes happens that at neap tide and 275. The 28th November 1787. expression of thanks for 2 shiploads of merchandise. to exert all possible diligence for the complete fulfillment of the received Petitions. repairs amounts to ƒ2576: 16: 8, the same being less than in the past Year. very low water the boat needs a day and a half to come on board, although care is always taken that the officers of Justice are on board, so that it is sometimes before the anchor has dropped, in order to prevent all fraudulent trade that might occur. with humble expressions of thanks both for the highly favorable approval with which Their High Excellencies have been pleased to accept the actions and conduct of this assembly, as well as for the dispatch hither of two shiploads of merchandise. — It is further resolved, to exert all possible diligence now for the complete fulfillment of the received Petitions, and to bring under the notice of Their High Excellencies regarding the main part of the account for carpentry and repairs, how the repairs made in anno passato have now resulted in the Account of 276. The 28th November 1787. To inform Their High Excellencies regarding the damage not yet suffered by the Company with respect to Brootchia. for reasons as mentioned in the text. To thank the Same for the granted payment of ropies 5945. 13. to the Lord Director. the same, in this Financial Year, amounting to no more than ƒ: 2576. 16. 8., whereas for many Years past the same had amounted to fully six Thousand guilders. It was furthermore resolved, regarding the aforementioned command of Their High Excellencies, namely to make a specific account of the loss that the Company might suffer through the non-restitution of the Brootchia Office by the English, that one shall at the same time inform the Same that the aforementioned Company has hitherto suffered nothing thereby, as one has been able, by sending an annual gift even smaller than when one was seated there, to cause the Company's privileges to be respected up to the present day by the Maratha Governor, without one however being able to say how long this will last. Upon the request made thereto by the Lord Director, it was resolved to offer to Their High Excellencies his both respectful and sincere thanks for the payment granted to him

277. The 28th of November 1787. To have the amount of 224 bottles of Rosewater reimbursed and counted into the Cash by the guarantors of the head surgeon Peperhoven. All the secretary instructed to deliver the necessary copies of the Enclosures received herewith to wherever it is due. The Trade bookkeeper qualified and instructed to certain sum of rupees satisfaction of Rupees 5945. 13. being such sum as had been credited too little to him on the amount of two Bills of Exchange granted by the Servants in China in 1782 to his supercargoes, Finally, it was understood that the amount of such 224 bottles of Rosewater as were shipped from here to Batavia in the past year under a quantity of 250 bottles per De Geregtigheid and found spoiled there, shall be reimbursed and counted into the Cash by the surviving guarantors of its supplier, the former head surgeon Daniel Pepelhoven. Concerning the Enclosures received with the aforesaid dispatch of Their High Nobilities, it was approved to let all the orders and resolutions appearing therein serve for dutiful compliance and observation; with instructions to the secretary to deliver the necessary copies thereof to wherever it is due. Their High Nobilities having pleased to approve, in a respected separate letter to the Director, also dated the 20th of July of this year, 278. to write off in the Trade books. After the last preceding resolution had been resumed and approved, a petition from Captain-at-Sea Aries van Valkenburg, commanding the ship Alblasserdam, was read, in which he requests that the following may be granted and provided for the service of his aforesaid vessel: A heavy anchor and cable, along with Mats and nails for lining the hold, Caulkers to caulk the ship inside and out, Rivets for the hoops of the cooperage, Good months of advance pay for the ship's company, Chinese planks or firewood for dunnage. And this having been deliberated upon, it was resolved, before deciding upon the request for a heavy anchor and cable, to instruct the aforesaid Captain-at-Sea, by extract hereof, to provide this assembly with the reasons compelling him to make that request, as well as to specify how many heavy anchors and cables he still actually has on board his ship; while the other requested provisions and necessities, being nothing unusual, were granted and allowed for the service of his vessel. The 3rd of December 1787. Likewise, the necessities requested by Captain Christiaansz were fully granted. And the native boat crew requested by both captains to prevent the desertion of European sailors. Likewise, it was deemed proper to grant and consequently accord the necessities and provisions requested in the petition by Captain Christiaansz, commanding the ship De Geregtigheid, for the service of his vessel, namely: Chinese planks or firewood for dunnage, The repairing and tinning of the galley utensils, The repairing of the binnacle and steward's lamps, Mats and nails for lining the hold, Good months of advance pay for the ship's company, Caulkers to caulk the ship inside and out, Rivets for the hoops of the cooperage, and A fore pump in place of the unserviceable one. Furthermore, taking into consideration how detrimental the desertion of sailors is presently, especially for the service of the Company, and that by allowing many seamen to come ashore, one even offers the opportunity for it in a place such as this, where they only need to step just outside the yard to enlist with the English; it was therefore resolved to grant the request made to that end by the Captains of the aforementioned ships lying in the roads, and to instruct the Master Shipwright to provide the boats of the aforesaid ships with native sailors and to let them be manned thereby, in order to enable the Captains to keep their sailors on board. Appeared before me, Carolus Lijnis, junior merchant and secretary of Police of this Direction, authorized for this purpose, in the presence of the witnesses to be named hereafter: The Right Honorable Gentlemen Matthijs Monde, Senior Merchant and Chief Administrator, and Egidius Meijer, junior merchant, Fiscal and pay-bookkeeper, both residing here, who declared, as they do hereby, to establish themselves as sureties and co-principal debtors for and on behalf of the junior merchant and Warehouse Master, the Honorable Egbert Nicolaas Wiardi, and this up to a sum of 4000 ropias, say four thousand silver current Surat rupees, which might be furnished to him from the Honorable Company's Treasury for the payment of the necessary daily expenses for the service of the Honorable Company's Trade Warehouses, etc., to be deducted again from the specifications to be submitted by him; therefore renouncing the benefits of order, division, and execution, having been fully and properly informed of the legal effects thereof, binding therefor their Honorable persons and property, both movable and immovable, none excepted, placing the same under the constraint of all the Lord's Laws and Judges. And since one must frequently anchor off the Malabar coast, where the cables suffer much, and must also touch at Ceylon, where it has happened multiple times that one was forced to anchor before the bay of Point de Galle without being able to retrieve the same, and in order not to miss any opportunity had to apply the axe so as to get under sail, and therefore the ordinary number of six cables, in addition to a spare anchor, is indeed necessary. The 14th of December 1787 I, the undersigned Abraham Josias Sluijsken, Director of Trade of the Honorable Dutch Company at Souratta, acknowledge hereby to have taken on lease, on account of the said Dutch Company, from the Baksie, commander of the Nabob's Troops, Hratjing Bahadur Mier Nedmidhien, a building belonging to His Honor, standing and situated in the Sultanpoer district, and that for the sum of sixty-two ropijen each full moon, under the condition that the Company shall be permitted to keep the same on lease for as long as it suits and pleases Her Honor, except solely in the event that the said Baksie might require this building for his own habitation; if the Company in due time sees fit to return the same, it shall give three months' prior notice thereof to the said Baksie or to the person who shall then be the owner thereof, and whenever the Baksie requires the same as aforesaid for habitation, he must likewise give three months' prior notice, with the understanding, however, that if this occurs at the time when the Company's returns for that year are already received therein, whether in part or in whole, Her Honor shall continue to retain the management and use thereof until the work of that year shall be finished. After resumption and approval of the immediately preceding Resolution, It was resolved, on behalf of the ships Alblasserdam and De Geregtigheid, upon the request made to that end by their Captains, to cause to be delivered to each of them half a barrel of pitch and some oakum needed for caulking. Thereafter was submitted a Petition from Captain Christiaansz, requesting that the Warehouse Master may be ordered to receive, for the account of the Company, such powder sugar as was water-damaged by the sinking of a horrij or vessel with which it was brought from on board to the wharf, of the following content:

The undersigned, Sea Captain Waars Christiaan Christiaansz, commanding the Company's ship De Geregtigheijd lying in the roads, respectfully informs Your Right Honorable and Honors: That a vessel or horry, laden with sixty canassers of powder sugar, departed from aboard the said ship and had come to lie upstream here in the river on the morning of the 15th of this month; That the said vessel, because several others also laden with sugar were lying there, and each wished to be unloaded before the other, had come so close to the pier during the night that, due to the strong outgoing tide in the early morning, its bow became stuck under the beams of the aforementioned pier; That the native crew on board was not strong enough to get it afloat quickly enough to preserve the cargo, and immediately requested assistance; That, since all efforts made toward that end were in vain, and there was no saving not only the sugar, but also the vessel, because 314. Whereupon, having deliberated and taken into consideration that the assembly finds itself unqualified to receive this soaked and possibly spoiled sugar for the Company, however indisputably true it is that this accident occurred entirely without the fault of the said Captain or anyone belonging to him; it was approved and resolved to order the Equipment Supervisor Masser, by extract hereof, with the handing over of a copy of the said petition, to report to this assembly how this accident took place, and whether it must be attributed to anyone's carelessness 315.
