to be commissioned to put a proposal in writing, serving for the formation of an Artillery Corps, which was fixed by Their Excellencies at 40 to 50 heads, upon which he takes the liberty to submit the following: The subscriber must presuppose that the intention of Their Excellencies was to increase the Artillery Corps at Samarang by 40 to 50 heads more than its present strength, which presupposition seems very probable to the subscriber when he takes into consideration that during the 2 to 3 years that the Artillery Corps at Samarang has been 50 to 60 heads strong, there has scarcely been enough trained men to be able to fulfill the various expeditions and the annual dispatch to all the trading posts along this coast, and that, since the artillery service and science cannot be grasped by a common man except through long practice, one must always cultivate some apprentices in reserve to be able to replace departing or deceased competent artillerymen. To substantiate this last consideration, I have the honor to report to Your Highly Honorable, Stern and Right Honorable Worship that since the provision of trained artillerymen to Banjermassing, after the expedition to Sumbawa, and to the trading posts of this coast, along with those who have taken their discharge or have died, there remain today with the Company no more than 9 gunners and 21 riflemen, these last 21 men having arrived successively at the artillery only 4 to 5 months ago and consequently being very little trained. Another powerful reason the subscriber shall allege to Your Highly Honorable, Stern and Right Honorable Worship in order to 9 May 1788 be permitted to suppose that the intention of Their Excellencies was to make the Corps 40 to 50 men stronger than it now is, is that in the general report of the subscriber concerning the possessions of the Javanese trading posts, it was shown in the article on Samarang that the Corps was then 62 heads strong, and that in the reinforcement plan it is shown that the Company of Artillerymen ought to be brought to 107 men, namely: 1 Captain 1 Ordinary Lieutenant 2 Ordinary Fireworks-Masters 2 Extra ditto ditto 8 Bombardiers 30 Gunners, and 60 Riflemen 1 Drummer 1 Piper 1 Master Together 107 heads. Taking the liberty to refer to the aforementioned report, and further to propose to Your Highly Honorable, Stern and Right Honorable Worship that the Corps be brought up to this number, and in order to obtain capable subjects who can read and write, that it may please Your Highly Honorable, Stern and Right Honorable Worship to grant him authorization to seek unhindered, voluntary, healthy, and strong men among the military and naval services; and since nothing advances the instruction of the artillerymen more than effective drill, that it may please Your Highly Honorable, Stern and Right Honorable Worship to authorize the subscriber to fire heavy ordnance once every week on the usual drill ground and to maneuver with the field pieces. Finally, that the necessary bunks might be constructed in the artillery barracks to house the men. 165 The 9: May 1788. — and to serve, whereupon he deems it necessary to give Your Noble Stern Honorable worships some elucidations, in order to supplement that which is not clearly shown at first glance in the plan, namely: the specifications of the empty lot where this building is projected, situated on the south side of the city and in a high and healthy location, measuring from east to west 12: rods and 6: feet wide, and towards the south 8: rods and 8. feet deep: the terrain is fairly firm, composed of sandy soil, and can support this building without the need to provide the foundation with piling work, which precaution would be absolutely necessary if Their High Nobilities desired this building to be constructed with a stone upper story, whereas the humble draftsman has calculated that such a building would cost approximately rd=s 18500: —, and having been recommended by Your Noble Stern Grand Honorable worships to be as economical as possible with expenses, the draftsman judged that if this plan is executed according to the profiles attached to the ground plan drawing, the building will be just as spacious and healthy, yet will cost roughly 3500: rd=s less. He was even more moved to this by the following consideration, namely: in the military barracks currently in use, 300: men can be accommodated, and in case the number of military personnel is successively increased to 600: men, one must nonetheless assume that this number will only be completely present here for a short time, as the projected increase in military personnel is destined to furnish the necessary detachments; thus the 180: men who will have to be lodged under the mansard roof of this new Barracks, the 9: May 1788. — will certainly be able to manage for a short time against the evening warmth. In addition, the draftsman can rightfully assure that these upper halls will be very healthy, since the southerly breeze will have a free and abundant circulation through the multitude of dormer windows, and because the small sergeants' quarters, which will be built against the south wall, are projected to be very low. — Furthermore, the plan is arranged with the front facing east, because the South Gate Street is located on that side, and because the South Gate guard can be stationed in the entrance of the building, so that through this change the current guardhouse can be used for the Bakery, as indicated in the plan; and in order to give more space to the courtyard, the draftsman was obliged to extend the layout of the building against the southern ramparts and into the South Gate Street by a few feet, as plenty of space still remains in front of the gates. Through this arrangement one obtains enough room to lodge 300: men, it being well understood that the said troops will have to sleep on bunks and without bedsteads, which take up too much space. The Bakery is somewhat cramped, because room is lacking to make it larger, but in time one could easily acquire a portion of the neighboring yard to enlarge it, or else erect another Bakery near the adjacent bastion, which could simultaneously serve for the Dragoons. The privy is placed in a secluded corner and without cesspools, because it is impossible to drain the filth away, given the shallowness of the outer 167 the 9: May 1788. — outer moat, and experience shows that the use of tubs causes less stench than cesspools, which moreover would have to be cleaned every month. Furthermore, the draftsman has the honor to present herewith to Your Noble Stern Grand Honorable worships a calculation of the general expenses to be incurred to carry out this plan, which amount to the sum of rd:s 12810: 19:—, excluding the price of 880: pieces of timber beams, the price of which cannot be determined in advance. The narrators state that, to the best of their recollection, about 3 weeks ago, they were sent from this place with a prahu mayang and a prahu tjomplong, the first with a letter from His Highness the Panumbahan aforementioned to the former Regent of Tagal, Radeen Hadjie, currently residing at Carang Assam, and the latter to the Gustis of Carang Assam; that they spent 10 days on the voyage from here to Bali, and upon their arrival there, wished to step ashore at the 4 beach villages subject to Carrang Assam, Tjole, Boengkoelang, Sangsit, and also before the main settlement of Carang Assam, but were prevented from doing so by the armed Balinese standing along the entire Balinese beach equipped with pikes; and notwithstanding that they showed their letters for the Gustis from afar, calling out that they had them in charge for delivery to the Gustis from the Sourabaya chief, they nevertheless would not let them come ashore, but prevented them by threatening with the pikes; but that they, notwithstanding this, still waited for a full twenty-four hours before Carang Assam to see whether those people would the 9: May 1788. — would withdraw or grant permission for them to step ashore; but staying continually posted there, they decided to depart from there for Bali Boleling, whither they were followed along the beach by those people; at this place they, the emissaries, again attempted to step ashore to deliver their letters, but were prevented from doing so as before by the armed Balinese, although they also showed their letters for the Gustis there from afar; whereby they effected nothing else than that, by beating on a certain wooden instrument, they made a great alarm of shouting and brought more and more people under arms; whereupon they, after another twenty-four hours of fruitless waiting, were compelled to return with their letters, the matter unaccomplished, and arrived back here after a voyage of 12 days from Bali on the 25: April; without further additions. I have the pleasure of beginning this letter by informing Your High Honours, with regard to the products, of the favourable and blessed condition in which the rice crop here on the Coast continually finds itself; and although I do not as yet have an answer from all the subordinate offices to the separate letter recently written by me, and of which a copy is transmitted herewith, concerning the rice crop and the quantity of rice which, after the satisfaction of the contingents, would remain for private transport, and on the contrary, it is reported to me from Tagal that some heavy downpours and gale-force winds that fell there have beaten down much almost-ripe paddy, which will consequently be in danger of rotting in the water standing in the fields, as is also taking place, according to the reports received, in the Oosthoek, while for some days here in the surroundings of Samarang one has indeed had wind and rain, yet I believe I have sufficient grounds to give Your High Honours provisionally the decisive report that, in case Heaven be further pleased to bestow its blessing thereupon and the crop remain preserved from such incidents, which cannot be foreseen, but yet have occurred repeatedly, as took place just last year in the Tagal region, one may then, although the harvesting of the crop is now somewhat delayed because of the late-fallen rains, generally expect an abundant harvest, so that not only the Company's requirements, both from the contingents and through extra purchase, can properly come in, but Batavia can also be amply supplied by private individuals, while retaining at the same time a sufficient quantity for the Great East and the opposite shore, in so far as Your the 12th of June 1788.— High 175 the 12th of June 1788. In my humble answer to the marginal disposition of Your High Honours upon the Memorandum of my predecessor in this administration, the Lord Extraordinary Councillor of India Johannes Siberg, I had the honour, with regard to the condition of the forests on the Celombo Islands, to inform Your High Honours: that I had already given orders to survey them accurately and exactly, in order subsequently to be able to make a proper report thereof to Your High Honours. The Commander in the Oosthoek has since sent me a report provided on that matter by the Bookkeeper at Sumanap, Bernhardus Camphuijsen, a copy of which is transmitted herewith, from which Your High Honours, if you please, may observe that on Sumanap itself, at present no timber forests are to be found anywhere anymore, as they were already cut down many years ago and converted into paddy and corn fields, so that now not even any firewood is to be obtained there. That on the Sumanap Islands, likewise no teak forests of value are found, except only on Cangiang and the small islands belonging thereto, but of the 12th of June 1788. which the wood, generally speaking, is still rather too young to be cut. That on the said island of Cangiang, 3 teak forests are to be found, named Kaijoe Aroe, Cangaijang, and Tambajangang, which indeed are already largely cut down, but yet could still yield some light timbers for the Company, if the cutting and bringing thereof to the beach would not cause too much prejudice to the few poor inhabitants of that island. That on the said island there is also a forest called Boeboe Boetie, wherein is to be found much Caijve Arang or ebony wood. That on the island of Paljat, belonging under Cangiang, some teak forests are also to be found, scattered here and there and separated from one another by intermediate plains, wherein, although the timber is for the most part still very young, a good quantity of beams of 20 to 25 feet could nevertheless be cut and easily obtained. That the island of Sipanjang likewise yields a teak forest, wherein some light timbers could be obtained, were it not that its transport is made all too difficult by the uninhabited wildernesses, difficult reefs, and high seas and surfs that stand around this island. That 177 177 the 12th of June 1788. — That on the islands also belonging under Cangiang, named Saoebi, Laboentang, Sandoelang, and Saboea hoe, no teak forests are found, but indeed sappanwood, ebony wood, kaijoe garoe, sandalwood, and kam or flesh-wood, which, however, because of its young age, mostly cannot for the present be employed for the use or benefit of the Company, except for the last-mentioned article, which, however, has also already been cut out to such an extent that it is to be feared that, if so large a quantity of that wood is demanded annually, these forests will then very soon be exhausted. And thus, since a request has been made by the regent there, the pangerang Poerbo Nogorro, to be exempted for this year from his otherwise obligatory delivery of three piculs of cotton yarn, I take the liberty of giving Your High Excellencies the due notice thereof, with a respectful request to be provided with Your High Excellencies' honored orders as to how I shall act in this matter. Regarding indigenous affairs, it is not without great regret that I inform Your High Excellencies that the emperor's condition seems to be becoming more and more precarious, as, besides His Highness's eye ailment, it is now aggravated by a kind of consumption disease. For this reason, not only did none of the otherwise usual public festivities take place at the marriage, which was concluded some time ago, between the prince's son the Pangerang Ario Mattarm and the daughter of the Radeen Tommongang of Banjoemaas Iudo Nogoro, nor at the recent elevation to Pangerang, under the name of Mancoe Boemie, of His Highness's grandson soerio Mattarm, being a son of Pangerang Ario Traboe; but that prince also, in a letter which I received on the 3rd of this month, made a request to me, on account of His Highness's condition, to postpone my arrival at soeracarta for now. In this I have accordingly acquiesced, all the more because the roads, moreover, due to these late continuing rains, are still very unusable, and the appointed First Resident Hartsinck must also have some time to make the necessary preparations and arrangements, without which the purpose of the Governor's presence at the Courts would not be achieved. If, however, contrary to expectation, the emperor's illness should worsen so rapidly that danger is to be feared, then I shall hasten my journey as much as possible and as will be necessary according to the circumstances of the time. However, I will not really be able to obtain certain reports of the emperor's true condition, and the state of affairs at the Court of Solo, before the arrival there of the First Resident Hartsinck, for which all possible haste is being made, all the more as the prolonged illness of the deceased First Resident Palm, and various other matters that have occurred there, of which, however, I am not yet thoroughly enough informed to be able to make a well-founded report to Your High Excellencies, make that presence very necessary. Whereas, through Heaven's bountiful blessing on the present rice crop in various places, matters have already advanced so far that one may count not only on a sufficient, but even on an opulent harvest, and in the remaining districts it is likewise in such a favourable condition that one may also have well-founded hope that there, too, everything will succeed according to wish, so that from the one and the other it is to be foreseen and expected on sufficient grounds that not only the Company will be able to obtain its requirement, calculated according to the quantity of the previous year, fully and in good time, but that Batavia and Java can also be provided so sufficiently with that food through private supply that the same may thereby be brought to a price that will satisfy both the buyer and the seller, I have therefore, taking into consideration whether that ample supply to Batavia can indeed take place without prejudice to the trade with the opposite shore, and whether by leaving the latter unrestricted one might not thereby miss the first-mentioned objective, especially now that the rice on the Malay Coast will be rather high in price, by comparing the one against the other, drawn sufficient grounds therefrom to be able to make such arrangements in this regard by means of which both these the 12: June 1788. — objectives the 12: June 1788. — objectives can be promoted and achieved at the same time. For the quantity that You will specifically state to me, You will also have to guarantee that it is actually delivered in Batavia before the end of this year, or at least that it has been transported thither, while in case of a missed delivery there, it must be possible to show sufficiently what the cause thereof is. When provision can then be made for Batavia on this footing with sufficient security, I do not doubt that Their Excellencies, upon my proposal to be made for that purpose at that time, will also kindly permit the export to the opposite shore, both to revive private shipping as much as possible, and also to cause the Company's revenues to increase as much and even more as they have recently fallen, in comparison with previous years, on account of so many persistent calamities and the private trade consequently obstructed for so long. To the Senior Merchant Anthonij Barkeij, Commander over Java's East Coast, Steadfast, Prudent, and Discreet Sir, In compliance with Your Honor's requisition, by separate letter of the 10th of April last, to provide an accurate and distinct report on the condition of the timber forests, both teak and other sorts of wood, situated and belonging here and on the islands under the jurisdiction of this office, I have informed myself most accurately from knowledgeable persons, such as the Chief of Cangian, Mangoudjaija, the Lieutenant of the Malays Ismael, the Juragan Talip, Bappa Asma, and several others, who all, both here and on the surrounding islands, have come to know the condition of the land and the location of the forests sufficiently through almost daily experience, and I therefore take the liberty to report to Your Honor from the accounts given by them, that in the entire district of Sumanap, however named or wherever situated, not the least timber forests are to be found, as the same were cut down many years ago and converted into paddy and maize fields, while the little wood that still stood here and there has gradually decreased and been employed for daily use to such an extent that even firewood is no longer to be found here, and for that reason the same must be fetched from the Javanese coast or from the islands, whereas the common native, for lack of this article, is forced to content himself with a sort of coarse grass or weed, called by them Baloor, which he cuts, dries, and subsequently uses as his firewood. Likewise, on none of the Sumanap islands are any teak forests of value to be found, except solely on Cangian and the islets belonging thereunder, yet for the present little use can be made of them for the benefit of the Honorable Company, as the wood found therein is, on the whole, still too young to be felled. Beginning then with Cangiang itself, I have the honor to report to Your Honor regarding it that according to the reports received, three teak forests are found there, named Kaijoe Aroe, Cangaijang, and Tambajangang, from which, although they have been largely cut down from time to time by the Pangerang, the former Residents, and other private individuals, some few light timbers might still be found and felled for the Honorable Company, if the felling and bringing of the same to the shore did not tend too much to the disadvantage and prejudice of the few poor inhabitants who reside on that island and support and occupy themselves with nothing other than agriculture and the fishing of trepang. the 12th of Junij 1788. The extent of these teak forests cannot well be determined, as the same are not contiguous, but are everywhere separated from one another by intermediate plains, and although most of the wood found therein is still very young, a good quantity of beams of 20 to 25 feet could nevertheless be felled and easily obtained for the Company. The island of Panjang likewise yields a teak forest, from which some light timbers might also be obtained for the Honorable Company, if the uninhabited wildernesses, the difficult cliffs, and the high seas and surfs found on this island did not render its transport all too difficult. On the islets of Saoebie, Saboentang, Saudoelang, and Saboea, also belonging under Cangiang, no teak forests of any kind appear, but there is found on them sappanwood, ebony wood, eaglewood, sandalwood, and kom or fleshwood, which however, because of its youth, mostly cannot for the present be employed for the use or benefit of the Honorable Company, except solely the last article. Although, by this overhasty execution of punishment, one has now been rendered unable to investigate further hereafter and to discover whether any grandees actually had a hand in the matter or not, it nevertheless remains certain that, from whichever side one views this case, it always bears signs of having been arranged with that reprehensible purpose of stirring up impressions of rebellion among the superstitious people, which would, in their consequences, be highly ruinous to the peace and tranquility of Java, and against which I have therefore sought to be as attentive and vigilant as possible, and shall also continually be, in accordance with the recommendation of your High Nobilities, depending on the reports which one receives and can obtain regarding this, as one is indeed obliged to rely upon them; just as I have also, both in writing and by word of mouth, most emphatically ordered the appointed first Resident of Souracarta, Hartzinck, to be constantly on guard against all secret machinations and intrigues, in order to constantly prevent or frustrate them through a prudent and well-directed conduct. Of the prohibition issued by the Emperor, after the execution of the above-mentioned case, to foreigners no longer to remain in his lands, no effect has since been observed, 197. the 5th of July 1788. — observed, and I therefore think that a design such as this has lost its efficacy as soon as the cause of the conceived displeasure is more or less forgotten; yet I shall, during my forthcoming presence at Court, make further inquiries in this regard and then have the honor to render the due report thereof to your High Nobilities. Meanwhile I must assure your High Nobilities that my doubt concerning the truth of the reported secret correspondence between the Pangerang Mangcoenogoro and the Sultan's daughter, the Ratoe Bendhoro, far from having ceased, has on the contrary not only been greatly strengthened by many events and circumstances since, but I even find myself very inclined to regard the entire history of this correspondence, even with respect to the Pangerang Mancoenogoro, as a matter that never existed, also on his part, and that the narrative concerning this was brought into the world for an entirely different purpose. And although this affair appeared in the beginning as if it would entail very many difficulties, especially if the Sultan, on account of the insult that would have been done to His Highness in case the matter had had a real existence, had continued to insist upon satisfaction, which has not taken place in this instance, everything has since remained entirely without consequence; so that if if one could have been as fully informed of everything a priori as has since been possible through the development of many matters then still hidden, one would certainly as little have come to notify the Sultan, as one would have given any credit to all the narratives concerning this affair, which were no less romantic than preposterous. Yet, although the conceived suspicions against the Pangerang Mangcoenogoro, through viewing the aforementioned matter from another perspective, for as much as concerns me, largely lose their force and as it were fall entirely to nothing, the events characterizing the nature of that Prince have nevertheless been too frequent and of all too much consequence not to be convinced, along with your High Nobilities, of the absolute necessity of constantly watching him with all circumspection; just as this has also been recommended, as one of the principal points, to the appointed first Resident of Souracarta, Hartzinck, for his observance, with the remark at the same time that for achieving this end no means is so suitable as a friendly treatment and an affable intercourse with that Prince, in order thereby to win his trust and to assure oneself of his goodwill, as one 199. may then also expect the greatest influence from the gentle representations and counsel, by which one must endeavor most, both now and in case of weighty events in the future, to keep him in devotion and to have him remain resting in the firm confidence that the Company shall always keep him and his children favorably in mind, if he conforms his conduct to their pleasure and desire. Now proceeding herewith to the report proposed by me, may it please your High Noble Lordships to be informed that I had barely received notice of the demise of the mentioned Palm, whose death occurred on 11 May, before I also received at the same time, or on 13 May, a letter from the Emperor, which I have the honor to offer herewith in copy to your High Noble Lordships, and wherein his Highness wrote to me that, as the chief Palm had now passed away, his Highness therefore kindly requested me 201. 5 July 1788. kindly requested me that whoever might become chief, if this person did not follow his counsel or acted to the prejudice of his Highness's subjects, the ruler might then immediately insist upon his dismissal, even if he might have held that office for less than a year. This letter seemed to me to indicate more or less in an intricate manner that the ruler was not very pleased with the mentioned Palm, though it nevertheless contained no direct complaints or grievances, and thus I also remained somewhat in the dark as to what might actually have given rise to the writing thereof; for although it had already become known to me from the side some time before that the ruler no longer showed the mentioned Palm that affection and esteem as previously, I was nevertheless not sufficiently aware of the causes of this change to be completely certain in that regard. Without then at that time specifically investigating what had actually brought about the writing of this letter, since I considered this not necessary and even disadvantageous because the ruler might then perhaps have come forward with grievances and requests that could have had serious consequences, I informed his Highness by a letter of the last-mentioned day, being 13 May, of which a copy likewise goes herewith for the esteemed examination of your High Noble Lordships, in reply that his request was entirely equitable and lawful, for no chief, whoever he might be, had the right to maintain a conduct contrary to the equitable counsel of his Majesty, much less that it would be permissible for him to do anything that could tend to an unfair grievance of his Highness's subjects. And that if he were guilty of a course of action that might be contrary to his duty and the instructions given to him for that purpose, it was then certain that he did not fulfill the purpose of his appointment, and that in such a case his Highness would undoubtedly have reason to request that his post be taken from him, even though he might have held the same for only a short time, adding however that I remained assured that such a request would not be made except in such cases where it would be completely evident that such a chief absolutely refused to let himself be dissuaded by any good advice from his improper and unfair conduct, and that it would then also be beyond doubt that upon such clear evidence, such a lawful request of his Highness would readily be granted. Subsequently, from time to time, I received even more information regarding this, which together most clearly indicated to what high degree the prince's displeasure had risen, although I nevertheless still remained of the opinion at the time that no direct necessity yet presented itself to conduct a further investigation. But I was soon dissuaded from this view when the just-mentioned Dewilde and Taupelle, by letter of the 2nd of June last, also enclosed herewith in copy, reported to me: that the prince, on that same day, had dismissed the Tommangong Poespo Nogoro and placed him under arrest, whom they indeed stated had, for the private pleasure of the aforementioned Palm and out of indebted gratitude to him, been a burden to the country, yet was nevertheless useful to the Company; but from which it also appeared to me that it was now finally time to become fully informed of what had transpired, and whereby the prince had been given so many reasons for displeasure. gong Poespo Nogoro had been required to assist Palm with the ruler and to give His Highness the impression that it was substantially to His Highness's advantage, even though the regents, the country, and the people were ruined by that immense labor, because the Javanese during that time had not been able to cultivate their prepared sawahs or rice fields, since by order of the ruler they had to work on all other projects, such as the lodge, the new lodge, the garden, his own garden, the temple, the riding ground, and the toll gates where the arachans or goenongs had to work permanently. This came fully to the ruler's ears only after Palm's death and constituted the principal reason for the dismissal of the Tommongong Poespo Nogoro. The said Tommongong had been an ingebeij and secretary to the Radeen Adipattij or imperial administrator, but the chief Palm, by petitioning the ruler, had elevated him to Tommongong, and a son-in-law of the ruler, named Wiero Diningrat, had even been obliged to make way for him, which upon reflection now also grieved the ruler. The late chief Palm had made himself so feared among the regents, who are mostly young men, that virtually no one knew the 5th of July 1788 or could know what was transacted between the ruler and the chief, and therefore everything was brought to the knowledge of the ruler by the said regents only after his death. Secondly, that at the wedding of the Pangerang Aria Mattarm, which was held at the house of the Pangerang Dipattij Amancoe Nogoro, count had been made, as is customary, on a European table with food, since the native is very fond of this as belonging to a festivity, just as it had always been adat or custom when all officers are invited, and especially because the crown prince was a guest of his brother. However, the drinks that the chief had sent here were all so spoiled that the second resident, Dewilde, had to endure the disgrace of seeing the drinks that were presented from the serving tray to the crown prince and his brother, the bridegroom, thrown by them into the spittoon, and that he, Dewilde, had to have more drinks brought from his own house. That when the clock struck twelve and no steward or European food had been seen, he, Dewilde, at the request of the crown prince, also had his own food brought from home. That there had also been no service, neither steward nor adjutant nor orderlies of the chief, and that this had indeed been the greatest grievance concerning the mistreatment of the ruler's own children. That there were still many petty slights or mean acts that had perhaps been done to the emperor or crown prince owing to the illness of the former chief, but that which, according to information, touched the ruler most consisted in this: that the crown prince had requested, for the pomp of the wedding of his brother Singo Sarie, an escort of dragoons, which had always consisted of a sergeant, a corporal, and 12 privates, but that the chief had given no more than a corporal and two dragoons, even though they, namely Dewilde and Taupelle, had reminded him of this, yet he had stuck to his orders, which was likewise taken very amiss; also what they thought had arisen from his illness or melancholy, that the ruler had sent to request wine and gin, whereupon the chief had sent a single bottle of the former and only half a bottle of the latter, which the ruler had likewise taken in very bad part. This was not all, but they subsequently wrote to me further, by letter of the 12th thereafter, also enclosed herewith in copy, that the imperial administrator, as the principal article of the ruler's vehement displeasure against Palm and the 5th of July 1788 regarding himself as thereby insulted to the utmost, had stated that the late said Palm had assumed too much authority in His Highness's judicial proceedings, which concerned the ruler's own subjects, and had also placed the ruler's subjects under arrest in the lodge and kept them there for interrogation; indeed, had virtually prescribed to the emperor what punishments should be inflicted on various persons who were guilty of crimes, and had even introduced the punishment of burning and advised it to the ruler, which was regarded as a punishment unheard of in Java, one that had never occurred as long as Solo or the empire had existed. because although by my letter of 31 May past, also enclosed herewith in copy, I had given notice thereof to the prince, with a repetition at the same time of the assurance given to His Highness in my previous letter that I was in the fullest confidence that the aforementioned new head Hartzinck would endeavour to give His Majesty the most complete satisfaction in all matters which accord as well with the interests of the Company as with those of the blessed land of Java, in order thus to be able to earn His Highness's friendship and affection, wherein I also recommended him in advance in the best manner, the prince nevertheless answered me nothing else to all this than that he expressed his thanks to me for it, as Your High Noblenesses may if you please further observe from the accompanying copy of the letter written by him to me on that account. The aforementioned manifold insults inflicted upon the prince and the crown prince, as well as upon the entire royal family, are without doubt also the principal if not the sole cause of the crown prince's behavior having changed so greatly since then, he being now, as I have been generally informed, reserved, indeed even unfriendly and withdrawn, the exact opposite of the amiable qualities which formerly presented themselves so favorably in him. And finally, 5 July 1788. one may 213. 5 July 1723. one may also with certainty attribute to this that Pangerang MangCoenogoro has now obtained an all too great authority at the Solo Court, for this prince, who believed himself to have been first insulted in an extreme manner by the late Palm, to such a degree that even the bitterest hatred and estrangement arose from it, which could only be somewhat tempered, though not entirely removed, by my intervention, subsequently, when Palm lost his credit with the prince through his improper conduct, gradually found greater entrance with the same; for since they were both equally offended by the late Palm, it went here as it usually goes in such cases, namely that community of displeasure gives birth to agreement of designs, so that by the decrease of the influence which Palm had over the Emperor, access to that prince was on the contrary made easier, so that one can say in truth that with every step that Palm took backward, Pangerang Mancoenogoro came closer into the confidence of the prince, whereby matters had already come so far in February that there was nothing else left for Palm to choose than to repatriate, in order to remove himself from a Court where he had brought himself into such general hatred, and which has mounted to such a height that, according to the account of the commissioners who had been to Solo for the inspection of the lodge and buildings, his name can now not be heard among the Javanese without the clearest signs of aversion. He recently, in a letter of which I take the liberty to offer your Right Noblenesses a copy hereunto, made a request that the still missing 75 pairs of the 100 pairs of pistols previously requested by him might soon be sent to him, as he would gladly use them upon my arrival there. To state all the grievances of the ruler against the late Mr. Palm, both those personal to us and those of which we have been informed, we undertake, however reluctantly yet obediently to Your Right Honorable High Mightiness, to set down the following in writing; in the hope that Your Right Honorable High Mightiness will not hold it against us with this report, if there should be any mistake in it, which however we cannot believe, intending to proceed as honest members, and likewise if anything should happen to have been omitted, which will occur without intention if it happens, and concerning which we solicit the generous mindset of Your Right Honorable High Mightiness. Firstly, the Chief Palm has from the beginning of his arrival here oppressed the Native far too much through his massive construction works, which the ruler has only now become aware of, whereby the people, working even without wages, were mistreated to the utmost with beatings, for which, always to let the ruler notice nothing, the dismissed Tommongong Poespo Nogoro had to assist the late His Honor with the ruler and give the impression as if it were truly to the Emperor's advantage, although the regents, country, and people were ruined by the immense labor, the Javanese being unable during that time to cultivate their assigned sawas because, by order of the ruler, they had to labor on all other works: the Lodge, the New Lodge, garden, His Honor's own garden, Temple, Passeerbaan, gatehouses, on which the arahans or goenoengs had to work permanently, which only fully came before the ruler after his death, and was the principal reason for the dismissal of the Tommongong Poespo Nogoro, which however is truly useful. 5 July 1788. useful, this has proved; the said Tommongong Poespo Nogoro, having been an Ingabeij and clerk under the Raden Adepattij or prime minister, the late Chief, by requesting the ruler, also elevated him to Tommongong, and a son-in-law of the ruler himself had to make way for him, which upon reflection now also grieves the ruler; the said son-in-law is named Wirodiringrat, and now lives as a mantjenogoro or tommongong in Jogorogo, a timber country being mostly forest. The late Chief had made himself so feared here among the regents, who are mostly young people, that virtually no one knew or could know, just as little as the first signatory, what was transacted between the ruler and the Chief, and thus it only reached the ruler's ears through the said regents after his death. But secondly, where we were both present, there was the wedding of the Pangerang Aria Mattarm at the house of the Pangerang de Pattij Amancoenogoro, where state was kept, as is customary, with a European table with food, which the Native is very fond of at a festivity and has also always been adat, when all the officers are invited, and especially because the Crown Prince was a guest at his brother's; however, the Chief sent all the drinks so spoiled that the first signatory had to undergo the shame, when presenting the drinks from the tray to the Crown Prince and his brother the bridegroom, of seeing them thrown into the spittoon; whereupon the first signatory had more drinks fetched from his own house, and twelve o'clock striking, with no steward or European food having been seen, the first signatory, at the request of the Crown Prince, also had his own food brought from home. There was no service, neither steward nor adjutant, nor orderlies; nothing from the Chief was present. This has truly been the greatest grievance of mistreatment done to the ruler's own children. The second signatory coming in a few days later to present a letter from the Sultan to the ruler, the ruler asked him how it was possible that the Chief Palm could treat him and his children in such a manner, and if His Highness had known it five months earlier, he would not have granted the Chief the lease, of which His Highness said the Chief had to live. Other trifles or base acts, which perhaps were done to the Emperor or Crown Prince due to the illness of the former Chief, are many, but that which touched the ruler most, according to information, is that the Crown Prince requested an escort of dragoons in state for the wedding of his brother Singasarie, which has always consisted of a sergeant, a corporal, and 12 dragoons, and the Chief provided no more than a corporal and two dragoons, although we both still reminded His late Honor of this, but he obstinately stuck to his orders, which was also taken very ill; also, what we believe arose from His Honor's illness or melancholy, that the ruler had asked for wine and vinegar, and he sent of the first one bottle of wine and half a bottle of vinegar, which the ruler likewise took in very bad part.
