With our missive sent with Hinloopen, regarding this main part in the we have already briefly given a report of the sale of the merchandise brought by the ship Spaa¬ ren while transmitting the returns thereof; herewith we shall treat what further remains to be said concerning this. §61. According to the contract entered into by us with the merchants in March of the pre¬ ceding year, we were bound to sell all imported merchandise at auction for the Company's bonds, since however according to the note in the Resolution of the 26th of October 1787, they, according to their own statement, only expected to be able to deliver about five-eighths parts of the cloths undertaken by them to be provided under that contract, we judged that we could also suffice with relinquishing such a portion of the merchandise in the promised manner, since the embarrassment for money extensively demonstrated in the thought Resolution did not allow allow the disposal of all of the same on the aforesaid condition. — We therefore resolved to retain circa half of the spices, which had the greatest prospect of being disposed of for cash, in order subsequently to be sold for ready money, and to have the remainder thereof with all the other goods auctioned for bonds, as happened on the 31st of that month, according to the copy report thereof transmitted under the annexes, according to which very high prices were obtained on all, which in itself is indeed a very agreeable and wished-for matter, which will also make the profit account of this financial year make a considerable showing, but viewed from the right side, cannot be considered otherwise than as one of the strongest proofs of the fallen credit of the Company here in this country and the low value that is placed upon its bonds, whereby every native, even though with con¬ siderable loss, tries to rid himself of them, 251. The sale of the Cloves and Nutmegs. the Director at the session of 3 December 1787, the said person has transferred all the spices purchased by him to the English Company, to be transported to Europe for their account. Arrangement regarding cloves. Paragraph 63. Concerning the Cloves, which remain just as unwanted as they have been now for several years, we had stipulated at the holding of the first auction that the buyers had to take 4 maon thereof with every maon of Nutmegs, and 6 maon with every maon of Mace, at the fixed prices, as was indeed done. We would have been not a little embarrassed with the remainder, were it not that the eagerness of the natives to get rid of their bonds came to our aid in this, as, notwithstanding the bazaar price was 180 Sicca rupees per maon, they bought up the same with all eagerness at the Company's fixed prices, amounting to 227 Sicca rupees 1 anna; a small portion that remained of it was also sold with the other spices in November. How the European goods and the pepper unloaded from the Sparen have been sold. Which goods had to be sold for cash. And with which this did not want to succeed. Paragraph 64. The goods brought from Europe with the Hindeloopen were likewise sold by auction for bonds on the 10th of January of this year, on which day the pepper unloaded from the ship Sparen was also auctioned for cash. Paragraph 65. However much more advantageous this sale for bonds is over that for cash, we nevertheless, in order to save ourselves to some extent and to get something in hand for making good the most necessary expenses, had to resolve on the 22nd of February to sell all the merchandise received by the Castor for cash; and that same reason has, as appears from the resolution of the 4th of this month, forced us also to draw upon the pepper brought with that vessel, which properly according to Your High Noble Lordships' instructions was to serve for the return cargo; and both were sold on the 6th of this month. Paragraph 66. For the same reasons of need of money, we had also had to resolve to try the sale of the Cloves received with the said vessel for cash, and if up to 180 Sicca rupees per maon of 68 lb were offered for it, being fully 47 rupees below the Company's fixed price, to let the same go. But no bidder presenting himself for a higher price than 165 Sicca rupees, the same were subsequently put up for bonds, and then fetched from 220 to 225 Sicca rupees, which is indeed somewhat less than the aforementioned stipulated price, but nevertheless not so much that it would need to be withheld on that account, seeing that this small difference is amply compensated for by the cessation of interest on the sum settled for it. Tender of the reports of the successive auctions held. Paragraph 67. The copies of reports of all these held auctions are transmitted among the appendices, and in our resolutions of the 31st of December and 5th of February last are inserted the written reports of the Cashier regarding the sums discounted and liquidated by him on bonds on account of those sales. Sale of Sappanwood. Request for orders how to deal with what was recently brought. Paragraph 68. The Sappanwood unloaded last year from the hooker De Standvastigheid was sold at the first auction, or that held in October, and went off for bonds at 6 to 6½ Sicca rupees per maon of 76 lb; and pursuant to Your High Noble Lordships' desire in paragraph 28 of the honored formal rescript of 20 October 1787, that recently brought with the Castor has been detained; since however in Bengal there will for the present be no opportunity to make the same serve for the intended purpose, namely for the return cargo, we request to be furnished with Your High Noble Lordships' orders as to what to do with it. Unsalable cinnamon is sent back. Paragraph 69. Aside from this Sappanwood, all the merchandise brought in this season has thus been disposed of in the manner aforesaid, except for the cinnamon, which is again so bad that nobody has wished to bid on it, even for bonds, wherefore we are also compelled, in the hope of Your High Noble Lordships' approval, to send it back. The last parcel received with the Castor, though not of better quality, we shall detain to be supplied for household use as well as otherwise. The small return of 1780 spices. Elucidation concerning that sold in Patna. Paragraph 70. We deem it not improper to answer under this heading what Your High Noble Lordships in paragraph 16 of the honored missive of 31 July 1787 have been pleased to instruct us to know, in order to resolve satisfactorily as yet the scruple of the Lords Masters regarding the sale of Cloves at Patna below the fixed price, contained in the Patria missive of the year 1782, paragraph 86. Upon examining the papers of that time, it has appeared to us that the Patna servants attributed this low selling price to the frequent private imports of Cloves and Nutmegs from below, as was also communicated by the then administration in their missive of the ultimo January 1780, paragraph 66.

was allotted, without however adding, as ought to have been done, the reasons for that private inflation, which essentially consists of the surrender at once of all the spices then on hand—including 26000 lb of cloves and 32000 lb of nutmegs—by the former Director Ross, as appears from his communication in the Resolution of 7 March 1777, to the Calcutta merchant Kanto Baboo, which man was forced to send the largest part thereof to the upper country, since by the new supply from Batavia, which arrived a few months thereafter, and the considerable shipment of the following year, all opportunity for him to resell here in the lower country was taken away. We hope that this will be accepted by Your Noble Excellencies as a satisfactory solution of that presumption, since that is the essential and only reason for the low price of spices at Patna at that time. From what has been treated previously, it will already have been evident to Your Noble Excellencies what an unfortunate consequence the lack of money and the absence of support from Europe, which we and all our merchants had so firmly expected, has been; our ordinary resolutions deal almost all with the difficulties in which we have found ourselves thereby, and the embarrassment was sometimes so great that for several months even the salaries, board money, and house rents could not be paid off, which caused a general consternation and distress especially among the lesser servants who otherwise have nothing with which to provide themselves with necessities; in the latter part of June the distress had risen so high, as a detailed description thereof can be found in our secret resolution of the 29th of that month, that no other rescue remained than to address ourselves to the English Government and ask their honors for a loan of one lakh rupees, with which we reckoned to be able to make good the most urgent expenses until ultimo August, while we trusted to be placed in a condition to rescue ourselves further after that time through the support to be received from abroad. The assignations granted by us since the last report made thereof to Your Right Excellencies, both for negotiated funds, exchanged bonds, and otherwise, amount, according to our letter sent in January to the Gentlemen Masters, to ƒ 363630. 2. 8, the lists drawn up thereof being transmitted among the appendices, to which, and to the aforementioned missive, we request to be allowed to refer for the remainder concerning this matter. § 83. Application was indeed made to us for more assignations, but in compliance with Your Right Excellencies' order not to go further in granting the same than can be assumed with certainty to be paid off from the return cargo, we were obliged, in consideration of the small cargo that the Spaaren carried, to reject these, to the marked displeasure of the holders of the bonds, who, according to the contents thereof, had the right to insist on their being granted. Furthermore, from the customary statements inserted into our resolutions of 17 April, 29 May, 29 June, 7 August, 8 October, 9 November, and 3 December 1787, as well as 8 January and 5 February 1788, it will appear what the state of the treasury here in Hougly was as of the ultimo of each month. Regarding the state of finances in Cassimbasaar: Paragraph 387. In Cassimbasaar, where no other negotiation than that of sa rop: 1200 was concluded, the scarcity of money was likewise experienced in the highest degree. To make good the domestic expenses, we remitted thither sa rop: 3000 from the relief received from the English Gentlemen, but since then we have been unable to offer any further assistance, as a result of which, upon the closing of the cash account of Ultimo December last past, the treasury there was in arrears on unsettled warrants to the amount of Lo rop: 1760: 10 14/15, which in the months that have elapsed since has increased by the amount of the ordinary expenses. Concerning the employment of money in Patna: Of the monthly employment of money since the last statement made, a report was given in the letters from that factory dated 2 April, 6 May, 20 June, 18 and 30 July, 14 August, 26 October, 17 and 18 December 1787, as well as 5 March of this year. What there is to report in that regard: Paragraph 88. At Patna, the servants initially had hopes of obtaining some considerable sums, for which reason we also, pursuant to their request, authorized them to negotiate on the same conditions as in the preceding year, namely at 27½ stivers per sicca rupee and payable at the Amsterdam Chamber, ordering them at the same time, as opportunities arose in that manner, if it could not be otherwise, to accept as much as was offered, not only to provide themselves with what was required for the factory, but also to support the treasury here, where the scarcity was so great that the monthly payments to the servants could no longer be made. But the outcome likewise failed to meet this expectation, since the servants were unable to obtain even enough to make the promised advances on the contracted linens, whereby the delivery thereof consequently turned out to be as deficient as described here before. All the money negotiated there consists of ƒ12500:-:- on assignation at 27½ stivers per Sicca Rupee and ƒ36875:-:- on bonds at 9 per cent per year, a brief account of the employment thereof being given in the servants' letters of 26 March, 16 May, 19 July, 13 September, 21 November, and 1 and 31 December of this year. Fortifications: Received order here deemed not applicable. Why: Paragraph 89. The chapter of Fortifications yields nothing in Bengal, and it is also for that reason that we could not consider applicable to this Directorship the order given by Your High Excellencies by Extract from the Minutes of the resolutions in the Council of the Indies on 2 October 1786 to the servants at the Outer Factories to draw up, each for himself and his subordinates, a plan of defense in accordance with the requisites prescribed by Extract of the Homeland General Missive of 5 November 1785; which we hope will likewise be understood as such by Your High Excellencies. Carpentry and repairs: How much this cost at Hoegli: Paragraph 90. With respect to the Carpentry and repairs, we shall, in accordance with Your High Excellencies' pleasure, postpone for now the repairing and remedying of the major defects of the buildings here in Hoegli until the receipt of further orders from the Lords Masters regarding the Bengal Trade, and in the meantime incur no other expenses thereon than are strictly necessary to preserve them from total collapse. The expenses incurred for the ordinary repairs at the Main Factory for the book-year 1786/7 amount, according to the customary Memorandum thereof inserted into our resolution of 3 December 1787, to ƒ 4391:7:-, being ƒ 7459:12:8 less than the year before. And in Kassembasaar: Paragraph 91. In Kassembasaar, the ordinary repairs for the said Book-Year 1786 amounted to ƒ 1230:6:8, being ƒ 28:11:8 less than in the preceding year, as appears from the memorandum thereof inserted into our resolution of 12 October 1787. What had to be expended extraordinarily at that factory: Paragraph 92. Since then, or in the month of September, owing to the extraordinarily heavy rains and the high floods resulting therefrom, a part of the enclosing wall of the reeling house at the lodge there collapsed, which, by taking the work in hand promptly, was repaired at the small cost of ƒ 64:17:-, the memorandum thereof likewise being inserted into the aforementioned resolution. on the receipt of the sworn reports of the garbling of the spices besides the permitted write-off. the parcel which Your High Nobles were pleased to allocate to this directorship has been reduced by more than a quarter, which, in view of the high prices that the nutmegs fetched at the sale, has caused a considerable loss of profit. The bags containing these nutmegs, which usually arrive much drier than those packed separately, were somewhat clammy and damp and yielded an overweight of 66 lb, which we have had entered into the Profit and Loss account. Paragraph 99. According to the note in the resolution of 15 February last and the 25th of this month, it appears that the reports of the judicial commissioners who assisted at the various garblings were sworn, which documents in certified copies, along with the tallies and repacking slips for the mace, are transmitted among the enclosures. Reference to resolution. Paragraph 100. The submitted findings of permitted write-offs for the Warehouse Masters and Dispenser as of the last of February and August 1787 also having yielded no extraordinary decisions, we may refer in that regard to our resolutions of 29 June and 22 December of the said year, in which the same are inserted. General inventory. Finding of the saltpeter received from Patna. Paragraph 101. The same applies to the finding of the general inventory at this main office as of the last of August 1787, which is also inserted in the aforementioned resolution of 22 December; it appearing further from the reports in the aforementioned resolution and that of 9 November preceding that the inventory at Kassimbazar and Patna was also properly carried out, without these requiring any special measures. In the frequently mentioned resolution of 22 December is inserted the finding of the 4500 bags of saltpeter received from Patna, whose deficit of 5 percent, not exceeding the allowance, was passed by us for write-off. the expenses at Kassembazaar; as also those of Kassembazaar and Pattena, the expenses at the first-mentioned office having amounted to ƒ8673 or ƒ11386.16.8, and also ƒ2551:9.— less than the previous year, as appears from the comparisons made thereof, which, together with the further papers relating thereto, are inserted in our Resolution of 22 December 1787. Reductions made in Kassembazaar. § 112. Upon the disposition of the Kassembazaar cash and expense account for the month of August last, at our session of 9 November 1787, it being taken into consideration that the monthly incurred expenses in the warehouses there, now that nothing was traded or done, could not and did not need to be as large as when trade was being conducted, and that the same ought therefore to undergo a considerable reduction, we ordered the commanding second in rank to report to us to what extent this could take place. His answer, dated 18 December, did not appear satisfactory, since he merely claimed therein that those expenses could not be reduced without considerable detriment upon the improvement of times. We made this known to him in a rescript, whereupon, along with his letter of 4 January, he sent us a list of the native servants who are in service there, in proof of what was advanced in his previous answer, namely that the stipulated native servant wages amounting to P.a kop. 175 per month were not sufficient, and the deficit thereof had to be found from the f.r. 240 that are monthly allowed for warehouse expenses on the merchandise expense account. This list is inserted in our resolution of 15 February last, on which day we deliberated thereon, and for the reasons related therein judged that, so long as one remains in the present inactive condition at that office, a sum of sr. 300.-.- per month would be sufficient for both the aforementioned expense accounts, which currently amount to sa rop. 415 per month; which sum we have accordingly fixed for that purpose, pending the receipt of Your High Noble's further pleasure hereupon.
