Concerning what further relates to this matter, we respectfully request permission to refer to the attached formal response to the Home Demand for the year 1782, this being the one by which we guided ourselves in the contracting, and whereby it is shown that the goods delivered and purchased under the contract together amount to a quantity of 127,449 pieces. demonstration of the state of this Ministry over the poor contracting of 1785. Paragraph 46. We shall dutifully take for our guidance Your Right Excellencies' esteemed recommendation by letter of the 6th of October 1785, to prefer the employment of our own instead of foreign merchants whenever affairs might again reach a somewhat favorable state, although we have every reason to regard such as hopeless. Nor have we failed to let them take as much part in the collection recently concluded as they desired, although the greater part is so impoverished that without the customary advance payments they are not able to supply any notable quantity of linens, as became fully evident at the settlement held with them for the return of 1785, since it then became known that the greatest part of them had been obliged to seek the funds and goods for making that delivery from others, who were thus actual creditors, and consequently requested that the renewed bonds for that delivery which were then to be issued might be drawn up in their names, as was also done in accordance with our resolution of the 11th of May 1786. With regret we noticed in the formal rescript of the 28th of June 1786 Your Right Excellencies' displeasure concerning the contracting done for the year 1785. We request permission to be allowed to demonstrate in this regard, with all respect, that it was beyond our power to make that delivery turn out differently or better, and that at the entering into of the contract all merchants were employed who were willing to commit themselves, to which one was indeed compelled because the contracting took place on credit, so that one had no choice, but had to take those who presented themselves; that the then President of our meeting was certainly misled by his banyan or agent through the nomination of such persons for deliveries who were unable to fulfill their engagements, but that neither His Honor nor we could know this, since for Europeans it is extremely difficult, if not impossible, to judge with certainty the state of a Bengali, and they are thus indeed obliged in that regard to rely on the reports of others; that the latest contracting, and the trouble and care that was attached to bringing it about, demonstrates most clearly how difficult it is to succeed in this without cash, especially in the present juncture, when the lack of money is experienced most severely throughout the entire country and by everyone, so that no, or at least very few, merchants have the means to undertake any enterprises of importance; and that these are not our inhabitants or the suppliers who in former times served the Company is all too certain, since in the course of the deliveries of the past two years it has become most clearly evident that they are in general so impoverished and incapable that one would scarcely dare to entrust them with the delivery of a quarter of a shipload with the prospect of a complete fulfillment, and certainly not to advance them the money for it without fear of considerable loss. 59. The linen in hand, precautions taken in that regard. Poor outcome of the collection at Kassimbazaar. Paragraph 50. From the matters cited above, it will have already come to your High Excellencies' notice that the linen collection at Kassimbazaar for the year 1786 has likewise met with poor success. By letter of 10 April of the past year, the officials there were sent a list of the linens, silks, and silk fabrics required from their office for the return cargo, with orders to report with certainty on what could or could not be supplied, since the general rumors regarding the meager credit to be found at Kassimbazaar made it necessary to act with circumspection in this matter, so as not to be disappointed in the calculation regarding the return cargo, and in case certain articles could not be supplied, to be able to make the necessary arrangements here to obtain them; for which reason the officials had also been emphatically enjoined to take such precautions with regard to the merchants and what they would undertake to deliver What the officials deemed they could deliver. Their request for a price increase. as were sufficient not to be misled by the outcome, as this, along with several other relevant reasons, is recorded in our resolution of 11 May 1786. The answer to this, dated 7 May and dealt with in the aforementioned resolution, contained a detailed report of the negotiations with the merchants, their expressed willingness to assist the Company to their utmost ability, and that what they could undertake consisted of: 5000 to 5500 pieces of Guinees, 5500 pieces of Salempoeris, and 1000 pieces of Doesoetijs, which they declared to be all they saw any chance of getting ready at the appointed times, besides another 4000 pieces of Gerrassen which they also requested to deliver, since some, under the firm assumption that the demand for linens would comprise the same assortment as before, had already ordered the manufacturing of those cloths, but that without a price increase the one and the other was 60. Contract of delivery and settlement thereof. impossible for them, since by what they still had outstanding with the Company they were compelled to take up money at higher interest than was refunded to them, the requested increase consisting of 8 Anas or 53 per cent on a piece of Guinees and 4 Anas or 5½ per cent on a piece of Salempoeris and Gerrassen, offered as this delivery, as the previous year, on credit when the contract was concluded at their office. For reasons as recorded in the said resolutions, we decided to consent to this demand, and in consequence thereof we were informed by the officials by letter of July that the contract with the merchants had been concluded, as the subsequently received memorandum of contracting, inserted in the resolution of 8 August 1786, further shows. Defective fulfillment. Paragraph 51. This having been thus concluded, we were in certain expectation that nothing would be amiss with the delivery, since the accepted quantity was so small and no more than what the merchants of their own free will had taken upon themselves. To our greatest surprise, the officials informed us under date of 19 October, on which date the goods for the November ship ought already to have been here, that after continual evasions the merchants had finally declared that they had always lived in hope of receiving some assistance upon the arrival of the ships, in which case they would certainly have fulfilled their entire obligation with what had already been disbursed; that they flattered themselves that for two years now they had shown evidence of their readiness in the service of the Company and were still willing to spare no effort, but that since their previously delivered goods remained for the most part unpaid, they found themselves through the scarcity of money everywhere without any assistance and saw no chance of providing their shares. Whereupon the officials, as 61. That no November ship was sent. Correspondence with the officials regarding these and other subjects. an excuse for delaying this report so long, further added that they had good assurance that many of the merchants had linens and silk fabrics at home which they had lived in daily hope of seeing delivered in, and that this had also been the reason for their delay. This poor outcome of the collection, as it also extended to the fabrics and Italian wound silk, was, as we have already cited above, the reason that on the day after the receipt of that letter, being 24 October, we had to decide to abandon the dispatch of an early ship. wherein the collection of linens has occurred, at a time when those funds could have been distributed with much more utility among the suppliers of linens and silk coverings. These considerations were presented to them in our letter of the 25th of that month, and the employees' extensive explanation of 24 November was dealt with in our Resolution of 22 December following, in which the observations made and presented in that regard are also recorded. To avoid a tedious and useless repetition, we request permission to refer thereto. §52 Meanwhile, the entire collection of linens at that office has consisted of: 640 pieces Guinees 480 pieces Salempoeris 960 pieces Gerrasen 80 pieces Doesoetys or sailcloths being 2160 pieces in total. The findings regarding the bales opened here are noted in our Resolution of 15 December last. The response to the demand, sent to us by the employees, is added to the appendices. §53 At Patna, the collection of linens was likewise not advantageous, which must also be attributed to the lack of funds. A note had been sent to the employees there of such cloths as were judged, according to a regulation made for the Relhour, to be required from that office, with orders to report what portion thereof they saw a chance of procuring in time. Their reply by letter of 30 April 1786, cited in our resolutions of 11 May following, was that the suppliers had undertaken the procurement of 10 to 12,000 pieces, besides the linen required for the chintzes, but that they could not be brought to any price reduction, and thus the previous year's price had to be granted to them. We were well satisfied with this so far, but because it had not been stated in what assortment that quantity would consist, we demanded this from the employees, who then indeed reported it in their letter of 23 May, when the quantity undertaken was fixed at 11,035 pieces. The delivery would probably also have ensued, but having been forced, according to their letter of 28 September, to have 20,000 counted back out of a sum of Sa. Rop. 50,000 that had been advanced thereon, in order to cover the expenses for dispatching the saltpeter and various other charges, this has largely been the reason that no more than 5,060 pieces of it were procured, consisting of: 825 pieces Cassa Bahaarse 20 pieces Sukkeries 10 pieces Dherriabadys 1,625 pieces Amertjes 15 pieces Lachoriassen 1,765 pieces Baftassen, and 800 pieces chintzes. The demand answered by the employees is also transmitted among the appendices; the inspection and findings of some opened packages of these goods are recorded in the aforementioned Resolutions of 15 December last. §54 Regarding the fulfillment of the Indian Demand for the Year 1787, dated Batavia in the Castle, 26 June 1786, we most obediently request permission to refer to the accompanying responses thereto, both from the Head and the subordinate offices, adding only here that the 400 pieces of chintz that were lacking from Cassimbazaar were bought up here, and the Patna ones for Japan were printed after some of the samples that Your High Nobilities sent to us. §55 We have applied our utmost effort to make the collection of the Goerijs and gunny sacks conform as much as possible to the demand, but have succeeded no further therein than up to 25,000 Linge

66. The overdue silk delivery of the previous year, the quantity dispatched presented therein, amounts to 5472 lb, all Italian-wound Bouliase silk. The inspection thereof was conducted by the same members of the assembly who examined the samples. According to the report received concerning this, inserted into the Resolution of 10 Jan: of this year, the finding was by no means favorable. We have therefore left the accountability thereof to the charge of the servants, and having divided that lot with what remained over from the previous year, sent it on the two return ships, properly distinguished on the invoices. § 59 In the P.S. of our spring letter of 14 March, this year being fulfilled, the bail was cancelled, we already had the honor to inform Your High Noblenesses that the silk contractor of that time had duly delivered his overdue balance. With the notification that the Kassembasaar servants gave us thereof, they simultaneously requested that the bail presented therein might be sent back for cancellation, to which request we then complied, as no prejudice or damage was any longer to be expected from this. The lack of money is furthermore the cause that this parcel could not be obtained through forestalling, whereas it seems that there would have been an opportunity for it had the servants been provided with cash. Paragraph 65. To obtain the required quantity of opium in this current year, which pursuant to Your Right Honourables' order is set at 800 to 1000 chests, we made a proper request to the High Government at Calcutta under 31 January last. The reply received thereto of 7 February is inserted in our separate resolution of the 16th thereafter. But since what further remains to be reported regarding this must be dealt with in our secret letter, we request to be permitted to adhere thereto. Paragraph 66. We shall let Your Right Honourables' remarks and recommendations serve for our dutiful observance and guidance should such matters ever occur again as was the treatment with the opium in the year 1785. But we respectfully request permission, for our exoneration in this matter, to demonstrate that the far distance of the Patna factory deprives us of the opportunity to scrutinize the conduct of the servants in this matter with that accuracy which the weight of the matters requires. We assure Your Right Honourables, however, that such offensive actions would not occur to us again without opposing them with the utmost seriousness and without any considerations, in order thereby to make everyone properly observe his duty. What further has been transacted with the Patna servants since our report regarding this matter is recorded in our resolutions of 15 April and 11 May 1786, which, since Your Right Honourables have already passed this case, we cite solely for Your Right Honourables' speculation. Paragraph 67. Regarding Your Right Honourables' remarks about the high price that was charged to the Company's account for the gathered opium at Patna, we sent an extract to the servants. In their reply, to be found in their letter of 12 October 1786, they say that the higher price of that purchased from private individuals was caused by the fact that such purchase must always take place illicitly, and that the price of that provided by the contractor is no higher than that for which it has been delivered for many years, in which he permits no reduction. Furthermore, that the chest of English opium of 135 lb was not generally sold at 500 to 550 Current rupees, whereas against that ours of 150 lb against the contractor's price, with all charges and the commission money counted therein, costs circa Current rupees 447½ and is moreover of better quality; wherefore they also hope that Your Right Honourables will be pleased to pass the price which they pay to the contractor for it. The servants certainly must not have included the transit charges in this cost of the opium, because the Director, having inquired what the prices of this juice have been in the last 10 years, finds them all to come out higher than those which the servants state for it. Saltpetre collection. Execution of the 50 percent January 1785. Paragraph 68. Of the saltpetre, the usual quantity of 23000 maunds was again allocated to us for the past year by the English gentlemen, which was also completely delivered to our servants at Patna. Following Your Right Honourables' expectation, we have not been negligent in seeing to it that the parcel promised for the year 1785, but not received, was also granted to us. We first had the Patna servants make inquiries as to whether the order for its delivery had arrived there. Upon the unsatisfactory answer received thereto, we addressed ourselves under the ultimate of July of the past year to the Supreme Council with the request to be pleased to send it after all, as then also, according to Their Honours' rescript inserted in the separate resolution of 8 August, took place. Reasons why one has contented oneself with that lesser delivery. How much has been delivered thereon. The delivery of this entire quantity could, however, take no effect, as the English chief at Patna, according to the correspondence of the servants with that gentleman inserted in the separate resolution of 8 September, did not have a sufficient stock. Since we needed no more than 3000 maunds thereof, we contented ourselves with that quantity and retained a claim on the remaining 15000 maunds for this year. We proceeded to this all the sooner in order not to be obliged to full payment at present, as our narrow stock of money by no means allows such, being still in the greatest embarrassment as to how to manage upon receipt of the bill of exchange which we qualified the Patna servants to draw on us in settlement of the received 31000 maunds. We were, as already cited under the principal section of the collection and amply demonstrated in our resolutions of 11 October last, compelled to knock down the entire quantity of Japanese bar copper to the suppliers of coarse linens for 40 rupees 14 annas or 51 florins 2 stuivers the maund of 76 lb, being 10 to 14 annas less than the bazaar prices in Calcutta at that time according to the monthly printed price currents, but which price must be understood only for small lots of 5, 10 to 20 maunds that were consumed daily. Because of the unfortunate circumstances in which we found ourselves, we had to submit to this or remain deprived of those linens, which could absolutely not be missed in the return cargo and, due to lack of cash, could not otherwise be purchased, at least not up to that quantity required according to the project. We hope that the oppressive and distressing circumstances in which we find ourselves due to the prevailing shortage of money everywhere will plead for us with Your High Excellencies for the favorable approval not only of this decision, but of all the others that we were forced to take to save ourselves and to maintain the proper progress of trade as much as was in our power, being able to declare solemnly that everything done by us in that regard, although deviating from the established orders, had the true interest of the Company as its aim. Regarding the sale of spices to be observed. Paragraph 81. It was also with the same intention and to provide ourselves as much as possible with the necessary cash that we again sold the greatest part of the spices out of hand. According to the communication made by the Director at the session of 11 October last, a buyer presented himself for the entire quantity for cash. We decided to make use of that opportunity to dispose of the same, but according to what was recorded in the resolution of the 17th of that month, he felt aggrieved by the quantity of cloves he would have to take in order to obtain the nutmegs and mace, which was not only far too large to find a market for, but on which article he could also expect nothing but a considerable loss, for which reasons he withdrew from the purchase. This project having thus made no progress, and it being nevertheless highly necessary to have some cash in hand as soon as possible, even if only to satisfy the most pressing expenses for the ships present and in the household, we took the decision on those days to sell the same out of hand in small lots, just as in the previous year. And since the merchants had raised objections to taking the same quantity of cloves with the nutmegs as then, to set the proportion at three lb of cloves to one lb of nutmegs and six lb to one lb of mace, as well as to have a public notice made thereof as well as of the prices fixed by Your High Excellencies, as they seemed to harbor some doubt in that regard because they had been raised twice that year. The collection thereof, however, proceeded very sluggishly and slowly, and the need for money remained just as great, as appears from what was noted in that regard in the resolution of 3 November. The negotiation with the first-mentioned merchant was therefore reopened, and according to the decision of the 24th of that month, we finally succeeded in disposing to him for cash a quantity of 30,000 lb of cloves with 10,000 lb of nutmegs and 2,000 lb of mace, with a proportionately lesser quantity of the first if both other lots should be found to amount to less through sales already made or loss from garbling. The entire remainder of the cloves, which the Director, according to the note in the resolution of 24 October, declared he could part with on special authorization of Your High Excellencies at 10 percent below the usual Company price, has successively, except for a small quantity of about 4,000 lb, also been furnished both in redemption of bonds and payment of accrued interest, which has been continued up to the present, and we hope that this small remainder will also be consumed shortly. How the other merchandise was sold. 182. Of the remaining merchandise brought in, pursuant to the resolution of 11 October of the past year, we ordered a public auction to be advertised for the 30th of that month. On the 24th we decided to accept in payment Company bonds from the last two years, thus with the exception of those which were granted on the current delivery, because it was otherwise to be feared that due to the general lack of money few buyers would present themselves and the goods would fetch low prices or none at all, whereas by this means the merchants and suppliers holding those papers would not only be enticed to buy, but possibly also be encouraged to fulfill their accepted deliveries all the better, while at the same time one would enjoy a double advantage through the higher prices that one could reasonably expect, and

Outstanding debts. § 89 The remaining members of the council who on 26 June 1781 conformed to the proposal and arrangements of the former Director Ross concerning the Tolls express their regret for the displeasure they have had the misfortune of causing Your High Mightinesses herewith; they have justified themselves in this regard each separately by successive incoming writings which have been inserted into our Resolution of the 13th of this month, and upon which they respectfully request a favorable judgment. Revenues from the small stamp. § 90 The revenues from the small stamp have, according to the accounts received thereof and inserted into our Resolutions of 23 June and 3 November 1786, amounted in the past financial year to ƒ 1054-7-2, which amount has been properly accounted for in the Cash. Revenues from the Villages and Bazaar. § 91 The revenues from the Villages and Bazaar for this current year have, according to custom, on the last day of December 1786 been publicly auctioned in the meeting and farmed out for Sicca Rupees 10225-0-0, or Sicca Rupees 1825-0-0 more than in the past year. § 92 Regarding the outstanding debts, we request to be permitted to refer to the report on the Debtors submitted in our meeting of the 2nd of this month as of the last day of August 1786, in which is noted what remains to be said in respect thereof. Further justification of the authorized agents of Mr. Ross. § 95 To trace whether anything of the said former Director Ross can still be recovered here in Bengal, we have requested from his authorized agents a statement under Oath concerning the state of his affairs both here and in Calcutta and what of his was still held by them; hereupon, and upon what Your High Mightinesses were pleased to require further by the rescript of 28 July 1784, they have declared, by an address inserted into the resolution of 29 December of last year, that in their previous report submitted under 21 March 1785 they have, as Men of Honor, given all that they in good conscience could, and to which they still referred, with this addition: that the balance of Sicca Rupees 7320-14 3/4 stated therein, which their Principal was indebted to them, has since increased to Rupees 11900-0-0, without them having been able to collect anything from the outstanding doubtful debts toward the settlement thereof, further proving that debt with an Extract letter from their said Principal and finally declaring themselves prepared to solemnize their statement; we, being unable to presuppose that these authorized agents would make such solemn declarations of ignorance, even with the offer of an Oath, if anything more were known than they have already stated, have, so far as concerns us, held ourselves satisfied herewith and deferred further disposition to Your High Mightinesses. Detailed general settlement with the suppliers in the Directorate. § 96 The general settlement with the Suppliers having been duly effected both here and at the subordinate Offices, we have the honor to present herewith to Your High Mightinesses the general Account Current which was submitted at our session of the 2nd of this month. Acknowledgment of thanks for the permission to write off certain items. Financial matters. Report of the receipt and payment of certain bills of exchange from 1786. Europe. were actual creditors, as that Resolution further demonstrates. And since a portion of the bonds issued on the expired collection has been settled both through payment and the provision of merchandise, these will also, in accordance with our resolution of the 2nd of this month, be canceled and others issued under ultimo January for that which is actually due to the holders under that date. Section 98. We thank Your High Noble Excellencies for the permitted writing-off of the entries charged to the junior merchant de Matje and of the Decca arrears, both of which were cleared in the books under ultimo August last. With this, we have arrived at the main section on Financial Matters with that which belongs thereunder. Section 99. Pursuant to the Resolution of the 6th of June 1786, the Director had recorded the receipt, alongside his separate letter from Your High Noble Excellencies, of 10 European bills of exchange, and by that of the following 8th of August, which of the same were accepted and paid; and charged to Mr. Mistayen for the amount of Sicca Rupees 30000, it was requested to hold over until the recently passed month of February, when the same was satisfied according to the record in the resolution of the 2nd of this month; of another, amounting to Sicca Rupees 40,000, charged to General Giles Hibbert, the holding over was likewise requested, but the same has since been refused for payment; the original protests of this latter have been dispatched according to orders to Europe, and of the letters of advice and certificates granted for the paid bills of exchange, the usual notification is enclosed among the annexes. Section 100. This is the only relief of cash from outside that we received from outside for conducting trade, for however much we hoped and expected to obtain considerable support with the European ship, we found ourselves therein disappointed to our bitterest regret. The Noble High Right Honourable Gentlemen Seventeen wrote to us in the dispatch of 23 November 1785 received therewith that it was impossible to fulfill anything of our financial demand, that the Chambers of Amsterdam and Zeeland were authorized to provide us with the necessary funds through the negotiation of bills of exchange, and that we were authorized, in the absence of those funds, to provide ourselves as far as possible with the necessary funds on such a footing as would be least burdensome for the Company. The predicament into which we were brought by this is sooner to be imagined than described, the more so because those bills of exchange upon which we hoped also failed to appear; our successive resolutions taken since the receipt of that news, and among them in particular that of 17 October of the past year, bear abundant evidence thereof, and in our separate letter sent on 24 November to the Lord Masters, we gave such an emphatic and unvarnished account thereof and of our distressed condition as the gravity of the matter required, to which we request permission to refer in that respect. We therefore had to take in hand all possible means to save ourselves, which have also been of such fortunate consequence that in due time we dispatched two return ships with properly assorted cargoes, and furthermore could provide the Headquarters with the greatest part of what was petitioned for the Indian Demand, a good fortune by which we consider all our effort and anxiety attached to bringing it thus far to be fully rewarded, and which we shall deem all the greater if we may have the pleasure of seeing our actions crowned with Your High Noble Excellencies' approval. Section 101. All the money loans, both here and in Cossimbazar and Patna, notwithstanding that due to the scarcity of cash in the country in general the interest has risen from 10 to 15 percent, we have up to now negotiated at 9 percent per year, and the negotiations on assignments at 27 and 27½ stivers the Sicca Rupee, except for a few sums for which the Director had to spend more according to the account already rendered and still to be rendered to Your High Noble Excellencies. For the rest regarding this, we request permission to abide by our letter dispatched in January to the Lord Masters, as all the various lists of granted assignments were inserted therein. Directors after the expiration of one, two, three, or four years, at 4 percent interest and at 27 stuivers per sicca rupee, copies of which bonds are forwarded among the annexes. — §108 In our resolution of 17 October of the past year, already cited above, in which is described in detail the penniless state in which the entire country finds itself, the embarrassment in which we were placed by the lack of relief from Europe, and the poor prospect of providing for it through loan negotiations, there are recorded, among the reflections that arose among us concerning the burden of debts pressing upon the Directorate and the means employed to relieve it of them as much as possible, which we believe we must briefly recapitulate here on account of the weight of that decision; the precarious condition in which we found ourselves having been cited and shown beforehand by the Director, it was noted that the debts as of the last day of August last already amounted 97. in principal to circa 1,250,000 sicca rupees, which, upon the completion of the consignment of that time, would increase to at least twenty lakh rupees, for the payment of which, and of what might be needed for the household and for the ships, nothing was on hand except the received merchandise, which roughly calculated could yield about five lakh rupees, without the slightest prospect of obtaining any notable sums on drafts; concerning which it was considered with the Director that it was impossible and irresponsible to continue trade on the present footing, because it could not be other than extremely damaging to the Company, both because of the interest of 9 percent that had to be paid on the running principal sums, which on the above-mentioned debt as of the last day of August alone amounts to circa one lakh rupees, and because of the higher price that we must spend for the sicca rupee above its intrinsic value, by all of which the profits on the returns were not only consumed, but might possibly even fall short of making all of it good; that therefore, for those and several other cited reasons, and especially to relieve the Directorate as much as possible from the pressing interest payments that run on the principal sums negotiated for trade, since no other choice remained, matters had to be directed toward remitting in one way or another by draft whatever could serve toward the reduction of the money borrowed, to be paid by the Lords Directors as having enjoyed or being about to enjoy the value; although against this, Your High Excellencies' honored order not to burden the Honorable and Most Respected excessively certainly came into consideration, but against which it was again considered that the balance of the consignment sent to Europe in the last two years, compared against the drafts drawn and bills of exchange received, still leaned in favor of the Directorate.

calculated, the provision for India also being included, and among this the opium of those two years, which was also satisfied by assignations; wherefore we then, after considering the true and substantial interest of the Company and, if possible, to revive its credit here once again, resolved to proceed thereto by granting assignations and thus to discharge as many bonds as would be feasible, whereby it was at the same time determined that those which had fallen into the hands of strangers through purchase should have to be presented and exchanged first. We hope that the weighty reasons which have moved us to this resolution, and whereby we believe to have observed the substantial interest of the Company, will find approval both with Your High Nobilities and the Gentlemen Masters. In order to gain possession first of the bonds that were in the hands of strangers, we had also resolved to have a proclamation issued whereby the same were called in, but that, according to what was recorded on the 24th of October, was judged unnecessary. § 109 To augment our embarrassment, in which we found ourselves according to the aforementioned resolution of the 17th of October, we had received a few days prior, among the papers with the Standvastigheid, the order to alter the printed forms of the assignations. At that resolution, the various views regarding its intention are recorded, since some members were of the opinion that the powers of attorney mentioned therein had to be executed in Europe by the person named in the assignations for the receipt thereof, in case they themselves did not wish to or could not attend to the receipt of the money, in order thereby to prevent endorsements; while others thought that this also meant that the counters of the monies had to execute that power of attorney here at the counting, and thereby authorize for the receipt in Europe the persons already named and qualified in the assignations thereto. Whichever of these views was to prevail, we foresaw that the order itself regarding the powers of attorney would cause much difficulty and obstacles in the money negotiations. And thus, in order to choose from those two opinions the most acceptable and, in the present unfavorable circumstances of the times, the least harmful, we embraced the first-mentioned, and consequently gave notice to those to whom assignations have been granted that the holders thereof, or those in whose name they are drawn, shall be obliged, if they themselves do not wish to or cannot receive the contents thereof, to execute notarial or judicial powers of attorney to such persons as they wish to qualify for the receipt of the monies for them, and thus that endorsements, as previously, may not take place. We have then duly notified the Gentlemen Masters of this and requested, whichever of the aforementioned views regarding this order may be the correct and best one, that it might cause no obstacle in the payment of the granted assignations, if we had not struck the true meaning thereof in this manner. § 110 In order to comply with Your High Nobilities' desire for a further statement of from whom the 50000 rupees were negotiated for which the Patna servants in the year 1781 granted a bill of exchange on this ministry, and the payment of which was refused on account of the surrender of the colony to the English, we made known at our session held on the 8th of August of the past year what was known to us thereof, namely that that sum was negotiated from a Mr. William Campbel, who since the presentation of the bill of exchange has not come forward with it again, neither during nor after the war; thus one may assume that the same will have been paid by the English ministry. Since this was however only a conjecture, we had the former Patna second De Vriese state what was known to him of this; according to his report inserted into the resolution of the 17th of October, the bill of exchange was said to have been paid by the English. § 111 At Kassembazaar no money negotiations of importance were conducted, having, as appears from the previously mentioned compendium, obtained there only f 5500.-.- on deposit at 9 percent. In order to support them as much as was in our power when the support of two lakhs of rupees intended for them from the monies of Mr. William Young could have no effect, we set aside and remitted to them from our small stock, according to the resolution of the 8th of August of the past year, 40,000 rupees. And because, according to the servants' letter of the 23rd of December 1786, they saw no chance without money of fulfilling the goods required for India, we resolved on the 29th of that month to assist them with another 8000 rupees from the monthly money employment. somewhat more ample, yet far from sufficient for what was necessary; we had authorized the servants there to spend 27 Stuyvers per Rupee, when this was not accepted we were forced to allow them to offer 27½ stiver for it; however, the necessary amount could still not be obtained through this, we being obliged, according to the entry recorded in the resolution of 24 May 1786, to let them make use, for the service of the opium, of a part of the money contracted by the First Signatory with Mr. Goung; for the linens they had negotiated a sum of 50000 rupees, which, however, as appears from the resolution of 23 June, could not be obtained on any other condition than that it should be repaid in 12 months; this sum was also furnished for that purpose, but according to the letter of 28 September they had to take back 20,000 rupees of it to defray the expenses, both for the transport of saltpetre and otherwise; that remainder they could not satisfy there either, wherefore we authorized them, according to the resolution of 10 August, to draw upon us for its amount; this bill of exchange, which amounts to over a lac of rupees, is expected daily, without any prospect remaining to us, however, of where to find the necessary funds for payment. In September the shortage of money among the servants was so great that they reported to us in their letter of the 28th of that month that they saw no chance of being able to dispatch the opium and other returns unless they received cash, wherefore they requested some relief; thereupon, after an estimate made of what would be required for the dispatch of the one and the other, we assisted them, according to our resolution of 17 October, with a sum of 13000 rupees; with this they have also kept things going until now; the monies negotiated by them amount, according to the aforementioned Compendium, to ƒ316750-0-0 on assignments at 27 and 27½ stivers the rupee, and ƒ140875-0-0 on bonds at eight percent. The brief report concerning their employment of money was made by letters of 2 March, 5 April, 6 May, 15 July, 5 August, 28 September, 31 October, 7 November, and 13 December 1786, item 7 January of this year. § 113 In conclusion of this section, further citing that the usual six-monthly balance memoranda are inserted in our resolutions of 15 April and 8 September 1786, we pass on to that of the Carpentry and Repairs § 114. We most obediently thank Your High Excellencies for the ample authorization granted in Your High Honored rescript of 6 October 1785 for the restoration and improvement of all such buildings as are strictly necessary and indispensable. No use, however, has yet been made of this, because concerning the necessity of those buildings some objections arose with the first signatory, which are recorded in our resolution of 8 August 1786; and this work, if everything were to be made properly good and sufficient, is of such an extent that it might well come to cost a lac of rupees. Thus, no capital repairs have been made here at Hoogly up to now other than those concerning which we had the honor to write specifically in our previous letter of 14 March, and the renewal and repair of which Your High Excellencies were also pleased to approve in the rescript of 28 July 1786. The cost thereof and of the other ordinary repairs here at Houghly in the past year 1785/6 amounted to ƒ 11850.19.8, or ƒ 7422.15.8 less than in the previous year, as appears from the usual memorandum thereof, which is inserted in our resolution of 5 December of the past year. § 115 The dispensary warehouse was taken over from its owner, pursuant to the authorization granted by Your High Excellencies, for 4000 current rupees. And since, on account of the shortage of money, we could not make the payment thereof in cash, we issued for it, according to what has already been cited here before, a bond payable in Europe. § 116. At Kassembazaar no repairs other than the ordinary ones were carried out, which, according to a memorandum inserted in the resolution of 15 September last, cost ƒ 1258.18.0, being ƒ 323.2.8 less than the year before. § 117. Section 118 In our description of last year, we have already cited the damage caused to the buildings at Patna by a storm that raged there; the servants have from time to time represented to us the necessity of repairing the same, the authorization for which, having been postponed by us as long as possible, we finally had to grant, as appears from our Resolutions of 15 April, 11 May, and 6 June 1786.
