The greater at Hoegly deducted from the lesser at Cassembr: 3: 2: 8 Thus it appears that in the year 1785/6 in this Directorate less was gifted than in the year 1784/5, an amount of ƒ13: 15: — Hoegly in Bengal, the last day of August 1786 signed: Jacob Eilbracht Invoice clerk The memorandum in which the expenses incurred at Kassembazaar chargeable to this account are specified is inserted by the Resolution of 15 September 1786. §155 In fulfillment of what was requested of the Honorable Herklots at the session of 7 October 1785, his Honor presented to us, by a detailed report inserted into the Resolution of 23 June 1786, his considerations and remarks regarding the customary gifts and further durbar expenses that were spent at the office of Kassembazaar, and which of these could be economized and abolished without detriment to the Company. We have concurred with the proposals made therein regarding the reduction of various items, whereby ƒ1028: 15: — is saved annually; but we judged not to do so regarding the cortijnen of the pachotra daroga, also dealt with therein, which we believed could very well be abolished now that our goods from Patna were cleared on toll receipts from the English collector. We have therefore ordered that the same no longer be delivered, and as nothing has been heard of it since, we believe ourselves now to be exempt from this tribute as well, which annually amounted to sicca rupees 2500: —: —. §156 According to what was noted in our separate Resolution of 18 November of the past year, we have 139. we have deemed it necessary to greet the Great Nawab on his journey to Calcutta according to custom, which we hope your High Excellencies will be pleased to approve for the reasons given; this visit cost the Company, as appears from a memorandum inserted into the general Resolution of the 28th of this month, ƒ6130: 9: —, or ƒ18257: 7: 8 less than was gifted on a similar occasion in the year 1765. The Director and the Council members who made this visit were presented by the Prince with robes of honor and head ornaments, which latter should be sent to the principal seat according to order; however, as the same are not set with precious stones as previously, but merely with glass, and are therefore of very little value, we request to be favored with your High Excellencies' disposition in this regard. §157. Application for the peshkash was made by the English Chief of the Revenue, according to the Patna letter of 30 April 1786, dealt with in our Resolution of the 11th of May thereafter. We declined the payment thereof on the ground that the payment of this charge was also one of the grievances that were presented to the High Council by the Commissioners sent to Calcutta in the year 1785, and the decision on which, among others, was referred by those gentlemen to their Principals; they seem to have been satisfied with that given answer, at least up to the present nothing further has been asked about it. §158 In accordance with your High Excellencies' order in the reply of 6 October 1785, we had imposed on the Hospitaler the restitution of half of what was enjoyed by him in the year 1784; but by a petition inserted into the Resolution of 11 October 1786, he showed us that upon his arrival at the hospital, the same was destitute of everything, and he had thus had to purchase and have made anew all the necessities, therefore requesting a favorable recommendation to your High Excellencies for the discharge of this restitution, and that in the meantime he might remain freed from actual payment. Because we were convinced of the truth of his adduced reasons and considered it possible that the same, if brought to your High Excellencies' notice, might effect a more favorable decision for him, we have consented to his request and thus take

140. as to how one here had disposed upon the received order regarding the improvement of the military system, thus taking the liberty to request a favorable decision for him. § 159 In concluding this main section, we further cite our resolution of the 2nd of this month, on which day we deliberated on the papers brought with the chaloup the Chinsurah and thus also on the Extract of the Patric missive of 23 November 1785 received among them, containing various salutary measures for the improvement of the military establishment in the Indies. Pursuant thereto and to Your Right Excellencies' decisions taken upon it, we have instructed the Outside Regents of the Hospital to keep such a strict supervision over the treatment of the sick as the order dictates. Of the favorable disposition of the Gentlemen Masters for the sick, to provide them with clothing in the hospital at the Company's expense, we have, as the precaution for the reason this was to occur did not seem necessary here, only made use for the poor patients who are destitute of everything, and who upon the provision of clothing in the hospital were debited for it on their account, which is most oppressive for them as they furthermore also lose their wages as long as they are in it. And thus we have ordered them, in case of necessity, to supply the ordinary clothing customary in the hospital at the Company's expense, which decision we hope will also be approved by Your Right Excellencies. Pay Books and Examination thereof § 160 Under the main section of the pay books and examination thereof, we have the honor to report that those of the year 1785/6 have been properly examined, as appears from the report submitted thereon inserted into our resolution of the 23rd of the recently past month. A duplicate set thereof is now going over to Batavia in a locked chest, accompanied by such other books and papers as are specified on the General Register, and further also the rolls of Zeeland and the small chambers of the year 1778/9 with alphabet and annexes further regulated by Your Right Excellencies, which for safety's sake we have ordered to be added thereto, notwithstanding the pay bookkeeper 141. testifies to have prepared them upon the first received order thereto and dispatched them with the Bengal Merchant. § 161 We thank Your Right Excellencies for the acts sent to us of various persons that are still missing, and for the favorable consent to our submitted proposal to send us the pay accounts of the sailors on the ships destined hither. § 162 The error committed in the power of attorney for the remittance of the pay of the deceased surgeon of the wards, we have, pursuant to Your Right Excellencies' order, caused the sworn clerk van Nierop to rectify in his protocol. § 163 According to our resolution of the 3rd of November 1786, we have, just as in the previous year, granted the remittance of pay accounts to the Netherlands to everyone who properly made a request for it for this season; and at the same time granted to the widow of the Merchant van Danckelmann the second sets of three of his pay accounts, the originals of which probably perished with him. § 164 At the session of the 11th of October 1786, it was represented to us by the pay bookkeeper that upon the arrival of the ship Straalen he had received not the least settlement of account of the Moorish sailors who had departed from here with it in the year 1784 and have now returned home, requesting to know whether he should close their accounts for the outward and return voyage or only for the return voyage, it appearing nowhere that they received anything other than the six months' pay advanced here, some kit, and one month's pay upon departure from Europe; since these people are to be regarded no differently than the Moors being sent from here to Batavia who receive their settlements upon their return here, and since from the debit roll received with the Straalen it is found what was given to them in Europe, namely some clothing and one month's pay, surely to be debited for it here upon the closing of their accounts, we have 143. authorized the pay bookkeeper to close those accounts for the outward and return voyage, debiting that which appeared to have been provided to them in Europe. § 165 The Merchant Krayenhoff has requested us to represent on his behalf that Your Right Excellencies, by the rescript of the 20th of July 1781, were pleased favorably to promise him the favorable nomination to the Gentlemen Masters for obtaining the absolute rank and pay of Merchant, but that up to now no answer has arrived regarding it, probably caused by the war that has since arisen, wherefore he respectfully requests that Your Right Excellencies be pleased to nominate him once again. § 166 The main section of the Requisitions now following, we have the honor to report thereunder that in our deliberations held on the 8th of August of the past year, the Chief Administrator and Storekeeper were ordered to state in a written report the finding of the cloves brought with the Straalen in the year 1784 in packages and chests or bales, and what the underweight

sample of Saal wood with a note on what it is useful for. shortage, likewise dust and rubble, had been present in this parcel, along with a comparison of the same against that which, according to previous custom, was brought in chests; this report arrived at our session of 16 February. According to it, it is not well possible to determine from the shortage found which method of packing, in chests or small bales, is to be preferred, because that depends on the dryness of the cloves and the prompt or slow sale. However, it was added thereto that the small bales, during transport on the ships hither, are more exposed to thefts, and that during garbling they will also always yield a greater shortage, because the cloves therein were found to be drier than the boxed ones, and are also stored in dry warehouses where they sometimes lie for a long time, indeed for years. On account of which various reasons we have judged that the old method of packing in chests is to be preferred. We hope by this report to have complied with Your High Excellencies' intention. Paragraph 167. With the delivery of this goes a sample of the saal wood. 143. Of what wood the English build their ships in this country. According to the report that the Master of the Equippage gives thereof, it is of little use for shipbuilding, since under water it is very quickly gnawed through by worms, and above water, especially in places where the sun shines upon it, it is subject to fissures and cracks, which cannot be kept tight with caulking. However, it is much used here by foreigners for batteries, redoubts, palisades, and sheds, and for that reason is little less in price than teak wood. Paragraph 168. In response to Your High Excellencies' requested elucidation regarding the diverse statements in the letter of the ultimate of March 1785, namely at 517 that the English in Bengal construct not only sloops but even ships, and at 8: 125 that in Bengal little or no timber is produced, at least not for ships or vessels, because it is uncommonly subject to infestation by white ants, we have the honor to explain that the wood used here by the English for the construction of their ships and large vessels is Pegu wood, which is imported annually in abundance, and that the wood which Bengal produces is essentially not suitable for shipbuilding. The English, during the war, began to make their small vessels of a Patna wood called siso, but experience seems to teach that the same is likewise not suitable for that purpose; at least, the construction of those vessels did not gain traction. Further elucidation regarding the offered price of the demanded red wine. Demand. Paragraph 169. During the proceedings on Your High Excellencies' frequently mentioned rescript of 28 July 1786, the Director, as appears from the note kept thereof at the resolution of 7 December, declared that the offered 30 stuivers per bottle for the 200 cases of red wine requested from Europe are Dutch stuivers, although he simultaneously had noted down that the requisition of this wine was not made so much for trade or to achieve a profit, as rather in order not to let the ships come hither empty, since one can demand nothing with any certain prospect of profit, because all European products, owing to the large supply by foreign companies and private individuals, are presently without market value and unwanted here. Insertion of the formal demand. Paragraph 170. We have the honor to present to Your High Excellencies in the appendices our formal demand of cash, merchandise, and other necessities for the year 1787, in such manner as the same is inserted here verbatim according to the order. 144. Formal demand of cash, merchandise, provisions, pantry goods, equipment, and other goods further for Bengal for the year 1787, which are requested in all respect from His High Excellency, the Right Honourable Lord Master Willem Arnold Alting, Governor-General, and the Honourable Lords Councillors of the Dutch Indies; namely: Cash 35 tons of treasure, or according to the following specific presentation, three million, five hundred thirty-seven thousand, six hundred sixteen guilders, fifteen stuivers, thirteen pennings. An amount, under the present circumstances, too considerable for us to flatter ourselves that we might be accommodated therewith from the principal place; however, it is set forth herewith to demonstrate our true necessities, in the hope that it may favorably please Your High Honourable Excellencies to cause to reach us of the required merchandise, provisions, pantry goods, equipment, and other goods as much as the supply can afford, in order to meet the expenses of this office from the profits to be gained, and to supply the merchants with what is necessary according to capacity. No. 1. l. 3. 10. 12.] § 171 We very politely request a favorable satisfaction thereof, and also enclose among the annexes our most recently dispatched European Demand, regarding the arrangement of which we request to be permitted to refer to the annotation of the Director in the resolution of 10 January last. § 172 Under domestic arrangements, we have the honor to submit to Your High Nobles, in relation to the Boards, the expression of thanks of the Junior Merchant Heyning for the conclusive vote in judicial matters granted to him, of which favor he has enjoyed since the receipt of the rescript of 6 October 1785. § 173 The Secretary and Cashier Fredrik Wieman was, on 11 October last, after the received news that he had been favorably confirmed in those offices by Your High Nobles, given a seat in our meeting and has on that day duly taken the oath therefor, as well as the oath of purge. § 174 The Council of Justice has undergone no change except that [Margin: Report of the Board on the proceedings against S: J: de Bruyn.] a seat therein was given to the Junior Merchant Albertus Francois Domburgh upon his return from Patna, with the dismissal of the Bookkeeper Hendrich Albrecht Dolle, who had been placed therein upon the departure of the first-named. § 175 The order that both former and current members of Justice would have to serve on the Judicial Committee has been revoked pursuant to the order of Your High Nobles. § 176 To the Council of Justice has been delivered an extract from the rescript of Your High Nobles of 28 July 1786 regarding the assistant Simon Jan de Bruijn, and in fulfillment of the orders given therein, those Honorable Gentlemen have, by a petition inserted into the resolution of 23 February last, stated their opinion regarding him, that he cannot be considered guilty of the crime of desertion and is not in such circumstances as to require a pardon on that account, but that he, just like other prisoners of war, with the favorable permission of Your High Nobles, may be readmitted into the Company's service in his former capacity, 147. We request hereupon Your High Excellencies' honored disposition, as well as on the proposal of the Director, who declares being unable to find any sureties, and for that reason offers to leave his salary standing or else to count out the amount of the surety in cash into the treasury, provided that Your High Excellencies please grant him a reasonable interest thereon. The Honorable Herklots has passed away at Kassembazaar without having provided sureties; the secunde Van Midlum has indeed been instructed by us to use all possible precautions for security in this regard, but since the widow has not yet declared how she will conduct herself concerning the estate, further measures will be taken in that respect as shall be deemed necessary in order to protect the Company against all damages in case anything should arise to the charge of that estate. § 183 Regarding the passage granted with the departing ships to Europe and Batavia, both to our own subordinates and some foreigners for whom the said English Governor-General Lord Cornwallis has interceded, we request permission to refer to our resolutions of 24 November, 22 & 29 December 1786, and 10 & 12 January of this year. 184. The respective shops have, by Your High Excellencies' order thereto, again been placed under the supervision of the Equipagemeester; concerning the insolvent estates, we shall, in accordance with Your High Excellencies' order, continue to adhere to what was noted in the letter of 27 July 1772. § 185 By our resolution of 24 May of the past year, a document was inserted whereby some of the boatswains and sailors complained about the arbitrary distribution of privately earned pilotage fees; we placed the same into the hands of the merchants Van Haugwitz and Elbracht to investigate that matter; from the report submitted thereof at the session of the 8th thereafter, it appearing that these complaints originated solely because there was no fixed regulation in that regard, we decided, in order to prevent similar misunderstandings, to form a regulation; this has since taken place; the same is registered in our resolutions of 22 December 1786. § 186 Regarding native affairs, how it is situated with Hadjee Mehendi's investigation of complaints, we have the honor to report that according to our resolution of 7 December of the past year, the investigation of the complaints mentioned in the petition of Hadjie Mohametz Achendi sent to us by Your High Excellencies was assigned to the members of our council Van Haugwitz and Heyning, with the addition of the First Clerk Van den Broeck; this commission has reported on its proceedings thus far in a report that is registered in our resolution of the 28th of this month, and has submitted alongside it a dismissal or judgment from a native court handed over to them by the said Hadjee Mehendie, in which the course of the entire case is described; the Director has undertaken to ask the opinion of two gentlemen of the Calcutta court regarding this dismissal, to know to what extent one can rely on it; the aforementioned commission being therefore suspended until after the arrival of that advice, in order, if necessary, to resume the investigation in due course, after the completion of which we shall have the honor to present to Your High Excellencies a detailed report of everything. § 187 In relation to the foreign nations, we can inform Your High Excellencies that the firearms loaned to the French gentlemen in the year 1785 have been received back according to the record in the resolution of 24 May 1786; Mr. Dangereux in person paid a compliment of thanks to the first-mentioned for this loan. § 188 We believe we should also cite under this section the case of Captain Robert Geddes concerning the capture and restitution of the bark De Constantia and the pantjalling Het Geduld. The commission dispatched to Calcutta in the year 1785 was also charged with demanding compensation in this regard; the answer, as appears from the report of that commission, being that he, Geddes, upon his departure for Europe, had left behind some papers showing what the balance was of the goods sold from those vessels and which balance he was prepared to pay; those papers were also promised to us at that time; they have since been received and, after translation, were presented at our meeting of the 23rd of this month; as that which was offered thereby for compensation, amounting to circa rupees 13673.1.8, differs so considerably from the sum of Current Rupees 34408.2 1/156 demanded on our behalf, we have resolved to await Your High Excellencies' disposition thereon, it appearing to us that nothing more can be obtained from it and thus it would be best, in order not to lose everything, to accept this offered sum; we also enclose copies of all these translations among the appendices. § 189 Already previously under the collection of products, we have cited the complaints of our merchants regarding the vexations and acts of violence inflicted upon their gomashtas in various aurangs, which written complaints are inserted

151. are in our general Resolutions of 8 and 21 August, item 8 September 1786, concerning which we made such representations as our letters inserted into the separate Resolutions of 8 and 21 August serve to show; the replies to this, incorporated into our separate decisions of 10 August and 8 September, contained that the Board of Trade was instructed to conduct an investigation into this and that arrangements were being made which would remove all reason for complaints for the future; since not much redress was to be expected from this investigation, as the Members of that Board were to be considered as an interested party in this matter, the Director was obliged to go in person to Calcutta in order, if possible, through his private influence with the Members of the Supreme Council, to bring about the desired change for the better; but a rumor spreading at that time that the Dutch were on the verge of handing over Trinconomale to the French caused his efforts in that regard to be frustrated, as appears from the account that he, the Director, gave of this in our meeting of the aforementioned 8 September; the arrangements, meanwhile, which those Gentlemen said they were making to remove all complaints for the future, have resulted in a prepared Regulation for the weavers, of which a printed copy was sent to us and which, with its translation, is inserted with the separate Resolution of 7 December of last year; since we found that this was entirely contrary to what we were expecting, and that according to the stipulations made therein the weavers could easily be bound not to be allowed to work for anyone other than the English, we resolved to make common cause of this with the French and Danes, who were equally aggrieved thereby; but since then we have been informed that the newly arrived Lord Governor-General Earl Cornwallis, who is endowed with special authority and opposes all abuses most firmly without any regard to persons or self-interest, will also set in motion means of redress in this matter, and we will therefore await what the outcome thereof may be. § 190. Concerning private shipping and trade, there is nothing to report. § 191. On behalf of the servants who have been confirmed in their posts or otherwise favored by Your Right Noblenesses, we have the honor 152. herewith to convey their respectful expressions of gratitude. § 192. We shall take Your Right Noblenesses' remarks concerning our decisions taken in the previous year regarding the merchant Verspyck and under-merchant De Vrieze for our proper guidance and observance. Upon Your Right Noblenesses' permission granted thereto, the latter repatriated on the ship Straalen, after having provided proper security and having passed the usual proof that he has nothing to claim against the Company; a copy of this last document is included among the annexes. § 193. The first Draftsman thanks Your Right Noblenesses in particular for leaving the post of first packmaster at his disposal; he has appointed thereto the under-merchant Albertus Francois Domburg, whose petition for confirmation, or to be favorably considered in the upcoming rotation, is forwarded under the annexes. § 194. The Honorable Gregorius Herklots, Second of this Directorship and Chief at Kassembazaar, having passed away on the 14th of the recently elapsed month of February from an abscess in the liver, we have, upon the received news thereof on the 16th following, for reasons as resolved by resolution, decided to leave that post vacant and thus to defer this to the disposal of Your Right Noblenesses; the management of the Factory, with all that further pertains thereto, we have until that time entrusted to the merchant and Second Willem Jan van Midlum, who, according to a deed of transfer drawn up on the 15th of the month, has taken it over under his responsibility. § 195. Now, on account of the rotation to be expected through this death, the following turn to Your Right Noblenesses by petitions that are forwarded among the annexes: The Senior Merchant and Head Administrator Anthony Bogaardt, to be honored with the dignity of Second of the Directorship. The merchants Adrianus Gerhardus Kraijenhoff, Jacob Eilbracht, Cornelis van Citters, and Willem Jan van Medlum, to be favored with the vacant Chiefship and the rank of Senior Merchant and Second of the Directorship attached thereto. The merchants Johan Willem Salomon van Haawitz and Lodewyk Reaal de Bas, to be favored with the said Chiefship or else the Head Administration 153. here. The under-merchants Johannes Cornelis Heijning, Paulus van Grieken, and Balthazar Constantyn Diderik Bouman, to be favorably considered in that rotation. The bookkeeper Jacob Coenraad Kayzen, to be allowed to step up upon a vacancy as Invoice-keeper and Dispenser. All these petitioners are urgently recommended by us to the favor of Your Right Noblenesses, and we therefore request a favorable consideration of the various applications, as well as on a petition from the under-merchant Dirk van Hogendorp to be permitted to make a short trip to the Capital. § 196. In place of the under-merchant Anthony de Masse, appointed by Your Right Noblenesses as second in the cloth warehouse, we have appointed as ordinary commissioner in the Trade Warehouses the under-merchant Louis Adrien de Bruys, who recently arrived from Batavia, for whom we request the confirmation of Your Right Noblenesses. § 197. to have to possess, we shall dutifully fulfill according to our resolution of the 2nd of this month dealing with that subject, it is noted that in our opinion the Chief of Kassembazaar and the Chief Administrator here are the only two Senior Merchants in this Direction who can furnish those shares without difficulty, and that the Chief Administrator Bogaardt has declared that he will make remittances on the next occasion to purchase a share for his account. Paragraph 207. Under this heading we believe we can most properly inform Your High Excellencies that in June of the current year, from the papers inserted by resolution of the 23rd of that month, we were informed of the misfortune that befell the sloop De Krab, which, having missed its voyage to Ceylon, had fallen upon one of the coasts of the King of Ava and had been plundered by that monarch; in order to bring as much aid as possible to the unfortunate crew of that vessel, for which we however lacked our own means, we requested the English Government for their intercession with the said King in order to get the sloop and crew released; the English Governor-General had the courtesy to write such a letter to the said monarch, as shown by its copy entered by resolution of 24 October. Since then, or in the last passed month of February, the Junior Merchant Boers arrived here; according to his report and that from two received letters from the Commander of that vessel, Captain-Lieutenant Daniel Stralen, the King released the sloop and crew out of fear of reprisal against one of his ships that he intended to send to Ceylon; the said Commander requested by those letters for the payment of a bill of exchange drawn by him for sa rop 5000 and orders to repair the sloop in order to resume the voyage to Ceylon with it; the Junior Merchant Boers had also drawn on this Direction for sa rop 4280. Upon both matters, for the reasons cited by resolutions of the 16th and 23rd February of the current year, we resolved to authorize Commander Straalen to spend 1000 rop on the sloop and to honor the drawn bill of exchange, for which he is to render account further in Ceylon; we also resolved to accept for payment the bills of exchange of Boers and had him pass a deed thereof at the secretariat, whereby he undertakes to repay those monies in Ceylon with interest if they are not validated for him. We have given notice of this to the ministers there with the departure of the said Boers to Ceylon, and hope that these decisions of ours will be approved by Your High Excellencies. All papers relating to this case, consisting of two letters and an account from Commander Straale, our answer thereto, the journal delivered to us by Junior Merchant Boers, and the deeds passed by him, are transmitted in copy among the annexes for Your High Excellencies' kind examination. One cannot call the dispatch of Straalen in January 1785 with a cargo of circa 9 tons of gold a resumption of trade; we even hesitate to give that name to what has been accomplished since, the dispatch of circa 37½ tons of treasure with five ships since January 1786 until now in January 1788. §347. That resumption is yet too recent to be able to make any certain predictions from what has been accomplished following the same, concerning the utility and profit that the Company will have to expect from that trade in the future. This embarrassment has now reached the extreme, so that we are forced to declare §348. The embarrassment of the Ministers to obtain the necessary funds for the same has also been too great, and the means to which they, for that reason, have had to take resort, are too oppressive and extraordinary, for us to be able to deduce from them how much that part of the burdens of the Bengal trade will amount to in the future. to declare that without relief of Bar silver, cash or convenient bills of exchange, as already presented in our separate letter of 24th November 1786, we see no chance whatsoever to procure anything more. §349. Concerning the number of Servants and the further apparatus necessary for the conducting of that Bengal trade, neither can be judged from these first beginnings, any more than regarding the conduct one has to expect in the future from the servants of the English Company with respect to the Dutch. The present, which has only too often demonstrated that it can have a very great influence on the state of the Company's trade, and that which was dealt with in the Ministers' secret resolutions of the year 1784 regarding the demanding of toll on the goods brought in by the Company's ships, and of which goods, according to what is set down in those resolutions, no toll had ever before been paid, seems to provide new proofs of the uncertainty into which the enjoyment of the Company's merchants has in particular been brought since the power of the said nation in the Mughal Empire made such great advances. We say nothing of the very high impost which, as the Ministers from the other side had learned, was laid by the English, for the promotion of their own indigenous distilleries, not only on the import but also on the transit of Batavia arrack, and had already caused a great detriment to the Company's sales, as can be gathered more fully from the secret resolutions of 9 October and 23 November 1784. This preceding circumstance is the cause of the ruin of the Company's trade in this country, and not only that, but the policy that took place among them makes the entire Hindustani Empire totter. Bengal having to subsist by a proper freedom and security in commerce, the Calcutta Government has dealt it a death blow, both by taxes, nominally for the improvement of the finances, and by the suppression and obstruction of the rights of privileged firmans and other privileges. Such a surprise attack and caused damage as, through the war that arose in Europe, was the case here with the Company's establishments etc. in the year 1781. Afterwards, the Ministers themselves experience, through this conduct, that they made a mistaken calculation. They readily understand that such remedies must deter the Company from that which they meanwhile themselves acknowledge to be of the highest interest to it, namely the importation of money, so that, with all the extraordinary taxes, instead of increasing, it decreases to such an extent that Calcutta private commerce is primarily sustained by paper. At the bank established in the year 1786, payment takes place with English Company paper, so-called certificates, payable from two to twelve months, with a discount of 10 percent in specie of gold and silver or in banknotes, according to what can be agreed upon; regarding which 165. it is notorious that up-country one can manage only with specie. The capital of the bank, consisting of 20 lakh rupees, has been lent to the Government, and the banknotes are settled or paid by the Government with the said certificates according to the agreement with the bank. In short, the establishment of that bank seems to have the aim of supporting the Company's finances rather than promoting the public interest. The agreement with the Company can be dissolved whenever one wishes after proper notice from both sides, and English Company bonds dated before 1784, nor those of our Company in general, are accepted by the bank as securities. Your order given to them at the end of July 1785 gave occasion, among other things, to the commission dispatched to Calcutta to turn matters with the Calcutta government so that henceforth 800 to 1000 chests of opium are supplied annually to the Company and of saltpeter at least 36,800 maunds, which seems to have appeared to the Ministers as very difficult in the execution, and we must now await whether they will have been able to succeed in the representations that were to be made by them to that end. Meanwhile it remains extremely necessary that you, as well as the Ministers, seriously reflect upon the mercantile state, as well as upon the political circumstances of this Directorship, In the report of the above-mentioned commission, sent with the appendices to the Netherlands in January 1786 and 1787, everything is dealt with that can with any possibility be reported concerning the mercantile state 166. and political circumstances of Bengal. The particulars cited therein will, as we hope, satisfactorily demonstrate what has all been done, both for the defense of the Company's rights and privileges and the conduct of a free and secure commerce, and to see decided and established once and for all the continual question of whom one is to consider as the actual lawful ruler or representative of the Emperor of Hindustan. The said question was deemed necessary in order to make a distinction for always between the national and the territorial. In the one capacity, we can without hesitation enter into and conclude all kinds of conventions with the English Government that directly concern both nations. and to examine the one and the other in all its particulars in such a manner that a thorough report can be made to us of what will be necessary to enable the Company to subsist in its trade in Bengal, in order subsequently to test whether and to what extent the means intended to serve that purpose could be put into effect.

concern; as happened among other things recently regarding the surrender of mutual deserters, but in the other capacity, or when the Government considers itself entitled to make arrangements with us concerning the Company's privileges, it must demonstrate its authority, whether as principal or as representative. Insofar as our intervention might still be required in this matter, and because these reasons, or the asserted necessity of that distinction, and that the negotiations should not take place without the competition of the quasi-Nawabs, are treated in detail in the 37th part of the Commissorial report, or the 15th, 16th, 17th, 18th, and 19th parts of appendix No 46, or the 12th and 14th parts of appendix No 49, it will above all be useful that the points which, in the management of the affairs of this aforesaid Directorate, would require some negotiations here in Europe on behalf of the Dutch Company, are stated distinctly and clearly, with the addition of such reasons as could be used to the greatest effect in those negotiations, and with an indication of the documents that would be relevant here; it will be sufficiently apparent to the Ministers whether we are already provided with those documents. We believe, with all respect, that it should be left to the Gentlemen Masters to decide whether the arguments set down there appear weighty enough to serve Your Noble, Honorable, and Respected Highnesses at the same time as points in the conduct of the negotiations in Europe, as well as Appendices No 44 and 53, the one being a draft of an agreement concerning the payment of customs duties on the Company's and private goods, and the other a draft convention for a free, unhindered trade of the Dutch Company in Bengal, and behind it No 54, a separate article for the guarantee of the Company's possessions, rights, freedoms, and prerogatives granted by firmans of the Mogol, to which latter the King's Dewaen, alongside the President and Council of Fort William, have specially bound themselves by the Convention extorted by that Ministry in the year 1760, whereby also all extortions of money, among others the annual payment of the Peeskes at Patna, were abolished and annulled, as can be seen in the 7th and 8th articles of that Convention, as well as in the 5th, that a free, unhindered trade in all articles, except saltpeter, was then granted. This Convention can be found as an Appendix behind the Memoir made public through print, which was presented to Their High Mightinesses by the illustrious assembly of the Seventeen on 2 xber 1761; and it is, moreover, also transmitted among the papers now being sent to the Netherlands, marked No 5 in the secret register. And with respect to 1359. the matter cited by the Ministers from our general letter of the year 1779, §187 and 108, regarding the sending of 100,000 lb of saltpetre with each ship more than had taken place until that time, it will be necessary to point out to them for the future that our authorization for the aforesaid increased shipment is subordinate to the possibility of doing so without, on that account, holding back linen collected in satisfaction of our demands; as it will appear from the yields and price currents of the Company's most recently held autumn sale that the prices of saltpetre have fallen noticeably, wherefore the Ministers will also especially have to exert themselves to obtain that salt at lower prices than what was last purchased. §360. Although acquiescing to the reasons that moved the presiding Member of this Directorate, as appears from his separate letter to you of 26 July 1784, to conduct a separate negotiation concerning the purchase of opium and saltpetre, we would nevertheless prefer to see that such negotiations are avoided in the future as far as possible, as in general it seems best to us that the same take place with the prior knowledge of the entire Council. §361. We are quite willing to believe that the Ministers, upon resuming trade, found themselves in very great embarrassment due to the non-payment of practically all of the 45 bills of exchange received from Europe since the year 1781, amounting together to a considerable capital of R.o/a 1,518,000.—, such that upon the departure of the Ministers' letters to us of 12 January 1785, no more than six of the aforesaid bills of exchange, amounting together to 75,000 m.s.s.o., had been paid. §362. According to what we found noted in the Ministers' resolutions concerning the causes of that default, the same was to be attributed to the fact that the funds from which the payment of the aforesaid bills of exchange should have been made had already been remitted to Europe long before, while those bills of exchange were regarded as having lapsed on account of the war. And according to the report of Bookkeeper van den Broeck, contained in the Ministers' resolution of 26 October 1784, it was by persons other than the drawee that openings had already been made to him to pay money into the Company's treasury in his name, provided it were at a higher price than 25 stuivers per S.a r.o. The Ministers having acquiesced in that report, we must assume that it was regarded by them as completely well-founded. It would, however, in our opinion not have been impossible that the refusal to pay the bills of exchange, whether in whole or in part, took its origin from a scheme to take advantage of the circumstances in which the Ministers found themselves, and in the expectation that the clause of 12 per cent to the benefit of the Company in case of non-payment could not well operate in the present case, in order to try for all the better terms for a payment still to be made into the treasury. §363. 5364. But leaving that for the moment for what it is, we cannot, however, express our astonishment strongly enough at the resolution taken by the Ministers on the aforementioned day of 26 October to borrow, in addition to the loan of 7 to 8 lakh rupees from the English at the exchange rate of 27 stuivers per sicca rupee, a further one lakh of sicca rupees over and above that from the Company's servants, not at a similar, already so very onerous exchange rate, but even at that of 27 1/2 stuivers. 1365. Since, before the dispatch of this most respected letter of the Right Honorable Lords Masters, there had already been received in the Netherlands our letter of 12 January 1786 and the separate letters of the Director dated 10 December 1785, 16 and 20 March 1786, alongside the enclosed copies of his separate letters to the Noble High Indian Government, in which the vexations with which we continually have to struggle in these regions on account of the crying shortage of money, and the harmful expedients to which we, left to ourselves, had to take recourse for salvation, are circumstantially disclosed, so that their Excellencies were fully aware of our distressed condition, the aforesaid remark pains us all the more, as we must deduce therefrom that our representations found little entrance, and one must consider these unfavorable suspicions solely as an introduction to what one has to expect in this year. We hope that the little we have said will be sufficient for the future to awaken in each of the Company's servants sentiments that demonstrate more zeal and cordiality for the interests of the Company than those by which we fear people have allowed themselves to be guided in this matter. We take the liberty of referring ourselves with respect to the considerations in the committee report from paragraphs 136 to 147 inclusive, and regarding the force and validity of the Company's privileges, to appendices 14, 15, and 19, or the first three memorials submitted by the delegates of our assembly to the Supreme Council at Calcutta; likewise to our separate resolutions of 21 November 1785, demonstrating that the Danish gentlemen at Fredericksnagore made an application to us rather late regarding private individuals, in order to remit their capitals, and that the Ministers did not derive as much advantage therefrom as one could and might have expected from them, in making common cause with the English for the revival of the rights and privileges of the nations here in this country. We hope that the representation of the state of the Directorate as of the ultimate of August 1786, inserted with our General Letters to the Honorable Supreme Indian Government dated the ultimate of March 1787, may serve as proof of care and attention toward its improvement; and even more so when we dare to assure beforehand, and will not fail to show next via Batavia, that by the ultimate of August 1787 the books show a very considerable profit, as also shown by the general return drawn up under that date, that a profit was made of ƒ436049.11.8 on the merchandise sold here in Hooghly during the latest financial year. Which advances are not precisely to be attributed to advantageous circumstances concerning trade in general, but on the contrary may serve as a lamentable and convincing proof of the fatal decline of the Company's credit and the unfortunate situation into which a multitude of now ruined people have thereby been brought; having preferred to buy the merchandise at enormous prices, thus to their loss, rather than to rely any longer on the hope given them from time to time of the redemption of bonds, the value of which among the public diminished day by day. The extension that has been given to the instructions for the pilots, to the end that the extra expenses which the Company will have had to bear on account of using English pilots in the event that those of the Company were not found at their appointed station should be charged to their account, will, we hope, answer the expectation held of it. Although the pilots in general have not yet put aside as much as Gerrit van Veen accumulated after a thirty-year service, to a modest amount of rd. 9000.--, in case of default of compensation for the Company there are legal remedies enough, even if it were the ultimate measure, namely attachment of half their wages; to which we hope, however, it may never come, in order to prevent fretfulness and insubordination from people who pride themselves on being some of the most indispensable and necessary servants of the Company. Van Veen repatriated recently, or in January 1787, with Schoonderloo. He will possibly come himself to collect his money left here in the treasury on drafts, and in that case, if necessary, one could interrogate him under oath as to whether that frugal little capital is not his only lawful property. We doubt very strongly whether there are seamen in the Company's service who are careless. 1368. Regarding the report further given to us in their letter of 12 January 1785 concerning the Company's privileges with respect to the mint, we shall pay the requisite heed, and we refer ourselves meanwhile in that respect also to what was said hereinbefore in §352 with regard to the negotiations that might be necessary between the Company and the English. §369. What we have also already remarked, as appears from §364 and 365, regarding the onerous nature of the means to which the Ministers have resorted to obtain the necessary funds for trade, shows at the same time how great an interest the same has in expanding as much as possible the sale of Japanese bar copper, as well as of the spices, in order, by bargaining for good prices, to free the Company more and more from such harmful loans as those taking place at an interest of 9 per cent; it being therefore to our approval that the Ministers obliged the merchants, as being very eager for the nutmegs, to take 3 pounds of cloves against one pound of the same. We thus very particularly recommend this part of the Company's trade to the Ministers' zeal and attentiveness, in order that through this way as well they may in the future show the Company that they gladly contribute everything in their power to help support the Company in the troubled circumstances into which it finds itself brought; it having meanwhile appeared to them from our letter of 23 November of last year how we found ourselves at that time unable to cause any funds to be sent to them from here. 1370. There are, however, two matters that the Ministers, in our view, ought to observe in that regard: first, that those pilots are in a condition to be able to make good to the Company the said extraordinary expense in such a case as aforesaid, since we can by no means assume that all those pilots find themselves in the same favorable circumstances as the said pilot van Veen appears to be. reckless enough, not finding the Company's pilots at the designated post, to continue their voyage without a pilot with heavily laden ships such as those of the Company, and to set course inward, so as thereby to save for the Company's pilots the reimbursement to the Company of the additional expenses paid to an English pilot. The responsibility is too heavy, and every human being holds life too dear to place it in the balance in a thoughtless manner; we also doubt whether there is anyone among the seamen who dares to take it upon himself, unconditionally at what time of the year, to sail into the river with a heavily laden ship: for otherwise it would not be unserviceable to let such a one make the test, in the latter part of May or in the month of June, item in the latter part of September until mid October: when the rainy season sets in and usually takes its leave. § 371. The matters relating to the conduct and maintained administration of the former Director Ross, having now become objects of the investigation of the Presidial Chamber, we must await the outcome of the same. And we shall look forward to seeing what resolution will have been taken by Your Honours upon the ministers' proposal to hold his sureties present in Bengal free of claim, as the reasons that have been adduced for that purpose have appeared quite questionable to us. The High Indian Government has ordered us to bring the interest of the sureties to the attention of the Gentlemen Masters. In this respect, we must further cite what occurred on the 25th of this month upon reviewing the said resolution of 22 February, when it was remarked by the Merchant Eilbracht Merchant Eilbracht that what occurred might be noted; reasons why this was omitted. remark by the Merchant Eilbracht concerning what had occurred there that no note had been kept there regarding what one of those attorneys, namely the Citizen Iohan Carel Lodewyk Blume, had requested, upon handing over the aforementioned writing, might be recorded for him in particular, namely: that he who had spread the venom in Your Right Noblenesses' Assembly also desired to do so regarding the further interests of the Company; which he, Eilbracht, explicitly requested might still take place, because he referred to that statement in his writing submitted on the 14th of this month. And in order to secure the promised 500 chests of opium, which were promised to us in the previous year, the First Signatory resolved to go in person to Calcutta to make arrangements with His Excellency Lord Cornwallis in the best practicable manner concerning the payment of the one and the other; our resolution of 13 December 1787 shows the outcome thereof, and into that of the 30th of that month is inserted a letter from the Calcutta Government to him, the Director, regarding the proposal made to issue bills of exchange on Batavia for it; according to the same, the acceptance thereof for the opium and saltpetre was principally refused because those gentlemen doubted whether we indeed had proper authorization from Your High Excellencies to issue the same, on that account demanding cash payment for those articles, adding that the final sale of opium would take place on 8 January of this year, implying, as we understood, that if payment was not provided for before that time, one could expect no opium; this caused us no small embarrassment, as we were utterly unable to procure the necessary cash, for which reason the Director then also demonstrated to us on the aforementioned day that, although Your High Excellencies had indeed given us no direct qualification and we thus could not produce it, he nevertheless considered the matter to be of so much weight and interest for the service of the Company, since upon it would depend whether opium could be dispatched for this current year or not, that one ought not to hesitate, in the capacity of directors of the trade of the Dutch Company and thereby authorized for all transactions relating thereto, to give those gentlemen the strongest assurance of a prompt acceptance and discharge of the bills of exchange by Your High Excellencies, if they were issued; we likewise understood this and decided, as no other means remained to obtain the opium, for the reasons further cited in the resolution, to give that assurance in the most solemn manner, as was indeed done by a letter which the Director, because this matter required all speed due to the sale being shortly at hand, had already drafted in advance and wherein he had adduced such pressing reasons as he judged necessary to achieve the intended purpose thereby; this letter is also inserted into that resolution, to which we otherwise beg leave to refer in this respect. § 13 Our representation made in that missive also had the desired effect, for by a note written by the Secretary of the Government, by order of the Governor General, to the Director, which is inserted into our separate resolution of 8 January of this year, he was informed that the 500 chests of opium designated for our use had provisionally been set aside and would remain unsold; and according to an answer which we received from those gentlemen themselves, which is incorporated into the resolution of the 21st of that month, the same were granted to us and the offered bills of exchange accepted. What further remains to be said concerning the receipt and dispatch of that opium, as well as the issuing of those bills of exchange, has already been dealt with in our missive sent with the Hinloopen, and we respectfully request, in conclusion hereof, that Your High Excellencies may be pleased to honor our actions in this matter with Your desired approval, as everything was done with the purest intentions for the interest of the Company. § 14 For the current year we have again determined our requirement at 1000 chests and made a request for them, as appears from the missive inserted into the separate resolution of the 4th of this month, wherein the answer received thereto is also recorded, according to which only 500 chests were promised to us, and that on the express condition of cash payment; we thus find ourselves compelled to request Your High Excellencies to be pleased to enable us to do so, as we have the greatest reason to fear that without it the delivery will not take place. § 15 The protest ordered by Your High Excellencies, in case a more generous allocation was not granted to us, we have not yet made, because we thought we should first humbly submit to Your consideration whether this can appropriately be done for the present, and because of the low price of that most recently received, and since this is also one of the points of objection whereon
