Thus it is, by disposition thereon, understood to approve the proposals made for the redress of the differences and omissions, and accordingly to have action taken in such manner. Having been tabled a finding, drawn up by the Honorable Head Administrator Bogaardt, of the cloves recently brought from Batavia with the ship de Castor, of this content: Finding 205 4 March Finding of 103 chests of cloves which were brought here with the ship de Castor from Batavia according to the invoice of 8 October 1787, and, according to the report of the members of the Council of Justice of this Directorate expressly commissioned thereto, the Junior Merchants Antoine de Massa and Balthazar Constantijn Diederik Bouman, on the date of 23 February 1788, garbled in the presence of the Fiscal Adrianus Gerardus Krayenhoff and weighed to the Warehouse Masters, as shown in detail below for the disposition of this meeting, namely: 10033 lb. of cloves in 103 chests according to the invoice. The sloop de Goede Trouw, recently arrived from Batavia, having been inspected by expressly commissioned pilots, in the presence of the Equipment Master Jacob Fredriks and in the presence of the Master Carpenter Michiel Groenewoudt, whereof the following report has come in today: 209 4 March To the Right Honorable Master Isaac Titsingh, Director over the Company's Trade in Bengal, etc. Right Honorable Sir, The sloop de Goede Trouw having arrived here from Batavia on 23 January last, and being destined to serve as a pilot sloop, we have, in accordance with Your Right Honorable's orders, proceeded on board the said vessel to inspect the same, which we have accomplished in the presence of the Sea Captain and Equipment Master Jacob Fredriks, and in the presence of the Master Carpenter Michiel Groenewoudt, and of our findings we have to submit the following proposal: The said vessel is new, firm, and strong, and according to the testimony of the Commander stationed on it, a reasonable sailer; but in order to make it more suitable for service in the river, it must undergo the following alterations, namely: 200 4 March To make new railings along the sides, as well as two windows and two ports in the cabin, with a hood above on the cabin. The galley must be moved to the fore-hold, and a new windlass must be made; also some cross-pieces and pin racks are missing. Furthermore, to give more sturdiness to the vessel, it must be provided with diverse knees and ironwork. In the rigging are required: a new main topsail yard, a hawse timber, and two studdingsail booms. 24 4 March The pilots represent that the sloop Chinsurah is unfit for pilot service. 1 and as no special disposition is required concerning the same, it has been understood to keep note of this. By another report submitted by the joint pilots, representing that the sloop the Chinsurah, which arrived here in the previous year, despite all the alterations made to it, remains a poor sailer and unfit for the pilot service, for which reason they request to be allowed to have another vessel, such as the Goede Trouw, as all appears more fully from the report itself. To the Right Honourable Isaac Titsingh, Director of the Honourable Company's Trade in Bengal, etc., etc. Right Honourable Sir! The sloop Chinsura having arrived here on the 14th of February 1788, 212 4 March to serve as a pilot sloop, we have taken all pains to make the said vessel as good a sailer as possible, by changing the hoy rig that was on it into a schooner rig, but whatever has been done to it does not help; so that this could bring into difficulty the seaman who happens to meet such a vessel, as the vessel cannot keep up with the ships, and the pilot aboard thereby must fall into very great difficulty, being unable to make any estimate of buoys or beacons: for all which reasons the undersigned respectfully request to obtain another vessel for this Chinsura, such as the Goede Trouw, in order to prevent accidents. Pursuant to Your Right Honourable's order, we, the undersigned express commissioners, went on board the Honourable Company's ship the Castor, lying in the roads of Kedgeree, and in the presence of the Captain at Sea & Equipment Master Jacob Fredriks and in the presence of the Master Shipwright Michiel Groenewoudt, inspected the same exactly and found its defects to be as follows: 214 4 March Found that the ship is tight and strong and has no notable defects, except a few small matters, consisting of the following: Two new topmasts and their crosstrees are rotten and unfit. Two stun'sail booms in place of broken ones. A few patches in the decks where it could not be caulked. The sheathing being somewhat damaged by the cargo boats, must be provided for again. New railings on the quarterdeck; a new fore; a new mizzen topsail yard; 12 iron clamps for the main and foremast; the yawl and boat must undergo some repair. The rigging has all been found in good condition. This is all that we have been able to discover on this bottom; having been repaired with a few more trifles and properly caulked and greased, we judge the same to be fully capable of undertaking its projected voyage, under God's blessing, to Batavia. Having been received and read the report of the examination of the Directorate Journal of the year 1783/84, reading as follows: To the Right Honorable and Worshipful Lord, Mr. Isaac Titsingh, Director and Commander over the Honorable Company's Important Trade and Interests in the Kingdoms of Bengal, Behar, and Orissa, etc., etc., together with The Members of the Political Council. Right Honorable, Worshipful Lord, Respected Councilors! The undersigned members of this assembly, having in accordance with the commission assigned to them on 31 December of the past year rendered report on the 3rd of this month regarding the examination of the trade and salary books of the year 1783/84, now submit that of the Directorate, upon which is to be remarked: That the Kassembazaar office differs from the General in the Debit and in the Credit by ƒ 400:-:-. The Debit originates from the fact that in the books of the year 1783/84 on page 44, a similar amount was entered to the debit of the Head Account and to the credit of Laalbeterrie Nitranond on account of the deficit recorded for the contents of a bond granted to him under 1 April 1783 for various goods delivered to the Honorable Company to the amount of ƒ 4884:14:8, and the bond granted for it had been entered with ƒ 4484:14:8, making for the difference as above ƒ 400:-:-. The Credit is caused by the fact that the said amount was entered in the Directorate books here, in order to balance with the various offices, to this account; both these entries, if found to be such upon further investigation, shall be leveled again in the new books by transfer to the General. We hope hereby to have complied with the intention of your Right Honorable and Worshipful Honors, and have the honor to call ourselves with the most complete high esteem and respect. There being discerned thereby and according to the same no other discrepancies with the General than, with respect to the Kassembazaar office, an entry of ƒ 400:-:-, which according to Kassembazaar's letter of 27 February last is an error committed there and, according to the proposal, can be redressed in the new books, it was agreed to record this here and to let the proposed transfer take effect. Subsequently, having resumed the general and particular statement of accounts prepared by the Trade Bookkeeper according to orders at the closing of the books 237 14 March of the year 1783/84, indicating among other things that in that book year the profits amounted to: at Houghly ƒ 403307:15:- at Patna ƒ 5631:19:- making ƒ 408939:14:- from which must be deducted the losses at Kassembazaar ƒ 2687:8:8 so that the general profits sum to ƒ 406252:5:8 and the expenses against them: at Houghly ƒ 198553:5:8 at Patna ƒ 8673:-:- at Kassembazaar ƒ 10891:13:- making ƒ 218117:18:8 Thus, that more was gained than spent ƒ 188134:7:- as that and the further demonstration, both of the amount of the General Balances in the entire Directorate as well as the outstanding debts and running Credit Accounts, appears in more detail in the said Report, the same reading as follows:

253 14 March after resumption of the findings concerning the delivered cargo of the Castor, it was agreed to conform to those proposals and consequently to let the matter proceed accordingly. The usual findings regarding the delivered cargo of the ship Castor, which recently arrived from Batavia, having also been tabled today, which, with the declaration mentioned therein regarding the birds that flew away and perished, reads as follows: Findings. 254 12 March Findings of the shortages and defects in the delivered cargo of the ship Castor that arrived here, alongside the invoice dated 8 October 1787, as shown in the attached reports, in such manner as is distinctly demonstrated below for the disposal of this meeting, when in the presence of the captain of this vessel, Otto de Freyn, and before the ordinary commissioners, the following shortages were found: 1066½ lb pepper, of which according to the invoice there should have been 40000 lb, and here was found 38933½ lb, thus there is short 1066½ lb, which accounts for 2 2/3 percent, or the permitted write-off determined according to Their High Mightinesses' general regulation of 15 August 1764. 3022 lb sappanwood short on 30000 lb, which accounts for 10 1/10 percent; the regulation dictates 2 2/3 percent or 800 lb, and there is short 3022 lb, consequently there is charged to the ship's officers 2222 lb. 83 1/3 lb Bangka tin short on 50000 lb, which accounts for 1/6 percent, or the permitted write-off. And after resumption thereof, resolved to have the accompanying report sworn to by the members of this Council De Maffe and Bouman, as was then also carried out, as appears from the minute kept at the foot of the report itself; below: Known to me, signed T: van den Broeck, Secretary; beneath that: Extracted from the Memorial of the Honorable Council of Justice of this Office; lower: Collated, Agrees, Hougly in Bengal, date as above, signed P: van den Broeck, Secretary. So it was resolved to consider the intention therewith fulfilled and to send an authentic copy of the said reports to the Principal Place. According to the communication of the Lord Director, it having been represented to His Honorable Worship by the citizen Johan Carel Lodewyk Blume that 277 25 March that due to the general scarcity of money he found himself unable to make the cash payment of the warrant granted against him regarding the chiancos, with the request to be permitted to satisfy the same with Company bonds, so it is, upon the proposal made thereto by the Lord Director, considering that this, the lack of ready cash excepted, comes to the same thing, resolved to consent thereto, as well as to authorize the Cashier to discount the amount of that warrant against bonds and to credit the same to his cash account to the debit of those on whom they are drawn, in order that, upon receiving them, they be properly debited for it in the trade books. Furthermore, after this discount, to return the mortgages passed by him, Blume, for that debt on his houses, and to have them canceled. By 278 25 March A certain request of the Chief of Kassembazaar regarding the repairs to be made at that office granted, subject to the approval of the High Government. By the Honorable van Citters it was subsequently represented that the house and garden with the buildings belonging thereto at Kassembazaar, which has always been transferred from one Chief to the other at some discount, at present, because it has not undergone any repair or been inhabited for a considerable time, has fallen into such decay and ruin that it will cost a considerable sum of money before it will be habitable again; that he was indeed willing to put the same into proper order again and to advance what is needed for that purpose, but is unable to bear that burden alone, considering that according to a rough calculation the whole will easily amount to 18,000 rupees, therefore requesting that, as has previously taken place and is also customary elsewhere regarding similar buildings, an arrangement might be made in this regard whereby the succeeding Chiefs 279 25 March Chiefs might also participate therein, undertaking in that case to restore everything completely or put it into good condition and, after completion of the work, to provide an exact account of its cost, as well as to bear such a share therein as the assembly shall see fit; after deliberation whereon it being judged that this request was based entirely on equity, so it was, on the proposal of the Lord Director, approved and resolved to consent thereto, and consequently to determine that the Chiefs of Kassimbazaar must take over that building with what belongs thereto in succession from one another with an annual loss for the transferor of 5 per cent of the amount that will now be spent thereon, as well as to request, in the upcoming general letter, the approval and confirmation of this arrangement by the Noble High Indian Government.
