280 25 March Papers produced today will be sent to Batavia concerning Radjesle. A bundle of papers relating to Hadjie Mahameth Mehendie was submitted by the Director, with His Honor declaring that these writings, although not having a direct bearing on the case about which complaints have been filed with the Supreme Government of the Indies, nevertheless could provide much elucidation therein, as they are of one and the same nature because they also deal with the question of whether Hadjie Mohameth Mehendie, as executor and heir of his deceased brother, must pay the brother's debts or not; that the said case has now been brought before the Sudder Adaleth to be finally determined, and that the dismissal produced by him, Hadjie Mehendie, in the previous year is currently in the hands of Sir Robert Chambers to be judged after it has been translated into English; and that this is all that can thus far be submitted on this matter to the aforementioned Supreme Government of the Indies. 281 25 March Head coverings presented by the Nawab in the year 1786 valued. His Honor desires a record to be made of all this and that the said bundle, along with the aforementioned dismissal, shall be offered to Their High Honors for Their High Honors' deliberate consideration. All of which was resolved to be carried out accordingly. Henrich Bernardt Dechrsen, a surgeon who arrived in the country with the Danes, having represented by petition that he is inclined to proceed to Batavia to find employment, if possible, there in the service of the Company, with the request to be permitted to cross over thither for that purpose on the sloop De Verwachting, undertaking to perform his service during the voyage for his board; it is resolved, considering that the said vessel has no surgeon or physician and the petitioner can therefore be of use upon the same, to grant the said request on the proposed condition. Finally, the Director submitted and thereupon resumed the outgoing formal demand from Batavia for the year 1788, of which it was resolved to keep a record, as well as of the approval of the common resolutions of the 22nd of February, 4th, and 14th of this month; likewise the secret and separate resolutions of the 12th, 15th, 22nd of February, 4th, and 15th of this month, that of the 22nd of February with such exception as is recorded in the separate resolution of today. 27th May 207 Item of the report on the defects found on the sloops. The true balance of the Company's petty cash under today's date amounts to ƒ 22735:2:8: or fl: 18188:1: 12/15 in specie, signed Houghly ult. April 1788, signed F: Wieman. Thus it is, after review thereof, understood to keep this note thereof according to orders. Next, there was brought to the table the usual annual report of the examination completed by the pilots, in the presence of the equipage master Jacob Fredriks and in the presence of the master carpenter of the Directorate Michiel Groenewoerd, of the sailing and lesser vessels belonging here, presently consisting of three pilot sloops, and a sjpeckee or guard boat, being of this content. In compliance with your Honorable orders, we the undersigned appointed pilots, according to annual custom, have gone on board the Company's sloops belonging here, and have carefully inspected the same in the presence of the Captain-at-Sea and Equipage Master Jacob Fredriks, and in the presence of the Master Carpenter Michiel Groenewaudt, and found their defects to be such as we have the honor to present to your Honor below for each of them in particular, namely: The sloop De Goede Trouwe The same arrived in the month of January of this current year from the main administrative center via Malacca into the Ganges, and its condition was already shown in our previous report, to which we refer with favorable interpretation; upon a closer examination, however, it must still undergo the following minor alterations as necessary to be of service in the river, to wit: The mainmast standing too far forward must be set back a little, for which reason the chain-wales must be enlarged and new chainplates made, while the bowsprit, which is too low, must be placed somewhat steeper, and its step changed at the same time. 209 27 May New railings on the board between the mainmast and foremast are required, besides the canvas for bulwarks for the same. The scuppers are all too small and having insufficient water drainage, they must be enlarged or renewed. In the cabin, six air ports must be made, and a coaming above that door on the quarterdeck against the pouring in of the sea. The main hatchway is too small to stow the ship's anchors in the hold, so it will need to be enlarged, and at the same time new bolsters or chocks made upon it, through which the anchor cables run. The windlass needs to be provided with new whelps and cleats, as well as some new pawls. The spars are good, except for a main topsail yard which is unserviceable and water-soaked, for which a new one is required, also a new flagstaff. The standing rigging is still good, but the bow and water stays, with the topmast backstays, must be renewed, while the remaining running rigging is also partly worn out. Also, this little vessel must have two new topsails, a mizen, an outer jib, and a top studdingsail, and the other sails repaired. Furthermore, it must still be provided with various ironwork, such as eye-, ring-, and clenched bolts. Upon its arrival in the river, it lost its jolly boat, for which a new one has been provided. 210 27 May All these defects having been repaired, it must still be careened, caulked, and payed, and provided with what is necessary for cruising voyages, after which it can serve as a pilot vessel. The sloop Patna. Of this one, both galleries must be demolished, and the transom taken off from the top, because it is too high and catches too much wind. The hawseholes being worn out, new lead pipes must be made therein and clad with lead. The scuppers also need to be enlarged in order to have sufficient water drainage. At the scuppers under the bulkheads, leakage has been discovered, all of which must be taken off to be able to ensure tightness there. On the rigging, we find the mizenmast near the partners entirely rotten and water-soaked, and the topsail yard unserviceable, for which two new spars are needed; while the standing rigging is still good, except that a new one is required for an inner jib traveller, two water stays and pendants, along with the greatest part of the running rigging which is worn out. The sails must be repaired, but instead of the main topsail, the topgallant sail, the mizen, the staysail, and two jibs, which are entirely worn out, others must be procured. The hull must be timbered and caulked. Furthermore, this little vessel must still be provided with some blocks, pumping tools, bitts, cleats, etc., after which it needs to be careened, caulked, and payed, in order to be able to cruise again.

On the rigging, we find the mizzen mast step completely rotted and waterlogged, thus unfit, for which two new ones are needed; while the standing rigging is good, but for an inner jib stay, two water stays, pendants, together with most of the running rigging which is worn out, new ones must be provided. The sails must be repaired, but instead of the topsails, the topgallant sail, the mizzen, and the outer and inner jibs, which are completely worn out, new ones must be provided. The jolly boat must be rebuilt and repaired. Furthermore, this little vessel must still be provided with some blockwork, pump tools, bitts, cleat work, after which it needs to be breamed, caulked, and greased, in order to be able to cruise in August. 27 May 211 The Sloop Chintsura This one is leaking from below, so that the entire sheathing must be removed to inspect the main hull, where we have found that some planks were rotted, which need to be repaired, and a new double sheathing placed over it. The pumps are worn out, for which new ones need to be made. Various pieces in the deck, on the quarterdeck and forecastle, which cannot be caulked tight, must be repaired, and some small matters rebuilt. Both galleys under the forecastle were severely damaged during the last heavy weather in November, which therefore must be repaired. The spars are good; but the mast step of the foremast being mostly rotted, must be renewed. The standing rigging was also found to be good, but for the running rigging, which is mostly old and spent, new rigging should replace it. The sails must be mended, and a new mizzen and outer jib must be provided. The jolly boat must undergo a small repair. Passing over some other small matters, and this little vessel being breamed, caulked, and greased according to custom, it can again be employed for service in the river. The Tansooy or the guard vessel: Is damaged by worms in the bottom, otherwise still in a good condition; but it needs to be breamed, caulked, and greased before it will be able to serve again. During the swearing of the declarations of lost anchors, ropes, and further gear, according to the respected order of the Right Honorable High Indian Government established by extract resolution taken in the Council of India on 2 July 1771, taking place through the first officers of the Honorable Company's ships, consideration having been given to that which has already long been regarded as improper, namely that the declarations, just as in earlier days, or prior to the date of the said order, are granted by the respective officers at the requisition of the commanding officer, captain, or skipper, whereas the latter, in fulfillment of the intent of the said order, ought to grant and sign such declarations themselves with and alongside the captain lieutenant following him as chief mate, in order then, whenever it is required, to verify and corroborate them under oath in India: thus, after deliberation, it has been resolved by notarial advice of this Council to bring this remark to the attention of the Right Honorable Lord Director and Council of Policy in order, if pleased, to provide therein with the 219 27 May concurrent dispatch of orders to the authorities upon the summons of a ship or ships destined for the Ganges, pointing out to them how these declarations must be drafted and sworn according to the order, in order thereby to prevent all oversights and objections regarding the swearing of an attestation by the person at whose requisition the same was granted. The junior sailors Daniel Anthony Overbeek and Johannes Muller, employed in the clerk's service, having recently been favored by the Right Honorable High Indian Government, by esteemed formal rescript of 2 October of the previous year, with the assistant's board money and on that ground now, each separately, requesting by petition for the quality and wages of junior assistant, it has, since such is in accordance with the orders on the matter of improvement, been approved and resolved to consent thereto and accordingly to promote them to junior assistant with an increase of their earning wages to sixteen guilders per month, beginning today, in order to serve out their current contract for that. The sergeant Jochem Haagen of Pannenborg demonstrating by petition that since the year 1746 222 240 27 May Insertion of a Danish letter dealing with the estate of one Pieter Franssen. he has served the Company and is now, through old age, weakening of sight, and other bodily ailments, no longer able properly to perform his service, with the request that for those reasons the proof of favor intended for old and worn-out servants may be granted to him and he may be discharged from the service while enjoying a retirement pension and board money; it has been approved and resolved likewise to condescend to this request in so far as the positive orders concerning this permit such, and accordingly to discharge the petitioner from the service and to pension him at twelve guilders per month, being that which is determined by the regulation on the improvement of servants for half the wages of a sergeant. Upon the orders received from our superiors in this regard, we have demanded of the Citizen of our Colony Pieter Hoff, as Testamentary Executor of the late Peter Fransen, an accounting concerning the unpaid Legacies bequeathed by the said Fransen by Testament to his Family and others in Denmark. An original and duplicate missive from the aforementioned ministers of the 30th of April of this year, and finally: An original missive from Mr. Abraham Josias Sluysken, Director, and the council at Surat, dated the 16th of September 1788. To 267 7 August Proposal of the Honorable Director to postpone the auction until after the arrival of the Straalen. After the handling of all this, the Honorable Director gave the meeting for consideration that, whereas according to private reports received via England, the ship Straalen, which sailed out for this directorship this spring, brings a capital of four tons in cash, news which it seems deserves credence given the accompanying circumstance that it was expressly detained for this purpose until the end of January, this relief, though small compared to the need, would nevertheless at present be of the greatest consequence and will enable us this year to benefit the Company considerably through the ample supply of merchandise which Their Right Honorables, in the missive read today, have been pleased to promise us on the latest demand, because this money 268 7 August would be sufficient for a large part to provide the petition received for the Indies, among which are 1000 chests of opium, being 500 from the Calcutta government and 500 to be purchased pursuant to Their High qualifications; and to obtain the further necessities both for paying the maturing bills of exchange and the domestic expenses, only a small portion of those trade goods would need to be sold for cash and all the remainder disposed of for bonds, which gives the prospect of considerably high profits thereon, besides the halting of the burdensome interest on the capitals that will be paid off in this manner. That, notwithstanding the lack of money in which one finds oneself would require a speedy sale of at least a part of the merchandise 269 7 August with which the meeting conforms. Reply to Cossimbazar. now received with the Resolution to make good the most necessary expenditures, it nevertheless seemed for the aforementioned reasons most expedient and most advantageous for the interest of the Company to wait some time yet, or until the arrival of that ship at the end of this or in the course of the next month, and to suspend the holding of an auction, since upon the receipt or non-receipt of this relief it must depend which and how many goods are to be sold for cash or bonds. These considerations appearing to the meeting in all parts to be the most salutary, and conforming with the proposal to defer the auction, it was resolved to make note of all this in this manner. Along with the letter from the office named in the margin dated the 20th of the past month, a signed report having been received of the cash and effects taken over there by the junior merchant and Resident Dirk van Hogendorp according to the books as of the end of February of this year, annexing the report pertaining thereto of the expressly designated commissioners appointed for that handover, 271 7 August Order to make this again to the Provisional Resident Baumgardt. Eyk en Linden brought in. Commissioners appointed to unload that ship at Fulta. Friday, the 5th of September 1788, in the morning; absent the merchant van Haugwitz due to indisposition. Letters and papers opened and read. In this meeting specially convened for that purpose, having opened the letter packets received yesterday evening from the cross-rigged ship Eyk en Linden, arrived earlier in the Ganges from Batavia, consisting of the readily prepared general and secret formal dispatches of the Noble High Indian Government of the 8th of July of this year, likewise such enclosures as the attached index dictates, it was therefore resolved to keep this record thereof and to deliberate on the contents thereof on a subsequent occasion. Regarding the unloading of the said vessel at Fulta, it being ordered by Their Right Noblenesses that this must take place at Fulta by Commissioners to be sent from here for that purpose, because the ship's officers are not further responsible for the delivery of the cargo than for the good delivery of the piece goods, without concerning themselves with the weight; thus, on the proposal of the Lord Director, it was approved and resolved to appoint for this purpose judicial members, and from among the same the junior merchants Bouman and van Hogendorp, in order to receive the cargo from the officers, to weigh it gross, and to hand it over in that manner to the First Warehouse Master de Bas, who for that reason will also proceed to Fulta, all in accordance with an instruction that will be provided and prepared by the well-mentioned Lord Director as soon as one has received the invoice of the goods laden in that vessel, which the skipper kept on board, and for the sending of which an order was dispatched to the said skipper during the meeting. Inspection of the cash balances under the last of August. The senior merchant and Head Administrator, the Honorable Anthoni Bogaardt, having passed away in recent days, and the Lord Director having presented the necessity of provisionally filling that post again in order to maintain the necessary supervision over the extensive work in the warehouses as well as otherwise, proposing for that purpose the senior-most merchant and First in the cloth hall, Johan Wilhelm Salomon van Haugwitz, while stating that His Honor believed that he could still continue to perform his present service in the Dallaan, by reason of the little work and his skill in the management, until Their Right Noblenesses shall have further disposed in this regard, whereby no other or further change among the servants need take place; thus, in consequence thereof, it was approved and resolved to assign to the said merchant van Haugwitz, subject to the honored approval of the Noble High Indian Government, the post of Head Administrator, with that which is annexed thereto, thus also the presidency in the Court of Justice, and to have him take the oath thereto at the nearest opportunity. Reasons why. that small relief, can be said to lose those benefits which one had reason to expect both from the employment of those moneys for the purchase of the opium, and from the higher prices for the goods upon sale for bonds. That His Honour, however, still having hope that Captain Marson was wrongly informed regarding the destination of that money, at least believing that one ought to await a better-founded message than this private information before proceeding to a decision for the sale for cash of the merchandise on hand and thereby exposing the Company to the said losses of profit, considered that one, for those reasons, ought as yet to suspend the holding of the public sale, all the more so since the ship Straalen, which has now already been underway from the Cape to this place for two months, is reasonably expected in the following month.
