And the memorandum of incurred carpentry and repair at the said office passed. and no objections to the contrary having arisen on either of them, it was decided, according to custom, to pass the same. On the Patna cash and expense accounts for the months of July and August, received alongside the servants' letters of 22 August and the first of this month, containing nothing other than the successive borrowing of Sicca 600:— and Sicca 800:— on bond at 9 percent per annum, and the expenditures made therefrom for the ordinary monthly charges, there being nothing to remark upon examination and recounting, it was decided to approve and pass the same. With the last-mentioned missive there being also transmitted by the servants a memorandum of carpentry and repairs for the four last months of the recently concluded financial year, totaling:

For a beginning of the business, 304 24 October having examined the monthly statements of the cash balance of the small treasury here at Hugli, under the last of the past month of September, reading as follows: Honorable, Valiant Sir, Mr. Isaac Titsingh The true balance of the Company's small cash treasury under today's date is ƒ 432:1:8 or Sicca Rupees 383:10 12/15 in specie. Discourse of the Honorable Director regarding the embarrassment in which one finds oneself on account of lack of cash. Subsequently, the Honorable Director entered into discourse on the public auction announced for the 27th of this month pursuant to the resolution of the 23rd of the previous month, showing the necessity that the same proceed, notwithstanding that the ship Straalen has not yet arrived and the resulting continued uncertainty as to whether it brings any relief or not; 305 24 October since the lack of money is presently so great that one has the most well-founded reason to fear detrimental and dangerous consequences if within a short time some payment cannot be made to the servants, who have now already received nothing for six months, which falls most heavily on the lower personnel, both European and Native, who must subsist solely on their salary, board money, and house rent, and causes an open complaint and murmuring among them; while the military are also two months in arrears, and the respective Administrators and others who have warrants on the treasury, among which are some even from the fiscal year 1785/1786, make daily representations to His Honour about the embarrassment in which they find themselves, knowing no further way out to pay the working people employed in their administrations or otherwise, and what further is needed therein due to the present shipping season; 386 24 October from which His Honour demonstrated that on this account there should be no longer delay with the sale of at least a part of the imported merchandise, in order thereby to find the needed cash, all the more because the time was already far spent for procuring what is required by the Indian requisition, for which ready money is needed as well as for obtaining the 500 chests of Opium promised to us by the English gentlemen for this season, and the delivery of which one is assured will be refused without direct payment; that all of this, which will thus be needed immediately and without being able to bear longer delay, amounts to circa three lakh rupees, submitting the same consequently for the consideration of the meeting

12 24 October Finding of the Deficits in the Delivered Cargo of the ship De Resolutie, according to the Invoice dated Batavia in the Castle the 28th of May 1788 and as shown by the Reports to be mentioned, concerning which the undersigned requests the ruling of this assembly for the information of the Trade Bookkeeper. In the Trade Warehouses According to the report of the Administrators, in the presence of the Ordinary Commissioners and in the presence of Captain J. P. Mann, the deficits to be mentioned were found: 2000 Pounds of Pepper, whereof invoiced 75000 lb, and delivered here 73000, thus deficient 2000 lb, or 2½ per cent, constituting the permitted write-off which Their High Excellencies granted by Their General Regulation dated 15 August 1764. 500 Pounds of Copper, Japanese, being stated on the invoice 300000 lb in 2300 boxes, but found upon reweighing 299500, therefore a deficit of 500 lb, being 1/6 per cent, or as much as is permitted for write-off by the aforementioned regulation. 83 1/3 Pounds of Tin, having been shipped at Batavia in 1034 blocks or 50000 lb, and delivered here 49916 1/3, thus deficient 83 1/3, or 1/6 per cent, being that which was validated for write-off. 53½ Pounds of Coffee beans deficient on 2000 lb, calculated at 2 2/3 per cent, or the permitted write-off. 300 ditto Powder sugar on 9000 lb, calculated at 4 per cent, or the permitted write-off. Concerning the spices, both the Administrators in the aforementioned Report and the Judicial Commissioners A. de Massee and B. C. D. Bouman in a separate Report make known that 516 boxes containing according to Invoice 49997 lb of Cloves and 1397 lb of Nutmegs agree with the Batavia Gross weight, being 78699 lb, but on 13 bags of Mace weighing net 2002 lb and gross 2070 lb, there were found deficient 30 lb gross. The other Goods brought for this Administration have been delivered in accordance with the Invoice. In the Provision Warehouses according to the Reports of the Assistants A. Giester and L. Geenemans, the goods brought were found as follows below: 1293½ canns of Arrack Api in 25 Leagers, being 13 1/3 per cent, and as much as is validated for write-off. 240 Pounds of Rosin, Domestic, deficient on the charged 3000 lb, or 8 per cent, being the permitted write-off. 421 canns of French wine in 10 half Leagers, calculated for ullage at 21½ per cent, one half Leager being entirely empty. 607¼ ditto Vinegar in 30 half Leagers, ullage constituting 10½ per cent. Note: These 40 half Leagers of wine and Vinegar, appearing by invoice to have been brought to Batavia expressly per the private ship Het Drietal Handelaars for Bengal and received ungauged, in order to be delivered here again in like manner with the ship mentioned in the heading, the officers cannot enjoy any write-off thereon either, but the deficits must be credited to the subsidiary ledgers of the Dispensary. 313 24 October In the Rigging Warehouses and Timber Shed according to the report of the Assistants F. W. Wischel and A. Oostenweer, the cordage and woodwork brought, item bellows, were delivered well for this Administration conform to the Invoice. The said almoners having served their term, and consequently having made a request to the Lord Director to be discharged, so it was, upon the proposition of His Honour, resolved to agree thereto, and as such to appoint in their place the young assistants Johannes van den Berg and Daniel Anthony Overbeek, and that for the two next ensuing years. Likewise it was, on proposition as aforesaid, resolved to grant to the needy widow and two children of the deceased gunner Jacob van der Vliet f 8: —, and to the child of Lieutenant Chamerofsky f 3 per month, from 331 24 October: Points of rescript to Kassembazaar. After this, the contents were reviewed of the letters received from the subordinate offices since the last annotation of the receipt, and in the first place one from Kassembazaar dated the 9th of this month, which contains no points for deliberation, serving merely as accompaniment to papers, among which the note requested from the servants of the bonds running to the debit of their office under the last of August were enclosed; and the same upon resumption being found arranged according to the order and intent, it was resolved to keep this note thereof and of its receipt. 332 24 October: Points of rescript to Patna. 24 October whether cash may be given to him for that purpose, or authorization to negotiate it. his request to assist him with some cash to meet and pay the daily expenses in the household, or else to authorize him to negotiate the necessary funds for that purpose, either on bond or draft, and in case he might succeed in the latter, to be instructed as to what terms or how much he may allow for the sicca rupee; thus, after deliberation on this matter and especially on the last point, considering that the general scarcity of ready money and the manifold ways that are presently open to foreigners to remit their money with profit do not permit expecting that this negotiation, as before, will be able to take place at 27 or 27½ stuivers, and it nevertheless being very desirable, in view of the great embarrassment in which one finds oneself for want of cash, that some sums of money could be obtained in this manner, it was approved and resolved to authorize Boomgaardt, with the restriction that he is allowed if necessary to grant up to twenty-eight stuivers for the sicca rupee; with the earnest recommendation, however, to make use of this license only very sparingly and solely when no money is to be obtained for less; all in the hope that this, in consideration of the distressing circumstances in which one finds oneself, will be approved by Their High Noble Excellencies. Furthermore, regarding what was written concerning the procurement of the chintzes, as well as his request for money, to reply to him on the first point that one relies on his promise to apply all diligence thereto, but that thus far one cannot assist him with any cash, as our own shortage puts us out of the condition to make even the most necessary expenditures, for which reason one will be pleased to see him succeed in some negotiation upon draft. The remainder communicated in that letter regarding the handover of the office to Boomgaardt and the departure of the former Resident van Hogendorp for this place was resolved to be accepted for information, and at the same time to note that the statement of the bonds outstanding against Patna as of the ultimate of August last, which was demanded from there and received with a subsequent letter of the 9th of this month, has been found to be drawn up according to the intention. And it appearing thereby that the Nutmegs, by reason of their extraordinary badness, again yield a considerable loss, since besides the shortfall of 81½ lb or 5 4/5 per cent, they furthermore yielded 488½ lb or 35 per cent of mite-eaten dust and refuse, which together with the shortfall amounts to 570 lb or 40 4/5 per cent, whereby the received quantity of 1397 pounds is reduced to 827 lb, thus by more than 2/5 of the whole, to the exceeding great damage and loss of profit for the Company on account of the handsome prices obtained for the nutmegs at the auction recently held, it is, by resolution thereon, approved and resolved to represent all this accordingly to the Honourable High Indian Government, under transmission of two samples of these nutmegs, which according to a report submitted in this regard, by 341 21st November order of the Director, at the first opening thereof, were taken from two special cases and packed in small canisters in the presence of the late Head Administrator Bogaardt and the Captain of the said vessel, Justinus Philippus Mann; furthermore to have the said 570 lb of Nutmegs, likewise the shortfall discovered in the Mace amounting to 802 lb or 40 3/50 per cent, the refuse also included, written off according to custom, provided that the dust, refuse, and white leaves of both are sent in sealed pots to the Capital, and that the report by the commissioners who assisted at the sorting be duly sworn to, but on the other hand to have the excess 5½ lb of Cloves found, amounting to 3/25 per cent, taken in to the credit of the profit and loss account. 21 November 345 Item concerning the report of the survey of the ship de Resolutie. It is, after resumption thereof, understood to pass the same for write-off and to allow them to pay the remainder delivered to the Company, which according to an also resumed report of the ordinary commissioners consists of 103¾ lb Cloves 584 – lb Pepper and 62 3/8 lb Tin, by way of buyout. The ship de Resolutie having been properly surveyed by commissioners expressly appointed for that purpose, in the presence of the Equipage Master Jacob Fredriks and in the presence of the Master Shipwright Michiel Groenewoudt, as appears from the following report thereof received today. To the Right Honorable, Stern Sir Mr. Isaac Titsingh Extraordinary Member of the Council of Netherlands India and Director of the Honorable Company's Trade and Interests in Bengal. Pursuant to 1788. 344 21 November Pursuant to Your Right Honorable's highly esteemed orders, we, the undersigned commissioners, have proceeded on board the Honorable Company's ship de Resolutie lying in the roadstead of Fulta, and surveyed the same thoroughly both inside and outside the hull, in the presence of the Equipage Master Jacob Fredriks and in the presence of the Master Shipwright Michiel Groenewoudt, and found as follows: The ship overall is sound and strong, except a beam between decks broken, which can be remedied with a fish-plate, the doubling of the skin damaged and eaten by worms there, and above water some places rotten in the upper planking, as well as some rotten spots in the ceiling planks and lining in the hold. Further, the fore topmast is broken, the crossjack yard and mizen topmast rotten and unserviceable, as well as the mizen mast-head; of the standing rigging, the forward shroud of the lower shrouds broken fore and aft, and the topmast backstays also unserviceable, and there is still required a new heavy towrope to replace a worn-out one, two new bowlines, two new cat-tackles, a cable that is broken, of 6 inches, a lower bonnet; the running rigging is mostly half worn out. Further, if the aforementioned vessel is properly caulked and repaired with the ship's boats, we judge that the same will be in a state to undertake its projected voyage from here to Batavia. That this causes even more inconvenience in shipping season, considering that the seafaring friends upon their arrival naturally first do their best to sell out of hand whatever they can, and then later, when time is running short, hold an auction for the remainder, when sometimes half of the monies are still outstanding on the day that the term of payment has expired for him. 3 December 385 What must be observed regarding the supply of ships after the closing of their expense accounts. to be done, and because of the numerous opportunities to be found in Calcutta to make shipments to Europe under Imperial, Danish, and other flags, there is no probability or prospect that freight goods will be obtained for the aforementioned purpose, it is understood, in case the Straaten should still reach the Ganges in time enough to be able to be employed in such a manner, to do everything possible to obtain a cargo of rice for the same, and therewith to send it to Ceylon in compliance with the aforementioned order. Under the main section on ships and vessels, in §34 of the formal rescript, Their High Noble Excellencies having been pleased to remark that they find it very improper that the anchors and ropes newly supplied to the ship Rotterdam's Welvaaren, which took place under the jurisdiction of this 386 3 December direction and to a ship lying here loading, were charged by invoice to Batavia, since those expenses belonged here at home and notice thereof should only have been given in order to charge the inventory of the said ship accordingly, with orders to let this serve as instruction for the future; so it is understood to obey this dutifully, and in case it should occur again that after a ship's departure from here, and thus after the closing of the expense account, supplies of one kind or another must be made to replace what is lost upon putting out to sea or otherwise, to have the cost thereof charged to the expense account of ships, and at the next opportunity to give notice of that further supply to the place whither 387 3 December Order concerning the sending of a sloop to Ceylon upon arrival of another from Batavia. such a ship is destined, in order that its inventory may be charged there for that new supply. 392 3 December that there being thus no other means to provide the ships with the necessary ballast, one is indeed forced to take saltpetre for this purpose; that, however, in order not to send more of that salt than was strictly necessary for the said purpose, His Honour had also requested from the Master of the Equipage a statement of what was required for loading the ballast of both ships; and having complied with this, he submitted the following report: To the Right Honourable Isaac Titsingh, Extraordinary Councillor of the Dutch Indies, and Director of the Company's Trade in Bengal, etc. etc. Right Honourable Sir! Under the section concerning the sale price of cloves, at article 21 of the aforementioned missive and an excerpt dealt with therein from the minutes of the resolutions taken in the Council of the Indies on 28 December 1787, this administration being required to state whether, due to the changed state of affairs, with a reduction in the price of cloves, for example to 80 stivers Indian, the consumption would noticeably increase, and whether through that increased consumption an increased sum would continuously flow into the Company's treasury, and thus, through the simultaneous reduction of the large stock, serve to the advantage of the Company; it was, after serious deliberation on this matter, approved and resolved to respectfully note the opinion of the assembly regarding this, namely: that this proposed price reduction for cloves cannot, for the present in Bengal, increase their sale or bring any money into the treasury, since due to their superabundance they are currently very unpopular here and impossible to dispose of, were it not for the sake of the nutmegs which are added to them in the sale, or because the native thereby finds an opportunity to rid himself of the Company's bonds, upon which, as has repeatedly had to be noted with regret, he places little value. At article 22 of the same missive, Their High Mightinesses having ordered that, in fulfilling the requisitions of coarse bleached Bengal guinees for the factory of Padang, preference should as much as possible be given to the last or third sort; and that because the officials there, in an excerpt of a letter sent here dated 30 January of this year, communicated that the difference between the first, second, and third sort of that linen is very slight, while the purchase prices differ very considerably, whereby the highest price of 6 Thl. which could be obtained for it in gold yielded 4 percent gross profit on the first sort, 8 1/2 percent on the second, and 83 percent on the third, so that the first two sorts are detrimental to the profit obtained on the third; it was resolved to comply with that order with exactitude, and thus in the future, when sending guinees to the said factory, to give preference to the leen or the third sort, noting however the surprise of the council that this sort yields so much more profit than the other assortments.
